Schriever Airman saves neighbor

SCHRIEVER AIR FORCE BASE, Colo. — Senior Airman Stephen Harrison, 50th Space Communications Squadron client systems technician, ran to aid a woman and her dog from an attack Sep. 17 at Fort Carson, Colorado.

Harrison was pulling into his driveway when he saw two large dogs off their leashes running around by his home.

“I stepped out of my car, and the dogs started barreling down the street,” he said. “I looked in the direction they were running and saw an older woman come out of her house with her dog, and at that point I thought, ‘Oh no, that’s not good.’”

As soon as Harrison saw that the dogs were running toward his neighbor, he sprang into action. With his brother following closely behind him, they ran to the woman’s aid.

“Once we got there, she was on the ground,” said Harrison. “She had just lunged over her dog so the [other dogs] couldn’t get to it.”

Not even seconds after arriving, Harrison got the dogs off the woman, and with the help of his brother, ensured both she and her dog were able to get inside her home safely.

“I had to go help her, there was no other choice,” he said. “I would want someone to do the same for me, so without hesitation, I just started running toward her.”

Staff Sgt. Adrian Payne, 50th SCS non-com-

missioned officer in charge of client systems and base equipment control office, said he was proud of Harrison’s courageous actions.

“My initial thought was, ‘Wow, what a brave individual,’” Payne said. “He went toe-to-toe with two [dogs he didn’t know], a truly selfless action.”

Harrison said he’d been attacked by two dogs during his childhood and was fully aware of how dangerous an encounter can be.

“It doesn’t matter if I would’ve gotten hurt,” he said. “As long as I helped her and her dog stay safe, it’s definitely worth it. If you see someone you can help, help them. It’s our job.”

Harrison’s courage, vigilance, situational awareness and military training all played a role in the positive outcome of the situation. Harrison said the Air Force core values also influence his decision making.

“It’s important to be aware of your surroundings at all times, because being vigilant saves lives,” Payne said. “Military training prepares us to be ready. SrA Harrison [made] a quick decision to act, putting his life on the line to save others.”

For Harrison’s actions, Lt. Col. Anthony Lang, 50th SCS commander, presented him with a squadron coin as a form of recognition. Harrison strongly encouraged other Airmen to help out whenever they can.

“Everyone looks at [Airmen] and they hold us to a higher standard,” Harrison said. “It’s important for us to show we’re always here to help, no matter what, in or out of uniform.”

“Space professionals are deterring potential adversaries in space and defending the U.S. and allies,” said Barrett. “The re-establishment of U.S. Space Command was the right step. We look forward to a space force singularly focused on organizing, training and equipping those professionals.”

Air Force announces NCO Career Status Program for Airmen with 12 years of service

By Secretary of the Air Force Public Affairs WASHINGTON — The Air Force announced Oct. 30 it will implement the new Noncommissioned Officer Career Status Program for active duty Airmen, which will affect reenlistment contracts executed on or after Nov. 18.

The change will eliminate the need for Airmen who have 12 or more years of service to continue to reenlist by aligning their separation dates with their high year of tenure dates.

“Career Airmen are consummate professionals who have demonstrated their commitment to service,” said Lt. Gen. Brian Kelly, Air Force deputy chief of staff for manpower, personnel and services. “They play a crucial role in developing the next generation of Airmen.

With this adjustment, we’re providing them the associated flexibility to make individualized career decisions.”

Airmen who reenlist under the NCO Career Status Program will follow processes similar to those of officers and will incur active duty service commitments.

The Selective Retention Bonus program will not be impacted by CSP other than a few administrative processing changes. If eligible for an SRB, Airmen electing to accept the bonus — and the associated ADSC — will apply for the SRB via myPers and complete an application electronically. The Air Force’s Personnel Center will identify and notify those Airmen on career status contracts who are eligible for an SRB on a monthly basis.

Like officers, enlisted Airmen may apply for separation prior to their high year of tenure date with an effective date no later than 180 days from the date of request.

“What we are saying to our Airmen is we hear you,” said Chief Master Sgt. of the Air

Force Kaleth O. Wright. “We recognize your commitment to a profession in the Air Force, and we’re going to manage your service commitment in a way that provides you with reduced paperwork and increased efficiency.”

Airmen with 12 years of service who sign a reenlistment contract on or after Nov. 18 will fall under the CSP and that will be their last contract. CSP Airmen will no longer see a date of separation in their records until they are within 12 months of their high year of tenure date. Upon getting promoted, the date of separation for CSP Airmen will automatically be updated to the high year of tenure date of the new rank.

Current high year of tenure lengths of service by rank are: • 20 years for E-5 • 22 years for E-6 • 24 years for E-7 • 26 years for E-8 • 30 years for E-9 The reenlistment form has also been changed to increase efficiency and reduce errors between the personnel and financial systems.

Three Schriever Airmen to be honored by local mayor

SCHRIEVER AIR FORCE BASE, Colo. — Three Schriever Airmen were nominated as finalists for the sixth annual Colorado Springs Mayor’s Young Leaders Award and will be recognized during a ceremony in December when the winner will be announced.

Tech. Sgt. John Camacho, 50th Security Forces Squadron lead investigator, Capt. Lauren Oglesby, 3rd Space Experimentation Squadron flight commander, and Maj. Louis Pagano, 21st Medical Squadron, director of psychological health, were all recognized as finalists in the military leader category, one of the six categories for young leaders in the Colorado Springs community.

“It’s awesome to see the leader of the city recognizing the military member’s involvement.”

Oglesby said she thinks this opportunity is a huge honor and it is fulfilling to be recognized for the hard work she’s done in the community.

“There’s not a lot of recognition in volunteering, but that’s not the reason you do it,” she said. “You do it because you want to give back and invest in your community. For me, all the stuff I do is for kids, so it’s investing in the next generation and helping to build a better tomorrow.”

Camacho works with agencies around of Colorado Springs such as the Colorado Springs and El Paso Police Departments to the Federal Bureau of Investigations and Bureau of Alcohol, Tobacco and Firearms field offices ensuring crime trend analysis and intelligence is brought forward in the military community. He is also involved in the Colorado Military Academy and runs a non-profit program with his son supporting disadvantaged youths in sports.

“The job we do for the mission is important, but outside work shows how much impact Schriever Air Force Base has on the community,” Camacho said. “We are reaching out far and wide.”

Oglesby conducts mission planning for the 3rd SES and is responsible for squadron training, and is often a liaison on behalf of her squadron for large scale events. She involves herself in the community by working Operation Purple, a no-cost summer camp that provides opportu-

nities to military children. She also coaches volleyball at Ellicott High School and tutors students in math and science.

“My leadership has been great about supporting community involvement and helping figuring out what steps we have to take to make it happen,” Oglesby said. “It’s important that we give back to our community both in continued page 9 | NOMINATIONS

Air Force releases criteria for new Remote Combat Effects Campaign Medal Secretary of the Air Force Public Affairs WASHINGTON — Air Force officials announced nomination criteria for the new Remote Combat Effects Campaign Medal following the official establishment of the decoration May 22.

The new medal, established by thenSecretary of the Air Force Heather Wilson, is part of a continuing effort to recognize U.S. Air Force military members in a non-deployed status who directly participated in a Department of Defense combat operation from a remote location.

“Our remote operations community makes vital contributions to our national security and the security of our allies,” said Air Force Chief of Staff Gen. David Goldfein. “These Airmen play a crucial role in every campaign we undertake, and this medal is for them.”

The RCECM will be awarded to Airmen serving in remotely piloted aircraft, cyber, space and intelligence, surveillance and reconnaissance career fields, who create direct combat effects from remote locations and lead to strategic outcomes or the delivery of lethal force. In some circumstances, Airmen

from other career fields may be considered for the RCECM, which will be considered on a case-by-case basis.

AETC Spark Tank 2020 Challenge winners include ideas to transform space warfighting training, innovative workspaces

JOINT BASE SAN ANTONIORANDOLPH, Texas — Ideas to transform space warfighting training and how to best build a culture of innovation were named Air Education and Training Command Spark Tank 2020 Challenge winners here Oct. 31.

The 381st Training Group’s idea to transform low-fidelity training into a studentcentered, solid foundation for space warfighters and Air University’s “Give Makers Space” idea that enables creative, innovative Airmen to devise solutions in a dedicated makerspace by providing physical space in which to work.

“This year’s competition was intense,” said Maj. Gen. Mark Weatherington, AETC deputy commander. “Every entry was well thought-out and illustrates the expertise we have across the First Command to develop innovative solutions and improve our overall efficiency.”

The two teams earned $2,500 from the Airmen Powered by Innovation program and will also represent AETC at the next level of the Spark Tank 2020 competition.

“The project addresses one of the gaps in tactical space operations that space opera-

tors are not taught, nor do they typically possess, which are the skills required to use programming software to script and produce the models necessary to plan, critically think, and problem solve for space-based

engagements,” said Sean Harrington, AETC innovation office.

Created by Maj. Spencer Lee at Air University, the “Give Makers Space” idea encourages ingenuity and creativity in every Airman, by creating physical space to ideate, develop and iterate creative endeavors.

It also outlines the need to develop policies to guarantee Airmen the time and space to express that creativity, as well as ways to encourage commanders to promote and reward Airmen to tackle everyday challenges.

“The makerspace promotes the sharing of design experience and opportunities to Airmen,” Harrington said.

Makerspaces provide creative tools including 3D printers, 3D scanners, measuring equipment, high-performance computers, design software, white boards, feedstock, and associated hand tools. The pilot program for “Give Makers Space” is a research initiative at Squadron Officer School called “AF Maker” and is conducted under the AU Advanced Research Elective.

THIS WEEK Schriever Base Shuttle Service

Schriever is operating a base shuttle service on a trial basis through Nov. 15. The shuttle will operate in a loop with six stops to help Team Schriever personnel get to activities such as medical appointments, briefings, meetings and unit physical training at the fitness center. The shuttle operates 9:15 a.m.-3 p.m. Monday-Friday, excluding holidays, family days and base closures. Stops include: • North restricted area portal • 50th Space Wing Headquarters/medical clinic • Fitness center • 310th SW Headquarters • U.S. Air Force Warfare Center • West restricted area portal During the trial period, only one shuttle bus will operate in the restricted area. ARTICLE 1 – SAFB QRP:

1. SAFB QRP seeks bids for an indefinite quantity of Scrap Metal (Post-Consumer) over a period of 24 months.

Commodity Description: Light Iron No. 2 Insulated Copper Wire Lead Acid Batteries 2. Quantity: Multiple loads consisting of various weights depending on commodities as determined by SAFB QRP and the roll-off size provided by the Purchaser. SAFB QRP has complete discretion concerning which Scrap Metal will be sold/purchased.

3. SAFB QRP will notify the Purchaser when Scrap Metal is ready for pick-up. Securing the load is the sole responsibility of the Purchaser and/or his/her agent.

4. According to its sole discretion, SAFB QRP reserves the right to reject bids as non-responsive. Any potential Purchaser’s bid may be deemed non-responsive for reasons including, but not limited to, failure of the Purchaser’s bid to conform to this solicitation, the Purchaser’s previous failure to conform to safety or environmental requirements, the Purchaser’s previous or current indebtedness to the Federal Government, or previous acts of negligence or misconduct on behalf of the Purchaser related to the their performance of a SAFB QRP sales agreement or other agreement with an agency of the Federal Government.

ARTICLE II - Purchaser:

1. Specifications: The Purchaser agrees to pick-up Scrap Metal as determined by SAFB QRP, according to the following specifications: Mixed Scrap Metal: (unprocessed/un-shredded) for a Two (2) Year Solicitation Period Agreement Period Date: 15 Nov 2019 to 14 Nov 2021 The Purchaser agrees to place empty roll-offs at SAFB, at no additional cost to the Government, for each load shipment as follows: 40 Cubic Yard Open Top Roll-Off at Bldg. 613 (CE Recycling Yard) 35 Cubic Yard Open Top Roll-Off at Bldg. 720 (SW Corner) 10 Cubic Yard (minimum) Covered Roll-Off at Bldg. 720 (SW Corner) 48 Foot Flatbed Trailer(or similar) at Bldg. 650 (Heavy Equipment Parking Area) Roll-offs and/or trailer provided by the Purchaser shall be numbered for tracking purposes. Purchaser agrees to switch out rolloffs and/or trailer within five (5) business days of verbal notification that previous roll-offs and/or trailer are full and ready for pick up.

The Purchaser agrees to provide transportation related to the pickup and/or shipment of Scrap Metal. Transportation charges shall be deducted from payment owed to SAFB QRP.

2. Prices: Bid prices will only be accepted based on percentage of American Metal Market (AMM) Index Price (IP) on the first week publication of current month shipment is ready. The IP is the most recently published prices in the first week, starting Sunday, of the current month displayed in the AMM; in the event more than one reported price is listed, the highest reported price shall be used to determine the IP. Documentation verifying AMM IP for the relevant publication period must be submitted along-side payment. In the event that AMM ceases to publish the IP, SAFB QRP shall, in good faith, agree to a substitute report or index of comparable industry recognition that reasonably reflects changes the price.

3. Modifications: Modification of any terms of this solicitation will make Purchaser response nonconforming and eliminate it from consideration. Further, SAFB QRP acknowledges that individual pricing information provided by Purchaser will remain proprietary and confidential.

4. Transportation: The Purchaser and/or Transportation Agent (hereto referred as Purchaser) shall be required to provide and maintain during the entire period of this contract, at least the motor vehicle liability and bodily injury insurance as required by State and local laws. The Purchaser must coordinate at a minimum 48 hours in advance before SAFB access. The Purchaser must be able to obtain access to SAFB and the Restricted Area (RA) within SAFB. For access to SAFB, the Purchaser must possess a valid driver’s license, insurance and registration of vehicle. The Purchaser must request, obtain, and properly use vehicle passes for all vehicles used in the performance of this contract, in accordance with AFMAN 31-116, Air Force Motor Vehicle Traffic Supervision. For access to SAFB RA, the Purchaser must provide two (2) forms of government issued photo identification. When inside the RA, the Purchaser must, at all times, display RA visitor badges on their outer garments above the waist. Return RA badges immediately upon departure from the RA to Security Forces. Incidents of a person not properly displaying badges or violating escort procedures (e.g. working out of view of escort) shall be treated as a breach of security and shall be susceptible to apprehension, search and detainment. Any person inside the RA without a RA badge will be detained or apprehended, searched, removed, and turned over to appropriate authorities for disposition. The installation commander reserves the right to deny entry to SAFB to any person whose background is unfavorable or upon disclosure of information that indicates the individual’s continued entry to SAFB is not in the best interest of the US AF. The Purchaser agrees that its vehicles, baggage, or articles shall be subject to search by law enforcement authorities at any time upon entry to and while on SAFB. 5. Spills: The Purchaser and/or Transportation Agent (hereto referred as Purchaser) shall be responsible for any spills/leaks resulting from their work while on SAFB and agrees to expeditiously cleanup all spills /leaks to the satisfaction of the SAFB Spill Response designee and in compliance with all applicable Federal, State and local laws and regulations. The cleanup shall be at no cost to the Government and the Purchaser agrees to hold the Government harmless and indemnify the Government for any costs incurred as a result of or incidental to, any handling, removal, transportation, storage, treatment or disposal of Scrap Metal performed by the Purchaser.

In the case of imminent health and safety dangers, the Government reserves the right to take immediate action to contain and minimize a spill. Upon such action by the Government, the Purchaser shall reimburse the Government for costs incurred upon submission of an actual costs bill. In the event of a spill/leakage the Purchaser may request support from the installation on a cost reimbursable basis. All spill/leakage incidents must be reported immediately to QRP Manager 719-567-3910 or 719-567-4028.

ARTICLE III:

1. Default: If the Purchaser fails to pay for and/or remove Scrap Metal offered for sale herein within the time allowed by the agreement, SAFB QRP will send the Purchaser a written 10 day notice of default (calculated from the date of mailing), and upon Purchaser’s failure to cure such default within the period, the Purchaser shall lose all rights, title, and interest which he may otherwise have acquired in and to such Scrap Metal as to which a default has occurred. SAFB QRP may suspend permission to remove Scrap Metal from the QRP site until the Purchaser cures any above described default.

Hours of Operation: 0800-1600 Monday-Friday; closed on all Federal Holidays.

2. Indemnification: Purchaser agrees to hold and save harmless at all times the United States (including SAFB QRP, its agents, representative, and employees) against any and all claims, demands, suits, judgments, costs, charges, and expenses arising out of or in connection with any loss, damage or injury resulting from the negligence or other fault of the purchaser, its agents, representatives, and employees. The purchaser will release the Government and SAFB QRP from any and all liability.

Each roll-off picked up from SAFB shall be weighed on Purchaser’s scale. Weight ticket shall be provided to SAFB QRP Manager within thirty (30) business days from pick-up.

3. The Purchaser agrees to conform to all State, Federal, and local laws and regulations in the processing, sale, and disposal of Scrap Metal received.
