It’s OK to ask for help

HURLBURT FIELD, Fla. — When I was a brighteyed, young Airman eight or nine years ago, one of the first stories I was tasked with writing was about the base mental health clinic. One of the technicians I interviewed kind of hesitantly asked me why I was bothering writing a story about them, but I didn’t understand him.

“Why wouldn’t we do a story about you guys?” I said.

“Well, nobody likes going to mental health,” the technician replied. “People would rather go untreated than come here.”

That single comment really impacted me.

I started to pay attention to what other people said about seeing mental health and was shocked at how many Airmen shared that mindset. A lot of the people I talked to really thought going to mental health was an instant career killer, and impressionable little Airman 1st Class Caputo figured that must be based in fact.

Fast forward several years.

I’m sitting in my car in my office parking lot trying to come up with a reason to not leave base and drive head-on into an 18-wheeler, ending it all. Luckily for me, I was able to get a hold of a close friend who talked me down.

Mandatory COVID-19 vaccines for IMAs/PIRR A MESSAGE FROM: COL. AMY BOEHLE , HQ RIO COMMANDER IR Team, Thank you for your service and for continually asking the right questions. As you know, reaching 7,500+ IRs is not always easy, but getting information out about the mandatory Coronavirus Disease 2019 Vaccination is vitally important. Please continue to stay informed and work with us and your Active Component supervisor to get the facts.

Gen. Scobee sent a message to the field clearly outlining the Dec. 2, 2021 deadline for Reserve Citizen Airmen to be fully vaccinated and his expectations of Airmen to be in one of four categories by the Dec. 2 deadline. His message states: “As a key factor in our readiness and war fighting mission, the health and wellbeing of our Reserve Citizen Airmen is of the utmost importance to me, my staff and our nation’s defense. Many of you have chosen to receive the COVID-19 vaccine voluntarily in an effort to protect yourselves, your families and your wingmen. Thank you.

In accordance with Secretary of the Air Force Frank Kendall's guidelines for the COVID-19 vaccine, I now intend for all our military Reserve Citizen Airmen to be fully vaccinated by Dec. 2, 2021. Our medical personnel are equipped with the approved Pfizer vaccine to administer our Airmen during the next UTA weekend.

I expect all of our Airmen to fall into one of four categories by the Dec. 2 deadline: (1) fully vaccinated

(2) actively participating/informing/educating in getting fully vaccinated (3) approved exemption or eligible exemption in progress (4) decline vaccination, which is incompatible with continued military service.

I believe most of you will be in the first two categories, and we will continue to Fly, Fight and Win wherever our nation needs us.”

—Lt. Gen. Richard W. Scobee, Chief of the Air Force Reserve and Commander, Air Force Reserve Command As you’ve probably seen, the date for Active Duty personnel to be fully vaccinated is Nov. 2, but ANG and AFR personnel will follow the Dec. 2 deadline.

Some key takeaways from the guidance we’ve receive include: • Service members are considered fully vaccinated two weeks after completing the second dose of a two-dose COVID-19 vaccine, or two weeks after receiving a single dose of a one-dose vaccine. This includes one or two-dose options authorized under EUA or full FDA approval.

• Airmen and Guardians who have proof of vaccination documented in their medical records per this definition will be considered as meeting the vaccination requirement.

• Prior to receiving the COVID-19 vaccine, service members have access to healthcare providers and chaplains to address questions or concerns with COVID-19 vaccina-

tion. Additionally, commanders must consult with their servicing Staff Judge Advocate for additional guidance on vaccination non-compliance.

The guidance addresses exemptions for medical or administrative exemptions to include religious accommodations.

Work these requests through your Active Component chain of command and helping agencies. RIO will receive the final approval of an exemption or accommodation, but you need to start this process with your supervisor as soon as possible.

You’ve voiced questions and concerns to me and our Det/CCs and a lot of those questions can be answered by reviewing the attached FAQ which specifically addresses Total Force situations.

SOME OF THE FAQS INCLUDE: QUESTION 55: If I refuse the vaccine on a UTA or in other

Inactive Duty status, can I be ordered to Annual Tour or other Active Duty and compelled to be vaccinated?

ANSWER: Yes, you may be ordered to Annual Tour with the appropriate notice. You will be expected to comply with the requirement to receive the COVID-19 vaccine.

You may also do so at a civilian provider of your choice.

If you elect to receive the vaccine at a civilian provider, an FDA approved or authorized (EUA) vaccine will satisfy the mandate. You will need to provide appropriate paperwork to your Unit Health Monitor to be entered in AHLTA and ASIMS for tracking purposes. continued page 11 | MANDATORY

Peterson-Schriever Garrison Resident Council amplifies voices for base housing residents

PETERSON SPACE FORCE BASE, Colo.

— Peterson-Schriever Garrison leadership has approved the formation of a P-S Garrison Resident Council. The council, which will consist of base residents, will work directly with base leadership representatives and subject matter experts to make a record of and address issues faced by residents of on-base housing at both Peterson and Schriever Space Force Bases.

Much like the hiring of private housing resident advocates, this council was created pursuant to the Military Housing Privatization Initiative Tenants’ Bill of Rights, approved by Congress as part of the 2020 National Defense Authorization Act. And the RAs are actively seeking residents to participate as council representatives.

“Like a lot of other things, we are in a very interesting spot, because we're the only garrison in the Department of the Air Force that covers housing on two installations,” said Kyra Mailki, Peterson SFB private housing RA. “Our council is going to be a garrison council with two installation committees so that each installation can deal with the things locally that they need to deal with, but we are still operating under one garrison umbrella.”

Every quarter, the council as a whole will meet to discuss issues with base housing, allowing members to identify systemic or recurring problems. These meetings will be chaired by the installation commander

RA goals are to strengthen the relationship between on-base housing residents and the privatized housing project owners and provide base leaders with insight into housing issues on their installations.

or a chosen delegate, and they will also be attended by SMEs and leadership from relevant parties like the civil engineer squadron, fire department, security forces squadron and even the military housing office itself. Additionally, there will be monthly meetings for neighborhood representatives.

direct what topics are discussed. As part of their roles as RAs, Mailki and her Schriever SFB counterpart, Christopher Russel, can meet with resident representatives outside of these quarterly meetings to ensure all issues are addressed, with anonymity in mind if necessary. This offers privacy and alleviates the weight of rank in order to ensure service members and their families

can feel confident in their decision to live on base.

Due to the contractual nature of the relationship between base leadership and private housing, the council’s resolutions will be advisory, not binding.

“This is not a punitive body, this is not a decision making body, this is just an advisory body,” said Mailki. “What I would like to see happen is if people bring things up, the advisors and the chair have the ability to make change happen outside of that council by virtue of who they are on the installation.”

Ultimately, the council offers residents of private base housing access to another direct line of communication to installation commanders and, if necessary, Air Force Civil Engineer Center. It creates a record of the issues that residents face, which is essential in addressing any future issues.

As such, the council’s success or failure depends on the participation and candor of private housing residents on both bases.

On the 20th Anniversary of 9/11, firefighters climbed up the Manitou Incline in Manitou Springs, Colorado, Sept. 11, 2021. ANSWER: You will be paid for any duty completed but could be then excused and sent home pending further action.

Any subsequent drill periods could be marked as unexcused if the member does not have prior approval from the commander. Your commander could also place you in a “No Pay No Points” duty status for failing to meet medical readiness requirements.

serve component receives a COVID-19 vaccination off-base while not in paid duty status, are they responsible for the cost? Can they seek treatment through TRICARE or the military medical system if they suffer complications? What about through the Veterans Health Administration (VHA)?

ANSWER: Service members, regardless

of status, who require medical attention as a result of COVID-19 vaccination may utilize the military medical system. Determinations on benefits from the VHA or TRICARE will be made by each respectively.

Most civilian vaccination programs are offering the COVID-19 vaccination free of charge. Members of the SELRES may utilize vaccination programs outside of MTFs and DoD vaccination sites, such as civilian county and state programs.

The CDC’s vaccines page can help you find the vaccine near you: www. vaccines.gov If you received your vaccination outside a military facility already or are planning to do that prior to the deadline, you can submit the documentation to your MTF or directly to us at RIO and we will update it ASAP. To submit your documentation to us, follow the steps on page 2 of this quick guide.

When you submit, select the “Labs and Immunizations” option. This guide also has helpful info about accessing MTFs for service.

If you have not been vaccinated, on 2 Nov your ARCNet record will show “yellow” and on 2 Dec it will turn “red.”

Like many of our other readiness items (PHA, immunizations, dental, etc), you will not be allowed to perform IDTs or AT/MPA/RPA orders until you meet the requirements for being fully vaccinated and ARCNet turns “green.” If you remain “red,” what happens next will depend on your Active Component unit in conjunction with anticipated further guidance we receive.

It only takes a moment. A child or weak swimmer can drown in the time it takes to reply to a text, check a fishing line or apply sunscreen.

Death and injury from drownings happen every day in home pools and hot tubs, at the beach or in oceans, lakes, rivers and streams, bathtubs, and even buckets.

Helpful safety tips: • Ensure every member of your family learns to swim so they at least achieve skills of water competency: able to enter the water, get a breath, stay afloat, change position, swim a distance then get out of the water safely.

• Employ layers of protection including barriers to prevent access to water, life jackets, and close supervision of children to prevent drowning.

• Know what to do in a water emergency – including how to help someone in trouble in the water safely, call for emergency help and CPR.

HOW CAN WE IMPROVE OUR OBSERVATIONS?

First, we need to take the proper time to do a thorough observation of objects, tools, equipment, and the work environment for a work task.

Being observant is a skill, but we also need to make a conscious effort to dedicate the time to evaluate the work area around us. Walk around your work area view it from different perspectives. Focus on details that you normally skim over.

Use past experiences, lessons learned, safety shares or training to identify potential hazards.

Try putting yourself in someone else’s shoes such as your unit’s safety rep or supervisor. What things in the work area would they have an issue with or want corrected? Really get picky about the details of your work environment. Be honest about what is a hazard in your work area and what it would take to fix it. The little details can contribute to the next incident or injury.

all of the struggle, all of the doubt, every little barrier became worth it. I am a more complete person now than I ever have been in my life.

The combination of therapy, guided inward reflection and proper medication has opened up an entire spectrum of emotion that I didn’t know existed. Using those emotions and understanding how other people feel them has made me not only a better, more complete person but also a more competent, confident noncommissioned officer, someone who can actually connect with their troops.
