We have lots to read this issue from free trees for Hertfordshire, fostering children to a focus on two local businesses, The Queen of Herts and Jazzercise. Topically, the theme of our puzzles is top flight sport. The excitement of Luton Town being promoted to the premier league was palpable and the new season is going to be great; I cannot wait. But until then, we have the Ashes to conclude and the Wimbledon finals. Following that, the women’s football World Cup from downunder. Can the Lionesses deliver for us once more? Fingers crossed. Until then, I am enjoying the garden and taking a phlegmatic approach to politics for once. But I have to mention Huw Edwards. Who would have thought it?

“I am very saddened to hear that Amazon have announced that they will close the fulfilment centre in Maylands in April. This is devastating news for Hemel Hempstead to lose such a big-name employer. I understand that employees will all be offered work at an alternative site, many in Dunstable, but for many employees a move to a new location is not an option. It is a difficult economic situation at the moment for everyone, it is not a good time to lose your job.

“Frankly, I am disappointed that Amazon have not been in touch with me or Dacorum Borough Council so that we could prepare to help the local families affected by this news. I am acutely aware that 500 local families will be in shock today with their futures up in the air. I really feel for them.

Hertfordshire County Council Trading Standards is warning of fraudulent cold calls being made to residents about loft insulation. This is yet another variation on the same fraud Herts CC warned about previously. This time fraudsters may tell you that old style loft insulation is causing issues with damp. They will try to frighten you by telling you that your rafters and roof are in danger of collapse unless you deal with this issue as soon as possible. They then go on to arrange an appointment to carry out a no obligation survey to check if there is a damp problem at your property. Unsurprisingly, once at your home, they will tell you that there is a problem and then sell you new insulation and a dehumidifier for your loft for a great deal of money. None of their claims are true. What is true however, is that customer lists have fallen into the hands of scammers who are making these targeted sales calls. This and any other cold calls about loft insulation, solar panels, new boilers and cavity wall insulation is a scam.

Each room joyously depicts characters or themes from the classic Lewis Carroll novel Alice in Wonderland, ranging from the White Rabbit, stopped clocks, the Queen of Hearts and even Alice herself in suspended animation! All of this has been lovingly created by the owner Andrea Harford who is supported by her husband Neil, niece Amber and her super cake making dad, Dave. After a successful start, Andrea and Neil have also branched out by hosting functions such as comedy nights (the first Tuesday of every month) and live music with ‘open mic’ nights. The next Eat Me, Drink Me, Jazz event will be hosted on 22nd Sept and tickets are selling out fast!

Caddington’s on the Green was a bit wet as they picked Coronation Day but everyone had fun. Redbourn’s picnic on the Common on Sunday was lucky with the weather and the sun shone all day. For both events, the live music, games and novelties for the children, and charity stands, all made lots of fun and a chance for the communities to pull together. We have dedicated several pages to the local celebrations and I thank the local photographers for providing some special moments, caught on camera. Redbourn got going on Help Out Day and a large group of volunteers spent the day litter-picking. It is important to keep Redbourn sparkling this year as they have qualified for the final of Britain in Bloom! Good luck to all the Redbourn in Bloomers - you do a great job.

Two minutes twice a day

Brushing for two minutes last thing at night and at one other time during the day with a fluoride toothpaste is key to maintaining good oral health.

Daily brushing is important because it removes plaque. If the plaque isn't removed, it continues to build up, feeding on the bits of food left behind and causing tooth decay and gum disease.

Start interdental cleaning

Brushing may come before flossing in the dictionary, but it shouldn’t when it comes to our teeth. Research shows that interdental cleaning before brushing is the best way to clean our teeth effectively. Studies show that those of us who interdentally clean before brushing are left with a much cleaner mouth than those who did it afterwards.

Spit, don’t rinse

After we have brushed our teeth, we should spit out the toothpaste. At this point we might be tempted to rinse our mouth out, but if we do, we’ll be washing away the fluoride which continues to help protect the teeth. Fluoride is the most important ingredient in toothpaste. It greatly helps oral health by strengthening the tooth enamel, making it more resistant to tooth decay.

Try a fluoride mouthwash

You can provide a boost to your oral health by using a fluoride mouthwash as it helps to clear the mouth of debris. It can also help you stop plaque from building-up on our gums, in-between our teeth, and on the surface of our teeth in between brushing.

Mouthwash can help to freshen our breath by killing the bacteria associated with bad breath. Use a fluoride mouthwash daily as a supplement to brushing twice daily, but not as a replacement.

Beware of snacking

What we eat can have a big influence on our oral health. Snacking every now and again may seem harmless but can actually do more damage than you think, particularly if you are having sugary foods and drinks.

It’s far better for our teeth and general health if we eat three meals a day instead of having snacks to get through the day. Try and maintain a healthy balanced diet and for our teeth it’s important to avoid sugar when we can.

It’s never too early or too late

For children, it’s never too early to learn about the importance of great oral health and how to achieve it. If you, or someone you know, has got into some bad habits, it’s never too late for you to make a positive change and improve your oral health.

Claim your free trees ... say Herts CC

Herts CC is working with partners to provide more than 100,000 trees for residents, businesses and community groups to plant across Hertfordshire by December 2025.

This is part of the plan to help plant 1.8 million trees by 2030 in support of the Sustainable Hertfordshire Strategy goals of improving air quality, supporting wildlife, and adapting Hertfordshire to the impacts of climate change.

You can choose from eight different species while stocks last. A limited number of hedgerow packs are also available, which include 36 trees - enough to plant approximately 6 metres of hedgerow.

All of these trees are:

• Great Britain natives and suitable for Hertfordshire’s soil and environmental conditions (this gives them the best chance to grow to maturity)

• two years old and approximately 60-80cm tall (except for hawthorn, which is one year old and a little smaller, as they grow very quickly)

• grown at a UK tree nursery from seed collected in the UK

• beneficial to local wildlife.

• trees that could outgrow a domestic garden, like oaks, or fruit trees that need more complex care are not included.

The young trees may seem small at the time of collection, but they’re easier to transport and more likely to establish well in their new homes, as their roots are under less stress.

How to collect your trees

Once you’ve requested your trees, they’ll send you a confirmation email within the following two business days. If you don’t receive this, please contact yourtree@ hertfordshire.gov.uk.

Each district will have a dedicated local pick-up point. In November, we’ll send you a further email to let you know where your pick-up point is, and when you can collect your trees.

The main collection date will be Saturday 2nd December. The plants are dormant in December so it’s the best time for transporting and planting them. Details of an alternative collection date and central location will be confirmed shortly, but this might be less convenient and require more travel.

If you’re unable to collect your trees yourself, then a friend, neighbour or family member can collect them on your behalf.

Each tree will weigh very little, and can easily be transported without a vehicle. They’ll provide a starch carrier bag which helps to stop the roots from drying out. These bags meet EN13432 composting standards and can be composted at home, so they’re better for the environment than plastic pots.

Plant trees at least 1.5m away from built structures, and consider the soil type and tree height, plus above and below ground services (water pipes and power lines). You cannot plant your trees on highways verges which the tree is to be planted.

Buying a used Car?

We’ve all been there - full of pure excitement for purchasing our next car that sometimes we stop listening to our head and are led by our heart. So, what do you need to look out for and what can you do if it all goes wrong?

All being well, you will have a seamless transaction and complete the purchase of the quality car that you planned to buy. But, it’s not always straightforward. Often budgets get stretched or we end up with a car because we could get a deal on it rather than a car that met our needs! So, we need to start with a seller that we can trust.

Buyers Risk

Whenever you purchase something second-hand, you are reliant on the seller to be upfront and honest about the condition of the product.

Cars are no different. It’s important to be able to trust the seller. We want to know that the car is as described, the mileage is genuine, all paperwork is present and it functions as expected. So, it depends on what kind of buyer you are: Do you prefer to be able to buy with all assurances given, trust in your knowledge, or take a little in the hope of finding a bargain? Wherever you are on the scale, understanding the risk is the first stage of getting the deal you are looking for. It is not just about finances, but the guarantees given.

Main Dealers will only sell cars that they are willing to put a warranty on. Any cars that they don’t feel they can sell from their forecourt, will be sent to auction. They conduct a Pre-Delivery Inspection to ensure that anything that could be foreseen will be rectified before handover to you.

Independent Dealership operate much like the main dealer, in that they will conduct their safety checks through their workshop before the car is delivered to you with a warranty. Unlike a main dealer, an independent dealership is more reliant on good reviews and recommendations, so it’s worth checking these. They may also have affiliation with the AA, RAC, Trading Standards, Which or similar. Some will also ensure it has a service and fresh MOT before handover.

Independent Sales Forecourt As a car sales-only business, they will focus on the aesthetics but some more studious forecourts work with a local garage to ensure the car is prepared before sale. Check their credentials before making a purchase and look for a warranty and affiliations such as those mentioned above. If they have the car serviced, make sure you are given the paperwork and are confident in the garage they use.

Auctions can be a great source of finding something ‘cheap’. But all cars sold at auction whether through an Auction House or online bidding are ‘sold as seen’.

Keep your head and know your rights

This term is used to describe goods that are sold in their existing condition, with no promise that they will work well. It is worth noting that this is where companies send vehicles they are not confident in selling themselves without risking further issues.

Private purchase. Whether a vehicle is seen with a note in the window, advertised locally or from a friend, it is considered a private purchase. If you know the seller personally, it can be a great way of trusting in the background and condition of the car, but also with no assurances, it can put a strain on friendships should it go wrong.

Trade Purchase. Main Dealers, Independent Dealers and Sales Forecourts, also sell cars within the trade. They consider the condition of the car and discount any work that may need doing to it. It is a businessto-business transaction to allow the buyer to make the rectification work and sell the car at a profit.

Legal Remedies

Consumers are protected by several laws if purchasing from a business. Your first action will always be to contact the dealer direct to discuss the issue. If it cannot be resolved at this level, every dealership will have an Alternative Dispute Resolution service to mediate to a conclusion. Where this does not work, there are various legislation that will support you.

The Consumer Rights Act 2015 Within 30 Days of Purchase

The Consumer Rights Act 2015 gives you the right to ask for a full refund in the first 30 days after buying any product that proves to be faulty. This includes new and used cars.

The law states that a vehicle must be of satisfactory quality, fit for purpose and as described.

• Satisfactory Quality

To be of satisfactory quality, a car must not be faulty or broken when purchased and it must be of a standard that a reasonable person would expect, considering its age and mileage. Ie, an older car with more miles on the clock is not expected to be as good as a newer one with lower mileage, although both should be roadworthy, reliable and of a quality consistent with their age and price paid.

• Fit for Purpose

The vehicle should be fit for the purpose it has been supplied which includes any specific purpose you tell a dealer you want to use it before buying it. So, if you’ve told the dealer you want to tow a caravan, it should be able to do so.

It should match any description you have been given of it when you bought it.

If the car does not conform to any one of the above criteria, you are entitled to hand it back and get all your money refunded. The seller might not accept your rejection, in which case you will have to start court proceedings against them if you want a refund.

After 30 Days of Purchase

After 30 days of purchase, but before 6 months, you can request a repair or a replacement vehicle. The onus is on the seller of the car to prove the fault was not present when it was sold. If they can, you won’t get a refund.

If being repaired, the dealer has one chance to fix the fault. If the fix doesn’t work, you’re entitled to a refund. You won’t get the full purchase price back though. Any usage of the car will be considered, and the refund adjusted accordingly.

After 6 Months of Purchase

After 6 months it is down to you to prove the fault was there at the time of purchase. To do that, you’re likely to have to get an expert to examine the car or component and obtain a written report.

What Is Not Covered?

Dealers do not have to rectify any component that fails due to ‘fair wear and tear’, such as tyres or brake discs that wear out due to normal use. This also applies to any specific fault a dealer told you about before purchase. The CRA cannot be used to reject a car if you’ve simply changed your mind about buying it.

The Consumer Protection from Unfair Trading Regulations 2008

This legislation makes it illegal for traders to engage in unfair business practices, such as giving false or insufficient information about a car.

Consumer Credit Act

Covers you if you’ve bought a car on hire purchase or using a credit card.

Case Studies

Sadly, we see too many cases where our customers have had issues with the purchase of their new car. Fortunately, in both these cases the consumer was protected by consumer law. Both were bought from businesses that were accredited by nationally recognised organisations. Neither of them had experience of the business and no one had recommended their service.

As Described

Case 1

A high-end vehicle was purchased from an independent sales centre and had a recent service and MOT. A major fault appeared after 10 weeks. An investigation uncovered the engine warning light had been mapped out of the system disguising major faults and representing an MOT failure. The repair work was immense, and the consumer repeatedly requested to resolve the situation.

Outcome

It was confirmed by an independent specialist that the lights had been mapped out of the vehicle and therefore the car was sold with major issues. It failed on all 3 tests of the Consumer Rights Act and the consumer was awarded a full refund less than ten weeks of use of the car.

Case 2

Small family car purchased from an independent sales forecourt. Nationally recognised motor organisation flags are apparent around the forecourt.

After 12 months, the car develops a fault. On investigation, it becomes apparent the front end of the car is not the same as the rear. It is a ‘cut-andshut’.

Outcome

Although this was outside of the timescale, the customer could not have reasonably expected to have known the situation with the car which you could only see once the under tray had been removed. The garage is approved for warranty not for approved sales which the flags suggested creating confusion. Investigation uncovers the same car has been sold 3 times by the same garage! The customer was entitled to a refund and resolved the situation out of court.

Safeguard Yourself

Research the seller. Look for reviews to establish their reputation before buying. If using an auction site, ask questions before you commit to the sale. Be clear on the ‘risk’ you are taking.

Check a current car pricing guide such as Parkers or Glasses Guide to give you a rough estimate.

Remember no two cars are the same… they all have different mileage, condition of bodywork, etc. If the car is advertised significantly lower than the retail price, exercise extreme caution. Don’t allow scammers to take your well-earned money.

Unless it is someone you know and trust, make sure you view at the car before buying to ensure it is an accurate representation of the description. Or consider having an inspection service visit for you.

Look at the car’s history. Has it been regularly maintained and serviced?

Be confident it is the car you want. It’s all too easy to go over budget for that extra bit of boot space or the latest gadget. Does it fit within your budget for the purchase and ongoing servicing costs? Does the vehicle do what you want it to?

If you have a part exchange, be realistic about its value. The garage needs to be able to prepare your car for sale. If part-exchanging with a car supermarket, be aware the price they give may not be what you receive. It’s all part of the negotiation process when they see the car!

Legislation is there to protect us and it’s great when it can be applied, but it would be just as easy to have purchased the cars in the case studies privately without the protection of legislation. It is much easier both financially, emotionally and for convenience if we can avoid putting ourselves in the situation right from the start. We don’t want anyone to endure suffering in the same way these two families did. The wider ramifications were monumental affecting their everyday life. One of the cases lasted over 2 years.

Summer holiday tips for separated parents

What is the legal position regarding who can take a child abroad?

• If you already have a Court Order in place setting out the arrangements for the school holidays, ensure these are followed to ensure both parents and the children know where they stand.

• Whilst the agreement of the other parent is not needed if you go on holiday in England and Wales, it would be sensible to seek their consent in advance in the event you do not have a Court Order or written agreement.

• You must obtain consent from everyone with parental responsibility for the children before taking them out of England and Wales. However, if there is a Court Order in place setting out that a child is to live with you, you may take the child out of the country for up to one month without needing to obtain consent from anyone else who has parental responsibility. You should take a copy of the Court Order with you to the airport.

• A parent who is not named as the person with whom the child lives in a Court Order does not have the above right. However, in the absence of an agreement with the other parent, they can apply to the court seeking permission to take the child abroad. If the person named in the Court Order as the person with whom the child lives wants to take the child abroad for longer than one month, they would have to apply to the Court for permission in the same way.

• It can be very expensive and stressful to make a last-minute application to the Court about holiday

arrangements so try and plan and reach an agreement that is child-focused.

Helpful tips to make the process as stress-free as possible:

• Try to make arrangements as soon as possible and do not leave it to the last minute. It is advisable to make arrangements as soon as your child’s school releases their holiday dates for the next school year. This way you can work through the dates to take into account your work and personal commitments in good time without risking the holiday being canceled/not agreed at the last minute.

• Provide details of your travel plans to the other parent well in advance. You should let the other parent know where you are staying, telephone details in case of an emergency, flight times and numbers and maybe an itinerary. Whilst the children need to enjoy their quality time with you, it is worthwhile considering how they may feel about being away from the other parent for a significant period and scheduling FaceTime calls to take place during the holiday, if appropriate. This should however be done in a manner which does not disturb the holiday.

• If you have small children, they may not be used to being away from the other parent for more than a few days and may not be used to a different environment. Choose a suitable holiday destination carefully to meet the needs of your children.

• When arranging the holiday, make sure that the children are back in good time to prepare for their return to school. You can now be fined if your child is out of school and the absence is unauthorised.

• Check to see that the children’s passports (and yours) are valid and that you have appropriate insurance. Also check well in advance to ensure you are aware of any Covid-19 travel requirements/ restrictions (i.e. vaccination status, testing, face masks).

• Make sure the children’s passports are given to the other parent at least a week before they travel abroad so there are no last-minute worries.

• If you are the primary carer, encourage the children to feel they will have a great time on holiday with the other parent so they will not feel guilty about leaving you.

• If you have a new partner and intend to go on holiday with them, make sure the children are comfortable with this and discuss it with the other parent beforehand.

• Lastly, enjoy your holiday with the children!

TAKING A PROACTIVE APPROACH TO RETIREMENT PLANNING

Many of today’s workers are often left to their own devices to save for life after work

It’s no secret that the traditional approach to retirement planning is becoming increasingly obselete. While previous generations may have depended on their employers to provide them with a comfortable retirement, many of today’s workers are often left to their own devices to save for their retirement.

However, even as individuals take on more responsibility for their financial futures, they face a number of challenges that can make this task all the more daunting. With the UK’s demographic landscape evolving rapidly, factors like increased longevity and delayed marriage are making it harder than ever for people to accumulate the savings they need to retire comfortably.

Whether you’re just starting out in your career or nearing retirement age, it’s never too early or too late to start planning and saving for the future. By taking a proactive approach to retirement planning and seeking out expert professional advice where necessary, you can position yourself for success and enjoy the retirement you deserve.

FINANCIALLY STABLE

Research [1] into the attitudes of the over-50s towards their pension has uncovered that half (49%) regret not saving into their pension sooner, and almost twothirds (64%) wish they had contributed more into their retirement savings at an earlier stage.

A quarter (26%) stated that they only started paying into their pension after they turned 30 years old, primarily because they did not feel financially stable enough to contribute any sooner (51 %). Many, understandably, prioritised raising children (42%) and paying off their mortgages (40%) before putting any surplus cash into their pension. However, a third put leisure/holidays (32%), clothing (21 %) and their pets (10%) before their retirement income.

PERSONAL CONTRIBUTION

Almost four in ten (39%) people over the age of 50 believe that an income of between £10,000 - £20,000 per annum in retirement will be enough to live ’comfortably’. This is despite figures announced stating that £20,800 per annum will only provide an individual with a ‘moderate’ standard of living in retirement. To enjoy a ‘comfortable’ standard of living, the amount would need to increase to £33,600 per year. A quarter (24%) of those aged over 50 believe that a personal contribution of

between 0% to 5% of their salary is an ‘appropriate and achievable’ level to attain a savings pot big enough to support them in retirement.

PENSION SAVINGS

When asked about financial advice, worryingly more than 70% of over-50s say they have never sought professional financial advice regarding their pension. Almost a third (30%) say they feel they know what they are doing and don’t need financial support, while 10% say they rely on their family and friends for support and advice. However, after hearing that they could add as much as £47,000 to their pension [2] ( over a decade) by taking professional financial advice, half of them say they would. Pensions are more important to more of us than ever before. Automatic enrolment has brought pension savings to millions, but this was only introduced in 2012 and for many, especially those over the age of 50, it is perhaps too little, too late.

‘COMFORTABLE’ LIFESTYLE

Hindsight is a wonderful thing and life in your 20s and 30s can often take over, with children to raise, debts to pay and holidays to be had. However, it’s important to take stock of your financial situation early. You may not think you have enough spare cash, or that you have years until you retire, but most people over the age of 50 (64%) wished that they had paid more into their pension pot, sooner. It’s also important that people are realistic about how much they might need to live on in retirement. With more people continuing to pay rent or mortgages after they finish working [3], it is unlikely that an income of between £10,000 - £20,000 per year will be sufficient to have a ‘comfortable’ lifestyle.

Fostering in Hertfordshire

Find out what you’ll benefit from in the highly rewarding role of a Hertfordshire foster carer. Fostering payments in Hertfordshire

As a foster carer, you’ll receive a weekly payment for your skills, plus a weekly allowance for each child you look after.

All foster carers receive:

• skills payments whilst the child is in placement

• annual leave payment

• allowances for children in placement (including pocket money, holiday, birthday, furniture, clothing and festivities).

Skills payments

Foundation level – £0 per week

Standard level per week – £187.20 (age 0-10), £279.30 (age 10-17)

ARC level – £505.05 per week.

Allowances

Age 0-4 – £177 per week

Age 5-10 – £195 per week

Age 11-15 – £223 per week

Age 16-17 – £260 per week.

Annual leave

All Hertfordshire foster carers who actively foster are entitled to annual leave payments. For full time carers, the payment is equivalent to 2 weeks’ skills payment.

Sleepover carers only are entitled to 1 week skills payment.

Exceptional/Additional payments

In exceptional circumstances, additional allowances may be paid. These are agreed on a case by case basis and must not be covered by existing allowances. They may include:

• costs of activities and trips

• sports equipment

• musical instruments

• meeting special dietary requirements

• additional hair / skin care needs

relating to a young person’s ethnicity etc

Additional payment rates / roles

Foster carers can apply for additional paid roles in the service:

Ambassador (supporting applicants) – £9.57 per hour

Peer support carer – £9.57 per hour

Ambassador co-ordinator – £15 per hour

Trainer – £15 per hour

Retained carer – £150 per weekend. Foster carers can claim additional payments for their placement, if agreed with their fostering team: Day care allowance – £15.72 per child per day

Expenses, for example, mileage

Emergency placement – £100

Hourly day care payment – £5.38 per child per hour

Disturbance payment – £15.50 per child per day.

Kensworth Village Hall was awash with colour on 3rd September for the annual show. Despite difficult conditions of late for gardeners, over 300 exhibits were displayed and attracted many compliments from those that crowded into the Village Hall for the presentations, which were made by Andrew Gibbons of Ashtons Estate Agents, who kindly sponsored the Show.

Eliot joined Majestic Trees four and a half years ago after completing five years of studies; first his Kew Gardens apprenticeship then his Kew Diploma, both achieved with Distinction. Majestic Trees has always believed in hiring the best talent, as proven by the current management team of five women and three men, some of whom have been with the company since its beginning. Adding Eliot to further develop our team and provide even better AfterCare service to our customers was a no-brainer. He has gone on to develop the Majestic team by adding apprenticeships and training to his remit.

Our big day is Wednesday 2nd August, when the judges will be touring the village. Judging for Anglia in Bloom will be in July (date to be announced). Besides colourful planting, both sets of judges will be looking for evidence of all-year-round activity, voluntary effort, local council and business support, environmental awareness, sustainability and the involvement of all age-groups, especially children and young people. We aim to have the village looking at its best, with spectacular summer planting – our suggested colour scheme for this is ALL SHADES OF RED – whilst showing them examples of all of the above, and introducing them to some of our valiant volunteers

Majestic Trees has previously won the UK Nursery Stock Grower of the Year award a record four times; in the AIPH International competition the Silver Rose twice in both Essen in 2016 and Xian, China in 2011.

New dates are available for a free course for parents and carers of children aged 2-5 years, delivered from six of Central Bedfordshire Council’s children’s centres. The ‘Parenting Puzzle’ programme supports parents and carers to develop strategies to reduce the challenges and stress of parenting and prepare children for school. It’s also a great place to meet other parents and carers within the area. Parents can choose to attend either a 4-week or a 10-week version of the programme. 100 per cent of parents who have attended one of the courses said they would recommend it to other parents and carers. One parent said: “…it helped understand my children more, I wish I’d done it years ago.”
