More active duty troops to help take COVID-related pressure off civilian hospitals

During a meeting with the media, Pentagon Press Secretary John F. Kirby told reporters that next week the first of an additional 1,000 active duty service members will be teamed up to deploy to civilian hospitals across the U.S. to help take pressure off medical staffs there as they battle the effects of the omicron variant of the COVID-19 virus.

Already as many as 400 active duty troops are assisting civilian hospitals across the United States, Kirby said, and the additional 1,000 will augment their ongoing work to support federal and state partners, Kirby said.

Right now, it’s expected the first wave of those servicemembers will be headed to six facilities, including Cleveland Clinic; Coney Island Hospital in Brooklyn, New York; Rhode Island Hospital in Providence; Henry Ford Hospital just outside of Detroit; University of New Mexico Hospital in Albuquerque; and University Hospital in Newark, New Jersey.

the frontlines to give them the support they need. So it’s not just about COVID medicine necessarily, they’re going to be acting as a relief valve for our civilian health care workers.”

Right now, Kirby said, it’s not clear from where the active duty personnel will come, though he did confirm that it will likely be individuals called upon to participate, rather than entire military units.

“Most of these teams ... they’re not coming from set units,” he said. “These are personnel that are being assessed from their own military treatment facilities or where they are around the country and fashioned together into teams. So it is more of an individual deployment scheme than it is a unit deployment scheme.”

The press secretary also said it’s not clear

now how long these deployments will last.

“Nobody expects that these deployments will be open-ended and, you know, over a long period of time,” he said. “Nor have we set finite specific periods of time on it right now. They are temporary deployments. We don’t think that they will last an inordinate amount of time. But it is a chance to just relieve the pressure.”

Early on in the COVID-19 crisis, the U.S. military set up field hospitals and deployed medical ships, along with personnel, in anticipation of seeing massive numbers of COVID-19 infections overrunning the capacity of city hospitals. Those numbers of patients never materialized and many of the facilities set up by the Defense Department never saw a significant number of patients.

This most recent effort is not the same as efforts earlier on, Kirby said.

“These are smaller teams and they’re going to hospitals ... brick and mortar hospitals, to help alleviate the strain on the health care workers that are already there,” he said.

“They all won’t necessarily be doing COVIDrelated stuff.”

WASHINGTON — An update to the Department of the Air Force writing guide, The Tongue and Quill, allows Airmen and Guardians to include pronouns in their signature block.

The Tongue and Quill provides formatting standards and guidelines for a number of official documents, including email, memoranda, letters and papers.

“An inclusive force is a mission-ready force, and I’m thankful to the LGBTQ Initiatives Team for helping us realize this opportunity to be a more inclusive force,” said Under Secretary of the Air Force Gina Ortiz Jones.

The LGBTQ Initiatives Team, or LIT, a part of the Department of the Air Force Barrier Analysis Working Group, advocated for this change, one of the latest initiatives the DAF undertook to address barriers to service and promote a more inclusive culture.

“The change request was driven by awareness of a restrictive policy that was being used against transgender Airmen and Guardians who were authentically representing themselves,” said Lt. Col. Bree Fram, a LIT Transgender Policy Team co-lead. “It was also important for many individuals often confused as being a different gender in their communications.”

She added that this change eliminates confusion for people with non-Anglo/Western or gender-neutral names.

“The LIT provided an opportunity to streamline the process for this change,” Hash said, explaining that this

change was a request she started from her installation’s Diversity and Inclusion committee. “It is an example of how the DAFBAWG teams are addressing barriers, collaborating, and executing solutions in ways that have not been seen before to help Airmen and Guardians thrive.”

Official signature blocks should include name, rank, service affiliation, duty title, organization name, phone numbers and social media contact information.

Allowing pronouns in an individual’s signature block is a quick and simple way to eliminate confusion and promote a more inclusive culture.”

— Due to weather and safety concerns, the 21st Medical Group has moved the PetersonSchriever Garrison COVID-19 testing to the former clubhouse of the Silver Spruce Golf Course, Peterson Space Force Base, Colorado, Jan. 10, 2022.

This new location provides protection from fast-changing, often harsh weather that affects the Pikes Peak region in winter and spring, allowing members of the 21st MDG to respond to P-S GAR’s COVID-19 testing needs without cold temperatures and strong winds as complicating fac-tors. This is especially important now, as the Omicron variant of COVID-19 drives increased need for testing.

“Our tempo has increased significantly,” says U.S. Air Force Maj. Julee Avram, 21st MDG officer in charge of the Pandemic Response Flight. “Before the beginning of the year, there were days where we were screening 20 people a day. Now, every single day, it’s 80 people.”

Previously, the 21st MDG offered testing through tents set up outside of the 21st MDG annex building by appointment from 8 to 11 a.m. This new site will offer testing by appointment only, with the same hours. The clubhouse parking lot will be used to keep test appointment traffic away from higher-use roads on base, an additional benefit to the new location.

The service members who run the testing site each morning are diverted from their typical day-to-day tasks for the garrison which may affect patient care in other departments.

Avram, who works in women’s health outside of her pandemic response duties, has limited appointment hours and suggests women in need of routine care contact their primary care physician.

For pandemic responders like U.S. Air Force Staff Sgt. Aaren Dizney, 21st Health Care Operations Squadron non-commissioned officer in charge of pediatrics, there are coworkers to help with day-to-day work, so at worst, some paperwork may be delayed.

“We’re all resilient, so we adapt and we overcome,” said Dizney. “Even if we are short on staff and we have to move people around, everybody works together as a team.”

The 21st MDG is conducting COVID-19 testing for empaneled patients who may have been ex-posed to COVID-19 or are experiencing symptoms of COVID-19.

Physical Fitness Assessments postponed for P-S GAR

PETERSON SPACE FORCE BASE, Colo. — U.S. Space Force Col. Shay Warakomski, Peterson-Schriever Garrison commander, issued a statement postponing official Physical Fitness Assessments for all P-S GAR personnel until March 1, 2022.

The PFA delay, effective Jan. 11, aims to maintain the readiness of the force given the current state of the COVID-19 pandemic.

“Maintaining a fit warfighting force is imperative to our lethality and readiness posture,” said Warakomski. “As such, all Airmen and Guardians should actively participate in a regimen that ensures compliance with Air Force fitness standards throughout this temporary delay in testing.”

Assessment dates for all P-S GAR personnel will be adjusted in the Air Force Fitness Management System to reflect an exemption during the temporary delay.

Those due for testing during the timeframe will be required to take an official PFA by March 31. Any tests scheduled to occur after March 1 will not be affected.

Commanders should not direct testing for any personnel during this delay. However, individuals who have been preparing to test may voluntarily request a one-on-one diagnostic or official PFA with their squadron Physical Training Leader.

Voluntary assessments will also enable service members to have a current test on file prior to a permanent change of station, TDY or when applying for a special position.

“The safety and well-being of our members is a top priority and we will continue to take appropriate measures to mitigate COVID-19 exposures,” said Warakomski.

P-S GAR officials will continue to coordinate with Public Health officials and update local policies and procedures in accordance with the Centers for Disease Control and Prevention, the Department of Defense and local guidelines.

U.S. AIR FORCE ACADEMY, Colo. — The Air Force Academy invites the public to comment on an environmental assessment civil engineers at the base are developing for its proposal to repair the Kettle Creek Dry Dam on the south side of the base.

The notice from the 10th Civil Engineering Squadron, released Jan. 5, reads as follows: EARLY NOTICE OF A PROPOSED ACTIVITY WITH THE POTENTIAL TO IMPACT WETLANDS AND FLOODPLAINS U.S. AIR FORCE ACADEMY, EL PASO COUNTY, COLORADO “The United States (U.S.) Air Force is preparing an Environmental Assessment (EA) to evaluate the potential environmental impacts associated with the repair of Kettle Creek Dry Dam at the U.S. Air Force Academy (USAFA) in El Paso County, Colorado to meet Colorado Department of Water Resources (DWR) dam safety regulations (Proposed Action). The purpose of this Proposed Action is to reduce the risk to life along the Interstate 25 corridor caused by the existing high hazard dam, bring the dam into compliance with DWR’s dam safety regulations, restore the Kettle Creek riparian habitat, and improve maintenance infrastructure (i.e., the Kettle Lakes diversion structure) in support of the dam and Kettle Lakes. The Proposed Action is needed because the Kettle Creek Dry Dam currently does not comply with applicable

state regulations. Failure to repair the dam means Kettle Creek Dry Dam would remain a high hazard dam and would continue to violate the DWR regulations; loss of life could potentially occur if the dam were to fail.

“The dam repair project is subject to requirements and objectives of Executive Orders (EOs) 11990, Protection of Wetlands and 11988, Floodplain Management, as the project site is located within a floodplain and contains wetlands. The area to be temporarily disturbed during construction and restoration activities would be less than 0.01 acre of wetlands and 6.70 acres of 100-year floodplain. The Proposed Action would not contribute to any measureable loss with regard to flood control capacity, and would include new wetland creation.

“The Proposed Action will be analyzed in the forthcoming EA and the public will have the opportunity to comment on the draft EA when it is released. The draft EA will be available for public review at: https://www. usafa.af.mil/Units/10th-Air-Base-Wing/.

WRIGHT-PATTERSON AIR FORCE BASE, Ohio — The Department of the Air Force, along with the security research community, publicly announced the 2021 winners of its second annual Hack-A-Sat 2 space security challenge final event December 12.

Brig. Gen. John M. Olson, call sign “Sprocket,” is the mobilization assistant to the chief of space operations for the Space Force and gave keynote remarks during the December 11 event kickoff show that introduced the contest, teams and technology.

“Space is absolutely vital to both our economic and our national security,” Olson said. “In fact, space touches almost every facet of our life. If we look at communications and weather, position, navigation and timing, data, imagery, and economics, space is absolutely critical to every part of our modern way of life and all of humanity.”

Olson added, “Because of this vital capacity and the critical impact that it plays, our space assets are being challenged, contested, engaged, and attacked almost every single day. The solution to these systems challenges is really all about people.

We absolutely have to have the right people; so, this is an international event because we’re always better when we bring the richness and diversity of the whole world to bear on these challenging problems.”

to develop the skills necessary to help reduce vulnerabilities and build more secure space systems.

In addition to cash prizes for the topthree scoring teams, all eight finalist teams receive a commemorative flat-sat prize trophy for their participation in the final event. Seven of the eight teams were the top finishers in a 30-hour virtual qualification round held June 26-27, 2021 that drew in more than 1,000 teams made up of nearly 3,000 competitors from more than 75 countries.

The qualification round consisted of 24 total challenges in five categories focusing on different skill sets, including satellite operations, reverse engineering and radio frequency communications.

To confirm qualification, teams were also required to submit a technical paper within three weeks of the conclusion of the qualification event. This is also a requirement for the final event in order for teams to receive their prizes.

The top seven qualifying teams joined last year’s Hack-A-Sat 1 winner in this year’s final event for an attack/ defend-style Capture the Flag of a virtualized ground station, a communications subsystem, physical satellite hardware called a flat-sat and digital twin software to simulate and test commands.

Teams were charged with simultaneously operating and defending their own vulnerable system while attacking opponents’ identical systems to score. A number of exploitable vulnerabilities exist in the systems, and teams must patch or otherwise mitigate their own vulnerabilities to protect from exploitation attacks, while keeping the system functioning normally.

Col. Rhet Turnbull, director, Cross Mission Ground & Communication Enterprise, Space Systems Command, said space is critical to the world, and having the opportunity to provide a safe environment for cyber and space security communities to come together is very important to the future of space.

“I’d like to personally congratulate the winning teams and to thank all those who participated in the trials and the final event,” said Turnbull. “The world relies on space capabilities every single day and the talent and expertise these teams brought to this competition will help make space safer for everyone by

Viewers tuning in to the competition could also watch featured interviews with NASA Deputy Administrator Pam Melroy and DEF CON Founder Jeff Moss and a panel discussion each day around lunchtime. Panelists included leaders from Space Systems Command, NASA, SpaceWERX, Air Force Research Laboratory, Air Force Academy and the commercial space sector discussing topics of “Cybersecurity Threats in an Emerging New Space Environment” and “Realizing Space Commercialization: Who’s Got the Chops?”, respectively.

Concluding day one and opening day two, recaps provided viewers with details of the competition up to that point, such as which team led in scoring and the challenges they had solved.

Closing the event, Capt. Aaron Bolen, integrated section chief of the Advanced Technology Branch at Space Systems Command, spoke about what’s in the future for Hack-A-Sat as well as the importance of building an alliance among security researchers, industry and government for more secure space systems. He introduced what is called Project Moonlighter, an actual satellite and cyber sandbox in space.

“How do we ensure that the designs and builds we’ve been working on are actually effective? What does space cyber test and that capability even look like? These are all things we’re trying to get after with Project Moonlighter. It will bring a level of realism never before experienced in space cyber Capture the Flag events.”

Bolen specified that Moonlighter is going to be the first platform in space for a CTF. Brown, Raymond warn of impacts to Air Force, Space Force if new budget is not approved

WASHINGTON — The Air Force’s and Space Force’s highest ranking officers issued grim warnings to Congress Jan. 12, telling a House subcommittee that failing to approve a new spending plan for the current fiscal year would directly harm readiness, inhibit modernization and diminish the services’ capacity to confront emerging security threats.

Rolling over the current Air Force budget for another year, a practice known as a Continuing Resolution, or CR, “would stall much of the progress we are making towards today’s readiness and tomorrow’s modernization,” Air Force Chief of Staff Gen. CQ Brown, Jr., told the House Defense Appropriations Subcommittee.

Yet Brown, who appeared at the hearing alongside Chief of Space Operations Gen. John W. “Jay” Raymond, said damage from imposing the same budget and its terms for another full year would cut even deeper.

“As much as a year-long Continuing Resolution affects our Air Force fiscally, the impact it has to our rate of change is more shattering,” he said in prepared remarks to the subcommittee. “All the money in the world cannot buy more time; time is

irrecoverable, and when you are working to keep pace against well-resourced and focused competitors, time matters.”

Raymond offered a similar assessment.

“Under a yearlong CR, the Space Force would see impacts across our efforts to modernize our capabilities,” Raymond said, noting that “the largest impact” would be on the National Security Space Launch Program by cutting the number of launches from five to three.

“A yearlong CR would delay these [two] launches by one year, slowing our ability to place previously acquired systems on orbit, as well as deferring our ability to realize the benefit and cost-savings of NSSL Phase 2 launch services agreements,” Raymond said.

Renewing current spending for another year would also “affect resilient missile

warning and missile tracking; space domain awareness to enable effective protect-and-defend architecture; protected satellite communications; and positioning, navigation, and timing systems that meet Joint warfighter needs in contested environments,” he said.

Michael McCord, the Defense Department’s comptroller and Chief Financial Officer, told lawmakers that a full year CR “would move us in the wrong direction and leave us stuck in the wrong place on multiple fronts.”

There was uniform agreement on that point on the subcommittee. Rep. Rosa DaLauro, who chairs the full Appropriations Committee, said in her opening remarks, “The consequences of a full year CR are unthinkable.”

Republican, Rep. Ken Calvert of California, said a yearlong CR would trigger “self-inflicted wounds that are difficult to recover from.”

In dollar terms, extending the current budget for fiscal 2021 for another full year would cut the total Department of Defense budget by $8 billion, McCord said.

But he added, the real cut would be considerably larger because of vagaries associated with federal budgets by a factor of two or three. The reason, he said, is because of limits on the way existing funds can be spent and the difficulty of “reprogramming” money from one use to another.

For example, even if enough money were available in the CR, upgrades to base facilities such as dormitories and schools and similar projects would not be allowed because those programs would be considered “new starts” in budget terms. With very few exceptions, a CR allows spending only on existing projects and programs.

“The most damaging impacts would be to those who deserve it least — our service members and their families. The biggest holes would be in our military personnel accounts and our training and readiness accounts,” McCord said.

in a bewildering checkerboard of programs. “Some, such as the Ground Based Strategic Deterrent program, would be cut substantially below requested and required levels, while others, such as the procurement of two Virginia-class submarines, would be relatively unaffected,” he said.

It’s not a small distinction.

The Ground Based Strategic Deterrent, or GBSD, is a high priority update of the nation’s aging land-based nuclear deterrent. Brown said a full-year CR would reduce Air Force “purchasing power” by $3.5 billion and affect not only GBSD but the further development of the new B-21 long-range bomber, the KC-46 tanker, F-35 fifth-generation fighter and even older aircraft such as the F-16 and C-130.

“A year-long Continuing Resolution

would halt the modernization of the nuclear enterprise and impact our deterrence posture,” Brown said. “Specifically, operational capability of Ground Based Strategic Deterrent would be delayed.

Procurement of our two hypersonic weapons would be prevented.

“I would like to point out that our pacing challenges have either modernized their nuclear enterprise and/or are fielding hypersonic systems,” he said, referring to China and Russia.

In past years, CRs were seldom used.

Today, however, they are used more routinely to keep the federal government open and operating when a new fiscal year begins before that year’s budget is completed.

Under a normal schedule, Congress early in each calendar year begins considering operating budgets for the next fiscal year, which begins Oct. 1. If they are unable to finish work before that date, Congress adopts short-term CR’s to provide more time and prevent the government from

Like Raymond, Brown itemized “four areas of modernization” that would suffer unless a new spending plan was adopted for the remainder of the current fiscal years. Those four areas are the Air Force’s nuclear enterprise, upgrading weapons, air dominance platforms, and improving the service’s “Enterprise Information Technology structure.”

At the same time, “our competitor’s rate of change is enabling them to approach parity with many of our warfighting capabilities and concepts,” he said.

Taken together, Brown said, an old budget would not sufficiently meet current needs, “impeding the Air Force’s acceleration towards the force of tomorrow.”
