TRICARE Open Season begins Monday, Nov. 8 and ends Monday, Dec. 13.

FALLS CHURCH, Virginia — Autumn is upon us. That means it’s time to consider your health care options for 2022. TRICARE Open Season begins Monday, Nov. 8 and ends Monday, Dec. 13.

If you’re enrolled in or eligible for a TRICARE Prime option or TRICARE Select, open season applies to you. This is your chance to enroll in a health plan or change health plans for coverage that starts Jan. 1, 2022.

“It’s important to take open season seriously each year,” said Elan Green, chief of TRICARE Health Plan’s Member Benefits and Reimbursement Section. “This could be your only chance all year to impact health plan options for you and your family.”

Outside of TRICARE Open Season, you can only enroll in or change your TRICARE Prime or TRICARE Select plan following a Qualifying Life Event, as outlined in the TRICARE Qualifying Life Events Fact Sheet.

This means if you’re currently not enrolled in a TRICARE health plan and choose not to enroll in one by Dec. 13, you’ll only be able to receive care at military hospitals and clinics if space is available.

What changes can be made during open season?

If you’re eligible for TRICARE Open Season, you have three choices: • Stay in your plan: If you want to stay in your current TRICARE health plan, you don’t have to take any action. You’ll continue in your current health plan through 2022 or as long as you’re eligible.

• Enroll in a plan: If you’re eligible for a TRICARE Prime option or TRICARE Select but not enrolled, you can enroll in a plan now.

• Change plans: If you’re already enrolled in a TRICARE Prime option or TRICARE Select, you can switch health plans. You may also switch between individual and family enrollment.

21st CES renovates the CO Thirty Group track

PETERSON SPACE FORCE BASE, Colo.

— The 21st Civil Engineer Squadron has completed initial work to restructure the Thirty Group track, a dirt running track at Peterson Space Force Base, Colorado, Oct. 20, 2021. Located near Peterson SFB’s North Gate, the track was re-engineered to make space for the construction of a new Special Operations Command North facility, which is scheduled to begin in fiscal year 2022.

“Half the track needed to be taken away in order for construction to happen,” said U.S. Air Force Tech. Sgt. Corey Griffin, 21st CES non-commissioned officer in charge of pavements and heavy equipment, more commonly known as the Dirt Boyz. “Execution support came out and surveyed the area that we, as the Dirt Boyz, came out and graded.”

21st CES’s execution support shop mainly act as stewards of engineering data for their operating area — Peterson SFB itself, in this case — so much of their direct support work involves mapping or delivering floor plans.

“We surveyed the entire track itself, and then we brought that into AutoCA, which is automatic computer-aided drafting,” said U.S. Air Force Senior Airman Scott Wyckoff, 21st CES Execution Support shop engineer.

specific location of where we needed to place a stake. That was able to give a location and a curve for the Dirt Boyz to come out and know exactly what they had to do.”

This project also served as hands-on training with surveying technology, as seven

of the nine Airmen came to Peterson fresh out of tech school.

“We definitely want to make them deployment ready,” said U.S. Staff Sgt. Jamal Long, 21st CES Execution Support shop engineer.

“We deploy often, so why not get them on

something that, in real life, they could be doing outside the wire at some point?”

“As an engineer, you don’t know what’s going to be coming your way, so you need to have a lot of adaptability,” said Wyckoff.

“One day, you’re going to be working on staking out a project in the field, and another day, you could be back in the office doing geographic information systems work. You never know what’s going to come your way.”

Long and Wyckoff say that training the Airmen has been going well so far, calling them quick to learn and motivated.

While work on the track has reached a stopping point, the track is not yet complete.

The Dirt Boyz have cut into the ground, moved dirt that couldn’t be used for the track’s foundation, added reclaimed asphalt and compacted the ground to form a sturdy foundation. This new section of track still needs to be topped with red breeze rock.

It will fall to the Execution Support shop to calculate the amount of rock needed for the project using their surveying resources.

“Once we go into the next fiscal year, we will be able to purchase the correct amount [of red breeze rock] to go over the millings to make it match what’s on the existing track,” said Griffin. “That’s why we put the reclaimed asphalt down in the meantime, so it’s still a good surface for people to walk on if they want to.

Alternate component fitness score charts released Staff Report Secretary of the Air Force Public Affairs

WASHINGTON — The Air Force will officially add new alternative components to physical fitness assessments beginning Jan. 1, 2022.

After announcing the components in July, over 9,000 data points were collected to determine the point values for each component by assessing approximately 2,000 Airmen from 23 installations.

Airmen will have the choice to perform these options to meet the strength and cardiovascular requirements:

Cardio • Traditional 1.5-mile Run • High Aerobic Multi-shuttle Run (20M HAMR)

Strength • Traditional Push-ups • Hand Release Push-ups • Sit-ups • Traditional Sit-ups • Cross-Leg Reverse Crunch • Plank “While testing these components at various installations, we received a large amount of positive feedback,” said Lt. Gen. Brian Kelly, Air Force deputy chief of staff for manpower, personnel, and services. “The changes to the physical fitness assessments reflect what we learned and our desire to provide Airmen with additional flexibility in maintaining fitness standards.”

Airmen can schedule their assessment and sign up for their desired cardio option via myFitness, which will be available for scheduling starting on Dec. 10. While members can select their desired cardio option when scheduling their assessment, they will select their desired strength components at time of their assessment.

While the waist measurement is no longer a component of the fitness assessment, DoD Instruction 1308.3 still requires Airmen to be measured for and maintain a healthy body composition to ensure physical readiness. The Air Force Surgeon General, who sfspaceorbital.com

has responsibility for overall Airmen health, has reviewed alternatives and determined waist-to-height ratio as the best available method for assessing body composition.

AF/SG will be providing guidance on this program in the coming months.

In addition to the approved new options, the Air Force continues to test future alternatives. Key tenets for new options include ensuring the test is an equivalent measure of fitness, regardless of testing method, and ensuring approved alternatives can be available at every location so all Airmen have the same set of options. This currently limits options like swimming or biking where sufficient equipment is not available at all locations. Likewise, based on equipment requirements and the need for continued testing, the one-mile walk is not being incorporated as an option at this time. The two-kilometer walk will remain a fitness component for those who are not medically cleared to perform the two approved aerobic options.

The Air Force Services Center is working with installation Fitness Assessment Cells to schedule and conduct training for Unit Fitness Program Managers and Physical Training Leaders to ensure proper administration of the new components.

The alternative events will not apply to Guardian annual fitness tests as the U.S. Space Force develops and implements their service-specific Holistic Health Assessment over the next year.

WASHINGTON — Effective Oct. 1, the Department of the Air Force implemented two significant changes to the execution of the Department of Defense’s SkillBridge program that impact Airmen and Guardians preparing for retirement or separation.

The program is an opportunity for service members to gain valuable civilian work experience through specific-industry training, apprenticeships or internships.

“The Skillbridge program is available for all Airmen and Guardians to apply,” said Russell Frasz, the director of Force Development. “We want members to have the skills they need to successfully transition to civilian employment and this is a great opportunity for them.”

Commanders may approve, disapprove or modify applications based on mission requirements.

The two specific program changes are: • The application processing and approval will now be completely automated through the Air Force Virtual Education Center.

Designated Provider.

• In-person: Visit an overseas TRICARE Service Center, or make an appointment with your USFHP Designated Provider.

Federal Benefits Open Season Are you eligible for dental or vision coverage through the Federal Employees Dental and Vision Insurance Program (FEDVIP)? The Federal Benefits Open Season also starts Nov. 8. FEDVIP dental and vision plans are separate, and you may not qualify for both. To be eligible for FEDVIP vision coverage, you must be enrolled in a TRICARE health plan or eligible for TFL. Those who may be eligible for FEDVIP vision coverage include: • National Guard and Reserve members

• Department of the Air Force members can now only use DOD-approved SkillBridge providers or joint base-approved cohort programs.

“Standardizing the provider criteria at the DOD level and creating one consolidated resource from which military members can select training opportunities will save our military members time,” said Michelle Marinelli, the voluntary education business process owner at the Air Force Personnel Center.

Using DOD-vetted programs will assist Airmen and Guardians to participate in SkillBridge programs that are routinely reviewed. Members have access to a DOD database of more than 1,100 organizations with training opportunities at more than 2,220 locations. The DAF no longer vets or approves new providers as of Oct. 1.

Employers can apply to be a DOD-approved partner at https://skillbridge.osd.mil/.

For more information about the DAF SkillBridge program or the changes, members can review the two-page DAF SkillBridge document, visit the DoD SkillBridge website or contact their local education office.

As the Theater Special Operations Command for U.S. Northern Command, SOCNORTH provides Special Operations Force (SOF) options to deter, deny, and disrupt irregular threats and mitigate gaps and seams to defend the homeland. The command also works with other federal agencies, partner nations and other organizations as part of an integrated theater strategy to promote regional security, outpace threats

to our homeland, and advance US strategic interests.

“This new project will strengthen SOCNORTH’s ability to provide command, control, and coordination of Special Operations in support of USNORTHCOM and our mutual mission of homeland defense and increasing our ability to globally campaign in competition,” Roper said.

SOCNORTH’s current headquarters on Peterson SFB is near the flightline — an older airplane hangar approximately 34,000 square feet in size, which will be demolished once the new building is occupied. The new headquarters building will be 90,000 square feet, and within view of the USNORTHCOM headquarters.

“We have learned how critical a facility can be to proper command and control of any organization. Many here understand the impacts a properly designed and constructed facility is to command and control, to keep up with the pace of our adversaries and technological advancements seen today,” said Satterfield. “Efforts like this do not come often enough and I understand how blessed we are for this opportunity. This facility will fully enable the capabilities of this command.”

At the request of the Federal Emergency Management Agency, 20-person teams of Air Force medics, including nurses, physicians and respiratory therapists, have been deployed since the end of August to support civilian hospitals in Alabama, Louisiana and Mississippi. This has been the first time during the entire COVID-19 pandemic that the Department of Defense has deployed military medics to Mississippi.

“Air Force medics have been engaged in the nation’s COVID-19 response since April 2020, and since that time approximately 3,000 Air Force medics have been tasked to deployed in support of the pandemic,” said Col. Colin Smyth, U.S. Air Force Director of Expeditionary Medical Policy and Operations. “Currently, our medics are SPACE ORBITAL

providing augmentation to civilian hospitals primarily in the South.”

These teams have been working with interagency partners and sister services as a part of a whole-of-government response to assist with the surges in cases experienced at civilian hospitals in these states.

“These medics have provided critical support in addressing civilian staffing shortages, staff burn out, vaccination capacity, throughput, and logistics,” said Smyth.

Throughout the entirety of the COVID-19 pandemic, Air Force medics have showcased their responsiveness to surges across the country, embedding with joint teams and within civilian hospitals. Not only are Air Force medics ready to respond whenever they are needed, they are also provided an opportunity to build on lessons learned.

“These types of non-traditional missions are so important for our medics to be a part of not only to serve others, but also because it is out of these types of missions that we learn key lessons and demonstrate great ingenuity,” said Lt. Col. Larissa Weir, Chief Women’s Health Consultant to the Air Force Surgeon General. “This makes us even better prepared to care for our future patients both at home and while deployed.”

As Col. James Sampson, Chief Surgical Consultant to the Air Force Surgeon General, explains, these medics continue to support the nation in the ongoing COVID-19 pandemic in addition to ensuring the health and readiness of Service members.

PATRICK SPACE FORCE BASE, Fla. — A United Launch Alliance Atlas V rocket carrying NASA’s Lucy spacecraft launched from Space Launch Complex 41 at Cape Canaveral Space Force Station, Florida, Oct. 16. The mission will be the first to explore Jupiter’s Trojan asteroids, which could bring new insight to the history of the solar system.

Over the next 12 years, Lucy will fly by one main-belt asteroid and seven Trojan asteroids, making it the agency’s first single spacecraft mission in history to explore so many different asteroids. Lucy will investigate these “fossils” of planetary formation up close during its journey.

“Lucy embodies NASA’s enduring quest to push out into the cosmos for the sake of exploration and science, to better understand the universe and our place within it,” said Bill Nelson, NASA administrator. “I can’t wait to see what mysteries the mission uncovers.”

According to NASA, the spacecraft is now traveling at approximately 67,000 mph on a trajectory that will orbit the sun and propel the spacecraft toward Earth in October 2022.

After obtaining a gravity assist from Earth, the spacecraft will accelerate beyond the orbit of Mars. The spacecraft is projected to reach its first asteroid in 2025.

WASHINGTON — The Department of the Air Force released findings from a force-wide Interpersonal Violence Task Force Nov. 9, which studied the depth and scope of how Airmen and Guardians are affected by interpersonal violence. The results are available for download here.

After the Secretary of the Air Force established the Interpersonal Violence Task Force in 2020, the team examined a broad range of 81 behaviors along what is known as the “Continuum of Harm” to determine if the DAF is keeping Airmen and Guardians safe, and providing needed support after they experience any kind of interpersonal violence.

Over a six-week period in fall 2020, the Task Force used a three-pronged approach to collect information from active duty, Guard, Reserve, and civilian Department of the Air Force members by using a survey, administrative data, and qualitative data.

Approximately 68,000 DAF members responded to the survey, which is about 10 percent of the total force.

Additionally, 85 personnel participated in focus groups to provide direct feedback.

“Thank you to the brave Airmen and Guardians who entrusted their stories to us. Because of you, we gained vital insight into how we can better protect and support our people, no matter where their experience falls along the spectrum of violence,” said Under Secretary of the Air Force Gina Ortiz Jones.

Of the subset of about 10 percent of Airmen, Guardians, and the Department of the Air Force civilians who responded to the survey, 54 percent indicated they had experienced behaviors consistent with at least one type of interpersonal violence in the past two years. Specifically, 66 percent of the women and 48 percent of the men who responded to the survey reported experiencing some form of interpersonal violence.

these behaviors did not inform someone in their chain of command, or a civilian or military law enforcement officer. Reporting of incidents to an authority, either by the victim or others, ranged from a low of 17 percent for intimate partner violence to a high of 40 percent for hazing.

Survey items also addressed whether respondents experienced any of 81 behaviors across what is commonly known as the “Continuum of Harm” in the two years preceding the survey. On the left side of the continuum, survey questions included behaviors such as “belittled and humiliated me” and “told lewd sexual innuendos or jokes or shared sexual stories.” On the right side, survey questions included behaviors such as “intruded on my privacy by pestering, spying or stalking” and “pushed, shoved, or slammed me against something.”

According to the report, analysis showed that many victims do not report the behaviors, or when they do, they do not believe anything will be done. The report also highlights most victims were not satisfied with support service agencies. On the other hand, command teams generally indicated that they believed they had the resources, training, and authority to address interpersonal violence offenses in their chain of command.

“We clearly have work to do to ensure that interpersonal violence is prevented,” said Secretary of the Air Force Frank Kendall. “When it does occur, we need to provide needed support to victims and deal effectively with perpetrators of violence — of any type.”

The Task Force identified a need to organize helping agencies to operate holistically, particularly at the base level, to eliminate confusion and ensure coherent and coordinated support for victims. In response to those findings, Jones announced in September that the DAF was taking steps to create one office of primary responsibility within the department to address domestic violence, harassment, and stalking.

LOS ANGELES AIR FORCE BASE, Calif. — The Space Systems Command (SSC) successfully conducted a major design review for the Next-Generation Overhead Persistent Infrared (OPIR) program, holding its Block 0 Geosynchronous Earth Orbit (GEO) System Critical Design Review (CDR) Oct. 26-28, 2021.

This system CDR is the culmination of 41 subsystem, mission payload, and ground system design reviews, and confirms the detailed space and ground data processing system design maturity and readiness to proceed with system fabrication, coding, assembly, integration, and test. This major milestone for the Next Gen OPIR program provides evidence that the system design will meet warfighter requirements and counter the evolving space threat.

“This successful design review is a major milestone for the integrated space and ground development efforts. It shows that both the space vehicle and essential ground data processing elements are sufficiently mature to continue our launch planning efforts and builds confidence this program will deliver essential capabilities to the warfighter to counter the aggressive actions from U.S. adversaries,” said Col. Daniel Walter, program manager of the NextGen OPIR space program. “We are leveraging streamlined acquisition authorities on the Next-Gen OPIR program to prototype solutions rapidly, using available industry capabilities and mature technology, to ensure that we can

all the metrics are actual survivors,” said Jones. “We’re creating a network of service providers for interpersonal violence that eliminates harmful bureaucracy and shields survivors from needlessly sharing their trauma several times before getting the care they need — we need to support our Airmen and Guardians better.”

The Task Force made three major recommendations based on its findings.

The Next-Gen OPIR program will succeed the Space Based Infrared Systems program. Next-Gen OPIR is designed to provide a resilient space-based global missile warning capability against emerging missile, counter-space, and cyber threats.

“The Next-Gen OPIR system is a critical cornerstone of our nation’s deterrence strategy, providing a Strategic Missile Warning capability that offers unrivaled performance and resilience against any adversary. As China and Russia continue to modernize, increase their nuclear arsenal, and field anti-satellite capabilities, our Next-Gen OPIR system provides the nation an unblinking eye, warning of

“One of our top priorities is to create a safe environment free from interpersonal violence. It was essential to hear from our people so we can ensure we understand how they are being cared for after experiencing interpersonal violence,” said Brown. “Going forward, we need to build

a pending attack against our homeland and our allies. It is critical that we field these systems within cost, on schedule, and with the right technology that assures our nation maintains strategic advantage in space,” said Col. Brian Denaro, program executive officer for SSC’s Space Development Corps, which manages the space segment of the Next-Gen OPIR program.

The Next-Gen OPIR GEO space vehicles integrate a new OPIR sensor with an enhanced Lockheed Martin 2100 common satellite bus. The satellites will be operated using SSC’s Future Operationally Resilient Ground Evolution (FORGE) ground system. Early testing on engineering units showed outstanding performance and indicate that the system will meet mission requirements with margin.

According to Lt. Col. Chris Carson, the materiel leader for Next-Gen GEO, “Early integration tests have provided high confidence that the system interfaces are understood and the design will meet the performance needed in this important and challenging mission.”

Space Systems Command, headquartered at Los Angeles Air Force Base in El Segundo, Ca., is a U.S. Space Force field command responsible for developing and acquiring lethal and resilient space capabilities for warfighters by rapidly identifying, prototyping, fielding and sustaining innovative, space-based solutions to meet the demands of the National Defense Strategy. SSC’s functions include developmental testing, production, launch, on-orbit checkout, and maintenance of USSF space systems, as well as and oversight of USSF science and technology activities.

“Early identification and support are key to mission and family readiness.”

In response to the findings in the report, the DAF Special Victims’ Counsel program instituted a pilot program to expand legal services and representation available to Airmen and Guardians who have experienced interpersonal violence.

Additionally, the DAF is taking steps to institutionalize a “warm hand off,” or “No Wrong Door” policy, to address sexual

assault, domestic violence, harassment and stalking. This concept ensures anyone seeking help receives a warm hand off between helping agencies as the right support and guidance within our organization is determined. Supportive service agencies will also ensure victims and their families have support from initial reporting through resolution and post-care.

The Secretary of Defense’s Independent Review Commission (IRC) on Sexual Assault in the Military, which stood up after the DAF Interpersonal Violence Task Force, incorporated many of the findings and recommendations of the Task Force into its final report.
