Volunteers prepare for CFC kickoff By 2nd Lt. Idalí Beltré Acevedo 50th Space Wing Public Affairs

The Combined Federal Campaign will kickoff fund-raising efforts at Schriever Air Force Base, Colorado, Nov. 1.

According to the CFC website, “the CFC is one of the largest and most successful annual workplace campaigns, raising millions of dollars each year. The CFC is the only authorized charitable solicitation of employees in the federal workplace.”

Barbara Barfield, Mountain States CFC zone manager, said the program allows donors to select the charity of their choice and is open to all federal employees.

“CFC charities are encompassed of non-profit organizations that provide health and human service benefits throughout the world,” she said.

“Military personnel, federal employees and postal workers can give to local, national and international charities.”

The CFC selected the slogan, Show some love, to promote this year’s campaign, which culminates Jan. 12.

Schriever Airmen who want to show some love can donate to a charity of their choice by going to the campaign’s website and clicking on donate (once the campaign kicks off).

“In addition to pledging monetary support, you can now pledge volunteer hours to charities as well,” Barfield said.

Last year the base logged 5,000 volunteer hours during the campaign.

According to a CFC memorandum, federal employees have pledged more than 24,000 hours (valued at more than $5 million) to their favorite causes.

Additionally, during last year’s CFC campaign, federal employees voluntarily participating in the CFC contributed more than $93 million to thousands of local, national and international causes in both funds and volunteer time.”

Airmen who want help with donations should contact CFC key workers or points of contact within their units.

Master Sgt. Nicholas Tessmer, 50th Security Forces Squadron logistics superintendent and wing CFC lead, said the campaign’s success depends on Airmen and unit support.

“This is going to be a big team effort,” he said.

“The unit’s involvement is going to be key to campaign success and we hope for a great turnout.”

A list of unit key workers will be announced soon.

A call for Airmen to volunteer as key workers will be made by appointed CFC leadership at a later date. Trained volunteers will help Airmen interested in donating time or funds.

All donations made to the charities are tax deductible.

heart of what we do. I have always been a fan of Japanesedeveloped lean manufacturing concepts. Lean manufacturing focuses on providing value. By asking the simple question, “Does the task I am doing yield value in the service I am providing or value in the relationships I am building?”

If the things you accomplish do not provide meaningful value, it probably is not worth doing. Value-less work and relationships do not provide a sense of connection and accomplishment. To sum it up, creating meaningful connections, building value in the things you do and the people you interact with, should foster a sense of hope, accomplishment, connectedness and happiness within our organizations.

T

he Air Force and the 50th Space Wing are looking for ways to connect, provide value and find meaning within our organizations, particularly where it counts the most, at the unit level. During the recent Warrior’s Edge training hosted at Schriever, the moderator Dr. Jannell MacAulay challenged leaders to come up with their “Personal Philosophy.” After an arduous process of listing 25 words we personally valued, we were challenged to choose the most meaningful words and build a personal philosophy in 25 words or less.

What did I end up with? My personal philosophy was, “Create meaningful connections with those around you, build value in the things and people you interact with to foster genuine accomplishments that lead to happiness.” My philosophy sounds great to me, but how do I integrate that into my work and daily life?

First, to create meaningful connections you have to be genuine in the things you do, maintain a presence with your people without being distracted, and be meaningful in the personal relationships you cultivate.

This requires you to first build rapport with your people by being approachable and authentic in your intent, which ultimately builds trust. Building rapport and trust with your people empowers them to make decisions and carry out the mission and vision of your organization.

Second, why does my personal philosophy include “building value?” Well, as an engineer, building value is always at the

Schriever Airmen race in rain for AFSPC

“Once I hit mile 16, it became mind over matter. I just remained positive, told myself I could keep going, and just needed to stay focused.”

SCHRIEVER AIR FORCE BASE, Colo. — Five Schriever Airmen participated in the 23rd annual U.S. Air Force Marathon at Wright-Patterson Air Force Base, Ohio, Sept. 21.

More than 13,000 runners from all states, ages and ranks came out to run in various events, including a 1K kid’s race, a full marathon, half-marathon, 10K and 5K runs.

Although there was a rain delay for the 10K, full and half-marathons, Schriever Airmen persevered.

“The race began with rain, which was welcomed, though the 100 percent humidity was not,” said Nick Ruiz, 1st Space Operations Squadron, who ran the half-marathon and finished with a time of 1:29:26.

Ruiz said because of the rain delay, staying focused was challenging, but the fireworks and Gen. David Golfein, Air Force Chief of Staff’s opening remarks at the beginning made it worth the wait.

“Overall, the race is always very challenging since you want to do your best but enjoy the atmosphere at the same time,” he said. “The course path changed this year for whatever reasoning to include the addition of more hills toward the end of the course and made it more difficult to keep my goal pace.”

“My favorite part every year is somewhere in the middle of ‘no mans’ land,” he said. “There are always a bunch of little kids enthusiastic to get in a high-five from passing runners. It’s a neat feeling to have support from total strangers and have these kids be excited to support all of the runners.”

Albert Stoner, 3rd Space Experimentation Squadron, planned to compete in the race, but due to tendonitis, had to withdrawal. Although he did not compete, his personal goal was to support his teammates.

“What other joy is there to represent your MAJCOM and Schriever AFB in AF-level competition?” he said. “At the end of the day, it’s been really fun building relationships with my teammates, encouraging each other and holding each other accountable.”

Leah Smith, 50th Operations Support Squadron, said the experience was one in a million.

“My goal was four hours and thirty minutes, but finished the full in five hours and two minutes,” she said.

“Even though I didn’t make my goal, this race was still my best time despite the heat.”

Smith said during the first half her body felt great and she kept a good pace, about 10 minutes and 45 seconds per mile.

“Miles 16 to the end were pretty brutal,” she said. “Once

Smith said the most rewarding part was finishing.

“It was just an awesome feeling knowing your body could rest after running 26.2 miles in the heat,” she said.

“The race began with rain, which was welcomed, though the 100 percent humidity was not.”

“I also enjoyed how my family (mom, dad, sister, and brother) were there for me in the beginning of the race, in the middle and at the end. They definitely kept me going.”

Stoner said it’s important for Airmen to participate in events like the AF marathon because it challenges you to step outside your comfort zone.

“I was offered a chance to apply as a personal challenge,” he said. “I thought about it, knew it would be something completely different than I have ever done. Would I do it again? Definitely.”

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Space Wing is scheduled to host Wingman Day Oct. 4, at Schriever Air Force Base, Colorado, to provide Schriever Airmen an opportunity to come together and work as a team in the face of obstacles.

“Being there for each other in tough situations or celebrating with your teammates when they achieve something is what being a wingman is all about,” Jan Devitt, 50th SW community support coordinator said.

Col. James Smith, 50th SW commander, will kick off the day’s events with opening remarks followed by an obstacle course and Oktoberfest celebration.

The obstacle course named Opinicus Maxx, will offer multiple levels of team-building challenges. The goal being to help strengthen community connections, teamwork and camaraderie within the workplace.

“Watching the Airmen having fun outside and bonding really makes all the coordination and preparation for the event worth it,” she said. “My job is to serve those who serve.”

Devitt said she hopes after Wingman Day has ended, Airmen have strengthened old, and built new, relationships within their units and across the installation.

“I’m in the people business with the goal of taking care of Airmen and their families,” Devitt said. “The last seven years, I’ve put together events like this for Airmen, and I’ve enjoyed every minute of it.”

4th SOPS gains Enhanced Polar System

SCHRIEVER AIR FORCE BASE, Colo. — The 4th Space Operations Squadron officially gained command of the Enhanced Polar System satellite Sept. 25, at Schriever Air Force Base, Colorado.

EPS includes two satellites to 4th SOPS, increasing the squadron’s arsenal to 25 satellites.

First Lt. Scott Podlogar, 4th SOPS EPS contracting officer representative, said EPS is unique because of where it sits in orbit.

A satellite in a geosynchronous orbit sits above Earth’s equator and follows the direction of the of it, meaning the satellite appears to sit above the same place on Earth.

“Our military and its capabilities continue to grow and the 4th SOPS stays mission ready 24/7 to evolve our space warfighting superiority.” “[The 4th SOPS] has satellites that orbit Earth once per day, this is the geo-orbit and is where most of our satellites sit,” he said.

Podlogar said EPS sits in the Molniya orbit, a more highly inclined orbit that enables satellites to provide better coverage for the northern part of the Earth.

“Sitting in the geo-belts is great but you only really get the middle part of the earth, so users who are above 65 degrees don’t receive the same signal strength,” he said, “EPS is about giving those guys [above 65 degrees latitude] secure communications.”

Podlogar said the two EPS satellites “sling,” a term used to explain the satellites orbit, around Earth at different times to provide constant coverage in the Arctic Circle.

“There are plenty of users in the northern part of the earth,” he said. “There [are] submarines, naval carriers and other Department of Defense personnel we provide secured, protected, anti-jamming communications for.”

Podlogar said providing secure satellite communications is important to guard our military assets.

“EPS protects us against our adversaries,” he said. “If we want to place assets near the Arctic Circle, we need to make sure our information is protected and there’s no stopping or intercepting our communications, this helps promote the safety of our mission.”

Podlogar said the safety of our assets means the safety of our people.

“Staying at the forefront of space not only keeps our citizens safe but can also provide that peace of mind our citizens deserve,” he said.

Lt. Col. Timothy Ryan, 4th Space Operations Squadron commander, gained command of the EPS satellite operations from the Space and Missile Center, Sept. 19.

“I’m proud to accept command of the EPS satellite constellation,” he said. “The 4th SOPS is a family and I cannot think of a better family to incorporate EPS into.”

The 4th SOPS provides worldwide, secure, survivable strategic and tactical communication during times of peace and conflict for warfighters.

“This is an amazing accomplishment and shows how our squadron has been able to adapt and overcome the many obstacles presented by space,” he said. “Our operators work tirelessly around the clock to ensure the United States maintains space superiority.”

• Wideband Global Satellite Communications • Enhanced Polar System “EPS only increases the United States dominance in space, nuclear deterrence capabilities and our already elite capability to stay coordinated and quickly react to any threats that may occur,” he said.

Podlogar said this event required extensive effort behind the scenes.

“We didn’t just throw a satellite up there and it was good to go,” he said. “We had to put [the satellite] in space, see if it integrated with our systems and ensure we had the infrastructure and training to handle it.”

The 4th SOPS has been running tests on EPS for more than a year and has had time to train its warfighters for the now fully operational satellite.

“Our military and its capabilities continue to grow and the 4th SOPS stays mission ready 24/7 to evolve our space warfighting superiority,” Podlogar said.

The morning started off with an hour to network and connect with each other, a game of ultimate Frisbee, and practice sessions on a warped wall. The formal event

kicked off at 9 a.m., when members of the squadron geared up for an aerial trekking course. The course included four hours of teambuilding and innovative fun on the four-level aerial course with more than 110 challenging obstacles.

Members of the 50th CES family had the opportunity to challenge their physical and mental abilities ranging from easy low-level balance elements to tough sky-high obstacles that challenged upper-body strength and stamina. Smiles and laughs were seen on the faces of all participants throughout the event, along with a fair

bit of competitive spirit. The event finished with a pizza lunch and relaxing conversation in the late-summer Colorado sunshine. When the participants were asked if they enjoyed the event, a resounding “yes” emerged from the crowd.

So what did this event teach us? It was another way to provide and create meaningful connections and build our 50th CES team and family. When individuals are struggling, the most supportive network and best preventive medicine you can have is a strong and connected team. Engineers…lead the way!

SCHRIEVER AIR FORCE BASE, Colo. — About one hundred Schriever Air Force Base members stood in formation in front of 50th Space Wing Headquarters to remember the more than 81,000 Americans who served in various wars and conflicts and have not returned home during a Prisoner of War/Missing in Action Recognition ceremony, Sept. 20, on Schriever Air Force Base, Colorado.

According to the Defense POW/MIA Accounting Agency, National POW/MIA Recognition Day was established in 1979 through a proclamation signed by President Jimmy Carter. Since then, each subsequent president has issued an annual proclamation commemorating the third Friday in September as National POW/MIA Recognition Day. Tech. Sgt. Rey Rin, 50th Security Forces Squadron noncommissioned officer in charge of installation security, served as the action officer for the ceremony.

“This ceremony is designed to take time to remember those who are prisoners of war or missing in action and honor the sacrifices they have made to keep America safe,” he said. “We also want to ensure their families know that their loved ones have not been forgotten.”

According to a POW/MIA spotlight on the Defense Department website, since the end of the Vietnam War, setting a separate table in honor of prisoners of war or those missing in combat has become a widely practiced military tradition. They are commonly located in the dining areas of military installations, at ceremonies and at events.

Security clearance: understanding question 21 By 2nd Lt. Idalí Beltré Acevedo 50th Space Wing Public Affairs

SCHRIEVER AIR FORCE BASE, Colo. — Most Airmen require access to classified information or a security clearance which triggers a background investigation to determine appropriate access to confidential, secret or top secret information.

“The Standard Form 86 (SF 86) is the form you fill out to provide the government information to grant you eligibility to access classified information,” Frank Vigil, 50th Space Wing Information Protection chief said. “This is the basic form all [Defense Department] members fill out to receive a security clearance.”

One question on the form can be confusing or concerning to Airmen who may fear that understand the question and others may fear that answering “yes” could jeopardize their chances of acquiring a new security clearance or maintaining their current clearance.

“Question number 21 asks you to provide information about your psychological and emotional health,” Vigil said. “This includes questions about mental health counseling or services you may have received.”

Question 21 reads: In the last seven years, have you consulted with a health care professional regarding an emotional or mental health condition, or were you hospitalized for such a condition.

According to Vigil there are specific instances when a member should answer “no” to the question.

“The form only requires you to report mental health counseling or assistance if a court or administrative agency has ordered you to consult with a mental health professional,” he said. “If you seek help with depression, post-traumatic stress disorder, anxiety, marriage, relationship issues, or any reason that is not ordered by a court then you answer ‘no.’”

According to Vigil, a common misconception is that Airmen receiving mental health services won’t acquire or maintain a security clearance.

“Unless the order is from a military court the answer would still be ‘no.’ This includes commander directed evaluations,” he said. “The bottom line is that the DoD is very clear that there should be no stigma attached to seeking mental health counseling or treatment.”

Vigil said individuals who meet the requirements to answer “yes” should not fear being denied a security clearance.

According to a 2013 National Intelligence briefing, only .002 percent of people who answered “yes” to question 21 had an “adverse action” applied to their case.

“It is important to know that mental health counseling and treatment is not, by itself, a reason for denying a security clearance,” Vigil said.

“Receiving mental health care may contribute favorably to decisions about your clearance.”

Vigil elaborated on why an investigative process into the members’ mental health is required by the government.

“The government is concerned with a subject’s ability to protect classified information, treatment may help mitigate that concern,” he said.

“Ultimately, if there are mental and emotional conditions that a mental health professional determines could impact your ability to protect classified information, there may be an impact to your clearance.”

Douglas Peacock, 50th Space Wing information protection specialist, said it’s important to answer truthfully and a “yes” answer to question 21 is evaluated on a case-by-case basis by the Central Adjudication Facility, the agency tasked with reviewing the SF 86 and conducting the background investigation.

“Answering the question by saying ‘no’ when it should be a ‘yes’ could be looked upon unfavorably by the CAF as an attempt by the member to be misleading,” he said. “This could risk the ability to maintain their security clearance based on the issue of trustworthiness. It’s always best to answer all questions honestly and fully.”
