JTF-SD commander named Army’s first Space Operations 2-star

HUNTSVILLE, Ala. — U.S. Army Maj. Gen. Tom James, Joint Task Force-Space Defense commander, was the first Army Space Operation officer to advance beyond the rank of brigadier general at a ceremony in Huntsville, Alabama, Aug. 10, 2021.

U.S. Army Gen. James Dickinson, U.S. Space Command commander, presided over the ceremony, recognizing James and his historic promotion on what he deemed “a great day to be a Soldier.”

“It’s interesting now that he is the senior FA40 Army Space Officer, I remember his story of him getting ready to deploy into combat for Desert Shield/Desert Storm, Dickinson said. “He was among the first people issued a DAGR (Defense Advanced GPS Receiver) for what is called the First Space War — the first war that we fought with space capabilities. Now in his current job he is responsible for protecting and defending that very constellation.”

Dickinson highlighted U.S. Army Space Operations officers and what they bring to the fight.

“One of the things that make them very special not only for the Army, but for the joint force and really our allies and partners, is the fact that the FA40 community brings an officer who has, and in this case a very elite, an operational background to the joint space enterprise,” he said.

planning for them, executing them, training for them in another domain, in this case the air and land domains, and we apply that to the space domain.”

That operation background amassed for James during 40

months deployed in combat. He served in seven different countries and three geographical commands outside the United States. In addition to gaining operations experience, he concurrently earned four master’s degrees, completed numerous military space courses and attended the Harvard Senior Executive Fellowship Program.

“Tom has done an incredible job and the Army absolutely recognizes that and his potential to do more for the Army and in this case the joint community, the Department of Defense and our nation,” said Dickinson. “That’s why Tom was picked as the very first FA40 to be a two-star general.

This is a signal of how important space is to Army senior leadership. He is a joint space senior leader and has an incredible reputation within the joint community as being the expert. I am honored to be here today to recognize [his] promotion.”

In his comments to those gathered who make up the “life story of my military career,” James offered thanks and appreciation for their education, mentorship, support and leadership leading up to this day. He continued his focus on people throughout his comments.

“People are the most important part of what we do in space operations,” said James. “I am standing here today in front of you because of the wonderful people I’ve worked with much more than my personal efforts. the technology. It is so easy to become over enamored with the bright, shiny, interesting technology of our business.”

Let’s face facts, space technology is cool,” said James. “To work with, to develop, to test our boundaries and practice and there is no lack of innovation and all of that is absolutely necessary for us to develop the marked advantage over potential adversaries, and how we will use the space domain and how we will protect and defend our access to space. James spoke about the advances in technology in the last 21 years since he became an Army Space Operations officer, recognizing it would likely “pale in comparison” to the technology advances in the next 21 years.

“I’ve had the grand opportunity to see the tremendous growth in space integration … that will not only continue to advance but continue to accelerate,” he said. “It has to as a key part of our national security strategy because our adversaries are not sitting still. It’s all about the people, people are the real

major weapon system of warfighting.

In our mission area, I am so impressed with how professional the people are and how aggressive they are about getting the job done.”

Dickinson and James thanked gathered family members for their support and sacrifice through the years. James also thanked Vietnam veterans for their sacrifices and acknowledged they didn’t get the “welcome home” recent warfighters receive. He continued his people focus and thanked those with whom he’s currently assigned to lead.

“I want to recognize the Space Troopers at the Joint Task Force-Space Defense for all that they do to develop the environment to ensure our enjoyment of unfettered access to space and what that offers our society,” said James.

“I love what I do. I am so glad I have a few more years at it. I know I am here today because of the efforts of many others. This ceremony is more of a testament to them than it is to me, their devotion to duty and leadership. I owe you and them my best efforts in the next chapter of this journey of my service to the United States.”

James enlisted in the Mississippi National Guard in 1982, initially serving in medical and special operations units as a combat medic. Later he served as a Special Forces Operational Detachment-A Team executive officer while receiving his commission as a U.S. Army officer and earning a Bachelor of Science Degree in molecular biology at the University of Southern Mississippi.

He entered active duty as an aviation officer, serving more than 10 years as an aeroscout, assault and attack aviator while assigned to aviation battalions in the 3rd Armored Division in Germany, in the 2nd Infantry Division in Korea and in the 160th Special Operations Aviation Regiment (Airborne).

James became a member of the first cohort of U.S. Army Space Operations officers in 2000. He commanded the 1st Space Battalion and the 1st Space Brigade in Colorado Springs, Colorado.

Supra Coders fix space software problems on the fly

COLORADO SPRINGS, Colorado — If your car breaks down on the highway, you have two choices: Fix it on the roadside yourself or wait for a mechanic. In space, with satellites moving at 16,000 miles per hour, commanded by computer code and cyber links, waiting for a software mechanic can mean mission failure, or worse.

A new Supra Coder program within Space Operations Command deltas, Space Force’s tactical-level units, provides software coding training for space operator Guardians so they can fix software issues quickly without having to wait for contractors or software experts.

“We’re blessed to have these Supra Coders within our deltas,” said Lt. Col. Steph Raffo, chief of Director of Innovation at SpOC headquarters. “It’s great for space operations to have these skilled coders working day-to-day on the ops floors, taking on issues that demand their expertise and immediate attention.”

Supra Coders have already come to the rescue, said Paul Contoveros, Lead of Delta Innovation for Headquarters, Space Operations Command. They have developed software solutions to problems with digital tools that operators use to control and communicate with military satellites. They developed a tracking system to support missile warning missions.

And, they created the “Sempra Supra Automated Satellite Schedule” to help Space Force operators optimize times when they can communicate directly with their on-orbit systems and task ground-based radars to track objects in space.

“I can now apply my coding skills officially to military space operations,” said Capt. Scott Huber, a Supra Coder with Space Delta 4 which has seven coders on their team. “I can write an application and give it out the space operations community for their use without major concerns.” He and

other coders are currently working on the Delta Analysis and Reporting Tracking System, DARTS, a mission common operating picture that will allow units to synchronize operations across the Delta and improve mission processes.

Space Force’s Chief Technology and Innovation Officer has funded 60 “Z-coded” Supra Coders for SpOC in fiscal year 2022. Fifteen Guardians have graduated from the training program so far.

The training pipeline for Supra Coders is a highly selective program called the Software Development Immersive (SDI). The SDI provides an opportunity for Guardians who understand the basics of modern software development to directly interact with and contribute to projects and programs across the space domain through a three-month coding boot camp followed by a three-month rapid development experience.

Schriever SFB Falcon Top III presents Performer of the Month

SCHRIEVER SPACE FORCE BASE, Colo. — U.S. Space Force Sgt. Evan Wood, Space Delta 9 — Orbital Warfare, 3rd Space Operations Squadron mission planner, receives the Schriever Space Force Base Falcon Top III Performer of the Month award at Schriever SFB, Colorado, Sept. 30, 2021.

The POM award is an opportunity for senior non-commissioned officers to recognize a NCO who excels in their work center.

The Schriever SFB Falcon Top III is a private organization comprised of SNCOs and Woods was chosen out of four other nominees for the POM award. “[NCOs] are at the center of their missions, and this is just a way to say ‘thank you’ from their leadership,” said U.S. Air Force Master Sgt. Kathryn North, 50th Force Support Squadron career assistance advisor.

Woods derives a sense of satisfaction from the tactical aspect of his work. He recalls a time, while working for the 3rd Space Experimental Squadron, where he developed the mindset of a “human optimizer”, a phrase he coined to

describe someone that optimizes their skills and abilities.

“To me, creating the trajectories to accomplish the missions felt like a puzzle where I had to balance fuel, time, lighting and other orbital parameters,” said Wood. “While my first iteration of a plan may have been able to accomplish what we wanted, I always wanted to better my previous plan by trying to save every ounce of fuel I could, getting the lighting angle just a few degrees better.”

Wood’s passion for space operation coupled with his desire to be strategic landed him the perfect career field.

“Growing up, anything to do with space was fascinating to me,” said Wood. “I feel so fortunate to have been able to chase my dream at such a young age. I love knowing and figuring out how things work, both mechanically and in the software and coding. Spacecraft are the perfect mix of those.”

To achieve success, Wood has a few criteria for how to be excellent in his line of work.

“I would say creativity, being the subject matter expert on your mission system, and the ability to see the bigger picture are the biggest things that make a good tactician or mission planner,” said Wood. “Along with never, ever, giving up.”

Faces of Space – Tech. Sgt. Joshua Arrington

SCHRIEVER SPACE FORCE BASE, Colo. — Having the goal of making a difference in the world, U.S. Space Force Tech. Sgt. Joshua Arrington, Space Delta 9 — Orbital Warfare non-commissioned officer in charge of initial qualification training, has spent a successful six years in the U.S Air Force, now transferred to the USSF, and plans to serve until retirement.

With him on this journey is his wife of six years and their two dogs, a black Labrador-German Sheppard mix, Roxy and a Terrier, Patches. They also have the intention to expand their family in the near future.

Beyond immediate family, Arrington is a third generation military member. His grandfather served in the Korean War as a security forces member for over 20 years and his father served as an officer in Operation Desert Storm and Operation Enduring Freedom.

“Being able to continue my family’s tradition of military service is an awesome thing to do, and having two veterans to gain knowledge from has really helped me better myself,” said Arrington.

Arrington’s unique history doesn’t rest on generational military involvement. He also has an educational background prior to joining that is diverse to his current career field.

“Most people don’t know that I spent a year in college studying research biology before joining the Air Force,” said Arrington. “I’ve always loved science, learning and discovering new things, and really enjoyed doing research with my college in Tennessee.”

Separate from his interest in pursuing biology, Arrington now serves as an instructor where he is responsible for training incoming DEL 9 members on orbital warfare operations. He ensures members are able to use tactics, techniques and procedures to make certain that there is freedom of movement throughout the

battlespace; and U.S. assets are safe from adversaries.

“I accomplish this by giving the students information on a topic and then running them through training missions that are based off real world threats,” said Arrington. “This allows students to see a good portion of situations that they will encounter when operating Delta 9 weapon systems in the real world.”

The impact that Arrington has had in his squadron is unquestionable.

“Tech Sgt. Arrington has been instrumental in standing up the 750th Operations Support Squadron,” said U.S. Space Force Capt. Christopher Dong, 750th Operations Support Squadron di-

vision chief, force generation. “As one of the original Jotnars, Arrington’s leadership has allowed not only the squadron to flourish, but also Delta 9’s first of its kind Initial Qualification Training course, entitled Orbital Defense Initiation (ODIN), which indoctrinates all members in the art and science of orbital warfare into the Delta. He epitomizes the ideal [non-commissioned officer] and Guardian that the Space Force needs.“ It is plain to see that Arrington is an asset to the USSF in more ways than one and he has leaned on others to ensure consistent growth and development.

Arrington’s instructing abilities don’t end there. Before COVID-19, Arrington volun-

teered his time to educate a Junior ROTC unit his father teaches in Denver, Colorado.

“I really enjoy educating teens on space and the Space Force,” he exclaimed. “While COVID has put a damper on this, I hope to get back to doing this later this year.”

Since childhood, Arrington has had a strong desire to work in space as he would frequently watch space and science-fiction movies and was inspired to work in the same careers that were portrayed by the characters.

His fantasy became a reality when he joined the USSF. “Space is the newest battleground in the world, and being able to be on the leading edge of this is super awesome,” Arrington said. “Orbital warfare operations is a very high-stakes community to be in and I love employing my knowledge to ensure America’s space assets remain safe and able to complete their missions.”

Aside from his deeply entrenched desire to aid in dominating the space domain, Arrington has a plethora of personal hobbies that bring him joy.

“I love being outdoors and try to do anything that will get me outside,” Arrington expressed. “I race mountain bikes during the summer, along with some fly fishing in-between races. During the winter if I’m not working I’m usually skiing throughout the western states.”

Along with his outdoor hobbies that involve physical activities, Arrington takes a keen interest in activities that stimulate his mind as well.

“If I can’t get outside, I’m working on getting my private pilot’s license and usually hop on the new Microsoft simulator to try to keep my skills up,” said Arrington.

Arrington derives a sense of satisfaction engaging in various hobbies which allows him the balance he needs to bring positivity to the work place.

“Positivity can go a long way and it’s needed through any type of work force,” said Arrington. “Getting the job done and helping people is inspiring to me.”

First line of defense: Cadets promote resiliency

U.S. AIR FORCE ACADEMY, Colo. — The Air Force Academy presents many challenges to the more than 4,000 students who attend the institution each year.

One group of cadets stand ready to help them through those tough times.

“We have a team here that understands the physical, academic and emotional strain of attending a service academy,” said Maj. Kristene Harris, Personal Ethics and Education Representative program manager. “We all work together to provide a broad spectrum of services to address whatever life throws in the way.”

“We provide intermediate level counseling for cadets who are struggling with issues ranging from academic stressors, family or relationship problems, depression, anxiety, self-harm and suicidal ideation,” said Cadet 1st Class Ryan Pfaffenbichler, a cadet wing PEER who majors in systems engineering. “We also offer outreach programs and briefings to our cadet squadrons.”

The PEERs complete 16 hours of initial training before earning a handmade blue rope, which qualified cadets began wearing Sept. 22.

“It’s a tough job,” Harris said. “These men and women have big hearts and dedicate a good amount of time to support and encourage their fellow cadets.”

Harris, a clinical social worker, said due to their proximity within squadrons, PEERs are uniquely poised to notice behavioral changes.

“They’re the first line of defense,” Harris said. “They have rapport to share burdens, commiserate about cadet life and are able to provide reliable information about mental health support.”

Pfaffenbichler says the blue rope is a visual indicator for cadets and shows a “ready force” of individuals standing by to support them at a moment’s notice.

“The feedback has been great,” Pfaffenbichler said.

“We’ve felt for a long time that a mental health advocacy and support group should be readily identifiable and [the blue rope] allows us to do that.”

VCSO visits SSC, shares vision for new field command

U.S. Space Force Vice Chief of Space Operations Gen. David D. During the briefing, Thompson discussed the Space Force’s core values, the “4 Cs,” from the newly published U.S. Space Force’s talent management plan, the Guardian Ideal: character, connection, commitment and courage.

LOS ANGELES AIR FORCE BASE, Calif. — U.S. Space Force Vice Chief of Space Operations Gen. David D. Thompson met with Guardians and Airmen during his visit to Space Systems Command Oct. 4, marking his first visit to SSC since its activation.

Thompson, who is the first VCSO in USSF history, made resolute expectations for the newly formed field command during an All Call with SSC Guardians and Airmen.

“SSC needs to re-energize its approach to seeing, understanding and rapidly developing while fielding new capabilities to keep us ahead of threats that we see from China and others,” Thompson said.

Noting the important mission that SSC has in the space domain, Thompson stressed to its members to help the U.S. Space Force hasten its pace.

“We have to ask members of SSC to

tell us what they need in order to change policy and regulations, and even work with congress to change laws that will allow us to move faster,” Thompson said.

Furthermore, Thompson recognized the importance of bringing prosperity to SSC through ever-expanding partnerships in the acquisitions community.

“Commercial companies are moving so rapidly,” he stated. “We need to develop partnerships with the commercial sector to understand what they are doing as well as be able to leverage it to our benefit.”

Thompson re-emphasized the roles of leadership for SSC as well as other field commands that will help build a more lean and agile U.S. Space Force.

“We have to put authority and responsibility back into the hands of the senior materiel leaders to give them the authority and resources to stay engaged at a strategic level.” Thompson continued.

“But leave them alone to do the business we have trained them to do.

— At the invitation of the chairman of the Joint Chiefs of Staff, India’s Chief of Defence Staff General Bipin Rawat, visited military points of interest at Peterson Space Force Base, Colorado, Sept. 29, 2021.

Rawat met with leadership from North American Aerospace Defense Command and U.S. Northern Command, U.S. Space Command, and the Joint Functional Component Command for Integrated Missile Defense.

Rawat, with 42 years of service, became the Chief of Defence Staff in December 2019, a position roughly equivalent to the U.S. chairman of the Joint Chiefs of Staff. He, along with Rear Admiral Mohit Gupta, Air Commodore Premkumar Krishnaswamy and Brig. LS Lidder were greeted by Lt. Gen. John E. Shaw, deputy commander, USSPACECOM, and Col. Geoffrey Adams, deputy commander, Joint Functional Component Command for Integrated Missile Defense.

“The purpose of the visit was to provide the CDS with a JFCC IMD mission overview and discuss U.S. integrated air and missile defense command and control organizations and their roles and responsibilities as a crucial element of the joint force in warfighting. Additionally, we provided a top level overview of the U.S. military’s training and education framework. Lastly, we provided an operational level review of lessons learned and best practices of our joint C2 capabilities,” according to Thomas Walton, action officer for the event.

With particular interest in JFCC IMD and how the United States executes multi-layer defenses in an area of operations, Rawat requested and received a mission brief outlining the U.S. integrated air and missile defense.

the ‘people’ and the intercommunication between different warfighting functions.

His questions and concerns focused on the best way to control the battle space from an integrated air and missile defense aspect,” said Senior Master Sgt. Michael List, senior enlisted leader for JFCC IMD. Adams, during the mission brief, delved into JFCC IMD’s essential role as the paramount integrated missile defense command in four lines of effort: synchronization in global mission defense planning, conduct operations support and asset management, execute joint ballistic missile defense training and exercises, and advocate for future capabilities.

“We discussed the lessons learned and best practices for air-to-ground integration, airspace management, and integration of air and missile defense,” Adams said.

While there is no official relationship between JFCC IMD and India at this time, JFCC IMD does execute its international engagement strategy with missile defense partners and allies. These are similar to events that Indian forces have attended at the regional level including Pacific Air Force’s hosting of India Air Force members at the annual executive steering group with Pacific IAMD Center personnel at Camp Smith in Hawaii, conceptualizing future IAMD engagement planning.

There are plans in the near future for senior leader seminars; IAMD academics; tactics, techniques, and procedures development; and table-top engagements, with USINDOPACOM and the Pacific IAMD Center. In addition, India along with Japan and Australia have been invited to attend the 94th Army Air and Missile Defense Command IAMD Seminar hosted by Brig.

We often face new situations or challenging times whether that is at home, at work, or just in life overall. For many of us, it can be hard to swallow our pride and seek out help from others when we need assistance. That being said, it is important to understand your limits and know when you need help from someone else.

Your Limits at Work For most people working full-time, 8 to 12 hours a day is spent at work Monday through Friday. Work is a large majority of our lives. We often want to succeed and do well in our jobs or profession. Because of this fact we push our limits at times, whether that is physically or mentally, to try to do our best. While good things such as personal growth can come from pushing your limits, there is a point and certain situations when this is not appropriate. Any time you are pushing your limits to a point where you, someone else, or property is at risk, you need to stop work and seek assistance.

How Can We Improve Our Observations?

First, we need to take the proper time to do a thorough observation of objects, tools, equipment, and the work environment for a work task.

Being observant is a skill, but we also need to make a conscious effort to dedicate the time to evaluate the work area around us. Walk around your work area view it from different perspectives.

Focus on details that you normally skim over.

Use past experiences, lessons learned, safety shares or training to identify potential hazards.

Try putting yourself in someone else’s shoes such as your unit’s safety rep or supervisor. What things in the work area would they have an issue with or want corrected? Really get picky about the details of your work environment. Be honest about what is a hazard in your work area and what it would take to fix it. The little details can contribute to the next incident or injury.
