CHRIEVER AIR FORCE BASE, Colo. —New Year's is a great time to make a savings or financial plan despite adversity that you may be facing.

Fidelity Investments has found that 67% of Americans consider New Year’s resolutions involving their finances and that includes the military. Half of those will fail but let’s dwell on those that succeeded and take a look at resolutions they crushed and you can crush in the year ahead with diligence and behavior leading to success and a better life.

1. Follow strategies that you will love short term or long term. As legendary investor Warren Buffet said, “Everyone knows who is swimming with their trunks off when the tide goes out.” After a 2020 pandemic year where the tech-driven NASDAQ, dominated by the Facebooks and Alphabets of the world exploded 44%, don’t make the mistake in your thrift savings plan or personal investment allocations, by assuming that the optimal strategy is the one with highest return. The biblical law that those “who are first shall be last and those that are last shall be first” applies to your allocation as well. Take a second look at International or the I fund. 2. Have a written financial plan with your advisor. If you don’t have an advisor, write it down. Ask yourself why you are allocated the way you are. Make sure you don’t have a lot of replication or duplication in your retirement plans and your personal investments. Make sure that, even with match in your TSP plan, personal savings and investments have zero capital gains consequences to a substantially high threshold.

3. Check your beneficiary designations. It is very important that all of designations are current and correctly listed. Make sure the designees recognize they are in fact in the position they are in. Finally, pick up from your financial advisor or compile an estate checklist so that those you have named as beneficiaries know where to find the documents you mention.

4. Be disciplined, not dogmatic. Even though, as I do, you have a list of favorite economist, portfolio managers, economists or investments, when you come across information that contradicts your views, do not assume it is wrong. Conversely don’t be so quick to change your strategy just because you hear of a strategy that is different than yours.

5. Save early, save often, and pay off your debts.

One of the reasons Buffet made 90% of his $82 billion fortune was he recognized the incredible power of the eighth wonder of the world at age 10 and started saving. As he made more money at different stages of his life, he used the principle of dollar-cost-averaging and buying cheap, undervalued companies to amass a fortune. As Buffet’s millions grew to billions, his glide path to bigger billions got steeper. These are simple principles that any Airman can achieve. He also avoided debt recognizing that the glide path toward debt works the opposite and can destroy and crush dreams the same way. Start an emergency fund and pay down your debt while rates are low in 2021 before moving to investing your hard-earned money.

6. Take a breath and never panic. Whenever your investments hit a rough patch, the temptation to sell becomes intense as we tend to hate losses, even if they are on paper more than we treasure gains. Don’t let

short-term events similar to what we went through last year affect long-term investments. When they do, be a buyer or add to your investments, don’t panic sell or give up. Take a deep breath and proceed with plans.

7. Rebalance your TSP and personal investments.

If you do not have the fortitude to set up a schedule to do this with individual funds in your TSP, use a target date or life cycle fund to do it for you. With interest rates at all-time lows, the stock market at all-time highs, taxes at an all-time low and with incredible uncertainty, it is imperative for your recordkeeping now, not later. Use a checklist like you would your oil and brake changes on your car and make this a habit to ensure your plan matches your risk tolerance and vice versa as time goes on.

Be S-M-A-R-T: Set specific goals you can measure and are accountable, realistic and have at time frame attached and 2021 will be the year you finally reach your savings goals.

21st SFS opens new MWD kennel

Peterson-Schriever Garrison and 21st Security Forces Squadron leadership cut the ribbon to celebrate the opening of the new military working dog kennel Jan. 14, 2021, at Peterson Air Force Base. The new kennel will replace a facility that has housed Peterson’s military working dogs since 1981. The facility will have a full veterinary suite as well as expanded office space for Defenders.

Air Force to allow longer braids, ponytails, bangs for women Staff Report Secretary of the Air Force Public Affairs

ARLINGTON, Va. — As an outcome of the 101st Air Force uniform board, Air Force women will be able to wear their hair in up to two braids or a single ponytail with bulk not exceeding the width of the head and length not extending below a horizontal line running between the top of each sleeve inseam at the under arm through the shoulder blades.

In addition, women’s bangs may now touch their eyebrows, but not cover their eyes.

These new changes will be effective upon publication of the new standards in Air Force Instruction 36-2903 in February.

“As I outlined in Action Order A: Airmen, this decision is a commitment to supporting the Airmen We Need and sustaining the culture and environment of excellence that will continue to make the Air Force an attractive career choice for Airmen and families,” said Air Force Chief of Staff Gen. Charles Q. Brown, Jr. “I’m thankful for the feedback and research conducted from a number of women leaders, the Women’s Initiative Team, the Air Force uniform board, and our joint teammates.”

The Air Force uniform board convened virtually in November 2020 to discuss ideas sourced from Airmen across the Air Force who participated in a dress and appearance crowdsourcing campaign. Participants on the board included 19 diverse Airmen of various ranks from across the major commands and headquarters directorates.

women across the Air Force provided feedback to the Women’s Initiative Team, stating constraints to hair grooming standards resulted in damage to hair, migraines and in some cases, hair loss. The detailed work done by the Women’s Initiative Team to research and support the recommendation was greatly appreciated by the uniform board.

“In addition to the health concerns we have for our Airmen, not all women have the same hair type, and our hair standards should reflect our diverse force,” said Chief Master Sergeant of the Air Force JoAnne S. Bass. “I am pleased we could make this important change for our women service members.”

In addition to addressing issues associated with personal health and hair loss, adjusting female hair standards supports ongoing efforts to address diversity and inclusion in the ranks. Earlier this year and in her role leading the Defense Department’s Diversity Board, then-Secretary of the Air Force Barbara M. Barrett played a prominent role in supporting these types of adjustments to ensure a more inclusive culture in the services.

The Air Force chief of staff approved the policy after considering feedback from the force, the uniform board recommendation, and the professional image and standards of the Air Force and U.S. military.

“We remain committed to removing barriers to service,” said Lt. Gen. Brian Kelly, Air Force deputy chief of staff for manpower, personnel and services. “In an all-volunteer force, we want fully qualified volunteers who are representative of the nation to see us as a great opportunity to maximize their talent and serve.”

Members must adhere to current occupational safety, fire and health guidance, and mishap prevention procedures emphasizing when and how to mitigate the potential for injury from hair of varying lengths around machinery, equipment, power transmission apparatus or moving parts. Airmen are encouraged to reach out to their safety office for assistance in analyzing any potential hazards, as applicable.

Another idea considered by the board related to beard wear for men. Unlike with women’s hair standards, there are no known health or hair loss issues associated with current male grooming standard compliance.

As such, the Air Force plans to continue under the current male grooming standards without adjustments. Beards are currently permitted in conjunction with medical exceptions such as shaving waivers or for approved religious accommodations.

At this time, Guardians will adhere to the female grooming standards of the Air Force. Eventually, the U.S. Space Force will develop its own policy.

SAFETY 411 Cold weather safety tips Cold weather can increase heart rate and blood pressure. It can make blood clot more easily and constrict arteries, which decreases blood supply. This is true even in healthy people. Individuals over the age of 40 or who are relatively inactive should be particularly careful.

National Safety Council recommends the following tips to shovel safely: • Do not shovel after eating or while smoking • Take it slow and stretch out before you begin • Shovel only fresh, powdery snow; it's lighter • Push the snow rather than lifting it • If you do lift it, use a small shovel or only partially fill the shovel • Lift with your legs, not your back • Do not work to the point of exhaustion • Know the signs of a heart attack, and stop immediately and call 911 if you're experiencing any of them; every minute counts.

Social Security Payroll Tax Deferral

Beginning January 2021, the 2020 Social Security tax deferral will end. Beginning January, the normal 6.2% Social Security tax withholdings will again be deducted from pay for military members and civilians, and an additional deduction for the deferred 2020 Social Security tax collection taken from pay.

Social Security (Old Age, Survivors, and Disability Insurance) or “OASDI” tax withholdings were deferred effective September through December 2020, for those military members with a monthly rate of basic pay of less than $8,666.66 and civilian employees who had wages subject to OASDI of less than $4,000 in any given pay period. This action was in response to the Presidential Memorandum issued on Aug. 8, 2020, the Internal Revenue Service Notice 2020-65 issued Aug. 28, 2020, and at the direction of the Office of Management and Budget and the Office of Personnel Management.

Per IRS guidance, the Social Security taxes deferred in 2020 will be collected from pay between Jan. 1 and Dec. 31, 2021.

Military Members: • For active duty military members, the total amount of 2020 deferred Social Security taxes will be collected evenly from pay between Jan. 1 and Dec. 31. For reservists and guardsmen performing only intermittent duty from January to April 2021, the collections may not be split evenly across pay periods. DFAS will collect 6% of net available pay each pay period. Collections may be extended past Dec. 31, 2021, if the member does not earn enough pay to collect the 2020 deferred taxes before that date. Beginning in January, your myPay LES will

reflect the monthly collection amount and contain a note in the remarks section that shows the remaining balance of deferred Social Security taxes.

Civilian Employees: • The amount of Social Security taxes deferred in 2020 will be collected in eight installments between pay-periods ending Jan. 16 and Dec. 31. Beginning in January, your myPay LES Remarks section will include the 2020 deferred OASDI collection amount in that pay period, as well as the remaining balance to be collected. If you separate or retire prior to the deferred Social Security tax being collected in full, you are still responsible for the remainder of your Social Security tax repayment. The unpaid balance will either be collected from your final pay or you may receive a debt letter with instructions for repayment.

Note, a Form W-2c may not be required for members who separated in 2020.

Snowmobile day trip

A day trip is available for Snowmobile riding with the Monarch Mountain Pass Feb. 6. This is a guided tour teaching the basics of snowmobiling.

Riders are provided all the equipment necessary to complete the activity, including jackets, pants, goggles, gloves, helmets and more to ensure the group stays safe and warm. This three-hour tour is a great way to spend the day outside in the mountains.
