COLORADO SPRINGS, Colo — The Sexual Assault Prevention and Response team hosts a walk-a-lap event for Sexual Assault Awareness and Prevention month at Peterson Space Force Base, Colorado, April 29, 2022.

Peterson-Schriever Garrison members walk a lap for every sexual assault case reported by the Department of Defense in 2020. Every mile that a participant has ran or walked during the month of April is calculated towards the final goal.

7,816 sexual assault victims filed a report in 2020. Other victims choose not speak up leaving many cases unreported. The walk-a-lap event aims to bring light to the ongoing issue of sexual assault and emphasize our responsibility as an Air Force community to prevent them.

“Sexual assault and prevention isn’t just during the month of April,” said Maria Spencer, P-S GAR sexual assault response coordinator. “You can’t solve the problem unless you talk about it.”

Airmen should speak up as soon as they witness any incident that is considered sexual assault or inappropriate behavior. This helps support healthy environments in the work center that focus on dignity, respect and inclusion.

During the month of April, the SAPR office hosted a dodgeball event to focus on male victims of sexual assault and hosted an awareness booth at the Peterson Base Exchange. SAPR is also working on having quarterly events to promote sexual assault prevention.

“We hope for an increase in reporting and eradicating sexual assault from our ranks,” said Spencer.

Russians make minimal progress in the Donbas, DOD Official Says

WASHINGTON — Russian forces in the Donbas region of eastern Ukraine — where the bulk of the fighting is taking place — are suffering from poor command and control, low morale, and less than ideal logistics, a senior Defense Department official said today. “We continue to see minimal, at best, progress by the Russians in the Donbas,” the official said. “They are not making the progress that they had scheduled to make and that progress is uneven and incremental.”

The Russians have had some minor gains east of the Ukrainian cities of Izyum and Popasna, the official said, adding that that progress has been anemic.

“What we saw there in Popasna is not unlike what we’ve seen in other hamlets in the Donbas. [The Russians] will move in and then declare victory and then withdraw their troops only to let the Ukrainians take it back. So, there was a lot of back and forth over the last couple of days,” the official said.

Also, the Pentagon has observed that Russian forces seem to have a risk and casualty aversion in both the air war and the ground war, the official said. Ukrainian forces continue to hold Kharkiv against nearby Russian forces. The city continues to endure Russian air strikes, the official said.

“But the Ukrainians have been doing an able job over the last 24 to 48 hours of pushing the Russians further away.

And they have managed to push the Russians out about 40 kilometers to the east of Kharkiv,” the official said.

That’s a good example of the stiff and formidable resistance Ukrainian forces are displaying, the official said.

Mariupol continues to get hit with standoff Russian air attacks. “We continue to see them using dumb bombs in Mariupol,” the official said, referring to ordnance that’s not precision-guided.

EFMP process updates create standardization across branches

OSAN AIR BASE, Republic of Korea — The Exceptional Family Member Program has undergone enterprise-wide changes to their processes since September 2021.

Active duty members utilizing the program are urged to review and understand the implemented changes in a timely manner in order to maximize on consequential benefits when it comes to future assignment relocations.

The EFMP is a United States Department of Defense enrollment program that provides comprehensive and coordinated community support, housing, educational, medical and personnel services worldwide to military families with special needs. Enrollment in the EFMP comes with numerous benefits for military families, such as priority consideration during the assignment process and assistance with helping families navigate the medical and educational system.

“The EFMP is a Congress-mandated program,” said Staff Sgt. David Silvernail, 51st Medical Support Squadron Exceptional Family Member ProgramMedical. “Its overall purpose is to manage the care and services available for family members’ medical needs. Active duty service members can enroll in the program if they have a family member with a physical, developmental, or emotional needs which require specialized services.”

According to Military One Source, each branch of service has its own mission and history with EFMP. Over the past several years, however, there has been a focus on standardizing provided services across all branches to make it easier for families to find what they need, when they need it.

The more families understand how EFMP works, the better their experience can be.

“The Air Force Personnel Center has improved the EFMP program to reflect more on the service members and their families’ needs,” said Summer Hogue, 51st MSS EFMP-M special needs coordinator. “Screeners are now at the centralized cell and not the local Military Treatment Facility offices to ensure ease of access.

AFPC assignment counselors now stand ready to help guide service members if their applications are declined.”

Hogue explained the changes were made to the EFMP program because the local Military Treatment Facilities had differing policies. Consequently, the changes focused on standardizing Military Treatment Facility policies Air Force wide. Previously, AFPC found that

non-command sponsored families were traveling to host nation countries that were unable to support them, which ultimately ended with AFPC coordinating reassignment, humanitarian or early return dependents applications. The goal with revamping the process is to prevent these hurdles from repeating.

“Spouses and family members over the age of 18 must now complete their screener application before they come to our office,” said Hogue. “Members should gather their last three years of off base medical records, if applicable, and have any documentation originally generated in different languages, officially translated before their visit. Insufficient medical records can lead to re-assignments, so this is crucial information to be aware of.”

Hogue added that the new EFMP process requires the form 2792-1 for school age children to be signed by the schools. If the child is not already enrolled in school, parents must sign the second and third page of the form. The AF form 1466D must be signed by the children’s respective dentists. She emphasized incomplete applications to AFPC can lead to re-assignments.

“AF forms 4380 and 1466 are no longer being used in the process,” said Hogue.

U.S. AIR FORCE ACADEMY, Colo — A leading space expert at the U.S. Air Force Academy was sworn into the Space Force April 29, making him the first Space Force officer to be a permanent professor at the school.

Col. Luke Sauter, head of the Academy’s astronautics department since June 2018, told the audience at the Space Force induction ceremony that the Academy is integral to the Space Force.

“It has been an incredible point of pride for our entire astronautics department to play a role in developing space-focused officers for decades here at the academy,” Sauter said earlier in the week. “It is certainly a historic day to have our first Space Force permanent professor assigned. I hope there will be many more to follow.”

Brig. Gen. Linell Letendre, the school’s dean of faculty, said the move

increases awareness of the Space Force, it’s partnership with the Academy and gives cadets a senior role model.

“It’s important our cadets see Guardians across our academy and that they have the opportunity to speak with Colonel Sauter and other leaders about the Space Force as they consider which branch of military service they would like to join,” she said.

Moments after swapping out his Air Force lapel pin for a Space Force pin at the ceremony, the new Guardian colonel told the audience that the burgeoning Space Force is needed and necessary to ensure national security, describing space as a “vast area of responsibility.”

“The true scale of the Space Force’s area of responsibility is unfathomable and unfortunately so are the threats in that domain,” he said. “But, space also offers abundant rewards, and we must prepare cadets for future conflict in any domain.”

FALLS CHURCH, Va. — Clinical labs across the Military Health System - and the staff who operate them - play a vital role in early detection of illnesses, diagnosis and treatment of diseases like cancer, diabetes or heart disease.

The demands placed on MHS lab workers intensified during the past two years and the COVID-19 pandemic.

“At the peak of the pandemic, most laboratories saw their workload double in some areas,” said U.S. Navy Hospital Corpsman 1st Class Aramatou Toure, assistant manager for the Defense Health Agency’s clinical laboratory improvement program.

“Most laboratories had to re-evaluate their daily operation to address the staff shortage,” she recalled.

Despite the challenges, lab staffs worked hard to keep pace with the demand and to deliver quality results to support clinicians.

“The pandemic helped shine the light on the important role and work the laboratory does,” Toure said. “Most people were not aware of the background work performed by the laboratories in the process of patient diagnosis.” Moreover, the pandemic made it clear to many people that without the laboratories, clinicians cannot effectively perform their job.

“The outside world, and other medical professionals were able to appreciate the work laboratories do, and I know that means a lot to the laboratory community,” Toure said.

U.S. Air Force Lt. Col. Marybeth Luna, the director for the Department of Defense Center for Laboratory Medicine Services, already has plans to prepare for the next

pandemic.

“We encourage labs to utilize instrumentation that can analyze COVID, respiratory pathogens and other routine microbiological agents,” she said.

“It’s very important to have analyzers that can convert from ‘peacetime’ uses as well as public health emergency responses.

This ensures that labs always have on-site, emergency response capabilities as well as routine lab support,” Luna said.

Every year, the last full week of April is observed as Medical Laboratory Professionals Week. Known as Lab Week, it began in 1975, and creates an opportunity to increase public awareness and appreciation for laboratory professionals. It is sponsored by the American Society for Clinical Laboratory Science and coordinated by 17 national clinical laboratory organizations.

Within military medicine, the laboratory community consists of officers, who serve as lab managers, and enlisted service members, who do the actual testing and lab work. The civilians also do everything from sample collection to management.

The lab techs “perform a wide variety of laboratory functions in order to provide data required to diagnose, treat, and monitor patient health,” explained U.S. Army Master Sgt. Roberto Laanan, the program manager for the Army Clinical Laboratory Improvement Program.

Military clinical lab technicians and managers keep up with the latest technology via education and instruction.

“The way we achieve accuracy is through training,” said U.S. Air Force Major Tatanya Cooper, deputy chief for the Laboratory Medicine Services.

“Our military trained laboratorians received a minimum of one year of didactic and hands-on training, two to three years of thorough ‘upgrade’ training, as well as an annual competency training,” Cooper said. sfspaceorbital.com

Secretary of Defense Austin named Class of ‘22 commencement speaker

U.S. AIR FORCE ACADEMY, Colo — U.S. Air Force Academy Superintendent Lt. Gen. Richard M. Clark and the Class of 2022 are honored to announce the 28th Secretary of Defense, Lloyd Austin III, will be the commencement speaker for the Class of 2022 Graduation Ceremony May 25, 2022.

Austin was sworn in as the 28th Secretary of Defense January 22, 2021. He’s is the principal assistant to the President in all matters relating to the Department of Defense and serves on the National Security Council.

Austin was born in Mobile, Alabama, and raised in Thomasville, Georgia. He graduated from the U.S. Military Academy with a bachelor of science degree and a commission in the infantry. He holds a master of arts in counselor education from Auburn University, and a master of business management from Webster University. He is a graduate of the Infantry Officer Basic and Advanced courses, the Army Command and General Staff College and the Army War College.

His 41-year career in the Army included

command at the corps, division, battalion and brigade levels. Austin was awarded the Silver Star for his leadership of the Army’s 3rd Infantry Division during the invasion of Iraq in 2003. Seven years later, he would assume the duties of Commanding General of United States Forces – Iraq, overseeing all combat operations in the country.

After a tour as the Army’s Vice Chief of Staff, Mr. Austin concluded his uniformed service as the Commander of U.S. Central Command, responsible for all military operations in the Middle East and Afghanistan.

In this assignment, he led U.S. and coalition efforts to battle ISIS in Iraq and Syria. He retired from the Army in April, 2016.

The 2022 U.S. Air Force Academy graduation ceremony is closed to the public for in-person attendance but will be live-streamed.

65th Cyberspace Squadron rises to the challenge to protect CFSCC, CSpOC from cyber threats

VANDENBERG SPACE FORCE BASE, Calif. — When the 614th Air and Space Communications Squadron was re-designated on June 23, 2021 as the 65th Cyberspace Squadron, it did not simply denote a name change. Rather, it signified an expanded mission and new responsibilities beyond repairing and maintaining communications equipment for the Combined Force Space Component Command (CFSCC) and Combined Space Operations Center (CSpOC), to a more aggressive and forward-looking organization that also heavily focuses on cyber defense.

Earlier this month, the 65 CYS commander, Lt. Col. Jason Thompson, who previously held leadership positions at the 616th Operations Center the 83rd Network Operations Squadron, shared his personal experiences finding and weeding out threats on U.S. government networks during a classified briefing open to all CFSCC headquarters and CSpOC personnel. This event was a part of cybersecurity awareness campaign, initially launched at the DoD and Department of the Air Force levels, where it was impressed upon attendees that anyone who uses computers and devices connected to the

internet can be a target for cyber criminals at any time.

“The cyber threat is real, constant, and pervasive,” said Thompson. “The adversary only needs to find one weakness, trick one person into opening a malicious email attachment, find a weak password in use, find an unpatched system – and they win. It’s an endless battle, but one that everyone can help fight by paying attention to their training and being suspicious.”

Given the persistent cyber threat, the 65 CYS is very focused on cyber defense. Over a year ago, the squadron incorporated a dozen Airmen and Guardians from the Mission Defense Team of the 30th Space Communications Squadron, who were heavily involved in cyber defense operations for the 2nd Range Operations Center. They ensured that launches taking place from the base were protected from cyber interference. Now, with about 100 total military and civilian personnel, the 65 CYS handles cyber defense operations for CFSCC, CSpOC, the Western Launch and Test Range, and for the Space Domain Awareness mission.

Being proficient in cyber-defense operations is intensive and at present newcomers to the 65 CYS must dedicate about five months of training beyond their technical school education to achieve peak proficiency at tracking and eliminating cyber threats.

“We are really focused on security training and the possible ways to fi x vulnerabilities” said U.S. Space Force Specialist Three Raquel Goins, one of the newcomers to the 65 CYS who is currently going through training.

“You can’t truly be secure when it comes to cyber. When it comes to the internet, there is always going to be a way to exploit something and we know that. So, we look at ways to respond to those issues.”

Goins says that there’s both excitement and energy in being a part of this mission for a military branch that is only in its third year of existence.

“I really enjoy being in the Space Force and being part of something new,” added Goins. “We are pioneering this force and I feel I can make a change.

In the Space Force, if there is a cyber problem, anything cyber related, they can come to us and we can work on it because we are all qualified.

Cyber security is needed everywhere and I take a lot pride knowing I am protecting something valuable against adversaries.”

Kendall, Brown, Raymond tell Congress $194 billion budget request balances risks, quickens transformation

WASHINGTON (AFNS). — Invoking Gen. Douglas MacArthur’s observation that militaries fail when they are slow and “too late” to change, Secretary of the Air Force Frank Kendall urged Congress April 27 to embrace a $194 billion budget request specifically tailored to “transform” and modernize the Air and Space Forces to meet growing challenges from China.

“We’re comfortable with the balance we have struck in this budget submission, but we also want to ensure that the Committee understands that hard choices do lie ahead, at any conceivable budget level,” Kendall told the House Armed Services Committee in the first in of a series of hearings to examine the Department’s priorities, plans and budget request for the next fiscal year. “Change is hard, but losing is unacceptable,” Kendall told lawmakers in a three-hour session that also featured Air Force Chief of Staff Gen. CQ. Brown, Jr., and Chief of Space Operations Gen. John “Jay” Raymond.

“What my colleagues and I are trying to do, and what we need your help with, is to ensure that American Air and Space Forces are never ‘too late’ in meeting our pacing challenge, which is China,” Kendall said. “We are also concerned about the now obvious and acute threat of Russian aggression.”

Anticipating questions that emerged during questions from lawmakers spanning two hours, Kendall portrayed the budget request as sufficient to provide “the capabilities we need today,” while simultaneously putting both services on a path to develop future needs and capabilities.

“There should be no doubt that great power acts of aggression do occur, and equally no doubt of how devastating they can be for the victims of that aggression,” he said in a direct reference to Russia’s invasion of Ukraine.

All three senior leaders delivered familiar recommendations and perspectives – the need to modernize the forces; make the hardware and operations in space more “resilient,” modern and robust; continuing to refine “multi-domain” operations and communications; upgrading the nuclear deterrent; and ensuring that bases are protected, and personnel and equipment can be delivered to wherever they are needed without delay.

All of those elements – and others – are essential parts of “Integrated Deterrence,” the overarching philosophy developed by Defense Secretary Lloyd Austin for protecting the nation’s security and interests.

The roles played by the Air and Space Forces in that effort are embodied in the Department’s official “posture statement,” a document that explains how they fit into the nation’s larger national security strategy for the 2023 fiscal year.

“The Air Force we are building is critical to integrated deterrence, campaigning, and building enduring advantages,” Brown told the Committee, citing three major components

in the updated National Defense Strategy.

Brown, like Kendall and Raymond, was blunt about both the promise of what might be and the risk if that vision is not realized.

“A world class Air Force requires world class Airmen who are organized, trained, and equipped to remain the world’s most respected Air Force,” he told the Committee, which is the primary source of setting defense policy that later becomes law.

“But, if we do not continue to transform, this may no longer be the case. … We must modernize to counter strategic competitors. (China) remains our pacing challenge and Russia remains an acute threat so we must balance between the demands of today and requirements for tomorrow,” Brown said.

Raymond offered a similar assessment for space and the Space Force, telling the committee: “We find ourselves at a hinge of history, where the rules-based order established after World War II, is under an acute threat from Russia.

In the meantime, we continue to face a pacing challenge in the Indo-Pacific from China.”

Space he said is a new and indisputable “warfighting domain” which is why the United States and its allies are focusing heavily on space and adapting to the new conditions.

“We cannot allow potential adversaries to gain an unchallenged ability to conduct space-enabled attacks,” said Raymond, who is the senior military leader of a service born on Dec. 20, 2019. “Our joint forces will remain at risk until we can complete the transformation to a resilient architecture and protect the joint force from space-enabled attacks.

This is critical to supporting all aspects of the National Defense Strategy.”

But space today is different and more dangerous, no longer the “benign” environment that many of the satellites operated today were designed for. That is an untenable condition, Raymond said, because “space power provides a series of foundational capabilities upon which our joint forces depend.

The Space Force’s $24.5 billion budget request includes higher levels of spending on “weapon system sustainment, a more resilient Global Positioning System, and next generation satellite communications,” Raymond said. The biggest chunk of the budget – $15.8 billion – is devoted to research, development, test and evaluation.

This will allow the U.S. military presence in space to modernize and “begin the pivot to a more resilient and mission capable missile warning and missile tracking force design,” Raymond said.

Lawmakers generally accepted the funding and priorities in space and directed most of their questions to Kendall and Brown about more traditional topics such as plans for modernizing the Air Force’s fleet and plans for divesting older aircraft. They also wanted to know how the Air Force will drive down the cost of operating and maintaining F-35 fighters, details about the transition to the new ‘Sentinel’ intercontinental ballistic missile weapon system, the con-

tinuing development of the new B-21 long-range bomber and more prosaic topics such as basing and cyber security, among other diverse topics.

As in past years, lawmakers had multiple questions – mostly directed to Brown this time – about how decisions were made to retire aircraft and if those decisions created vulnerability or operational gaps.

Brown acknowledged that transitions are difficult but said he was comfortable with the Air Force’s direction and the mix of aircraft the budget proposal supports.

“When I talk about balancing risk over time, there’s a balance between the operational risk we will see today as we make that transition versus the risk we’ll have in the future if we don’t start to modernize,” Brown said in response to a question suggesting the Air Force was retiring too many planes.

“We do have to make some tough choices. I don’t just look at the numbers. I look at the overall capabilities and capacity; not just the airplanes but what goes with the airplanes. … It’s a complete package. There is some risk there but I’d rather take a little bit of risk now than a lot of risk later in a future conflict,” he said.

In dollar terms, the proposed Air and Space Forces budget for the next fiscal year that was submitted to Congress in March provides $169.5 billion for the Air Force and $24.5 billion for the Space Force. If approved as written, it would boost funding by $1.1 billion to modernize the nation’s aging, ground-based nuclear deterrent ($3.6 billion compared to $2.5 billion in the 2022 proposal). It adds $320 million in additional funding for continued development and nuclear certification of the B-21 long-range bomber ($3.25 billion from $2.87 billion). It increases the budget for hypersonic weapons by $138 million ($577 million from $438 million).

The proposed budget calls on the Space Force to spend an additional $1 billion on “resilient missile warning/missile tracking to address hypersonic and maneuverable RVs (re-entry vehicles).”

In a portion of the request known as ‘procurement funds,’ the fiscal 2023 proposal provides funding to purchase 33 F-35A Lightning II fighters, 15 KC-46A Pegasus tankers, 24 F-15EX Eagle II fighters, among other hardware procurements. It provides funding to the Space Force for three National Security Space launches, three additional launches by the Space Development Agency and two launches that will put into orbit crucial GPS III satellites to enhance the resiliency of the positioning, navigation and timing constellation accessed by billions of users daily.

More broadly, the request calls for spending $7.9 billion (an increase of $300 million) to boost flying hours to 1.1 million, a level officials said is the “maximum executable level.”

It increases spending for “weapons system sustainment” to $16.6 billion from $15.4 billion and carries funding to increase pay for civilians and active-duty personnel by 4.6%.

It also has $77 million for the Air Force to address climate change requirements. The budget also proposes funding for 501,800 Total Force Airmen and 8,600 Guardians.

Provide a safe place for pets during the inspection Whether a prospective buyer, home inspector, appraiser, or real estate agent is coming into your home, it’s important to provide a safe place for your pets to be. This may mean a sturdy, appropriately-sized kennel in the home. It can also mean taking your pets to a friend or relative that they are comfortable with until everything is more settled. Please remember, many of these professionals will need to view both the interior and the exterior of the home. Simply putting pets in an open yard is not enough.

Help the buyer and yourself feel comfortable during the inspection The inspector will more than likely be meeting with the prospective buyer during the inspection. You should understand that the inspector works for the buyer and the information about the inspection is provided only to the buyer.

Because of this, the buyer can feel uncomfortable discussing the inspection with the seller present, which can in turn make it uncomfortable for you.

So, just like when agents were showing your home to prospective buyers, it is usually best to allow the buyer and the inspector privacy during the scheduled inspection time.
