Team Thule enters holiday season with Operation Julemand

THULE AIR BASE, Greenland — Airmen and Guardians of Thule Air Base, Greenland, entered the holiday season with a spirit of giving, exemplified through volunteer events focused on community outreach to local villages. The event provided an opportunity to continue to foster a sense of community across the installation with our Danish, Greenlandic, Canadian and U.S. teammates.

While many things have changed over the last 60 years, the selflessness and generosity of the men and women serving at the top of the world, remains constant and they are honored to continue the proud tradition of giving.

Operation Julemand (Yu-leh-mand), “Santa Claus” in Danish, is an annual Christmas outreach tradition at Thule AB that began in 1959.

Operation Julemand kicked off this season with an initial visit by two team members to the village of Qaanaaq. They met with the school principal and teachers to determine the needs of the children and school for the year.

The annual gift-wrapping party in preparation for Christmas gift deliveries to Qaanaaq and other Greenlandic villages was held on Nov. 6, 2021. The 82 volunteers wrapped gifts totaling $4,500 for 209 children from four villages. Gifts

were divided and packaged according to age and gender to provide every child a gift.

Over the next few weeks, the gifts will be flown by helicopter with the help of Air Greenland to Qaanaaq for the children to open during their annual village holiday party. The 821st Air Base Group leadership and Operation Julemand Team will travel to the join the children at their village holiday party and connect with the local community.

In the spirit of the holiday season, the Operation Julemand Team also hosted the annual tree-lighting ceremony. Over 150 members of Team Thule came together in sub-zero temperatures for the annual event; which included an address from U.S. Space Force Col. Heather McGee, 821st ABG commander; readings from religious traditions represented on the installation; visits from Santa, Mrs. Clause and the Thule polar bear; as well as a collective singing of a holiday song.

After the lighting event, members enjoyed hot chocolate, glogg and aebleskiver (mulled wine and a Danish Christmas pastry) provided by Vectrus Services.

There was also a table set up for members to write holiday cards to the children of local villages.

The Operation Julemand Team was able to add yet another successful event under their belts, with the hopes of continuing this tradition for many years to come.

FALLS CHURCH, Virginia — Have you heard about the changes coming to the TRICARE retail pharmacy network starting Dec. 15? CVS Pharmacy is joining the network on that date. At the same time, Walmart, Sam’s Club, and some community pharmacies are leaving the network.

If you’re a TRICARE For Life beneficiary, you may be wondering how these changes affect the coverage of your current drugs.

They don’t.

“There will be no changes to your overall TFL pharmacy coverage of the current drugs that you’re taking,” said Col. Markus Gmehlin, chief of the Pharmacy Operations Division at the Defense Health Agency. “This change only affects some of the retail pharmacies in the TRICARE network.”

Here are some more details to help you navigate these changes.

Other pharmacy chains, like Kroger, Rite Aid, and Walgreens, are still a part of the TRICARE network. — From growing food to saving lives, Space Delta 8 — Satellite Communications and Navigational Warfare satellites are instrumental to billions of people around the globe.

DEL 8 provides satellite-based communication and the world’s gold standard for positioning, navigation and timing signals, commonly known as GPS. “We are providing, to 6 billion users on a daily basis, the GPS signal we all use,” said U.S. Space Force Col. Matthew Holston, DEL 8 commander. “On the military communications satellite side, we are all about connecting the force and making sure our warfighters can talk to one another anywhere [around] the globe.”

DEL 8 is comprised of the 2nd Space Operations Squadron, 4th SOPS and 50th Operations Support Squadron, which all play vital roles in supporting two very large missions, both in the U.S. Space Force realm of operations and the global realm that extends to allies and partners.

The 2nd SOPS operates the GPS satellite constellation owned by DEL 8. On top of the over 6 billion users around the globe, 2nd SOPS assets provide GPS signals to civilian organizations like the Federal Aviation Administration and to partner and ally militaries, including Canada and the United Kingdom.

“We have 31 satellites active in our constellation with a total of 36 satellites when you include our spares as well as the oncoming GPS III satellites,” said U.S. Space Force Tech. Sgt. Joseph Wood, 2nd SOPS GPS Warfighter Collaboration Cell flight chief.

GPS is often misunderstood as simply being a tool for navigation, for guiding a vehicle or person from one point to another.

“GPS is not just navigation, we always say ‘PNT’ which is position[ing], navigation and timing. The timing is the biggest part of GPS,” said Wood. “When we talk about timing that’s how the GPS signal works, your receiver measures the amount of time it takes

for the signal from the satellite to reach it.

That’s how you know where you are on the globe and as long as you have four satellites in view you can acquire that location.”

Nearly every aspect of modern technology requires GPS signals for one use or another.

Mining, surveying, search and rescue, conservation and even agriculture are some of the scores of daily users reliant on the GPS signals 2nd SOPS provides.

GPS provides the timing element by atomic clocks accurate down to the nanosecond. It is used in banking to time stamp transactions and within agriculture, farmers use GPS to map every inch of farmland as accurately as possible, said Wood.

DEL 8 SATCOM capabilities also have the potential for great benefit to the civilian

world.

The 4th SOPS operates DEL 8’s SATCOM capabilities with wideband and protected satellite communications around the globe according to U.S. Space Force Capt. Tyler Shepard, 4th SOPS assistant director of operations. However, they are not strictly limited to U.S. military communications.

“We’re providing communications for the warfighter, but we do many things on top of that, like for disaster relief recently with [Severe Tropical] Cyclone Yasa. We provided communications for those folks working off the islands of New Zealand and Australia,” said Shephard.

The 4th SOPS utilizes multiple methods to ensure U.S. and allied forces have a secure and powerful satellite communications network overhead, capable of providing support no matter the conditions. By employing various wavelengths and many space and ground assets in multiple orbits, Shephard said 4th SOPS is more than capable of supporting whatever operations arise around the globe.

Certain SATCOM assets even have the capability to operate in worst case scenarios.

“The protected constellation uses a specific waveform called extremely high frequency or EHF and[…] why it’s integrated into the protected constellation, is the EHF waveform is one of the only waveforms that can penetrate nuclear scintillation,” said Shephard.

THULE AIR BASE, Greenland — U.S. Space Force Col. Shay Warakomski, Peterson-Schriever Garrison commander, visited Airmen, Guardians and coalition service members at Thule Air Base, Greenland, from Nov. 3 — 5, 2021.

The 821st Air Base Group is aligned under P-S GAR and remains postured to enable force projection, space superiority and scientific research in the Arctic region for the U.S. and its allies.

These primary missions are accomplished by a mission-focused team delivering world-class operational support through cooperation, resiliency and response across the Arctic domain.

U.S. Space Force Col. Heather McGee, 821st Air Base Group commander, hosted Warakomski’s visit to the sole Department of Defense installation positioned above the Arctic Circle. McGee highlighted and explained the successes and challenges faced in one of the most austere environments, where all operations are powered and fueled internally, with the nearest populated village being over 70 miles away.

Warakomski had the opportunity to visit with service members from air traffic control, security forces, airfield operations, weather, medical, logistics readiness, communications, force support, civil engineering, chapel services and finance, learning first-hand how they support the mission

at Thule AB. Key mission areas discussed included planned facilities, sustainment, restoration and modernization projects to mitigate risks in response to the challenges with maintaining and operating the power and infrastructure systems in Thule’s environment. Other topics included initiatives to improve Thule’s Air Force Research Laboratory, Low-Earth Orbit, Starlink terminals, Communications Satellite upgrades, and support for U.S. Northern Command events in the Arctic.

During Warakomski’s two-day visit, he was also familiarized with space missions executed by the 12th Space Warning Squadron and the 23rd Space Operations Squadron, Detachment 1. 12th SWS’s radar is one of the Ballistic Missile Early Warning Sensors assigned to U.S. Space Command, responsible for performing missile warning, missile defense and space domain awareness. 23rd SOPS, DET 1 is responsible for performing telemetry, tracking and commanding operations support of U.S. and allied satellite programs.

The trip closed out with a town hall meeting where Warakomski had the opportunity to address Team Thule, providing insight into the ongoing organizational restructuring initiatives under P-S GAR and thanking service members for their efforts in continuing to advance the U.S. Air Force and USSF missions.

Airmen and Guardians must stay prepared for all road conditions and understand proper winter-driving safety. The best ways to prevent and prepare for emergency situations is to keep vehicles in safe operating condition, store an emergency kit in your vehicle and drive for the conditions.

SCHRIEVER SPACE FORCE BASE, Colo. — Colorado’s winter weather can be unpredictable, making it difficult to estimate driving conditions. It is important that Airmen and Guardians stay prepared for all road conditions and understand proper winter driving safety.

The Colorado Department of Transportation reported that 59% of crashes in Colorado occur when snow, sleet or hail is present. CDOT data shows that winter weather causes up to 500,000 crashes every year.

While commuting during winter months, Airmen and Guardians should have an emergency kit in their vehicles in case they are stranded due to adverse weather con-

ditions. The kit should include a flashlight, jumper cables, sand or kitty litter, a shovel, an ice scraper, tire chains, a tow strap, waterproof matches, a first aid kit, warning devices such as flares, a blanket, food, water, needed medication, a phone and a charger.

Additionally, one of the best ways to prevent an emergency situation is to keep vehicles in safe operating condition. You can do this by ensuring vehicle fluids are at proper levels and checking important items like the windshield wipers, heater and lights.

Lastly, drive for the conditions. Do not drive faster than what you can see ahead, since that is the cause of most crashes.

Remember that during winter storms, or when conditions require, the CDOT will implement the Passenger Vehicle Traction Law. This requires having a minimum tread depth of 3/16” for tires on all vehicles.

Collaboration keeps eyes on Southern Skies Staff Report Joint Task Force-Space Defense

— The Department of Commerce, Joint Task Force-Space Defense, Air Forces South and the Chilean Air Force completed a series of space situational awareness experiments during the JTF-SD’s November 2021 Sprint Advanced Concept Training series.

For the first time, JTF-SD partnered with Chile, to work through simulated space launch and tracking events as a beginning step toward closer cooperation in SSA. Satellite measurements taken enabled the JTF-SD commercial operation cell to actively track assets, from Chile, in near real-time.

“The Sprint Advanced Concept Training community is especially excited to welcome Chile, the first South American participant, into our international space operations and space situational awareness experiment series,” said Joe Gerber, aerospace engineer with the JTF-SD Commercial Operations cell.

Gerber was joined by Barbara Golf, JTFSD systems engineer, who led their team in a planned experiment in partnership with the Chilean Air Force, Chile’s University of La Serena, the U.S. Air Force Academy Falcon Telescope program, the U.S. Department of Commerce, U.S. Space Command, and U.S. Southern Command.

The JTF-SD leads SACT experiment campaigns three times per year to test and evaluate novel concepts for difficult or emerging space domain awareness challenges.

Recently, the Chilean Air Force announced its aim to begin a “new space age” with the launch of ten satellites between 2021 and 2025, according to a Ministry of Defense of Chile statement during the Space Symposium earlier this year.

“Through space, we seek to reduce the digital divide, the technological divide, in-

crease the quality of life of people and, of course, security and drive towards a more sustainable and digital economy,” said Col. Luis Felipe Sáez, then deputy director of Space Affairs of the Chilean Air Force, at the 36th Annual Space Symposium, which took place in Colorado Springs, from Aug. 23 to 26. (Sáez now serves as the Director of Space Affairs.)

In August, members gathered at Catalyst Campus to learn about the JTF-SD’s commercial operations cell and how they could partner in the future, laying the groundwork for this collaboration.

“The work we have done with our South American partners has been truly outstanding and has presented countless opportunities for collaborative growth across the space enterprise,” said Maj. Nick Snyder, JTF-SD Chief of Civil, Commercial, and Allied Integration Office. “The foundation we are setting and the experiments we intend to explore will not only assist the JTFSD and USSPACECOM in establishing the bedrock to integrate other international partners, but empowers the space ‘protect and defend’ mission across the international community.”

Through a series of virtual and in-person meetings, JTF-SD and the Air Force Southern established the collaboration in this SACT. “The SACT is a major space security cooperation milestone between the U.S. and Chile,” said Lt. Col. Jonathan Whitaker, U.S. Southern Command Director of Space Forces. “It strengthens our relationship with a regional leader and future operational SSA partner.”

Snyder said the partnerships are vital to space operations, enabling sharing and integration of information among U.S. allies and partners.

“Chile’s geography is fantastic for critical South Pole coverage of objects in low earth orbit,” Snyder added. “Their willingness to develop a sensor and establish working relationships with our JTF-SD commercial operations cell could be an absolute game changer for our mission. We look forward to a very bright future with our neighbors to the south.”

an orbital realm, SATCOM is still available thanks to EHF-capable satellites. EHF operates at a frequency that can travel through charged particles left over after a nuclear blast.

Missions like GPS and SATCOM would not be possible without highly-trained space operators to control the systems and tactics to match the complexities of space.

The 50th OSS develops training, intelligence and tactics operations for DEL 8. It forms the foundation of education on which DEL 8 is able to complete its highly demanding missions and continuously improves upon that education to keep personnel and tactics ahead of adversaries.

While each squadron within DEL 8 is already completing vital missions for the USSF, Holston said the responsibilities and capabilities are going to grow rapidly in the coming years along with the number of personnel who are part of DEL 8.

Holston explained that DEL 8 will soon integrate several SATCOM missions including wideband payload control and narrowband operations previously operated by the U.S. Army and U.S. Navy into a unified enterprise. He also added that DEL 8 will oversee several hundred new personnel who will transfer into the Space Force from multiple branches within the next couple of years.

“This is an opportunity to integrate Air Force culture, Space Force culture, Navy culture and Army culture, all underneath the SATCOM enterprise,” said Holston.

In terms of GPS expansion, Holston said the modernization of the GPS architecture is the focus.

“This summer, we launched our fifth GPS III satellite.

This is our 24th M-code capable satellite,” said Holston.

“What that means to the warfighter, in particular, is we are going to have three times the power, so we’re going to be able to fight through a jamming environment and it’s going to be eight times more secure.”

Wood added that it is not just the satellites going into orbit that are receiving important upgrades hardware and software are also being improved on the ground.

capable. The capabilities of the new GPS III’s will allow us to provide a stronger, more accurate signal to all of our users,” said Wood.

DEL 8’s GPS mission is a team effort operated by the USAF and USSF and supported by the DoD and U.S. government to provide GPS signal to anyone with a capable device at no cost. Wood said no matter how quickly the user base grows, DEL 8 will continue to provide the best support possible for users around the world.

Holston emphasized that none of these massive missions would be possible without teamwork.

“Delta 8 could not do its mission without the garrisons and each of the deltas,” said Holston.

The support from Peterson-Schriever Garrison and partner agencies allow DEL 8 to complete its mission and lead the way in shaping the future of the Space Force.

“I challenge my delta to be bold and to be innovative.

To stay ahead of the adversary, we have to think differently than we have in the past,” said Holston. “We have gained an advantage over the adversary, but we can’t be complacent as we move forward.”

USSPACECOM hosts Global Space Security Cooperation Forum Staff Report U.S. Space Command Public Affairs

FORT CARSON, Colo. — U.S. service members and allied partners gathered for U.S. Space Command’s inaugural Global Space Security Cooperation Forum on Dec. 7-9.

British Army Brigadier Paul Tedman, USSPACECOM Policy and Strategic Partnerships deputy director, hosted the workshop and provided the conference opening remarks.

The three-day event hosted security cooperation and space capability professionals from across the Department of Defense, to include the Office of the Secretary of Defense, the Defense Security Cooperation Agency, the National Geospatial Agency, the United States Army, Marine Corps, Navy, Air Force and Space Force.

The purpose of the event was to identify, align and develop space domain security cooperation operations, activities and investments in support of shared U.S. and partner nation space objectives.

“The forum is a key event to enable U.S. Space Command’s support of our international space partners,” said Navy Cmdr.

Alex Anderson, USSPACECOM’s Security Cooperation branch chief. “The workshop directly supports the commander U.S. Space Command’s objective to increase the collective security and safety of the space domain through strengthening our allies and partners.”

While COVID-19 limited some of the workshop’s interactions, the event provided a safe venue for U.S. and allied space professionals to interact and advance USSPACECOM’s plans for partner cooperation and collaborative capabilities improvement.

DEL 3 updates focus and priorities

— Space Delta 3 – Space Electromagnetic Warfare, Space Operations Command, prepares combat-ready professionals to integrate, synchronize and execute fire missions for U.S., allied and coalition forces.

The DEL 3 mission is influenced by the ever-changing threat environment. Adversary ground forces are more focused on leveraging space-enabled capabilities to maximize their effectiveness in all domains. With space, the adversary lethality goes much further, changing the way we fight and defend against them.

“Our competitors know that the fastest, cheapest and most non-destructive way to attack space-based systems is in the electromagnetic spectrum,” said U.S. Space Force Lt. Col. Anthony Surman, 114th Space Control Squadron operations officer.

The Del 3, 3rd Combat Training Squadron focuses on building warriors. First by developing spectrally aware, joint-minded SEW professionals in training, and then by sharpening their edge through advanced training opportunities.

strengthening the SEW enterprise; improving overall resiliency; and fostering relationships with industry, the local community and base mission partners.

Space Delta 3 includes three operational units: the 4th Space Control Squadron, 5th SPCS and the 16th SPCS, which will all transition to Electromagnetic Warfare Squadrons pending Department of the Air Force approval.

The 4th SPCS trains, equips and mobilizes to employ SEW capabilities in order to support full-spectrum national security objectives, while the 5th SPCS provides combat-ready EW forces to the U.S. Space Command commander in order to protect

and defend U.S. and allied global operations.

The 16th SPCS operates the Bounty Hunter 2.0 system which maintains constant overwatch of critical satellite communication by monitoring, detecting, characterizing and geolocating sources of interferences.

Over the past 20 years, DEL 3 maintained a persistent overseas presence in several combatant commands. Some of these locations include Iraq, Afghanistan, Qatar, Jordan, Japan and Niger.

Part of DEL 3’s strength also comes from Total Force partnerships with four existing National Guard units: the 114th SPCS-Florida, 138th SPCS-Colorado, 216th SPCS-California, and 293rd SPCS-Hawaii,

and Reserve unit, 380th SPCS-Colorado.

In 2021, DEL 3 will add a defensive SEW unit in Guam and an offensive SEW unit through the standup of a Reserve Classic Associate Unit to the 4th SPCS. DEL 3 remains a key aspect of the operational kill chain and a critical component of the U.S. space arsenal. The kill chain concept is the structure of an attack consisting of find, fix, target, track, engage the target, and assess the attack.

DEL 3 regularly forward deploys to support SEW fire missions across multiple combatant commands, adding electromagnetic attack, electromagnetic protection and electromagnetic support capabilities to the arsenal and closing the adversary kill chain.

USSF’s EPS-R program on schedule for historic polar mission Staff Report SSC Public Affairs

LOS ANGELES AIR FORCE BASE, Calif. — A unique partnership with Norway and the U.S. Space Force’s Space Systems Command will extend satellite communications for U.S. polar forces and save taxpayers millions of dollars.

SSC’s Enhanced Polar Systems-Recapitalization (EPS-R) program successfully completed the ready-toship review at the end of September for the first of two payloads to begin the integration process onto Space Norway’s space vehicles.

EPS-R is an Extremely High Frequency (EHF) MILSATCOM system designed to extend EPS (legacy) services into the early/mid-2030s. Its mission serves to provide 24/7 protected satellite communications for U.S. polar forces operating in the Arctic region.

“Right now, our legacy system EPS has a 10-year lifespan, and that’s currently on orbit,” said 1st Lt. Matthew Philichi, EPS-R Project Officer responsible for shipping at Space Systems Command. “The EPS-R fills the gap between the EPS and the ESS (Evolved Strategic Satcom), which is scheduled to launch in approximately 2033.

Rather than create a separate program, this allows us to leverage all the documents, framework and team members to develop and launch two additional payloads to bridge the gap before ESS.” Using a host space vehicle like Space Norway means it is imperative the SSC team meets its scheduled deadlines to coordinate with Space Norway, Philichi said. The second payload is expected to hit its ready-to-ship milestone just before Thanksgiving.

USSF’s continued early success stems, in part, from its strong international partnered relationship with the Norway Ministry of Defense and Space Norway. EPS-R serves as a prime example of USSF and international ties joining to deliver capabilities on both fronts.

“The U.S. and Norway have a common interest in defense and recognize the benefits to be obtained from standardization, rationalization, integration, and interoperability of communications systems,” said William A. Leach, associate director, Global Partnerships at The Aerospace Corporation.

Leach was a member of the U.S. delegation responsible for supporting the negotiations and international aspects of the U.S.-Norway Arctic MILSATCOM agreement, (Arctic MOA) for the first-ever National Security Space payload to be hosted on an allied spacecraft.

threats and the need for strategic and protected tactical SATCOM for the joint warfighter,” Leach said. “There is a mutual desire to improve their SATCOM capabilities through the application of emerging technology.”

“Satellite communications has become an indispensable part of military operations with the requirement for global coverage,” Leach added. “There are almost no services available above the 65th North latitude. Poor coverage in the Arctic can restrict operational capability, including humanitarian assistance and disaster relief (HA/DR) or search and rescue. Both governments see the significant benefit of cooperating with each other to meet mutual needs.”

“The Arctic MOA will leverage each other’s resources to reduce costs, increase technical expertise, and share in any project risks and benefits,” Leach said. “Furthermore, this partnership will also provide increased resilience and interoperability between our nations, and it strengthens commercial, civil, and military relationships by collaborating on a significant space program for the Arctic region.”

Hosting the EPS-R payload on the Norwegian Artic Satellite Broadband Mission (ASBM) is projected to save the USSF more than $900 million dollars, and deliver Satellite Communication capability to the polar region three years faster than a traditional satellite acquisition program.

“Norway is a key U.S. ally in the polar region, and because of technology mitigation, the technical risk is low for integrating a National Security Space payload on their Arctic Satellite Broadband Mission (ASBM),” Leach noted.

By January 2022, EPS-R plans to have both of its Northrop Grumman-built payloads complete. The program is on track for a dual launch with Space Norway scheduled for early 2023.

The high-risk population includes ages 65 years old, ages 18-64 with medical conditions, ages 18-64 with increased risk for infection due to occupation or institutional setting or residents of long-term care settings.

To receive the COVID-19 vaccine booster, beneficiaries must have completed their series at least six months prior. Completed series include two shots of Moderna, two shots of Pfizer Biontech, or the single shot of the J&J Janssen vaccine.

Pfizer Biontech will be offered Mondays, Wednesdays and Fridays starting Nov. 15, and Moderna will be offered Tuesdays and Thursdays. Beneficiaries must book an appointment at https://informatics-stage.health.mil/ COVAX/.

The 21st MDG is administering the Pfizer-BioNTech COVID-19 Vaccine. It is a two-dose vaccine series and the

second dose is required 21 days after the initial dose. Individuals who are ages 12-17 will need a legal guardian present during the vaccination appointment. Patients must book their vaccine appointment online at https://informatics-stage. health.mil/COVAX/.

ACTIVATE YOUR NEW PRESCRIPTIONS THROUGH MHS GENESIS Tired of waiting on the phone or in the pharmacy lobby to activate your new prescriptions?

Patients can now activate new prescriptions using MHS Genesis Patient Portal messaging system.

1. Log into the MHS Genesis Patient Portal 2. Select “Message My Provider” then “Send a Message.”

3. In the “To” field, enter “Peterson Pharmacy Prescription Activation.”
