50th Security Forces Airmen train in Texas

SCHRIEVER AIR FORCE BASE, Colo.

— The 50th Security Forces Squadron sent 11 Airmen to Fort Bliss, Texas, at Desert Defender Ground Combat Readiness Training Center April 26 for tier training to prepare for future deployments and meet the needs of combatant commanders.

The training lasts 10 days and teaches Airmen about threat weapons — AK-47s, RPGs, hand grenades, RPG-style anti-personnel weapons — culminating with field training exercises.

Training normally includes four tiers, separated by an Airman’s rank, which also determine the duration of training.

However, due to COVID-19, the training was compressed to include all levels.

“This [training] gives [Airmen] insight of what to expect and how to react,” said Staff Sgt. Xavier Cordova, 50th SFS noncommissioned officer in charge of supplies.

“It shows how to react and how to go about business downrange in an unknown environment to those who are new to the Middle East.”

more obscure tasks in security forces,” he said. “They get to build camaraderie while they’re out there. This will let them come together as a group before they move into the [area of responsibility.]”

Obscure tasks include operations orders, troop-leading procedures, sector sketches and

dealing with improvised explosive devices.

“They get to walk through an area that’s been set with various types of IEDs that we emulate and have seen downrange in the past,” Angelini said. “They’ll have to identify those and pick them out to ensure safety.”

course because of the hands-on experience and lessons it provides.

“This lets our Airmen learn about the bread and butter of the career field, which is air base defense,” he said. “They get into the nitty-gritty of the tasks that are going to be expected of them. Patrolling is incredibly important for teams to be able to maneuver downrange safely in a hostile fire area. They can learn of the enemy’s weapons capabilities and [training] teaches them to recognize IEDs. It’s great they get to do this as a group.”

Prior to coming together as a group, though, Airmen had to separate by self-isolating for 14 days to reduce potential spread of COVID-19. During training, Airmen go from their temporary housing, to training and back to their rooms. Angelini said Airmen won’t have to quarantine upon return.

“It’s basically: work, eat, sleep, rinse and repeat for 10 [consecutive] days after their 14 days of restricted movement,” Angelini said.

Though the process included multiple weeks of separation, Angelini appreciates how this training will help 50th SFS in the future as well as the participants.

“Some of the skills aren’t as frequently used and this allows the unit to increase our readiness for deployment down the road,” Angelini said. “This is a great opportunity and I’m glad [our Airmen are] able to experience this.”

CHRIEVER AIR FORCE BASE, Colo. — It has been said that leaders, no matter how great, must constantly reinvent themselves. In other words, the leadership that got you “here” today will not get you “there” tomorrow. If you are not constantly reinventing yourself, you run the risk of putting your organization and mission in jeopardy. Our current fight against COVID-19 is a perfect opportunity to adapt and reinvent ourselves as leaders. If you have not already reevaluated your leadership communication style and skills in order to adapt to our current situation, you are already falling behind.

I often use the acronym RPM to assess the health of an organization. RPM stands for resources, people and mission. Much like the RPM gauge in your car, the RPM of your organization tells you how well things are running. I have always found that if you manage your resources well and take care of your people, the mission will be successful. Think about it, your people know their jobs, the mission, and how to get it done. Our job as leaders and supervisors is to provide them with the means to accomplish the mission and a support structure to care for themselves and their families. Low worry and high confidence is a direct result of our people believing

and experiencing that the organization is looking out for their best interest.

Currently, not only do we have to maintain our mission effectiveness, but we now have to do it while avoiding close contact with each other. That’s a tall order for most military leaders and supervisors. We like to walk through our areas, see what our people are working on and make those very important personal connections. JEDI provides COVID-19 relief to the force

SCHRIEVER AIR FORCE BASE, Colo. — COVID-19 quarantine created many new challenges for families who were unable to leave their homes, so in an effort to relieve some of those challenges, a Schriever Airman jumped to action and created the Joint Effort Delivery Initiative program.

“The idea for JEDI was immediately streamlined from Gabbard and approved

by the Crisis Action Team within 24 hours.”

Capt. Ronald Nguyen, 50th Space Wing Safety Office chief of safety, created JEDI after realizing Schriever teammates would need assistance.

“When COVID-19 started to affect our base, I immediately thought about people who were under quarantine,” Nguyen said. “I asked [Maj. Justin Gabbard, 50th Comptroller Squadron commander] about services offered to our Airmen and he said [none were in place], but I could start one.”

The idea for JEDI was immediately streamlined from Gabbard and approved by the Crisis Action Team within 24 hours.

“It was a very easy process and I appreciate the support that senior leaders have been providing,” Nguyen said. “The motivation came from a caring and empathetic standpoint.

While there were services that offered grocery deliveries, they were inundated and couldn’t be filled immediately.

So, I offered a more personal solution.”

JEDI was initially created to provide essential supplies such as groceries, meals and personal hygiene items to personnel who were in mandated quarantine.

unable to go out, dorm Airmen who had no means of transportation and individuals who are at high risk to COVID-19,” said Tech. Sgt. Michael Jones, 50th Space Wing Inspector General’s Office wing exercise section chief and JEDI volunteer. “We handled their shopping to mitigate putting them at risk. Anyone could use the JEDI program.”

Through shopping and persistence, JEDI volunteers were able to fulfill all requests, so members who utilized their services received everything they needed.

After a request from senior leaders, the program morphed into a delivery initiative for Airmen working on base as well. Through the donations of companies such as the USO, Soldier’s Angels and the Gary Sinise Foundation,



JEDI volunteers were able to get an assortment of snacks and meals for Airmen.

“Overall, we’ve delivered over $15,000 in donations to various organizations and tenant units at Schriever,” Nguyen said. “Additionally, we were able to [deliver grocery requests] to a total of six families throughout the last few weeks. The amount of people willing to help has been tremendous. It’s amazing how many people step up during a crisis.”

50th OSS conducts space operator

TRAINING amid COVID-19 pandemic

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Operations Support Squadron continues to conduct space operator training at Schriever Air Force Base, Colorado, despite the on-going global pandemic.

“Our training is mission-essential.”

Space is a critical warfighting domain, and as such, the 50th OSS must ensure space personnel continue to train and execute the mission.

“Space is essential to both our nation’s security and prosperity,” said Master Sgt. Carl White, 50th OSS operations training flight chief. “From being able to communicate and coordinate actions across vast distances, to weather, intelligence gathering, early warning of an incoming missile attack, to position navigation and timing, all of that either comes from or is enhanced by satellites orbiting the Earth. All the aforementioned capabilities need to be available 24/7/365.”

However, the global pandemic put a halt to many operations in the United States. Although the list is long, it does not include space.

“There are no days off,” White said.

Although the unit continues to train Airmen, classes have changed. Since the outbreak of COVID-19, additional safety requirements have been implemented for Airmen.

“Classes have been spread out timewise to [minimize] contact with other students,” said Airman 1st Class Justin Thomas, 50th OSS student.

“We also have to maintain [physical] distancing and wear masks.”

Additionally, the squadron spread out its training locations and limited the number of Airmen allowed to attend each class to 10.

“Some students are training at a facility in town and others are here in the restricted area in the simulators,” White said. ”We also have classes going at the event center here on Schriever [to allow for physical distancing] and [limit the amount] coming into the restricted area, minimizing any potential risks to the operational crews.”

In class, Airmen are taught to understand satellite subsystems, the chain of command on the operations floor, how to operate satellites and basic orbital warfare.

“Our training is mission-essential,” Thomas said. “We have to keep it moving. The sooner we finish our training, the sooner we can back up our assigned units. It’s important warfighters are training as it allows for the continuation of operations.”

“Being in the JEDI program showed me how the simple things in life can be taken for granted,” Jones said. “I was glad to be a part of something that could take the stress off someone’s shoulders that didn’t have the luxury of doing normal, day-to-day errands. It made me feel good to show up to mission essential work centers here at Schriever and hand out food or gift cards to those at work. It really made me appreciate how the community of Colorado Springs and Schriever really came together.”

2nd SOPS conducts training, adapts to COVID-19

SCHRIEVER AIR FORCE BASE, Colo. — The 2nd Space Operations Squadron hosted distance learning continuation training refresher courses April 21-29 to maintain readiness during this COVID-19 response.

The courses are for operators in dwell status, which means they aren’t currently on an operations crew schedule. During this time, their sole responsibility is to maintain currency in their position and to learn advanced warfighting skills. This training covered vehicle commanding, payload commanding, reporting and user support operation procedures.

“The CTRCs are targeted for the operators in dwell who need to maintain their CMR status before they go on their next combat rotation,” said Capt. Sean Raymond, 2nd SOPS training and standardizations/evaluations flight commander.

Due to the nature of their mission, the squadron is designated a CMR unit as they support combat commanding down range through vital GPS functions.

“Because we’re a CMR unit, our people in dwell need to be ready to go on crew at any point and cover down for sickness, upgrades, mission transfers, etcetera,” said 1st Lt. Kelley Kennedy, 2nd SOPS chief of training. “They need to be able to maintain CMR, and one of those requirements is to maintain CTRC proficiency. That’s why we have this big motivation and purpose behind doing these courses even though we’re in the COVID-19 situation where we’re restricted [in our movement].”

This is the first time 2nd SOPS conducted the courses in a distance learning style. In the past, they’ve reserved a classroom in the 50th Operations Support Squadron area to train in addition to a facility off base with a simulator that mimics the GPS constellation.

“We can utilize that PTF to inject anomalies or inject a routine, nominal procedure that we want the operators to practice,” Kennedy said. “So typically, it’s very handson, face-to-face training.”

Since some of the material covered in the training is For Official Use Only, it can’t be sent through an unsecure medium like Zoom, Skype or personal email addresses.

This means operators who didn’t have access to Virtual Private Network, Webmail or remote desktop had to participate solely through audio.

The squadron breaks up their operators into three different experience levels: inexperienced, experienced and highly experi-

enced. The training is designed for operators in the latter two experience levels. So despite not being able to see the material, everyone who participated was familiar with it.

“The operators either had the training material in front of them because they were able to access it securely, or they were experienced or highly experienced or members who are pretty familiar with these procedures and can understand them well enough to talk about them,” Raymond said. “Even over the phone through distance learning, we were able to have some really good discussions.”

Despite the limitations distance training may have, it’s still getting the job done and keeping operators ready to fight.

“The mission doesn’t stop for a global pandemic,” Raymond said. “We still need to provide global position, navigation and timing to the world. Not to mention that there are still threats out there. There are still other nations that are advancing in their technologies and they’re probably not stopping for COVID-19, and neither should we.”

As the base eases into its COVID-19 recovery plan, the squadron may begin holding classes while maintaining the less than 10 people and six feet of physical distancing rules.

“For the members who may be stuck at home, where their main job right now is to stay healthy and be ready to pull crew if needed, we’re still going to offer the distance learning style classes,” Raymond said.

“Those members can still get exposure to the material so whenever they do come back and pull crew, they’re more refreshed and focused so we’re ready to jump back in as soon as we can.”

“We waited for guidance on how to take the Air Force Base. The team also advises civilians of when to get their common access cards, how oath because all new employees have to take the oath, just like on the military side,” Davis to set up benefits and the time card process.

with your people. Be visible and positive.

It is called a communication plan, but it should be called an understanding plan because having your people understand what you are conveying is even more important during a crisis that is unpredictable and volatile. Establish a communication routine. Ongoing reliability goes a long way with people and helps keep worries at a minimum. For example, instead of a weekly staff

meeting, perhaps do a daily stand up. Not only does it allow you to stay on top of what is happening on a more constant basis, but it also lets you check on your people more often through these trying times. The mission is important of course, but without strong, healthy, resilient Airmen, the mission will not succeed. So over-invest in communication with your people, it pays huge dividends down the road.

When you communicate to your people a detailed flexible plan, a clear list of

priorities is crucial. When people face a major crisis, human behavior either runs toward fear or works towards rallying together. The latter only happens when leadership emerges with a clear plan. If you provide a clear way forward, your people will show amazing resilience.

Effective leadership empowers managers to make decisions within a clear construct of set priorities, such as keeping our people safe and behaving ethically.

Providing unclear, or worse, inconsistent

priorities, does not do you, your people or the mission any good.

Remember the old adage, “Crisis does not build character, it reveals it.” Always keep in mind; your people will remember how they were treated during this crisis.

An employee’s loyalty and engagement thrives on knowing their chain of command cares about them. Zachary Sheely COLORADO SPRINGS, Colo. — As the stranglehold of the COVID-19 pandemic tightened its grip on America, closing schools, businesses and government institutions, the focus for the Soldiers at the 100th Missile Defense Brigade (Ground-based Midcourse Defense) became singular — maintain the mission, no matter what.

“There is no fighting force in the world as prepared and ready as the

United States military.”

That mission is the federally mandated defense of the United States homeland from intercontinental ballistic missile attack. A limited number of U.S. Army Soldiers in Alaska, California and Colorado operate a sophisticated fire control system that can, on-order, launch ground-based interceptor missiles to destroy incoming warheads in outer space. This is a task that cannot be done from home, as missile defense crews operate together within the walls of secured facilities.

Since the onset of the pandemic, the 100th Missile Defense Brigade has implemented measures to ensure the continued execution of its mission including sequestering crew members from their homes and families.

“I deployed to Afghanistan with an infantry platoon, so I know what it’s like to be truly deployed to a mountainous combat outpost in a war zone,” said Staff Sgt. Hayden Murray, 100th MDB readiness operations officer. “This is different, but not completely. We are ‘deployed in place’ and our job is the defense of the homeland.

At any time, we could go into a war posture and we must be able to engage threats 24/7/365.”

ed on the steadily increasing nuclear missile capabilities of near-peer nations and rogue states. Two redundant crews — one at Schriever Air Force Base, Colorado, responsible for the oversight of crisis procedures, and another at Fort Greely, Alaska, that handles the tactical, “right-now” portion of the fight — work in concert under the command and control of U.S. Northern Command.

They are the human interface to an otherwise highly automated system. Any degradation to crew readiness could leave America vulnerable to a nuclear detonation on U.S. soil.

Realizing the pandemic had the potential to interrupt its strategic mission, the staff at both the brigade headquarters in Colorado Springs and the 49th Missile Defense Battalion at Fort Greely commenced planning to provide viable courses of action to protect the health of the force and preserve the mission.

worked in close coordination with our mission partners at Fort Greely garrison, the Missile Defense Agency and our higher headquarters in the Alaska Army National Guard and the 100th Missile Defense Brigade to understand and leverage resources,” said Capt. Luis Lugonazario, the chief of operations for the 49th Missile Defense Battalion. “That process produced an early operations order to be executed on a phased approach as we were meeting the preset triggers.”

One of the main challenges facing 100th Missile Defense Brigade commander Col. Christopher Williams was balancing the continuation of the mission with the local situation at each of the sites under his authority.

“The Soldiers at Fort Greely already live in relative isolation,” said Williams, noting the remoteness of Fort Greely in the Alaska interior. “Their situation is different from ours in Colorado or at Vandenberg Air Force Base in California.”

However, in early April, a Department of the Army civilian at Fort Greely tested positive for COVID-19, setting the crew sequestration plan in motion there.

“Crews on shift were sequestered to the barracks for the duration of their 14-day deployment cycles with no access to the commissary, Post Exchange, gym or other common access areas,” said Lugonazario.

“Crew members are allowed no physical contact or gatherings with anyone outside of their current crew to minimize exposure and to guarantee a ‘clean’ crew is performing the mission at all times.”

Shortly thereafter, the brigade crews in Colorado Springs began a rotation of sequestration, starting with Murray’s crew and others.

“We can only go from work to our rooms so it’s strange being in the town we live in, staying in lodging, and knowing that my wife and kids are down the road but I can’t go see them,” said Murray. “The crew jokes that we spend more time together than with our families, and now that is actually true.”

The missile defense crews are configured in five- to six-Soldier teams with each member serving in a position of varying roles and responsibilities. Once 100th Missile Defense Brigade Soldiers — whether active component or National Guard — clock in for duty, they immediately transition to Title 10 and operate under federal authority.

Williams said that unlike with other military missions, a request for additional forces to augment organic troops is impossible due to the training each Soldier must undertake to become a certified operator.

“We can’t just plug and play another Soldier into the ground-based midcourse defense mission,” said Williams, estimating that it takes each Soldier three to six months of intensive training to become proficient on the system.

Williams said that the brigade regularly faces variables that can diminish the readiness of a crew member or an entire crew, including car accidents, the seasonal flu, or family emergencies, but those situations continued page 12 | PANDEMIC

do not often impact other crews. He acknowledged that this situation does have the potential to overlap from one crew to another, which is why protecting crew members is so vital.

Maj. Christopher Stutz, 100th MDB crew director, said the brigade has also increased the emphasis on sanitizing shared work consoles, even though the crew changeovers are not happening face to face, as is typical.

“There has been a definite focus on keeping our billeting and workspaces in top shape,” said Stutz. “We share the op-

erational node with other crews, so cleanliness has always been a top priority. Our chief concern is the mission and we must stay healthy to accomplish it.”

In addition to isolating crews, the 100th Missile Defense Brigade has been training additional Soldiers who normally serve in staff roles to certify as operators, increasing flexibility in crew configurations.

Williams said missile defenders are a high priority for the Department of Defense’s COVID-19 testing program to quickly identify any Soldiers who are sick and replace them; the brigade now has a robust assemblage of potential replacements.

“We are more ready now than we have been in the last 16 years,” said Williams.

Still, Williams said his top priority is to protect Soldiers’ health and mitigate the spread of the coronavirus. Thus, he said the 100th Missile Defense Brigade will continue these heightened measures for as long as necessary.

Staff Sgt. Joseph Harris, a readiness operations officer in Colorado Springs, said he feels privileged to serve in the 100th

Missile Defense Brigade during this time of uncertainty.

“It’s an honor to be part of something that means so much more than oneself,” Harris said. “It’s also tough to watch the citizens of this country lose their livelihoods and know that some of those citizens will have an extremely difficult time getting back on track. To the families who have lost loved ones, we are praying for you. We understand that this is a strange and absolutely difficult time, but we will get through this, and we will come out stronger on the other side.

“To our adversaries, we are always ready,” he continued. “There is no fighting force in the world as prepared and ready as the United States military.”

Apply Online www.HSD2.org PUBLIC NOTICE REQUEST FOR COMMUNITY RESPONSE REGARDING ENVIRONMENTAL RESTORATION ACTIVITIES PETERSON AIR FORCE BASE, COLORADO SPRINGS, COLORADO The Environmental Protection Agency’s (EPA) Unregulated Contaminant Monitoring Rule #3 (UCMR 3) sampling results in public wells prompted additional sampling of private and municipal off-base drinking water wells near Peterson Air Force Base (AFB). Treatment systems have been installed at private and municipal wells used as drinking water sources. In addition, Peterson AFB conducted a Preliminary Assessment to identify any potential on base sources. Based on the results the Preliminary Assessment and follow on Site Investigations, it was confirmed that Peterson AFB had PFOS/PFOA impacts to groundwater. These recent Air Force Environmental Restoration Program (ERP) investigations have identified four sites that warrant further evaluation.

The Air Force’s ERP provides for the environmental cleanup of contamination whose release is attributable to the Air Force, including immediate actions taken to remove imminent threats to human health and the environment. Public involvement is a key aspect of the ERP and is the reason for this notice.

Peterson AFB is seeking public input on its ERP to enable meaningful community involvement and to address community needs, concerns, and expectations through face-to-face interviews, telephone interviews, and an online survey.
