INOT AIR FORCE BASE, N.D. — “But.” A term used to introduce a phrase or clause contrasting with what has already been mentioned and often used as an escape from one's own personal responsibility.

Although, what exactly is personal responsibility and what does it mean to Airmen serving in today’s Air Force?

Those are the questions that I sat down and discussed with Chief Master Sergeant of the Air Force JoAnne S. Bass during her trip to Minot Air Force Base, June 1.

The Air Force teaches us as Airmen three core values that are ingrained into our minds from the first “... I solemnly affirm …. So help me God” of our oath to this country: Integrity First, Service Before Self and Excellence In All We Do. These core values guide us and give us a foundation for leadership, decision-making and success; but (and there’s that pesky word again) what if you lack personal responsibility?

“We have to take into account what does integrity, service and excellence mean to us, and somehow internalize that to be our moral compass on what right or wrong is,” Bass said.

Personal responsibility is the internal obligation to accept the standards of society and make a conscious personal effort

to live by those standards set by society and, in our case as Airmen, the Air Force. While the values provide a path and mantra for guidance on our path, the ability to self-actualize your level of personal responsibility is key to success.

In my experience, personal responsibility as it relates to my reason for service and my personal tie to the core values is as simple as the question, “Am I doing what is right to further my career while helping those around me?”

“Airmen have an obligation to serve as examples in the eyes of their country.”

An obstacle I am learning to overcome is accepting hard decisions will have to be made in my life; holding myself to them and helping others while knowing that sometimes they won’t align with the internal sense of personal responsibility of other Airmen. continued page 10 | LEADERSHIP

NSDC, JTF-SD foundational to protecting the space domain

SCHRIEVER AIR FORCE BASE, Colo. — The National Space Defense Center and its parent headquarters’, the Joint Task Force-Space Defense, with their mission to protect and defend national interests in the space domain have come a long way since their high-profile beginnings nearly six years ago.

The Department of Defense, in conjunction with the intelligence community, established the NSDC, originally called the Joint Interagency Combined Space Operations Center, in 2015 to create a unity of effort and facilitate information sharing across the national security space enterprise.

“We provide a unity of effort working together with those disparate communities, the Department of Defense, the Intelligence Community, the National Reconnaissance Office and their representatives that sit on the National Space Defense Center floor,” said Col. Scott Brodeur, who is dual hatted as the JTF-SD director of operations and director of the NSDC. “We do the planning and the execution to protect and defend our critical space assets.”

Additionally, the center maintains vigilant watch on activities in space, warns against emerging threats and orchestrates U.S. counter-space operations.

“The NSDC has the advantage of pulling together, numerous different capabilities into one location,” said Brodeur.

“There are numerous organizations that provide space domain awareness. The NSDC gathers information from the Intelligence Community, commercial companies (that we contract and partner) and all the sensors in the Department of Defense’s space surveillance network and fuses them to create an integrated sensor support plan.”

The organization also directs the command and control of the Geosynchronous Space Situational Awareness Program, or GSSAP. “As the ‘neighborhood watch’ of the GEO belt, GSSAP can characterize objects in space to a refined level allowing us to discriminate and characterize those objects,” said Army Brig. Gen. Tom James, JTF-SD commander. “In doing so, we can identify competitors and provide threat-focused space domain awareness.”

The JTF-SD was formally recognized in 2019 as a subordinate command to U.S. Space Command in a ceremony at Schriever Air Force Base, Colorado.

“All joint task forces, from anti-piracy to space, operate in complex strategic environments,” said Gen. John “Jay” Raymond, then combatant commander, at the establishment ceremony. The JTF is a “first-of-its-kind operational command established to protect and defend U.S., allied,

The JTF-SD is a joint organization with an interagency center including representatives across the services working alongside NRO, intelligence community and commercial partners. In the 20 months since its establishment, the JTF-SD has seen increasing proliferation of and demand for on-orbit space capabilities in the domain it’s charged to protect.

“Today, even as potential adversaries continue their effort to achieve parity in space capability, they also employ asymmetric capabilities to deny us the advantages of space,” said Army Gen. James Dickinson, USSPACECOM commander, in his testimony before the Senate in April. “The U.S. must continue to build resilience in the vital space capabilities the joint force requires to fight and win in space, as well as in the air, land, sea, and cyber domains, while strengthening its space warfighting capability to counter these rising peer, near-peer and asymmetric threats. Such

warfighting capability provides a credible deterrent against belligerent actions in the space domain as part of a broader U.S. strategy for deterrence and defense.”

“The JTF was established as a direct response to the actions of competitors like China and Russia that threaten our ability to maintain unfettered access to and freedom to operate in the space domain,” said James. “The Office of the Director of National Intelligence highlighted those threats, which include China and Russia’s fielding of antisatellite weapons to disrupt and degrade U.S. and allied space capabilities, in its annual threat assessment in April.”

“As an example, JTF-SD has a commercial cell right here in Colorado Springs that helps us bring in more space domain awareness capabilities,” said Brodeur. “We develop tactics, techniques and procedures to collect space domain awareness data and share it with the rest of our partners.”

USSPACECOM’s other subordinate command, the Combined Force Space Component Command, is located at Vandenberg Space Force Base, California.

“Everything we do at the JTF-SD is focused on our protect and defend mission,” said James. “But we are not alone.

Our partner in these efforts is our fellow component. As JTF-SD conducts space superiority operations to deter aggression, defend capabilities and defeat adversaries throughout the continuum of conflict; CFSCC works to ensure space-based capabilities are integrated across the combatant commands and to communicate warnings to U.S. government satellite operators, our allies and the commercial sector and even our competitors; just as we do in the air and maritime domains. Together we support USSPACECOM to ensure there is never a ‘day without space.’”

SCHRIEVER AIR FORCE BASE, Colo.

— Airmen and Guardians at Peterson and Schriever Air Force Bases have access to a bevy of resources to improve their lives through helping agencies.

Helping agencies develop plans to integrate and implement community outreach and prevention programs for Airmen and Guardians to remain physically, mentally, spiritually and financially fit to accomplish their missions.

The helping agencies include Airmen and Family Readiness Center, Equal Opportunity, Family Advocacy Program, health promotions, the Chaplain Corps and a plethora of others.

“Our Airmen and Guardians can know that our helping agencies and support services care about them and their quality of life,” said Jessica Schroeder, Peterson AFB community support coordinator. “We’re here as an avenue to hear those quality-of-life concerns and challenges and then address them from that holistic perspective and elevate them up to leadership as necessary.”

Jan Devitt, Schriever AFB community support coordinator said the Air Force created helping agencies to help Airmen, and now Guardians, with their own lives and families.

The helping agencies at Peterson and Schriever Air Force Bases provide numerous services to Airmen and Guardians. Helping agencies includes helping agencies such as Airmen and Family Readiness Center, Equal Opportunity, Family Advocacy Program, health promotions, the Chaplain Corps and numerous other agencies.

While Airmen and Guardians proceed with their day-to-day missions, Devitt said helping agency members understand life occurs elsewhere.

“There are a lot of different agencies that work together to make sure the needs of the community are being met,” Devitt said. “Some of the agencies — like the [Family Advocacy Program, Military Family Life Consultants, Employee Assistance Program] — will do

training for couple’s communication.”

Andrea Hernandez, 50th Force Support Squadron A&FRC chief, echoed those sentiments and stressed the importance of agencies, especially the A&FRC. “When newcomers first in-process, we [A&FRC] provide a mandatory financial briefing and can use us until they leave [the Air Force],” Hernandez said. “We do our best to serve the entire force.”

Helping agencies also assist Airmen, Guardians and civilians with minor affairs to improve circumstances.

Devitt started the Airman’s forum where Airmen identified issues and concerns younger members of the force face.

“They said they didn’t have barbeque grills at the dorms,” Devitt said. “… We highlighted that and now they have grills they can use.”

Devitt also said some Airmen faced issues in connecting with others. Devitt said the helping agencies will assist in that area as well.

“One of the things we’re doing is on the Peterson and Schriever websites where we’ll provide club information for our Airmen and Guardians to access,” Devitt said. “If someone likes to ski, workout or make cookies or whatever it may be, we’ll highlight different groups or clubs that people will head up to help Airmen and Guardians make connections.”

Schroeder said she’s working with 21st Communication Squadron to add an icon to all Peterson AFB desktops that will display Peterson Helping Services matrix.

James and Morales, the most senior and junior Army members of the organization respectively, shared sentiments of why they chose to serve in the Army who's birthday is actually June 14.

Morales joined to "not be a liability" to his family.

"What I've found in my eight years of service (with the Army) is everyone is willing to give you advice to help you be a better Soldier and person.

I don't know many other organizations like that," said Morales.

This obstacle is quite difficult in regards to that last statement because sometimes what I feel is right may not be exactly what others feel is “cool.”

However, overcoming the peer pressure of fitting in is always a hurdle for anyone in any circumstance.

Making that hard choice shouldn’t only give someone that sense of pride from making the right choice, but the choice to do so should come naturally to them. Naturally, in the sense that personal responsibility isn’t always an innate ability to choose what is right but

is sometimes an earned sense of self that others have to work hard to achieve and maintain.

That said, personal responsibility comes not only in the form of holding yourself accountable to your own decisions but holding yourself as an Airmen accountable to the fact that your actions and words can influence someone else’s decisions.

“We all have an opportunity to influence,” Bass said. “My hope as the Chief Master Sergeant of the Air Force is that we influence for good. To help bring each other along and take care of each other.”

Members of society have a duty to those around them. More so, Airmen have an obligation to serve as examples in the eyes of their country. That can

be hard for some and come naturally for others.

We owe it to those working hard on that sense of self to not sabotage or influence them in a conflicting manner but rather be present for duty as a wingman, a friend or just a helping hand when they may seem to be straying from that path.

“Going to basic or tech training doesn’t automatically make you someone who lives the core values, and we all come from different walks of life,” Bass said. “I came into our Air Force, and I was taught here are our core values, but that doesn’t mean that I lived those things out. I had to grow into the person that I am.”

What would you do if you saw a friend, a wingman, a fellow Airman or even

an acquaintance make a decision that would affect their responsibility maybe not only to their oath of service but to their own life? What if they chose to drink and drive or you see them make inappropriate comments to their peers?

What would you do?

Effective immediately, the 21st MDG is opening eligibility to all patients ages 12 and older. The 21st MDG is administering the Pfizer-BioNTech COVID-19 vaccine. It is a two-dose vaccine series and the second dose is required 21 days after the initial dose.
