Peterson Medical Clinic gets a facelift

PETERSON SPACE FORCE BASE, Colo. — On Jan. 24, 2022, the 21st Medical Group celebrated the completion of a three-year military construction project which renovated multiple functions within the 21st MDG Medical Clinic at Peterson Space Force Base, Colorado.

“The renovation improves delivery of care to the patient, better flow for the patient and staff, more appropriate use of space within the facility and overall modernization of patient care areas,” said U.S. Air Force Master Sgt. Jake Lesko, 21st MDG clinical engineering section chief.

The clinic renovations included: the main pharmacy, Family Health and Warfighter Care Team clinics, Flight Medicine clinic, medical information systems, Public Health, Immunizations, Pediatrics, medical logistics and the supply warehouse, the medical mall with entrance atrium, and facility security.

Along with the clinic renovations, infection control and ventilation were improved and the

building’s electrical and HVAC upgrades are expected to reduce consumption by 30%.

“There are things we simply haven’t focused on because we’ve been so busy with the Covid-19 fight,” said U.S. Air Force Col. Patrick Phole, 21st MDG commander. “We finally get to this point, and this is the clearest example of what a return back to whatever the new normal is, that’s why this is almost an emotional moment for me, because this a perfect example of the 21st MDG getting back to what a standard military treatment facility is supposed to look like, that’s huge.”

The U.S. Army Corps of Engineers led the project, oversaw the contracted workers and ensured deadlines were met working together with the Air Force Medical Readiness Agency, 21st MDG Facility Operations, 21st Communications Squadron and 21st Civil Engineer Squadron.

The clinic supports patient care for 25 thousand beneficiaries including dependents, retirees, all five U.S. military services, U.S. Coast Guard, and foreign military mission partners working on Peterson SFB, including Canada, Australia and the U.K.

JOINT BASE SAN ANTONIO-RANDOLPH, Texas — Registration is open for the 2022 Learning Professionals’ Consortium (LPC-22) presented by the Air Force Learning Professionals Program. This virtual event, presented on Zoomgov.com, comes with an update in format for 2022.

“Instead of three continuous days, which can be a challenge for attendees, the LPC-22 will be presented with three single-day events on Feb. 16, April 20, and June 22,” said Dr. Angela “Angi” Canada, Air Education and Training Command Credentialing Division chief.

SCHRIEVER SPACE FORCE BASE, Colo. — Having served in both the U.S. Air Force and Space Force for a total of three years, U.S. Space Force Spc. 4 James Brown, 50th Communications Squadron client systems technician, has been stationed at Schriever Space Force Base, Colorado, since September 2021, with the duty of activating and troubleshooting government issued mobile phones to ensure effective, efficient communication across the USSF. Brown’s squadron, the 50th CS, operates, maintains and defends the national space enterprise, Schriever SFB and the warfighters’ critical missions throughout both space and cyberspace.

“Everyone, from the stand-by phone technician all the way up to Col. Warakomski [Peterson-Schriever Garrison commander], needs immediate communication channels to ensure the garrison is mission-ready,” said Brown. “Regardless of rank or title, every person I assist benefits by maintaining contact with their people.”

Brown’s contributions have greatly reinforced the Peterson-Schriever Garrison mission in numerous ways.

“As a client systems technician in the 50th Communications Squadron, Brown’s computer administrator prowess provides communications equipment service, supporting mission defense operations for over 8,000 joint warfighters and 12 geographically separated units,” said U.S. Space Force Sgt. Anthony Galasso, 50th CS client systems section chief. “While providing this support, he continues to fortify network policies, adhering to crucial guidelines to safeguard the Schriever satellite system.”

During his primary years, Brown and his brother were homeschooled by his mother, who served in the U.S. Army.

His father, who served in the U.S. Marine Corps, worked as a school teacher. Brown grew up in Houston, Texas, but moved to Waco to take classes at a technical college.

He later worked in the small town of West, Texas, where he worked as the network administrator for that school district.

“I was very blessed to grow up in a household that supported my enthusiasm for information technology,” said Brown.

In addition, Brown was a lifeguard, a camp counselor for the Boy Scouts of America, an audio-visual technician, and he volunteered with the U.S. Coast Guard Auxiliary. Wanting to get out of Texas, and fascinated by space exploration, Brown’s desire to be a part of an aerospace division within the U.S. Air Force grew. He joined in December 2018, a year before the USSF was founded.

“The Air Force took one look at my IT background and said, ‘We’ve got a perfect spot for you,’” said Brown. “My first duty assignment was at Nellis Air Force Base, Nevada. It was very hot and had lots of potential distractions, but the workload was enough to keep me focused.”

After returning from a six-month deployment to Al Udeid Air Base, Qatar, Brown transferred to the Space Force with orders to be stationed at Schriever SFB. “As a supervisor, what I appreciate most about specialist Brown is his constant strive for excellence, professional demeanor and humble attitude,” said Galasso.

“He has exceeded his rank in leadership, mentorship and technical expertise — creating a shining example that can be used to motivate,” continued Galasso.

“An interaction with him not only fixes your technical issues but also brightens your day — with his respectable nature and contagious laughter. One look at the amount of thank you letters he has received, and anyone can see the caliber of Guardian that specialist Brown is.”

When it comes to his work, Brown enjoys correcting problems: “It’s so satisfying to say, ‘Is there anything else I can do to help?’” That means I’ve fully satisfied the requirements needed for the mission.”

Brown sought to be a part of aerospace and he has already achieved that. When asked what his future goals are, he said: “I’d like to do a low-orbit simulation of weightlessness; that’d be perfect. I’m the first in my family to really do something new. Even though my parents were in the military, the objectives of Space Force are new really, really new. You cannot be afraid of what might happen, if you have the potential to succeed. You can only trust in what you think is the best way forward, and learn to live with your actions. Don’t let the fear of the unknown disrupt potential for success.”

Modernizing Space Domain Awareness with ATLAS: Advanced Tracking and Launch Analysis System

LOS ANGELES AIR FORCE BASE, Calif. — Space Systems Command’s (SSC) Space Command and Control (Space C2) program recently awarded a $49.7 million delivery order on the Starfleet Indefinite Delivery/Indefinite Quantity (IDIQ) contract to L3Harris for development of the Advanced Tracking and Launch Analysis System (ATLAS).

ATLAS is being developed by L3Harris for the U. S. Space Force (USSF) to modernize core Space C2 capabilities for improved Space Domain Awareness (SDA) and space event management. L3Harris and its teammates will develop, integrate, and deliver a package of astrometric tools to further ATLAS development and modernize SDA mission capabilities. The performance period is 24 months, with the minimum set of capabilities to be delivered by Sept. 30, 2022.

In the increasingly congested and contested space environment, SDA, including identifying, characterization, and understanding the growing amount of debris and other items in space — is critical to our nation’s safety and security.

“SSC is continuing to bring critical space domain awareness capabilities for our nation,” said Col. Jennifer Krolikowski, director of SSC’s Chief Information Office. “As the space domain is increasingly congested and contested, it is all the more important we know what’s going on in the domain.

The NSDC was originally established in 2015 as the Joint Interagency Combined Space Operations Center and was renamed in 2017 to more accurately reflect its mission.

methods, such as DevSecOps, Agile and User-Centered Design. SSC’s modernization of USSF’s SDA capabilities through ATLAS will enable the decommissioning of the SPADOC system, a legacy space management tool. When ATLAS is deployed, operators and stakeholders will coordinate to make sure ATLAS reaches the operational acceptance milestone to implement the SPADOC decommissioning Minimum Viable Capabilities. MVCs are the initial set of features suitable to be fielded to an operational environment that provides value to the warfighter or end user in a rapid timeline.

The ATLAS MVCs include automated

processing and maintenance of astrometric baseline — the space catalog of all known space objects; manual and automated observation association, orbit determination, and propagation of general perturbation and special perturbation; manual and automated uncorrelated track processing; event processing; manual and automated uncorrelated track processing; tasking and calibration; and processing satellite conjunctions. The first MVC set to be delivered is observation processing and association where ATLAS will receive sensor observation messages, process, analysis, and use the sensor data for space domain awareness.

“L3Harris has a strong team that not

only understands the importance of this mission but is also ready to execute on a timeline necessary to address threats,” said Ed Zoiss, president of L3Harris Space and Airborne Systems. “We have supported the nation’s space superiority mission for more than 30 years and are ready to continue our collaboration with Space C2. As the prime ATLAS developer, we look forward to this expanded role to lead systems integration through ATLAS operational acceptance.”

L3Harris provides the United States government with SDA, space control, and space command and control capabilities needed to gain, maintain and exploit space superiority.

The Space C2 program provides capabilities to facilitate timely, quality-driven battlespace decisions for the space domain fight that bring critical services to our warfighters. The program provides infrastructure, enterprise services, and develops mission applications to enable responsive, resilient operational-level Space C2 capabilities for space operations centers. The Space C2 program develops the operational echelon to deliver multi-domain effects, underpinning foundational offensive and defensive space control capabilities for the USSF space enterprise.

Space Systems Command (SSC) is the U.S. Space Force field command responsible for rapidly identifying, prototyping, and fielding resilient space capabilities for joint warfighters. SSC delivers sustainable joint space warfighting capabilities to defend the nation and its allies while disrupting adversaries in the contested space domain.

SSC mission areas include launch acquisition and operations; space domain awareness; positioning, navigation, and timing; missile warning; satellite communication; and cross-mission ground, command and control, and data.

AF Academy invites public comment on proposed storm water project Staff Report U.S. Air Force Academy Public Affairs

U.S. AIR FORCE ACADEMY, Colo. — Civil engineers at the Air Force Academy are seeking comment on an environmental assessment being developed to build storm water management infrastructure near Interstate 25 and North Gate Boulevard intersection.

The environmental assessment is expected to be complete later this year.

The 10th Civil Engineer Squadron’s “Early notice of a proposed activity with the potential to impact wetland and floodplains” released Jan. 26 reads as follows: The U.S. Air Force is preparing an environmental assessment to evaluate potential stormwater infrastructure improvements in the vicinity of the I-25 and North Gate Boulevard interchange in El Paso County, Colorado.

This work is a cooperative effort between the Academy, El Paso County, Federal Highway Administration, Colorado Department of Transportation and the City of Colorado Springs.

The Proposed Action would construct new storm sewer pipes under Struthers Road and North Gate Road, carrying stormwater to a new extended detention basin to be located in the median of I-25. This basin would normally be dry but would receive stormwater after a precipitation event and gradually release it into Smith Creek after allowing sediment to drop out of the water for periodic removal.

The purpose of this Proposed Action is to address local drainage problems and achieve water quality improvement for a 57-acre watershed located north and northeast of the North Gate interchange.

Stormwater management is an important Peterson Space Force Base

strategy for compliance with the Clean Water Act. Failure to undertake stormwater management improvements would result in continued discharge of untreated stormwater into Smith Creek, gradually degrading its ecological health. Smith Creek is known to be occupied by the Preble’s meadow jumping mouse, listed by the U.S. Fish and Wildlife Service as a threatened species.

This Proposed Action is subject to requirements and objectives of Executive Orders 11990, Protection of Wetlands and 11988, Floodplain Management, as a portion of the project site is located within a floodplain and contains wetlands.

The area to be temporarily disturbed during construction and restoration activities would be less than 0.102 acre of wetlands and a permanent loss of 0.02 acre, for which mitigation would be pro-

vided. The Proposed Action would not contribute to any measurable loss of flood control capacity.

The Proposed Action will be analyzed in the planned environment assessment and the public will have the opportunity to comment when it is released. The draft assessment will be available for public comment at: https://www.usafa.af.mil.

This notice complies with Section 2(a) (4) of EO 11988 and Section 2(b) of EO 11990. The Air Force requests advance public comment to determine if there are any public concerns regarding the project’s potential impact on wetlands and floodplains. The public comment period is Jan. 26 through Feb. 25, 2022.

A few tips that parents can use to help their children maintain a healthy smile are: • Gently clean your baby’s gums with a damp washcloth or gauze pad • Never allow an infant to nurse continuously from a bottle of milk, formula or juice • Help your child brush and floss until they are old enough to do an effective job.

The ADA recommends that children less than seven years old receive help from an adult • Schedule regular dental checkups, beginning no later than 6 months after the first baby tooth appears.

WASHINGTON — Secretary of Defense Lloyd J. Austin III placed a range of U.S. military units comprising 8,500 troops on a heightened preparedness to deploy should Russia invade Ukraine, and those units have been named, Pentagon Press Secretary John F. said, emphasizing that these forces are on a heightened preparedness to deploy, and have not been activated.

“The vast majority of the troops the secretary put on ‘prepare to deploy,’ are in fact, dedicated to the NATO Response Force,” he added. The NATO Response Force is a highly ready and technologically advanced multinational force made up of land, air, maritime and Special Operations Forces components that the Alliance can deploy quickly, wherever needed, according to the NATO website.

“We still believe there’s time and space for diplomacy,” Kirby said of ending tensions in the region between Russia and Ukraine. “But thus far, it has not achieved

the kind of results that the international community would like to see.”

As for Russian buildup, the United States continues to see — including in the last 24 hours — more accumulation of credible combat forces arrayed by the Russians, in again the western part of their country and in Belarus, he said.

The possibility of using U.S. forces that are already in Europe — which are already in an accelerated readiness posture — has not been taken off the table to bolster NATO allies if necessary, Kirby noted.

Also noted in his briefing, the spokesman said the Defense Department has issued guidance pausing all activities related to process-

ing civilian vaccination exemption requests, and any disciplinary actions for failure to become vaccinated for federal civilian workers.

“This guidance ensures compliance with a nationwide preliminary injunction order issued [on Jan. 21] by the U.S. District Court for the Southern District of Texas,” he said.

“This injunction does not extend to military members, or to the department’s other force-health protection measures, such as masking, testing, physical distancing and travel limitations.”

And Jan. 26 marked the beginning of Exercise Keen Edge 2022 with members of the Japan Joint Staff, U.S. Forces Japan and U.S. Indo-Pacific Command, the spokesman said.

“This annual bilateral exercise is designed to deepen relationships between the [United States] and Japan and to improve interagency coordination, combat readiness and interoperability between our two nations,” Kirby said.

The exercise is taking place through Feb. 3, and the primary exercise will be conducted at Yokota Air Base, Headquarters U.S. Forces Japan, Ministry of Defense in Tokyo, Japan Self-Defense Force Headquarters and Camp Smith, Hawaii, which is the home of U.S. Indo-Pacific Command Headquarters.

WASHINGTON — The Department of the Air Force will release the ‘Where Airmen and Guardians Get Information’ survey this week.

The survey will be emailed to most Guardians and approximately 12,000 randomly selected Air Force military and civilian personnel from all major demographics. The survey provides Department leaders and communication professionals with insights on how to provide Airmen and Guardians with relevant information through multiple internal and external sources.

“Airmen and Guardians consistently tell us they want

better information from their leaders,” said Brig. Gen. Patrick Ryder, Department of the Air Force Public Affairs director. “The WAGGI is one of the major ways we can give people a voice in how we communicate with them.”

WAGGI “tells us how our service members prefer to receive their information, especially now since COVID has changed some of our work environments and information consumption at home,” Ryder said. “What are their preferences for different online sources like Air Force or news websites, social media, or direct emails?

How important are those versus in-person or virtual communication during commander’s calls, town halls, or conversations with their peers?”

WAGGI surveys occur every two or three years. In

addition to looking at trends in information preferences, this year’s survey seeks information about the kinds of features Department personnel look for in information resources. These inputs will help inform decisions about future command information products and services.

Members who receive the email invitation are encouraged to take the survey and provide additional input through the comment options. The survey will be available for approximately four weeks.

The survey will be followed in the late spring by focus groups designed to improve understanding of the survey findings and to identify potential solutions to information shortfalls. Members are encouraged to volunteer for focus groups if their unit chooses to participate.

Invisible Wounds Initiative helps build a supportive culture for Airmen, Guardians, and families through focused leadership Staff Report Secretary of the Air Force Public Affairs

As part of the ongoing Invisible Wounds Initiative Command Team Campaign launched by Gen. Charles Q. Brown, Jr., Chief of Staff of the Air Force, and Gen. John W. “Jay” Raymond, Chief of Space Operations, the service is working to improve the perception of invisible wounds, remove barriers to care, enhance the continuum of care process, and provide an equitable and supportive environment for those living with invisible wounds.

The campaign, launched in October 2021, calls on each command team to act — to lead, support, and engage Airmen and Guardians living with invisible wounds.

An invisible wound is a cognitive, emotional, or behavioral condition that can be associated with trauma or serious adverse life events. Examples of possible diagnoses are major depressive disorder, post-traumatic stress disorder and traumatic brain injury. Awareness and support from leadership significantly influence conversations about mental health and show Airmen and Guardians that seeking care is a sign of strength.

The Command Team Campaign is a communications effort to increase knowledge and enable command teams to build connectedness, trust, and openness to tough conversations. CSAF and CSO have asked commanders to implement the campaign strategies and use the resources that have been proven successful in pilots at Joint Base Langley-Eustis, Virginia, and Joint Base Andrews, Maryland. To enable command teams, the IWI developed the Invisible Wounds Command Team Guide and Toolkit, designed to help commanders engage their teams, build knowledge and understanding of invisible wounds, and

continue to make substantive changes to address mental health openly and honestly.

The guide and toolkit provide command teams with all the information and materials needed to implement the campaign and drive positive change. Command teams can leverage consistent internal communication channels to share information through email, all-hands, and newsletters, as well as spread messages to a wider audience using wing and squadron-level social media platforms. Fact sheets and informational resources are included for leaders at all levels to use in their daily conversations with Airmen and Guardians. The guide and toolkit also contain print resources to catch the attention of Airmen and Guardians in high traffic areas with visual content on posters, table tents, and other materials.

“Leaders drive culture and enable Airmen, Guardians, and families to perform at their best, both at work and home,” said Lt. Col. Michael Shick, director of Warrior Wellness and Policy Integration, Secretary of the Air Force/Manpower and Reserve Affairs.

The Command Team Campaign was developed as a result of two successful culture change pilot programs to improve the awareness, communication, and help-seeking behavior around invisible wounds. The IWI piloted these culture change efforts at Joint Base Langley-Eustis and Joint Base Andrews using digital and physical communication products to promote awareness and engagement, as well as by embedding invisible wound topics into training courses.

In addition to communications and culture change activities, the IWI has implemented numerous solutions that drive timely, proactive case handling, engaged leadership, supportive environments, and accessible, effective care delivery. The program established an Invisible Wounds Clinic that significantly improved identifying, diagnosing, treating, and reintegrating Airmen and Guardians with TBI and/or PTSD. Additionally, the team has integrated invisible wound concepts into the Basic Military Training, Leadership Development Course for Squadron Command, and Office

The IWI was established in 2016, as a DAF enterprise-wide effort to engage Airmen, Guardians, families, care providers, and leadership to improve the perception of invisible wounds, remove barriers to care, enhance continuum of care processes, and provide an equitable environment for those with invisible wounds. The IWI encourages help-seeking behaviors by providing leaders, Airmen, Guardians, and their families with the knowledge to make the best decisions about their mental health and well-being.

“Candid conversations about personal challenges and providing access to support resources help to fight stigma and reduce barriers to help-seeking,” Shick said. “It is essential that leaders foster supportive environments for everyone and in particular, those living with invisible wounds.”

You must also be in a position to move quickly if you see a home that really looks like it could be “the one”. If you wait more than a day or two, it could be gone. Some listing agents advertise in the MLS that they will accept offers thru a particular date (usually 5 or 6 days from the time it goes on the market) while others will present offers as they come in.
