Airman, Family Readiness Center hosts key spouse luncheon

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Force Support Squadron hosted a luncheon at the DISH dining facility for the Schriever key spouses and mentors to discuss ways to assist Airmen and their spouses here.

Key spouses exist to take care of spouses and Airmen by providing them with support and resources. Every quarter, key spouses meet with their unit’s first sergeant and commander to discuss Airmen and their families’ concerns and then take that back to other spouses across the installation.

“Key spouses are the liaison between the commander and the spouses.”

Mel Castile, 50th FSS personal and work-life/employment specialist and key spouse coordinator, organized the event which he plans to hold quarterly.

“Hosting events like these can make our families and the Air Force community more knowledgeable of services that are available, thus making them more effective,” he said.

To join the program, spouses must be eager to assist Airmen and their families. From there, they can talk to their unit’s commander about filling the role. Once they earn the position, the spouse will go to the A&FRC for training.

“Key spouses are the liaison between the commander and the spouses,” said Kathy Cipolla, 50th FSS key spouse mentor. “We are a conduit of information and communication to the entire command team.”

Additionally, Cipolla is scheduled to represent Schriever key spouses during the Air Force Awards banquet Feb. 27.

Kristy Smith, 50th Space Wing key spouse mentor, also attended the luncheon. As a key spouse mentor, her role is to provide mentorship to other key spouses and find ways to innovate and grow the program on Schriever.

“The key spouse program is important because you have dedicated individuals who want to help our military families with information and referrals,” she said. “The program is there for family support.”

The 50th Force Support Squadron Airman and Family Readiness Center organized its first key spouse and mentors luncheon Feb. 11, 2020 at Schriever Air Force Base, Colorado. One of the primary purposes of the lunch was to build networking among key spouses. Additionally, the spouses participated in resilience exercises and learned about education opportunities and financial aid offered by the AFRC.

The spouses who attended the luncheon participated in resilience exercises and learned about education opportunities and financial aid available to spouses and Airmen.

“It’s important to know what resources are available wherever you move,” Smith said. “What you may not have needed on one base, you may need at another. By participating in events like this, you’re able to be made aware of some of those resources.”

Since the majority of Airmen who work on Schriever live off base, it can be difficult to get all the key spouses together. This is why the AFRC plans to host these luncheons in the Colorado Springs area.

“If we meet more and train more, we’ll be able to do more for our Schriever Air Force Base community,” Castile said.

“We can get higher participation [among key spouses] and grow stronger as a team.”

Key spouses are trained year-round to include suicide prevention and operational security training. Additionally, they can request extra training they believe can be beneficial to the units they’re assigned.

“The key spouse program is an essential program that often gets overlooked,” Cipolla said. “I’m hoping people invest themselves in the program more because of how beneficial it is for units, [spouses] and the base. We’re here to help.”

Key spouses can be identified by asking the unit’s commander or first sergeant. However, during unit events, key spouses will wear shirts that identify them.

n Jan. 14, 50th Mission Support Group leadership readily encouraged our new executive officer, 1st.

Lt. Hayden Graham, as he feverishly attempted to connect to the live stream of Gen. John Raymond’s swearing in ceremony as Chief of Space Operations of the United States Space Force. After the live stream dropped repeatedly, Col. Brian Kehl, 50th MSG commander, ‘fired’ Graham for not immediately being able to solve the network’s live streaming issues. Fortunately, we were able to connect via personal devices so we could at least listen to the historic event.

I’m glad we stayed committed to the cause as I truly appreciated Raymond’s comments on the oath and where he had previously administered and recited it. As is well known, taking the oath is required for all military members at least once and it is becoming tradition to recite it again at promotion ceremonies. Like Raymond, I am sure many of us can recall details on each of our own oath recitations.

Probably not as well known is that military oaths date back to ancient Roman times when soldiers pledged loyalty to a specific general for a specific campaign; after the campaign ended, the oath no longer applied. When Rome established a professional military, the oath became effective for the soldier’s term of service. During our Revolutionary War, the founding fathers had serious concerns with pledging allegiance to any specific person. General George Washington issued a general

order that required all officers to specifically renounce King George III and support the United States. Later, Washington court marshaled a soldier, in part, for actions that were “contrary to the tenor of his bond and oath of office.” The origin of our current military oath can be traced back to the first session of the First Congress in 1789. This oath consisted of only 14 words and pledged to support the Constitution only.

Since then, 19 pieces of legislation have addressed the oath; 11 amended the officer oath, three impacted the enlisted oath and five addressed both — its original meaning is still intact.

“In the end, it is our oath, they are our words — make them count.”

Given this history and significance of our profession, is it odd that news articles on the ceremony did not include Raymond’s comments on the oath or share his stories on where he had previously recited it? I’m sure many are not surprised by this exclusion as the oath and the Constitution are not a big part of our day-to-day operations, but does this mean we as the military community and general public have become numb to their words and meaning? Do we take it all for granted?

When was the last time the oath or the Constitution was part of an office or field discussion? Or when was the last time you continued page 5 | LEADERSHIP

ARLINGTON, Va. — The U.S. Space Force is looking for feedback from U.S. military space professionals on what Space Force members should be called — similar to how the Air Force refers to its members as ‘Airmen’ or the Army refers to its members as ‘Soldiers.’

Given the significance a name has to the identity and culture of an organization, the Space Force is taking a deliberate approach to ensure Space Force member titles and ranks appropriately convey the nature of the newest Armed Forces branch and the domain in which it operates.

Toward that end, Space Force officials are soliciting ideas related to Space Force ranks, names for operational units and what Space Force members should be called collectively. They are especially interested in soliciting ideas from those currently assigned to the U.S. Space Force or those who expect to be members of the Space Force in the future. will

Officials emphasized several guidelines respondents must consider when submitting ideas. For example, proposals must be gender-neutral, distinctive and should emphasize a future-oriented military force. In addition, submissions cannot violate copyrights, infringe on trademarks or other intellectual property rights, or be proprietary. Any submission falling into those categories will not be considered.

Once the submission deadline closes, a panel of Space Force officials will review inputs along with other feedback received from various sources to help inform a final decision on the new Space Force member moniker. That decision, which will be made by senior Space Force leaders, will be announced publicly at a future date to be determined. come.”

Air Force CAC holders with access to Air Force Portal should submit their ideas online by Feb. 24 through the IdeaScale website at https://usaf.ideascalegov.com/a/ideas/ recent/campaigns/122. Space Force officials will also be reaching out to the Army, Navy and Marine Corps space communities to enable military space professionals in other services the opportunity to submit ideas.

read the Constitution? From my experience, little institutional and individual attention is given to these areas outside of promotion ceremonies as we tend to focus on strategy, operations, personnel and unfortunately to a disproportionate degree in my opinion, taskers.

Does any of this matter? We have been, and are still, the most powerful and capable military in the world, but are we truly able to honor our oath, to protect and defend something that is

not continuously studied, understood or even discussed? This probably depends on one’s perspective; but at the next promotion ceremony, I encourage you to really think about and reflect on the words of the oath as they are recited, whether it is your ceremony or someone else’s. Remember its history and its connection from the first patriots fighting for our nation’s freedom to the patriots of the new Space Force as we continue to ensure the peace. In the end, it is our oath, they are our words — make them count.

Contracting expert transitions to small business

SCHRIEVER AIR FORCE BASE, Colo. — Robert Walter, formerly a 50th Contracting Squadron contracting officer here, began his new position as the small business specialist Feb. 2.

The small business specialist is the 50th Space Wing’s catalyst for providing business counseling to small businesses to support securing contracts and business relationships.

“As a contracting officer, I worked directly with small businesses on a regular basis,” Walter said. “I enjoyed seeing those folks have the opportunity to be awarded contracts or take part in some of our acquisitions.”

Walter now reviews contracts prior to their signing for compliance with Department of Defense directives to ensure small businesses have fair opportunities to compete for wing and base requirements.

“Whatever our requirements are at Schriever, I make sure there’s equality for different types of businesses,” he said.

“Whether that’s service-disabled-veteran-owned small businesses or women-owned small businesses, we make sure those different socioeconomic categories are equally distributed.”

Every fiscal year, the Department of Defense sets goals for each agency to meet.

“Our goal is to award almost 76 percent of contracts to small businesses,” Walter said. “We’re probably closer to 70 percent already, so we’re going to achieve that goal. The other work is trying to achieve it in each small category (servicedisabled-veteran-owned small businesses or women-owned small businesses). That gets a little tougher.”

The wing has no trouble meeting their goals when working with small businesses as a whole. However, challenges arise when it comes to women-owned businesses and servicedisabled businesses due to the smaller market.

“A lot of the time, those small businesses are already disadvantaged in terms of competing for government contracts,” said 2nd Lt. Nicole Guzman, 50th CONS contract manager. “Sometimes they can’t provide the capability we need in the full terms of conditions of the requirement.

The law requires us to use those small businesses, but at the same time, sometimes they aren’t able to give us what we’re asking for.”

When that’s the case, the 50th CONS can put in a Justification and Approval form, which explains why they weren’t selected.

With goals in mind, the contracting officers perform market research during the early stages of the acquisition period.

Walter then reviews market research to see if he’s met with vendors in the past, through outreach programs or interviews to see if they’ve captured the right audience.

“Our goal is to

“I see a request come up and we try to find a local company,” he said. “That brings money to that company, it employs those workers and boosts our economy within the state and the nation. That’s the magic that happens when we’re able to do that.”

To provide outreach, Walter goes to the Colorado Technical University monthly and attends a Procurement Technical Assistance Center conference, which is an organization that assists small businesses, preparing them to do business with the state and federal government.

“We go down there and provide a briefing [about] the base, sharing our goals and any upcoming opportunities,” he said. “We show them what we currently have a need for, so if a vendor is there that we don’t know about, they can say, ‘Hey Robert, I’m interested in that, I think that’s something our company can do.’ That’s an avenue that gets them in the door.”

In conjunction with the contracting squadron, Walter

also conducts industry days to host vendors at Schriever and show them some of the requirements the wing has, solicit their interest and possibly learn if they can identify a business to fill the gap.

“We also do one-on-one interviews here,” he said. “They contact me directly and we give them a half hour to provide an introduction on their company. We go through what they can do here, [and] if we have a need for it.”

Walter said the biggest take away is they’re here to assist our military at all levels and the local community.

“The greatest reward is our relationships with the local communities,” he said. “We also employ companies in the surrounding states and anywhere within the country. It helps to grow not only our local economy, but also the nation’s economy. Right now, small businesses make up roughly 48 percent of the [nation’s] work force. That’s why it’s important we take notice of small businesses and provide them opportunities so the nation’s economy stays healthy.”

TAPS Education Track

The TAPS Education Track is for transitioning members pursuing higher education. The course is scheduled 9 a.m.-4 p.m. March 26-27. This track focuses on topics such as how to achieve academic success, how to research and compare institutions and how to finance higher education. After completing the TAPS Education Track, service members will be prepared to complete an application

to an accredited institution, schedule a session with a counselor from an academic institution, or meet individually with education counselors as needed.

Tuition Assistance Brief

The 50th Force Support Squadron is scheduled to host a tuition assistance brief from 3-4 p.m.

March 9 and 27 in Building 210, Room 310. No appointment is required, and the briefing is mandatory for all first-time TA users. Additionally, any personnel who have not pursued their education in the last year are now required by AFI 36-2649 to have follow-up counseling. This briefing fulfills the requirement.

Informed Decision Course

The 50th Force Support Squadron is scheduled to host an Informed Decision Course 9 a.m.-noon March 31, in Building 210, Room 310. The course is designed to enhance knowledge of Air Force benefits. The goal is to ensure personnel obtain needed information in order to make sound decisions for themselves and their family. First term Airmen and second term Airmen 12-15 months prior to their date of separation are required to attend pending involuntary separation.
