Arctic racking station says ‘Goodbye’to final uniformed commander

SCHRIEVER AIR FORCE BASE, Colo.

— The 23rd Space Operations Squadron Detachment 1 is scheduled to host a change of command in June bidding farewell to the unit’s final uniformed detachment leader.

Capt. John Bang, current 23rd SOPS Det. 1 commander, change of command marks the unit’s transition to a government civilian to enable the Space Force to support other warfighting needs while improving continuity and efficiency at the site.

“To be the last detachment commander is a bittersweet experience,” he said. “I am proud to be part of POGO’s (Polar Orbiting Geophysical Observatory) long heritage in the Arctic and I remain confident they will continue to achieve mission success.”

The unit is responsible for performing telemetry, tracking and commanding operations in support of U.S. and allied satellite programs in support of national defense .

They operate the Air Force Satellite Control Network for national use alongside its parent squadron and other globally separated units.

“It’s been a great learning experience working here,” Bang said. “I have encountered many challenges and unique situations that would not have been possible [to solve] if I had not stepped beyond my comfort zone.

Many situations required the ability to take the strengths of others and appropriately combine them in order to succeed. While I have developed into a more capable Airman, I continue to be humbled by the talents and skills of those that make POGO’s successes possible.”

“No matter what the future may bring, respect and care for the people working beside you as they will be the ones who will help you succeed,” he said.

The commander position at Det. 1 is a

“This will bring forth greater continuity,” he said. “In addition to continuity of knowledge and experience, this change will help ensure the unit is not having to re-establish new relationships every year.”

Despite the command change, the detachment will continue to have a uniformed member oversee operations. “[Having a uniformed leader] provides oversight into the practices and procedures being accomplished at this remote location,” said Master Sgt. Marcus Smith, 23rd SOPS Det. 1 chief. “Additionally, it provides a military point of view when liaising with agencies and personnel outside of the tracking station.”

Smith said it’s important to leave a positive impression on those you work with, and while Bang has done that, he said the change is appropriate and needed.

“With manpower being a highly-valued and sought-after resource, becoming more efficient in how we use and position personnel is paramount,” Smith said. “The standing up of the United States Space Force will require highly skilled and motivated personnel to be available in key positions.”

Despite being separated from its parent unit by thousands of miles, det. 1 has successfully operated their mission for more than 59 years.

“Det. 1 will always operate at an elite level,” Bang said. “We have one of the most dedicated and best crew forces operating our assets to ensure that the Air Force Satellite Control Network stands ready to support our nation and allied partners.”

Before departing as the final military commander of the 59-year-old detachment, Bang wanted to leave a message for those serving at the Arctic unit. “ Thank you to the men and women with whom I have had the great opportunity to lead and serve with,” he said. “Despite the challenges and changes that POGO has, or will experience, I know POGO will always continue to succeed and be home to a proud team.”

EWCASTLE AIR NATIONAL GUARD BASE, Del. — If nothing else, the past few weeks have shown us that our lives, and those of our families, can quickly be thrust into the unknown. As military members, the coronavirus and associated COVID-19 pandemic has presented us with many opportunities to serve in a multitude of roles. How successful we are in each of these roles is often determined by how well we manage our time and balance those responsibilities against other roles in which we serve.

For example, I strive to be an effective leader for my organization. If I had no other responsibilities, I would be able to commit 100% of my time, focus, and effort toward my position as command chief. However, as much as I would like to pursue the level of expertise that commitment would afford, it’s simply not possible, nor is it healthy. I have other responsibilities, such as those of a husband, father, brother, friend, etc. Finding a way to serve our Airmen while fulfilling my other responsibilities can be a challenge, but when balanced properly it can provide a huge sense of accomplishment, as well as model a skill that others may find appealing.

You’ve likely heard of the term “Comprehensive Airman Fitness” and how it lends itself to overall well-being. For those who haven’t, it’s basically a “work-life balance” that suggests when we’re mentally, physically, socially, and spiritually healthy, we are more productive, happier, and often find ourselves in more satisfying relationships. Many examples of work-life bal-

ance analogies exist. However, I’d like to share a modified version of one that was initially presented by Bryan Dyson, a former president and CEO of Coca-Cola Enterprises. He demonstrates this balance by describing life as a constant shifting of priorities; or more specifically, as a great juggling act.

In this analogy, our priorities are work, health, and relationships. To represent these priorities, our metaphor will be three balls that must be kept in the air: a rubber ball, a steel ball, and a glass ball. Each ball must be kept moving because holding too

maintain the proper balance across the different areas of our lives.” tightly onto one may cause us to drop the others. Naturally, we don’t want to drop any balls while we juggle, but we need to consider the different consequences in case we do.

First, we have the rubber ball. This is our typical role at WORK. Given the choice, this is the one we can most easily afford to drop. If our focus on work suffers or if we drop the ball, we have our teammates to help us and an organization that is dedicated to ensuring the mission succeeds. Spouses can recoup licensure fees after PCS, PCA

SCHRIEVER AIR FORCE BASE, Colo. — Service members and their spouses have the opportunity to save money through the Department of Defense’s Licensure Reimbursement Program following permanent changes of station or address.

The LRP, which went into effect May 17, 2019, allows Airmen spouses to recoup up to $1,000 in reimbursement for re-licensure or recertification when they move to a different state.

“As military spouses, we do so much in assistance of our service members,” said Colleen Rastellini, 50th Security Forces Squadron budget analyst. “We follow them, we support them when they’re home or away. We literally pick up our lives and our families’ lives and move from location to location. This expense is something we have no control over. We have to pay for this if we want to continue working in our fields.”

Prior to the LRP, a pilot program reimbursed spouses up to $500 for recertification and relicensing. Depending on a spouse’s career field or how often an Airman PCSes, however, the relicensing and recertification process can be costly.

“From the different articles that I’ve seen, it can cost anywhere from $150 to more than $1,500,” she said. “Before this became a reality, [re-licensing and recertification costs were] out of pocket every time you PCSed. Some states are better than others and will let you work on your previous license for a period before changing over. Other states are not.”

To qualify, the program requires the following from service members: • Airman is issued PCS/PCA orders • Movement of Airman’s dependent is authorized at government’s expense

• Airman PCS/PCA to another state (includes Alaska, Hawaii, Washington D.C. and the U.S. territories) • Cost must be incurred and paid after the date of the Airman’s PCS/PCA orders are authenticated. (Airman must file a claim within 24 months of the date the orders are authenticated) “Anytime you can save a dollar, then absolutely do so, especially during COVID-19,” Rastellini said. “I think for younger Airmen, it’s even more important to have this.”

The act permits multiple uses as long as Airmen and their spouses meet guidelines. Licenses and certifications that qualify for the program vary by state, but the program covers a variety of qualifying costs including exam and registration fees, background checks and more.

“It’s an outstanding program and there are a lot of military members who pay a lot of money when they move,” said Melvin Castile, 50th Force Support Squadron community readiness specialist and answers any questions Airmen have regarding the program. “There are a lot of out-of-pocket expenses.”

Having the benefits of the DoD paying for those expenses is an opportunity where Airmen should take advantage. Rastellini hopes to see an influx of Airmen using the program.

“If we don’t utilize this, it will go away and I’d hate for that to be the case,” Rastellini said. “So many spouses fought for this to become a reality. This is so beneficial, not just to Airmen, but DoD-wide.”

GPS celebrates 25th year of operation By 1st Lt Tyler Whiting United States Space Force Public Affairs

PETERSON AIR FORCE BASE, Colo. — The Global Positioning System, better known as GPS, marks its 25th year of operation Apr. 27, 2020.

On this date in 1995, the system reached full operational capability, meaning the system met all performance requirements. U.S. Air Force Space Command formally announced the milestone three months later.

“This is a major milestone,” said Gen. Thomas S. Moorman Jr., former Air Force Vice Chief of Staff in 1995. “GPS has become integral to our warfighters and is rapidly becoming a true utility in the civilian community.”

GPS III is meeting users’ emerging needs and responding to tomorrow’s threats with improved safety, signal integrity and accuracy.

Initially developed for the military to meet a critical need for determining precise location on the battlefield, GPS has also become an integral part of technology affecting the lives of billions of people worldwide.

“The United States Space Force’s continuing objective for the constellation is to ensure GPS remains the Gold Standard for global space-based positioning, navigation and timing,” said Gen. Jay Raymond, USSF Chief of Space Operations, and U.S. Space Command Commander.

Today, the U.S. Space Force operates the GPS satellite constellation as a global utility — always available to everyone, everywhere on Earth.

“GPS is a free for use service provided by the Space Force that enhances everyday lives around the world,” said Brig.

Gen. DeAnna Burt, USSF Director of Operations and Communications. “GPS provides the highest accuracy positioning and timing data. In addition to the essential capabilities it provides for the military, GPS underpins critical financial, transportation and agricultural infrastructure.

It’s always available, whether for an ATM transaction or securing a rideshare.”

Its military capabilities first enhanced combat operations in 1990 and 1991 during Operations Desert Shield

and Desert Storm. Allied troops relied heavily on the new GPS signal to navigate the featureless deserts in Kuwait and Iraq.

In the early 2000’s, during Operations Enduring Freedom and Iraqi Freedom, GPS contribution to warfighting increased significantly. For example, the GPS constellation enabled accurate munitions, allowing the delivery of GPSaided Joint Direct Attack Munitions with pinpoint precision and minimal collateral damage.

Today, in addition to these and other GPS-enabled warfighting capabilities, Airmen conduct resupply missions with battlefield precision airdrops to combat forces with T:9.5”

GPS-guided, parachute-delivered equipment pallets known as “Smart Pallets.”

The GPS operational constellation currently has 31 satellites, and the system is continually updated and modernized, making it a resilient system to maintain the signals required for accurate positioning, navigation and timing around the world.

The first satellite of the new GPS III version, called Vespucci, was launched into space Dec. 23, 2018.

Combat family conflict during quarantine

— As family members and partners spend more time together during quarantine, the odds of interpersonal conflict may increase.

While this may not be the case for all, being aware of the possibility and knowing ways to prevent and healthily manage interpersonal conflict during quarantine can be beneficial.

“Structured time away from one another for school or work allows for thinking instead of just emotional [reaction],” said Kim Vehige, 21st Space Wing Family Advocacy Program intervention specialist. “These builtin spaces are no longer in place, and folks are together dealing with both positive and negative emotions all the time.”

With additional COVID-19 stressors, financial instability, homeschooling, teleworking and the unknown of when some sort of normalcy will return, it is important for families to take preventative steps to mitigate any conflict that could arise.

“The key to prevention is to acknowledge that times are stressful,” Vehige said.

“Remind each other that even with the unknowns, the situation is temporary. Be patient and practice grace. Talk about what specifically is stressful and discuss a plan of action.”

If conflict should arise, it is important families practice healthy ways to resolve it.

“Look at the problem together, when all parties are calm,” said Jessica Ditson, 50th Space Wing violence prevention integrator.

“Have a family/partner meeting and work through some basic problem-solving steps.

Remember to use ‘I’ statements when expressing feelings or frustrations while working through these basic steps.”

To healthily resolve interpersonal conflict, try the following steps.

• Define/identify the problem • Brainstorm solutions • Choose a solution • Try it, see if it works • Evaluate the results and start the process over if necessary

With additional COVID-19 stressors, financial instability, homeschooling, teleworking and the unknown of when some sort of normalcy will return, it is important for families to take preventative steps to mitigate any conflict that could arise.

Additionally, the Center for the Study of Traumatic Stress advises families to use active listening. They recommend focusing on and trying to understand what a family member is saying rather than rebutting their comments. Then, address any negative feedback or misperceptions about a family member which make it harder to communicate effectively.

The CSTS also recommends practicing self-regulation. Notice anger and other emotions like fear and jealousy and describe them without judgment. Rather than avoid intense emotions, observe and accept them at face value without acting on them. Identify topics

the other balls very much. If we drop this ball, our work life will bounce back, usually in a short amount of time. However, consider the irony of the rubber ball.

Although it’s the easiest to recover if dropped, it tends to be the easiest to hold onto since it has a great surface to grip and it’s not too heavy or too light. Basically, it’s the most comfortable to hold. Of the three balls, we often see this one dropped the least.

Now consider the steel ball. This represents the role

routine. Perhaps it means that we’re risking exposure to illness which could compromise our health. In life, dropping the steel ball might manifest as being more susceptible to, or getting sick, stressed, or fatigued.

Thinking about the current pandemic and how critically our health affects our readiness, we simply cannot afford to drop this ball right now. We must take every action to ensure we’re ready when called upon by our wing, state, or nation.

Fortunately, like the rubber ball, it’s relatively easy to recover if we drop the steel ball. Airmen, like steel, are pretty durable. We tend to recover or find ways to manage if we get some bumps or bruises. The problem is that the steel ball — our health — won’t simply bounce right back for us to continue juggling without missing a beat. When we drop the steel ball, it takes time. We have to take a knee to pick it up, then we have to dust it off and buff out the scratches. Then we spend some more time to polish it up again.

Although steel may not necessarily break, with enough “drops,” you’ll eventually end up with scratches that won’t buff out, and dents that can’t be fixed — scars that tell the story of how much it’s been dropped. Furthermore, while we’re nursing that ball back to health, we have to stop juggling the other balls, meaning we tend to neglect them while we focus on getting healthy again. Another option, where possible, is that someone else might need to take over our other roles. Still, given a little time and effort, we’ll recover and get our juggling act back in sync.

Finally, let’s think about the glass ball. This is the role

This one is heavier than the others and when we’re tired because we’re going non-stop, our hands get a little sweaty which can cause this ball to easily slip through our fingers. When this ball slips, it means we’re not taking care of ourselves. We’re not exercising like we should, we’re not eating and sleeping like we should, or we’re not giving ourselves time to relax and take a mental break from our day-to-day

Once emotional intensity decreases, reaffirm commitment to the process prior to re-engaging with a family member, for example, ‘I want to improve communication with my family. Therefore, I commit to active listening by paraphrasing my partner’s comments without adding a rebuttal or becoming defensive.’

Though quarantine may make family problems more common, it also provides an opportunity to strengthen bonds with one another.

“Doing simple things that help solidify connections are a great place to start,” Ditson said. “Remember that attention is oxygen for relationships; be present when people are talking to you. Put down the phone, close the computer, turn off the TV and really listen to the people you are quarantined with. Start a new tradition, such as eating together more.

“Right now many people are experiencing grief, grief for things they are missing such as graduations, gatherings, loved ones, freedom to move and control,” Ditson said. “This can be hard to understand for the person who can’t identify the source of the emotions and those who might be qualifying the experience. Know that hard is hard, and right now people are experiencing their own hardships.

Showing grace and caring can go a long way in helping them process the uncertainty of the COVID-19 pandemic.”

It’s much lighter that the first two and very smooth. In fact, it’s a little slippery at times and sometimes more difficult to see when compared to rubber and steel. At times, we take for granted how fragile this ball is and even neglect it in favor of the other balls. But beware!

If we drop the glass ball, it may chip, crack, or even shatter … for good. The glass ball is the most important for us to care for, nurture, and respond to if it begins to fall. Simply stated, we may not get another chance if we drop our glass ball so we need to keep an especially close eye on it as we juggle it among the others.

So, as we continue to develop as leaders, whether that means continuing our education, developing our personal or professional roles, or honing the skills of our respective AFSCs, we need to encourage each other to maintain the proper balance across the different areas of our lives. Want to transfer into the Space Force? Application period opens May 1

ARLINGTON, Va. — The U.S. Space Force announced recently the opportunity for U.S. Air Force active duty members to volunteer to officially transfer into the new service begins May 1.

“This is an historic time to be in the space business, and I could not be more excited to extend the opportunity to our active duty Air Force members to officially transfer into the Space Force,” said Gen. Jay Raymond, U.S. Space Force Chief of Space Operations and U.S. Space Command Commander.

“We have the unique opportunity to create a new service; your energy, passion and expertise will be critical to our success.”

The newest branch of the United States military, the Space Force, organizes, trains and equips forces to execute a variety of space missions, and to deter aggression in, from, and to space.

Active duty Air Force officers and enlisted personnel in existing space career fields and select other career fields are eligible to apply for transfer. While approximately 16,000 military and civilians from the former U.S. Air Force Space Command are now assigned to the new service, this transfer process will officially commission or enlist military members into the service.

“The choice to transfer into the Space Force will be a personal decision for each individual, just as it was for me,” said Chief Master Sgt. Roger A. Towberman, U.S. Space Force Senior Enlisted Advisor. “Each of us volunteered to serve, now we ask for volunteers to help build a new force that is tailor-made and laserfocused on joint warfighting and the space domain.”

U.S. Air Force Airmen who transfer into the U.S. Space Force will continue to wear the Operational Camouflage Pattern utility uniform currently worn by USAF and U.S. Army personnel, but with distinct blue thread and a colored U.S. flag on the left arm. The USSF is the sixth branch of the U.S. Armed Forces and is part of the Department of the Air Force.

Those eligible to apply to transfer into the Space Force include officers and enlisted members in the organic space career fields of space operations (13S) and space systems operations (1C6). Also eligible are officers and enlisted members in several career fields common to both the Air Force and Space Force, including intelligence (14N), cyberspace operations (17X), developmental engineer (62E), acquisition manager (63A), operations intelligence (1N0), geospatial intelligence (1N1), signals intelligence (1N2), fusion analyst (1N4), targeting analyst (1N8), cyberspace support (3D0), and client systems (3D1).

For those in the organic space career

fields (13S and 1C6), transfers to the USSF will begin on September 1. Because active duty space operations missions and functions will completely transfer to the Space Force, Airmen in organic space career fields who decline transfer into the Space Force will receive assistance in examining other options to include applying for retraining into another Air Force specialty, applying to crossflow into the Guard or Reserve, or applying for separation or retirement, if eligible. In the meantime, those service members will remain in the Air Force and may be assigned duties in the Space Force. At the end of the transition period, expected to be sometime in 2022,

organic space AFSCs will be removed from Air Force inventory and assignments in those mission areas will no longer be an option for Air Force members.

For the common AFSCs only a limited number of billets will be available, so Air Force and the Space Force leaders are developing a board process to select volunteers for transfer based on mission needs and career sustainment. Since the boarding and selection process will take additional time, transfers for personnel with common AFSCs are expected to begin February 1, 2021.

All eligible personnel in organic and common career fields will receive a direct email from the Air Force Personnel Center on May 1 announcing the opening of the application window and providing directions to submit their applications on line.

Individuals who believe they are eligible but do not receive this notification should contact the Total Force Service Center or assignment teams at AFPC. The application period will end on May 31.

Air Force Reserve and Air National Guard personnel remain critical to space mission execution. Air Guard and Air Force Reserve units executing space missions are currently aligned to the Space Force, and will continue supporting Space Force missions in this status while the future of the Reserve Component for the Space Force is determined. The status of Department of the Air Force civilians, whether assigned to Air Force or Space Force organizations, is unchanged.

SCHRIEVER AIR FORCE BASE, Colo. — When junior enlisted Airmen reach the rank of senior airman, get married, claim dependents or an installation’s dormitory occupation percentage reaches 95% capacity — they are typically offered a chance to move out of the dormitories.

First sergeants work with an Airman’s supervisor, superintendent and commander to make sure Airmen have a solid plan in place to ensure they are prepared for the mental and financial stress that often pairs with moving.

“Moving off base is a tremendous opportunity,” said Senior Master Sgt. Micahel Guanill, 50th Operations Group first sergeant. “There are a lot of upfront costs that come with moving that Airmen can sometimes, by no fault of their own, neglect to consider.

Airmen should take the time to research prospective residences before entering any contractual agreement.”

One Airman currently moving out of the dormitories is Airman 1st Class Billie Fisler, Distributed Mission Operations Center — Space administrator.

“Moving out isn’t as black and white as I thought it would be,” she said. “There’s a lot that goes into it as leadership really wants to make sure we’re ready to move out and can handle being on our own.”

After receiving an offer from the Airman Dorm Leaders to move out of the dorms, Airmen must be approved by their first sergeant and/or their commander to proceed to the next step — sign a rental agreement or buy a house.

“I was lucky enough to find a place that fit what I was looking for,” Fisler

said. “It’s in a good location, not too far from work and, most importantly — it’s pet friendly.”

Airmen are required to have a budget and move-out plan prepared prior to their move out date.

The budget should have: • Total pay (to include BAH and BAS) • Monthly rent • Cost of food • Utilities • Any outstanding expenses (i.e. car payments) • Any additional expenses (i.e. furniture, utensils, etc.)

“Airmen who are hopeful to move out of the dorms should start planning early,” said Guanill. “Have your finances in order and remember your command team considers the whole [Airman] concept when recommending and approving Airmen to move off base.”

However, before an Airman can start to receive their basic allowance for housing and basic allowance for subsistence, they must pass a dormitory room inspection, certifying they left their room in excellent condition so another Airman can move into it as soon as possible.

“Airmen have a responsibility to maintain their government quarters,” Guanill said. “During the change of occupancy inspection, ADLs not only inspect the room for cleanliness, they also identify maintenance issues and make sure those issues are resolved prior to the next Airman moving in.”

Airmen stay active, resilient during pandemic

SCHRIEVER AIR FORCE BASE, Colo. — During the COVID-19 outbreak, gyms, restaurants and other entertainment services have closed; however, nature remains open for all to enjoy.

“While staying in shape is important,

it’s also important we stop the spread of this virus.”

Serving in the Air Force requires Airmen to maintain physical fitness standards at all times and when gyms are closed, Airmen can start to use the great outdoors.

“It’s really refreshing to get off base and leave my dorm room,” said Airman 1st Class Sophia Carbajal, 4th Space

Operations Squadron extremely high frequency satellite systems operator. “It’s a nice change of scenery and I’m able to get my PT in for the day, too.”

Carbajal frequently goes to Palmer Park, Garden of the Gods, Red Rocks Open Space and the United States Air Force Academy to enjoy the numerous Colorado trails.

“I consider myself really lucky to be assigned to Schriever,” she said. “It’s beautiful here and the amount of things to do seems endless.”

According to standard risk management, Airmen should bring a wingman, water, a communication device such as a cell phone and some sort of first aid equipment in case of an injury while hiking.

“I usually go a couple of times a week,” Carbajal said. “I like going to different trails and exploring areas I haven’t seen before. I typically won’t go alone, but if I do I always let someone know where I’m going just in case something happens.”

Despite the activities Airmen would normally partake in being shut down, some have used this quarantine as a means to explore new opportunities.

“I’ve really been finding that I’m happier when I’m outside and in nature,” Breimann said. “I guess that’s one silver lining to all of this, right?”

When Breimann goes hiking, he makes sure to pack his face mask and stays six feet away from others who are out enjoying the trails.

“While staying in shape is important, it’s also important we stop the spread of this virus,” he said. “I don’t really leave base at all unless I’m going hiking, and if I do I make sure I’m following the proper safety precautions put out by the state.”

PUBLIC NOTICE REQUEST FOR COMMUNITY RESPONSE REGARDING ENVIRONMENTAL RESTORATION ACTIVITIES PETERSON AIR FORCE BASE, COLORADO SPRINGS, COLORADO The Environmental Protection Agency’s (EPA) Unregulated Contaminant Monitoring Rule #3 (UCMR 3) sampling results in public wells prompted additional sampling of private and municipal off-base drinking water wells near Peterson Air Force Base (AFB). Treatment systems have been installed at private and municipal wells used as drinking water sources. In addition, Peterson AFB conducted a Preliminary Assessment to identify any potential on base sources. Based on the results the Preliminary Assessment and follow on Site Investigations, it was confirmed that Peterson AFB had PFOS/PFOA impacts to groundwater. These recent Air Force Environmental Restoration Program (ERP) investigations have identified four sites that warrant further evaluation.

The Air Force’s ERP provides for the environmental cleanup of contamination whose release is attributable to the Air Force, including immediate actions taken to remove imminent threats to human health and the environment. Public involvement is a key aspect of the ERP and is the reason for this notice.

Peterson AFB is seeking public input on its ERP to enable meaningful community involvement and to address community needs, concerns, and expectations through face-to-face interviews, telephone interviews, and an online survey.
