Space Force Leader to become 8th member of Joint Chiefs

PENTAGON, Va. — Chairman of the Joint Chiefs of Staff Army Gen. Mark Milley inducted Gen. John Raymond, the chief of space operations, into the Joint Chiefs of Staff at a ceremony on Dec. 11, 2020. He becomes an official member of the body on the same day the Space Force celebrates its first anniversary as an official service branch.

The law stated that the chief of space operations would become a member of the Joint Chiefs a year after it was signed. “But under your leadership and under [the] leadership [of] the vice chairman, you said ‘We’re not going to wait.,’ and you’ve treated me like a member ever since [the law was signed],” Raymond said during the ceremony at the Pentagon. “I can’t thank you enough. I can’t thank my teammates enough. It’s a real privilege to sit at this table.”

The induction of Raymond points to the growing importance of space in American life. It also highlights the increased importance of the domain to the military. “We recognize it clearly as a warfighting domain.

And we also know that we, the United States, we’ve got to maintain capabilities in that domain if we are going to continue to deter great power war,” Milley said during the ceremony. “This is an incredibly important organization for the United States military and for the United States as a country. And it’s really important what we’re doing today, which is [to] induct you as an official member into the Joint Chiefs of Staff.”

The United States Space Force is a separate service under the Department of the Air Force. It will grow to about 20,000 members with most coming from the Air Force, but with other services also providing personnel. The Air Force will provide all the services the new force needs, allowing the space professionals to concentrate on their missions.

in national defense,” said Air Force Secretary Barbara Barrett. “Incomparable Gen. Jay Raymond is building an agile, innovative and bold Space Force. With the other chiefs, Gen. Raymond will offer his best military advice to the president, National Security Council, Homeland Security Council and defense secretary as they implement the National Defense Strategy.”

Membership on the Joint Chiefs of Staff is set by law. The members are the chairman of the Joint Chiefs of Staff, the vice chairman, the Army chief of staff, the commandant of the Marine Corps, the chief of naval operations, the Air Force chief of staff, the chief of the National Guard Bureau and, now, the chief of space operations.

The body has grown and changed since it was formed out of the destruction of World War II. When formed, the Joint Chiefs were the chairman, the Army chief of staff, the chief of naval operations and the Air Force chief. The commandant of the Marine Corps was included when issues pertaining to the Marine Corps were discussed by the chiefs but he was not a member of the Joint Chiefs of Staff, said David Crist, Joint Staff historian.

Through the Berlin blockade, the Korean War, the Cuban Missile Crisis of October 1962, the Vietnam War and its aftermath, the body remained the same. The first personnel change came in 1978 when the Marine Corps commandant became a full-

fledged member of the body.

In 1986, came the Goldwater-Nichols Act. It would be hard to understate the legislation’s effects on the Joint Chiefs of Staff. The legislation increased the visibility, responsibilities and reach of the chairman and added the office of the vice chairman of the Joint Chiefs of Staff. It changed the way the Joint Staff was manned and stressed the importance of joint duty for military officers and personnel.

The next change in the make up of the body was the inclusion of the chief of the National Guard Bureau in 2012.

With the creation of the Space Force, comes the newest change.

Each chairman uses the body a bit differently, Crist said. The most recent three chairmen — Army Gen. Martin E. Dempsey, Marine Corps Gen. Joe Dunford and current chairman Army Gen. Mark A. Milley — convened the chiefs regularly for deliberations on many issues, Crist said.

This is not to say the Joint Chiefs is a consensus organization. The chairman decides what the best military advice is for the defense secretary, president and the rest of the National Security Council. Still, the chairman can — and does — pass along dissenting opinions from the other members of the Joint Chiefs when appropriate.

The Army, Marine Corps, Navy, Air Force and Space Force members of the joint chiefs are responsible for manning, training and equipping forces. But when they enter “The Tank” — the room in the Pentagon where they convene — they are expected to think and act for the good of the joint force. Their experience as a soldier, Marine, sailor or airman may color their perspective, but as members of the JCS, they are expected to embrace the larger military culture, Crist said.

“By establishing the U.S. Space Force and having the chief of space operations become a member of the Joint Chiefs of Staff, it demonstrates that our nation recognizes the critical role Space Force plays in national security,” Raymond said.

OVER AIR FORCE BASE, Del. — Work-life balance is not unique to the military, neither is it a new one.

As far back as the 1970s, Harry Chapin wrote and performed perhaps his most famous song, “Cat’s in the Cradle.”

In the song, he tells the story of a father who is always too busy to play with his young son.

Finally, as the man becomes older and has the time, the boy no longer wants to spend time with his father.

The boy is now grown, with a family of his own, and is far too busy himself.

Probably the most interesting side effect of the COVID-19 pandemic over these many months has been the re-arranging of our lives, which has caused us to look at work-life balance in a new way. For many, work has been literally brought into our homes.

For others who must keep the mission going, we are now acutely aware of what is mission essential; we understand that not everything is a priority.

For those who have had to work from home, we have been able to get a unique glimpse into each other’s lives. The inter-

net is alight with videos showing kids wandering into office meetings demanding snacks, cats jumping onto their owner’s laps, and occasionally the ill-advised family member who walks unknowingly in front of the camera while in their jammies.

We’ve gotten to meet spouses, kids and cherished pets in their natural habitat. We’ve shared laughs over unanticipated family interruptions. For some, we’ve discovered that they live alone.

It’s made us stop and wonder how they get that sense of

JTF-SD leads Space Command in Space Force selects

SCHRIEVER AIR FORCE BASE, Colo.

— As the Space Force prepares to celebrate its first birthday, several Joint Task ForceSpace Defense members are celebrating their recent selection to transfer into the nation’s newest service.

The JTF-SD notified its four enlisted selects this week and its four officers in October, totaling eight — the most within the combatant command. The unit’s selects include intelligence, development engineer, operations intelligence, geospatial intelligence, signals intelligence and client systems specialties.

Additional eligible common career fields are cyberspace operations, acquisition manager, fusion analyst, targeting analyst and cyberspace support.

Organic space career field selects began transferring in September, however career fields common to both the Air Force and the Space Force have been delayed while officials determined the required mix to support both of their missions.

One of the JTF-SD selects is Lt. Col. Derek Reimer, Capabilities and Resource Integration director. As a space system engineer, he’s supported both space and ground control systems at multiple bases executing space missions such as GPS, military satellite communications and ten SpaceX launches.

For other selects, JTF-SD is their first space assignment.

“It’s been nice to get to interact with career fields outside of intel,” said Master Sgt. Brianna Fields, communications signal analyst. “I am most looking forward to getting the opportunity to shape how intel is done in the space domain.”

For another select, space has been tugging at him for some time.

“Space has always been intriguing to me, even before joining the military,” said Staff Sgt. Roy McDavid, intelligence analyst. “It piqued my interests even more when the Space Force was stood up. When it was made possible for intelligence profession-

als to transfer to the Space Force, it was an easy decision to make.”

McDavid has supported space missions in his career and thinks the Space Force will better complement his interests.

“The Space Force will allow me to grow into an intelligence/space [subject matter expert] by giving me more time to focus on mission objectives,” said McDavid. “Even though it isn’t really my specialty, I also have an interest in the cyber domain, particularly program development. I think the Space Force will provide me the best avenues to further develop both of these functions.”

McDavid’s interests are encouraged in the Space Force’s drive to be a “digital workforce.”

“Our personnel must be comfortable

with technology and have ability to apply and adapt it for our national security objectives,” said the service’s first Chief of Space Operations, Gen. John Raymond, in his initial planning guidance released last month. “They should be capable of thinking and acting in the ‘data space,’ prioritizing data-centric solutions over product-centric processes. In addition, we will develop organic modeling acumen among USSF members to guide our digital efforts.”

While becoming digital, the Space Force has the unique opportunity to be selective in establishing its small force, just 6,400 strong by the end of 2021. It’s this people focus that has Fields excited to transfer.

“I love getting to help take care of and lead people and I think the Space Force will have more opportunities to do that with a higher impact,” she said.

For all, this is a historic time to join the new service.

“I find getting in on the foundational, pioneer level to be exciting.” said McDavid.

“It will be rewarding to be a participant as the Space Force experiences many firsts and then on to achieve many milestones.”

“I’m so excited for this once in a lifetime opportunity,” said Fields. “I absolutely love the Air Force but it is such a neat opportunity to get the chance to help shape a whole new service.”

The next milestone for selects will be their official transfer ceremonies which are slated to occur February.

SCHRIEVER AIR FORCE BASE, Colo. — Delta 8 leadership is encouraging Airmen and Guardians to participate in the “season of giving” and continue to donate to the Combined Federal Campaign before it ends Jan. 15, 2021.

“Donating to the Combined Federal Campaign is a great way for service members to give back to the community,” said Col. Matthew Holston, Delta 8 commander.

“I encourage everyone to consider giving.

No matter what causes you cherish, you can find CFC-participating charities that are meaningful to you.”

The CFC is the world's largest annual workplace charity campaign, with almost 200 CFC campaigns throughout the country and overseas raising millions of dollars each year, according to their website.

Although the physical collection of donations ended Dec. 18, Airmen and Guardians can still donate online through the CFC website until Jan. 15.

Holston, who has donated to the CFC throughout the last 15 years, is donating to the American Heart Association this year in honor of his father who passed unexpectedly

from a heart attack recently.

“He was one of my biggest inspirations and my hero,” Holston said when speaking about his father, a retired Air Force master sergeant. “He was always supportive of me and pushed me to be a better version of myself.”

According to their website, the CFC is regarded as one of the most inclusive workplace giving campaigns, with more than 20,000 participating nonprofit charitable organizations worldwide.

“The great thing about the CFC is that you can choose who to donate to and how to donate to them,” said Lt. Col. Jason Powell, Delta 8 deputy commander. “You can donate a lump sum or you can automatically deduct a part of your paycheck to go directly to that charity. There’s no minimum or maximum donation size either.”

Participants can also donate more than money as this is the first year the CFC accepts volunteer time to count as a donation.

“Our teammates can donate money to support their favorite charities as they have in the past or they can donate their time,” Holston said. “This is a great way for members of our team who are looking for alternate means to participate to get involved.”

JTF-SD celebrates Space Force’s 1st birthday

SCHRIEVER AIR FORCE BASE, Colo. — Joint Task Force-Space Defense leadership deviated from the regularly scheduled program to celebrate the Space Force’s first birthday during its weekly operations and intelligence meeting at Schriever Air Force Base, Dec. 17.

Air Force Brig. Gen. Christopher Povak, JTF-SD deputy commander, kicked off the event celebrating the new service’s last moments of infancy and highlighting some of the milestones achieved in its first year.

“Over the past year, the Space Force has been focused on five key areas under the Chief of Space Operations leadership: developing our people, developing space doctrine, establishing the Space Force’s own budget, designing our force and presenting those forces to the joint command,” he said.

Some key markers of those efforts include transferring 2,400 personnel into the service with 6,400 planned by the end of 2021. Of those, two were commissioned through Officer Training School and 86 directly commissioned from the U.S. Air Force Academy. Seven basic military trainees graduated and directly enlisted into the Space Force.

The Space Force published its first independent capstone document and released its first planning guidance.

Additionally, it collapsed two layers of commands and renamed Cape Canaveral Space Force Station and Patrick Space Force Base aligning the installation names with their critical missions.

In presenting forces to a joint command, the service also stood up the Space Operations Command, its first field command, and is currently focused on delivering space capabilities and expertise to U.S. Space Command.

The brief event was held virtually to reach the physically distanced and teleworking team members, though all joined together in singing the Happy Birthday song to the newest service.

“Happy birthday Space Force,” said Povak. “Together, over the past year, we have accomplished a great deal and established a firm foundation for our new service.

However, there is much still to do and the nation is relying on us to succeed. So our story, ladies and gentlemen, has just begun. Semper Supra.”

PETERSON AIR FORCE BASE, Colo — As the United States Space Force celebrates its first birthday on Dec. 20, the tenth iteration of Space Flag, SF 21-1, concludes successfully in Colorado Springs, Dec. 18.

Aligned with the Chief of Space Operations Planning Guidance published earlier this year, Space Flag provides training beyond mission system awareness and offers participants the opportunity to train in a virtual, contested environment against a replicated near-peer adversary.

“As we reach this major milestone, we need to further enhance exercises such as Space Flag,” said Lt. Gen. Stephen N. Whiting, commander, Space Operations Command, USSF. “Space is a distinct source of power for America and its allies, the training and skills that sustained its space operations for the last several decades are not the same skills necessary to fight through current and emerging threats and win in today’s contested, degraded and operationally-limited environment.”

Led by Space Training and Readiness Delta Operating Location Alpha, SF 21-1 involved a total of 36 participants, comprised of Guardians and Airmen, including representatives from Delta 2 — Space Domain Awareness; Delta 3 — Space Electronic Warfare; Delta 4 — Missile Warning, Delta 7 — Intelligence, Surveillance, and Reconnaissance; Delta 8 — Satellite Communications and Navigational Warfare; Delta 9 — Orbital Warfare; and the National Reconnaissance Office.

The O-6 led STAR Delta, which stood up in July at Peterson Air Force Base, serves as the parent organization for the training, education, test, and evaluation units transferred into the USSF, including STAR Delta OL-A.

“STAR Delta is dedicated to readiness through high-fidelity training,” said Col. Peter J. Flores, STAR Delta commander, USSF. “Creating the most realistic training environment available enables our space operators to better recognize and react to adversary threats as they hone their warfighting skills.”

Although pandemic protocols placed limits on the size of SF 21-1 training audience, participants successfully

showcased their warfighting expertise by employing tactical effects to achieve campaign objectives. Blue Cell participants were exposed to tactical orbital engagements to test their ability to gain and maintain space superiority against a thinking adversary.

“The operators we train today, through exercises such as Space Flag 21-1, will be better prepared to protect and defend America’s assets in, to, and from space,” said Capt.

Space Flag originated in 2017 under Air Force Space Command and was inspired by the United States Air Force Red Flag exercises, however, orchestrated to meet the demands of the space domain.

“Our mission is to prepare space warfighters to defend the United States’ and its allies’ interests in space,” Flores said. “Delivering the space-enabled combat edge for friendly forces requires us to maintain our competitive advantage and ensure freedom of action by continually improving how we train, how we equip and, if called upon, how we fight and we win.”

During the exercise, SF 21-1 participants were organized into three cells with different mission sets, including Blue Cell participants, a simulated Red Force represented by the 527th and the 26th Space Aggressors Squadrons, and an Exercise Control Group.

“Space Flag participants were challenged to be bold, innovative and agile in the face of adversity,” said Whiting.

“Witnessing all we’ve accomplished this first year in USSF history I could not be more proud of our people, however we can’t stop here, we must continue advancing our forces to prevail in a contested, degraded, and operationally-limited environment through the education and training of space professionals.”

Dependent ID shortage at MPF

The Military Personnel Flight is experiencing a shortage of dependent IDs. The Air Force will be shifting to Next Gen IDs for dependents and no longer ship additional orders of the previous ID card stock. To make the current stock last, the MPF will be prioritizing issuance of dependent IDs, only new dependents who have experience a change in status will be issue a card at this time. An exception for expired dependent IDs has been extended to June 30, 2021, with memo in hand that is provided by MPF. Once the Next Gen cards are functional, MPF will start issuing them based on priority and availability. For more information, call the MPF at 719-567-5900.

Cold weather safety tips Cold weather can increase heart rate and blood pressure. It can make blood clot more easily and constrict arteries, which decreases blood supply.

This is true even in healthy people. Individuals over the age of 40 or who are relatively inactive should be particularly careful.

National Safety Council recommends the following tips to shovel safely: • Do not shovel after eating or while smoking • Take it slow and stretch out before you begin • Shovel only fresh, powdery snow; it's lighter • Push the snow rather than lifting it • If you do lift it, use a small shovel or only partially fill the shovel • Lift with your legs, not your back • Do not work to the point of exhaustion • Know the signs of a heart attack, and stop immediately and call 911 if you're experiencing any of them; every minute counts

The medical group, security forces,

force support, comptroller squadrons, and public affairs, to name a few, have all been front and center. Our lives and the way we do business have revolved around public health and force health protection guidelines.

Manpower and personnel policies have been crucial as we have had to navigate exception-to-policy guidance so we can

safely execute permanent-change-of-station moves or go on leave.

What “color” is a state? How can we message the pandemic’s impact on wing operations and changes to services to our youngest Airmen or how about our retirees? We’ve had to figure out which funds to use for personal protective equipment for medical operations versus

flying missions. Would I have believed you last year at this time if you told me we would have people begging to get a dental cleaning? Nope!

As the vaccinations roll out and we start to recover, I hope that we don’t throw out the lessons learned on the importance of family, connection and mission along with the face masks.
