U.S. Air Force Staff Sgt. Cindy Delgado, 50th Contracting Squadron contract specialist, is responsible for efficiently spending the Air Force’s funds. The 50th CONS squadron at Schriever Space Force Base, Colorado, directs money through a contract and awards them to civilian businesses. Contract specialists also work closely with the base policy and legal teams to ensure contract awards are compliant with federal, state and local regulations. Everything that supports the installation comes through the contracting office, from services to construction and other essential functions. Delgado along with her fellow 50th CONS Airmen provide mission partners across Schriever SFB with agile and innovative contracting capabilities to enable space and cyberspace warfighting superiority.

CSO unveils Guardian Ideal, Space Force values at AFA Staff Report Secretary of the Air Force Public Affairs

NATIONAL HARBOR, Md. — Chief of Space Operations Gen. John W. “Jay” Raymond unveiled the Guardian Ideal and Space Force values during his speech Sept. 20, 2021, at the Air Force Association Air, Space, and Cyber Conference in National Harbor, Maryland.

The Guardian Ideal is the Space Force’s foundational document outlining the service’s boundary-pushing, innovative approach to talent management, from accession to development, and it combines aspirations with actions and milestones.

“At the heart of the Guardian Ideal is the commitment between the leader and the led, founded upon our core values of Character, Connection, Commitment, and Courage,” Raymond said. “These values guide who we are and how we conduct our mission. They will unite and sustain us as we grow together as one interconnected force.”

Raymond said he’s most proud of the explicit focus on inclusion in the Space Force’s culture from the very beginning and how the team-centric model outlined in the Guardian Ideal encourages cooperation over competition.

This approach to talent management gives each Guardian a voice in tailoring their development and ultimately their career to reflect their skills, interests and goals.

Space Training and Readiness Command, Space Delta 11 – Range and Aggressor, holds an activation ceremony at Schriever Space Force Base, Colorado, Aug. 30, 2021. SCHRIEVER SPACE FORCE BASE, Colo. — The National Defense Industrial Association Rocky Mountain Chapter recognized one of Joint Task Force-Space Defense’s own during its 38th Rocky Mountain Ball Aug. 20, 2021 at the Cheyenne Mountain Resort, Colorado Springs, Colorado.

U.S. Space Command nominated Ohio native Capt. Robert Heffner, JTF-SD Current Plans Branch lead mission planner and National Reconnaissance Office liaison officer, for the NDIA chapter’s Patriot Award, that honors service members “who have demonstrated a profound and abiding love of country and whose inspirational leadership, actions and selfless dedication symbolize our nation’s ideals, values and founding principles.”

Heffner’s nomination included notable accomplishments such as leading and overseeing the successful development of numerous Joint Operations orders and satisfying multiple operational requirements to enable successful multi-domain operations. He also supervised multiple joint Combatant Command operations and was instrumental in developing new tactics, techniques and procedures that resulted in space operations efficiencies.

Additionally, Heffner developed a suicide prevention toolkit and volunteered at the Springs Rescue Mission homeless shelter enhancing the quality of life of at least 19 families.

“You are a superstar, who clearly loves America and has performed above and beyond the call of duty,” said Joseph Kahoe, NDIA Rocky Mountain Chapter vice president for awards, in a letter to Heffner announcing his selection.

“I have never won anything like this before, it is overwhelming and an unexpected surprise,” said Heffner, who always had a strong drive to serve and whose family has served across the services some dating back to the Army Air Corps. “I feel honored and humbled, especially based on those who’ve received the award in the past.”

Heffner has been with the JTF-SD for about eight months, hailing from the NRO. With this background he is focused on improving the organization’s integration for planning with the NRO. “That’s part of why I was selected for this position,” said Heffner.

“I look forward to integrating the joint planning process between the two organizations to improve our protect and defend strategy.”

In the short time he’s been here, Heffner’s efforts led to the nomination for this award in addition to earning the U.S. Space Command’s Company Grade Officer of the Quarter award for the second quarter.

“Heffner has a great knowledge and understanding of the larger picture and his role in it,” said Lt. Col. Charles “Davie” Cook, supervisor and Director of Operations for the NRO Element at the National Space Defense Center. “He thinks operationally and strategically and that is rare at his rank but much needed in our operations here.”

Cook, Heffner and his wife, Jessica, attended the awards event highlighting both professional performance and community involvement.

“He helped in the community, focused on people in need and he’s outstanding at his job,” said Cook. “Heffner is an easy candidate for people to advance and that is saying a lot because we have a lot of superior performers in our organization.”

Heffner said it’s his teammates who enable his performance.

“My favorite part of this job is the people I work with,” he said. “I enjoy coming to work every day because of the people I work with. I am proud to serve with everyone at the NRO, NSDC and 1 SOPS. My team and my wife always inspire me to strive to do my best.”

Heffner was joined by five additional military award winners stationed in the Colorado Springs area representing the Air Force Academy, Space and Missile Defense Command, United States Space Force, NORAD/NORTHCOM and Fort Carson.

Heffner is stationed at Schriever Space Force Base and his operations support the JTF-SD’s mission to, in unified action with mission partners, deter aggression, defend capabilities and defeat adversaries throughout the continuum of conflict.

Get from A to B through new taxi service

PETERSON SPACE FORCE BASE, Colo. — Schriever Space Force Base, Peterson Space Force Base and Cheyenne Mountain Space Force Station have a military taxi service that will provide military members and Department of Defense civilians with transit between the bases. Provided by 21st Logistics Readiness Squadron’s ground transportation, the program is a way forward to improving quality of life for Airmen and Guardians.

Keith Kesler, 21st LRS ground transportation supervisor, is responsible for dispatching taxi services and assigning drivers to serve the base populous.

“It’s important to be able to provide some sort of transportation for the base population who may not have access to a vehicle,” said Kesler. The formation of the Peterson-Schriever Garrison has increased mission-related transportation between the three bases making it difficult for some individuals to get from base to base if they are relying on their peers for rides.

Senior Airman Benjamin Burnette, 50th Security Forces Squadron response force member, relies on the taxi service as an effective method of transportation.

“My car has been in the shop for the past couple weeks so I’ve been depending on my friends to bring me to and from work,” said Burnette. “However with our schedules getting busier and each of us working different shifts, a service like this is essential for people who are dealing with similar situations as myself.”

The military taxi service operating hours are Monday through Friday, 7:15 a.m. to 3:30 p.m. excluding holidays and family days.

Inspiration4: Space Force supports historic mission as civilians launched into orbit

KENNEDY SPACE CENTER, Fla. — A cancer survivor, record-setting pilot, doctor and a U.S. Air Force veteran sit inside the capsule waiting for the countdown to begin.

Their hearts race with excitement about what’s to come. Their minds too occupied with the thrill of traveling to space, and making history in the process, to stress over any dangers they may encounter.

Ten, nine, eight, seven — the countdown has started.

Below the astronauts is the Falcon 9 rocket booster filled with 272,491 pounds of RP-1, space grade kerosene and 633,829 pounds of liquid oxygen. That combination produces 1.7 million pounds of thrust, which is required to break Earth’s gravity and propel the crew into orbit.

During the launch, the crew will experience up to three Gs, or three times the force of Earth’s gravity. Once in orbit, about 357 miles above Earth, the crew will travel 17,500 mph and encircle the Earth every 90 minutes.

Six, five, four — thousands of people across Florida’s space coast get their cell phones and cameras ready and point them toward the sky.

Three, two, one — ignition.

At approximately 8:03 p.m. EDT Sept.

15 at Kennedy Space Center, Florida, the rocket ignites and propels Space-X’s Dragon Resilience capsule and its four occupants into the sky.

Four private citizens were transported into orbit inside Space-X’s Dragon Resilience capsule. The crew, which is the first to be made up exclusively by private citizens, will orbit the Earth for three days.

The mission, known as Inspiration4, is the first to launch four exclusively private citizens into space. For three days, the crew, which consists of Jared Isaacman, founder and CEO of Shift4 Payments, Chris Sembroski, an Air Force veteran who now works in the aviation industry, Dr. Sian Proctor, a geoscientist, and Hayley Arceneaux, a physician’s assistant at St. Jude Medical Center, will orbit the Earth.

at Cape Canaveral Space Force Station, Florida, a team of U.S. Space Force Guardians monitored the mission.

“Being part of this mission, sending four private civilians to space for the first time ever, is an amazing feeling,” said 1st Lt. Ashley Hall, 1st Range Operations Squadron training flight commander, who also served as the surveillance control officer for the launch. “I remember watching the last shuttle launch on TV thinking how

cool it would be to play a role, any role, in sending humans to space. Today, I get to be a part of that. It’s just one step closer to making space travel more accessible to everyone. I can’t wait until it’s my turn.”

The MOC supports every launch from CCSFS and Kennedy Space Center with rocket tracking, as well as air and sea space monitoring, to ensure public safety. Since 2019, the facility has supported 76 launches, including missions that delivered communication and weather satellites into orbit, as well as three crewed missions.

According to the Inspiration4 website, the launch’s goals are to raise awareness and funds to support medical research, while the crew conducts science experiments in orbit for three days. The goal of the fundraising effort is to raise $200 million.

Each member of the crew was selected out of thousands who applied. Issacman, a jet-pilot, holds several world records including two Speed-Around-The-World flights in 2008 and 2009. Arceneaux was diagnosed with osteosarcoma, a type of bone cancer when she was 10-years-old. Cured, she now works at St. Jude Medical Center treating leukemia and lymphoma patients.

While in the Air Force, Sembroski maintained a fleet of Minuteman III intercontinental ballistic missiles and deployed to Iraq. Soria is an analog astronaut who has completed four analog missions, including the all-female Sensoria Mars 2020 mission at the Hawai’i Space Exploration Analog and Simulation Habitat.

As the surveillance control officer for the Inspiration launch, Hall, who hails from Chicago, was responsible for managing a team of eight Guardians, Airmen, U.S. Coast Guardsmen and Department of Defense civilians.

SCHRIEVER SPACE FORCE BASE, Colo. — Having served in the U.S. Air Force for five years, previously at Scott Air Force Base, Illinois, and McGuire AFB, New Jersey, Staff Sgt. Cindy Delgado, 50th Contracting Squadron contract specialist, works at Schriever Space Force Base, Colorado, in the foreground of America’s Mountain, supporting the mission of the Peterson-Schriever Garrison.

The 50th CONS is a component of the 50th Mission Support Group and provides mission partners with agile and innovative contracting capabilities to enable space and cyberspace warfighting superiority. From humble beginnings, the squadron now has 64 assigned military and civilian personnel and has received numerous unit and individual accolades, including the 2018 Air Force Space Command Outstanding Large Contracting Unit Award. The unit executed 561 contractual actions in fiscal year 2020 on programs valued at more than $134 million and is postured for future growth.

“The [50th] Contracting Squadron works hand in hand with every organization and contractor coordinating future requirements to make sure the mission never stops,” said Delgado.

“Logistical planning is how we in contracting keep the base operational. We must make determinations as to how we will acquire those services, supplies or construction projects. No one requirement is the same; the approach is never the same. Right now, with the [U.S.] Space Force ramping up and with all the deltas moving in, we are ensuring those organizations have all the equipment necessary to be fully operational.”

Everything that makes an installation function comes through the contracting office, whether it be services (ground maintenance, janitorial services) or construction (fixing parking lots or remodeling parts of a building) or supplies (cubicles, computers, printers, ATVs).

“As a contract specialist, I’m in constant communication with the mission

partners,” said Delgado. “I work closely with our small business representative to ensure small businesses are well represented in contract awards. I also work closely with our policy team to make sure contract awards are compliant with federal, state and local regulations and, depending on dollar value or complexity, I work with our legal team.”

Delgado joined the Air Force at 21 years of age.

“At that time, I had been both working full time and going to school full time,” said Delgado. “I was a manager at a Cold Stone Creamery. I decorated cakes and loved it, but it was clear I wasn’t progressing. My stepdad was, and is, in the Navy.

At the time, I was getting healthcare from under him but was going to start paying for my own. 21-year-old me was extremely concerned and anxious about healthcare prices. I decided I needed to start working towards something. I had changed my major five times while attending San Diego Community College.”

Delgado found some direction after conversations with her friends, her stepfather, and a recruiter; it became clear to Delgado that to find her mission, the Air Force was the best avenue for her.

“I’m proudly serving the U.S. Air Force,” said Delgado. “I’m good at my job; I love my job. As soon as I showed interest in this career field, everyone was very welcoming and encouraging. I have been extremely fortunate to meet some great people along the way. I’m exceptionally thankful.”

Additionally, others think Delgado is good at her job, including her 50th CONS supervisor.

“Staff Sgt. Delgado is incredibly professional, thorough, and has a very strong work ethic,” said Tech. Sgt. Tamika Ortiz, 50th CONS contracting officer. “Delgado is a worker, and enjoys her job. She’s engaged with her subordinates and sets a great example for them. I can always count on any task I set before her being executed flawlessly. She is truly an asset to the 50th CONS and the U.S. Air Force, and key to executing close to $2 million in end-of-year requirements.”

Delgado’s inspirational motto is: You are exactly where you’re meant to be.

“It’s pretty simplistic, but I found it at a time when I needed it, and it has always been relevant,” said Delgado. “The Air Force has given me opportunities that I otherwise would not have been granted.

The Air Force has made me a more appreciative person; I know the sacrifices others are making around me, or have made, and continue to serve. I’m proud to be standing alongside them. I have grown as a person. I’m very thankful.”

RIFLE, Colo. — Active duty, Air National Guard and Reserve Airmen gathered in Colorado and Wyoming for 22nd Air Force’s flagship exercise Rally in the Rockies Sept. 12-17. The exercise is designed to develop Airmen for combat operations by challenging them with realistic scenarios that support a full spectrum of operations during military actions, operations or in hostile environments.

One of the three locations for the exercise was at the Rifle Garfield County Airport. More than 100 Airmen were in Rifle taking part in the air operations portion of the exercise and honing expeditionary skill sets by taking part in Multi-Capable Airmen training where they learned skills from various Air Force jobs to include wet-wing defueling and Tactical Combat Casualty Care.

“The exercise is designed to enhance our capabilities, such as Agile Combat Employment, deployment and Agile Combat Support,” said Maj. Christopher Acs, 327th Airlift Squadron pilot with the Air Force Reserve’s 913th Airlift

Group at Little Rock Air Force Base, Arkansas, and the exercise planner and detachment commander at Rifle. “We are preparing Reserve and National Guard units to execute at the speed and range required to take on near-peer adversaries with a minimal footprint from austere environments to become more agile in mission execution and more resilient in our capability.”

For the exercise, Rifle is a forward operating base, with dispersed operations from Peterson Space Force Base, Colorado, the Main Operating Base for the exercise. Four A-10 Thunderbolt IIs with the “Bulldogs,” aka the 354th Fighter Squadron at Davis-Monthan Air Force Base, Arizona, were at Rifle as part of the exercise and C-130 Hercules flew in to support them.

When at a forward location, the goal is to operate with a small footprint, meaning operating with a small number of Airmen who need to be agile in their ability to carry out the mission. To prepare Airmen, the exercise also focused on Multi-Capable Airmen training.

“We are having Airmen learn capabilities outside their day-to-day jobs to help them take on future challenges they may encounter by increasing their readiness and expanding their war-fighting capabilities in an expeditionary environment,” said Chief Master Sgt. security forces, and medical technicians doing things outside their career field and that’s by design.”

The Airmen learned a variety of skills to include wet-wing defueling, Tactical Combat Casualty Care, forklift driving, pallet build up and radio communication familiarization.

For most logistics readiness Airmen, or fuels technicians, it’s out of the norm for them to wet-wing defuel. A wet-wing defuel procedure is used to quickly transfer fuel from one aircraft to another in forward operating bases where they don’t have an established fuel storage facility. The aircraft lands, keeps engines running, and on-site ground crews transfer the fuel from the wing to a fuel truck. The fuel truck then transfers that fuel to another aircraft.

Staff Sgt. Ray Brown, a 403rd LRS fuels technician with the 403rd Wing at Keesler Air Force Base, Mississippi, has served for eight years and deployed to Southwest Asia for a year. It was his first exposure to the defueling process.

“It’s always good to broaden your horizons in your career field and learn new things because you never know where you might deploy next and what situations you will encounter,” he said.

One of those situations could be providing care to a fellow Airman while under fire. To prepare them for that scenario, Airmen were trained on TCCC, which focuses on care under fire, tactical field care and tactical evacuation care.

“We have safety zones that extend 5 nautical miles out from the launch pad and we want to avoid a situation where an aircraft or a boat enters that space.”

The launch was also a demonstration of what the USSF refers to as ‘Launch on Demand,’ said 1st Lt. Nicholas Francoeur, 1st ROPS range operations commander.

“This launch showcases that at any time, we can assemble a team of operators who are fully qualified and ready to meet the challenges and tempo of the growing launch community,” Francoeur, a native of Bedford, New Hampshire, said. “It also shows that we can handle whatever comes our way and are ready to operate at a moment’s notice.”

The 1st ROPS is responsible for ensuring public safety for all launches across the Eastern Range, an area that covers 15 million square miles, said 1st Lt. Stephen Pitre, 1st ROPS range engineer from Seattle.

“Prior to the Inspiration launch, we overhauled some of our procedures we use to execute launch countdowns,” Pitre said. “This helped improve fidelity of our processes, as well as ensure accuracy and cohesiveness between the various positions that support launches.”

A commitment to always improve capabilities is something that has a profound impact on the launch mission, Pitre said.

“Improving our scheduling and planning capabilities to reduce the amount of time between a customer’s request to launch and our ability to support launch countdowns, that’s what launch on demand is all about,” he said. “A quicker turnaround to launch means that payloads and space capabilities can be delivered to the American people and the warfighter much quicker.”

For the historic mission, Francoeur served as the public safety team leader and senior range operations commander.

“In a real-world situation where we are deployed, being a mission-capable Airman and knowing about each other’s jobs allows us to help each other out, making us more efficient. It was a very good learning experience, and all Airmen should have this type of training.”

Units such as the 354th FS see the real-world value of the MCA concept, as they train to deploy in small maneuver units, smaller than a squadron, and operate from positions of advantage to attack the enemy.

“To maintain the same lethality with a smaller team, we need Airmen who can fill whatever role the team needs to execute the mission,” said Maj. Pops O’Brien, 354th Fighter Squadron A-10 pilot and Dynamic Forward Adaptive Basing team lead. “Multi-capable Airmen equals a mission-capable attitude. We at the Bull Dogs greatly value the opportunity to foster relationships with other units at the leading edge of ACE.” “The training we get in exercises such as this is invaluable,” Acs said. “We must arm our Airmen with the training, resources and equipment needed to engage in the high-end fight.”

“That entailed monitoring the ‘Go/No Go’ status of our surveillance team, checking our tracking and telemetry capabilities, communicating with Space-X, and advising Space launch Delta 45 leadership about possible anomalous scenarios,” he said.

He hopes the American public realizes the significance of the Inspiration4 mission.

“I want Americans to know that Inspiration symbolizes more than sending four private citizens into orbit for the first time; it is a sign of advancement and progress in the final frontier,” he said. “Every historic step we take as Americans toward the future in space is a testament to the hard work and dedication of every team supporting the American launch industry.”

At the core of each American is an adventurous spirit and a willingness to push through challenges, which is being displayed here, he added.

“Whether civilian, contractor, or military, we are all here for the same mission no matter how difficult it may be,” Francoeur said. “Inspiration is American through and through.”

It only takes a moment. A child or weak swimmer can drown in the time it takes to reply to a text, check a fishing line or apply sunscreen.

Death and injury from drownings happen every day in home pools and hot tubs, at the beach or in oceans, lakes, rivers and streams, bathtubs, and even buckets.

Helpful safety tips: • Ensure every member of your family learns to swim so they at least achieve skills of water competency: able to enter the water, get a breath, stay afloat, change position, swim a distance then get out of the water safely.

• Employ layers of protection including barriers to prevent access to water, life jackets, and close supervision of children to prevent drowning.

• Know what to do in a water emergency – including how to help someone in trouble in the water safely, call for emergency help and CPR.

HOW CAN WE IMPROVE OUR OBSERVATIONS?

First, we need to take the proper time to do a thorough observation of objects, tools, equipment, and the work environment for a work task.

Being observant is a skill, but we also need to make a conscious effort to dedicate the time to evaluate the work area around us. Walk around your work area view it from different perspectives. Focus on details that you normally skim over.

Use past experiences, lessons learned, safety shares or training to identify potential hazards.

Try putting yourself in someone else’s shoes such as your unit’s safety rep or supervisor. What things in the work area would they have an issue with or want corrected? Really get picky about the details of your work environment. Be honest about what is a hazard in your work area and what it would take to fix it. The little details can contribute to the next incident or injury.
