Connecting Philanthropy for Community Good

Director’s Message Community Foundations have been operating throughout the U.S. for over 100 years and are important contributors to the economic vitality and quality of life in the communities they serve. The Community Trust Foundation (CTF) uses local resources, local talent and local ideas to improve the quality of life in Allegany, Garrett and Mineral Counties.

Trust Foundation celebrated its 1 In 2019 the Community Trust Foundation celebrated its 13th Anniversary, making it a relative youngster in the community foundation world. While we may be young, we are surely experiencing a growth spurt and increasing our impact by convening community leaders, donors, and nonprofits to work together to create a more vibrant region and solve some of the most pressing problems our community is facing.

With over $7,000,000 in assets under management across more than 75 different funds, CTF is experiencing rapid growth in donations, community grants awarded, and community engagement. This year marked the largest planned gift for the Foundation. This $2.4-million-dollar legacy gift created a scholarship for students who have persevered and overcome disabilities. While CTF’s community impact is detailed further in this report, there were several initiatives in 2019 worth highlighting and celebrating.

Setting a High Standard CTF achieved and maintained its accreditation status with National Standards for U.S. Community Foundations.

This rigorous program represents a community foundation’s commitment to go above and beyond federal & state law requirements to demonstrate accountability and excellence to communities, policymakers and the public.

Making a Difference CTF’s grants provided camping and water skiing experiences for blind youth, purchased a commercial refrigerator for a local food bank, established a dental clinic for underinsured residents, and acquired instruments and equipment for a state of the art piano studio at a local college. Because of our donors, all elementary schools in Allegany County have fully equipped robotics clubs for STEM learning, the Energy Express summer reading program in Mineral County is funded for 5 years, and free music tutoring for 40+ students is available in Garrett County.

Honoring Philanthropic Leadership Mr. John H. Balch was celebrated in front of a sold-out crowd for his outstanding philanthropic and community leadership as CTF’s 2019 Humanitarian of the Year. Past honorees include: Jane and Buck Belt, Olen Beitzel, Dr. Harry Boggs, and Dr. Peter Halmos. This year’s event will be held September 10, 2020.

I am honored to work with a very dynamic group of Board Members, Advisory Council Members and Professional Advisors and look forward to continuing our important work in 2020.

President’s Message The Community Trust Foundation (CTF) is Y our Community Foundation serving Allegany, Garrett and Mineral Counties. Together, working with family, friends, community donors and community leaders, we are building a more vibrant region for our future generations.

We are blessed to live in a beautiful rural region. We love living here because we enjoy a convenient high quality lifestyle. With stress free short commutes and low cost housing, we have time to enjoy the great outdoors for hiking, biking, golfing, rafting, kayaking, etc. For our citizens we have a community alive with the arts and five institutions of higher learning offering lifelong educational and cultural venues.

On the other hand, we also have the typical rural problems of unemployment, drug epidemic, and poverty. Our young educated population is leaving for better job opportunities and our older wealthier generation is retiring elsewhere.

In spite of these challenges, we have many wonderful concerned citizens who donate their precious time, talent and funds to build a bedrock community foundation for our future. We thank our donors who have created lasting positive legacies by entrusting their funds to CTF for enhancing economic and social opportunities throughout our region. Due to their generosity, CTF has awarded over $2.1 million to our fine Historical Heritage and Arts Community, $2.7 million for Education, Scholarship and Youth Leadership, and $450,000 to our Environmental and Community Health and Wellness.

Our skilled CTF staff makes it easy for donors to create funds and wisely manages their investments. CTF grants their funds to positively impact issues that donors care about to build a stronger more vibrant community we call home. Granting selections are guided by the old saying attributed to Confucius “Give a man a fish, and you’ll feed him for a day; teach a man to fish, and you feed him for a lifetime”.

What is a Community Foundation?

Community Foundations are place based nonprofit organizations devoted to improving the communities they serve in perpetuity – forever – by working closely with charitably minded individuals, families, businesses and nonprofits. Community Foundations offer a way for local donors to give back to their communities. Donors of all income levels can create or support permanent charitable funds that give grants to the causes and organizations they love. Community Foundations are especially good vehicles for carrying out a donor’s legacy giving plan.

CTF History The Community Trust Foundation was established in 2006 through the efforts and vision of The Greater Cumberland Committee, which recognized the critical need and wonderful opportunity that a Community Foundation represented. The Community Trust Foundation had its personal champions in the late Robert Ebert and a small group of business and civic leaders who believed that philanthropic leadership and resources could help meet community needs and build a stronger more vital region. CTF’s vision is being realized. Since 2009, CTF has provided over $5 million to Allegany, Garrett and Mineral Counties and has supported education and youth leadership programs, honored our rich cultural heritage, helped build a stronger arts community, enhanced health and wellness programs and preserved our beautiful environment.

The Vision of CTF Community Foundations have a broad vision – to improve the quality of life in a given region.

As a philanthropic leader, the vision of CTF is to grow better, stronger and more vibrant communities by connecting philanthropy for community good. We understand the needs of our community and make it easy for our local citizens to establish funds that will serve organizations and programs important to them. The breadth of our mission provides many unique opportunities for donors to make a difference in the community in which they live – for good, forever.

How Does CTF Benefit the Region? 

We make grants to qualifying organizations in support of the region’s historical heritage, art community, animal welfare, environmental education and preservation, wellness, culture, education and overall quality of life.



We assist local organizations with their funding needs to help them develop their services.



We help local organizations through our grants to leverage Federal and State funding.



We serve as an advocacy group for the community with federal, state and local policy makers.



We provide financial assistance to qualified local students through our Scholarship funds.

Contribute to an Endowed Fund or Set Up Your Own Endowed Fund to Receive Maryland Tax Credits Since 2015 the Community Trust Foundation has offered our donors tax credits worth 25% of the value of donations over $500 for contributions to qualifying Endowed Funds serving Maryland. The Endow Maryland tax credit applies to gifts to permanently endowed funds. These gifts will generate many times the initial value of the gift in benefit to the community. The popular program has helped stimulate the creation of several new funds and has encouraged dozens of new donors.

CTF Donor Story Dick Ryan Dick Ryan established the Dick Ryan Scholarship Fund through CTF to support students graduating from Frostburg’s Mountain Ridge High School. The four year award benefits a Mountain Ridge graduate who is pursuing studies in engineering or math. Mr. Ryan was inspired to give back to the community where he grew up to encourage young people to pursue their dreams. As Mr. Ryan recounts, “I grew up in Clarysville. Most of us would be considered poor by today’s standards, but for the most part we had a Mom and a Dad. We were taken to church and Sunday school and if we got bad grades it was our fault, not the teachers.

Mom wanted all of us to get the best education we could and she made that a top priority. We had no money, there were three children younger than me, but Mom used every opportunity to emphasize the need for higher education. I had spotty grades, but did very well in things I liked. Fortunately, the things I liked included math, science and English. That fit well with the fact that I wanted to be either an architect or engineer.

I remember a chat with the guidance teacher when I was a sophomore about what I wanted to do and she suggested that I think about being a plumber since I had neither the grades, nor the money for an engineering college. So I got really serious about grades, requested catalogs, applications and information about financial aid from dozens of colleges-and ended up with a scholarship to Johns Hopkins University. I was able to take my childhood love of bird hunting, skiing, and trout fishing to the best spots on the face of the planet. None of that would have been possible without that first scholarship.

I do owe education a lot. But the universities I attended do not need help nearly as much as bright kids from modest backgrounds do. So I worked with the Community Trust Foundation to set up a scholarship fund.

The Community Trust Foundation takes all the hassle out of setting up a tax efficient, charitable gift program. They have gotten excellent investment returns, the administrative costs are very low and the Foundation has made sure that my wishes have been followed with regard to the scholarship awards. It’s an excellent and very efficient way to help causes that are important to you.”

Rachel Ridenour, the 2015 Dick Ryan Scholarship recipient, graduated Cum Laude from West Virginia University in the Spring of 2019 with a Bachelor of Science degree in Industrial Engineering. Rachel received the General Electric Senior Design Award, which was awarded to the student who made the most significant impact to a company with exceptional demonstration of engineering technical tools and analysis skills. This award was based on her internship with Procter & Gamble which resulted in significant savings for the company.

Rachel accepted a full time job as a Purchase Manager for Procter & Gamble Beauty Core Team in Cincinnati, OH. Rachel states, “the last four years would have never been possible without the financial support and generosity from Mr. Ryan, and I hope to one day pay his generosity forward. �

CTF Donor Story Karl V. & Haseleah Kahl Karl, or KV as he was affectionately known, was born and raised in Garrett County. A structural engineer by profession, he was an extremely accomplished and successful man. He was also dyslexic.

From an early age, KV’s parents knew there was something different about their only child.

Despite being highly intelligent and inquisitive, he struggled to learn to read. His difficulty in reading caused him to fall behind in school. In the late thirties and forties the public school system was not equipped to deal with someone with KV’s challenges. As a result His teachers told his parents that KV just wasn’t very bright. Karl’s parents refused to accept this explanation and found a school in Pennsylvania where Karl completed high school. He went on to graduate from Perkiomen, a college prep school, at the age of 21 and then earned an Associates degree in Engineering from Potomac State College. It was at Potomac State that KV met his wife Haseleah. Hassie read his textbooks to him, helped him take notes and study at night.

“They” went on to receive a Bachelor of Science in Civil Engineering at West Virginia University.

KV spent 30 years designing and maintaining roads all over the state of WV and Haseleah worked as a church secretary. In 1988, they both retired to Oakland and lived a life well below their means. KV’s struggles with dyslexia led them both to place a high priority on education, believing it was through education that one can choose to change their circumstances. With no children of their own, they generously helped several individuals pursue higher education and technical training. Haseleah passed away at the age of 76 and KV died in 2018 at the age of 89.

Perseverance is defined as persistence in doing something despite its difficulty. KV preserved, despite dyslexia, in becoming a successful engineer and he attributed that success to education.

KV expressed his desire to leave his planned gift of $2.4 million to CTF because he wanted his and Hassie’s legacy to continue to be that of helping individuals improve their circumstances through education. He also wanted his gift to help people who have struggled with learning difficulties like he did, and to give them the opportunity to succeed that his parents gave him.

The K.V. and Haseleah Kahl Scholarship will be available to students in Allegany, Garrett & Mineral Counties starting in 2021 through an application process.

Humanitarian Leadership Awards Since 2011, The Community Trust Foundation has honored local residents who exemplify Humanitarian qualities. The criteria utilized to select the recipients include personal and professional accomplishments consistent with the goals of the Foundation and demonstrated by their own example to serve as philanthropic leaders in the community, an ethic of kindness, benevolence, and active compassion, and an understanding of the true art of giving without the pursuit of personal gain.
