JOINT BASE SAN ANTONIO-RANDOLPH, Texas — Department of the Air Force officials selected 505 Air Force senior master sergeants for promotion to chief master sergeant out of 2,775 eligible for a selection rate of 18.19% in the 21E9 promotion cycle, which includes supplemental promotion opportunities. In addition, the Space Force also selected 10 senior master sergeants and 29 master sergeants for promotion in the 21S9 and 22S8 promotion cycles, respectively.

Families drive the mission

PETERSON SPACE FORCE BASE, Colo.

— Although the Department of the Air Force has preached “mission first” for a long time, we have recently seen a change from commanders and their messaging. More emphasis has been placed on taking care of service members and their families.

The Key Spouse Program is a volunteer force, appointed by unit commanders to act as trusted agents between leadership and families. Key spouses and key spouse mentors work together to advocate for the unit’s families, connect families with resources and information they need, and increase visibility of the program at unit and base events.

“I always wanted to be the person welcoming in the new families,” said Amy Harris, Space Delta 3 — Space Electromagnetic Warfare key spouse mentor. “I knew nothing when I married in, and I really relied on the few people who came by and just said hi.

Families make a huge effect on a military career, and if I can help people enjoy this season of life and not hate the military, then that’s huge.”

Creating a space where families feel heard

and taken care of helps to take pressure off of a military member, so they can maintain focus on their mission. Finding yourself in the military lifestyle as a spouse is not always an easy transition, and can be lonely at times.

“I had a very polarizing welcome into the military. I came from Europe, I’d never lived in the United States before, so my first three years at Buckley Air Force Base were

a complete nightmare of isolation. There was no visibility or support, my husband was working shift work and so events were really hard to come by and I didn’t know how to seek support,” said Jasmin ParksPapadopoulos, DEL 3 key spouse. “ I spent almost a year here by myself and then he immediately deployed. I had an epic meltdown about a month in, it seemed insane to me that the Air Force would take something

so important from my family and give me nothing in return.”

However, it doesn’t take much effort from an outside source to make a difference in that experience, and sometimes those moments can encourage one to step up and help make a change in someone else’s journey.

“I was Googling, trying to find information for setting up medical appointments,” said Parks-Papadopoulos, “I stumbled across the Key Spouse Program. I had spent five years as a military spouse and never heard of a key spouse. So I vowed that I would survive the deployment, and that as soon as he returned, I would start the training to become a key spouse and that’s what I did.”

DEL 3’s key spouses go one step further.

They don’t just show up when someone’s life is falling apart; and they don’t wait for the military member to leave on deployment to step in and make their services known.

“I think that the leadership we have are focused on actually following through on making families a priority,” said Karmin Vanlandingham, DEL 3 key spouse. “I think no matter where you go, Space Force See HEARTBEAT page 9

Stay warm safely this winter

SCHRIEVER SPACE FORCE BASE, Colo.

— Heating equipment is the second most common cause of fires in the home, and half of heater-caused fires occur in December, January and February. During the colder months ahead, the 50th Civil Engineer Squadron fire and emergency services from Schriever Space Force Base, Colorado, seeks to provide Guardians and Airmen tips to safely use personal heaters at home and at work.

The first step to safe heater use is picking a heater with certain safety features. Do not use a heater that doesn’t have an automatic shutoff device — something that will turn the heater off if it’s tipped over. Avoid a heater that doesn’t have a thermostat control; it should turn itself off if it gets too hot. Look for a heater that has been endorsed by a consumer or product safety certification organization.

“We recommend them to be Underwriters Laboratories listed here in the states, or whatever the host nation’s equivalent is to that,” said Michael Bryant, 50th Civil

Still, even safe tools must be used safely.

Do not run a heater unattended. When a

heater is not in use, it should be unplugged.

Finally, don’t plug a heater into an extension cord or a multi-outlet extender, as those may overheat or even melt.

“Typically, multi-outlets are rated for

computers, scanners and copy machines, things like that,” said Bryant. “They’re not typically ready for the current that a heater needs to produce heat.”

Most heaters will need to be kept at least 36 inches away from other objects when in use, or further, if the manufacturer specifies.

Bryant has often seen heaters placed under desks next to a trash can, which is particularly risky, as office trash is often flammable. Make sure the area where a heater is running is clear of anything that’s likely to melt, catch fire or explode. Finally, it’s important to check on general fire safety measures in the home, such as ensuring that all smoke detectors and fire extinguishers are functional.

These tips seem pretty straightforward.

But simple things can make the difference when it comes to safety.

“Some folks honestly just don’t know,” said Bryant. “We don’t want anybody to get hurt or killed by missing that piece of education that’s out there.”

or Air Force, you’re going to get a lot of lip service about trying to get families involved, but I think whether or not people follow through on that is really hit or miss. I think we are on a good path here at Delta 3.”

By pushing to be more visible to the unit and their families, these key spouse’s and key spouse mentors have been boosting morale and producing a climate where families can grow with and support their service members, while the Guardians and Airmen continue pushing the boundaries of space superiority.

“Some squadrons, when it doesn’t feel like family, you have very little participation and people aren’t laughing and joking,” said Cathy Fernengel, DEL 3 key spouse mentor. “What I’ve seen here in the last couple events, like trunk-or-treat, the turkey bowl and the chili cook-off, are people who like being around each other; people who aren’t afraid to be loud

and laugh and show up. I think that we’ve reached the goal of feeling like a family.

There’s always room to improve, but the family that plays together stays together.”

U.S. Space Force Col. Christopher Fernengel, DEL 3 commander, has cultivated an environment that encourages and empowers the Key Spouse Program to effectively advocate and support the delta members and families.

“I think Col. Fernengel has done a really good job creating an identity with ‘step into the arena’,” said Harris. “He holds himself to a high standard, and he expects everyone else to as well in a really encouraging way. At the chili cook-off, I saw camaraderie that has been vacant in the past.”

Cathy Fernengel and her husband understand that creating a family centered environment makes a huge impact on the experience of the military in both work and home-life situations.

“The heartbeat of the delta are its families, and if the families are thriving then your military members are thriving,” said Cathy. “They are completely entwined.”

Perseverance, persistence, patience result in commission

WRIGHT-PATTERSON AIR FORCE BASE, Ohio — For one senior non-commissioned officer, hard-work, dedication and a driven focus on the future paid big when Air Force Materiel Command Commander, Gen. Arnold W. Bunch Jr., called to tell him he was named the organization’s 2021 selectee for the Senior Leader Enlisted Commissioning Program.

“I was in a state of shock when General Bunch called me to deliver the news,” said Master Sgt. Michael Starkovich, NCOIC of Operations, 21st Security Forces Squadron, Peterson Space Force Base, Colorado. “This was my fifth time trying to commission since 2017, which is when I actively started applying. It is something I knew I wanted to do since my fifth year in the Air Force.”

The SLECP allows senior Air Force Leaders to directly select exceptionally performing, highly talented enlisted Airmen for commissioning through Officer Training School.

The program offers two options: SLECP-A, for enlisted members to pursue their degree while on active duty status, and SLECP-O, for Airmen who have already acquired their bachelor’s degree to directly commission. Starkovich was chosen for SLECP-O. Starkovich has served in the Air Force for 13 years. After graduating from high school, he obtained his private pilot license from the Delta Connection Academy in Miami, Florida. He enlisted in the United States Air Force in December 2008.

“I joined the Air Force to serve and defend my country and be a part of something bigger than myself, a team with a global reach that could provide me with unending possibilities such as travel, education, and management experience,” said Starkovich.

Starkovich has held various assignments throughout his Air Force career and points out that he has learned something valuable from each one.

“In my first assignment, I served as an installation patrolman at Ramstein Air Base, Germany,” said Starkovich. “I learned how important positive and meaningful relationships are while being geographically separated from family and friends back home.”

charge of a security forces armory, combat arms instructor, NATO Force Protection Advisor and Instructor, flight chief, and in his current role as non-commissioned officer in charge of operations.

“While I was at Kadena Air Base in Okinawa, Japan, I learned how to leverage the capabilities of those within my professional and personal networks, and the importance of returning the favor when they called upon me,” said Starkovich. “I gained something valuable at each assignment. While I was at Cheyenne Mountain Air Force Station in Colorado, I realized that I needed to be the leader that I wanted when I was junior enlisted. It’s not what you say, but how you say it, and how your message is received. This new generation really needs to understand the ‘why’ behind what they are being asked to do in order to have buy-in and motivation.”

Starkovich has also deployed to Bagram Air Field, Afghanistan, as a response force member.

“While deployed, I witnessed some very harsh realities of life around the world, and it served to remind me that we in the United States are very blessed for the freedoms and privileges we are born into,” added Starkovich.

Starkovich holds a Bachelor of Science in Homeland Security with a minor in Terrorism and Critical Infrastructure from University of Maryland Global Campus, and is currently pursuing a Master of Professional Studies in Applied Intelligence from Georgetown University.

“My plan is to do ten years as an intelligence officer in the Air Force, and eventually I would like to work for the National Security Agency or the Central Intelligence Agency,” said Starkovich, of his goals after completing OTS. Starkovich attributes a large part of his drive to succeed from his family as well as an instinctive ability to work hard to achieve.

“My father taught me the importance of hard work and giving your best in everything you do, and my mother taught me how to be independent … whenever I would ask her questions, she would encourage me to find the answers on my own,” said Starkovich.

Many of Starkovich’s supervisors and mentors have noted the strength and tenacity he applies to achieve his goals.

“Master Sgt. Starkovich’s persistence, perseverance and patience along with his humility make him an outstanding leader,” said Chief Master Sgt. Sevin Balkuvvar, Command Chief, Peterson-Schriever Garrison. “I have found that some of the best officers I have encountered in my career were former enlisted Airmen, and I know that Sergeant Starkovich is going to be a great officer.”

As he gets ready to transition to his new Air Force role, Starkovich has taken time to think about his journey to SLECP and the resilience it took to overcome feelings of defeat when not selected on his first four attempts. The skill to persevere through disappointment is one that will continue to pay dividends into the future.

“Throughout this journey, I have learned so much about myself, especially how to handle defeat and failure through perseverance,” said Starkovich. “There were definitely positives that came from those rejections, and I’m sitting here for the first time since I received the call from General Bunch and letting it all sink in. I persevered, I was persistent, I was patient, and I conquered.”

Garrison signs Pikes Peak Area Crime Stoppers support agreement

SCHRIEVER SPACE FORCE BASE, Colo. — Officials from the PetersonSchriever Garrison signed a support agreement with the Pikes Peak Area Crime Stoppers, instituting a new crime prevention tactic for the installations.

Jaime Hernandez, 21st Security Forces Squadron commander at Peterson Space Force Base; U.S. Air Force Maj. Timothy Marriner, 50th Security Forces Squadron commander at Schriever Space Force Base; and Don Addy, Pikes Peak Area Crime Stoppers chairman of the board, inked the agreement Nov. 29, 2021, at Schriever SFB, Colorado.

Base residents can now anonymously report crime prevention tips to the Pikes Peak Area Crime Stoppers. Crime Stoppers will then relay tips to the appropriate jurisdiction, including the 21st or 50th Security Forces Squadrons.

Area residents may use the line to report crime prevention tips as well, for both on or off base. If there is an emergency, dial 911.

The agreement is meant to enhance Peterson and Schriever security force’s Operation Crime Stop initiative.

“Some personnel may not feel comfortable contacting the security forces’ base defense operations centers or con-

tacting their local police department directly and providing their contact information,” Hernandez said. “This (memorandum of agreement) establishes Crime Stoppers as an additional asset to the Pike Peak region law enforcement departments, to include the PetersonSchriever Garrison security forces units and the communities they serve.

“Although Peterson and Cheyenne Mountain are safe communities to live and work, we are not immune to crimes,” Hernandez said. “Security forces and the Office of Special Investigations remain proactive to deter criminal acts from occurring around the installations.”

Pikes Peak Area Crime Stoppers exists to reduce the crime rate in the Pikes Peak region by helping law enforcement agencies solve crime and bring fugitives to justice.

“Every tip we receive remains anonymous,” Addy said. “The anonymity is essential for when people have information about a crime or a wanted person, they’re able to provide that information without fear of retribution.

“We’re eager to help and offer this opportunity to the garrison, thinking it would be helpful to their personnel and law enforcement section to have added information,” Addy said. “We’re glad to collaborate and happy the garrison is allowing us to serve.”

SAFETY 411 This month, the Colorado Department of Transportation is teaming up with Uber to provide $15 ride credits for people to use when they need a safe ride home from their holiday gatherings.

This Thanksgiving holiday was the deadliest on the roads in over a decade, with 11 fatalities on the roads over the holiday and preliminary research shows most of them involved drugs or alcohol.

Users can enter the code “HOLIDAYSAFE” in the promotions section of the Uber app to access their free credit valued at $15 between now and January third. The code is limited to one use per person. The code must be used between the hours of 5 p.m. and 5 a.m.

21ST MDG ANNOUNCEMENTS Per Force Health Protection along with the Centers of Disease Control and Prevention guidance a face covering is REQUIRED before entering any and all base facilities.

COVID-19 VACCINE BOOSTER With approval from the CDC and the FDA, the 21st Medical Group is offering Pfizer Biontech and Moderna COVID-19 booster shots to the high-risk population at the Women’s Health, Peterson SFB Main Clinic.

The high-risk population includes ages 65 years old, ages 18-64 with medical conditions, ages 18-64 with increased risk for infection due to occupation or institutional setting or residents of long-term care settings.

To receive the COVID-19 vaccine booster, beneficiaries must have completed their series at least six months prior. Completed series include two shots of Moderna, two shots of Pfizer Biontech, or the single shot of the J&J Janssen vaccine.

Pfizer Biontech will be offered Mondays, Wednesdays and Fridays starting Nov. 15, and Moderna will be offered Tuesdays and Thursdays. Beneficiaries must book an appointment at https://informatics-stage. health.mil/COVAX/.

The 21st MDG is administering the Pfizer-BioNTech COVID-19 Vaccine. It is a two-dose vaccine series and the second dose is required 21 days after the initial dose. Individuals who are ages 12-17 will need a legal guardian present during the vaccination appointment.

Patients must book their vaccine appointment online at https://informatics-stage.health.mil/COVAX/.
