UKE AIR FORCE BASE, Ariz. — Shamefully, I have thought, “why was she walking by herself late at night?” when I heard of a woman who was assaulted in my local area. According to the organization, Moving to End Sexual Assault (MESA), the definition of victim blaming is “…holding the victim accountable for a crime that was committed against them.” Examples of victim blaming comments or thoughts include: “Did you see how she was dressed?” Or: “He had so much to drink that night.” Why do we do this?

Psychologists believe victim blaming may lie in our brain’s need to believe that we live in a fair and just world (Feldman, 2018). That’s karma; what goes around comes around; [they] got what they deserved: these are all concepts we grew up with. However, the reality is that terrible things happen to good people, things that are out of their control and could happen to any of us. For many people, believing a young woman was assaulted because she dressed provocatively puts the feeling of control back in their own hands. P-S GAR mental health providers attend training

— Nearly 30 Peterson-Schriever Garrison mental health providers gathered at Peterson’s Chapel Aug. 13-14 for training on cognitive behavioral therapy for suicide prevention.

Suicide affects thousands of service members and veterans each year, and when mental health providers have training to assist those who need guidance, it helps to save lives.

Maj. Louis Pagano, 21st Medical Squadron director of psychological health, said he got positive feedback from the event conducted by a professor and feels it could benefit Airmen and veterans who require help.

“Having the best, up-to-date and efficient training will empower us to take care of the force,” Pagano said. “We want to keep people in the mission to help them serve longer, and empower people with the tools and skills necessary to help themselves and their families.”

During the training, Kent Corso, University of Utah adjunct faculty at the National Center for Veteran Studies, discussed the importance of recognizing signs in those who are suicidal, and highlighted misunderstandings about suicides.

“[Suicide] is not just a part of depression or personality types,” Corso said. “It’s a distinct, clinical problem that deserves exclusive attention the way we would give it to an anxiety or depression disorder. Some of our old habits or traditions of managing suicidal patients are not necessarily the most effective.”

The two-day course included more than five different exercises such as how to speak to someone with suicidal thoughts, to dealing with difficult patients. Corso introduced a concept and discussed it with those in

attendance. They also watched videos of experts practicing the methods and applied those in group scenarios. “[The training is] consolidating some of the things we do into a nice package,” said Maj. Judy Cole, 21st Medical Group Mental Health Flight commander. “It’s nice we’re able to take some time as a mental health team and talk through and reflect on some of the things we use and some of the various ways we can incorporate those pieces in different ways.”

suring unqualified citizens don’t attempt to play the role of psychologist. While a person may feel they’re helping the situation, Corso said it’s not an effective method.

“That’s like putting a Band-Aid on a gaping wound,” Corso said. “It might work temporarily, but when that person goes home, they don’t have access to that medical provider. The same thing that drove them to be suicidal could pop back up.”

If an Airman or anyone knows someone who is suicidal, Corso said it’s important to find a professional to help.

“Those Airmen are gatekeepers to getting troubled Airmen to a medical professional,” Corso said. “Instead of using trust to talk that person down, use trust to get them to a higher level of help. What we’ve found is one of the most critical pieces in decreasing suicidal attempts and behavior is talking to Airmen about their reasons for living.

Corso gave mental health providers a notebook, psychology book and crisis response plan pocket book for future reference. The crisis response plan outlines a procedure to help someone displaying suicidal behavior.

“We try to leave patients with the crisis response plan at the end of every appointment,” Corso said. “If we do [the crisis plan] in the way we teach it today, we can [potentially] reduce suicide attempts by up to 76%.

If we’re not putting our best foot forward, we shouldn’t expect the best results.”

SCHRIEVER AIR FORCE BASE, Colo. — The Peterson-Schriever Garrison Protocol Offices are responsible for organizing ceremonies and presenting distinguished visitors with the respect and support they need while they are on the Garrison installations.

Although geographically separated by approximately 10 miles, the Peterson Air Force Base and Schriever AFB protocol teams work together to meet their mission requirements.

“We live to negate discomfort,” said Francine Norrod, Schriever AFB chief of protocol. “We take the rules of etiquette for diplomats and transform and translate them to our current culturally diverse, globalized environment. Protocol ensures official interactions are positive, productive and successful.”

Robert Orwig, Peterson AFB chief of protocol, said the Peterson AFB flight-line is the second busiest flight-line in the Air Force for DV’s behind Andrews AFB, Md. Guests range from the Chief Master Sgt. of the Air Force, all the way to the president.

The offices duties go beyond ensuring dignity and respect is given to a DV, they are also crucial in the safety of visitors.

“We’re often behind the scenes, and sometimes it’s better if we go unnoticed,” Orwig said. “We coordinate security, K-9 sweeps, as well as entry and exit to the flight-line. We’re heavily involved in the safety of DVs who come to Peterson.”

Protocol doesn’t just do visits, however.

The protocol offices are also charged with

coordinating retirement and promotion ceremonies as well as special events like ribbon cutting ceremonies and more.

However, as it has with many other career fields, COVID has impacted operations.

“Nationwide COVID precautions limited travel, visits to units and numbers of individuals allowed to gather,” Norrod said.

“Our first event was the retirement of our vice commander, it went really well and was used as a benchmark for events Air Force wide.”

Orwig said the Peterson AFB Protocol Office usually sees 800-900 DVs; however, the number of visitors predicted for 2020 is down to approximately 100 visits.

Additionally, the Peterson Protocol Office is tasked with ensuring families get the proper final goodbye to their loved ones.

“We coordinate dignified transfers when soldiers or Airmen are brought back here,” he said. “Those are always tough, but it’s extremely important it’s done right.”

He also said the office helps organize the ceremony and briefs the family of the fallen service member on what to expect.

To support the geographically separated units, the Peterson-Schriever Garrison Protocol Office will send event plans, scripts and more resources to ensure any event that requires protocol insight goes smoothly.

“Our mission is global,” he said. “We support all of the GSU’s within the PetersonSchriever Garrison.”

Through the hard work of the P-S GAR protocol offices, their teams are able to ensure each base is presentable and respectable, whether it’s a DV or the family of someone who is retiring, the offices take pride in doing things the right way.

AFRC provides Airmen, families with resources

SCHRIEVER AIR FORCE BASE, Colo. — The Airman and Family Readiness Centers at Peterson and Schriever Air Force Bases, Colorado, provide Airmen and their families with the resources and support needed to navigate life’s trickiest situations.

The AFRC is available to all Airmen — single, married or living in the dorms and their families. This is why they changed their name in the early 2000s from the Family Support Center to the AFRC, so Airmen would know, no matter what their status is — the AFRCs are there to help them.

“We’re here to help service members and their families with a huge assortment of things, whether it be finances, job searching, relocation and so forth,” said Paul Smith, Peterson AFB AFRC chief. “We try to connect our members with resources to keep them mission ready.”

The services offered at both the Peterson and Schriever AFRCs are free to all active duty, guard, retiree, contractor, Department of Defense civilians and spouses.

“As long as someone’s available, we’re going to assist anyone who walks through our door,” said Kendra Humphrey, Schriever AFB AFRC Exceptional Family Member Program family support coordinator. “We’re going to do our best to service their needs, and if we can’t, we’re going to refer them to someone who is qualified to meet their needs.”

Space Operators visit Lockheed Martin to see GPS III satellite production

SCHRIEVER AIR FORCE BASE, Colo. — The 2nd Space Operations Squadron had more than 10 Airmen visit Lockheed Martin facilities Aug. 6, to view the GPS III satellite manufacturing process and get a behind-thescenes look at the next-generation systems.

The tour provided Airmen with details of how the GPS III operates, the launch process, and the different procedures satellites endure to ensure they are ready to launch.

In the company’s GPS III Processing Facility, the Airmen saw the fifth GPS III satellite completed and waiting to be called up, and five more GPS III satellites in production and testing.

“A tour like this allows us to help educate our operator partners, allowing them to see and better understand the Space Vehicle Production side of the mission partnership,” said Tonya Ladwig, Lockheed Martin acting vice president for navigation systems. “Greater common understanding is essential for working together when you understand that GPS III is a warfighting system.”

Capt. Brett Dunn, 2nd SOPS GPS Modernization flight commander, said the tour provided greater detail regarding creation of satellites and the overall process.

“It was awesome being able to come here to see production and see in-person what we’re flying,” said Dunn.

“Standing up there in the observation area and seeing those four or five satellites being built, the size of them and seeing the parts, puts things in perspective. It was really cool.”

are placed and the air is pumped out, creating a vacuum similar to the environment in space.

While in the chamber, satellites also endure extreme temperature changes from hot to cold to emulate the climate during orbit.

“We understood [satellites] go through extensive testing because of the climate in space,” Dunn said. “It can be [150] degrees one second and then immediately flip to negative [150] degrees. We knew that kind of testing went on, but it’s interesting to get the details behind it.”

For Shawn Boggs, 2nd SOPS network scheduler, an additional benefit included meeting the people who he regularly communicates with at Lockheed Martin.

“It’s useful to have the context of who you’re talking to when attempting to schedule,” Boggs said. “[We recently] spoke about [compatibility] tests [Lockheed Martin is] doing, and they have to submit paperwork through us to set up the timing for that test on our system. We’ve had to coordinate to adjust and make sure the system is set up properly.”

testing, including entering an acoustics chamber at the facility, which uses a high-powered air horn to create vibration. The vibration simulates a satellite on the end of a rocket preparing to enter orbit.

The GPS III satellites also endure thermal vacuum testing, which Chip Eschenfelder, a Lockheed Martin spokesman, said resembles a “big oven” where satellites

the satellite’s major components first come together to form a space vehicle. Core mate occurs when the satellite’s internal propulsion core is combined with the system module assembly that holds all the satellite’s operations and mission payload electronics.

During the core mate process, technicians use a 10ton crane to rotate and slowly lower the system module assembly on to the vertical propulsion core.

During the core mate process, a team of technicians watch to ensure the two pieces come together without any of the components or wiring becoming pinched.

“We’ve always heard about their attention to detail,” said James McLarty, 2nd SOPS network administration operator. “When someone says, ‘stop,’ they all say ‘stop’ and they look for one piece of equipment or tool or screw or bolt. Hearing that helps to understand why [technicians] need to be as clean and thorough as they are with the satellites.”

Airmen said the tour provided a better understanding of the satellites they operate and gave an appreciation for the work the technicians do.

“It was a really cool opportunity to see where they’re building the satellites,” Boggs said. “It’s one thing to see a picture, but it’s another thing to stand there in a window and see the scale of the actual satellite in front of you.”

SCHRIEVER AIR FORCE BASE, Colo. — In September 2019, the 50th Force Support Squadron purchased a new check-in system for Airmen to track who is coming in and out of the fitness center on base.

The program, Gym Assistant, helps identify when patrons enter the facility and eliminated the previous process of physically logging information.

Along with tracking fitness center foot traffic, Gym Assistant gives the fitness staff a tool to assist with the novel coronavirus. If a patron has COVID-19, the system helps identify who else was potentially exposed to the virus.

“We haven’t had to do that, but it is something we’re considering if that situation were to arise,” said Seth Cannello, 50th FSS fitness and sports manager.

“Dealing with COVID-19 and possible exposures we could see at the fitness center, it’s important for us to go back to say these are the people who could be at risk.”

“I tell [managers and directors] about the system because nobody else has it,” Cannello said. “We had someone from

the Air Force Academy look at the system. The wanted to see if they could use it, because leaders around the Front Range are concerned someone who has COVID might come in and use a fitness center, and they won’t be able to track it.”

As for its intended use, Denise Schumacher, 50th FSS recreation aid, said the system makes it easier to keep track of Airmen to make sure they’re training properly and assist those who need help with their fitness assessment test. “[Airmen] can come in, bring their [common access card] and we input their first and last name, whether they’re active duty, reserve, civilian,” Schumacher said.

“We input their squadron information too. This helps a commander who might want to check on their Airmen, everyone is as organized by squadron. The whole process usually takes less than a minute.”

Mark Schuette, 50th FSS assistant fitness and sports manager, said the process for the gym’s 24-hour access requires different protocols.

“If you’re in the system, that doesn’t mean you have access to after hours,” Schuette said. “[To have] after hours [access], you have to do an orientation and sign some paperwork.”

Space Delta 8 OGV ensures excellence, readiness

SCHRIEVER AIR FORCE BASE, Colo. — Space Delta 8 Standardization and Evaluation unit ensures the Military Satellite Communications system and Navigation Warfare capabilities remain superior in space by enforcing standards while providing expert evaluations to the 2nd and 4th Space Operations Squadrons.

Upon graduating from Space Delta 8 Operations Support Squadron training, Airmen undergo initial evaluation to determine if they’re ready to serve on their respective operations floor.

During the initial evaluation, an evaluator will present an operator with an inject, or scenario, in which an anomaly occurs. From there, the evaluator will observe to see how the operator navigates the situation.

“We remain neutral as to not give them indications on whether they are doing something right or wrong, because we want to see how they are likely to react in a real-world scenario,” said Capt.

The evaluator takes detailed notes and terminates the evaluation with a debrief, in which the operator will complete a detailed timeline of events and provide examples of actions they could have executed differently.

The Space Delta 8 OGV evaluator then delivers all of their findings to an “error determination,” which is essentially a “sitdown” with fellow evaluators in the Space Delta 8 OGV. They discuss what they witnessed during the evaluation and deliberate potential errors.

“We get validation from the other evaluators to determine if what we saw was actually an error,” Campbell said. “It also ensures we’re fairly and consistently applying standards. Then from the error determination, we come out with our list of errors and the overall proficiency rating for the operator.”

Operators can receive one of three qualifications: Q1, Q2 or Q3. Q1 is the highest rating and means the operator doesn’t require additional training. Q2 means that some issues were noted and that they may need some additional training before

they’re ready to serve on the ops floor.

Q3 is unsatisfactory and identifies multiple areas the operator wasn’t proficient in. Upon earning this rating, the operator receives additional training in which they go over what they did wrong and are retaught those specific lessons.

If they earn a Q3, they are given time to relearn the material so they can be reevaluated to see if learning took place. Typically, this process only takes one to two days before the operator can be evaluated again and certified to operate on the ops floor.

After their initial evaluation, the Space Delta 8 OGV conducts proficiency evaluations for each operator every 18 months to ensure they remain knowledgeable and to validate their continuation training.

Furthermore, the results of all evaluations are provided to the trainers. If the Space Delta 8 OGV notices trends in errors, that information is used to better prepare the operators in the future.

“It’s supposed to be a closed-loop system, where the operational squadron, like the 2nd or 4th SOPS, tells Space Delta 8 OSS and OGV what they want operators to be

proficient in,” Campbell said. “The Space Delta 8 OSS provides the desired training to that end, then we validate the training and assist in certifying the operator. We also provide feedback to Space Delta 8 OSS and the operational squadrons. The end goal is

“If the guidance specifies a unit needs to do training this often or evaluations this often, MICT may have a question to assess compliance for these timelines,” Campbell said. “The unit is responsible for providing proof or justification they are in in accordance with the guidance.

The Space Delta 8 OGV receives the MICT program reports from both squadrons and compiles the information into a report for Col. Matthew Holston, Space Delta 8 commander, so he has insight into the percentage of tasks the squadrons are completing in a timely manner.

“The Space Delta 8 OGV is Colonel Holston’s neutral party for going into the units and reporting back to him, in an unbiased way, how the unit is performing,” said Capt. Sean Williams, Space Delta 8 OGV Evaluations branch chief.

Campbell said the ideal path for an evaluator is to be an “excellent operator” on the operations floor, become an “excellent instructor” in the OSS and finally serve as an evaluator.

“It doesn’t always play out that way for everyone, though,” Campbell said. “At times, exceptional operators are moved directly from the squadron to the Space Delta 8 OGV. But the ideal path is: excellent operators go teach, excellent teachers go evaluate.”

X-37B spaceplane wins Collier Trophy for advancing ‘the boundaries of flight and space exploration’

ARLINGTON, Va. — The Department of the Air Force’s X-37B spaceplane, a reusable, multi-purpose, system that operates without an onboard crew, won the prestigious Robert J. Collier Trophy Aug. 13 for advancing technology that pushes “the boundaries of flight and space exploration.”

In announcing the award, Jim Albaugh, chairman of The National Aeronautic Association which sponsors the competition, praised the X-37B, “As the world’s only autonomous, reusable spaceplane, it continues to contribute to our understanding of both space and air flight.”

The Collier Trophy has been awarded annually since 1911 and is one of the most prominent accolades in aviation. Previous winners include Orville Wright, Howard Hughes, as well as the Apollo 11 lunar landing team, Apollo 8, Mercury 7 and more recently, the International Space Station.

Also earning the distinction are the B-52, the Boeing 747, and the F-22, among others.

“Underscoring the importance of space to the nation, the Collier Trophy celebrates the record-setting mission of the X-37B,” Secretary of the Air Force Barbara Barrett said. “Most Americans use space daily for navigation, information, and communication. Sophisticated and uncrewed, the X-37B advances reusable spaceplane technologies and operates experiments in space that are returned for further examination on earth.”

Victim blaming is not exclusive to sexual assault or even crime. You may hear of a friend’s home being burglarized and think, they should not have bought a house in that neighborhood, but you may also have heard of an acquaintance passing away in a car accident and rationalized they probably fell asleep at the wheel. Again, these thoughts comfort us with false control over our own lives. However, sexual assault victim blaming can be especially heinous as many victims find themselves targets of bullying, ostracism,and reprisal.

So what makes sexual assault different? After all, no one is posting on a burglary victim’s social media page telling them they asked for it. Perhaps it is the

While the trophy reflects the work and innovation of teams across the Department of the Air Force, it is especially significant for the nascent U.S. Space Force, the first new branch of the military since 1947 that was created in December 2019.

Step one is acknowledging when we see and hear victim blaming in ourselves and others. Step two is challenging those who are victim blaming. Step three is self-reflection. Before you point out what the victim should or should not have done, remember back to a time when you drank too much or when you walked home from a restaurant alone after dark. Step four is to continue educating yourself. Learn about topics like

Air Force Chief of Staff, Gen. Charles Q. Brown, Jr., also praised the selection.

"The X-37 is a successful example of integrated operations between the Air Force, Space Force, and government-industry partnerships," Brown said. "Reusable space vehicle technologies are a significant contributor to accelerating capabilities for the Department of Defense and the nation."

In all, the spaceplane has flown six missions since being launched for the first time on April 22, 2010.

In 2019 the X-37B set a new 780-day on-orbit endurance record and completed an overflight of the United States, using Federal Aviation Administration airspace, before landing at NASA’s Kennedy Space Center. That mission broke the previous on-orbit record of 718 days that also was held by the X-37B. In all, the program has logged more than 2,865 days and travelled more than 1 billion miles on orbit.

As for what we can do to help victims, there are two main points. First, believe them! Multiple case reviews and studies have shown that false allegations of sexual assault are low and approximately the same as false reporting of other crimes (Kelly et al., 2005; Lisak et al., 2010; Spohn et al., 2014). Second, hold the perpetrator accountable. There is only one reason someone is sexually assaulted — the perpetrator. Imagine any assault scenario and change only one thing; instead of the perpetrator, you are the person the victim is with or encounters, does the assault still happen? Did it matter that this person was drunk, walking alone, or dressed provocatively?

Airman creates Connections Course to improve communication, relationships

SCHRIEVER AIR FORCE BASE, Colo. — Tech. Sgt. Lee Rimell, Schriever Comptroller Squadron quality assurance manager, hopes to assist PetersonSchriever Garrison Airmen build better relationships with their Wingmen.

To do so, Rimell created the Connections Course in June teaching Airmen to effectively communicate with other wingmen and learn more about each other. Rimell currently teaches his program at Airman, noncommissioned officer and company grade officer’s performance enhancement course.

“My goal is to get people to be better humans and look beyond the camouflage to see people for who they are,” he said.

“Some people can tell you about their family down to the smallest detail, but when it comes to co-workers, do we know what they like to do? My training goes into that, and illustrates ways we can be a bigger family and know the person behind the uniform.”

Rimell highlights how Airmen, including himself, become casual when having conversations and why it’s important to improve those interactions.

“Sometimes when we’re walking down the hallway we’ll say, ‘hey, how’s it going?’” Rimell said. “And the other person also says, ‘Hey, how’s it going?’ No one answers the question. We have to do better. Chief [Master Sergeant Boston] Alexander will look people in the eyes and ask, ‘How are you doing?’ and the person responds, ‘I’m good.’ He won’t stop there and asks for more from the Airman. This is what we all need to do.”

Staff Agencies superintendent, said he’s noticed the difference in those Rimell has talked to about the course.

“Rimell is using [the Connection Course] inside of the Comptroller Squadron and the Airmen I’ve spoken with — they’re already a pretty connected bunch — it reminded them about conversations they’ve previously had and how to improve those in the future,” Shipp said.

“Rimell has put action and a platform behind his program and provided a tool everyone can use. For people who may have become distant, this can help them to get back into the fold.”

Shipp also said the Connection Course helps Airmen avoid monotony and ensures they understand their importance.

“You have to apply [the course] because if not, we get stuck in our silos and focus on the tasks of that day,” Shipp said.

“No task is bigger than the person who is accomplishing it. I think the current environment will provide an opportunity to re-energize the effort of connecting and making sure we’re deliberate and genuine about our interactions.”

Ultimately, Rimell hopes to inspire Airmen to have interactions beyond work and build friendships where both parties benefit from the conversation.

“If I can get one person to turn to another and say, ‘I knew you were married, but what’s your spouse’s name? What are your kids’ names?’” Rimell said. “If they do that, and remember on Monday to ask, ‘How are the kids? Did you do anything cool with Emily and Joe?’ I’ll feel like I’m on top of the world.”
