50th SW IG adapts mission amid COVID-19

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Space Wing Inspector General’s office remains fluid with its mission despite the impact of COVID-19 mitigation measures.

The 50th SW IG normally holds an exercise once per quarter to prepare for disasters.

“What better way to assess a wing’s ability than to look at how it’s doing

in real time in a real-world situation?”

The virus thwarted plans for a scheduled exercise in March, but 50th SW IG decided to use COVID-19 to test the base’s readiness. COVID-19 response measures meet the requirement for public health emergency and disaster preparedness.

“What better way to assess a wing’s ability than to look at how it’s doing in real time in a real-world situation?” said Lou Fischer, 50th SW IG deputy inspector general. “We’ve sat in on meetings to see how units are adjusting and see how leadership is addressing [COVID-19].”

performance once many Airmen moved to telework due to COVID-19. Since adapting to telework, however, inspections showed improvements.

“On the second and third look people

adjusted how they did their work to address concerns,” Fischer said. “[Work] got better after the second look because it gave leadership the ability to emphasize the importance that certain things shouldn’t

fall to the wayside just because they’re teleworking.”

The Commander’s Inspection Program also had to readjust its methods on reporting information to improve unit effectiveness and help Airmen remain ready for their mission. Traditional in-person reporting at the monthly Commander’s Inspection Management Board had to shift to electronic review versus in-person in order to adhere to social distancing guidelines.

“We used to have a big meeting with leadership — group, squadron and wing leadership — all in one room to discuss all of the major findings for any of the four major areas [managing resources, improving the unit, leading people and executing the mission],” said Lt. Col. Gail Smicklas, 50th SW IG inspector general. “But we’ve had to go virtual to send out slides from what we found in [Management Internal Control Toolkit] and [Inspector General Evaluation Management System].”

Typically, the 50th SW IG develops a team to inspect units to ensure they’re in line with wing readiness. The pandemic, however, forced 50th SW IG to cease inspections and reassess their approach to complete their mission.

.S. NAVAL AIR STATION JOINT RESERVE BASE, FORT WORTH, Texas— We are living in a world today that is full of turmoil. Between a global pandemic and issues related to racism and social injustice, people are polarized with their thoughts and emotions. This often leads to increased tensions and difficult interactions.

Fear. Hurt. Frustration. Anger. Sadness.

These emotions are often labeled as “bad” or “wrong,” but, there is no such thing as a “bad” or “wrong” emotion. We are entitled to whatever emotion we are feeling related to whatever thought we are having about whatever event is occurring. People label emotions as “good” or “bad” to help us to make sense of what we are feeling and to regulate ourselves.

Our responses to our emotions, or our behaviors, are what can have negative consequences. If I am angry and decide to punch a wall, then the negative consequence would

be a hole in the wall and a bruised or broken hand. Being angry is not the issue. Punching the wall is.

So if these emotions are ok to have, then what do we do with them?

Expression of emotions is critical. We typically have no problem expressing happiness in socially appropriate ways. So this is also how we will work to express our fear, hurt, frustration, anger, sadness and any other vulnerable emotion that we may be experiencing.

When we’re happy, we share it with others. We have conversations with our families and friends about what is making us happy.

Talking about vulnerable emotions with those we trust will help us to release the tension that builds. When we are talking about things that bother us, we are less likely to lose control of our behaviors. This will improve trust in relationships and improve our mood.

When we’re happy, we do things in our communities that make a difference. We may volunteer with organizations that help others. Volunteering with meaningful organizations while we experience vulnerable emotions can help us to get our minds off of our personal stress and on to things that

effect change. Helping others when we are down will improve our mood. And improved moods will strengthen relationships.

When we’re happy, we listen to others’ with more ability to hear what they are really saying. We hear their experiences and understand where they are coming from.

Listening to others when we are experiencing vulnerable emotions can build bridges that can also effect change. Listening to hear their story (not to “convince” them of our side) shows respect. Showing them that we are willing to take a step in their direction will help them to take a step in ours.

There are other ways to express our emotions that are helpful and effective. Educating ourselves through watching TED Talks and podcasts, reading books, and having real conversations for the sake of learning will help us to grow. Exercise, journaling, art, and other hobbies can also be healthy ways of expression.

I challenge you to identify more ways to express yourself. Then share what you are doing with your fellow Airmen, family, and friends. We will all get through these difficult times… together!

Airmen honor fallen; host Bataan Memorial Death March

SCHRIEVER AIR FORCE BASE, Colo. — Airmen hosted a local Bataan Memorial Death March May 28, 2020 at Schriever Air Force Base, Colorado, after the annual event, which was scheduled March 15, was canceled.

The Bataan Memorial Death March is a 26.2-mile ruck that honors the 60,000 — 80,000 American and Filipino prisoners of war who were forced by the Japanese Imperial Army to march 65 miles to prison camps after the Battle of Bataan in World War II. “The memorial is typically done in White Sands, New Mexico, but it was canceled due to COVID-19,” said Maj. Justin Gabbard, 50th Comptroller Squadron commander.

“We couldn’t control that the event was canceled, but it was within our control to complete the challenge. When we set a goal, we’re going to do everything within our power to make sure we can complete it.”

it to honor those who came before you and what they had to endure.”

Although the Airmen had more time to prepare for the substitute ruck, completing it in Colorado proved to be difficult. Due to the Schriever Air Force Base elevation (6,237 feet), the oxygen is thinner than most of the country; birthing the saying “the air is rare.”

“I’ve run the Marine Corps Marathon, and it’s an entirely different challenge,” Gabbard said. “In a marathon, it’s more cardio, whereas when you’re rucking with that amount of weight on your back, you have to deal with severe muscle fatigue. It also takes a lot longer and you’re wearing boots instead of tennis shoes which can cause more blisters. To me, this was more difficult than running a marathon.”

While already honoring the fallen, Gabbard saw an opportunity to memorialize and honor another fallen comrade.

“We were raising money for [Col. Erick “Fangs” Gilbert],” Gabbard said. “He was a mentor of mine who recently passed away — leaving behind his wife and two sons. So we wanted to do something to show appreciation for how much he cared and invested in others. We wanted to let his family know they are still a part of the Air Force family and make sure they were taken care of.”

The Airmen who marched raised $2,000 in Gilbert’s honor, via GoFundMe, which will be used to provide Gilbert’s sons an opportunity to attend summer camps and attend baseball coaching lessons.

Gabbard met Gilbert while working as a speech writer in a Command Action Group. Gilbert was Gabbard’s boss and mentor.

“He was genuine,” Gabbard said. “Working on a [Command Action Group] is hard. Every day you have a new task in something you’re not familiar with as you’re operating outside of your primary [training]. Every Friday, [Gilbert] would walk out, give the team a fist bump, congratulate us on making it to Friday and then we’d enjoy a beverage and he’d give us some informal mentorship. He just poured himself into everybody he worked with, it was the most one-on-one mentorship I’ve ever had.”

“This was uncomfortable for me,” Gabbard said. “I’m a powerlifter, I do sprints, so a nine-hour ruck march is swimming in deep water. But when you challenge yourself that’s when you learn the most about yourself.

You learn just how far you can push yourself if you step outside of your comfort zone.”

There are four different categories for weight while participating in the original annual ruck event. Civilian light and military light, which require no additional weight, and civilian and military heavy, which require participants to carry 35 pounds in their bags. To participate in the military heavy category, participants wear a military uniform and carry a current military ID. “I participated in this event 12 years ago when I was stationed at Holloman Air Force Base,” said Hall. “I completed the memorial march in the civilian light category. It was tough and took me just over eight hours.

[However,] I wanted to challenge myself to complete the march in the military heavy category with a pack.”

Hall finished this year in 8 hours and 12 minutes, beating her previous time (when she carried no weight) by 5 minutes. ”Any time you can set a goal and achieve it is a win.

It makes you stronger both physically and mentally,” Hall said. “Set realistic goals, prepare for them, and meet them. Also, I think every goal can be more easily achieved if you are a part of a team.”

Before participating, Gabbard had asked soldiers who are experienced in rucking for advice. They told him that his body would struggle with anything over 13 miles, but with the right mentality, he could accomplish it.

“It was brutal,” Gabbard said. “But you don’t do it for it to be easy, you do it to honor those who came before you and what they had to endure.”

For the Airmen, this event required teamwork as it is also a requirement everyone finishes within 20 seconds of one another. All the Airmen finished the march.

“I was constantly reminding myself that we’re a family and if we don’t take care of one another, no one else will,” he said. “My purpose here was to pay tribute to those who have served prior to [me], and take care of my family that just suffered a loss.”

GPS community unites for clothing drive

SCHRIEVER AIR FORCE BASE, Colo.

— The 2nd and 19th Space Operations Squadrons united to lead a clothing drive May 28 — June 5, at Schriever Air Force Base, Colorado.

The drive aimed to collect clothing for those in need across southwest Colorado in response to COVID-19.

Most importantly, our effort supported a worthy cause that helps a lot of deserving people.”

The Airmen gathered more than 15 bags of donated clothes which they plan to sort, count and donate Saturday. They got word out via email, social media and word of mouth.

“No matter how tough you think your life is, there’s always someone who has to face challenges that are even tougher than yours,” Wilkinson said. “We did it to benefit the community in this time of hardship [and] create a positive relationship with the surrounding community and with our peers.”

In order to protect the health of Airmen, Schriever’s leaders deemed it necessary for units to implement minimal manning.

However, leadership has authorized units to bring in up to 50% manning due to the low number of cases at the base.

“Now that measures in response to COVID-19 are becoming less restrictive, more people are coming to work,” Homrig said. “This gave us a chance to do something special together for the first time since March, to do something extra as a team and benefit the community. It was a great opportunity to support a worthwhile cause as a team.”

Additionally, the team was able to collect an estimated value of $9,300 of clothing with the help of 40 donors within the space community.

“Service before self is an Air Force Core Value for good reason, and it is something that sets us apart from the other services,” Homrig said. “Embracing it can profoundly affect things for the better.

It gave me the opportunity to do something that strengthened my relationship with fellow Airmen, and it supported a lot of people requiring various types of assistance.”

“The clothing drive supports Discover Goodwill, which serves the Southwest Colorado region,” said Lt. Col. John Homrig, 19th SOPS modernization flight commander. “We saw this as an opportunity to support the local community, and the amount of support we received was overwhelming.”

The organization the Airmen are donating to provides services, education and training to more than 71,000 people in need across the state.

The drive was organized by Senior Airman Marianne Abbygail Chan, 19th SOPS GPS warfighter collaboration cell mission planner, and Senior Airman Carolina Wilkinson, 2nd SOPS GWCC mission planner. Homrig promoted the drive by reaching out to members of the GPS community.

“We are members of the local community and enjoy a lot of support in the area,” Homrig said. “Showing our appreciation simply allows us to demonstrate service before self and further strengthen our relationship within the local community.

“We also use IGEMS, which is a database where they track previously found deficiencies and we can look at how they’re

managing those and if they’re fixing those as required.

“We refocused how we conducted our monthly meeting where we report those findings from MITC and IGEMS. Our individuals go into those databases to pull out those deficiencies and issues affecting units and we present those through slideshows for leadership to review and address whatever questions they have for wing commanders.”

“For example, for [the 50th] Security Forces [Squadron], you inspect them depending on how they’re securing the base and providing the required services they do,” he said. “Even during normal operations we would take a deep look at the unit where we could before we would go out there to inspect them.”

Both Smicklas and Fischer noted they miss the ability to conduct exercises and

inspections in person but know their work remains effective.

“At least we can use real-world events as well as virtual checklists to stay on top of our requirements,” Smicklas said. “We’ve done our best to use virtual checklist and real-world operations to make sure our readiness is up to standards.”

SAPR office supports Schriever community despite COVID-19

SCHRIEVER AIR FORCE BASE, Colo. — Despite COVID-19 restrictions, the Schriever Sexual Assault Prevention and Response office services haven’t changed.

The office is currently following the COVID-19 mitigation measures working split shifts, practicing physical distancing and wearing masks when necessary.

“In the event we do receive a call, we are still available to meet with the individual in our office,” said Christina Martinez, 50th Space Wing SAPR office sexual assault victim advocate. “Additionally, an on-call volunteer victim advocate is available to answer the SAPR Hotline 24/7.”

While all base functions have an important role in the mission or in supporting the Schriever community, it’s especially important the SAPR office services are available due to the nature of their work.

“During natural disasters, survivors may not report a sexual assault or seek services for a variety of reasons,” said Cecilia Smith, 50th SW SAPR office sexual assault response coordinator. “They may feel that sexual assault is not ‘as important’ in the current context because of the chaos associated with a public health crisis. Survivors may not know how to seek services, they do not know if anything is open or available, where to go or who to talk to. Along with that, shame or self-blame can be compounded, and victims may think they will not be believed or this is not as important, particularly since other emergencies are going on.”

Smith said it’s important for leadership, supervisors and team members to communicate across the Schriever community that there is help available.

“All victims of sexual assault have a right to access services,” she said.

If a victim believes they have been sexually assaulted, they can contact the SAPR 24-hour hotline by dialing 567-SARC (7272). By contacting SAPR, this will preserve their restricted reporting option. To maintain the restricted reporting option, an individual can also speak with a chaplain or medical provider.

In the event a sexual assault is reported during COVID-19, SAPR is still following the same procedures.

“First, we will ensure the victim is safe and determine if the victim requires immediate medical assistance,” Martinez said. “If so, we will refer the client to Memorial Central for a sexual assault forensic exam by a sexual assault nurse examiner.”

Then, the SAPR representative will thoroughly explain the reporting options available to the individual.

Confidential volunteer victim advocates are available to those who are interested in having an advocate.

Additionally, they will conduct non-clinical safety assessments if the victim has any safety concerns, provide a copy of their signed report if the survivor decides to make one, and offer and explain Special Victims’ Counsel

Program services, which include offering victim-centered advice and advocacy through comprehensive, independent legal representation and victims in obtaining support and recovery resources.

“In addition to these services, we have a list of other off-base helping agencies in the local area that we can further explain,” Martinez said.

Some of these services include: timely and confidential medical and emotional care, follow-up care after the initial report, testing and treatment, crisis support and a behavioral health referral or appointment.

As well as guiding victims through their recovery process, SAPR office members also provide classes on topics such as trauma and healing, male victims and alcohol use to Schriever units.

Additionally, the SAPR office is working with the violence prevention integrators on finalizing new training that was released in April; the 2020 Suicide Prevention and Sexual Assault Prevention and Response training.

Commanders and directors are authorized to deliver the talking points to the members in their units. Once the training is finalized, the SAPR office will release it to Schriever’s commanders.

“Sexual violence has no place within the Air Force and is a threat to the integrity and vitality of our all-volunteer force,” Smith said. “Prevention of sexual assault is an inherent responsibility of every Airman, leader and civilian. One assault is one too many.”

Airmen may promote and encourage others to exercise their voting rights, attend political meetings or rallies as spectators outside of the duty day and out of their uniforms.

However, Airmen may not march or ride in a partisan political parade and display a political sign, banner, or poster on a private vehicle. The AFI also restricts Airmen from serving or sponsoring a partisan political club and performing clerical or other duties for a partisan political committee or candidate during a campaign and during or after an election day.

“Military members can be punished for failure to obey these provisions of AFI 51508 under Article 92 of the Uniform Code of Military Justice,” Hall said. “Civilian employees are subject to administrative and/or disciplinary action for violations of mandatory provisions of AFI 51-508 in accordance with AFI 36-704.”

The AFI also provides guidelines on demonstrations, which allow Airmen to participate in activity outside of the duty

— With the 2020 Presidential election approaching, it’s important Airmen understand political guidelines, restrictions and how they can participate.

Airmen are not excluded from the political process and have multiple avenues for participation in political activities.

“The general idea is to protect Airmen from situations that could compromise their integrity,” said Lt. Col. Andrea Hall, 50th Space Wing staff judge advocate.

“Military members are held in high esteem by the public and could unwittingly be used for a political agenda.”

Air Force Instruction 51-508 section 2.3, states, “Airmen can register to vote, vote, encourage others to vote, join a partisan or nonpartisan political club and attend its meetings when not in uniform, but not in any official capacity nor listed as a sponsor.”

The AFI lists partisan political activity as “activity supporting or relating to candidates who represent, or issues specifically identified “Military members are held in high with, national or state political esteem by the public and could parties or associated or ancillary organizations.”

Embedded mental health essential during pandemic

FALLS CHURCH, Va. — Air Force mental health teams embedded in operational squadrons are helping Airmen deal with stress created by the COVID-19 pandemic to sustain essential operations during the crisis.

“I love my job,” said Dr. Nicole Stoughton, a clinical psychologist embedded in the 50th Operations Group at Schriever Air Force Base, Colorado. “Our space operators remain critical during the pandemic. We are there to provide resources, support and care to help with any added stress they feel.”

Embedded mental health took on an increased role during the COVID-19 pandemic. Airmen working in critical roles have added stress, while the pandemic limits traditional methods of mental health support.

“Dramatic changes to work and lifestyle routines can be very disruptive,” said Lt. Col. Alan Ogle, mental health team lead for the 480th Intelligence, Surveillance and Reconnaissance Wing’s Airmen Resiliency Teams. “Embedded personnel provide a range of services to support healthy functioning, reduce stress and anxiety, and support Airmen during the pandemic.”

The stress brought on by COVID-19 frequently goes far beyond fears Airmen may have for their own health.

“Any time there is a change, we can see stress,” said Stoughton. “Isolation is a frequent contributor to many behavioral health issues. PCS [permanent change of station] moves are on hold during the pandemic, which can be very disruptive for Airmen who planned to be at a new base this summer. Many are separated from their family, and worried about them. Some haven’t been able to travel for loved ones’ funerals.”

units at several bases in England, including RAF Lakenheath, RAF Mildenhall, and RAF Feltwell. She notes that an overseas posting can compound other stresses as well.

“Our Airmen are a long way from home,” said Carroll. “Movement restrictions in the U.K. for COVID-19 are strict, so many Airmen feel very isolated right now. I see the pandemic really affecting people with preexisting stress. There is less going on now to take people’s mind off their problems, and fewer social interactions to build resilience.”

Building strong relationships is an important benefit of the embedded mental health model. As providers get to know Airmen, personal connections make it easier

to share problems and concerns before they become a crisis.

“Sometime it’s a personal crisis, family member loss, relationship issue, suicidal ideation,” said Ogle. “With the pandemic, we’re seeing people dealing with many stages of worry, anxiety or grief. People miss their families, and having mental health resources accessible makes a big difference.”

Ogle says his teams reach out to each unit member to check on their well-being.

“We are coordinating with squadron leadership to identify members who might have a particularly difficult time, and devoting extra attention to them,” said Ogle.

recently stood up embedded mental health programs when the pandemic struck. Carroll says that influenced their outreach efforts.

“We are working with outreach teams across the base to make sure Airmen know about the resources we offer,” said Carroll.

“When leaders hear about us, they want us to work with their unit. It’s all about helping Airmen adjust to this new ‘abnormal’.”

The team at Schriever also conducted member wellness checks, while following virus mitigation measures. Their Airmen reported pandemic-related stress was significant during on- and off-duty times. Home life and family support are more challenging in this environment.

“Some of our Airmen are working double duty to help homeschool their kids,” said Stoughton. “We are finding that many of our Airmen aren’t afraid of contracting COVID, but the extra stress from all the conditions it creates can really build up, without as many normal stress relief activities.”

While these times are trying, mental health professionals are sharing hopeful messages for Airmen.

“We are walking this path with you,” said Stoughton. “Reach out to us, we are here to support you every day. It takes strength to seek help, but we’ll get through this together.”

Ogle shared the sentiment that Airmen will overcome the challenges.

“Airmen are amazing,” said Ogle. “I am humbled and impressed by their intelligence and discipline to adapt to the challenges of the pandemic, while still delivering their warfighting service to our nation. They are committed to caring for one another, at home and downrange. A pandemic is a different sort of operational hazard than we normally think of, however Airmen will get the job done.”

This is the final part of a series focusing on embedded mental health professionals helping Airmen cope with stress during the COVID-19 pandemic.

50th CE schedules generator maintenance

The 50th Civil Engineer Squadron is scheduled to perform generator maintenance 8 a.m.-8 p.m.

The maintenance will entail "hard drops" as frequently as every hour, with up to ten hard drops.

All mission-critical equipment is on technical power and protected by an uninterruptible power supply, no mission impact is expected. There is the possibility of a 3-5 minute interruption in non-technical power during each hard drop.

Turn off all equipment not in use, such as fans, TVs, coffee pots, and computer screens to help reduce the electrical load. At this time, no load

shedding of any building is anticipated for this generator maintenance, however, if required, facility managers will be promptly notified.

Wreaths Across America announced its Stem to Stone 5K Road Race is scheduled to be hosted as a virtual event Saturday, in accordance with the CDC’s recommendation for large gatherings stemming from concerns surrounding the COVID-19 pandemic.

CE performs parking lot maintenance

The 50th Civil Engineer Squadron is scheduled to perform parking striping in the West Portal Restricted Area parking lot Saturday — Sunday. As a result, the north side of the West Portal parking lot will be closed. This will impact mission-essential, shift-work and handicapped personnel working nights. Areas will be cordoned off as early as Friday at 2 p.m., with work occurring on Saturday and Sunday. Members accessing the installation this weekend should heed all posted signs, park only in open spots and do not attempt to relocate cones or taping.

Hall said commanders have the authority and responsibility to take action to ensure Airmen perform the mission and maintain good order and discipline, which includes placing lawful restrictions on “dissident” and protest activities.

She recommends commanders consult with their legal advisor before ordering restrictions.

Airmen must also remain aware of their social media posts in order to not violate guidelines. AFI 1-1, section 2.15.5

states, “When you are expressing personal opinions on social media sites and can be identified as an Airman, you should make clear that you are speaking for yourself and not on behalf of the Air Force.”

Airmen can follow, friend or like a political party or candidate running for partisan office, but cannot share or retweet comments or tweets from the social media accounts of a political party or candidate running for partisan office.

“Oftentimes we’re quick to say, ‘This is my personal social media account,’” Davis said. “If I make comments or say things on my personal social media, just because it’s not an Air Force-affiliated site, that doesn’t mean it doesn’t drive conversation

toward the Air Force. We have to be aware that as a military member with a higher calling that we have to be the steady force in the community.”

Political guidelines also pertain to Department of Defense civilians. While Airmen fall under the AFI, civilians fall under the Hatch Act, which, “curbs activities for state, federal and local government employees.”

Government civilians fall in group three in the Hatch Act and qualify as “less restricted.” This means civilians may volunteer with a political campaign or political organization during their personal time. Permitted activities include political rallies and meetings, phone calls

on behalf of a candidate and work with a party to get people to vote.

Civilian employees can’t participate in political activities on duty, which includes teleworking, or in the federal workplace.

Civilians cannot forward political emails or post political messages on social media, even if it’s on their personal device.

Civilians can post their views on political candidates on their personal social media in similar fashion as a letter to the editor in a newspaper. However, if a civilian lists themselves as a DoD employee, it’s required the post clearly display it’s the civilian’s opinion and does not reflect the DoD.
