PETERSON AIR FORCE BASE, Colo. — The Peterson-Schriever Garrison held its change of command at Peterson Air Force Base, Colorado, June 28.

U.S. Space Force Col. James E. Smith, relinquished command to incoming commander U.S. Space Force Col. Zachary S. Warakomski. Prior to taking command of the P-S GAR, Warakomski was the 375th Communications Group commander at Scott Air Force Base, Illinois. “[Colonel Warakomski’s] experience leading space operations and cyberspace professionals in the generation and sustainment of our intelligence, cyber and space in combat support capabilities will serve [him] well as [he] leads the Airmen and Guardians of the Peterson-Schriever Garrison,” said U.S. Space Force Lt. Gen. Stephen N. Whiting, Space Operations Command commander.

Smith was presented the Legion of Merit award by Whiting for meritorious service. He then departed to become the deputy Unites States military representative at NATO headquarters in Brussels, Belgium.

After assuming command, Warakomski addressed the garrison for the first time.

“It is the honor of a lifetime to command and lead our nation’s most precious resource, you, our nation’s sons and daughters,” said Warakomski.

“I endeavor to give you the absolute very best each and every day. That is what our nation expects, and you deserve nothing less. So let’s get started.”

The garrison consists of one medical group, one air base group and two mission support groups, whose mission is to enable U.S. Space Force and partner mission execution of eight functional space deltas and more than 80 mission partners across 22 world-wide locations.

A change of command is a military tradition that represents a formal transfer of authority and responsibility for a unit from one commanding or flag officer to another. The passing of colors, standards, or ensigns from an outgoing commander to an incoming one ensures that the unit and its soldiers is never without official leadership, a continuation of trust, and also signifies an allegiance of soldiers to their unit's commander.

This change of command was the P-S GAR’s very first in its short 11-month history.

OVER AIR FORCE BASE, Del. — What does being your best mean to you? Can you work on improving yourself? Is there a version of you which you have yet to discover?

Always try to think big! Assess your patterns of thinking.

Think about the ways great leaders think. The thoughts in your mind go far in defining what you do and how you view yourself. You’re going to face challenges in life but there’s always hope. Keep a positive attitude and your entire existence will work to becoming the greatness you have in your mind.

As challenges are thrown at you, you have to remember to believe in yourself. Believe that you’re a good person; a successful person! To be seen as a better person, you need to demonstrate goodness in your relationships. Low self-esteem, thinking that you’re a failure, or setting too low of standards for yourself cheats you out of being what you truly deserve to be.

To be your best, you have to set goals for yourself. Everything you do should have a goal attached in some shape or form. Goals will naturally help you stay focused and determined to become better at whatever you strive to be. It’s important to make sure your goals are S.M.A.R.T. (Specific, Measurable, Attainable, Realistic and Timely). You may need to make adjustments, but if you have no vision of where you want to be then how will

you know if you’re going in the right direction?

Time is one of the most valuable resources to human beings anymore. How you spend your time is important. Do you exhaust it on the trivial things or more time on the activities that will help make you the better person you want to be. There’s nothing wrong with delegation when you have too much on your plate. Don’t be afraid to ask for help to lighten your load and utilize all the resources available to you.

“You are your only competition at becoming the best at who you are.”

Another thing you can do to become your best is to step outside your comfort zone. Take on new challenges and don’t be afraid to fail. Opportunities come with the successes and failures of the challenges we face in life. Instead of focusing on the fear of failure or the added stress, think about the end results and how you will be better all around. If you hang on to your past failures, you can never move forward. You only learn from your mistakes and become wiser from others. Everyone has failed at some point in their life. It’s not about what knocks them down, but how they got back up, stronger than before.

At the end of the day, remember there’s nobody holding you back from changing. You are your only competition at becoming the best at who you are.

P-S GAR introduces on-base housing resident advocates

SCHRIEVER AIR FORCE BASE, Colo.

— In a sweeping response to the military housing health concerns raised by on-base housing residents across the U.S. Air Force in 2018, the Department of Defense enacted the 2020 National Defense Authorization Act in conjunction with the Tenant Bill of Rights.

The bill ensures safe and healthy facilities for residents of military privatized housing and provides additional resources for complaint resolution. The NDAA requires that every military installation with privatized housing create a resident advocate position to work on behalf of their residents.

“My direct role in the resident advocate process is to be the liaison between privatized housing residents, the military housing office, the privatized housing project owner and the installation commander,” said Christopher Russell, Schriever Air Force Base privatized housing RA. RAs have the responsibility to advocate for resident rights, safe and healthy housing, as well as identifying, validating and assisting in the resolution of resident concerns.

“I hope that I can help residents feel comfortable and confident with their decision to live on base,” said Mailki. “I intend to accomplish this by working to keep residents

informed; supporting their needs through education, mediation and advocacy; and ensuring that they have a voice when it comes to housing issues that impact their neighborhoods.”

Unlike traditional privatize hous-

ing companies, the Peterson-Schriever Garrison RAs support needs specific to their respective installations. Their ability to communicate directly with the installation commander allows them greater flexibility to assist residents.

“My position supports all privatized housing residents on the installation, without regard for rank, branch of service, duty location or family composition,” said Mailki. “Upon request, I can also provide support, in the form of information and/ or referrals, for inbound (future) residents, previous residents and other military members living in the local Colorado Springs area.”

Mailki and Russell’s goals are to strengthen the relationship between residents and privatized housing owners, provide leaders with insight into housing issues on their installations and to accurately report issues in order to facilitate long-term improvements and policy change where necessary.

“It is crucial that we support our residents and their families so that they are able to execute their day-to-day missions to the best of their abilities without unnecessary stressors at home,” said Russell.

JOINT BASE SAN ANTONIOLACKLAND, Texas — The Air Force Installation and Mission Support Center is testing a mobile app designed to centralize and streamline the subletting of short-term slots at military child development centers this summer.

The app, called Kinderspot, helps Department of Defense families on Air Force installations sublet child care spots at their home station or find spots at a location they will visit temporarily.

“The concept is similar to what you would use for Airbnb, but instead of subleasing your house or apartment, you’re subleasing your child’s spot at the CDC,” said Maj. Jacque Vasta, Air Force Personnel Center headquarters section commander and app originator.

During pilot testing, set to begin at Malmstrom Air Force Base, Montana, on June 28, parents can download the app to establish an account and begin offering or renting child care spots, starting on a weekly basis.

After launching at Malmstrom, the app will roll out to seven additional test bases: • Davis-Monthan Air Force Base, Arizona • MacDill AFB, Florida • Joint Base Anacostia-Bolling, Washington DC • Joint Base Andrews, Maryland

• Schriever AFB, Colorado • Peterson AFB, Colorado • Luke AFB, Arizona Vasta came up with the idea for the app several years ago after unsuccessful attempts to sublease child care spots at her local CDC. The process wasn’t standardized and CDC users were subleasing in an ad hoc manner on social media.

“I vented on Facebook and soon learned that many other families using the CDCs had the same problem,” she said.

After losing money through one TDY and unsuccessfully trying to sublease a spot at the CDC during maternity leave with her second child, she started working on Kinderspot.

Vasta pitched her idea at the 2020 AFIMSC Innovation Rodeo where she earned first place and $333,000 for the app. The project then secured an additional $1 million for development through a price-matching Small Business Innovation Research contract.

To design a tool that would benefit military families, the AFIMSC Ventures innovation office partnered with Oddball, a digital services team specializing in transforming government software, and worked closely with the Air Force Services Center to shape the app and processes to align with other child and youth program priorities and efforts.

customer discovery. We requested feedback and received over 500 responses within a few weeks, demonstrating a clear need (for the app),” said Emilie Miller, an innovation program analyst with AFIMSC Ventures.

“Human-centered design is a key part of our app development efforts, and we had a strong user base (with Kinderspot) from the start.”

AFIMSC is taking steps to ensure a smooth rollout at CDCs this summer, Miller said. Staffs are being trained to manage the app’s web portal and, thanks to centralized management, families won’t have to worry about paying more than they normally would for child care.

“The best part about the app is that the family who leases their spot will not have to pay for the time the spot is sublet, and the family who sublets the spot will pay according to the standardized military child care cost chart, which is based on total family income,” Vasta said.

For example, a junior enlisted Airman subletting a spot from a senior NCO or officer would pay the rate based on their rank and family income, not the rate for a senior NCO or officer.

AFIMSC Ventures is working on an Air Force-wide rollout plan that will follow the initial pilot phase, Miller said.

“It’s awesome to see how quickly this app has come to fruition and we are very excited to support our military and families through a secure, easy to use platform,” she said. “There is still some room for refinement and feature enhancement as we learn from these test bases and users, but we have a solid app.”

Defense Health Agency continues transformation with Colorado Market

— On June 22, the Defense Health Agency established a new direct reporting market centered in Colorado Springs, Colorado, bringing 15 medical facilities under DHA administration.

The Colorado Military Health System consists of four military medical treatment facilities (MTFs), and 11 other medical clinics supporting Fort Carson, the U.S. Air Force Academy, Peterson Air Force Base, Schriever Space Force Base and Buckley Space Force Base. The market serves a population of about 216,000 eligible Military Health System beneficiaries and treats about 3,400 patients on an average day.

The director of the DHA, U.S. Army Lt. Gen. (Dr.) Ronald Place, and the new Colorado market director, Army Col. Kevin Bass, hosted a ceremony at Peterson ushering in the new market.

Place commended MTF leaders for the progress they made leading up to market establishment.

“You’re entrusted with supporting diverse elements of our national defense team — the cadets and faculty of the Air Force Academy, a major infantry division of the United States Army, United States NORTHCOM and the United States SPACECOM, two of only 11 unified combatant commands, the headquarters for United States Space Force and the joint team that supports the NORAD.” “That's really impressive,” Place said. “The work done by medical leaders to get to this point is equally impressive.”

Place reminded those is attendance that the market will not only serve service members and their families in the Colorado Springs area, but will serve military, dependents and retirees throughout an area stretching from Wyoming to New Mexico.

Place said the integration of services in

a combined effort was key to getting the Colorado Military Health System off the ground.

“We’re at this ceremony today because Army and Air Force Leadership, along with their staffs, were committed to this shared mission,” said Place.

Bass, Evans Army Community Hospital commander and now the Colorado Military Health System director, echoed Place.

“The military treatment facilities that make up this market have a long history of working together to ensure the delivery of safe and quality health care to over 216,000 beneficiaries throughout Southern Colorado,” said Bass. “As an integrated health care system, we will optimize access to care for our beneficiaries and maintain a ready medical force.”

Establishing markets allows military medical treatment facilities within these markets to improve coordination with each other. They work with local, federal, state and civilian health entities to improve patient services. The Colorado Military Health System will operate as a system — sharing patients, staff, and budgets — to improve readiness and the delivery and coordination of health services, regardless of whether the facilities are Army or Air Force.

The Colorado Military Health System follows the establishment of five previous markets. With the addition of Colorado, current DHA markets are: • Central North Carolina • Coastal Mississippi • Colorado • Jacksonville • National Capital Region • Tidewater The complete transition of MTFs to the DHA includes 19 direct reporting markets, 17 small markets and many stand-alone MTFs across the country that will report to a Small Market and Stand Alone MTF Organization, and two overseas Defense Health Agency Regions.

Every online renewal request must include an ID Card Renewal Form.

Expired DoD ID extension

On June 25, 2021, DoD extended the exception to policy for certain expired Uniformed Services Identification (USID) cards to be accepted for access to DoD installations.

The extension applies only to the USIDs listed below that have a printed expiration date between January 1, 2020, and July 31, 2021, and only until the date listed for each type: • August 31, 2021, for foreign affiliates and their dependents; • October 31, 2021, dependents of Active Duty personnel, and for Reserve and National Guard personnel and their dependents; • January 31, 2022, for retirees and their dependents, and all other populations.

The staggered end dates listed above will allow for the gradual replacement of USID cards. Cards that expire after July 31, 2021, will not be accepted for physical access after their printed expiry date. This extension does not permit the acceptance of expired Common Access Cards. Any expired USID card accepted under this exception must be verified using an electronic physical access control system.
