Thule Air Base celebrates Wingman Day

THULE AIR BASE, Greenland — Among the many ways to develop community, Airmen and Guardians celebrate Wingman Day with various physical activities at Thule Air Base, Greenland, Oct. 15, 2021.

Thule AB is geographically separated from its garrison counterparts and headquarters which makes events such as Wingman Day especially essential to maintain connectivity and team bonding for the purpose of mission success.

To kick off the day, members participated in “We Connect,” a card game with a combination of introspective and fun that incites meaningful conversation and facilitate knowing one another more deeply.

“There were some interesting concepts presented and [“We Connect”] was a great icebreaker especially as a new member to Thule Air Base,” said Staff Sgt. Loretta Laquart, 821st Air Base Group executive assistant.

After the initial icebreaker, members had the choice of engaging in other activities such as charades, dodgeball, kickball and bowling, where they were able to showcase their competitive abilities.

As the event coordinator, Laquart noticed that participants became more optimistic about their experiences as the day progressed.

“Once the activities began people came out of their shells creating a very positive experience,” said Laquart. “The overall consensus for the groups I participated in was that everyone enjoyed themselves.”

By the end of the day, when everyone had exhausted their energy from a fun day of being active, the overall intent of Thule’s Wingman Day – to take a break from a typical duty day and encourage team-building – was fulfilled.

JTF-SD recognizes two years of operations, wins

SCHRIEVER SPACE FORCE BASE, Colo. — It has been two years since U.S. Space Command leaders recognized the establishment of Joint Task Force-Space Defense in a ceremony at now Schriever Space Force Base, Colorado.

During the interim, JTF-SD has set out to execute its mission to conduct, in unified action with mission partners, space superiority operations to deter aggression, defend capability and defeat adversaries throughout the continuum of conflict.

The organization’s first commander remains at the helm and is now the first Army Space officer to reach the rank of two-star general. Maj. Gen. Tom James, JTF-SD commander, led the organization in achieving many wins in support of several USSPACECOM commander’s key tasks, particularly integrating commercial and interagency organizations and building the command to compete and win.

One of those wins includes establishing the Joint Commercial Operations Cell to integrate commercial space domain awareness sensors.

“We have proven we can provide highrate monitoring, launch support, and close space object and anomaly event detection of foreign on-orbit assets using unclassified, commercially available resources,” said James. “The team proved we can generate a wide range of protect and defend notifications through commercial sources that are inherently shareable.”

Additionally, the organization developed and published threat response plans, classified capability concepts for employment and a tri-signed space defense campaign plan.

to counter potential threats in our area of operations,” said Brig. Gen. Dennis Bythewood, JTF-SD deputy commander, who joined the organization in July.

“We are integrating systems and capabilities to give the combatant command options to protect and defend national, allied and partner space assets.”

JTF-SD furthered the command’s focus on collaboration and strengthening partnerships as it pioneered the fusion of Missile Defense Agency sensors, commercial sensors and the legacy Space Surveillance Network.

“We provide threat-focused space domain awareness, enterprise-wide indications and warning and space superiority efforts,” said Col. While moving the mission forward, leaders have also taken actions to ensure the resilience of its operations by completing its shadow operations center and alternate dais construction.

“We have been a Secretary of Defense priority from our original stand up as the Joint Interagency Combined Space Operations Center to today,” said Lt. Col. Derek Reimer, JTF-SD Capabilities and Resources Integration director. “We were able to complete this construction as a result of Department of Defense support in this project’s designation as a Joint Emergent Operational Need.”

JTF-SD operations are now more resilient than they were two years ago and through exercises they have integrated those operations into other combatant commands.

“We have become key players in

multi-domain operations and exercises, such as Pacific Sentry, among others,” said Lt. Col. William McGillivray, JTFSD Development Division director. “We maintain a continuous and perpetual cycle advancing readiness of current and future space capabilities. We hold a variety of exercises with varying levels of integration within the combatant command in addition to engaging in the larger, well-known space exercises such as Global Lightning.”

All of these wins support USSPACECOM’s charge to “never have a day without space.”

“I am proud of our collective efforts these past two years,” said James. “We will continue this focus and commitment in support of our national security strategy because we know our adversaries are not sitting still.”

DAF COVID-19 military vaccination deadlines approaches Staff Report 21st Force Support Squadron

ARLINGTON, VA (AFNS) -- Nov. 2 is the deadline for active-component Airmen and Guardians to be fully vaccinated against COVID-19, followed by Dec. 2 for Air National Guard and Air Force Reserve personnel.

Any active-component Airman or Guardian who has refused to obtain a qualifying vaccine by Nov. 2 and has not received, or, is not in the process of seeking, a medical exemption or religious accommodation will be in violation of a lawful order and subject to discipline under Article 92 of the Uniform Code of Military Justice (UCMJ).

As of Oct. 18, 96.2% of the active-component population has at least one shot, according to Air Force officials. The percentage of the total force with at least one shot is 92.8%.

“Thank you to the hundreds of thousands of total force Airmen and Guardians who are fully vaccinated or on track to meet the Department’s vaccination timelines,” said Secretary of the Air Force Frank Kendall. “To those yet to get vaccinated, the order is clear: You have a responsibility to take action now, protect our nation and those we love, or be held accountable for failing to do so.”

Should a service member refuse to receive the COVID-19 vaccine, commanders retain the full range of disciplinary options available to them under law and policy, some of which includes issuing administrative paperwork, imposing nonjudicial punishment, or referring court-martial charges.

Prior to taking action against a service member, commanders will coordinate ini-

tial disposition with the first O-6 with special court-martial convening authority in the service members’ chain of command, and should consult with their servicing Staff Judge Advocate for additional guidance on vaccination non-compliance.

The Department of the Air Force is also holding new recruits accountable, recently discharging nearly 40 Air Force Basic Military and Technical trainees under “Entry Level Separation” characterizations who refused the vaccine.

Secretary of Defense Lloyd J. Austin III mandated all members of the Armed Forces receive the COVID-19 vaccine on Aug. 24, following the U.S. Food and Drug Administration approval of the Pfi zer-BioNTech mRNA COVID-19 vaccine.

Additionally, Department of the Air Force civilian employees must comply with the Sep. 9 Executive Order (EO) requiring all federal employees be fully vaccinated to ensure the health and safety of the federal workforce and halt the spread of COVID-19.

Department of the Air Force civilian employees need to be fully vaccinated by Nov. 22, and contractors by Dec. 8, in accordance with the Presidential EO. The Safer Federal Workforce Task Force has issued guidance here with additional DAF guidance forthcoming.

“I get at least one notification a day about an Air Force or Space Force teammate we have needlessly lost to COVID,” said Under Secretary of the Air Force Gina Ortiz Jones.

“The data is clear—the vaccine is the best tool to fight this disease. This is about readiness and ensuring our Airmen and Guardians are healthy and ready to defend the Nation.”

DOD’S PFAS public outreach focuses on cleanup progress, PFAS-free firefighting solutions, officials say

The Defense Department held its second virtual PFAS public engagement recently, the fi rst being in July. Attendees were primarily from communities around military installations where PFAS, or per- and polyfluoroalkyl substances, have been identified in groundwater. Representatives from the White House and the Environmental Protection Agency also attended. Richard Kidd, deputy assistant secretary of defense for environment and energy resilience, and Herb Nelson, director of the Defense Department’s Strategic Environmental Research and Development Program and Environmental Security Technology Certification Program, spoke.

PFAS are found in many consumer products, as well as in a certain fi refighting foam called aqueous fi lm-forming foam, or AFFF. The foam is used by the department, civilian fi refighting organizations and many industries to rapidly extinguish fuel fi res and protect against catastrophic loss of life and property.

Kidd said that the four areas that the PFAS Task Force addresses are: 1. Mitigating and eliminating the use of the current AFFF; 2. Fulfi lling PFAS cleanup responsibilities; 3. Understanding the impacts of PFAS on human health; 4. Expanding PFAS-related public outreach.

As for cleanup, the department follows the federal cleanup law, known as the Comprehensive Environmental Response Compensation and Liability Act, or CERCLA, Kidd said. The fi rst step is the preliminary assessment and site inspection phase. When PFOS, perfluorooctane sulfonate, or PFOA, perfluorooctanoic acid, are identified in drinking water levels that are above EPA’s health advisory of 70 parts per trillion, the department has provided a fast and immediate response — bottled water and point-of-use fi lters — while determining an appropriate long-term solution, he said.

“As of now we have taken such short term actions at 50 off-base sites around our installations,” he said.

The department has identified 699 installations, up one from July, where it believes PFAS may have been used or potentially released, Kidd said. The preliminary assessment/site inspection phase, or PA/Sis, have been completed or are underway for all of these installations and the goal is to fully complete them all by the end of fiscal year 2023. Currently, 171 have been completed, up from 129 in July.

“We believe that the rate of completion will increase as we move throughout fiscal year 22,” he said. “As we move through the CERCLA process we will get a much better understanding of the engineering requirements.”

That knowledge will also inform future budget requests, he said, noting that current estimates of future cleanup costs are $2 billion, but that figure will likely increase over time. The CERCLA process involves many steps and takes some time to complete, but it also provides a consistent approach that includes environmental regulator coordination and the opportunity for stakeholder input, Kidd said.

In following the CERCLA process, DOD investigates the off-base migration of PFAS, including at private drinking water wells, he mentioned DOD uses the EPA drinking water health advisory levels to trigger short-term cleanup actions to address PFAS in drinking water. But as long as the health advisory

levels are exceeded in one location, shortterm cleanup actions can now be taken at all other portions of the same impacted groundwater where drinking water levels are currently below the health advisory level, but are reasonably expected to be above the health advisory level at some future point, absent action, Kidd explained.

The department is working to develop new technologies that can speed up the cleanup effort, he said. To that end, the department has invested $90 million in research and development through the end of this year.

Plans are to invest another $70 million through FY25, on a range of technologies related to detection, on-site destruction, remediation and other aspects related to PFAS, he said.

Th is cleanup effort is done in concert with the EPA and other agencies, as well as with leading academic institutions, he added.

As for mitigating and eliminating the use of the current AFFF, Nelson said the

department has two programs related to fi nding alternative substances to PFAS that are safe and effective in putting out fi res.

The fi rst is SERDP, the program established by Congress in 1991. It is a partnership among the department, the EPA, the Department of Energy and academia that supports laboratory research, Nelson said.

The ESTCP, the second program, was established by the department in the middle 1990s. This program moves technology and solutions from the research and development stage in the lab to the implementation stage in the field, he said.

Finding a suitable replacement is a hard problem, “maybe harder than we realized when we got into it,” Nelson said. A viable alternative to AFFF must meet military specifications in terms of the time a fi re must be put out, it must meet EPA standards for human health and environmental standards, it must be usable in existing equipment and it must not degrade over time in storage.

“The DOD owns something like 2,700 crash trucks and civilian airports own more than that. So, there’s a huge investment in hardware that we want to make sure we can use these things in that equipment,” he said.

The military specification requirement is that a gasoline fi re in a 28-square-foot pan must be extinguished within 30 seconds or less. AFF foam containing PFAS can currently do that, he said.

All of the other PFAS-free foams took between one-and-a-half to two times longer in the test facility, which is at the Naval Research Laboratory, Chesapeake Beach, Maryland, and at Naval Weapons Station, China Lake, California.

One PFAS-free agent took 57 seconds to extinguish the fi re, he said. “That doesn’t sound like a lot of difference, but if you’re in the airplane that just crashed, that’s going to seem like an awful long time.”

Another problem with the foam that took 57 seconds was that there was a burn back once the fire seemed to be extinguished, he noted. That’s a big problem.

Yet another problem is that it is very difficult to measure the amount of PFAS that are in commercial substitute foams, because these foams are made up of a number of different types of surfactants that interfere with the measurements, he said.

Naval Research Laboratory in Washington D.C. that is working on developing a method to be able to measure the amount of PFAS in these foams, he said.

Nelson admitted that his team was a little disappointed in 2017 when they started, that there were not many proposals from industry for an AFFF alternative.

Since AFFF has been in use since 1970, there has not been a lot of researchers working on substitutes, he said, so his team cast a wider net in search for alternatives.

“Based on the results we have seen so far, I am cautiously optimistic that we will fi nd and deploy a PFAS-free alternative within the timeframe currently required by the

NDAA [National Defense Authorization Act],” Nelson said.

Congress has mandated that the current AFFF containing PFAS must be phased out by the end of FY24, so the department is doubling down on its efforts to fi nd alternatives, working with Navy and Federal Aviation Administration laboratories, other government agencies, fi re chiefs from around the country, industry and with foreign partners, he said, adding that Congress has provided for requests for extensions until FY26.

The next PFAS public engagement is scheduled for January and plans are for more to follow.

AF Academy assembly ends with Truman Lecture from Hoover Institution fellow

U.S.AIR FORCE ACADEMY, Colorado — The top officer at the Air Force Academy said conversations some deem controversial in some circles will be not be ignored in academic settings at the school and advocated for respectful, open dialogue, Oct. 14.

“We’re not shying away from tough topics and that makes me proud,” Lt. Gen. Richard Clark said while introducing the Harry S. Truman Lecture at the Academy Assembly, an annual forum hosted by the school’s political science department, that night. “Our nation is grappling with some serious, hot topic issues and civil discourse is incredibly important to our democracy.”

The lecture’s keynote speaker, Larry Diamond, didn’t mince words either, saying an established global trend toward autocracy poses threats to the U.S. and other liberal democracies.

The senior fellow at the Hoover Institution at Stanford University, California lecture centered on the worldwide decline of freedom, deteriorating rule of law; the increase in polarization fomented by social media; an authoritarian resurgence; and bad actors around the world using misinformation to bolster their own power.

Further heightening the geo-political stress, the Chinese are capitalizing on long-term investments to expand their military sweeping levels. “The authoritarian power surge in China is an existential threat,” Diamond said.

“Democracy is being ravaged,” he said, also telling cadets “egalitarianism and fairness” has been swapped for a “mafia mentality” in many countries, and the U.S. must set a better example of democratic values if it wishes to maintain its seat as a global leader.

Diamond, also a professor by courtesy of political science and sociology at Stanford, heads the Hoover Institution’s programs on China’s Global Sharp Power and Taiwan in the Indo-Pacific Region.

He said the U.S. is “once again in an existential struggle for tyranny against freedom.”

“This is really serious,” he said. “If we get it wrong, it’s devastation.”

Diamond said he appreciates the grassroots movements formed over the last four years that have sparked discussions on gender, racial equality and respectful discourse.

He commended cadets for promoting respect, tolerance and inclusion, which in turn, he said, promotes democracy.

“One of the things that gives me hope is you,” he said.

Diamond is also the founding co-editor of the Journal of Democracy and serves as senior consultant at the International Forum for Democratic Studies of the National Endowment for Democracy.

Since 1959, the assembly has allowed prominent academ-

ics, business leaders, government officers, non-governmental organization members, cadets and visiting students to speak and lead round-table discussions. The Truman Lecture Series exposes cadets to active and retired senior military officers, as well as distinguished national and international personalities, who offer their perspectives on American national security policy and defense policy.

“Our mission is to educate, train and inspire men and women to become officers of character,” Clark said. “We are building an Air Force and Space Force reinforced and strengthened by inclusion and diversity of thought. We cannot do this without exposing our cadets to a wealth of diverse viewpoints. At the Air Force Academy, we teach cadets how to think, not what to think.”

Air Force Materiel Command reaches IOC as servicing major command for Space Force

WRIGHT-PATTERSON AIR FORCE BASE, Ohio — The Air Force Materiel Command declared Initial Operational Capability for its support to the U.S. Space Force on Oct. 1, 2021. The IOC milestone means AFMC is well on its way to fully supporting the Space Force as its Servicing Major Command for Space Force-assigned Airmen.

The USAF and USSF took a series of steps over the past year in the designation of AFMC as Servicing MAJCOM for the USSF. Those actions included a programming plan, approved this summer, outlining the functional support AFMC will provide to Airmen assigned to the USSF. At IOC, a memorandum of agreement has been established between the Department of the Air Force and U.S. Space Force, and the functions and personnel who will be serviced by AFMC have been identified.

As the Servicing MAJCOM, AFMC will accomplish the roles and responsibilities traditionally performed by a major command for the Airmen supporting the

Space Force. These major command functions typically include, but are not limited to, providing policy guidance; professional development opportunities/guidance; developmental team representation; and functional-specific roles. Approximately 8,000 Airmen assigned to Space Force installations and units will eventually be serviced by AFMC. Full operational capability is expected by Fall 2022 when all assigned functional areas will be fully supported by AFMC, and AFMC has hired all of the positions required to provide servicing major command support to Space Force Airmen.

Airmen at U.S. Space Force installations will continue to be serviced by their local Military Personnel Flight and Civilian Personnel Office, and the Air Force Personnel Center will continue to provide service to all Airmen at Space Force installations.

The Department of the Air Force created this unique and first-time Servicing MAJCOM structure to ensure Airmen assigned to the Space Force receive the same force development opportunities, functional and administrative support as those at U.S. Air Force installations.

The Face of Change for 60 years

SCHRIEVER SPACE FORCE BASE, Colo. — Overseen by the U.S. Office of Personnel Management, the Combined Federal Campaign is the official workplace giving campaign for federal employees and retirees, allowing them to donate a portion of their income to a variety of charitable organizations of their choice.

Since its inception, the CFC has raised $8.5 billion for charities and people in need.

During the 2020 campaign, the federal community generously pledged over $83.6 million. This year, the CFC celebrates its 60 years of giving. For six decades, those who have participated as “faces of change,” have made a meaningful difference to countless numbers of individuals throughout our nation and world. The CFC is the largest and most successful annual workplace charity campaign with almost 200 CFC campaigns throughout the world, raising millions of dollars each year.

In 1956, President Dwight D. Eisenhower formally moved for the development and administration of a uniform policy and program for fundraising with the federal service. That year, general guidelines were issued for the conduct of campaigns and an Eligibility Standards Committee was established. By 1961, President Kennedy had determined that the program was well-enough established and assigned the fundraising program to the Chairman of the Civil Service Commission by Executive Order 10927.

The Peterson-Schriever Garrison is again campaigning for CFC fundraising with two kick off events: Oct. 29, 2021, (Final Friday at Peterson SFB) and Nov. 5, 2021, (First Friday at Schriever SFB). The program will run until Dec. 15, but people can freely continue to give online through mid-January.

“Our mission is to enable and execute space operations to defend the interests of our Nation and our allies in the space domain” said U.S. Space Force Col. Shay Warakomski, Peterson-Schriever Garrison commander. “Space operations enable our way of life and provide capabilities such as GPS for all of humanity. The Combined Federal Campaign offers another opportunity for members of the Peterson-Schriever Garrison, as well as our hosted mission partners, to extend that generosity even sfspaceorbital.com

further towards charities and endeavors that find cures for diseases, fight hunger, support families, and promote equality to make our communities, our Nation, and the world a better place to live.”

U.S. Air Force Capt. John Rosson, 21st Comptroller Squadron director of operations, is the Peterson-Schriever Garrison CFC lead and point of contact.

“The Combined Federal Campaign is designed to be a one-time ask for charities,” said Rosson. “CFC has thousands of charities that you can give to through the program. Aside from giving money one time, you can set up an allotment to donate dollars every paycheck.”

Money can be given with a hard paper check, or you can go to the Mountain States CFC website. Alternatively, people can donate volunteer hours to various charities, and those hours will be monetized into donated dollars, working towards the garrison’s giving goal.

“It’s a unique opportunity for groups, flights or squadrons to get out, volunteer and do acts of service that benefit charities in a way other than just straight-up donations,” said Rosson. “The goal we’ve set for the garrison … is about 20% more than we collected last year, and it’s in line with the trend over the last five or so years of slightly increasing every year.”

Under Rosson, unit point of contacts have been organized to reach out to all personnel, to create a streamlined network of communication and information distribution — and to accept donations via paper checks.

“For the garrison right now, we have 40 unit POCs, and they will have key workers assisting them,” said Rosson. “We want to make 100% meaningful contact throughout the bases during the first week of the campaign. We will be distributing unit codes before the kick-off; when you donate, you enter your unit code so that your squadron will get credit and those will roll up to the garrison.”

Those unit identifier codes are how the accounting will be taken to know how much the garrison gave in total.

USO and base chapel jointly operate the Eclipse Café PETERSON SPACE FORCE BASE, Colo. — The Peterson-Schriever Garrison Chapel works with the United Service Organizations to operate the Eclipse Café located at Peterson Space Force Base, Colorado.

“The [building] space is owned by the P-S GAR Chapel and jointly operated by the P-S GAR Chaplain Corps and the USO,” said U.S. Air Force 1st Lt. Janis Thomas, P-S GAR Chaplain. “Essentially, the chapel and the USO both share the space and we work together to operate it.”

The Eclipse Café is open Tuesdays and Thursdays from 11 a.m. to 5 p.m. The P-S GAR Chapel runs the café from 11 a.m. to 2 p.m. and USO operates the café from 2 p.m. to 5 p.m. The center offers free food and beverages along with video games across numerous platforms and a large selection of various board games.

“We [USO] offer diverse programming through our out-reach programs including Coffee Connections, No Dough Dinners, and unit and deployment support,” said Linda Mays, Colorado USO Executive Director. “Within the Eclipse Café, we offer a home away from home environment, a place to connect with others with free snacks and coffee.”

The café is open to all members of P-S GAR, but the center’s main focus is on Airmen and Guardians who live in the dorms.

Everyone has heard that seatbelt use is crucial for saving lives on the road, but not everyone wears one.

Studies show about one in every seven people do not wear their seatbelt. It is estimated that seatbelts save an estimated 15,000 lives each year. Seatbelts keep an individual from being ejected from the vehicle or being thrown around the interior of a vehicle in the instance of a crash. While airbags serve as a great protection during a crash, they do not offer the best protection alone. Airbags combined with proper seatbelt usage offer passengers the best odds of surviving an automobile crash. Seatbelts need to be worn every time you are in a vehicle.
