Ascendancy: The space warfighter mindset

CHRIEVER SPACE FORCE BASE, Colo. — As we face the dynamically and exponentially evolving challenge of protecting and defending our assets in space, it is imperative that we now approach space operations with shield ready and sword drawn. General John J. Raymond, Chief of Space Operations for the United States Space Force, voiced, “It’s been clearly recognized that space is a warfighting domain. We now have a service that is focused on protecting and defending that domain.

The United States decided to act on an opportunity, to not wait, but focus this new service to be able to move at speed or stay ahead of that growing threat and respond to it.”

Ascendancy is the occupation of a position of preeminence, power, or influence. To dominate in space, ascendancy must be our mindset. Space as a warfighting domain is a reality — being a warfighter in the space domain is a realization. Ascendancy starts with awareness but must become actualized. This space-mindedness compels a warfighter to internalize culture, externalize their contribution, and it gives that warfighter the mental agility and adaptability to face an existential threat with confidence, clarity of purpose, and certainty of victory.

Seven elements frame the space warfighter mindset: intellect, insight, interdependence, influence, instinct, investment and initiative.

Joint doctrine states, “Space Superiority is the degree of control in space of one force over any others that permits the conduct of its operations at a given time and place without prohibitive interference from terrestrial and space-based threats.” The United States and its allies now acknowledge that we are operating on a new “field of battle.” Space is technical, trans-regional, multifunctional, and all-domain, and it may prove to be the most consequential terrain in modern warfare. Undoubtedly, space must remain our nation’s enduring asymmetric advantage, and our capability to protect critical national interests and project unmatchable military might to, in, through and from space sets the cadence of joint fighting forces. Our adversaries recognize and have weaponized space and are behaving in it as they do in other warfighting domains. What was relatively peaceful, permissible, and predictable, has become congested, contested, and competitive … and as the enemy continues to vote — leading beyond competition to crisis, conflict and potentially combat.

As a warfighting domain, the region of Space is by far the largest (and fastest) military operational area — 100 kilometers and up without known limits … functional and geographic … global and exo-global … persisting and transiting above every other operational theater … delivering combat capabilities and effects from the high ground to the last tactical mile. Space is a distinct and

unique stronghold, and it has strategically moved from being the regularly requested supporting enabler of the terrestrial fight to being the necessarily required supported capability from which to introduce, influence and impact every phase of war. Faces of Space — Spc. 4 Jeremy Block

SCHRIEVER SPACE FORCE BASE, Colo. — U.S. Space Force Spc. 4 Jeremy Block, Delta 8 — Satellite Communications and Navigational Warfare, 4th Space Operations Squadron, can now add ‘wideband communications satellite operator’ to his list of unique accomplishments. A self-driving car engineer, a grad student in Europe, a kendo martial artist: these are all ways to describe one singular individual from Corte Madera, California.

“Prior to joining the military, I lived on three continents during my 20s for school and work purposes,” explained Block. “I held a number of jobs ranging from teaching in the U.S. to being a self-driving car engineer in Japan!”

Block spent time in Japan, the Netherlands, Denmark, Germany and Belgium, and his time spent in every location had one thing in common: space.

“Everywhere I studied and worked, I always had a book or notes on space,” said Block. “I remember having my phone hidden under my desk as I watched the European Space Agency land on a comet during a lecture on international trade law.

I have more notes in my notebook cataloguing that than I do about the intellectual property laws treaty we were learning that day.”

Once Block left Japan and returned to the U.S., he began his journey as a space systems operator in the U.S. Air Force. On September 1, 2020, he transferred into the U.S. Space Force when the transfer window first opened.

“I always knew I wanted to work in space, there’s no bigger picture than low-Earth orbit to infinity,” Block explained. “Space represents the next chapter in the human story. It’s where the future of humanity will be written.”

“America and its allied partners conduct global operations ranging from disaster relief to combat coordination. Our interconnected network of communications sat-

ellites allows for us to provide these effects, which enable truly global operations in a way that only space can provide between ourselves and our allied partners.”

Block’s coworkers and leadership also recognize the crucial role that his previous experience has when it comes to completing the mission.

“He is a very humble and positive individual, who has an exceptional background and unique path to the military,” said U.S. Space Force Chief Master Sgt. Michael Rozneck, DEL 8 senior enlisted leader. “What [Block] accomplished before entering the military is mind-blowing to me. I soon realized that this is a special individual who deserves my attention and mentorship, and needs to be pushed and challenged.”

Block’s passion for knowledge and academics did not stop once he joined the military. Along with his experience, his thirst to better himself also contributes to his mission capability.

“Jeremy has a larger academic resume that I do, and continues to strive to learn more, all while remaining humble,” said U.S. Space Force Master Sgt. Albert Stoner, 3rd Space Experimentation Squadron superintendent. “Spc. 4 Block is the kind of Guardian you want to parade on stage and point out to others and say, ‘this is what you should strive to be’.”

Despite his impressive resume and his long list of experience, Block has made it very clear where his heart truly lies and how proud he is to finally be a USSF Guardian.

“I have a strong connection to the service, and the military gives me the honor of serving the community that raised me,” said Block. “My father, grandfather and great-grandfather all served before me, and I’m honored to continue the legacy. For me, there’s no higher calling.”

Schriever SFB’s innovation brings the first USSF CAC

SCHRIEVER SPACE FORCE BASE, Colo. — The 50th Military Personnel Flight issued the first U.S. Space Force Common Access Card at Schriever Space Force Base, Colorado, June 24, 2021.

U.S. Space Force Capt. Ronald Miller, Space Delta 9 — Orbital Warfare executive officer, was the first Guardian to receive the USSF CAC. “It was pretty cool,” said Miller. “I immediately showed everyone in my office when I got back. It was the talk of the town,” In addition to Guardians, their dependents will also be able to show off their Space Force affiliation with new CACs. “I was joking with Ron (Miller) that I was actually the first person to get a Space Force ID because I got mine before his,” said Mikaela Toni, Miller’s spouse. “Obviously, it was a unique thing to be a part of so it was a cool experience.”

So far, the efforts of the MPF have allowed for easy utilization of on-base systems for those who have received new IDs. “I’ve already tested it out and it does everything it needs to do,” said Toni. “I got on base and it scanned fine. I bought something at the commissary and it scanned fine. It was a smooth transition.”

Although there has been success with issuing USSF CACs, they are still being issued in small quantities in the beta testing phase.

“The testing phase allows the MPF to address and track all the issues that members have with being issued their new cards, before beginning to issue mass CAC quantities,” said U.S. Air Force Capt. Danielle Cook, 50th MPF commander.

“Currently the MPF is in contact with a few [commander’s support staff] to schedule no more than five volunteers a week to receive a Space Force CAC.” Once volunteers have been approved, they will be sent email instructions for how to set an appointment with MPF

for themselves and their dependents.

After an appointment time has been established, the Defense Enrollment Eligibility Reporting System (DEERS) profile will be sent to the appropriate authorities to have it changed from a U.S. Air Force profile to a U.S. Space Force profile.

Currently, profiles will be shut-down by Tuesday evenings and the new CACs are issued Wednesday or Thursday, so it is recommended that members pick up their IDs no later than Friday to avoid losing their medical benefits and

computer access over the weekend.

“What I liked was the ability to submit all of my documentation for my spouse online prior to the actual appointment,” said Miller. “That made it easy to walk in at my scheduled time and retrieve my spouse’s ID. That was the biggest benefit for me. Regarding my own CAC issuance, I didn’t have any issues at all scheduling or retrieving it.

Everything went pretty smoothly.”

In an effort to mitigate potential CAC confiscation barriers, due to the transition period to the new USSF ID system, the MPF will provide the security forces squadron units with a daily Entry Authority List of Guardians who have approved base access, the day before their appointment so that if the entry controller gets a USSF CAC that displays terminated, they will be able to check the EAL and allow entry.

As a result of the efficient work produced by the 50th MPF, CACs should immediately be functional after issuance.

“I didn’t have trouble getting on base immediately after getting my CAC and my spouse’s ID confirmed by security forces at Schriever [Space Force Base] and Peterson [Space Force Base],” said Miller.

The 50th MPF is working diligently through the beta testing process in order to eventually service all 710 Guardians and 450 dependents that are in need of new ID cards, over the span of approximately seven months.

As it stands now, Schriever SFB has issued 19 military USSF CACs and nine civilian USSF CACs. To ensure a successful ID card transfer, military and civilians members who receive a USSF CAC should download their current USAF CAC certificates prior to getting a USSF CAC to avoid being unable to recover old encrypted emails.

“If you are interested in receiving a USSF CAC, please contact your local CSS,” said Cook. “There is no estimated date established for beginning to mass issue cards, but we are hopeful that process can begin by the end of 2021.”

CY22 selection board schedule helps shape force

JOINT BASE SAN ANTONIO-RANDOLPH, Texas — The Department of the Air Force recently published the Calendar Year 2022 Air and Space Force Selection Board schedules, identifying when thousands of Airmen and Guardians will compete for promotion, helping shape and develop the force.

The upcoming schedule will see several changes from previous years, ranging from accelerating some promotion boards, adding a new Line of the Air Force developmental category, and supporting two separate board schedules for the Air and Space Force.

are ready for tomorrow.”

“While the Space Force promotion boards are intermingled throughout 2022 with the various Air Force boards, their consolidated boards will look at Guardian promotions for sergeant through master sergeant in May, major through colonel in October, and senior master sergeant and chief master sergeant in November,” said Col. Scott Arcuri, U.S. Air Force Selection Board Secretariat chief. “The October field grade officer board will be Space Force’s second consolidated officer board as a separate service.”

Other CY22 changes include: • Lt Col LAF-C (Combat Support) Board in January 2022 • Lt Col LAF-X (Cross Functional Operations) Board in March 2022 • Colonel LAF (A/C/F/I/N/X) and Chaplain Board accelerated to March/April 2022 • Colonel MC/DC/NC/BSC Board accelerated from traditional September timing to June 2022 In order to ensure the department has the force it needs, the Lt Col LAF-C (Combat Support) DevCat board will convene

in January 2022, separate from the remaining LAF DevCats (A/F/I/N/X) meeting in March.

“Having separate developmental categories for the LAF gives us added flexibility to balance and sustain the force by decoupling board timing when necessary,” Arcuri said. “In this case, the Combat Support AFSCs will meet their board two months earlier than last year, which allows earlier processing of the results and earlier pin-on dates to address shortages in some LAF-C career fields.”

In July, the Secretary of the Air Force approved a new LAF developmental category, LAF-X (Cross Functional Operations).

“The new category consists primarily of Foreign Area Officers (FAOs) who now have their own Air Force Specialty Code,” Arcuri added. “LAF-X consists of only Majors and above, so officers in the LAF-X DevCat will compete for lieutenant colonel in March and for colonel in March/April.”

The Colonel LAF and Chaplain boards will be held in late March/ early April, about three months earlier than in 2021. Similarly, Medical, Dental, Nurse and Biomedical Sciences Corps candidates meeting their colonels board will compete in June, three months earlier than they did in 2021.

“This continues a trend of moving the Colonels’ promotion boards earlier in the year to better align with the Colonel assignment process,” Arcuri added.

The Selection Board Secretariat conducts nearly 200 boards per year for both the Air and Space Force. These include all general officer promotion and federal recognition boards; active duty officer promotion and continuation boards; officer special selection boards and special selection review boards; enlisted promotion boards for sergeant through chief master sergeant (Space Force) and master sergeant through chief master sergeant (Air Force); and other boards as directed by the SecAF. “We are challenging the status quo and making necessary changes today so we are ready for tomorrow,” Arcuri said. “The decisions and changes made for the upcoming board schedules were deliberate and focused on ensuring we have the right mix of Airmen and Guardians who can compete, deter and win in the high-end fight.”

From the terrestrial standpoint, combined efforts to isolate, interrogate, and interrupt enemy space object surveillance and identification collection is critical to securing the high ground. Neutralizing the threat demands adeptness at introducing multiple dilemmas to complicate an enemy’s decision calculus and imposing outcome uncertainty to paralyze adversarial problem solving. For operations to move at the combat-speed of space, warfighters must command a high degree of comprehension for how blue, grey, and red forces use space to their advantage, a continual assessment of actions, intents, motivations, and resolve in space, and decisions must be delegated to the frontline.

Margins with consequences must to be unwavering, and there should be no question in the hearts and minds of any opposition that the U.S. and its allies stand ready, willing and able to project space power to ensure our nation’s space superiority. Boundaries will become exponentially harder to enforce if space capabilities and competition continue to outpace doctrine or recognized “rules of the road.” Along with fluency of national alignments and regional entanglements, mature international agreements and geo-political treaties, codified engagement rules, forensics, attribution, enforceable space laws, and a deep magazine of reciprocal responses must be callable to effectively dictate desired actions in the domain.

Ascendancy on the instinct front Warfighters are innate risk takers who value effectiveness ahead of efficiency, press the envelope, but remain responsible stewards of resources, respecting existing space capabilities are extremely high demand and low density. In the profession of arms, warfighters must be change agents who approach and take accountability for problem finding and accelerate problem solving. Anticipating and embracing change as opportunity gives us an intuitive edge. Forecasting what is needed next and deliberately innovating for advancement rather than difference is built on subject mastery, which dramatically increases the odds of achieving an advantage. When we integrate to innovate, the sum effects are an order of magnitude greater than the individual parts, allowing for “best of breed” applications beyond the limits of intended sole use design. Therefore, a warfighter-in-the-loop, proficient in space power and warfare principles, must inform capability development to delivery with tactics, war-gaming, stretch-to-stress scenarios, and “live fire” events, not just performance measurements against technical requirements. In addition, stakeholder diversity and early end user inclusiveness is paramount to fostering and fielding a formidable force, able to outthink the opponent, and postured to meet and win the today, tomorrow, and day after tomorrow fight.

Ascendancy on the investment front Our leadership in space technology underpins our ability to achieve national security objectives. This requires a healthy industrial base, improved science and tech-

nology resources, an attitude of risk-taking and innovation and policies that support international competitiveness. There must be a concerted whole of government understanding of our dependencies on space effects, a demand signal placed on our commercial sector to research, develop, and resource for more space capability, a public appetite to deliver consequences for irresponsible actions in space and a reverberating outcry shared across political aisles to protect and defend the space domain. We must also be able to understand each adversary’s tolerances and have the resolve to operate right up to the point of brinkmanship, but below the threshold for expected escalation, fortified by space faring nation partnerships and coalition commitments to deter, diminish and defeat any threat to advancing our interests in space.

Ascendancy on the initiative front We are engaged in a strategic competition. Warfighters are sensors, synchronizers, and shooters, always ready to elevate and perform with mastery and precision to preserve peace or win a high-end fight.

Ultimately, the space warfighter’s mindset must be rooted in an unwavering ethos of competence, steeped through an effects-based continuum of space teaming, education, experience and professional development (STEEP). Moreover, every space warrior must be three-dimensionally oriented on the terrain of the domain — intelligence, cyber, and space — with each leg of the triad brought to bear with unity of effort. Space warfighters appreciate the what, when, and where, but care more about the who, how and why. Building upon a Sun Tzu principle, to war in the space trenches against a skilled and thinking foe, we must know our enemy, what our enemy can do, what our enemy wants to do and what our enemy is willing to do.

Ascendancy is the reason space has been fortified with a domain-dedicated combatant command and a space-focused military arm…our space superiority is being challenged, and in ways paralleled or outpaced by peers with far less dependencies — who may be willing to wager more to win. The Pearl Harbor or 9/11 moment of the next major conflict will likely be fired to affect space. Left unchecked or unprepared, the power to project, orchestrate, and achieve strategic objectives and outcomes may decisively shift. It is vital that our mindset ascend from how we would operate should a war extend to space … to how we will fight through and prevent a war from ever extending from space. As General James H. Dickinson, Commander, United States Space Command, asserted, “We will achieve our end state goal of a team of warfighters who outthink and outmaneuver our adversaries and enemies, and if necessary, win through space combat power — so that there is never a day without space.”

Heat-Related Illnesses Heat Cramps: Are painful, brief muscle cramps. Muscles may spasm or jerk involuntarily.

Heat cramps can occur during exercise or work in a hot environment or begin a few hours later.

Heat Exhaustion: There are two types of heat exhaustion: 1. Water depletion — Signs include excessive thirst, weakness, headache, and loss of consciousness. 2. Salt depletion — Signs include nausea and vomiting, muscle cramps, and dizziness.

Heat Stroke: Heat stroke is the most serious heat-related illness. Heat stroke can kill or cause damage to the brain and other internal organs.

Heat stroke results from prolonged exposure to high temperatures — usually in combination with dehydration — which leads to failure of the body’s temperature control system.

Safe Work Practices to Prevent HeatRelated Illnesses: • Allow for acclimatization to a hot environment before any strenuous work begins. It takes roughly two weeks for an individual to acclimate to a hot environment.

• Drink plenty of water during strenuous activities especially in hot environments. An average person sweats between roughly 27 oz. to 47 oz. per hour during intense labor. To put that amount into perspective, an average water bottle holds 16.9 oz.

• Take frequent breaks in the shade or indoors where there is AC.
