JTF-SD member’s family sledding outing turns scary

— U.S. Army Maj. James Kirby, Joint Task Force-Space Defense Operations Integration Division deputy division chief, set out to celebrate a snow day sledding with his family but found himself putting his military life-skills training to use.

Kirby, his wife, Audra, and three children, Noah (7), Emma (4) and Connor (2), took their sleds to the popular hills at Cottonwood Creek Park, in northeast Colorado Springs.

The park was busy that day with many fellow Coloradoans joining in the winter pastime fun.

“I was watching another child sledding belly down, head first when he went under the softball field fence and hit the cement footing holding the fence post,” he said. “I waited for a few seconds to see if he’d get up, and sprinted down to him when I saw he wasn’t moving. There was a lot of blood on the snow, and his eyes were rolled back in his head. I lifted the chain link fence with my back and neck, prioritized treatment and began to address the bleeding after making sure he was breathing.”

Kirby called 9-1-1 and relayed their location. He coordinated with the dad, to get the boy’s age (10) and name (Ethan). Kirby has undergone Combat Life Saver training in the Army, as well as CPR training and volunteers on his church’s Emergency Response Team.

“I didn’t have my usual gear with me, so I took off my hat and used it as a makeshift pressure dressing to try to stop the bleeding,” he said. “After a few minutes, Ethan

became responsive but was struggling to speak and started throwing up … my gut feeling was a traumatic brain injury, but I was also concerned about a cervical fracture and shock.”

The ambulance arrived and took over

Ethan’s assessment and treatment. They couldn’t use the gurney to get him to the ambulance so Kirby then assisted getting Ethan on the sled and back up the hill.

The father rode with Ethan in the ambulance to the hospital and the Kirby family

hasn’t been able to make contact with the injured party.

“Our children were nervous but we reassured them that Ethan was in the best place possible with access to the care he needs to get better,” Kirby said. “They were worried, but still seemed to be OK with sledding although they haven’t asked to go recently.”

Unfortunately, incidents like this seem to be on the rise in Colorado Springs.

According to a recent KRDO news report, there is a 43 percent increase of sledding injuries seen at Children’s Colorado hospital from 2020 to 2021. The main culprits include broken bones, injured internal organs and head injuries like concussions.

Kirby had some safety tips for people planning to go sledding in the next few months, all of which regularly include snowfall in this region.

“Make sure you know what’s at the bottom of the hill and consider wearing helmets, especially when around other people.

Also, brush up on your first aid and keep a kit nearby just in case,” he said.

Children's Colorado Springs Pediatric Injury Prevention specialist recommended the following additional tips to prevent sledding injuries: • Pick a hill with minimal people so the chances of crashing into others is lower.

• Clear off debris from the sledding path before going downhill.

• Choose a sled with handles.

• Choose a clear hill, that doesn't end at a street, road or fence.

• Dress kids in layers that way they can remove one when they get a little hot.

• Make sure they are drinking water and wearing sunblock.

COTT AIR FORCE BASE, Ill. — During performance report and awards writing season, I often hear “get rid of the white space," in reference to the gap at the end of a bullet statement on the forms.

There is an unwritten rule that in military performance reports and awards; white space symbolizes missed opportunities or decreased performance. Lately, I feel like the same concept has been applied to calendars as well.

In the outlook calendar system a time slot without an appointment or meeting shows as a “white space” on the screen or printout.

Whenever I see even a tiny sliver of white space on my calendar, I get surprised and then happy. These tiny slivers of time allow for self-reflections and the creation of tomorrow’s unimagined opportunity.

I argue calendars should not be like awards bullets, white space on a calendar is important. It doesn’t mean you aren’t busy enough, it doesn’t mean you need to take on another project or additional duty to fill the time.

Think about the times in your life when you solved a complicated problem, made a pivotal decision, developed a brilliant idea, found connection with another person, or synergy within a group.

Were you running from one meeting toT:9.5" get to another meet-

ing? Were you scrolling social media on your phone? Were you responding to emails? Probably not!

For me, the best solutions, decisions, ideas, and connections develop when I am reflecting either by myself or with others, when I am taking time to listen with no agenda, when I am not in a rush to move on to the next event. When I am at gatherings that do not have PowerPoint slideshows, talking points, or meeting invites, but have open discussion and judgment free reflection on thoughts.

I am guessing everyone answers ‘yes’ when they are filling out this form. But do we understand? Do we do it? Dual hats for dual commanders

PETERSON AIR FORCE BASE, Colo. — Col. Ericka Farmer-Hill, 50th Mission Support Group commander and Col. David Wilson, 21st Mission Support Group commander, took on the role of Peterson-Schriever Garrison vice commanders effective Feb. 1, while maintaining their roles as MSG commanders.

This comes as a response to the U.S. Space Force Chief of Space Operation’s priorities for “empowering a lean and agile force,” as outlined in his planning guidance. In early September 2020, Gen. John W. “Jay” Raymond, USSF CSO, asked the P-S GAR commander to eliminate the MSG echelon, which would help push the garrison closer to meeting that priority.

“The purpose of this reorganization is to find efficiency through a lean organization and accelerate change,” said Wilson. He added that the intent of eliminating organizational layers is to streamline how leadership supports and empowers the squadrons to respond rapidly to evolving mission requirements.

Some additional responsibilities that accompany the garrison vice commander role are receiving all delegable authorities in the garrison commander’s absence, chairing the Commander’s Action Team, authorizing civic leader base access, approving base training agreements and making the final decision on the Armed Forces Disciplinary Control Board.

P-S GAR is not the first to employ an organizational change in the name of efficiency. Most notably Mountain Home Air Force Base, Idaho, restructured the 366th Fighter Wing in 2018. By reorganizing, the fighter wing removed group commanders so squadron commanders would report directly to the wing commander, which provided a

stream-lined communication chain. In September 2020, the unit tackled a new Personnel Accounting Symbol to solidify the reorganization of the wing.

While dual-hatting the responsibilities of MSG commander and P-S GAR vice commander, both individuals will divide their time between the functions and respon-

sibilities of both offices. However, they are both excited to get to work and help shape this new force to benefit the garrison and mission partners.

“We both have manpower shortfalls, to include SMEs [Subject Matter Experts] in certain areas,” said Farmer-Hill.

“We can use our dual-hatting to leverage expertise across the garrison, as well as help each other with related shortfalls. It’s a win-win for our teams and those we support.”

Wilson shared the same sentiments, stating this wouldn’t be possible without the support of MSG and garrison staff.

“These are exciting and challenging times,” said Wilson.

“I am thrilled to be at the leading edge of enhancing distributed base operations. Being dual-hatted as the 21st MSG commander and P-S GAR vice commander allows us to expand efficiency to provide leadership and support to all levels within the garrison.”

According to Farmer-Hill, regardless of where they are stationed, they intend to provide leadership and assistance to both bases as needed.

“We get to take lessons learned from our collective 40 plus years, and help build and support a lean and agile force ready to provide space capabilities to the joint force,” said FarmerHill. “The only thing constant is change, and through it all, the commitment of our Airmen and Guardians to excellence has not waivered. It’s an honor and a privilege to serve among champions.”

Wilson hopes through these new positions he and FarmerHill will be able to facilitate a cultural change in communication and support to help achieve integrated garrison support.

“I have seen firsthand the phenomenal job our Airmen and Guardians are doing each and every day,” said Wilson. “As we continue to build upon the foundation of excellence we will remain committed to focusing on how to provide support to power global operations for every single mission partner.”

50th SFS moves to 8-hour shifts

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Security Forces Squadron transitioned from a 12-hour schedule to an 8-hour shift Jan. 4 for its Defenders.

Previously, Airmen in the SFS worked an Alaskan Flex schedule, which included 12-hour shifts on the weekends and 8-hour shifts throughout the week.

Master Sgt. Jerald Harris, 50th SFS noncommissioned officer in charge of operations, said improved manning in the 50th SFS will allow the unit to better serve Airmen.

“This will allow us to continue to improve the

readiness and lethality of our Defenders.”

“With any schedule, you want to try to find one that fits the force and unit,” Harris said. “Everything is aligned and spelled out for everyone to understand.

This schedule provides additional flexibility.”

Harris, along with Capt. Michael Bruno, 50th SFS operations officer and Senior Master Sgt. Jason Spedding, 50th SFS operations superintendent, each helped build the revised schedule.

They then presented the information to SFS leadership to assist them with the change.

“Leadership provided us with perspective and looked at the overall needs and requirements of Airmen and the overall bigger picture,” Harris said. “This schedule is structured and very consistent as well.”

In addition to 8-hour shifts, Defenders will only work four days a week. Defenders can select either Wednesday through Saturday or Sunday through Wednesday for their schedule.

said. “While I was at Peterson, myself and my team were able to transition them from 12-hour shifts, which they enjoyed. We hold the same expectations here.”

The 50th SFS’s schedule also allow Airmen to train together twice per month every other Wednesday since all Defenders work that day.

“This will allow us to continue to improve the readiness and lethality of our Defenders,” Spedding said. “It also allows them time off and to recover from the week.”

Cortez said he’s working to obtain a degree in criminal justice from University of Arizona Global Campus.

The extra time will provide him and his spouse the opportunity to focus on school.

“This is the first base I’ve worked at where everyone [in security forces] is working an 8 [hour shift],” Cortez said. “I think this is great because it benefits everyone and what we’re able to do outside of work.”

NELLIS AIR FORCE BASE, NV — The development of in-theater command and control mechanisms and training exercises like Red Flag 21-1 will enable future deployment of space assets.

This iteration of Red Flag at Nellis Air Force Base has been engineered to provide consistent and realistic training to include space and cyberspace as mediums for organizational learning to take place at the same level as air operations.

“Red Flag aims to train how we fight against modern

potential adversary capabilities.”

“What my job entails is coordinating blue, red and white space and cyber integration for Red Flag and other key exercises at Nellis Air Force Base,” she added. “I am also the only USSF member in my unit, so I act as a type of ad hoc USSF liaison officer.”

“In addition to that, the Nellis team puts on Mission Commander Academics, which is a full day of academics teaching those who are going to be in mission planning the rules of engagement and what the other players bring to the fight, providing them a baseline of what they need to start on day one.”

Tactical mentors from the 328th Weapons Squadron provide guidance and direction for the non-kinetic planning cell members, which enables them to bring the most up-to-date tactics to Red Flag.

The red forces provide realistic adversary threats for the blue team to fight against. One red force player is 26th Space Aggressor Squadron (SAS), an Air Force Reserve unit with the 926th Wing based at Nellis.

The 26th SAS mission is to replicate enemy threats to space-based and space-enabled systems during tests and training exercises. By using Global Positioning System and satellite communications adversary effects, the squadron provides Air Force, joint and coalition military personnel with an understanding of how to recognize, mitigate, counter and defeat these threats.

“As a unit whose mission is to know, teach and replicate enemy threats — we support the USSF blue players who are currently pushing their individual missions forward in an effort to train expert Guardians,” said Maj Scott Hollister, 26th SAS’s flight commander of Adversary Plans Flight. “This includes teaching representatives from our joint and allied partners on how to employ specific tactics.”

training to Remote Pilot Aircraft (RPA), plus various fighter and bomber platforms during Red Flag 21-1. Additionally, they work closely with cyber aggressors to provide realistic layered effects to multiple space and cyber organizations participating in Red Flag.

The white forces are neutral players who help steer the exercise. They provide inputs to the blue and red players and help control the pace and intensity of the exercise.

A challenge many international players and USSF units can expect to face during exercise planning and execution is being new to the joint all-domain integration game.

“For most participants, this is their very first time participating in Red Flag,” said Taylor. “For the space and cyber non-kinetic functional team leads, it may be their first time doing mission planning. For the pilots, it may be their

first time seeing non-kinetics, space or cyber integrated into the air fight. We introduce it to them so they can prepare to compete and win in all-domain combat operations.”

I assert it is of utmost importance to provide white space in your day, to allow ideas and solutions to be developed in response to the CSAF’s charge.

In today’s world of telework, I have seen many people (myself included) manage to attend two virtual meetings at one time or finish a virtual meeting while physically sitting in an unrelated meeting.

This brings a whole new meaning to the term double booked. Being busy to the point of being ineffective should not be a badge of honor. White space in our calendars needs to be prioritized and respected in order to encourage creative and innovative connections.

Be intentional about blocking time off for “white-space activities,” so the time will not get filled or overrun with other events. In Essentialism: The Disciplined Pursuit of Less, Greg McKeown warns: “If you don’t prioritize your life, someone else will.”

It may create unimaginable solutions, decisions, ideas and connections, which will support the Air Force efforts to accelerate change or lose. If we want our Air Force to be more innovative, we must make time for white space.

Cold weather safety tips Cold weather can increase heart rate and blood pressure. It can make blood clot more easily and constrict arteries, which decreases blood supply. This is true even in healthy people.

Individuals over the age of 40 or who are relatively inactive should be particularly careful.

National Safety Council recommends the following tips to shovel safely: • Do not shovel after eating or while smoking • Take it slow and stretch out before you begin • Shovel only fresh, powdery snow; it's lighter • Push the snow rather than lifting it • If you do lift it, use a small shovel or only partially fill the shovel • Lift with your legs, not your back • Do not work to the point of exhaustion • Know the signs of a heart attack, and stop immediately and call 911 if you're experiencing any of them; every minute counts.

Since the start of COVID-19, and continuing into the new fiscal year, the Air Force has noted an increased usage of tuition assistance. Military tuition assistance has been restored by the Air Force to $4,500 per fiscal year. Air Force credentialing opportunities and online preparatory course funding for fiscal year 2021 are effective immediately. New Military Spouse Occupational Licensure Program

Under a new law effective Jan. 1, 2021, military spouses may obtain three-year temporary credentials for any profession or occupation under the purview of Department of Regulatory Agencies (DPO), if they hold a credential in good standing from another US state or territory and meet certain other requirements.

This new program is provided at no cost to the military spouse and is part of Colorado House Bill 20-1326 Create Occupational Credential Portability Program (HB201326), which Governor Polis signed on June 25, 2020.

Military Members: • For active duty military members, the total amount of 2020 deferred Social Security taxes will be collected evenly from pay between Jan. 1 and Dec. 31. For reservists and guardsmen performing only intermittent duty from January to April 2021, the collections may not be split evenly across pay periods. DFAS will collect 6% of net available pay each pay period. Collections may be extended past Dec. 31, 2021, if the member does not earn enough pay to collect the 2020 deferred taxes before that date. Beginning in January, your myPay LES will reflect the monthly collection amount and contain a note in the remarks section that shows the remaining balance of deferred Social Security taxes.

Civilian Employees: • The amount of Social Security taxes deferred in 2020 will be collected in eight installments between pay-periods ending Jan. 16 and Dec. 31. Beginning in January, your myPay LES Remarks section will include the 2020 deferred OASDI collection amount in that pay period, as well as the remaining balance to be collected. If you separate or retire prior to the deferred Social Security tax being collected in full, you are still responsible for the remainder of your Social Security tax repayment.

The unpaid balance will either be collected from your final pay or you may receive a debt letter with instructions for repayment.

Note, a Form W-2c may not be required for members who separated in 2020.
