That’s why I’d like to revive two classic concepts that have served me well, both as a leader and an action officer.

Management Concept One: Monkey Management

N

EW BOSTON AIR FORCE STATION, N.H. — Since an early age I’ve always had an inherent curiosity about how things worked. How was this designed? How do these parts work together? I wanted to understand the how of everything.

I quickly discovered I am one of those people who has “the knack” and understands how things work. Whether structural, mechanical or electrical, if something was broken or not working right (or in some cases, working just fine), I took it apart and figured out how to fix it. Naturally, a career in the engineering field became an extension of that curiosity and remains a key component of the person I am today. After all, engineering is the art of solving problems.

This first concept originally appeared as a 1974 Harvard Business Review article, “Management Time: Who’s Got the Monkey?” and still holds true today. “Monkey Management” is a structured approach to preventing problems from getting delegated upward. “Monkeys” are the problems, issues or challenges your staff brings you that somehow become your responsibility to manage and solve. Instead of the monkeys stopping by your office for a

brainstorm and recommend potential solutions to it.

Solving Problems, All Problems

Being a process-oriented thinker was helpful as a young officer. It helped me develop unique solutions to launch vehicle issues and on-orbit anomalies, and helped drive strategic-level discussions.

However, as my responsibilities increased I found myself continuing to solve problems, reducing my effectiveness as a leader. Instead of developing subordinates, creating opportunities, removing obstacles, clarifying priorities, etc., I was hyper-focused on problem solving … and THAT was the problem!

When leaders take problems over from subordinates, important issues get delayed and the organization suffers.

CDCC-S stands up at Schriever

SCHRIEVER AIR FORCE BASE, Colo. — The Cyber Defense Correlation Cell for Space stood up Oct. 18 at Schriever Air Force Base, Colorado, and will operate at the enterprise level by detecting and responding to cyber threats against Air Force Space Command mission systems.

Shane Swenson, 50th Space Communication Squadron director of the CDCC-S, said this capability is critical to the security of our nation.

“It’s important to defend mission systems within the AFSPC portfolio against adversaries,” he said. “This cyberspace operations center is an [integral] piece of layered cyber defense.”

The CDCC-S is the first of its kind in the Air Force and has more than 50 civilian and military personnel working alongside 30 contractors.

“Camaraderie is contagious here.”

THULE AIR BASE, Greenland — Despite freezing temperatures and near isolation, the 821st Air Base Group Chaplain Corps has blazed the trail for Air Force Space Command by adopting innovative programs and inspiring hope for Airmen stationed at Thule Air Base, Greenland.

Capt. Matthew Gallo, 821st ABG installation chaplain, is one of just two Airmen working at the chapel at the remote location, which rests more than 700 miles north of the Arctic Circle.

“We don’t have resources readily available,” he said. “It typically takes two to four weeks for our mail to arrive. We also don’t have roads connecting us anywhere off base. The remoteness of the installation has positively affected our ministry in the sense that it strengthens our community, sense of fellowship and sets up a more caring atmosphere. Camaraderie is contagious here.”

Going on its 60th successful year of operations, Operation Julemand reaches out to four Greenlandic villages and provides gifts for the villages’ children. The members of the Thule community raised $23,000 to support the operation this year.

“We wouldn’t be able to do this alone,” he said. “We partner with Denmark and their military; they’re able to transport us to the villages so we can interact with the children as well as communicate with the leaders of the villages to build trust and stronger strategic relationships. This past year, the Canadian military also played a huge role in helping us secure funds to make this operation as successful as it was.”

In 2018 the operation provided gifts to more than 250 children in local Greenlandic villages; gifts consisted of books, toys and clothing. The largest village was Qaanaaq, with a population of around 640 people.

“The biggest way to impact the most children is to go to the capital where there are more children,” said Staff. Sgt. Steven Whitley, 821st ABG noncommissioned officer in charge of chapel operations. “We’re reaching out to Nuuk [the capital of Greenland] and creating a donation registry for the children living there so we can broaden our reach. The chaplain corps here doesn’t necessarily have any ties with Nuuk, but we wanted to spread joy to the children in orphanages there.”

Although the Nuuk initiative is inspired by Operation Julemand, which started in 1959 at Thule AB, it is a separate operation started by the 821st ABG Chaplain Corps to further their reach.

“Seeing the kids, their reactions and how loving they are is rewarding,” he said. “Being able to bring joy into another life is really humbling and special.”

“Our white ropes are here to lead group and chapel events,” Whitley said. “We really like to get them involved with their units so they can keep an eye on morale and be someone who Airmen can trust and go to if they need someone to talk to.”

To become a white rope, Airmen sit down and speak with the chaplain corps and discuss why they’re interested in becoming a white rope.

“We’re aiming for Airmen to be able to use this program to grow as leaders and followers,” he said. “Anybody can learn and grow from the white rope program, its great exposure for young Airmen.”

The 821st ABG chaplain corps also started the Faces of Space program, inspired by the Air Education and Training Command’s former program First Faces.

“We resurrected and recreated an old AETC program and tailored it to fit AFSPC,” Gallo said. “We tell stories of Airmen overcoming adversity. We videotape these stories and use them to inspire others across the installation by broadcasting them on our TVs.”

Regardless of the desolate environment, the chaplain corps inspires hopefulness.

“The enemy has a name and its name is hopelessness,” Gallo said. “We’re all about doing whatever we can do to bring people closer to amplify our community and our Airmen’s sense of belonging to a team. Purpose really helps people pull through pain.”

Joint Task Force-Space Defense established

By U.S. Space Command Public Affairs SCHRIEVER AIR FORCE BASE, Colo. — Air Force Gen. John “Jay” Raymond, U.S. Space Command commander, along with Army Brig. Gen. Thomas L. James, Joint Task Force-Space Defense commander, recognized the establishment of JTF-SD during a ceremony Oct. 21 at Schriever Air Force Base, Colorado.

JTF-SD is one of two subordinate commands under the newly formed USSPACECOM with a mission to conduct, in unified action with mission partners, space superiority operations to deter aggression, defend capability, and defeat adversaries throughout the continuum of conflict.

The other subordinate command, the Combined Force Space Component Command, was recognized in a formal ceremony earlier this month. With CFSCC using space assets to provide effects to the warfighting units across the globe, JTF-SD has the responsibility to protect and defend space assets from both terrestrial and spacebased threats. This includes the identification and characterization of potential threats and decisive response options to handle those threats.

The JTF-SD will execute its protect and defend mission through its operations center, the National Space Defense Center at Schriever AFB, space situational awareness units and emerging space defense units.

“This is a momentous occasion,” James said during his ceremonial address. He went on to describe the striking similarities between the development and integration of the Royal Air Force’s protect and defend mission in a multi-domain fight leading up to World War II and that of USSPACECOM and the JTF-SD. Integrating space into the multi-domain fight is the exact purpose of the new operational command.

“Is there a growing threat in the space domain? Yes. Space is integral to every military operation today and with this task force, we transition from being the supporter in the fight to the supported warfighter to take on those threats,” James said.

Though the official establishment order for the JTF-SD was signed

by Raymond as one of his first acts as the new USSPACECOM commander, this recognition ceremony provided a more formal opportunity for the men and women of the JTF-SD and NSDC to celebrate the establishment of this unique subordinate command.

Raymond opened the ceremony with remarks on the importance of space defense to all combatant commands and to all civil, government and military activities.

"All joint task forces, from anti-piracy to space, operate in complex strategic environments,” Raymond said. “That is exactly what the space domain is. Complex. New risks have emerged. But, we have very clear marching orders. This first-of-its-kind operational command will protect and defend U.S., allied, partner and commercial assets and interests in space.”

James, an Army space operations officer, has served in spacerelated assignments for the past 19 years; his last assignment was as the deputy commander for U.S. Strategic Command Joint Functional Component Command for Space.

USSPACECOM was officially established Aug. 29, 2019, during a ceremony at the White House as a geographic command with a designated area of responsibility defined as 100km above mean sea level.

Management Concept Two: Completed Staff Work I’ve found the next concept is helpful when thinking through a problem and I use it as a baseline for the projects I’m given. Though I don’t think you should take every word of the document literally,

it’s a great framework that you can use on just about any task. The “Doctrine of Completed Staff Work” dates back to World War II and can be summed up as the study of a problem and presentation of a solution in such a way that the only thing left for the commander to do is to approve or disapprove the action.

Completed staff work requires individuals to give their best thinking, best recommendation and best work. When you encounter a problem, don’t just take it to your boss and lay it on their desk as

if it’s their problem to solve — this only creates more work for your boss and does nothing to help grow your expertise or problem-solving abilities.

If you’ve identified the problem, brainstorm and recommend potential solutions to it. As an action officer it is your job to advise your boss on what to do.

The final test of completed staff work is this: If you were the boss, would you be willing to sign the paper (solution) that you prepared and stake your professional reputation on it being right? If the answer

is negative, take it back and work it over, because it is not yet completed staff work.

In many ways the approaches in Monkey Management and Completed Staff Work serve as blueprints to unleashing the potential within all of us and our organizations. As a leader, resist the urge to do your team’s thinking for them. Give guidance, clarify the problem, and provide background information, but make them do their own thinking. It’s their job to furnish proposed solutions — not problems — and your job is to apply strategic thinking to their solutions.

The principle of completed staff work is not a panacea. It’s simply an effective means of teaching people to do their own thinking and put their best work forward.

My experience is most people welcome the chance to study things and to demonstrate their capabilities. If executed well, completed staff work saves everybody time in the long run and produces higher-quality results.

USSTRATCOM conducts exercise Global Thunder linked with Vigilant Shield

By United States Strategic Command Public Affairs OFFUTT AIR FORCE BASE, Neb. — Exercises Global Thunder and Vigilant Shield 20 commenced Oct. 18 to provide integrated training opportunities for U.S. Strategic Command and North American Aerospace Defense Command and U.S. Northern Command.

USSTRATCOM leads Global Thunder 20, an annual command and control exercise that provides training opportunities that assess all USSTRATCOM mission areas and joint and field training operational readiness, with a specific focus on nuclear readiness.

This exercise employs global operations in coordination with other combatant commands, services, appropriate U.S. government agencies, and allies to deter, detect and, if necessary, defeat strategic attacks against the United States and its allies.

NORAD and USNORTHCOM leads Vigilant Shield 20, an annual homeland defense exercise focusing on the single, unyielding priority of defending the homeland from attack. The exercise tests the readiness in response to a wide variety of national

security contingencies incorporating other combatant commands, services, appropriate U.S. government agencies, and allies to defend North America.

For Global Thunder 20, the headquarters staff, USSTRATCOM components and subordinate units are participating in this exercise to test readiness and ensure a safe, secure, ready and reliable strategic deterrent force.

Global Thunder also involves allied personnel from a variety of nations, including Australia, Canada, and the United Kingdom.

Allied personnel integrate into senior leadership teams and work across a broad spectrum of areas, offering legal, public affairs and policy support; as well as targeting and information operations insight.

Air Force formalizes officer developmental categories, effective March O-5 board

By Secretary of the Air Force Public Affairs WASHINGTON, D.C. — The Air Force announced Oct. 21 it formally established six distinct officer developmental groupings for active component line officers, which will take effect in March 2020 for the lieutenant colonel promotion board.

The historic decision comes after months of work by Air Force officials to reconfigure the single Line of the Air Force category, enhancing the officer talent management system and enabling tailored and agile development.

“This is an important step forward in the way Air Force leaders are developed,” said newly confirmed Secretary of the Air Force Barbara Barrett. “The team has done exceptional work to get us to this point and I look forward to implementing this together.”

Over the summer, Air Force officials traveled to more than a dozen bases to hold 42 town hall sessions talking with more than 3,700 Airman about the proposed developmental categories change and captured feedback. Based on that feedback, the new categories were established Oct. 7th.

The Line of the Air Force category will be expanded into six categories: Air Operations and Special Warfare, Nuclear and Missile Operations, Space Operations, Information Warfare, Combat Support, and Force Modernization.

“This change is about ensuring we maintain a winning team,” said Air Force Chief of Staff David L. Goldfein. “The existing Line of the Air Force category has served our Air Force well and molded the excellent leaders we have today. As we look to the future of warfighting, we must have an agile system that allows for

a wider range of development paths to ensure officers have the needed skills and expertise to fight and win. This sets us on that path.”

Before this change, the LAF category was comprised of more than 40 different officer Air Force Specialty Codes, and accounted for about 80 percent of the officer corps. The LAF category has remained virtually unchanged since the establishment of the Air Force as a separate service in 1947.

Now, rather than competing for promotion against 40 different career fields with varied job requirements, officers will compete against officers in other fields that have similar progression milestones, experiences, and mission area focus. The new categories will allow each career field the freedom and agility to better tailor officer development to meet job demands without compromising competitive position at a promotion board.

The Air Force has released several reforms over the last couple years as part of a larger talent management system reform. Goldfein said the next phase of the reforms will address performance management.

“We believe maximizing the development of all Airmen is about having the right education, training and experiences.

Getting this right enhances individual and unit performance,” Goldfein said. “Our goal through these efforts, and others, is to unleash the capabilities of our people to be ready for tomorrow’s fight.”

WINTER DRIVING TIPS

SCHRIEVER AIR FORCE BASE, Colo. — As winter approaches, it’s important drivers start taking precautions to ensure they are ready for traveling in inclement weather.

Tyler Rich, 50th Civil Engineer Squadron firefighter, recommends preparing vehicles for winter by scheduling a complete maintenance check. Regular checks should include oil, brake fluid, antifreeze and windshield washer fluid checks.

“Where we are specifically, when the wind is blowing you can’t see much,” he said. “Having a good defrost and making sure that everything is working great is key.”

James Giddens, 50th CES assistant fire chief, said clearing off windows, mirrors and lights prior to getting on the road is important to ensure good visibility.

“If you can’t see, [do not] continue driving,” said Giddens.

“Find a safe spot, pull to the side [of the road] with your flashers on and be safe. [Leadership] is not going to write you up for being late to work if you can’t see, safety is important.”

Storms and harsh weather can be unpredictable and headlights help make vehicles more visible. Many vehicles have automatic lights that don’t always turn on during snow storms because it’s still bright outside, drivers may have to manually turn on lights.

“If your wipers are on, your headlights should be on, too,” said Thomas Obenchain, 50th CES firefighter.

Extra caution is extra important in this area because the roads are prone to black ice. Black ice is especially dangerous because the road only looks wet, not icy. When forecasted temperatures are near freezing, drivers should expect it.

Turning, accelerating and braking are dangerous on ice.

When traveling, scheduling extra time will allow for safe, slow, and cautious maneuvers, decreasing the likelihood of an accident.

“No matter how well you take care of your car, nothing’s going to help you stop on ice,” said Giddens. “Always leave plenty of extra time to stop and be aware of your circumstance.

Even if you think it’s only snow, when you hit those breaks, the next thing you know, you’re sliding.”

When traveling in inclement weather, plan for accidents and emergencies. Drivers should consider making a plan for unexpected changes in weather. Additionally, keeping others informed of planned travel routes and final destinations will help speed up rescue times, should an accident happen.

“Everyone living in this area should have an emergency kit in their car,” said Rich. “Last year during the bomb cyclone, a lot of people were left stranded on the side of the road with nothing. Kits can be as simple as having water, blankets, hand warmers and a flashlight.”

A winter safety briefing by the 21st Logistics Readiness Squadron also recommends the following items: • Non-perishable, high energy foods • First-aid kits • Booster cables Should road conditions get too dangerous, drivers should consider options and choose the safest one. Unless the vehicle is on fire or has another serious problem, it is always safest to stay inside and wait for help.

Though following these tips can help keep drivers safe, it’s important drivers remember staying home is an option and to stay updated on anticipated weather changes during travel.

The day might start out clear and sunny but end like the bomb cyclone.

“If [leadership] tells you not to come into work, don’t ‘man up’ and come in anyway,” said Giddens. “It’s best to take care of yourself; don’t take the risk.”

Senate confirms Barrett as Air Force secretary

WASHINGTON — The Senate overwhelmingly confirmed Barbara Barrett as the 25th Secretary of the Air Force, Oct. 16, clearing the way for the experienced pilot and former ambassador to lead the service as it faces new threats globally and in space.

The 85 to 7 vote makes Barrett the third consecutive woman confirmed to lead the Air Force and its 685,000 total force Airmen.

Barrett replaces Heather Wilson who resigned in May. Undersecretary Matthew Donovan served as acting secretary in the interim.

“I can think of no position that offers more excitement, challenge and meaning than the secretary of the Air Force,” Barrett said, after the vote. “Our Air Force is the best in the world because of extraordinary Airmen and civilians with whom I am now proud to serve.”

Barrett’s lopsided confirmation was largely expected. She earned praise from senators in remarks prior to the vote that summarized her extensive background in public service as ambassador to Finland, as a senior official at the Federal Aviation Administration, as an instrument-rated pilot and as someone certified as an astronaut for space travel.

“Ambassador Barrett has had an impressive career both inside and outside of government,” said Sen. John Thune, R-S.D., the chamber’s second-ranking Republican, prior to the vote.

Barrett’s experience as a senior official with the FAA and most recently as chairwoman of the Aerospace Corporation gives her “a deep understanding of the United States Air Force,” Thune said.

Air Force Chief of Staff Gen. David L. Goldfein offered his praise as well. “This is an exciting day for our Air Force,” he said.

She offered support for an Air Force analysis calling on the service to expand to 386 squadrons from 312. That number is needed, the analysis says, to meet all demands and challenges posed in today’s world. That target

was unveiled last year after extensive review and is captured in shorthand as “the Air Force we need.”

Barrett agreed that continuing to reconfigure the force to confront, and if necessary defeat, “near peer” adversaries China and Russia must remain a focus. And, at a time when the Air Force and other services are confronting suicides and sexual assaults among other quality of life issues, Barrett pledged to work hard to understand and address those problems as well as the underlying issues that cause them.

She also endorsed creating a Space Force as the new and separate sixth branch of the U.S. military.

“If confirmed, standing up a Space Force would be a key imperative,” she told senators during that hearing. “I believe we need the Space Force, in fact, in my opinion, a domain-specific service to organize, train and equip space forces is overdue.”

Barrett also embraced existing policies and themes on topics ranging from the need for the KC-46 Pegasus tanker, to combating cyber threats, to the emerging importance of the Arctic and to working with senators to address groundwater contamination from Air Force bases in their states. She agreed that modernizing the United States’ aging nuclear capability is “one of our highest priorities.”

She gained notice as the first civilian woman to land in an F-18 Hornet on an aircraft carrier, riding in the back seat. She earned an up-close view of defense policy and Pentagon behavior in her service as a civilian adviser to both the secretary of defense and the chairman of the Joint Chiefs of Staff at the time.

Most recently, Barrett stepped down in 2017 as chairwoman of the board for the Aerospace Corporation after four years in the role. Aerospace Corp. is the only federally funded research and development organization focused on space.
