COLORADO SPRINGS, Colo. — Space Force’s operational command is nearing its “fighting weight,” concentrating more on space warfighting operations as other Space Force field commands stand up.

Lt. Gen. Stephen Whiting, Space Operations Command Commander, outlined SpOC’s role as the USSF warfighting field command in a speech to the Satellite Industry Breakfast at the 36th Annual Space Symposium’s here Aug. 25.

“Space Operations Command is the U.S. Space Force’s fight-tonight force.” Whiting told the audience of military and commercial space professionals. “We project combat power.

We are the space domain experts who provide and sustain combat-ready intelligence, cyber, space and combat support forces for Combatant Commanders, Coalition partners, the Joint Force and the Nation.”

Whiting led the audiences through the history of military space from the end of World War II to the present day, highlighting milestones like the first use of space to support tactical operations in Vietnam and the use of missile warning satellites to keep U.S. and coalition troops safe during the First Gulf War. He also highlighted the growing threats to space from anti-satellite weapons being developed and deployed by nations like China and Russia. Today’s Space Operations Command, Space Force and

U.S. Space Command were created to counter these threats and incorporate lessons learned in military operations.

“Now we find ourselves in this second Golden Age of Space. We take for granted now, launch and fly back of rockets, which would have been science fiction just five years ago,” Whiting said.

“But at the same time we now have the right military organizations in place. We have our new Combatant Command leading us in space warfighting. We have our new service focused on developing the guardians and systems that we need. We have the most unique relationship possible between a service and a COCOM focused on the same domain. Sitting at the nexus of these two organizations is Space Operations Command as the USSF service component to U.S. Space Command.”

Space Operations Command stood up on Oct. 21, 2020. Whiting said since October, SpOC has taken accountability for performance and readiness of eight Deltas, two Garrisons and 11,000 personnel. This is a team made up of Guardians and Airmen, joint, DOD and coalition partners.

“We protect America and our Allies in, from, and to space. Everything we do has to be relevant to the threats that we face today,” he said.

“We partner with U.S. Government, allies and commercial stake holders to execute our mission. Space by definition is a team sport. We know we do not do this alone, it takes all of us to execute our critical space mission.”

September is Suicide Prevention Awareness Month — raising awareness on the stigmatized, taboo topic. All month, mental health advocates, support groups, survivors, allies, and more unite to educate about actions we can all take to prevent suicide, and to promote help, healing and hope.

SCHRIEVER SPACE FORCE BASE, Colo. — Thoughts of self-harm can indicate deep, underlying issues that should not be dismissed. September is Suicide Prevention Awareness Month: a time to raise awareness of this serious but stigmatized topic. In an effort to shift public perception, September is utilized to spread information and give hope to those tragically affected by suicide.

“We talk a lot about our interventions as if they were prevention,” said U.S. Air Force Lt. Col. Jessica Ditson, Peterson-Schriever Garrison violence prevention integrator. “However, intervention is anytime you are involved with someone who is actively in crisis, and you’re trying to guide them to help or support services.

Prevention is more skill-based ‘to the left’ of the issue. Creating connection and increasing someone’s feeling of belonging are two prevention factors for suicide.”

Air Force active duty suicide rates increased in 2019, the largest affected demographic being single men between 23 and 30 years old, within the ranks of Airmen. Since 2015, personally owned firearms have been involved in over 70% of Air Force suicides. To combat suicide statistics, the Air Force established five primary prevention priorities in 2021: building connections, detecting risk, promoting protective environments, and equipping our Airmen and their families.

“Connectedness will always be one of the big factors,” said Ditson. “[Letting Airmen know] that they belong, that they matter and that they’re important removes the element of feeling burdensome, which is a risk factor for suicide.”

This month will begin with a presentation to the PetersonSchriever Garrison’s fire fighters, medical technicians, and defenders by Amy Morgan, the founder and CEO of Academy Hour, an organization that specializes in supportive mental health education for first responders.

“It will be a two-hour presentation on trauma and suicide,” said Ditson. “We know that our first responders are exposed to a lot of first-hand and vicarious trauma,” Other activities will include a Caring Card Campaign, and challenge days on Sept. 8 and 9.

“We did [challenge days] in 2019,” said Ditson. “We had a group come in and do a workshop on communication bias recognition.

Anything that impacts connection impacts suicide. When we talk about true prevention vs. intervention, anything that is impacting connection can be qualified as suicide prevention.”

The beginning of the Caring Card Campaign is scheduled for Sept. 28 at 8a.m. at the Peterson Chapel.

“We are going to be writing letters of encouragement and validation to people and leave them in places where they can be found,” said Ditson. “Then we will be distributing them throughout the remainder of September and into October, because October and May are actually statistically the months for the highest completed suicides.”

Creating caring cards is open to everyone across the Garrison.

“If anyone would like to help write the cards they can contact

myself or Ms. Ditson,” said Michel Cremeans, P-S GAR violence prevention integrator. “We will also be taking requests for people to help pass them out.”

Additionally, the Garrison hosts Heartbeat Survivors after Suicide, a peer support group for those who have lost a loved one to suicide.

“We have in-person monthly meetings on Peterson,” said Cremeans. “They are the second Tuesday each month, January through November at the Peterson Chapel. We also partner with Remount at the United States Air Force Academy’s equine facility to bring groups out for a day with the horses.”

Equine therapy can provide a powerful, transformative experience for those coping with invisible wounds and life trauma achieve wellness physically, mentally and spiritually.

“Trauma isn’t defined the same for every person as they experience it,” said Ditson “Something that doesn’t feel traumatic for me may be very traumatic for you and vice versa, depending on our life history. It can’t all be compartmentalized forever; it has to be processed in order to move forward.”

Communication is a key to awareness and connectedness, combatting negative thoughts, and preventing self-harm.

“While you may not feel like you are [at risk] everyday working here at Schriever, there are definitely opportunities to be exposed to things that could potentially speak to your own trauma history,” said Ditson. “There’s no shame in that. The more work we can do on the front end, the more it can decrease capability for suicide.”

— Unmanned Aircraft Systems (UAS) are becoming increasingly more popular and a common sight in the skies. The PetersonSchriever Garrison leadership would like to remind our team that personal use of UAS’s, commonly referred to as drones, are not allowed to operate on or above Peterson Space Force Base, Schriever SFB and Cheyenne Mountain Space Force Station in Colorado.

As technology for drones advances so must our ability to meet this potential threat. Drones can be used for gathering intelligence or executing hostile actions

towards the installation. Due to drone size and speed they can be hard to identify so we ask members of the installation to assist the 21st Security Forces Squadron by reporting any sighting of drones to the Base Defense Operations Center at 719-556-4000.

Prime BEEF training keep 21st CES primed for action

PETERSON SPACE FORCE BASE, Colo. — The 21st Civil Engineer Squadron Airmen participated in Prime Base Engineer Emergency Force (BEEF) training at Peterson Space Force Base, Colorado, Aug. 26, 2021.

Prime BEEF objectives are to develop and maintain highly skilled civil engineer forces capable of reacting rapidly to support Air and Space contingency and installation sustainment missions.

The training ensures the most effective and efficient fighting force is available to support our world-wide missions.

“We conduct everything from vehicle training; damage assessment and response team training; tactical convoy operations; land navigation; individual movement techniques; defensive fighting positions; to weapons training; CPR; chemical, biological, radiological and nuclear defense training; and tactical combat casualty care,” said U.S. Air Force Tech. Sgt. Adam Kates, 21st CES prime BEEF manager.

The 21st CES also supports critical installation asset requirements based on the installation mission.

“Prime BEEF training is important as it fills in the critical contingency knowledge our members need down range,” said U.S. Air Force Staff Sgt. Timothy Rogers, 21st CES water and fuel systems maintenance supervisor. “It also gives hands-on training to our junior members who have not experienced it first-hand, priming them for contingency operations enhancing skills and task confidence ensuring mission success.”

Prime BEEF training has been conducted at Peterson SFB since civil engineers have been on the installation, and occurs on the third Thursday of each month. The training is continued page 9 | ENHANCING

Kendall, Raymond stress importance of space and Space Force’s success in separate, high-profile speeches

COLORADO SPRINGS, Colo. — Secretary of the Air Force Frank Kendall offered unambiguous support Aug. 24 for the still evolving U.S. Space Force, noting the critical role space plays in the nation’s security, the essential functions space enables in everyday life, and why access must be assured as space becomes more congested and contested.

“It is impossible to overstate the importance of space-based systems to national security,” Kendall said during his keynote address at the 36th Space Symposium, an influential, weeklong gathering of military, commercial, and academic space experts from around the world. The speech was Kendall’s first major address since becoming the 26th Secretary of the Air Force on July 28.

“Strategic stability depends on spacebased reliable early warning and communications systems,” Kendall said. “… I can assure you that this Administration will continue the work of establishing, equipping, training, and sustaining the newly formed Space Force and of increasing the resiliency of our essential space systems.”

as an Army officer to senior positions in the Pentagon and industry, said the focus on space is crucial to being able to meet emerging challenges from China and Russia.

Those challenges, he said, trigger echoes of his experiences during the Cold War. “I have a visceral understanding, that few in government service today possess, of what it means to have a capable, motivated, and well-resourced strategic competitor,” he said.

Kendall praised Chief of Space Operations, Gen. Jay Raymond for the work he “and others have done to establish the Space Force, but I’m also mindful of the work that still must be done” to address a list of threats that is growing in number and sophistication.

“In the recent year and a half, there was a significant decline in training due to COVID,” Kates said. “For the last few months, the 21st CES realized the impact this decline caused and has established a solid plan that can both meet safety measures and our need to be mission ready for our global presence.”

The training ensures the most effective and efficient fighting force is available to support our world-wide missions.

Kates said the plan incorporates all of the Centers for Disease Control and Prevention and Department of Defense requirements to maintain a safe training environment while still conducting and facilitating our training to meet U.S. Air Force and USSF needs.

“As the saying goes, ‘if you don’t use, you lose it’,” Kates said. “Although our Airmen would love to train more, we also know we have a base sustainment mission too. The unique skillsets that CES Airmen have require continuous involvement to maintain. Some skills are like riding a bike, they come right back no matter how long it has been, but others are a little trickier than that. That’s why we train every month.”

strategy several years ago,” he said.

“Both conventional deterrence and conventional operations depend on access to communications, intelligence, and other services provided by space-based systems.

As a result, our strategic competitors have pursued and fielded a number of weapons systems in space designed to defeat or destroy America’s space-based military weapons systems and our ability to project power,” he said.

While distinct and different from the Cold War, Kendall said the strategic challenge of today “does involve some of the same features.”

“These include the quest for military advantage through the rapid application of technology to warfare, in innovative operational concepts, and the constant search for exploitable vulnerabilities in each side’s military capabilities,” he said. “I have every hope that there will never be a military conflict, either strategic or conventional, between the United States and our strategic competitors. This is in no one’s interest, but as in the previous Cold War, miscalculation or human error are possible, and a strong deterrent is necessary to reduce the potential for a conflict that no one wants. Kendall’s 25-minute address was the second in a pair of featured speeches on Tuesday.

Raymond delivered the first, highlighting the Space Force’s progress and accomplishments since it was formed on Dec. 20, 2019 but, like Kendall later in the day, also pointing out advances from China and other competitors.

“We’ve gone from about 2,100 active satellites on orbit in 2019 to approximately 4,900 today,” Raymond said. “That’s astounding — while we’ve been wearing masks, the number of active satellites has doubled,” he said, referring to disruptions from the coronavirus and the timeframe since the Space Symposium last held an in-person conference.

“Our adversaries have been busy as well. Over the last two years, China and Russia have continued to build an entire spectrum of threats,” he said. That list includes, “reversible jammers” and “ground-based laser systems capable of blinding or damaging satellites.

“China has a satellite with a robotic arm that is on orbit today. This technology could be used in the future to grab other satellites. Both have ground-based missiles capable of destroying our satellites in orbit. They have continued to test those weapons over the last year,” Raymond said.

While emphasizing that “space is hard,” Raymond also highlighted what he said were significant accomplishments that have put the Space Force on a solid foundation and which will propel it forward in a positive way.

“Today, we have a single military service that is empowered with the same authorities as the Army, Navy, Air Force, and Marine Corps, and under the direction of the Department of the Air Force, we have built the Space Force organizations and processes to take advantage of this,” he said.

the Space Warfighting Analysis Center to “identify a future force design, underpinned by world-class analysis to balance performance, cost, and resiliency.”

The Space Force has been named as the lead for integrating joint space requirements by the Joint Requirements Oversight Council. “This addresses not only fragmented decision-making, but also lack of integration across the Department of Defense,” Raymond said.

Only two weeks ago, the Space Systems Command stood up to build, test, and acquire space systems and mesh them with other operations and programs across the defense establishment, Raymond said.

And, Raymond said, Space Force is attracting talented personnel.

“In recruiting, we have far more applicants wanting to join the Space Force than we have slots. We can be very selective and are handpicking only the top applicants,” Raymond said, adding that 4,000 active duty personnel from the Army, Navy and Marine Corps applied for 650 transfer spots. On the civilian side, he said there 9,100 people applied for 70 headquarter positions.

“People are excited about what we’re building in the Space Force, and they want in,” he said.

Kendall also announced that he is moving aggressively to nominate an Assistant Secretary of the Air Force for Space Acquisition, a position that requires Senate confirmation.

“I am actively looking for candidates, and have a short list of potential nominees for the Secretary of Defense and the President to consider,” he said. “Hopefully there will be an announcement in the not too distant future.”

Both Kendall and Raymond said the focus on space, and its importance to the nation, will not diminish.

Kendall noted the threats as well and said the progression has only accelerated since he and other senior defense officials recognized it when they served in the Obama Administration.

That is why, “Space is very much a part of the ‘one fight’ the Department of the Air Force will focus on,” he said, paraphrasing the “One Team, One Fight” philosophy defining the way Kendall says he — and the Air and Space Forces — will confront challenges.

Kendall suggested he is pleased with the Space Force’s evolution to date, but he said constant assessment and evaluation is necessary.

“I think we have gotten the big parts right, but we should expect to make some changes as we learn from real time execution,” he said.

The reason for that, Kendall said, is clear.

“Success equates to high confidence that the Space Force will make the needed contributions to achieving those missions. Failure is not acceptable.”

Heat-Related Illnesses Heat Cramps are a painful, brief muscle cramps. Muscles may spasm or jerk involuntarily. Heat cramps can occur during exercise or work in a hot environment or begin a few hours later.

Heat Exhaustion: There are two types of heat exhaustion: 1. Water depletion — Signs include excessive thirst, weakness, headache, and loss of consciousness. 2. Salt depletion — Signs include nausea and vomiting, muscle cramps, and dizziness.

Heat stroke is the most serious heat-related illness. Heat stroke can kill or cause damage to the brain and other internal organs. Heat stroke results from prolonged exposure to high temperatures — usually in combination with dehydration — which leads to failure of the body’s temperature control system.

Safe Work Practices to Prevent HeatRelated Illnesses: • Allow for acclimatization to a hot environment before any strenuous work begins. It takes roughly two weeks for an individual to acclimate to a hot environment.

• Drink plenty of water during strenuous activities especially in hot environments. An average person sweats between roughly 27 oz. to 47 oz. per hour during intense labor. To put that amount into perspective, an average water bottle holds 16.9 oz.

• Take frequent breaks in the shade or indoors where there is AC.
