After spending more than one month in Phase 2A of the Schriever COVID-19 recovery plan, base leaders are moving Schriever into Phase 2B. Some new changes include: gatherings of 50 or fewer people are allowed with appropriate physical distancing protocols, DFAC access is open to all SAFB personnel with sit-down dining authorized with physical distancing measures, etc.

RLINGTON, Va. — U.S. Air Force leadership declared 2020 as the Year of Integrated Base Defense, or IBD, focusing on how every air and space professional fits into a layered defensive network. IBD is greater in scope than any single career field. It requires active participation between all Air Force specialty codes and ranks to operate as a cohesive fighting force.

As the Year of Integrated Base Defense starts, we are preparing for a future that will look significantly different than our past. The future is full of frequent disruption, not just from technology, but also from people and leaders who are looking to do things better, more fairly and more responsibly. We need a force that is more lethal and ready.

Defenders, to include civilian defenders, are a critical part of the Year of Integrated Base Defense.

This year, we continue to invest in the Civilian Defender Program to create the most lethal and ready force. We have invested in human capital, training, retention and career growth.

In February 2019, the Air Combat Command security forces director requested assistance with right-sizing their squadrons and providing complementary civilian defender continuity

positions for each of their units. Specifically, the positions requested were deputy director, assistant operations manager, criminal history data analyst and Civilian Defender Program manager. These positions would serve as civilian growth opportunities, a sorely needed mechanism to leverage civilians in the human capital domain of each unit by developing specific functions and positions.

Retaining existing personnel is a fundamental need in the Civilian Defender Program. Security forces leaders pursued

50th CPTS Airman organizes food drive amid COVID-19

SCHRIEVER AIR FORCE BASE, Colo. — An Airman assigned to the 50th Comptroller Squadron organized a food drive scheduled to take place at Schriever Air Force Base June 15-29.

Senior Airman Sean Musrasrik, 50th CPTS financial operations technician, organized the drive to help those in need while remaining compliant with COVID-19 safety precautions. “[Musrasrik] brought it to my attention that this was something he wanted to do because as a unit, we had been wanting to go to Care and Share [Food Bank for Southern Colorado] and volunteer,” said 2nd Lt. Laura Pulliam, 50th CPTS flight commander of finance operations. “But due to COVID-19, we were limited. He came up with the idea of organizing the drive so we could still donate our time but don’t necessarily have to be within six feet of people.”

With the guidance and leadership support, Musrasrik got the ball rolling.

“I thought it was just as easy as placing boxes in areas and putting a sign up,” Musrasrik said. “But obviously with the legality of it, you have to jump through different hoops and get different signatures in order for you to do that. [My leadership] backed me up 100 percent. This is the first time I’ve done something like this, so [they] steered me in the right direction in regard to who to contact first, and helped me out with my message to Schriever.”

After ensuring the food drive met legal requirements, Musrasrik coordinated logistics with the 50th Force Support Squadron to ensure proper and efficient placement of the bins.

“At that point, it’s just a matter of contacting the right people, like public affairs, multi-media and first sergeants in order to get the word out,” he said.

Due to COVID-19, the set-up process didn’t go as quickly as planned. With units’ schedules being altered to support

the 50 percent manning requirement, getting ahold of the right people took more time and planning.

“Col. [James Smith, 50th Space Wing commander], did a great job through his emails and messages on social media explaining the battle rhythm and what to expect in this time frame,” Musrasrik said. “As soon as new COVID-19 procedures came out, he immediately communicated what he expected from us, and that definitely helped me in working to get this set up.”

The donation bins will be placed in four different locations on base: Building 210 atrium, fitness center lobby, North Restricted Area portal and West RA portal. Requested donated items include canned foods and non-perishable goods.

“After the food is collected, we’re going to be organizing it and taking it over to Care and Share Food [Bank for Southern Colorado],” he said. “There are several food banks in the area, but I chose Care and Share because not only do they solicit these donations in the local area, but they also cover 30 different counties that stretch to New Mexico.”

Musrasrik’s motivation to organize the food drive also came from a desire to focus on those outside of the base.

“As service members, our scope tends to be limited,” he said. “We tend to only think of ourselves and the military force, when really that’s not the case. Besides the benefit of aiding families in the local area, I hope this establishes a family mindset at Schriever by getting different units and organizations together for the same cause. The end goal is to help communities and also inspire Schriever to do more things like this.”

Airman, Family Readiness Center helps Airmen remain financially fit

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Force Support Squadron’s Airmen and Family Readiness Center understands finances aren’t easy to discuss, but works to strengthen Airmen’s knowledge for their financial futures.

Everyday decisions affect the financial freedom, lack thereof, Airmen will experience in the future. Lenea Lance, 50th FSS A&FRC personal financial readiness manager, aims to highlight that point.

“We help educate them,” Lance said.

“Every Airman has different dynamics whether it’s family or personal. I have to meet them where they are. When I first meet them, I have to build that rapport to learn what their goals are and from there, develop a plan based on where they currently are and then getting them where they want to be.”

Establishing a plan allows the center to develop guidelines for budgets and assist Airmen to track their finances each month.

It also helps eliminate potential pitfalls. “[Some Airmen] spend [money] before their bills are paid or when they get paid, and they’re eating out too much — those quick stops to buy food add up,” Lance said.

“Then they realize it’s the 13th and they don’t have money for their car payment or insurance. I have a saying that goes, “Don’t save what is left after spending but spend what’s left after saving.”

Lance emphasized planning to curtail emergency expenses. Airmen need to be as prepared for their financial lives as they are for their day-to-day missions.

“It’s more about your mindset,” Lance said. “For a service member, even if it’s not COVID-related, if they’re [permanently

changing stations] or deploying, you need to plan. Life is going to happen and emergencies are going to happen.”

The pandemic illustrated that point as it forced a cease in travel for many Airmen, physical distancing and layoffs that affected many spouses. While the A&FRC worked remotely, Lance and the A&FRC continued to provide support.

“I had to assess [Airmen] on all different levels, which was important because once I asked questions, I could peel back the layers and see there might be more com-

pounding issues,” Lance said. “From there, it was coming up with a plan and finding resources for them since the community shut down. I’d call around to different community resources we have and find out what their protocols were and call back to that family and let them know what needed to be done.”

With the A&FRC re-opening its physical location, Airmen can access its numerous services including spouse employment services, Air Force Aid, relocation services and deployment and family readiness to ensure

Airmen have sustainable work-life balance.

“All of our programs are free,” Lance said.

“When [Airmen] come to me, I can refer them to our resources and provide other information that may be beneficial on their financial journey. I can also pull their credit report for free or help with any negative or derogatory marks on their credit. If there are collections on their account, I can call creditors and work with service members to get [Airmen] back on path and get those expenses paid.”

The A&FRC also has the Transition Assistance Program, which helps to ease the shift from military to civilian life. Heidi Goodbar, 50th FSS TAP manager, said it’s important Airmen create and follow a financial plan after separation.

“That’s one of the biggest things people are worried about when they’re leaving the military — what is their financial situation going to look like?” Goodbar said. “[We need to know] how will they meet their financial obligations or what can they expect to make to meet their needs. That’s a big piece of transition.”

Goodbar noted the value of multiple meetings with Airmen prior to their separation to tailor a blueprint specific to the Airman.

“We want them to have the tools to be financially stable and to give them the education that’s important for them to be able to do that,” Goodbar said. “It would probably take several visits and having a plan.

Holding them accountable is important.

That can’t just happen over the duration of one visit.”

Airmen encouraged to use tutition assistance

SCHRIEVER AIR FORCE BASE, Colo.

— Staying physically fit is critical for those serving in the armed forces; however, staying mentally fit is just as important, which is why the Air Force offers education benefits for its Airmen.

To help Airmen earn their education, the 50th Space Wing is partnered with Colorado Christian University, Pikes Peak Community College and Webster University.

Colorado Christian University offers courses at Schriever, Webster University and Pikes Peak Community College offer courses at Peterson AFB, Colorado.

Currently, CCU teaches an accelerated math course at Schriever once a quarter.

The course takes four weeks to complete and there are plans to bring more classes here.

Additionally, most universities have an academic or veterans advisor who can help with the process of enrolling and understanding U.S. Department of Veterans Affairs educational benefits.

“While you’re active duty, there are a lot of benefits available to you,” said Lauren Clark, 50th Force Support Squadron education services specialist. “The big one is tuition assistance. Airmen are entitled to $4,500 for the fiscal year to go toward their education.”

However, to use their benefits, Airmen must have earned the skill level of journeyman, which is earned after an Airman completes on-the-job training and career development courses, receive supervisor approval, have no pending issues or concerns, and enroll at an accredited university.

“There [are] a ton of schools that are approved that have signed a [Memorandum of Understanding] with the department of defense,” Clark said. “The listing can be found on the TA Decide website.”

To further their careers, many Airmen enroll in the Community College of the Air Force, a regionally accredited institution built for active duty Airmen. The CCAF is the only program of its kind in the Department of Defense.

“A CCAF degree is an applied science associates [degree],” Clark said. “Airmen are encouraged to pursue their CCAF degree because they earn credit from their military training that goes toward the degree. It can also transfer to other universities.”

“Education is your door to the future.”

Airmen can earn credits from technical school training (depending on training and degree), making earning a CCAF degree a streamlined process.

“Education is your door to the future; not only with career advancement in the military, but also for when you separate [or retire],” Clark said. “We’re here to not only help Airmen establish their goals and navigate the system to reach their goals, but also to make sure everybody is aware of all the benefits they’re entitled.”

If an Airman believes they are already proficient in certain coursework, they can enroll in its corresponding CollegeLevel Examination Program test, a free option for Airmen.

“There’s CLEPs and (DANTES Subject Standardized Tests), [DSSTs] are available to service members,” she said. “Both are college level credits that you can receive just by taking an end of course exam without having to actually take the course.” continued page 9 | ASSISTANCE

Airmen are also able to use post-separation career development benefits such as the Montgomery and Post 9/11 GI Bills.

The Montgomery GI Bill requires two years of active duty service and for an applicant to have at least a high school diploma or GED. Veterans receive up to $61,000 to pay for 36 months (or eight semesters) of schooling. People who are enrolled in the Montgomery GI Bill program have 10 years upon separation to use their benefits. The Montgomery GI Bill does not pay for housing or supplies.

“We don’t make those decisions as to who evacuates,” Gembol said. “But the information we collect from the spacecraft goes into the models that generate a lot of different products in the U.S. and around the world to make those decisions.”

Gembol said Airmen sometimes have a small window to capture the required information from a satellite.

“For a DMSP operator, the time we have to contact that satellite to capture data is [short],” Gembol said. “When it’s hurricane season or a critical weather day is in effect, you want to be successful on that one attempt. When it’s not successful, that turns into what we call ‘data chasing,’ meaning we’re on the phone with 22 SOPS and we work to find any availability at any ground site around the world that our satellite might pass on that revolution so we can get the data down as fast as possible.”

Tovado said the 6th SOPS understands how critical their mission is to military and civilian users and they’re grateful to see the impact of their work.

“That’s why we work hard to make sure we get data to provide that near real-time emergency warning on the civilian side and proper go or no-go weather calls to our military end users,” Tovado said.

Additional efforts to improve retention of civilian defenders include a career development pyramid that demonstrates the progression of steps showing opportunity for growth from the entry level GS-07 to deputy director positions at the GS-13 level. The use of the recruitment, retention and relocation, or 3R, and Special Salary Rate, or SSR, incentives are available for use in security forces units. There are currently 26 security forces units that receive SSR and three that are using 3R incentives.

In association with AFPC’s Security Career Field Team and AFPC’s Classification Section, Air Force Security Forces Center continues to develop the necessary SCPDs to both meet ACC’s right-sizing efforts as well as grow a comprehensive career growth construct for civilian defenders Air Force-wide.

In addition to retaining personnel, security forces leadership recognized the need to hire the right people at the right time. As a result, in September 2019, Headquarters Air Force Security Forces obtained Direct Hire Authority, or DHA, from OPM for the 0083 police officer series throughout the Department of Defense. This effort helps expedite

hiring activities and to date, approximately 245 civilian defender personnel have been hired under DHA. Please refer to the Under Secretary of Defense Personnel and Readiness memorandum, signed Sept. 30, 2019, and the Deputy Secretary of Defense memorandum, “Implementation of Direct-Hire Authority for Shortage Category and/or Critical Need Positions,” signed June 6, 2017, for details.

AFSFC in collaboration with VA-LETC launched the first 10-Week Civilian Defender Academy class in October 2019, to meet Peace Officer Standardization and Training certification. On Dec. 20, 2019, 23 civilian defenders graduated the first 10-week class. A second class

This partnership has enabled the development of three additional follow-on courses. These follow-on courses will help provide defenders with improved skills, ready to perform integrated defense missions at Air Force installations.

The National Defense Strategy states that our homeland is no longer a sanctuary. The communities we serve and the threats we protect them from are increasingly diverse and complex, necessitating a more sophisticated response to the challenges now and in the future. Transforming the civilian defender program will aid our ability to respond to those challenges.
