Huntsville, Ala. — Guardians serving at the Missile Defense Agency in Colorado Springs, Colorado, and Huntsville, Alabama, joined Chief of Space Operations Gen. John W. “Jay” Raymond in a ceremonial Service transfer on August 2, 2021, to celebrate their transitions from the U.S. Air Force to the U.S. Space Force.

As Chief of Space Operations, Raymond serves as the senior military member of the Space Force and is a member of the Joint Chiefs of Staff. Raymond is responsible for organizing, training, and equipping all Guardians serving in the United States and overseas. He presided over a virtual transition ceremony from the Pentagon as the new MDA Guardians’ families attended in person or online from locations across the U.S.

Each permanent transfer was voluntary, as the Space Force began accepting applications for transfers in May 2020 from airmen in career fields such as engineering, intelligence, cyberspace operations, and acquisition. Raymond said more than 5,400 personnel have transferred into the Space Force to date.

With more than a dozen Guardians now serving with the MDA, U.S. Space Force Maj. Gen. Phil Garrant said these select personnel are essential to the MDA mission of defending and protecting U.S. and allied interests in space.

“Space superiority is critical to our national defense,” Garrant said. “It’s no longer a future warfighting domain, it’s today’s essential operating environment, especially for the missile defense mission.”

“The Guardians have a natural role here at the Missile Defense Agency that is synonymous with the Space Force mission to deter aggression in, from, and to space,

to protect the interests of the United States in space, and to conduct space operations,” Garrant said.

Garrant is the program executive for the MDA’s Ground-Based Weapon Systems (GW), including Ground-Based Midcourse Defense, Terminal High Altitude Area Defense (THAAD), four Joint U.S. and Israeli programs, and several classified programs.

The Guardians officially transferred to the Space Force following their Senate confirmations in June, along with other Guardians serving at the MDA, including Garrant, Lt. Col. Benjamin Barbour, Lt. Col. Shyam Munshi, Lt. Col. Aaron Sprecher, Lt. Col. William Steininger-Holmes, and Maj. Christine Ewing. MDA Guardian Master Sgt. Mitchel Tolsma transferred to the Space Force earlier this year. MDA’s first Guardian, Maj. John Burton, has moved to an assignment outside the MDA. Established Dec. 20, 2019, within the Department of the Air Force, the Space Force is the newest branch of the Armed Forces.

COLORADO SPRINGS. Colo. — The U.S. Space Force expanded its University Partnership Program at the University of Colorado during a Memorandum of Understanding signing event Aug. 20.

Vice Chief of Space Operations Gen. David D. Thompson joined University of Colorado President Todd Saliman on the University of Colorado Colorado Springs campus to sign the MOU. “The state of Colorado and community of Colorado Springs have long been key members and supporters of the national security space enterprise, so it’s fitting for the Space Force to establish a formal partnership between the University of Colorado and the Space Force,” Thompson said.

Signing an MOU is only the first step in defining the partnership. Next, the Space Force will work with CU and each university that fol-lows to outline specific implementation milestones to meet the program’s four main goals.

1. Establish opportunities for world-class research, advanced academic degrees, and workforce and leadership development for USSF Guardians 2. Identify and pursue research areas of mutual interest with member universities, individually and collectively 3. Establish scholarship, internship and mentorship opportunities for university students and ROTC cadets 4. Recruit and develop diverse officer, enlisted, and civilian Guardians with a particular focus on Science, Technology, Engineering, and Mathematics “We’re thrilled the U.S. Space Force selected the University of Colorado for its University Partnership Program,” said Saliman. “Given Colorado’s aerospace and

defense economy — the largest per capita in the nation — and CU’s broad array of related workforce and re-search capabilities, we’re excited to contribute to Space Force’s workforce and help advance our nation’s aerospace and national security capabilities.”

Thompson also highlighted the focus on ROTC scholarships and the hope to attract talent from geographic or cultural communities underrepresented in military service.

“The partnership with CU will not only advance space science and technology through research efforts, but it will also provide a path to higher education and workforce development,” Thompson said.

“In order to protect the space capabilities America and the world rely on every day, we need the brightest minds working together in high-performing teams to drive innovative solutions.”

The CU system is the second university in the UPP, joining University of North Dakota that signed an MOU Aug. 9. The nine addition-al universities on track to join the partnership in fiscal year ’21 are: • Georgia Institute of Technology • Howard University • Massachusetts Institute of Technology • North Carolina Agricultural and Technical State University • Purdue University • University of Texas System (beginning with Austin and El Paso) • University of Southern California Universities were selected based on four criteria: the quality of STEM degree offerings and space-related research laboratories and ini-tiatives; a robust ROTC program; a diverse student population; and degrees and programming designed to support military, veterans and their families in pursing higher education.

Space Force activates Space Training and Readiness Command Staff Report Secretary of the Air Force Public Affairs

PETERSON SPACE FORCE BASE, Colorado — The Department of the Air Force activated the third and final field command of the U.S. Space Force, Space Training and Readiness Command, in a ceremony here Aug. 23.

Secretary of the Air Force Frank Kendall approved the final organizational structure for STARCOM’s establishment on Aug. 13, and Chief of Space Operations Gen. John W. "Jay" Raymond wasted no time putting the new command’s leadership team in place.

Brig. Gen. Shawn N. Bratton, Air National Guard, assumed command after leading the STARCOM planning team since February 2021. Col. Todd Moore will be the deputy commander and will promote to brigadier general in September, and Chief Master Sgt. James Seballes will be the senior enlisted leader of the new field command.

“Today marks a significant milestone for the U.S. Space Force,” said Raymond. “The stand-up of STARCOM is a critical step in aligning education, training, and test and evaluation units under one command, in support of the nation’s newest military Service. With our three field commands and commanders now in place, we continue to transition from inventing the force to integrating it, with a targeted focus on developing combat-ready space forces and delivering critical space warfighting capabilities to joint and coalition forces.”

People are at the heart of STARCOM’s mission. It is charged with preparing Guardians to prevail in competition and conflict through innovative education, training, doctrine, and test. It will deliberately develop Guardians from accessions to separation or retirement, and at every career milestone in between, providing realistic and accessible training, range, and test environments to support the warfighter.

“As space capabilities have evolved over the decades from novelty to nicety to necessity, so has the need to have a mil-

itary service focused on the space domain that is supported by a command dedicated to developing space professionals,” said Bratton. “The bottom line is that STARCOM will prepare every Guardian to prevail in conflict through innovative warfighting capabilities and tactics that keep USSF ahead of any emerging threat.”

STARCOM’s five goals are: • Build the USSF training enterprise • Develop a domain-focused education enterprise • Develop space doctrine and tactics • Build the test and range infrastructure • Develop and reinforce Space Force culture.

It will accomplish these goals through the missions of its five subordinate deltas, which are organized around a specific function, such as test, doctrine, training, etc.

With the standup of STARCOM also comes a heightened focus on establishing the Space Test Enterprise necessary to deliver robust and credible space capabilities and prepare Guardians to respond to future threats.

“USSF is taking a bold step with the standup of STARCOM by implementing a service-wide integrated test philosophy and bridging the gap between acquisition and operational communities to field resilient space capabilities at speed,” said Col. Nick Hague, Director of Test and Evaluation, Headquarters USSF. “Within STARCOM, Space Force will develop the talent, test infrastructure, and test culture that will help secure our nation’s interests in the space domain.”

During the ceremony, STARCOM deltas — the five subordinate O-6 commands — were also activated. Deltas are comprised of squadrons focused on specific tactics.

The STARCOM deltas and their related functions are:

Space Delta 1

Training: provides initial skills training, specialized warfighter follow-on training, and advanced training events and courses in order to prepare USSF forces, and designated

joint and allied partners, to prevail in a contested, degraded, operationally-limited, all-domain environment.

Space Delta 10 Doctrine and Wargaming: develops USSF doctrine and tactics, conducts the USSF Lessons Learned Program, and executes and supports wargames in order to posture USSF forces, and designated joint and allied partners, to prevail in a CDO, all-domain environment.

Space Delta 11 Range and Aggressor: delivers realistic, threat-informed test and training environments through the provision of live, virtual, and constructive range and combat replication capability in order to prepare USSF, joint, and allied forces to prevail in a CDO environment.

Space Delta 12 Test and Evaluation: prepares USSF forces to prevail in a contested, degraded, and operationally limited environment through the independent test and evaluation of USSF capabilities and delivery of timely, accurate, and expert information in support of weapon system acquisition, operational acceptance, and readiness decisions.

Space Delta 13 Education: delivers institutional developmental education, develops U.S. Space Force officer accessions and executes advanced education programs in order to prepare USSF forces and designated joint and allied partners to prevail in a CDO, all-domain environment.

The locations for STARCOM headquarters and each of the deltas, except for Delta 1, will be determined following the Department of the Air Force’s Strategic Basing Process and approval by the Secretary of the Air Force. Delta 1 will be located at Vandenberg Space Force Base, California.

Over time, the AFCT realized RAGBRAI was an opportunity to present a positive image to the other riders. SCHRIEVER SPACE FORCE BASE, Colo. — It’s a summer evening in Sac City, Iowa, and suddenly the population multiplies seven times. Sac City is the first overnight on the route of the 2021 Register’s Annual Great Bicycle Ride Across Iowa, where over 15,000 cyclists are camping after an 84-mile day.

Register’s Annual Great Bicycle Ride Across Iowa is a noncompetitive cycling event held each July and organized

by The Des Moines Register, the daily paper of Iowa’s capital.

The first ride occurred in 1973 when Des Moines Register journalists John Karras and Donald Kaul decided to ride and write across Iowa. This inaugural trek was unofficially called “The Great Six-Day Bicycle Ride.” Three hundred riders began in Sioux City on the Missouri River, and 114 cyclists completed the event in Davenport on the Mississippi River. The following ’74 ride was called the Second Annual Great Bicycle Ride Across Iowa. The third year included “Register,” and the designation remained.

Of the 15,000 RAGBRAI cyclists, 100 to 130 are with the Air Force Cycling Team; which was founded in ‘95 by Stuart “Stu” Carter with only 28 riders. Over time, the AFCT realized RAGBRAI was an opportunity for positive influence upon riders and residents. The team evolved from “riding fast to impress” to “slowing down to chat,” and started helping

civilian cyclists with flat tires, mechanical issues, and race support. The AFCT has garnered a reputation throughout the RAGBRAI community as “the guardian angels of the road” — replacing chains, directing traffic, rendering first aid, and simply encouraging tired riders.

In this year’s 48th RAGBRAI — from Le Mars to Clinton, July 25th to 31st — two Guardians of the Peterson-Schriever Garrison rode as members of the Air Force Cycling Team: U.S. Space Force Tech. Sgt. Kristopher Rowell, Space Delta 9 — Orbital Warfare, 1st Space Operations Squadron future operations section chief, and U.S. Space Force Capt.

Nicholas Ruiz, DEL 9, 1st SOPS director of assessments, exercises and analysis.

“Our main role is assisting riders broken down or injured,” said Rowell. “Anytime somebody is on the side of the road, you will see an Air Force Cycling Team rider with them or you will be that rider, because that is what we do.”

This was Ruiz’s first RAGBRAI, recruited by veteran-rider Rowell.

“I immediately recognized the magnitude,” said Ruiz.

“The Air Force Cycling Team has laid a foundation of trust.

During RAGBRAI, never leave an Airman behind rings true for all cyclists.”

In contrast, this was Rowell’s fifth RAGBRAI: “I gave it a shot and found my brotherhood,” Rowell said.

Ruiz was at Maxwell Air Force Base, Alabama, for

Squadron Officer School a week before meeting the AFCT. “There was an instant family connection with the Air Force Cycling Team established by the veteran riders and support staff,” said Ruiz. “Everyone was helpful, patient and excited — any newcomer-nerves were washed away.”

Growing up in Arizona, Ruiz played baseball, football, soccer and wrestled. While in the Air Force, and now Space Force, he’s enjoyed physical training tests and challenges: 10Ks, tire flipping, push-ups and more. Since being at Schriever Space Force Base, Colorado, Ruiz has run the Air Force Marathon three times, an event held annually at Wright-Patterson AFB, Ohio, since ‘97.

“Captain Ruiz was a natural addition to the Air Force Cycling Team,” said Rowell. “He’s an exceptional athlete, but his positivity and drive to serve others are what make him great. Civilian riders gravitated to his positive attitude.

You’d be amazed how perfect strangers open up when they recognize [someone is] approachable and genuine.”

Day five of the ride was 83.7 miles from Waterloo to Anamosa, but included a stop in Jesup, a town of 2,500.

“The town lined main street with U.S. flags,” said Ruiz.

“I sat down to enjoy coffee and a home-cooked breakfast [when] an elderly lady approached my group to tell us she was happy to see us. Her husband, and numerous family members, had served — and seeing us invigorated her love continued page 11 | CYCLING TEAM

for our country. I realized those who served before me did their part, carrying the torch and now it’s been passed. I will proudly serve and cherish my time in uniform before it’s time to pass it on.”

On the second-to-last day of RAGBRAI, during a team dinner in Dewitt, Rowell was recognized by AFCT’s director Larry Gallo as Rider of the Year.

Awarding Rowell as Rider of the Year was one of Gallo’s last acts as executive director. After finishing the 48th RAGBRAI, he passed the director torch to Trey Munn, retired chief master sergeant with the 388th Maintenance Group at Hill AFB, Utah.

“Being selected as Rider of the Year is a great honor,” said Rowell. “Although, there were several who earned it just as much, if not more.”

“Kristopher Rowell is an incredible person and a selfless leader,” said Ruiz. “He was awarded the 2021 AFCT Rider of the Year because of his numerous positive attributes and how he represents the team.”

Rowell reflects on his years as a member of the AFCT and Rider of the Year.

“For many, this event may seem nothing more than recreational, and having fun is certainly part of it,” Rowell said. “However, the reality for [many] is deeper. People ride for several reasons: a personal challenge, to connect with others, to honor loved ones. Some don’t know what they are looking for but find it along the way. People learn about themselves.

As members of the AFCT, we don’t just help cyclists across Iowa, we have the opportunity to get them from one thought, or memory, to another — that’s the true magic, and that’s the reason I’ve ridden five times and will many more.”

The two Guardians are back from Iowa having completed the AFCT mission and are serving again on Schriever SFB, supporting the DEL 9 mission to conduct protect and defend operations from space and provide response options to deter and defeat adversary threats in space.

Heat-Related Illnesses Heat Cramps are a painful, brief muscle cramps. Muscles may spasm or jerk involuntarily.

Heat cramps can occur during exercise or work in a hot environment or begin a few hours later.

Heat Exhaustion: There are two types of heat exhaustion: 1. Water depletion — Signs include excessive thirst, weakness, headache, and loss of consciousness. 2. Salt depletion — Signs include nausea and vomiting, muscle cramps, and dizziness.

Heat stroke is the most serious heat-related illness. Heat stroke can kill or cause damage to the brain and other internal organs. Heat stroke results from prolonged exposure to high temperatures — usually in combination with dehydration — which leads to failure of the body’s temperature control system.

Safe Work Practices to Prevent HeatRelated Illnesses: • Allow for acclimatization to a hot environment before any strenuous work begins. It takes roughly two weeks for an individual to acclimate to a hot environment.

• Drink plenty of water during strenuous activities especially in hot environments. An average person sweats between roughly 27 oz. to 47 oz. per hour during intense labor. To put that amount into perspective, an average water bottle holds 16.9 oz.

• Take frequent breaks in the shade or indoors where there is AC.

Patients must book their vaccine appointment online at https://informatics-stage.health.mil/COVAX/. No walk-ins will be accepted at this time. The 21st MDG is administering the Pfizer-BioNTech COVID-19 Vaccine.

It is a two-dose vaccine series and the second dose is required 21 days after the initial dose. Individuals who are ages 12-17 will need a legal guardian present during the vaccination appointment.
