614th Air and Space Communications Squadron redesignated as 65th Cyber Squadron

VANDENBERG SPACE FORCE BASE, Calif. — The U.S. Space Force conducted a relinquishment of command, redesignation, and assumption of command ceremony for the 614th Air and Space Communications Squadron and 65th Cyber Squadron on June 23, 2021, at Vandenberg SFB. In front of an audience at the Combined Space Operations Center, Lt. Col. Jontae McGrew relinquished command of the 614th ACOMS, which fell under Space Delta 5, followed by the redesignation of the squadron as the 65th CYS, which will now fall under Space Delta 6.

emony, Lt. Col. Jason Thompson assumed command of the 65th CYS. Redesignating the 614th ACOMS as the 65th CYS follows a natural progression of aligning units by function and creating a “flatter” organization after the stand-up of the U.S. Space Force on Dec. 19, 2019. Space Delta 6, located at Schriever Air Force Base, Colo., was established and activated July 24, 2020, and is responsible for providing assured access to space through the $6.8 billion Air Force Satellite Control Network and defensive cyberspace capabilities for space mission systems. The 65th CYS assumes a new mission of defending the computer systems and networks used by Space Delta 5 and the CSpOC against adversary actions in cyberspace.

An Air Force selection board at the Air Force’s Personnel Center considered 35 nominees who represented major commands, direct reporting units, field operating agencies and Headquarters Air Force. The board selected the 12 Airmen based on superior leadership, job performance and personal achievements.

— He didn’t know he would be a part of history as one of the first Space Force Guardians to go on deployment, but as it often happens, life shook things up, sending U.S. Space Force Spc. 3 Jason Miller, Space Delta 3 — Space Electronic Warfare, 16th Space Control Squadron space console operator, down a groundbreaking path.

The trend continued when Miller was accepted to become a cadet at the U.S. Air Force Academy.

Hailing from Cloverdale, Indiana, a small town outside of Indianapolis, Miller began talking to his local recruiter with the intentions of becoming an air traffic controller. Due to long wait times for an air traffic control job to open up, the recruiter suggested taking a job as a 1C6 Space Systems Operator, describing it as an air traffic controller for space vehicles.

Miller took advantage of the opportunity and enlisted in the U.S. Air Force in January 2019.

Following basic military training and technical training, Miller joined the 16th SPCS working a vital job in support of the DEL 3 mission.

“My job entails monitoring and reporting on blue signals such as Remotely Piloted Aircraft, non-secure military terminals and any other signal assets in deployed locations,” said Miller.

Miller was able to put those skills to use while deployed to U.S. Central Command area of responsibility in support of Operation Freedom Sentinel and

Miller’s commander, U.S. Space Force Lt. Col. Angelo Fernandez, praised Miller’s

work ethic and accomplishments during his deployment.

“While deployed to the Middle East, Specialist Miller thrived in a high tempo

operations environment and, with his crew, ended up tackling the largest wave of non-kinetic warfare activity our unit has seen in over 15 years of continuous deployments,” said Fernandez.

In September 2020 Miller officially transitioned to the USSF, becoming one of the first Guardians to operate in a deployed environment.

Miller saw first-hand the exciting paths a career in the military could provide and began seeking mentorship on how to achieve his goals.

“Within my first year I knew I wanted to make a career in the military and after talking to all my mentors almost all said commissioning is a great opportunity,” said Miller. “While deployed, I found out my deployment commander was an academy liaison officer, and he showed me the steps to apply.”

Miller’s hard work paid off with his acceptance to the U.S. Air Force Academy. He said he is looking forward to the leadership experiences and friendships the academy will provide.

“I’m lucky to have many academy graduates in my squadron giving me pointers and telling me what to expect before I start life there at the academy,” said Miller.

According to Fernandez, Miller is a dedicated and technically skilled Guardian and shows excellent leadership abilities.

“Specialist 3 Miller consistently finds ways to elevate the performance of team members around him,” Fernandez said.

“His demonstrated leadership and weapon system expertise make him a clear nomination to continue serving our nation as an officer.”

A paving project will commence in order to bring a safer and smoother driving experience to those who frequent the east side of Peterson Air Force Base, Colorado, in mid-July. The project will take place in three phases, projected to last around two weeks each.

PETERSON AIR FORCE BASE, Colo.

— A three-phase, half-million dollar paving project will commence mid-July bringing a safer and smoother driving experience to those who frequent the east side of Peterson Air Force Base, Colorado.

Those who work and visit Peterson East and who access or depart the East Gate will be most affected during the approximately 60-day project, but all Peterson AFB patrons should be aware of possible traffic impacts across the installation.

The East Gate will remain open, both for entrance and exit, throughout the paving project. Traffic flow to and from Peterson East will also remain open, although delays may occur.

Each phase is projected to be two weeks in duration and construction.

Phase 1 will impact Stewart Avenue,

near base housing, from Langley Street to the East Gate intersection at the end of the civilian runway. Phase 2 will impact the East Gate from the end of the civilian runway to security access road near Marksheffel. Phase 3 will be a continuation of the paving ending before the old East Gate.

The traffic plan will involve single lane traffic, flagging personnel and automated mobile traffic lights to ensure continued traffic flow to the east side of the installation.

Around the installation there will be an increase in heavy construction trucks hauling asphalt, so be mindful of construction vehicles and the freshly laid tar.

Weather and building materials could affect the duration of this plan, but the project is expected to be completed by mid-September.

JOINT BASE SAN ANTONIOLACKLAND, Texas — The Department of the Air Force is implementing the remaining four rights for housing tenants, including a universal lease, a process to resolve disputes with property owners and procedures for withholding rent when applicable.

The Department of Defense issued policy guidance in February 2021 on the implementation and timing of the remaining four provisions of the Tenant Bill of Rights, which expands protection measures for military families living in privatized housing. Along with the universal lease and dispute resolution process, the Tenant Bill of Rights ensures access to unit maintenance history, and establishes a process to withhold rent payment while in formal dispute resolution.

With a few exceptions, the Air Force expects all 18 tenant rights to be available to tenants in all Air Force and Space Force housing programs by the end of Fiscal Year 2021.

The expanded rights protect tenants and offer recourse if their housing concerns are not adequately addressed, said Col. Sara Deaver, Air Force Civil Engineer Center Housing Division chief.

“Empowering tenants and amplifying their voice is at the heart of the department’s comprehensive plan to improve the privatized housing program,” Deaver said.

“The Tenant Bill of Rights is our assurance to our Air Force and Space Force families that we recognize their rights and their needs as tenants, and that those needs are our top priority."

The universal lease standardizes the general contents of the privatized housing lease from installation to installation.

The maintenance history provision grants prospective and existing tenants seven years of available maintenance history before a prospective tenant is asked to sign a lease or within five business days of an existing tenant’s request.

The formal dispute resolution process creates a structure for tenants to pursue disputes with project owners, and the rent withhold clause allows service members to withhold their housing allowance in certain instances while the dispute is being resolved.

If tenants feel their rights are not being met, they should start by communicating the issue directly to the landlord, said Yvonne Brabham, Air Force Housing Division technical director.

“Solving problems at the lowest level typically yield the quickest results,” Brabham said. “If the landlord hasn’t resolved the issue after a follow-up call, they should escalate the issue to their military housing office.”

If the military housing office and other resources, like resident advocates, are unable to resolve the issue, the MHO can escalate the issue within both the military chain of command and the landlord’s management structure. If tenants feel the issue is not being resolved at the local level, they can contact the Air Force housing section’s toll-free hotline at 800-482-6431 and AFCEC will investigate the problem.

As the Department of the Air Force’s housing program managers, AFCEC plays a central role in ensuring tenants are able to execute the rights outlined in the bill.

Since 2019, program leaders have been executing an improvement plan consisting of 51 housing initiatives aimed at ensuring Airmen, Guardians and their families have access to safe, healthy housing. continued page 7 | RESOLUTION

“We’ve worked hard to overhaul the housing program to rectify shortfalls and strengthen our commitment to Airmen, Guardians and families,” Brabham said.

“Today’s program has more oversight and leadership involvement, clear policies, better communication and puts more power in tenants’ hands.”

“With policy guidance now in place for the final four rights, the department is closing in on the finish line to fully implement all 51 improvement actions

enterprise-wide," said Deputy Assistant Secretary of the Air Force for Installations Robert Moriarty.

"We’ve implemented all measures at most of our installations and are working with those project owners to create state-specific addenda to ensure the final rights comply with state and local law,”

Moriarty said.

The Air Force is continuing to work with project owners to obtain agreements on the final provisions at the remaining installations and, with a few exceptions, expect those rights to be accessible for all tenants across the Department of the Air Force by October.

SCHRIEVER AIR FORCE BASE, Colo. — The New Boston Air Force Station, home to the 23d Space Operations Squadron, has been renamed to better reflect its role in the U.S. Space Force.

Following the renaming ceremony on July 12, 2021, it is now known as New Boston Space Force Station. The station is located approximately 10 miles west of Manchester, New Hampshire.

“This is an exciting and historic time to be part of the space mission,” said Master Sgt. Kyle Duley, 23d Space Operations Squadron superintendent.

“The launch of the U.S. Space Force propels us into a new era, where the sky is no longer the limit, and New Boston Space Force Station is proud to be a part of that history and vital mission.” Col. Roy Rockwell, Space Delta 6 commander, presided over the ceremony.

A change of command was also held, during which USAF Lt. Col. Daniel Highlander relinquished command to USSF Lt. Col. David Zesinger. The change of command ceremony is a

time-honored military tradition in which the subordinate members of the command witness the transfer of responsibility, authority and accountability from one officer to another. Col. Roy Rockwell, Space Delta 6 commander, presided over the change of command ceremony.

The 23d Space Operations Squadron has been operational for more than 60 years. Part of U.S. Space Force Delta 6 — Space Access & Cyberspace Operations, headquartered at Schriever Air Force Base, Colorado, the 23d SOPS is part of a crucial network of sites operating 24 hours per day, providing critical satellite command and control capability to more than 190 Department of Defense, national and civilian satellites performing intelligence, weather, navigation, early-warning and communications operations.

New Boston SFS is operated by the Peterson-Schriever Garrison in Colorado Springs, Colorado, which provides mission support to six installations and more than 18,000 military and civilian personnel, as well as numerous U.S. Space Force missions around the globe.

2nd SOPS accepts new GPS satellite

SCHRIEVER AIR FORCE BASE, Colo. — The 2nd Space Operations Squadron, part of Space Delta 8 headquartered at Schriever Air Force Base, Colorado, operationally accepted GPS III Space Vehicle 05, the newest satellite in its modernized Global Positioning System constellation June 29, 2021. The satellite enables enhanced worldwide Military Code (M-code) coverage.

Operational acceptance occurs when the satellite is handed from the acquisition community, which purchased the satellite and contracted for its launch, to the operational squadron to execute global operations.

The 2nd SOPS performs the command and control mission for the GPS constellation for both military and civil users. The satellite is part of the U.S. Space Force’s modernization priorities.

“The capabilities this satellite provides are exactly what we need to protect the interests of the United States in, from, and to space, and to enable Joint terrestrial and space operations,” said U.S. Space Force Lt. Gen. Stephen Whiting, Space Operations Command commander. “We must continue to modernize our existing space architectures with new technologies to provide our warfighters with uninterrupted access to the information they need, when they need it.”

“We are very excited because this new block III satellite completes our worldwide (military-code) coverage,” said U.S. Space Force Lt. Col. Michael Schriever, 2nd SOPS commander. “Now we will be able to broadcast the military signal globally in accordance with interface compliance requirements which our team, along with our 19 SOPS counterparts, have been working around the clock to achieve.”

Lockheed Martin Corporation, GPS III Space Vehicle 05 (GPS III SV05). On June 29, 2021, Space Delta 8, 2nd Space Operations Squadron, headquartered at Schriever Air Force Base, Colorado, operationally accepted GPS III SV05, the newest satellite in its modernized GPS constellation.

GPS III Space Vehicle 05 is the latest next-generation GPS satellite. It is the 24th M-Code signal-enabled GPS space vehicle on orbit, completing the constellation's baseline requirement to provide military forces a more-secure, harder-to-jam and spoof GPS signal. GPS III satellites provide significant capability advancements over earlier-designed GPS satellites on orbit, including three times better accuracy; up to eight times improved anti-jamming capabilities; and a new L1C civil signal, which is compatible with international global navigation satellite systems, to improve civilian user connectivity.

The Lockheed Martin-built satellite, named “Neil Armstrong” after the famous American astronaut, launched June 18, 2021, from Cape Canaveral Space Force Station, Florida. The satellite separated from its SpaceX Falcon 9 rocket about 90 minutes into its flight, and then spent the next several days using an onboard rocket to reach its final orbit approximately 12,500 miles above Earth.

Globally, more than four billion military, civil and commercial users depend on GPS’s positioning, navigation and timing signals for aviation, telecommunication, banking, farming and more.

On June 25, DoD extended the exception to policy for certain expired Uniformed Services Identification (USID) cards to be accepted for access to DoD installations.

The extension applies only to the USIDs listed below that have a printed expiration date between Jan. 1, 2020, and July 31, and only until the date listed for each type: • Aug. 31, for foreign affiliates and their dependents; • Oct. 31, dependents of Active Duty personnel, and for Reserve and National Guard personnel and their dependents; • Jan. 31, 2022, for retirees and their dependents, and all other populations.

The staggered end dates listed above will allow for the gradual replacement of USID cards.

Cards that expire after July 31, will not be accepted for physical access after their printed expiry date. This extension does not permit the acceptance of expired Common Access Cards.

Any expired USID card accepted under this exception must be verified using an electronic physical access control system.
