Spark has failed, learned and succeeded

RAVIS AIR FORCE BASE, Calif. — We’re taking the momentum of a renewed focus on innovation and beginning to squander its potential, making it “just the next thing.” While senior leaders continue to emphasize innovation, our Airmen are becoming frustrated with the pace of real progress and the disproportionate focus on innovation theater — i.e. exciting events that fail to deliver real capability. Our rate of progress is not due to a lack of passion or intellect in our Airmen, but rather bureaucratic attempts to force innovative solutions through standard corporate processes designed in the Cold War. You have asked the organization to disrupt itself, yet the traditional processes of our organization are built to wring risk out of decisions, not to expedite innovations that very well could fail.

Innovators are disruptors. Disruptors understand innovation is not just technology and widgets. Innovation is about solving problems.

The 50th celebrates 70 years

Falcon Air Force Station leadership speak in unfavorable weather conditions in the days when Schriever Air Force Base was named after the nearby town of Falcon, Colorado, and was small enough to be classified as a station. It wasn’t until June 13, 1988, that Falcon AFS was renamed Falcon Air Force Base due to continual growth. It went on to be renamed as Schriever AFB in 1998.

1st Lt. Seth-Mitchell Trambulo, 50th Space Wing interim historian, said remembering our history is important.

“It’s important we understand where we came from,” he said. “Our history can help tell us where we are going.”

Master Sgt. Janelle Amador, 50th Force Support Squadron career assistance advisor, said history is constantly being created.

“Every Airman is a part of our history,” she said. “Each Airman’s job is just as important as the last. Seventy years of being a wing is significant when you consider all of the hard work and dedication that was put in.”

Trambulo said the 50th has always been technologically advanced.

“If you look at our history, we’ve always been on the forefront of technological innovation,” he said. “We started as an advanced fighter wing, and now we’ve moved to space and satellites and through it all we’ve played an

Pride, patriotism; wearing the uniform

SCHRIEVER AIR FORCE BASE, Colo.

— Patriotism and love for country can be a reason why men and women choose to serve in the armed forces, and it’s no different for Tech. Sgt. Inna Lvova, 50th Comptroller Squadron non-commissioned officer in charge of financial analysis at Schriever Air Force Base, Colorado, who said she is proud to wear the uniform of the United States Air Force.

“I moved to the United States when I was 8 years old,” Lvova said. “Originally I’m from Russia and the Ukraine. I’m proud to be an American. The opportunities this country provides are phenomenal, living here is amazing.”

Lvova said she’s always had a strong work ethic, which may have led her to winning the 50th Space Wing, 14th Air Force and Air Force Space Command 12 Outstanding Airman of the Year NCO category award as well as being nominated for the 12 OAY NCO category for the Air Force.

“Being from a foreign country and being raised by parents from there, I really take pride in my work ethic,” she said. “Where I’m from, we don’t have the same opportunities, so to get where you want to be you have to work really hard.”

Lvova said although she is from Russia, she’s always known she was accepted as a member of the Air Force.

“I’m proud to be an American.

The opportunities this country provides are phenomenal, living here is amazing.”

“I’ve never really noticed any difference on how I am treated,” she said. “The Air Force is really good at practicing diversity. I’ve always felt a part of this team and mission. I have a great support system around me and people I can turn to when I need them.”

Blake said diversity in the Air Force is cherished.

“We all admire her,” Blake said. “She brings a different perspective that is needed. Diversity makes us a better unit.”

Lvova said coming into work is always a pleasure.

“I love the Air Force and I love my job,” Lvova said. “It’s challenging and keeps me on my feet. I’m never bored.”

Blake said Lvova’s attitude is contagious.

“She’s always positive,” Blake said.

“She never has bad days, and if she does she doesn’t show it. This type of attitude spills over into the office and helps build a stronger team.”

Regardless of being Russian-born, Lvova said she identifies as American and is very proud to wear the uniform.

“I’m here to serve my country,” Lvova said. “It doesn’t matter where I was born or where I grew up. We’re all here to serve, we’re all American Airmen.”

Lvova was recently selected to advance to the rank of master sergeant, and said the next step in her career is a permanent change of station to Austin, Texas, to work on Apple’s global accounting team. To receive that duty, Lvova had to submit an application, have a good resume (which included her last five enlisted performance reports) and a letter of recommendation.

“At the end of the day, hard work really does pay off,” she said. “In the Air Force, it doesn’t really matter where you’re from or who you are. What matters is how hard you work and how much you are willing to do for your unit. We’re Airmen first.”

Fountain hosts Veterans Resource Fair Mt. Carmel Veterans Service Center, in partnership with the City of Fountain, Peak Military Care Network and the YMCA of the Pikes Peak Region, co-hosts the Fountain Veterans Resource Fair, June 8, 9 am-3 pm, at the Welte Education Center, 330 Lyckman Place, Fountain. The Veteran and families focused event features an extensive list of community partners dedicated to helping veterans, military and their families with improved quality of life; health and wellness; and meaningful employment.

Fountain Mayor Gabe Ortega leads the event and welcomes all veterans in the region to attend. The Fountain community averages 60 percent military or veteranaffiliation. “As a community we looked to do more for our veterans and this partnered, community-focused effort is an example of that commitment. We hope to make it an annual event,” said the Mayor. In support of jobseeking veterans and spouses, Mt. Carmel is conducting

50TH SFS CORRECTIONS

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Security Forces Squadron corrections section advances Air Force leadership’s “Year of the Defender” campaign by transferring and managing inmates, supporting the administration of military justice.

Comprised of three branches; inmate management, policy and return to duty, the 50th SFS corrections section provides quality confinement, maintains financial information of inmates rehabilitation services to pretrial detainees pending a court-martial and post-trial inmates serving a court martial sentence to confinement.

The section also maintain members released on appellate leave or on parole within the Air Force Corrections System.

Year of the Defender is an initiative of the Secretary of the Air Force and Chief of Staff of the Air Force put into place Sept. 17, 2018. The plan’s objective is to restore readiness, revitalize Security Forces organizations at all levels and build a more lethal force in accordance with Secretary of Defense and Secretary of the Air Force direction.

“With Schriever not having an organic facility, our responsibilities include, but are not limited to, ensuring parent unit personnel are properly trained on escort duties to ensure safe transportation to Teller county, ensuring an armed guard is present at all court proceedings, ensuring SF members are readily available and trained to conduct confinee transport in the continental U.S. via vehicle or airplane and all appropriate paper work is completed for each individual being court-martialed,” Branch said.

Although the job is not easy, Branch said it provides fulfillment.

“The most rewarding part of being in this position is ensuring Airman are properly rehabilitated prior to transitioning back to the military or to the civilian environment,” she said.

SCHRIEVER AIR FORCE BASE, Colo. — As the sun shines at Schriever Air Force Base, Colorado, the possibility of spotting a snake increases.

Staff Sgt. Brandon Pingle, 50th Civil Engineer Squadron structural journeyman, said snakes are most likely to be seen on Schriever AFB during the early morning and late afternoon, sunning themselves.

“This is to absorb heat so they can be active,” he added.

Pingle said Prairie Rattlesnakes, Bull snakes, Garter Snakes (multiple species) and Western Hognose Snakes are common in the area, and if someone on base sees a snake, leave it alone.

“If the snake is a Rattlesnake, or is inside a building, call us,” he said.

“If the snake appears to pose a threat, or appears to be trapped or injured, give us a call.”

Pingle said if bitten by a snake, remain calm first and foremost.

“Call 911 and include a description of the snake if possible,” he said. “Keep the bitten area below the level of your heart and refrain from using the affected limb as much as possible.”

Pingle added to not suck the venom out with your mouth or cut the bite marks.

While there were many advocates for change, there were even more anti-bodies who were (and are) defending their historical processes.

The trend of these pitch sessions has not changed much; however, the focus at the wing-level has evolved.

The organization took a step back and returned to its roots: the Airmen and their problems. The problems encompass process, policy and, if appropriate, technology.

We found solving Airmen’s problems resonates and the focus of the organization must be to empower Airmen to identify and solve problems at their level … rapidly.

Spark builds a culture of Airmen who are not going to submit their ideas to a suggestion box. As disruptors, these Airmen don’t think outside the box, they think the box is outdated and part of the problem. Spark provides Airmen either with physical space like an innovation lab, or with education and connections who can assist.

The organization’s job is not to solve the problem for the Airmen, for we do not live it every day. Spark’s job is to move barriers out of the way.

This refocus led to a C-5M Super Galaxy electronic flight bag mount, adoption of 3-D printing technology in the medical field and a more efficient and effective generator prototype for contingency response forces.

It also assisted in the adoption of radio-frequency identification, or RFID, technology for inventory and new partnerships with Air Force Research Laboratory, which included development of a C-5M loadmaster scanning seat. We worked to procure virtual reality to combat patient anxiety in MRIs as well as better debrief programs and software for aircrew. We didn’t solve problems rapidly, we attempted to control people’s time while discovering solutions and we didn’t prioritize “the how” of innovation and culture change. We overcame our deficiencies through constantly explaining intent, restructuring our processes, allocating separate lines of resourcing and aligning directly under an O-6 champion.

It isn’t perfect, but it’s a start.

The organization also translates innovation jargon into terms the traditional enterprise understands. We aren’t the enemy trying to break rules or act unethically.

Innovators are simply people who see things differently, those who want to get things done. We stopped asking for money and stopped asking permission to do things that were within our authority. We went to the people we knew could deliver, prioritized Airmen development and trusted people to pursue ideas without constant oversight or timelines. We also learned the rules … and how to navigate within them.

Through our experience, we found Spark cells only need one thing to succeed: a commitment to followthrough and willingness to find a way. We call this “get-

Anything that moves the needle is valuable; however, the lessons learned here will enable breakthroughs in the future. Breakthrough innovations will only come when the organization’s culture supports the innovator. What does Spark need to succeed?

Spark is an outlet for diverse Airmen with unique backgrounds to connect and deliver amazing capability.

We must also focus on how we leverage the talent that we have within the unit and foster their non-traditional development. We affectionately refer to our Spark team as the “Land of Misfit Toys.” This is not meant in any way as a slight on the talented Airmen we engage with, but as an assessment of where talent is hiding on base.

Spark is an outlet for diverse Airmen with unique backgrounds to connect and deliver amazing capability. The talent is there, yet the pipelines and support to quickly respond to their needs are not.

Our end goal for the Spark program is that it eventually ceases to exist. This end state is not because we will solve all the problems or we failed to deliver. Rather, that Spark’s disruption permeates beyond the wing, enabling Airmen-led initiatives to rapidly provide capabilities to the warfighter. But our Airmen need help, help from the senior leaders, who praise their innovative spirit, to drive action at all levels.

iWAR panel encourages innovative ideas

SCHRIEVER AIR FORCE BASE, Colo. — Three Airmen presented their innovative ideas during the second Innovative Warfighters Advancing Readiness panel at Schriever Air Force Base, Colorado, May 28.

Airmen were given five minutes to pitch their ideas, followed by a question and answer session.

Col. Jennifer Grant, 50th Space Wing commander, opened with comments about the program.

“We started this iWAR panel as a fast-track opportunity for good ideas to get funding quickly, to solve problems and improve things here, at the wing and across the installation,” she said.

Proposing a green roof on Building 400, 1st. Lt. Kyle Haney, 50th Operations Support Squadron chief of intelligence operations, began the panel with his idea to alleviate negative impacts on the environment, while saving money through energy conservation.

Next was Lucie Holloway, 22nd Space Operations Squadron unit program coordinator, who proposed an idea to provide hands-on defense travel administrator training, potentially saving Schriever AFB thousands of dollars.

Finally, Master Sgt. Jason Bateman, 50th Security Forces Squadron logistics superintendent, presented an idea to incorporate Virtual Battlespace Simulator 3 training, a program that will streamline the training process and save time.

Shana Allen, 50th Force Support Squadron management analyst, said the panel creates opportunities for Airmen to share their ideas with leadership.

“Schriever’s innovation program was implemented by Col. Grant,” she said. “It’s everyone’s opportunity to bring forward any innovative solutions they have.”

Allen added ideas could be organizational or mission related within their squadron.

Leadership deliberated briefly, seeking advice from the 50th Comptroller Squadron, 50th Contracting Squadron and the 50th Judge Advocate office before making a final decision.

The panel decided all three ideas will receive funding.

Allen said panels like these are important to let Airmen know their ideas do not have to go unheard.

“If people have ideas, they can bring them forward and don’t have to walk around with the ideas and not share them,” Allen said.

Injury Compensation Training Course

The Air Force Personnel Center is conducting onsite training on Schriever Air Force Base, Colorado, June 6, for the Worker’s Compensation Program and the electronic Employees’ Compensation Operations and Management Portal. To allow for maximum participation across all work shifts, three different training sessions and times are available 6 — 7:15 a.m. in the Building 210, room 310, 7:30 — 9:30 a.m. and 2 — 4 p.m. in the Building 300 auditorium; all three sessions will provide identical information for all employees attending.

To receive a certificate, you must register in myETMS through AFPC and not through Civilian Personnel. Seating is limited to 30 participants for the 6 — 7:15 a.m. session; there is no limit to the 730 — 9:30 a.m. and 2 — 4 p.m. sessions.

The training class is designed to familiarize and prepare all employees with knowledge to assist federal workers injured while on duty. It provides all employees with a working knowledge of the program fundamentals so the proper actions can be taken when an employee is injured on the job.

All employees play a critical role in the workers’ compensation process, including making the initial notification and determination of the facts pertaining to an on-the-job injury.

Running trail repairs

The running trail, located north of the fitness center, is under repair until June 28. The 50th Civil Engineer Squadron is conducting the repairs due to damage caused by erosion. During these repairs, portions of the running trail will be closed for safety purposes. Closed areas will be identified with cones and signs.
