We’ve refreshed our look!

Our new logo has a modern and friendly feel that highlights our regional footprint while elegantly symbolizing strength and trust.

CTF has been dedicated to investing in our community for over 17 years. We leverage local generosity by connecting donors with causes they care about and engaging in strategic grantmaking. Our mission is to support the community, collaborate with partners, and promote philanthropy throughout the region.

To date, we have awarded more than $6.5 million to enhance the lives of residents in Allegany, Garrett, and Mineral Counties. Our grants have funded improvements to parks, cultural venues, historical preservation projects, educational programs, leadership initiatives, animal welfare, and health and wellness projects.

These grants reflect the charitable interests of our donors. Additionally, we need flexible funding to support innovative projects that will benefit our region in the future. The “Invest in Allegany, Garrett & Mineral County” funds were created to address current and future challenges and opportunities in each county Contributions from community members who cherish the place they call home remain within their designated county

This year, the CTF Board and Staff took a grassroots approach by hosting separate county events to honor our past Humanitarians and showcase the potential of these county funds

You, too, can play a role in enhancing your community by supporting crucial projects that foster a strong and thriving region for future generations. Whether it's developing parks and trails, advancing youth literacy, improving infrastructure, or supporting workforce development, your involvement helps us be a proactive community partner.

As the saying goes, “Blessed is he who plants trees under whose shade he may never sit.” The investments we make in building these community funds will provide lasting benefits for our mountain region.

Impactful Granting

The Community Trust Foundation granted $160,000 to 23 local charitable organizations through the foundation’s competitive granting cycle. Awards ranged from $1,000 to $20,000 to support community programs and initiatives in Allegany, Garrett, and Mineral Counties. Endowment funds created by individuals, families, and organizations are wisely invested and managed by CTF so that earnings can be granted out each year to increase the quality of life for those living in our region.

Health/Wellness Focused

At CTF the Naylor Family Trust Fund and the Kim & Marion Leonard Authentic/Mindful Leadership, Health, Wellness, and Environmental Preservation Fund granted over $44,000 for the creation and expansion of two different trails in Garrett County, Maryland These funds have helped to enhance the recreational environment and encourage teenagers to build biking and hiking trails while also enhancing their physical and mental wellbeing

The Garrett County Interscholastic Mountain Bike Team’s mission is to develop strong bodies, minds, and character for the children of our community by promoting health and fitness for the entire community. Their grant was used to install a trailhead at the Broadford Lake Park Trail System. The Team members helped with cleaning up trash and debris and clearing the woods to develop the trail.

Garrett Trails, in McHenry, Maryland, is a nonprofit organization committed to the development of a well-used network of high-quality, sustainable trails that provide access to Garrett County’s historic, municipal, and environmental treasures Garrett Trails received a matching grant to secure an MDOT SHA Recreational Trails Program grant for new trail construction in the Fork Run Recreation Area The new trail will add 1 2 miles to the system on the northeast side of Fork Run, enabling access for the first time for residential neighborhoods near the Adventure Sports Center International (ASCI)

“We have been anticipating a trail connecting Fork Run to ASCI since we built the original trail system,” said Josh Spiker, Director of Garrett Trails. “To be able to move forward with work that has long been sought by our trail user community is made more special through our first-time relationship with the Community Trust Foundation and the CTF Naylor Family Trust. Their sponsorship of the trail development is crucial to our success, and we are grateful to have them as an active partner in the work.”

The Children's League is a nonprofit organization that provides free orthopedic, cerebral palsy, and cleft lip/palate clinics as well as free speech and physical therapy for children birth to 21 years of age, in Maryland, West Virginia, and Pennsylvania.

Through a grant from CTF’s Ted A Wolfe Community Fund and the Ray & Brenda Morriss Community Fund, clinics in Cumberland, Keyser, and Oakland were equipped with iPads to utilize during speech therapy sessions to help the children learn, engage, and develop With the help of technology, the children are more focused on the task at hand and they find therapy and learning to be more positive and fun

“The CTF grant has been a tremendous asset to our speech program, both for therapist and child. We appreciate CTF’s funding and support,” stated Cathy Growden, executive director of the League.

New Fund Empowers Youth to Play Sports

The power of sports to shape lives and create incredible opportunities should never be underestimated. Donor Siobhan Halmos understands this firsthand and is grateful for the chance to partner with the Community Trust Foundation (CTF) to ensure that more young people in our region can experience the transformative impact of youth sports teams.

For Siobhan and her partner Beth McLean, the establishment of the Halmos-McLean Youth Sports Fund is adream come true. Siobhan, who discovered her love for sports at the age of 5 through community league teams, still finds joy in playing today. Her passion for sports even guided her career path, where she dedicated 28 years to working in recreation, primarily as a supervisor for youth and adult sports. The lessons of collaboration and confidence that she learned through sports have shaped every aspect of her life.

Beth, on the other hand, started her career as a firefighter, where she experienced the power of teamwork firsthand while fighting fires. She saw a direct correlation between her time playing team sports and her ability towork effectively with her coworkers. After an unfortunate injury, Beth redirected her focus to help seniors and families navigate the challenges of aging parents, drawing inspiration from the values she learned on the field.

Together, Siobhan and Beth share a vision - to ensure that financial constraints never become a barrier to the joys and benefits that come with playing recreational sports. Through grants from their fund, they aim to support nonprofit youth sports programs in Allegany, Garrett, or Mineral County, promoting physical activity and healthy living among youth aged 16 and younger, as well as those with special needs.

Leah Shaffer expressed, "Youth who play sports are more resilient and better equipped to cope in the chaotic times we find ourselves in. They learn the values of perseverance, adaptability, and teamwork – qualities that will serve them well throughout their lives.”

Siobhan and Beth’s generosity and commitment to ensuring that young people have access to these opportunities can be an inspiration to others who have charitable dreams to enhance the lives of those living in our region.

Community Scholarships

Community Scholarships are open to current high school seniors in CTF’s service area of Allegany, Garrett, and Mineral Counties. Applications are available through the high school guidance offices. Homeschooled students should contact the CTF Office.

Alexi Don Fratz-Orr Nursing Memorial Scholarship

This Scholarship is for one current high school graduate (public, private or homeschool) in Allegany, Garrett, or Mineral County attending one of the local colleges (Garrett College, Allegany College of Maryland, Frostburg State University, Potomac State College, or WVU) for nursing. This is a one-time $1,000 scholarship award.

2023 Recipient: Ethan Sebold

Bertram A. Thiel Mathematics & Natural Sciences Scholarship

This Scholarship is for one current high school graduate in either Allegany or Garrett County with a 3.5 GPA or better. The student must be planning to attend an accredited 4-year college/ university (other than Frostburg State University) and pursuing a major in natural sciences or mathematics. This is a four year scholarship totaling $8,000. The first scholarship will be awarded in 2024 and every four years after.

Frank H. Eberly, Jr. Scholarship

One Allegany senior and one Garrett County senior (public or private sch are awarded a one-time $1,000 Scholarship.

This Scholarship is for current high school graduates (public, private, or homeschool) in Allegany, Garrett, or Mineral County pursuing a degree from an accredited college, university, or trade school who has overcome physical, financial, and/or learning impairments but has demonstrated a strong work ethic and a commitment to learning This is a recurring scholarship that covers up to full tuition

Katie & Molly’s “I Run Because I Love It!” Scholarship

One outstanding male & female senior cross country/track distance runner will be awarded this scholarship Allegany, Garrett, Mineral, or Hampshire County seniors can apply This is a onetime $500 scholarship award

TheJr.CASAprogram,thebrainchildofexecutivedirector,DaylaHarvey,preparesthenextgenerationtocontinue thelegacyofthecurrentprogrammingandensuresthereisnolapseinleadership.

“ItgivesyouthaplatformtolearnhowtoserveonaBoardofDirectors,haveavoice intheircommunity,gainprofessionalskills,andmostimportantlygivesthem ownershipofacauseintheircommunity.”Theone-of-a-kindprogramhascaptured theattentionofotherCASAsthroughoutthestateandnationinterested inimplementingsimilarprograms.

CAMP HOPE Inc. is a non-profit organization consisting of volunteers from all over Maryland who gather every summer in Frostburg to help with home repairs and improvements for families and individuals in Allegany County and the surrounding areas. Painting, porches, wheel chair ramps, roofing, flooring and other general household repairs have been completed by the volunteers to assist senior citizens, disabled individuals, and low to moderate income homeowners.

Helping donors support causes that are important to them is an integral part of CTF’s work. We work alongside our donors to develop funds that reflect their unique interests and goals in creating a stronger, more vibrant community. We are honored to have assisted several generous donors in creating these funds in 2023.

New Funds

Dr. Harry & Mrs. Flo Boggs Study Abroad Scholarship

This fund provides financial support for high school or college students up to 25 years of age who are participating in an academic study abroad program or school-sponsored travel to a foreign country. Current students in Mineral County, past graduates of Mineral County high schools, or current legal residents of Mineral County, West Virginia are eligible for this scholarship

Halmos-McLean Youth Sports Fund

This fund provides financial support for charitable initiatives benefiting organizations in CTF’s geographic service area that promote youth activity and healthy living through sports. Grants will support youth sports programs, including summer sport camps, so that all children can participate without the barrier of financial capacity.

Lions Center Fund

The fund provides financial support for charitable initiatives that provide housing facilities and services specifically designed to meet the physical, social, and psychological needs of the elderly living in CTF’s service area and to promote their health, security, happiness, and usefulness in longer living.

Student/Exchange International Study Scholarship Fund

This fund provides financial support for high school or college students up to 25 years of age in CTF’s service area who are participating in longer-term academic study or research abroad. Longer-term refers to one academic year for high school students and one semester, or equivalent, for college students. The scholarship is available to current high school students, past graduates, or current legal residents of Allegany, Garrett, or Mineral County.

Maximize your Giving, Minimize your Taxes

Whether you contribute during your lifetime or allocate a planned gift through your estate, CTF works with you and your advisor to maximize your charitable giving and minimize your tax burden. You can create a fund or support an existing one through bequests, IRA contributions, donated stock, and more. We make the process simple and stress free.

We also have tax credit programs that benefit both Maryland and West Virginia residents.

Endow Maryland Tax Credits are limited. Plan early in 2025 to donate $500 or more to a qualified CTF fund to ensure you receive them before they run out.
