UCKLEY AIR FORCE BASE, Colo. — I witnessed authentic leadership in a 16 year-old high school marching band percussionist. At a state-wide competition, her band was staged in a parking lot overlooking the football field waiting for their time to perform. She and a small number of other musicians were watching a competing band on the field while they waited. Around her were about 30 of her bandmates, many of whom were chatting, laughing, and wandering aimlessly as a way to cope with the stress of competition — then it happened.

“OK, everybody,” she said in a conversational tone more to herself than to anyone in particular.

They all stopped and looked at her as she continued to study the band on the field. “We’re on in five minutes. Focus on being amazing.”

The chatting and laughing ceased, and the wandering transformed into small groups of instrumentalists standing together and visualizing their upcoming performance. The stakes were high, the pressure was on, and they knew it.

The Commonwealth of Virginia was adjudicating marching bands for Honor Band distinction. Uniquely, in the history of this event, only the Lake Braddock Secondary

School marching band had been awarded this distinction every year since it was first awarded. This would be their thirtieth, and the only thing that remained was for this group of students, like their predecessors, to earn it.

Their band director was a quiet and focused man. He knew what was important and held every band member to high standards of conduct and performance. His practice

— Schriever Airmen and their families will be able to experience different cultures across the installation under one roof for the 11th-annual Diversity Day from 10 a.m.

— 2 p.m. in the indoor running track at Schriever Air Force Base, Colorado Aug. 23.

According to Stoner, diversity isn’t a lecture or a briefing, it is a

hands-on interactive experience for people to take part.

Tech. Sgt. Albert Stoner, 3rd Space Experimentation Squadron operations support flight chief and event coordinator, said the event represents the full scale of human demographics–race, religion, gender, sexual orientation, age, physical disability, lifestyles and more.

“The purpose of Diversity Day is for us, as an installation, to come together and celebrate what makes each of us unique while placing an emphasis on the value of what individuality brings to the fight,” Stoner said.

Each year, the event features several performances to entertain the audience.

“We currently have an assortment to include Asian American, Women’s History, LGBTQ, Pacific Islander, American Indian, Women’s Equality, African American, Disability Awareness, MLK Day, Hispanic Heritage and English American.”

There will also be booths setup for sup-

porting agencies throughout Colorado Springs including Special Kids/Special Families, Military Family Life Counselors, mental health, Air Force Wounded Warrior Program and the Matrix University of Colorado, Colorado Springs Diversity Group.

Capt. Tiara Smith, 3rd SES executive officer and event coordinator, said there will be a fashion show this year.

“We will have Schriever Airmen modeling different ethnic garments from around

the world, as well as a multitude of other performances,” she said. “One cool fact about the show is Shauna Alexander, Chief Master Sgt. Boston Alexander, 50th Space Wing command chief’s wife, designed and created most of what you will see on the runway.”

2nd SOPS prepares for

GPS Block III

SCHRIEVER AIR FORCE BASE, Colo.

— Lockheed Martin presented the 2nd Space Operations Squadron with a GPS Block III model satellite to celebrate the successful on-orbit testing of the new GPS III satellite at Schriever Air Force Base, Colorado, July 29.

Staff Sgt. Joseph Wood, 2nd SOPS mission chief, said the model is a physical representation of the modernization underway.

“The GPS III provides improved capabilities over the legacy vehicles,” he said. “The vehicle has some autonomous capability, such as the ability to perform on-board calculations and save itself when it senses an anomaly. It has increased power, as well as three times the accuracy and eight times the anti-jam capability.”

Wood said 2nd SOPS has spent the last few months upgrading their hardware and software for the new GPS Block III, and over the next year they have two major system updates and continuation training for their operators to ensure they are ready for the modernized system.

“GPS has become significantly integrated with technology globally for both armed services and civilians,” he said. “For the military there are a number of uses: force location, navigation, force employment, weapon guidance and communication network timing. On the civilian side, GPS has become integrated into almost every aspect of our life: aviation, search and rescue, banking, drilling and mining, civil navigation, agriculture and wildlife conservation.”

Wood said it is important to constantly evolve the U.S.’s GPS capability to maintain the gold standard in position, navigation and timing.

“The number of military requests continues to grow,” he said. “Our ability to support these requests gets difficult, so we evolve with the growth of space and cyber

space to ensure any request received from deployed members will be completed with the best accuracy possible.”

The 2nd SOPS operates the largest Department of Defense spacecraft constellation using the Master Control Station and a worldwide network of monitor stations and ground antennas.

“It is imperative to stay ahead in the space domain, space is unique because it gives us a global perspective,” he said. “If we fall behind our adversaries, catching up will be difficult.”

Wood said the model was presented to celebrate the completion of on-orbit testing, ensuring the vehicle’s functions performed as designed.

“GPS is essential to more than four billion users across the world, and it’s free of charge,” he said “The 2nd Space Operations Squadron takes that responsibility seriously, our signal can save people’s lives.”

Capt. Kaoru Elliot, 2nd SOPS assistant director of operations, said without partnerships, performing their duties would be more difficult.

“Although our operators and project officers go through extensive training to command and control and manage the satellites and control system, the 2nd SOPS on its own cannot execute its mission,” he said. “Our partners provide the expertise and continuity necessary to ensure the constellation continues to provide the best positioning, navigation and timing service to the world. The times of operating in a vacuum have passed; as warfighters, it is critical that we take advantage of

Airman cycles his way to Nationals

SCHRIEVER AIR FORCE BASE, Colo. — Staff Sgt. Bryant Lopez-Cepero, 50th Network Operations Group training manager at Schriever Air Force Base, Colorado, participated in the USA Cycling National Championships July 2 — 8 in Los Angeles, California.

Lopez-Cepero’s cycling enthusiasm started after coming back from his first deployment in Kuwait, where his supervisor suggested he try out a bike to help get in shape.

Shortly after he returned from overseas, Lopez-Cepero moved to Travis AFB, California, where there was an indoor cycling track arena in nearby San Jose, California.

“It was a two hour drive there every Saturday,” he said.

“My USA Cycling Nationals coach said, ‘You might be good at sprinting, you should consider being a track sprinter.’”

After two and a half years in California, Lopez-Cepero moved to Turkey, and it was there where he got into good shape, sprint training six days a week for four to six hours a day.

“Sprinting is a ton of fun,” he said. “It’s kind of like high intensity interval training.”

When Lopez-Cepero arrived at Schriever AFB in July of 2018, he began training before and after work at the Olympic Training Center.

“The first three months here I could barely breathe,” he said. “My physical training test went from 90 to 86 — I don’t even know what happened.”

Lopez-Cepero’s training paid off, as he qualified for USA Cycling Nationals, taking him back to California for the event in Los Angeles.

“It was really great,” he said. “I hadn’t competed at that level since I was stationed at Travis [AFB], where I was at the bottom of the board.”

Lopez-Cepero finished fifth out of 22 teams in the team sprint, 19th in the match sprint, ninth in the one kilometer time trial and 15th in the kiering.

“I was really happy with that result,” he said. “I was on pace to get a bronze medal in the team sprint event, but I slipped going into the last corner.

“Overall, I had a fair amount of bad luck, but represented well considering I was racing the best in the country and the world record holder in the one kilometer time trial,” Lopez-Cepero continued.

Lopez-Cepero said the most difficult part about cycling in general is the balance between work and play.

“I picked a sport that requires a lot of time to train,” he said. “I also have to balance work with it because if you want to be the whole Airman, you have to dedicate a lot of time outside of work.”

Airman 1st Class Kalissa Vue, 50th Space Communications Squadron commander support staff, said Lopez-Cepero is a hard working person, both in and outside of work.

“When tasked with a job, he gets it done right away,” she said. “He is a very understanding and amazing noncommissioned officer.

“He is very quiet at times, but when it comes to cycling, he is the guy to go to,” Vue continued. “He knows so much about it and lights up when he talks about it. He is very passionate about his work and hobbies.”

Despite all of the struggles, Lopez-Cepero said the most rewarding part about cycling is the fitness and the feeling he gets when he’s on a bike.

“When I walked into the recruiter’s office they literally laughed at me,” he laughed. “I was way out of shape and 50-some pounds overweight.

“I started riding a bike and suddenly I was the PT guy,” Lopez-Cepero continued. “I was that guy who could eat whatever he wanted.”

Lopez-Cepero said cycling gives him the same feeling as a runner’s high.

“It’s the same feeling but at a lower impact, it’s a lot easier on my knees,” he said.

Lopez-Cepero is attending the Colorado State Sprint Championships in September, where he hopes to place first.

“I would like to get the gold there,” he said.

Schriever AFB to host Days of Remembrance

SCHRIEVER AIR FORCE BASE, Colo. — Schriever Airmen will have the opportunity to participate in a Days of Remembrance ceremony at the fitness center, Schriever Air Force Base, Colorado, August 16, to recognize Holocaust survivors and the more than 6 million European Jews and 11 million others killed during the Holocaust.

Staff Sgt. Jeffery Davis, 50th Network Operations Group unit deployment manager and event coordinator, said Days of Remembrance will educate, enhance awareness and promote harmony among all attendees.

“Those who do not remember their past are condemned to repeat their mistakes.”

“This is a great event to remember a time in our history where we as a nation fought for what is good, not just for a people but for our world,” he said. “Those who do not remember their past are condemned to repeat their mistakes.”

Although Days of Remembrance is observed in April or May, Schriever AFB hosts the event in August in conjunction with Diversity Day to maximize the education opportunity.

First Lt. Oxford Hanson, 2nd Space Operations Squadron mission analyst and event coordinator, said the event serves not only as a reminder of the Holocaust horrors, but also education of and a tribute to the greatest generation that persevered through hardship and monstrosities.

“The mission statement of the Colorado Holocaust Educators sums it up best: ‘We aspire to increase awareness of the tragedy of the Holocaust, enliven empathetic engagement, and encourage specific action through responsible democratic citizenship’,” Oxford said.

Schriever Air Force Base is scheduled to host a Days of Remembrance ceremony at the fitness center, Schriever Air Force Base, Colorado, August 16, 2019, to recognize Holocaust survivors and the more than 6 million European Jews and 11 million others killed during the Holocaust. The event will begin at 10 a.m. and transition between the fitness center, indoor running track, and the one mile trail. Todd Hennessay, director and an educator with the Colorado Holocaust Educators, will be the guest speaker.

“There will be set up and tear down of the normal fitness center set up, trail preparations, display set up/tear down and food distribution,” he said. “I’m looking forward to the day’s events and I hope everyone will come out to join us.”

Davis said the ceremony will have static displays around the indoor running track for people to view.

“We are going to have some great reenactors out here telling the tales of different survivors,” he said. “We will

be offering samples of kosher foods for people to try and an amazing guest speaker, Todd Hennessay.”

According to Davis, Hennessay will speak with Schriever Airmen for the first time and is currently the director and an educator with the Colorado Holocaust Educators, an internationally recognized Holocaust educational institute.

“In addition to Mr. Hennessay speaking, we will also have a trail activity where participants are paired with different Holocaust survivors from the past and learn their tales by story boards and reenactors,” he said.

Congratulations to Military Spouse Candace Gross! A Mt. Carmel volunteer and client, Candace has been recruited as a career counselor on Fort Carson to help Soldiers and their families as they prepare to leave the Army and seek postservice employment. “It’s a dream come true,” said Candace. “It’s been my life’s work to connect people to good work and good opportunities that allow the best version of themselves to shine in the workforce.” As she conducted her own job search, Candace volunteered with Mt. Carmel’s career and transition team and gained significant experience related to her new role. “Volunteering has helped me grow, provided strong support to my own transition, and has given me great understanding of the needs of transitioning service members and their families.”

A professional with a master’s degree and 12 years’ experience with non-profits, Candace noted an important lesson in her journey, “There were three times I was offered a position, or was being considered for a position, that I realized the opportunity wasn’t the right fit for me,” said Candace. “I’ve never previously had the self-awareness to realize that both the opportunity and my career goals needed to match. I credit Janet Farley, Mt. Carmel’s MilSpouse Career Program manager and the PrepConnect 360 team for that knowledge and strength.”

LEADERSHIP From page 3 He knew where every one of his 230 musicians should be on the field at any point in a performance, and could call out a single instrumentalist for playing a wrong note. Each show was a complex tapestry of movement, formations, and sometimes orchestral music from a collection of teen musicians and their color guard. Early in the fall, the freshmen stood out as confused and uncertain.

When competition season approached, it was difficult to tell who the freshmen were because the entire band had elevated itself to performing like a seasoned corps.

This night, as the band lined up and the cadence carried them to the field, the announcer’s voice came over the field, “Ladies and gentlemen, now approaching the competition field, the Lake…”. I couldn’t hear the rest of his announcement as an appreciative audience took to its feet and erupted in thunderous applause and cheering. They knew what was at stake, and they knew what they were about to see.

Fourteen minutes of precision maneuvering, flawless musicianship, and hard-earned confidence resulted in more applause and cheering, and even some tears. With their heads held high, the band marched toward their buses to put their instruments away and release some nervous energy. On the quarter-mile journey they passed several bands that had already performed.

Each of them paid the Lake Braddock

band the highest honor of stepping aside and cheering the still marching line of their peers. After they stowed their instruments, the students silently moved back to the competition field to hear the results of the scoring.

Much to their joy and relief, and to the surprise of nobody there, the Lake Braddock Secondary School marching band was awarded the “Superior” rating necessary to be designated a Virginia Honor Band. For 30 straight years, the only band in the Commonwealth with that record of excellence.

The outcome was never assured. It took the focused efforts of every member of the team to achieve the distinction, and it took leadership at every level.

High expectations give encouragement, they give permission to be bold, and they give purpose to hard work. They allow a 16 year-old to quietly lead her peers to greatness.

Their band director was a quiet and focused man. He knew what was important and held every band member to

high standards of conduct and performance.

Travel Regulations for Defense Agencies, JTR (TDY Only) — Sept. 4-6, 8 a.m. — 4 p.m.

Learn the current rules and regulations for temporary duty travel for uniformed members, civilian employees and other personnel in the Department of Defense from expert instructors. Participants will learn the rules for travel authorizations, use of Government Travel Charge Card per diem allowances, transportation allowances, reimbursable allowances, contract (city-pair) discounted airfares, deductible meals, Government lodging and mess availability and non-availability, international travel, actual expense allowances for high cost areas and more.

Who Should Attend?

Experienced writers who want to write more powerful, results-oriented documents and all individuals who are involved with processing or certifying TDY travel orders, claims for per diem travel, transportation allowances and certain other allowances of DoD uniformed service members (including regular and reserve components) and all DoD civilian employees.

It is highly recommended for all approving officers, reviewing officials, supervisors and anyone who travels two or more times on TDY in one year.
