Fraud, waste, abuse have penalties, consequences

SCHRIEVER AIR FORCE BASE, Colo. — Being good stewards of Air Force dollars isn’t optional, it’s an obligation and if not followed can have legal repercussions at Schriever Air Force Base, Colorado.

Gregory Deas, 50th Space Wing Inspector General’s Office director of complaints, said fraud, waste and abuse are not the same thing, despite being grouped together as an acronym.

“There isn’t one definition, there’s fraud, then there’s waste and then abuse,” he said. “They’re all different, but they’re all taken very seriously.”

According to the Inspector General Guide to

and abuse falls under the Uniform Code of Military Justice for service members and federal law for civilians.

“Punishments for misusing government funds range from administrative level paperwork, such as a [letter of counseling], to general courts-martial, which can lead to time in prison,” she said.

Fennell said it is important to have integrity and pay attention to detail.

“Even accidental misuse of government funds will typically result in punishment,” she said. “It’s important to pay attention to what you’re spending government dollars on, how much you’re spending and why. Even accidentally using a government card for something like gas can result in administrative paperwork. We’re taught to pay attention to detail for a reason.”

Fennell said the repercussions of participating in fraud, waste and abuse can have implications far beyond a military career.

“Service members separated due to punishment for fraud, waste and abuse will receive a dishonorable discharge,” she said. “The natural consequences include losing all military and government benefits and the inability to re-enlist. The secondary consequences of receiving a dishonorable discharge include difficulties getting hired for jobs and applying for loans.”

Fennell said if uncertain about how government funds are being used, reach out to legal, finance, government purchase card program managers or the IG office.

“We have an ethical obligation to report misuse of government funds and as service members, it is our duty,” she said. “There are protections in place in order to ensure there are no consequences for reporting it; however, there are repercussions for failing to report it.”

Deas said it’s important to properly manage Air Force dollars, as not every unit receives what was requested.

“Everything is tied to the mission,” he said. “Every year each unit gets a budget to operate off of, when you misuse that budget, taxpayers are impacted and the mission is impacted.”

Deas said the IG does not issue punishments, unit commanders do.

“It’s important to be good stewards of Air Force dollars,” he said. “The public trusts us and the tax payers fund us and our mission, we need to make sure we’re utilizing those dollars properly and continuing to build a strong [positive] relationship with the public.”

Fraud, Waste or Abuse Awareness, they are defined as: • Fraud — Any intentional deception designed to unlawfully deprive the government of something of value or to secure from the government for an individual a benefit, privilege, allowance or consideration to which he or she is not entitled.

• Waste — The extravagant, careless or needless expenditure of government funds or the consumption of government property that results from deficient practices, systems controls or decisions. The term also includes improper practices not involving prosecutable fraud.

• Abuse — Intentional, wrongful or improper use of government resources. Examples include misuse of grade, position or authority that causes the loss or misuse of resources Deas said the IG, along with commanders investigate fraud, waste and abuse allegations.

“We review each and every case extensively with the commanders of the unit where the allegation was made,” he said. “In some cases, [the Air Force Office of Special Investigations] will get involved.”

CHRIEVER AIR FORCE BASE, Colo. — When I was asked to provide a commentary I was overwhelmed and not sure what to write about. Then it hit me, does anyone know where I was born or the rest of my story?

We speak of being a good wingman, to me it’s more than being aware of your coworkers — it’s trying to get to know the people we pass all the time, whether walking to the clinic, dining facility, restricted area, fitness center or just in the hallway. I often stop and think, “How is their day going?” I try to say, “Hello,” “Good morning,” or offer a simple greeting to everyone I pass.

What amazes me is I seem to startle people by acknowledging them with a greeting. When I played hockey (I love the sport), my coaches taught me to keep the stick on the ice and my head up. At Schriever, too often it seems our sticks are in the air and our heads are down.

I try to get to know people and learn the rest of their stories, where they come from, and what motivates them. I’ve learned some interesting things about people here at Schriever. For example, do you know the lady in the contracting office who is the mother of six children and two are twins? Have you met the person in the information protection office who was an Army cook and former professional golf instructor? Do you know the guy in manpower who was in a critical biking accident a couple of years ago or the person at the base fitness center who is a cancer survivor?

To me, being a good wingman involves more than saying, “Hello,” and sharing coffee. It means that sometimes we sit and listen to each other’s stories and learn what motivates them. Too many times we are so caught up in our own lives that we forget others may need an ear. I challenge you to get to know the rest of their stories whoever they are.

So, where was I born? I was born in the bathroom of the house I grew up in, where I spent 19 years before joining the military. My father delivered me, I guess I was in a rush to get here, but lucky for all of us, I have an older brother and my parents had some inclination of what to do.

50th SFS maintains base traffic regulations

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Security Forces Squadron is responsible for the defense and protection of the base from outsider threats, and for maintaining safety and well-being on the base.

One way 50th SFS Defenders do this is by upholding base safety and traffic regulations.

“As security forces, our main concern is enforcing rules and regulations put in place by the 50th Space Wing commander and the state of Colorado,” Staff Sgt. Montana Olier, 50th SFS desk sergeant, said

Speeding, registration

Olier said there are often misconceptions about speeding and vehicle registration rules on base.

“People will often speed up when they see a speed limit sign, but do not realize the speed limit actually starts at the sign, not before it,” Olier said. “In regards to vehicle registration, in Colorado you have 30 days from the date of expiration to renew your registration tags before being cited for noncompliance with state regulations.”

According to Olier, speeding and vehicle registration violations are the most common, but moving and non-moving violations also happen on base. “[Common] moving violations are failure to stop and improper turns,” she said. “A few examples of a non-moving violation are failure to provide insurance and improper parking.”

Some other violations individuals may overlook is the use of earbuds or headphones when driving.

“The rules for driving with earbuds or headphones is a no-go,” Olier said. “In the State of Colorado, driving with headphones or both earbuds is illegal.”

Citations, fines

When someone receives a traffic citation, Olier said they have until the next duty day to report it to their supervisor.

If a dependent receives the citation they must report it to their sponsor by the next duty day, and their sponsor will report it to his or her supervisor.

wants to inquire about a citation issued for outdated license plate stickers, the member needs to show proof of insurance and license or registration.

“When an individual thinks they received a ticket in error, they can request a ticket rebuttal,” she said.

Though a fine is typically associated with an off-base citation, the citations issued on base are different.

“There are no monetary fines associated with citations on Schriever AFB,” Olier said.

“Instead, we adhere to a point system that can affect your base driving privileges.”

“Should a driver refuse to submit to testing when an officer has reasonable suspicion the driver is under the influence, the driver risks automatic license suspension along with the possibility of further penalties,” she said.

When a suspension occurs, the individual temporarily loses driving privileges on base for a given number of days. A revocation of driving privileges is different.

“A revocation is a mandatory restraint on a valid driver’s license or driving privileges. If this happens, you will no longer be able to drive on the installation, indefinitely,” she continued.

Although 50th SFS Defenders are the individuals who conduct the stops and give citations, everyone should remember to be sensitive and courteous to one another, Olier said.

“We all have a part in keeping our community safe by making sure we follow the safety rules in place, as well as, Colorado traffic laws,” she said.

The shuttle will operate in a loop with six stops to help Team Schriever personnel get to activities such as medical appointments, briefings, meetings and unit physical training at the fitness center. The shuttle will operate 9:15 a.m. — 3 p.m. Monday-Friday, excluding holidays, family days and base closures. Stops include Buildings 200, 210/220, 120, 26, 24 and 30. During the trial period, only one shuttle bus will operate in the restricted area.

CFSCC establishment ceremony held at Vandenberg

VANDENBERG AIR FORCE BASE, Calif.

— Joint and coalition space officials from Australia, Canada, France, Germany, the United Kingdom and the United States attended a ceremony to formally recognize the establishment of Combined Force Space Component Command at Vandenberg Air Force Base, Oct. 1.

Gen. John W. “Jay” Raymond, Commander, U.S. Space Command, was the presiding authority during the ceremony — formally highlighting the restructuring of the U.S. Department of Defense’s space enterprise; and CFSCC’s mission to plan, integrate, conduct, and assess global space operations in order to deliver combat relevant space capabilities to Combatant Commanders, Coalition partners, the Joint Force, and the Nation.

“My first official act (as commander USSPACECOM) was to establish both the Combined Force Space Component Command and the Joint Task Force-Space Defense…It’s important that we unveil this flag in front of you because this is your organization, and you’re the ones that are going to make this organization soar…under the leadership of General Stephen Whiting,” said Raymond. “I will tell you that Stephen is an exceptional leader. I hold him in very, very high regard. He’s a respected leader. He’s a stellar officer of the highest standards, and he’s a space warrior.”

Through the ceremonious unfurling and passing of the CFSCC flag, the ceremony formally highlighted Raymond’s appointment of Maj. Gen. Stephen N. Whiting as CFSCC commander, and Brig. Gen. Matthew W. Davidson as CFSCC deputy commander.

Additionally it recognized Whiting’s appointment of Chief Master Sgt. John F. Bentivegna as the CFSCC senior enlisted leader.

“It is truly my privilege to serve alongside Brig. Gen. Davidson, Chief Master Sgt. Bentivegna, and the rest of the team as we open this next chapter in America’s and the free world’s inexorable journey to increased freedom, prosperity, and exploration in the greatest AOR (area of responsibility) known to humankind — space,” said Whiting. “The systems we operate and the operational command and control exercised by the Combined Force Space Component Command, here at

Vandenberg Air Force Base, are foundational to the United States’ and her allies’ ability to gain and maintain military superiority in every corner of the world.”

CFSCC plans and executes space operations through four distinct and geographically dispersed operations centers, including: the Combined Space Operations Center at Vandenberg AFB, California; Missile Warning Center at Cheyenne Mountain Air Force Station, Colorado; Joint Overhead Persistent Infrared Center at Buckley AFB, Colorado; and Joint Navigation Warfare

Center at Kirtland AFB, New Mexico.

Additionally, the CFSCC executes tactical control over globally dispersed Air Force, Army, and Navy space units that command ground-based space capabilities and satellites in every orbital regime.

As one of its primary roles, CFSCC plans, tasks, directs, monitors, and assess the execution of combined and joint space operations for theater effects on behalf of the commander of USSPACECOM in order to directly integrate with ongoing operations in other combatant commands.

The CFSCC provides space capabilities such as space situational awareness, space electronic warfare, satellite communications, missile warning, nuclear detonation detection, environmental monitoring, military Intelligence, Surveillance and Reconnaissance, navigation warfare, command and control, and Positioning, Navigation and Timing in support of USSPACECOM and the other Combatant Commands. CFSCC also executes command and control of assigned multinational forces in support of Operation Olympic Defender, as directed by USSPACECOM. Additionally, CFSCC provides support to, and receives support from, Coalition operations centers including the Australian Space Operations Center, Canadian Space Operations Center, and United Kingdom Space Operations Center. Furthermore, CFSCC builds capacity through Coalition, Commercial, and Civil partnerships to achieve combined force objectives.

Following the CFSCC establishment ceremony, Whiting held a CFSCC Commander’s Conference with more than 40 senior space officials under CFSCC’s command. During the conference space leaders and commanders discussed space threats, the CFSCC Commander’s initial guidance, CFSCC initial operational capability and full operational capability criteria, battle rhythm adjustments, and additional reporting requirements.

“To the soldiers, sailors, airmen, Marines and civilians of the Combined Force Space Component Command, stay focused, be proud, and never forget the lessons of the past that forged, strengthened, and bind the Combined Force Space Component Command together with our terrestrial warfighting brothers and sisters,” Whiting said. “As President John F.
