216 SPCS enables CFSCC mission, assures access to space through spectrum warfare

VANDENBERG SPACE FORCE BASE, Calif. — One element of warfare that is not always in the limelight but easily touches all warfighting domains is the electromagnetic spectrum. At Vandenberg Space Force Base, there resides an Air National Guard squadron that works regularly with the Combined Force Space Component Command (CFSCC) in its mission to deliver combat relevant space capabilities to combatant commanders.

The 216th Space Control Squadron (SPCS), assigned to the 195th Wing at Beale AFB, Calif., but located here, prepares its nearly 90 members, 25 of whom work fulltime in the squadron, for short-notice, six-month deployments, each consisting of teams of 15-20 Airmen.

“Our battlefield is in the electromagnetic spectrum,” said U.S. Air Force Lt. Col. Robert Glas, 216 SPCS director of operations and acting commander. “We fight in the spectrum warfare.”

More important than ever due to advancements in technology, the electromagnetic spectrum includes everything from radio waves through visible light to gamma rays. According to the Department of Defense, “any military action involving the use of electromagnetic (EM) and directed energy to control the EM spectrum or to attack the enemy” is the definition of Electromagnetic Warfare (EMW).

“Vandenberg is the ‘organize, train and equip’ leg of what we do,” Glas explained. “We don’t do our actual mission from here. In order to do what we do, which is electromagnetic warfare, we have to deploy. We need to be in theater or in a region to be effective.”

To prepare for these deployments, the 216 SPCS adopted a six-day training regime every quarter, as compared to a two-day per month schedule that most ANG units have, giving them longer periods together to build cohesiveness between the 15 different career fields contained within it.

“This battle rhythm is relatively new, being implemented for about two years now, and we have seen some excellent gains from it from a readiness and training perspective,” said Glas. “It also gives us a lot of flexibility in-between quarters to provide teams and volunteers in

support of other exercises and missions.”

Once in place at their deployed location, the team receives requirements and tasks from higher headquarters to conduct space control and space situational awareness missions.

In simple terms, the unit makes it harder for adversaries to gain access to their EM capabilities and assures access to EM capabilities for friendly troops and equipment, giving our warfighters and allies an advantage.

‘Perfectly potable’: Annual report shows AF Academy’s water to be safe

U.S. AIR FORCE ACADEMY, Colo. — Water at the U.S. Air Force Academy is safe to drink, according to the base’s annual Drinking Water Quality Report released in late June.

The Air Force Academy 2021 Drinking Water Quality Report indicates the base’s processes for ensuring its population has access to safe drinking water are sound, said 1st Lt. Ricardo Meza, a bioenvironmental flight commander at the base.

“It’s perfectly potable,” he said.

The Colorado Department of Public

Health and Environment regulates the contaminants in water provided by public water systems. According to the report, contaminants that may be present in any source water include microbial contaminants such as viruses and bacteria; inorganic contaminants such as salts and metals; pesticides and herbicides; radioactive contaminants; and organic chemical contaminants such as industrial and petroleum byproducts.

Meza said base environmental officials closely monitors these levels to ensure the Academy’s water is safe to drink and use.

Colorado Springs Utilities is the main supplier of the Academy’s water.

DAF strengthens discharge process for sexual offenders

ARLINGTON, Va. (AFNS) — The Department of the Air Force recently published DAF Instruction 36-3211: Military Separations, which outlines increased support to sexual assault survivors, strengthens sexual assault prevention and accountability efforts, and combines several discharge instructions.

Under the previous policy, Airmen and Guardians who committed sexual assault offenses were subject to mandatory initiation of discharge proceedings; the updated policy strengthens the criteria that may be considered for discharge.

These updates also ensure the discharge decision is objective and focuses decision makers on the relevant evidence of each case.

“Sexual assault is incompatible with our Core Values, the Guardian Ideal, and military service. These revisions will significantly improve our ability to discharge those unworthy of calling themselves Airmen and Guardians,” said Under Secretary of the Air Force Gina Ortiz Jones. “Our policies must set clear expectations and consequences for the force. Everything we do, and everything we say communicates the value that we place, or do not place, on one’s service.”

The department has a zero tolerance policy on sexual assault and sexual harassment, and it is responsible for providing a safe working environment for every Airman, Guardian and civilian.

The new departmental policy explicitly states members who commit sexual assault will face mandatory initiation of discharge and only, if certain limited circumstances exist, can a member be considered for an exception to the presumption of discharge.

Exceptions to discharge are now not allowed if the sexual assault was committed against a child, if abuse of authority is presumed to be present, or if a member has a prior substantiated allegation of sexual assault or sexual harassment.

Additionally, the criteria that focused on how likely a member was to engage in a future act of sexual assault was removed having been determined to be subjective.

The separation authority and board members can no longer consider the following factors when determining whether a basis for a sexual assault discharge exists, whether a waiver is appropriate, and whether a member should be discharged if they have committed a sexual assault: - Personal, family, or financial circumstances - Good military character or service record - Medical or mental health condition The new policy also combines all previous discharge publications, providing a comprehensive and streamlined approach for policies impacting total force members.

In addition to these changes on the discharge policy, the department has proposed increased funding in its fiscal year 2023 budget to strengthen sexual assault and integrated violence prevention programs.

“These new objective criteria reflect our commitment to justice for sexual assault survivors and accountability of offenders,” added Secretary of the Air Force Frank Kendall. “We are determined to maintain a culture of respect for the safety, dignity, and personal boundaries of every Airmen, Guardian, and civil servant.” sfspaceorbital.com

WASHINGTON — The Air Force and the Defense Department have announced a plan to create a 15th university affi liated research center, or UARC. The new center will be the first to be associated with an historically Black college or university and will also be the first UARC associated with the Air Force. 4,000 cadets.

“This is an opportunity to tap into universities that have an enormous amount of capability in science and technology,” Frank Kendall III, the secretary of the Air Force, said during a briefing Monday at the Pentagon.

Historically Black Colleges and Universities graduate about 30% of African American science, technology, engineering and mathematics students, and the Defense Department and the Air Force want to tap into that talent, said Heidi Shyu, the undersecretary of defense for research and engineering.

“This nation must have a strong national STEM workforce, since the future of our national security is dependent on our ability to grow our STEM talent,” she said.

“We’ll only accomplish this through the cultivation of a highly diverse workforce. Diversity of background and a diversity of ideas has always been the strength of this country ... We must tap into the HBCUs to grow a well-educated and well-trained workforce for the Department of Defense and this nation.”

Currently the Defense Department has 14 university affi liated research centers around the country. These DOD-supported organizations are each affi liated with a university and each has a set of core research competencies tailored to meet the long-term needs of the Defense Department.

Existing UARCs include the Massachusetts Institute of Technology’s Institute for Soldier Nanotechnologies; the Johns Hopkins University Applied Physics

Laboratory; and the University of Maryland, College Park Applied Research Laboratory for Intelligence & Security.

The Air Force and the DOD aim for the newest UARC to focus its research efforts on “tactical autonomy.”

According to the Air Force Research Laboratory, this means “autonomous systems acting with delegated and bounded authority of humans in support of tactical, short-term actions associated with a longer-term strategic vision.”

That capability, Kendall said, represents a gap in what existing UARCs are currently providing to the DOD. “[We’re] very focused on the threat of Chinese military modernization and what that means in terms of the viability of our forces,” Kendall said. “Part of the future of the military is going to be autonomy. There’s no doubt in my mind ... we’re seeing increasing evidence of that almost in every conflict that that occurs ... it’s here to stay, and we need to be at the front edge of that. This is an opportunity to tap into universities that have an enormous amount of capability in science and technology.”

To create the newest UARC, the Air Force is working with the DOD to reach out to HBCUs with qualifying research programs and asking those schools to consider competing to be lead school for the new UARC. According to the most recent data from the Carnegie Classification of Institutions of Higher Education, there are currently 11 HBCUs with a “high-research activity” or “R2” rating. Any one of those 11 schools qualifies to lead a university affi liated research center.

As part of the program effort, the school chosen to lead the UARC would not be solely responsible for doing research at the new center. Instead, they will be responsible for building a consortium of additional HBCUs who will participate in conducting research efforts at the UARC. Victoria Coleman, the chief scientist of the Air Force said that while the primary goal of this effort is to provide valuable research for the Air Force and the DOD, a secondary goal is to help participating HBCUs increase their own research capacity.

Right now, while 11 HBCUs have a Carnegie Foundation Research Classification of R2, there are no HBCUs with the R1, or “very-high research activity” classification.

“Through this effort. We’re hoping to ensure that at least one, if not more, institutions become R1,” she said.

Coleman said over the next several months the Air Force and DOD will reach out to HBCUs to let them know what the department is looking for and to explain more about the selection process. By December, it’s expected there will be an announcement regarding which university was chosen to lead the new UARC. To fund the new UARC, the Air Force has committed a total of $12 million dollars a year over the course of five years. Shyu also said that both her office and the office of the undersecretary of defense for acquisition and sustainment will each contribute $2 million per year to the effort.

Command was recently notified that the Joint Staff affirmed the Joint National Training Capability (JNTC) Accreditation of the U.S. Space Force SPACE FLAG exercise at the 392d Combat Training Squadron, Space Delta 1, Schriever Space Force Base, Colorado, making it the first JNTC accredited exercise for space.

The memo from the Deputy Director for Joint Training approving SPACE FLAG to be an official JNTC stated, The JNTC program accreditation, site certification, and issue mitigation process serves as the foundation to improve joint context and enabling capabilities that enrich the Joint Training Environment for services and Combatant Commands, benefiting the entire joint force.”

The Joint Training Policy for the Armed Forces of the United States (CJCSI 3500.01J) has high standards for the accreditation of Department of Defense training programs, and there are only 37 accredited joint training programs across the entire DoD (U.S. Air Force – 9, U.S. Army – 6, U.S. Marine Corps – 7, U.S. Navy – 3, Special Ops – 6, National Guard/Reserves – 5, U.S. Space Force – 1).

PATRICK SPACE FORCE BASE, Fla. — Time is a finite commodity. Many people struggle to find the time needed to carry out daily tasks, whether that be working, caring for their children or running errands.

If those individuals had the benefit of saving 450 hours, the equivalent of nearly three weeks of vacation, they may get more accomplished.

Space Launch Delta 45’s “Stop the Silly” campaign, which is run by the Delta’s innovation hub, the Forge, is designed to reduce redundancies and make SLD 45 more efficient. The program recently implemented an initiative that will save the Delta an estimated 450 man-hours.

The program started in February when a survey went out across the Delta asking units to identify areas of concern. That was followed by a series of meetings called “blitz sessions” in March where service members and Department of Defense civilian employees came together to identify problems, as well as potential solutions.

Five sessions were held in March that identified 385 data points across 16 categories, Kearschner said.

One area identified for improvement was a recommendation from the 45th Civil Engineer Squadron to delegate the final signatory and approval authority for several forms.

The 45th CES energy section approached the Forge and discussed options on how to reduce administrative redundancies at the Delta and civil engineer commander level, said John Constantinide, 45th CES energy manager.

Across SLD 45 there are 52 utility service agreements that outline the support the Delta provides to each tenant, such

as Space-X or United Launch Alliance, Constantinide said.

“Each of these organizations require electricity, water, waste water removal and more to support their mission for every site they have at Cape Canaveral Space Force Station,” Constantinide said. “These agreements need to be signed and approved by the Delta commander, as well as the civil engineer commander. There are also annual documents that require completion.”

The 45th CES recommended that the utility service agreements be signed and approved by the 45th CES commander, which would prevent the SLD 45 commander from having to review and sign those forms. The unit also suggested several annual forms be delegated from the 45th CES commander down to the engineering fl ight chief for approval.

“These recommendations combined could save SLD 45 an estimated 450 manhours,” Constantinide said. “And that’s just with the tenants we have at Cape Canaveral Space Force Station right now. Saving hours will allow us to support more tenants going forward, which is a large focus of the range of the future. That time can now be used to resolve other issues on the installation or address customer needs rather than spending that time on form completion and coordination.”

Providing utility support for commercial launch partners and other tenants at CCSFS is a large undertaking that accounted for more than $25 million in utility costs in fiscal year 2021, according to the 45th CES energy section. That support enables the space launch mission and since Jan. 1, has supported 25 launch missions.

WRIGHT-PATTERSON AFB, Ohio — Today, the Nutter Center in Dayton, Ohio is the stage for the activation of Delta 18 and the establishment of the National Space Intelligence Center.

Colonel Marqus Randall assumed command of the new Delta, which consists of Space Delta 18 headquarters staff and two squadrons, the 1st Space Analysis Squadron and the 2nd Space Analysis Squadron, which transitioned from under the National Air and Space Intelligence Center to the National Space Intelligence Center under the U.S. Space Force.

“The establishment of this service intelligence center is a critical step to shape the future of Space Force, improve acquisitions, and drive innovation across the Intelligence Community,” said Avril Haines, Director of National Intelligence.

As the 18th member of the intelligence community, Delta 18 supports the U.S. Space Force’s ability to fulfi ll its service responsibilities providing foundational and science and technology intelligence for the space domain. Lt. Gen. Stephen N. Whiting, Space Operations Command commander, presided over the ceremony and shared his thoughts on the new Delta. “The activation of Space Delta 18 and the establishment of a separate National Space Intelligence Center strengthens our ability to deliver appropriate game-changing foundational intelligence unique to the space domain,” said Whiting, SpOC commander.

OSI special agent shares trans journey to inspire others

TEXAS (AFNS) — The Flower Mound, Texas, native seemed to have what some would describe as a standard childhood. He played sports, made friends and spent his summers outside. Still, deep down, he knew something felt different.

Ireland was born female. After coming out as a lesbian to his mother at the age of 12, he believed making the declaration would more accurately explain why he felt different. However, the proclamation only explained his feelings in part.

Facing many trials and tribulations on his journey to self-realization, he faced societal rejection and was bullied long before deciding to enlist. Still, he forged ahead and joined the U.S. Air Force, not imagining his military career would begin on the cusp of policy changes for gay and transgender service members.

Serving in silence In 2010, Ireland traveled to Joint Base San Antonio for basic military training, surmising he would most likely have to serve in silence.

“I thought, what if I’m discovered?” Ireland said, thinking back to the early days of his military career, figuring he would just have to hide his identity. He felt it fit the “service before self” philosophy.

The year after, the repeal of “don’t ask, don’t tell” took place. This federal law banned lesbian, gay and bisexual individuals in the military from disclosing their sexual orientation or discussing their same-sex relationships. Although it was a step in the right direction, Ireland still felt incomplete.

Despite his military career taking off, the security forces Airman had a difficult time fitting into his lesbian identity. In search of answers to life’s biggest questions, he turned to the internet, finding the term “transgender” popping up over and over in the results. After reading and learning more about this term, he finally felt there was a word to describe his true feelings.

Yet, professional obstacles remained. Although DADT was repealed, the fight for

trans rights continued. Ireland knew if he came out as transgender, he would likely face a discharge from military service.

“I wanted to make this work because I’m a good Airman,” he said. “My thoughts were to medically transition while also serving in uniform.”

In February 2012, the Defender began his medical transition at an off-base medical facility.

Living authentically In late 2014, things changed when Ireland learned of his first deployment to Kandahar, Afghanistan. Assigned to the Office of Special Investigations, he would later call the agency home.

Being deployed helped Ireland live his truth in a new world. He was finally happy and felt like “one of the guys.” Even in the sweltering heat of Kandahar, life was like a breath of fresh air for the senior airman.

“It was liberating to be treated like everyone else,” he said. Finally, Ireland’s professional and personal lives mirrored each other.

“When we looked at him, we didn’t know anything different – at least I didn’t,” said Lt. Col. Victoria Mayo, Joint Interagency Task Force West - Programs Division chief and his commander during the deployment.

“Ireland came into my office and said, ‘Can I talk to you for a minute? I’m transgender. I’m female going through the process of transitioning’ and he explained everything to me,” she added.

In addition to Mayo’s support, Ireland also received support from those who knew his identity.

Ireland was straightforward and honest about his identity, unaware of what would follow.

“I attribute this acceptance to my being upfront and my job performance speaks for itself,” he said.

Out in a big way Following his deployment, he became one of the most recognizable trans individuals after coming out publicly in The New York Times before the policy changed. It was a move inspired by his deployment service.

According to Ireland, he doesn’t see himself as a landmark figure, but simply as an Airman doing his job. While being the first transgender male to deploy as his authentic self, he felt compelled to speak out for transgender rights.

“At that point, a lot of my friends were getting discharged,” he said. “I thought, policy-wise, this can happen; we can change this policy.”

Around this time, Laila Ireland, his wife and then-fiancée, experienced a similar situation coming out as transgender but with a different outcome. As a Soldier, she did not receive the same support as Ireland. The couple came out together to The New York Times. Although they dreamed of serving in the military until retirement, building a home, creating a family and everything else young couples strive to achieve, it was all at risk for a cause they believed in.

Now retired from military service, Laila has remained a vocal advocate for transgender equality as well as being a military spouse within her community. In 2017, she was named the Military Spouse of the Year at Peterson Air Force Base, Colorado.

Changing of times Although the military’s trans policy experienced difficulties in the years that followed, Ireland’s career has been fi lled with success.

“I’ve never been more supported in my career than I have since I’ve been in OSI. It is just an amazing family, an amazing community.”

Ireland hopes others will hear his story and be inspired to live their truth because everybody deserves dignity and respect.

“Respect and dignity will be extended to all Airmen, Guardians and Department of the Air Force civilians regardless of their gender identity,” said Under Secretary of the Air Force Gina Ortiz Jones, who recently met Ireland.

In the end, “I want you to see me. You don’t have to agree with me, but I just want you to see me.”
