Administratively, we’ve witnessed Air Force Space Command transform into the U.S. Space Force, and the torrent of reorganizations that accompanied such an undertaking. It’s true there’s been some inevitable confusion and frustration. Yet time and again, despite it all, I have been stunned by the innovation, resiliency, and sheer talent displayed by each and every one of you. And now we stand on the cusp of another great adventure.

While we bid farewell to the 21st Space Wing in one breath, with the other we welcome a change on a scale the likes of which

— Team Schriever accepted $126,409.38 from the Army and Air Force Exchange Service Dividends Program for fiscal year 2019 at Schriever Air Force Base, Colorado, July 22, 2020, a $4,000 increase from fiscal year 2018.

Money generated from the AAFES Dividends Program goes toward supporting the military community and morale activities run by Air Force Services and Morale Welfare and Recreation. Some of those activities include child, youth and school services, Armed Forces recreation centers.

The dividends are deposited into a single non-appropriated account where money can be used to operate and fund base activities depending on the needs of the installation.

“The dividends are a portion of our overall earnings for the services we provide for Schriever,” said Lawrence Simmons, Exchange general manager for Colorado Springs. “Every month, Air Force Services receives a report on how much the facility generates. At the end of

our fiscal year, after we do the audit, we have the opportunity to present a check representing the dividend earned over the last fiscal year.”

In fiscal year 2019, AAFES generated $369 million in earnings and provided $217 million in dividends to the Armed Forces. Of that $217 million, AAFES provided $75 million in dividends to the Air Force.

“It’s a great partnership that we have with the Exchange,” said Col. James Smith, Peterson-Schriever Garrison commander. “The service they provide every day and the payback we get supports our Airmen in a variety of ways.”

Schriever uses a portion of those dividends to assist 50th Force Support Squadron with activities such as Summer Slam, Fall Festival, Children’s Holiday Fest and Spring Fling.

“This year, because of COVID, those [activities] were derailed, but thanks to the partnership with the exchange, we were able to offer those events,” Smith said.

“We offer those 100 percent free to base members and families, and that’s been a great benefit to our team over the years.”

The 50th FSS also uses the money for other endeavors throughout the squadron.

“We reinvest in outdoor recreation using the money on trailers and other outdoor recreation equipment,” said Gabriel Laramie, 50th FSS deputy commander.

“Those dividends go into the MWR fund and we’re able to invest that [money] to support the Airmen. The goal for us is to provide free or low-cost, high-quality equipment for the Airmen stationed at Schriever.”

Cannello said most trips start the same; most of the Airmen don't know each other at the start of the event, so things are pretty quiet. However, once they arrive where the activity is hosted, Airmen start to communicate with one another.

SCHRIEVER AIR FORCE BASE, Colo. — The Single Airmen Initiative is one of three Air Force ‘Recharge for Resiliency’ programs that promote outdoor activities designed to increase resiliency and improve quality of life for single Airmen for free.

Seth Cannello, 50th Force Support Squadron sport and fitness manager and Schriever SAI liaison, aims to offer one to two trips per month and seeks four to 10 Airmen per event, depending on the activity.

The SAI, funded by the Air Force Services Agency, covers the registration fees and typically pays for transportation, but will not cover any food or lodging, assuming it's an overnight trip.

Cannello secures funding for the program, contacts guides and vendors, promotes the activities, registers Airmen and ensures all the participants follow the rules and guidelines for each event.

“I believe Colorado is one of the best places to manage this type of initiative,” Cannello said. “There are a ton of outdoor activities to take part in. Schriever participants have recently been taken on a sandboarding trip to the Great Sand Dunes near Alamosa, zip lined at the Broadmoor, and skydived in Penrose.”

This year, Cannello also sponsored a trip to the Colorado Wolf and Wildlife Center in Teller County where Airmen learned about wolves, coyotes and foxes.

“At the end of a one-hour tour, Airmen were able to enter fox and wolf enclosures where they interacted with these interesting creatures,” he said. “The Airmen left the facility with professional photographs and memories that will last a lifetime.”

He said this is especially true for the skydiving trips, claiming skydiving is such an adrenaline rush that even introverted Airmen want to express their feelings after jumping. He went on to echo Peckham’s thoughts.

“One of the most beneficial aspects of the Single Airmen program is the bonds that are formed between Airmen that participate,” he said. “I can't tell you how many times I've seen Airmen exchange cell phone numbers with each other after a trip. I know for sure there have been numerous friendships that were created from these trips and I have even formed strong bonds with some of the Airmen I've met during these events.”

One of Cannello’s goals with the program is to find new events that haven't been offered before.

“Next year, I want to offer an ice climbing trip where Airmen are outfitted with all the necessary gear needed to climb,” he said. “They will have access to a professional guide who will instruct Airmen on how to climb safely.” continued page 7 | ACTIVITIES

Space Force makes history with all-female 2 SOPS crew

SCHRIEVER AIR FORCE BASE, Colo. — The Air Force has been providing precise position, navigation and timing for more than 25 years, however a first-of-its-kind crew assumed command and control of its newest satellite this week.

Schriever’s 2nd Space Operations Squadron, the providers of GPS signals to billions of users worldwide, made history July 23 when a crew of eight women space operators gained satellite control authority of satellite vehicle number 76.

“What these Airmen did is historical, and I’m proud of each one of them.”

“It’s like the grandparents hand the keys to the parent, then the parent hands the keys to us,” said 1st Lt. Kelley McCaa, 2nd SOPS satellite vehicle operator. “When a new satellite is launched, we don’t have full authority of it.

[Lockheed Martin] takes it over [after launch], then we bring it into our systems and then we actually gain full control of [the satellite] as a squadron.”

The new satellite will provide more than 5 billion users across the world with stronger precision, navigation and timing signals.

“With these new satellites, they have a lot of capabilities we didn’t previously have,” said McCaa. “There are certain things the new generation of satellites are capable of doing that are brand new to us, and will immediately enhance our GPS signal, helping the warfighters down-range.”

The crew included eight uniformed 2nd and 19th SOPS (the Air Force Reserve component) Airmen who gained SCA of the satellite.

“We have a lot of females in the squadron, and given the crew scheduling, we had the opportunity to establish an all-female crew,” said 1st Lt. Alexis Thuli, 2nd SOPS operations assistant flight commander. “We decided to have this female team on crew during the SCA, creating a more historic event for the squadron.”

Maj. Lucia White, 2nd SOPS assistant director of operation, said the 45th Space Wing female meteorologists at Cape Canaveral Air Force Station, Florida, who determined weather was suitable for rocket launch June 13 inspired her to bring the idea to life in 2 SOPS. “We want to inspire future generations of young women and let them know they can have a place in the Space

Force,” White said. “[The Space Force] is the place to be, especially for those who may have barriers to overcome.”

In addition to the operational crew, Brig. Gen. Traci Kuekermurphy, Mobilization Augmentee to the Space Force Director of Operations and Lt. Col. Maggie Sullivan, Space and Missile Systems Center, granted SCA approval for their respective entities making the entire transfer an all-female event.

The crew cited Brig. Gen. DeAnna Burt, HQ U.S. Space Force director of operations and communications, as one of their role models. Before serving in her current role, Burt served as the 2nd SOPS squadron commander and as 50th Space Wing commander.

“What these Airmen did is historical, and I’m proud of each one of them,” Burt said. “As the Space Force evolves, I’m confident our warfighters will continue to make history in leading our nation’s space superiority efforts. We need strong space professionals in the Space Force and I hope their hard work and dedication inspire others to join us.”

Although 2020 has been an unusual year, it has been also been a historic year. Not only did 2nd SOPS and the 45th SW have female crews, the Department of the Air

Force also made history when it selected Chief Master Sgt. JoAnne Bass to serve as the 19th Chief Master Sergeant of the Air Force. Bass is the first woman to serve in this role.

“Seeing positions that are historically held by men now being held by women is extremely empowering and inspiring, pushing me to be a better version of myself,” said Staff Sgt. Kelly Malone, 2nd SOPS satellite systems operator and crew chief. “I’m doing this for my little sister. She probably looks up to me more than anyone in the family, and I have a chance to show her she doesn’t have to do typical ‘women jobs,’ or follow ‘women roles,’ and that it’s OK to break the norms.”

According to the National Science Foundation, women make up only 28% of employment in science and engineering career fields. Furthermore, an even smaller percentage of women serve in the Air Force, at about 21%.

“We realized we could sit down and name every female in 2 SOPS,” McCaa said. “It’s crazy to think we have a squadron of over 100 people, but I can sit down and name every [female Airman] by name and rank.”

Senior Master Sgt. Karmann Pogue, 4th SOPS superintendent, attended the historic event. Pogue recently earned the rank of chief master sergeant, and will be one of only eight women to do so within the space warfighting domain.

“In my 21 years in the Air Force, I’ve never seen an all-female [space] crew,” said a teary-eyed Pogue. “To see such strong women doing amazing things is incredible. I have goosebumps.”

Mikayla Roberts, 2nd SOPS mission analyst • Senior Airman Joelle Schritt, 19th SOPS mission planner • Airman 1st Class Gillian Clover, 2nd SOPS satellite systems operator • Airman 1st Class Larissa Contreras, 2nd SOPS SSO “Whenever we look at these particular operators on paper, we can see they’re some of the best our squadron has to offer,” said Capt. Angela Tomasek, 2nd SOPS flight commander. “The fact they’re all women is just a bonus.”

As America progresses, the armed forces have seen an uptick in women who serve. In 1980, women made up only 8.5% of all enlisted personnel across all branches, compared to 19.28% of the active duty force today.

“Life is full of challenges and it’s a matter of how you handle them,” Tomasek said. “Do you turn and go the other way or do you refuse to accept the barriers, and decide to break them down?”

In order to plan the trips, Cannello must first get approval from the AFSVA. They look over the details and ensure the program meets all the requirements of the SAI. “Once I have approval, I contact vendors, schedule and pay for the trip,” he said. “Then, I announce

the activity and register Airmen.

I let Airmen know all the details and send out reminders prior to each trip.”

If an Airman who registered for the trip can no longer attend, they must let Cannello know as soon as possible so he can offer the opportunity to someone else.

This year, he’s successfully filled each event, despite numerous last-minute cancellations.

U.S. Space Force establishes new garrisons

PETERSON AIR FORCE BASE, Colo. — The U.S. Space Force activated two garrisons during a pre-recorded virtual ceremony July 24. During the ceremony, the Peterson-Schriever Garrison and Buckley Garrison installation support commands stood-up as the 21st, 50th, and 460th Space Wings were deactivated.

Col. James Smith, former 50th SW commander, assumed command of Peterson-Schriever Garrison, and Col. Devin Pepper, former 460th SW commander, assumed command of the Buckley Garrison.

“Today we take action, an important and significant step, towards the development of a 21st century service purpose-built to achieve speed, agility and unity of effort,” said Chief of Space Operations Gen. John “Jay” Raymond in the video.

“This ceremony highlights the most significant restructure of space units since the establishment of the Air Force Space Command in 1982.”

The Peterson-Schriever Garrison will be headquartered at Peterson Air Force Base and will also be responsible for Thule Air Base, Greenland; Cheyenne Mountain Air Force Station, Colorado; Kaena Point AFS, Hawaii and New Boston AFS, New Hampshire. This Garrison will support 16 additional mission locations around the world.

Buckley Garrison will be responsible for instal-

lation support to Cape Cod AFS, Massachusetts; Cavalier AFS, North Dakota; Clear AFS, Alaska, and will support 10 additional mission locations around the world.

To ensure the Space Force remains lean and agile, the Garrisons will capitalize on and use existing Air Force resources for installation support. This will prevent bureaucratic growth and duplication efforts, as the USSF will capitalize on existing USAF personnel and resources at each location — to include Security Forces, Force Support, Medical Group support, chaplains, and other personnel support functions.

“We’re moving forward, and we are encouraging and embracing the ideas of our men and women in uniform to build a modern and digital Space Force,” said Space Force Senior Enlisted Leader Chief Master Sgt. Roger Towberman in the video.

USAF military and civilian personnel previously assigned to the 21st SW and 50th SW will now be assigned to Peterson-Schriever Garrison, and those USAF military and civilian personnel assigned to the 460th SW will be assigned to the Buckley Garrison.

No positions will be eliminated or personnel displaced with the activation of the Garrisons or deactivation of the Space Wings. With time, functions will be combined and positions will be consolidated. Those actions will occur deliberately and with due consideration of each person affected.

Space Force begins transition into field organizational structure Staff report Space Force Public Affairs

During a virtual pre-recorded ceremony, the U.S. Space Force executed numerous organization changes in its first realignment actions to transition from the previous Air Force major command structure into the new service’s flatter field organization structure announced June 30.

When fully implemented, the field organization will consist of three echelons of command named field command, delta or garrison depending on focus, and squadron, eliminating one general officer echelon and one O-6 echelon of command.

“Today we take action, an important and significant step, towards the development of a 21st century service purpose-built to achieve speed, agility, and unity of effort,” said Gen. John “Jay” Raymond, chief of space operations, in the recorded video. “This ceremony highlights the most significant restructure of space units since the establishment of the Air Force Space Command in 1982.”

In the ceremony, the Space Force inactivated three space wings and eight lower echelon commands, and in place activated Space Training and Readiness Delta Provisional, two garrison commands and eight mission deltas.

“The United States Space Force is being structured to organize, train, and equip a lean and agile force spreading the responsibilities across the future units to more quickly enable space operators to protect and defend America’s interests in space,” said Col. Suzy Streeter, the narrator for the ceremony.

STAR Delta Provisional will serve as the precursor organization to the eventual Space Training and Readiness Command field command, known as STARCOM. STARCOM will build lethality by developing combat-ready space forces and space warfighting capabilities in order to innovate and dominate in all domains — air, land, sea, space and cyberspace. STAR Delta Provisional will serve as the interim parent organization for a number of education, training, and operational test and evaluation units.

“Today’s activation of STAR Delta is a crucial first step in the command taking its place at the forefront of delivering a ready space force that is prepared to meet the challenges of defending the nation’s interests in space” said Col. Pete Flores, commander, STAR Delta.

The other two field commands will be Space Operations Command and Space Systems Command.

SpOC will be responsible for organizing, training, and equipping fielded space forces who will execute space warfighting operations for combatant commanders, coalition partners, the joint force, and the nation. SSC will be responsible for developing, acquiring, fielding, and sustaining lethal and resilient space capabilities for warfighters.

As space operations are predominantly conducted by non-expeditionary forces, the Space Force’s new field structure effectively organizes space forces to fight in place within mission deltas and aligns installation support functions within garrisons. Air Force expertise, units and personnel will execute installation support functions under the command of the O-6 garrison commander through Air Force mission support groups, medical groups, and special staff.

Facilitating the transition to the two garrison commands established today, the 21st Space Wing, Peterson Air Force Base, Colorado, and the 50th Space Wing, Schriever AFB, Colorado, inactivated, and the PetersonSchriever Garrison activated. The Peterson-Schriever Garrison will be headquartered at Peterson AFB and will also be responsible for Thule Air Base, Greenland; Cheyenne Mountain Air Force Station, Colorado; Kaena Point AFS, Hawaii and New Boston AFS, New Hampshire.

This Garrison will support 16 additional mission locations around the world.

Additionally, the 460th Space Wing, Buckley AFB, Colorado, was inactivated, and the Buckley Garrison was activated. The garrison will be responsible for installation support to Cape Cod AFS, Massachusetts; Cavalier AFS, North Dakota; Clear AFS, Alaska, and will support 10 additional mission locations around the world.

Following the garrison activations, the Space Force established eight mission deltas. A space mission delta may be categorized as operational, support or specialized as determined by the collection of its subordinate units.

Space deltas are designed to focus on executing complex missions to empower rapid decision making as an integral part of joint operations.

“Mission deltas, are similar to Army Combat Teams or Air Force Expeditionary Wings in that they enable laser focus on specific mission sets that pull together unique capabilities and highly-trained warfighters to deliver combat effects,” said Lt. Gen. David “DT” Thompson, vice commander, U.S. Space Force.

Mission delta activations and affiliated inactivations accomplished are: • Activated Space Delta 2 (Space Domain Awareness) Inactivated 21st Operations Group at Peterson AFB • Activated Space Delta 3 (Space Electronic Warfare) Inactivated 721st Operations Group at Peterson AFB • Activated Space Delta 4 (Missile Warning) Inactivated 460th Operations Group at Buckley AFB • Activated Space Delta 5 (Command and Control) Inactivated 614th Air Operations Center at Vandenberg AFB, California • Activated Space Delta 6 (Cyberspace Operations) Inactivated 50th Network Operations Group at Schriever AFB • Activated Space Delta 7 (Intelligence, Surveillance, and Reconnaissance) in partnership with the 544th Intelligence, Surveillance, and Reconnaissance Group at Peterson AFB • Activated Space Delta 8 (Satellite Communications/ Navigation Warfare) Inactivated 50th Operations Group at Schriever AFB • Activated Space Delta 9 (Orbital Warfare) Inactivated 750th Operations Group at Schriever AFB Space Force Senior Enlisted Advisor Chief Master Sgt. Roger A. Towberman had words of advice for these new command teams as they take on the role of not only leading these new units, but also unleashing the potential within space professionals to build the Space Force for tomorrow.

“We’re moving forward, and we are encouraging and embracing the ideas of our men and women in uniform to build a modern and digital Space Force,” Towberman said. “To our newest delta commanders and senior enlisted leaders, you have the unique opportunity to inspire and lead space professionals into a new era, ripe with opportunity.”

Finally, concurrent to this ceremony, some space-related units were re-aligned to the Space Force. These units until now belonged to other Air Force major commands rather than the former Air Force Space Command, meaning they were not assigned to USSF upon establishment of the new service.

Units realigned from the Air Force to the Space Force include: • National Security Space Institute • U.S. Air Force Warfare Center Detachment 1 • 705th Combat Training Squadron Operating Location Alpha • 25th Space Range Squadron • 527th Space Aggressor Squadron As these units and mission sets realign to the Space Force, military and civilian personnel in those units will also be assigned to the service. This realignment will not result in any immediate changes to personnel assignment or physical location.

Additional unit transfers will be announced as they are finalized.

Raymond closed the ceremony highlighting the new commanders’ opportunity to integrate space power into the strategic environment, building a comprehensive military advantage in space.

“Your charge is simple — to lead, inspire, and prepare our space forces to win in an era of contested space operations,” said Raymond. “The joint force is counting on you to be bold and agile in the face of threats and to deliver war-winning capabilities to our forces, our allies, and our partners operating around the earth. We know you will guarantee the Space Force is always above the next challenge.”

— In a time of social unrest, it’s important Airmen are able to mitigate and control any biases they may have, which is why the Secretary of Defense sent new guidance to address diversity, inclusion and equal opportunity in the armed forces.

The memorandum, was sent out via email to different helping agencies across the Department of Defense, June 19. The Schriever Equal Opportunity and Violence Prevention Offices received that email.

“I issued a memorandum directing a three-pronged approach to take the initiative against discrimination, prejudice and bias in all ranks of our Armed Forces,” said Mark Esper, United States secretary of defense in his memorandum. “The purpose of this approach is to promote the morale, cohesion and readiness of the force. Each effort aims to identify actions the department can take within policies, programs and processes to improve diversity, inclusion and equal opportunity for our Service members.”

SCHRIEVER AIR FORCE BASE, Colo. — More than 75 Airmen attended a Community College of the Air Force graduation ceremony July 27, 2020 outside Bldg.

210 to celebrate 28 military graduates.

The graduation marked the first time the 50th Force Support Squadron’s Force Development Flight hosted the CCAF graduation.

The CCAF is a program that uses Airmen’s on-the-job training to assist them in obtaining an Associate Degree in Applied Science with traditional educational programs as part of a flexible degree program. Though it doesn’t directly impact an Airman’s ability to rise to senior noncommissioned officer, it’s factored in when promotions are considered.

The CCAF has more than 100 affiliated Air Force technical schools and each year awards more than 22,000 Associate Degrees from 71 programs, according to militarybenefits.info.

Staff Sgt. William Chorpenning, 4th Space Operations Squadron training manager and guest speaker for the event, thanked everyone who made the event possible.

Chorpenning also spoke about what the degree symbolizes and the importance of the achievement.

“Throughout your career and your life, it is known, you will face adversity,” he said. “The key to finding the motivation to overcome setbacks is knowing who you are, what you value and what your purpose is. Through this, you’ll find a deeper understanding of the importance of self-importance and achievement.”

Chorpenning also discussed the importance of goals and how they helped him become a better Airman.

“I was that co-worker you probably have who found no enjoyment in their job,” Chorpenning said. “I woke up, came to work, went home and repeated that cycle for almost four years before I began to pursue my original goal of education, which is where I found my meaning. Now, I’m on track to begin my Ph.D. in October of next year.

“I share this story with you to show I’m not the exception to the rule,” he contin-

“The Air Force Association presents the Pitsenbarger Award to deserving enlisted members during each Community College of the Air Force graduation,” Geuting said.

“The committee considers job performance, scholastic achievement, education goals and leadership qualities. The Lance Sijan Chapter of the AFA provides a $100 monetary award to the local selectee.”

Chief Master Sgt. Boston Alexander, Peterson-Schriever Garrison command chief, followed the presentation of the Pitsenbarger Award and discussed how graduates should lead by example.

“You’ve invested in yourselves and, subsequently, by doing so you have validated our force,” Alexander said. “You have an obligation now to ensure those inside your silos do

We became what he pushed us to be — built to last.

Although the memo is at the Department of Defense level, Schriever AFB took initiative by hosting Crucial

Conversations, a panel where all Airmen are invited to share their experiences and speak openly to leadership.

Jessica Ditson, Schriever violence prevention integrator, said one of the best ways to address the issue is to mitigate and control our own biases.

“Being aware of our biases gives us an opportunity to challenge what they’re based on and potentially decide to change them,” Ditson said. “If you’re not aware of something, you can’t change it.”

Although the Air Force strives to be an all-inclusive environment by having a strict zero-tolerance policy on discrimination and harassment, teams such as the equal opportunity and violence prevention offices exist for a reason.

“I would love to say we can all control our personal biases, but unfortunately,

that’s not the world we live in,” she said.

“Some biases can be healthy, but a lot aren’t, especially when we apply them to other people. If we hold ourselves accountable and have those tough conversations, we could make a much stronger Air and Space Force.”

To address the issue at the installation level, Ditson said the annual violence prevention training will include more topics that focus on biases.

“There will be more intentional and clearer language in the future,” Ditson said. “This is a topic we will keep addressing along with other forms of violence because bias and prejudice can be the basis for interpersonal or self-directed violence.”

The Schriever AFB Equal Opportunity Office also received the memorandum.

“Being that we just got new information, the root of our training will remain the same,” Tech. Sgt. Latoya Walker, Schriever AFB equal opportunity specialist and advisor. “We‘re going to tailor what we’ve already learned to fit our current climate and what we’ve observed on Schriever.”

There are several protected categories the EO office responds to. They include: race, religion, nationality and sexual orientation discrimination among others.

“The policy on discrimination and harassment in the DoD and Air Force is zero tolerance,” she said. “We educate as a preventative measure to make sure before it becomes a complaint, we’re doing everything we can to show what discrimination looks like, how to prevent it and how to mitigate it.”
