OINT BASE SAN ANTONIO-CHAPMAN TRAINING ANNEX, Texas — If someone told me on Dec. 31 what was going to happen in 2020, I probably would’ve thought he or she was crazy and needed to talk to someone. I would’ve reached out to his or her leadership and asked them to keep an extra eye out for that individual. I think anyone would be seriously concerned.

Think about it: That person would have said our kids won’t physically go back to school after spring break and would have to finish the school year through “Zoom.”

That person would have said that we’d have to wear masks everywhere we go. Bars, restaurants, gyms and many other places deemed unessential would be closed down.

The government would encourage us not go to work in order to help decrease the spread of a virus; a virus that would ultimately become a pandemic and during that pandemic there’d be massive protests around the world condemning police brutality.

Unfortunately, that crazy person would’ve been right and the few things I’ve listed are now a small part of our new normal.

As a Reserve Citizen Airman in the United States Air Force, I find peace in knowing I am not the only one feeling what

I’m feeling at these times. All Reservists understand the extra responsibilities we carry on top of our already complicated civilian lives.

In times like these, it is important to realize we are not alone.

There is an invisible enemy creeping its way into our hearts and minds and we, as Airmen, must take extra precautions to look out for our mental health and the mental health of our Airmen.

I find myself reaching out to my Airmen not just for them, but for my own mental health as well. We are all trying to adjust to our new normal and as a Reservist, we are used to

interacting with each other at least once a month. For many Airmen, that bond and understanding we get once a month cannot be duplicated in the civilian world.

50th CONS Base Support Flight hosts morale boosters

SCHRIEVER AIR FORCE BASE, Colo. — The 50th Contracting Squadron’s Base Support Flight continues to find methods to improve productivity with its weekly morale boosters.

To ensure her office’s Airmen remain proficient and enjoy their time, Kristin Heikkila, 50th CONS PKB Flight chief, designed morale boosting activities to occur within the flight, in an effort to curb stress created by a manning shortfall that occurred in January 2020.

“We assigned a person a week, and their selection for an event had to be something that would improve morale in the flight,” Heikkila said. “I didn’t care what it was, and it didn’t have to be anything expensive. It just had to be something that boosted our morale. I told them when we started this, it was no holds barred.”

The first two occasions, which did not have specified themes, included an ice cream social with snacks and fruits for Airmen.

After two weeks, COVID-19 put the majority of flight’s morale boosters on hiatus, as the virus forced numerous Airmen to telework. When Schriever authorized members to return to work in June, Heikkila ensured morale boosters started up again. “[The morale boosters] continued out of necessity,” Heikkila said. “People were bogged down with all the things going on in the world — COVID, [civil unrest] — and the synergy was off. I needed to do something to go with my whole philosophy: Happy people are productive people.”

One of the most notable boosters hosted by the flight was the petting zoo that brought animals from rabbits to alpacas to Schriever July 20, 2020.

the animals featured at the petting zoo. Damon, who lives on a farm, wanted to create the event since numerous Airmen ask about the animals.

“When I thought of [bringing animals to Schriever], I came in [the office] and said, ‘I need to talk to [Heikkila] T:9.5" about my plans,’” Damon said. “[Heikkila] said we could

do whatever, and I was like, ‘I probably need to talk to you about this one.’”

What the hail? P-S GAR JA can offer help

SCHRIEVER AIR FORCE BASE, Colo. — In the past two months, Schriever and Peterson Air Force Bases experienced hail storms in which members’ vehicles were damaged.

In many cases, the damages were destructive enough for members to file claims with their private insurance providers. To help those in need, the Peterson-Schriever Garrison legal team is working to help members, who qualify, to file a claim with the Air Force.

“The Air Force Aid Society gives out

interest free loans based on a case-by-case scenario.”

“After receiving a settlement, or if [the member has] liability only, no comprehensive coverage, a claim can be filed with the Claims Service Center,” said Capt. Kelly Fennel, P-S GAR Judge Advocate Office chief of civil law.

Eligible members who are able to make a claim through the AF include: • Active duty Department of the Air Force personnel.

• Retired or separated Air Force military personnel who suffer loss or damage resulting from the last entitled storage or movement of their personal property.

• Air Force Reserve Command and Air National Guard personnel for an incident that occurs while they are performing federally funded active duty, inactive duty for training, or full-time National Guard duty.

• ANG technicians under Title 32 USC § 709.

• Civilian employees whom the Air Force pays from appropriated funds.

• Civilian employees of the Defense Commissary Agency who work on an Air Force installation.

In many cases, the damages were severe enough for members to file claims with their private insurance providers. In order to help those members, the Peterson-Schriever Garrison legal team is working to help members file a claim with the Air Force.

• DoD Dependent School teachers and administrative personnel employed at schools on or serviced by Air Force installations.

• AF Reserve Officer Training Corps cadets while traveling at Government expense or on active duty for summer training.

• US Air Force Academy cadets.

• Non-Appropriated Fund Instrumentality employees are not proper claimants under the Military Personnel

and Civilian Employees’ Claims Act. However, such claims are accepted and processed consistent with this Instruction and forwarded to the NAFI for action.

Members may begin their claims at https://claims.jag. af.mil/. Contact the P-S GAR JA for the specific log in information.

Upon starting the claim, members should be prepared to provide the following: A statement from the member’s supervisor stating they were on duty at the time of the storm. Other documents required are vehicle registration, insurance documentation and a receipt showing the member paid a repair company for their deductible.

“It is very important to keep your documentation related to the storm,” Fennel said. “If you have liability only, you must upload a copy of your Insurance Policy Declarations page showing your coverage and a receipt showing repairs were paid for.”

After the claim is made, the Air Force Claims Service Center will either offer a settlement for the deductible or deny the claim.

“If a settlement is offered, it may be for either the full amount or a partial amount,” Fennel said. “It is the member’s decision on whether to accept the offer or appeal it.”

If a member was put in a difficult financial situation due to the damage that occurred, they may receive help through the Air Force Aid Society. The amount of money loaned out is different based on the needs of the member and other factors.

“The Air Force Aid Society gives out interest free loans based on a case-by-case scenario,” said Lenea Lance, Airman and Family Readiness Center certified personal financial counselor.

the Airmen they intended to bring together, Heikkila believes the events continue to benefit them.

“I’m extremely happy with the results because you can see the changes in and around the flight,” Heikkila said. “You can see it in [the Airmen’s] body language, you can see it when they communicate with one another.

You can tell they’re burning off stress and coming together as a unit.”

The flight recently hosted a morale booster based on the television series ‘The Office’ with several references to the show sprinkled throughout their workspace.

Senior Airman Cindy Delgado, 50th CONS contract specialist, had the idea to choose the theme and selected it due to the familiarity.

“I just really love ‘The Office’ and I felt like there was a lot we could do with it,” Delgado said. “I brought in brownies and there’s only one scene that has to do with brownies. So it was meant to be funny.”

The morale booster also helped Delgado break the ice with Airmen in the flight as she arrived to the unit in early August.

“Being new is hard sometimes, but with this I got to show my sense of humor,” she said. “Everyone understands a part of me and how to joke around with me. It feels good to share that with everyone.”

21st CPTS Airman selected for panel

SCHRIEVER AIR FORCE BASE, Colo.

— Senior Airman Sean Musrasrik, 21st Comptroller Squadron financial operations technician at Schriever Air Force Base, was one of six Airmen across the Air Force selected to speak on the first Financial Management Airmen’s Panel Aug. 12, 2020.

More than 100 Airmen attended the webinar where Chief Master Sgt. Kendall Briscoe, Executive for Enlisted Matters to the Assistant Secretary of the Air Force for Financial Management and Comptroller, gathered ideas from Airmen and provided the opportunity for the financial management community to learn different perspectives from across the Air Force.

“You tend to hear a lot of opinions and ideas of leadership, but you don’t always hear to get it from the technicians and Airmen,” Musrasrik said. “For us to be able to have the chance to talk about issues we can fix because we see what is going right or wrong, was a good opportunity.”

“He has experience and understands there’s not

just one way to do something.”

The 21st CPTS got an email from Briscoe a month prior to the meeting seeking an Airman for the call. Musrasrik earned the opportunity after his leadership submitted his name forward to Briscoe.

Master Sgt. Jonathan Mollison, 21st CPTS superintendent, recognized Musrasrik‘s diligence, work ethic and his background could help him represent the Comptroller Squadron well.

“Master Sergeant [Jonathan] Mollison was the one who asked if I wanted to do [the webinar],” Musrasrik said. “Before he could finish asking the question, I said ‘Absolutely.’ Chief Master Sergeant Briscoe wanted to find sharp Airmen who weren’t afraid to give their perspective, and I was fortunate they chose me.”

Mollison said Musrasrik earned multiple quarterly awards and his credibility, as well as his breadth of experience, enabled him to fulfill his role in the webinar.

“Musrasrik has been to multiple bases and often times, you’ll have someone who’s been in five years and has only been to one base,” Mollison said. “He has experience and understands there’s not just one way to do something. That makes our team stronger and faster.”

Musrasrik said he wanted to speak on

the panel to be a “voice for the voiceless” in the financial management community.

“I wanted to get out there, give my perspective and get other Airmen’s perspectives,” Musrasrik said. “You don’t always get the opinions from the technicians and Airmen who are in the weeds doing the dirty work. I think our opinions hold a lot of weight.”

Mollison agrees with the importance of hearing not only Musrasrik’s thoughts, but the other Airmen who provided their viewpoints.

“They’re the ones who turn the metaphorical wrench each day,” Mollison said.

“They’re the ones who roll up their sleeves to help customers, complete travel vouchers, military pay transactions and more.

To hear their concerns and perspectives regarding what they think will be the future of the Air Force is important.”

The webinar lasted nearly two hours and covered a myriad of topics including thoughts on the upcoming programs and systems such as the Air Force Integrated Personnel and Pay System, which will go online in 2022.

Musrasrik said AFIPPS “will change the finance career field” and will integrate personnel and financial systems to take the process from multiple steps to one.

“So if you get married, normally, you have to go to the [Military Personnel Flight] to update that information,” Musrasrik said. “Then, you have to come to finance. The idea [with the system] is in two years or so, you’ll only have to go to one of them.”

Airmen also discussed what advice they’d give to noncommissioned officers in charge and supervisors to provide better leadership, processes and programs financial management can eliminate to save time, how to enhance diversity, the best aspects of being in financial management and adjusting to change.

“I make sure to focus on what I can control,” Musrasrik said. “If that’s me answering phone calls or replying to emails, whatever I can do, I give 100%. That’s what I voiced during the webinar. I want to show people we’re dedicated. My desire to be the best at what I do motivates me to come in a little earlier or stay later.”

Mollison said he was grateful with Musrasrik’s display during the webinar and said he’s an “outstanding” Airman who is always willing to assist with the mission any way he can to help his Wingmen.

“Musrasrik’s great at his job from a technical level and also accepts new challenges,” Mollison said. “That’s what the Air and Space Force’s need, Airmen who don’t shy away from challenge. They learn something, then master it and then reach out to find a new skill or new aspect of the job and ultimately become well-rounded.”

Schriever listens, learns with Crucial Conversations

SCHRIEVER AIR FORCE BASE, Colo. — The global pandemic, social unrest and economic concerns have many Airmen feeling uneasy, leading Chief Master Sgt. Boston Alexander, Peterson-Schriever Garrison command chief, to launch Crucial Conversations.

Crucial Conversations is a sit-down discussion with Airmen to speak, listen and learn about current events and issues affecting them, with hopes of educating others while simultaneously working to find solutions.

“There are some things we believe as senior leaders, but we want to know what’s going through the minds of our Airmen,” Alexander said. “We created a forum so people could communicate directly with senior leaders and each other to share what’s on their minds. It’s open, there’s no attribution and no rank requirement. We just ask you treat everyone in attendance with dignity and respect.”

Since June 26, Alexander has hosted five Crucial Conversations, one in the wing conference room, the First Term Airman’s Course classroom and the base event center. Currently, there isn’t a plan to have a permanent location for the event.

“We do this to continue the development of a culture of inclusion, an environment that fosters respect for all people,” Alexander said. “We are the best at what we do because of our diversity. Diversity and inclusion are critical in us maintaining our edge as the world’s greatest Air and Space Forces.”

Crucial Conversations is a part of a larger initiative developed by Alexander and Col. James Smith, P-S GAR commander, with the support of other senior leaders on the installation.

The initiative is called LEAD and was implemented June 26 by Alexander.

In past Crucial Conversations, the wing commander, the group chiefs and the first sergeants have attended alongside Alexander to expand their knowledge from the information provided by those taking part and offered their perspectives on issues.

However, the panel isn’t just for senior leaders to learn from Airmen — it’s for Airmen to do the same. Airmen are able to voice their struggles and concerns not only to leaders, but their total force wingmen.

“Crucial Conversations is about things we consider taboo — race, religion, sexual orientation — things that make us feel uncomfortable but need to be talked about,” said Capt. Carmilya Jones, 50th Operations Support Squadron senior instructor. “If we continue to sweep things under the rug, we’re never going to move forward. As part of their LEAD initiative, the P-S GAR leadership team is also placing drop boxes across the installation, inside and outside of the restricted area. Airmen will be able to anonymously write-in their experiences and any hardships they may have gone through on the installation. The only people to see these papers will be the command chief, commander and the Equal Opportunity Office.

The P-S GAR leadership team plans to use the information they receive from drop boxes and surveys to address how Airmen’s concerns came about and create permanent solutions through training, programs and resources.

“We have an opportunity through our actions to provide hope,” Alexander said. “We have teammates who are hurting, teammates who are confused [and] unsure about things. When we come together as a family, when we show we are our brothers and sisters keepers, that we can listen to each other and learn something, it builds hope. I believe we have way more good than bad in this world — and I believe together there is no force that can stop us.”

STAR Delta OL-A strengthens space warfighters

— The Space Training and Readiness Delta, Operating Location Alpha is the U.S. Space Force’s gateway to maintaining space superiority as they provide critical services to the branch’s warfighters in real time.

Space is a constantly evolving warfighting domain, challenging USSF operators’ ability to remain the most advanced warfighters on the planet. That is where OL-A comes in.

“The [OL-A] provides realistic space training to a wide range of audiences, from space operators to combat units across the [Department of Defense], to ensure that exercises and training events are as realistic as possible for the members of the Armed Forces,” said Lt. Col. Steven Melvin, OL-A deputy director.

The unit’s 69 personnel boasts more than 500 years of combined experience in space and training and participate in over 50 annual exercises that support the armed forces.

“With the rapid advance of technology and tactics, it's important we work together to create a strong understanding of our weapon systems,” said Master Sgt. Eric Henson, OL-A communications flight chief.

“Units and warfighters must be familiar with where they fit in the battlespace and how they impact our teammates as well as our adversaries. Accurate and frequent training allows us to better leverage multi-domain command and control which will be a deciding factor in winning the battles to come.”

The primary training organized by the OL-A is SPACE FLAG, a major exercise for USSF units to participate in. SPACE FLAG is conducted three times a year and is evolved

space community and directly support training and operations from within that community,” said Kevin Rhoades, OL-A director. “The [Secretary of the Air Force] directed [OL-A] to become part of the U.S. Space Force because we offer core capabilities that make the Space Force stronger.”

Despite moving to the USSF, the OL-A also provides support for maritime, combat air and mobility and special operations. “[We’re able to] project electronic intelligence data into HH-60 cockpits to help the aircrews locate downed Airmen anywhere on the globe,” Rhoades said. “We generally do this over CONUS ranges, but recently supported an expeditionary rescue squadron down range in the [United States Central Command area of responsibility].”

Those serving in the OL-A need to have an in-depth understanding of the space warfighting domain to maximize efficiency within the unit which often means no first-term Airmen are assigned to the OL-A. “A great deal of self-reliance and ingenuity is required,” Henson said. “Our work can be fast-paced and very technical so it helps to have a strong background before arriving.

Since we support a broad range of customers, there will be many times you will find yourself flexing to fill new roles in order to get the mission done.”

The OL-A strengthens the USSF’s space warfighting capabilities by developing, planning and executing numerous training opportunities yearly.

“Space is a unique and amazing domain that provides the U.S. and the world with some pretty unique capabilities — navigation, communication, imagery, and more,” Melvin said. “We are here to ensure we don’t get surprised in space by an adversary looking to take away our strength.”

PETERSON AIR FORCE BASE, Colo. — Space Flag, the tactical-focused exercise for space warfighters, successfully concluded its ninth exercise iteration (Space Flag 20-3) at the Boeing Virtual Warfare Center in Colorado Springs Aug. 21.

This was the first Space Flag exercise completed as part of the new Space Training and Readiness (STAR) Delta Provisional.

The U.S. Space Force stood up STAR Delta Provisional in July at Peterson Air Force Base.

“The stand-up of the provisional Space Training and Readiness Delta is a critical step to aligning education, training, test and evaluation units for the Space Force,” said Maj. Gen. DeAnna M. Burt, Director of Operations and Communications, USSF. The O-6 led STAR Delta Provisional will serve as the parent organization for a number of education, test and evaluation units transferring to USSF, including the unit responsible for Space Flag.

“Space Flag is one of the many ways we are working to prepare our crew force to ensure freedom of action in or domain so that we can continue to deliver the space-enabled combats edge to the joint and combined force,” said Col. Peter J. Flores, STAR DELTA Commander, USAF. Despite an adjusted construct and measures taken due to the COVID environment, the two-week exercise where space crews learn how to fight through and prevail against a thinking adversary in potential future conflicts began Aug. 10.

“While we have made many changes to our typical exercise in terms of participant numbers and sequence of events, we have fully embraced the opportunity to train future space warfighters,” said Capt. JamieLynne

Hart, Space Flag Exercise Director, USAF. Space Flag originated in 2017 under Air Force Space Command and is modeled after the enduring success of U.S. Air Force Red Flag exercises, but set in an orbital domain.

The exercise continues to grow the tactical and organizational relationships between the National Reconnaissance Office and USSF, further optimizing America’s ability to provide critical space capabilities to users around the globe. Space Flag 20-3 involved a total of 34 participants.

“Our mission is to prepare space warfighters to defend America’s interests in space. The key to maintaining space superiority is integration and ingenuity, and Space Flag is the optimal platform for USSF to sharpen these skills,” said Hart.

Based on lessons learned, a refined approach to spin-up for the exercise was taken to cut it down from two days to one. This offered participants more time to really get after the training the exercise is meant to provide. Decreasing the number days allotted for spin-up also allowed the team to maximize throughput of the training audience and lessen impacts from COVID-19.

During the exercise, participants were organized into three cells with different mission sets which included the Blue Cell, White Cell, and Red Cell.

“Our participants were challenged to be bold, and they carried that warfighter ethos throughout mission planning and execution. I was impressed,” said Hart.

Twenty-four participants were Blue Cell players. Blue Cell simulates orbital engagement maneuvers to gain and maintain space superiority against space threats. These players were derived from the newly established Deltas,

which included Delta 2, Space Domain Awareness; Delta 3, Space Electronic Warfare; Delta 4, Missile Warning; Delta 8, Satellite Communications; and Delta 9, Orbital Ware, as well as NRO representatives.

The Space Flag construct already inherently aligns the Blue Player participants within their fundamental missions, so the transition of units from USAF wings to USSF Deltas was seamless to the exercise.

The Red Cell, which simulates what the thinking and determined adversary aims to accomplish were made up of participants from the 527/26 Space Aggressors Squadron. They act and react to Blue Cell movements to present challenges and complications that may occur within the space domain.

Sometimes a person’s body language and facial expressions will tell us what a person may not say with their mouths.

Even though leadership is enforcing social distancing to thwart physical safety concerns, this does not mean Airmen should isolate themselves in these difficult times. Now, more than ever, is the time to lean on one another and attack the invisible enemy creeping its way into all of our lives. Loneliness will not be an invisible enemy in our organization if we come together and actually utilize the technologies we already have to stay connected.
