Space Force activates first field command

WASHINGTON, D.C. — In an activation ceremony at Peterson Air Force Base, Colorado, today, Chief of Space Operations Gen. John “Jay” Raymond established Space Operations Command, the U.S. Space Force’s first of three field commands.

Lt. Gen. Stephen Whiting, who promoted earlier in the day, assumed command of the new unit, which is mostly formed from the former Air Force units 14th Air Force and Air Force Space Command.

“As the primary force provider for United States Space Command, you are charged to lead space operations out of this pivot-point, to accelerate the transformation necessary to compete, deter and win a modern conflict, to prepare for war that either begins or extends into space,” Raymond said.

“I’m convinced a war in space will be fought at high speeds and over great distances. We must be fast and agile, and we must focus on our primary mission, and that’s to deter that conflict from happening.”

Raymond and Whiting both talked about the decades of heritage inherited by this new organization and its role in preparing warfighters for the space domain.

“Let’s be clear: it’s the decades of faithful, dedicated, and unparalleled space operations that you, and those who have come before you, have provided which are the foundation of all our new organizations – the new armed service and combatant command alike,” Whiting said. “Our charter is to focus exclusively on generating, presenting, and sustaining combat-ready space forces – and those forces will include intelligence, cyber, space operations, and combat support See Command page 12

“There are rules and regulations when having a privately-owned weapon on a military installation,” he said. “The weapon has to be registered through pass and registration. Once it’s registered you can bring it on base after receiving approval from your commander. It must be stored properly – in a safe, locked or out of reach.”

According to the University of California, Davis Health, there were 39,740 firearm deaths in the U.S. in 2018.

“We really want to enforce and stress weapon safety because most accidents that happen [can be] prevented if we follow the proper safety rules,” Litney said.

Garrison leadership gets flu shots

Department of the Air Force to conduct focus groups on interpersonal violence

By Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS) — The Department of the Air Force will soon conduct focus groups with Total Force Airmen and Space Professionals about their experiences surrounding interpersonal violence.

The focus groups are scheduled to begin the week of Oct. 26 and consist of interpersonal violence survey participants who volunteered to take part in smallgroup discussions.

Interpersonal violence ranges from stalking and bullying to domestic violence, sexual assault and abuse.

“Within the interpersonal violence survey, members could opt-in to take part in a limited amount of focus groups. These groups will help us understand our members’ perspectives surrounding interpersonal violence,” said Brig. Gen. April Vogel, director for manpower, personnel, recruiting and services at the National Guard

Bureau, and the interpersonal violence task force lead.

“Their voices are an imperative piece to determine if we are keeping our Airmen and Space Professionals safe when they face interpersonal violence.”

The focus groups are part of an approach in which the focus-group data, survey data and data gathered from reviewing past cases involving interpersonal violence will be used to identify any themes or proposed areas for improvement.

The survey portion concluded Oct. 9, and approximately 68,000 Total Force Airmen and Space Professionals participated, including civilians.

“Thank you to everyone who took part in the survey. We know your time is very valuable. We explored multiple avenues to gather data and this survey was the most comprehensive way to initially reach the Total

Force,” Vogel said. “Currently, the collected survey data is being analyzed by our experts, and we will begin to compile our findings.”

A comprehensive review of the findings, to include both the focus group and survey data, is scheduled for early 2021.

The task force stood up in July with the goal of exploring processes, programs and leadership actions associated with keeping Airmen and Space Professionals safe when faced with interpersonal violence situations. The task force will ultimately be developing recommendations for senior leadership review focused on improving Department of the Air Force policies, processes and actions in this area.

Every year the Air Force participates in the nation’s October Energy Action Month initiative. The initiative is an effort promoting sustainability and energy efficiency while encouraging the smart use of energy, water and transportation resources. This initiative aims to increase attention to energy use and to develop energy efficient behaviors that will continue throughout the year.

SCHRIEVER AIR FORCE BASE, Colo. — Every year, the Air Force participates in the Nation’s October Energy Action Month initiative.

The initiative is an effort promoting sustainability and energy efficiency while encouraging the smart use of energy, water and transportation resources. This initiative aims to increase attention to energy use and to develop energy efficient behaviors that will continue throughout the year.

Although October is the official Energy Action Month for the Air Force, our goal is that every Air Force employee — Airman, civilian and contractor — incorporates energy awareness into their daily activities and adopts energy savings habits and practices that enable Schriever’s goal of reducing energy and water consumption.

With cooler weather upon us, you may have already started working on ways you can save energy during the fall and winter months. Now is the perfect time to focus on saving energy because you won't be doing it alone. October is a time not only to be aware, but to act.

Energy is critical to Schriever’s ability to accomplish its mission. Schriever’s goal is to foster a culture that prioritizes energy optimization and water management. Part of the bases mission assurance is through energy assurance. Another mission is to overcome the challenges posed by vulnerabilities to the bases energy security by pursuing the three goals of our Energy Program: • Improve resilience by ensuring we have the ability to continue operations, recover from energy interruptions and sustain the mission.

• Optimize demand by integrating energy efficient technologies to stabilize and reduce energy demand.

• Assure supply by diversifying the types of energy used and securing the quantities necessary to perform the missions.

Schriever is making progress toward these requirements

by implementing energy and water-management projects throughout the installation.

Whether these projects are implemented base wide or in individual facilities, every action Team Schriever takes contributes toward strengthening the security and resilience of the base infrastructure.

This initiative is designed to increase attention to energy use, and to develop energy efficient behaviors that will continue throughout the year. A simple step everyone on Team Schriever can implement immediately is to turn off your computer monitors and room lights at the end of the workday.

Here are additional examples of ways you can help save energy: Appliance reduction: Look around your workspace. Do you have a refrigerator or coffee maker in your work area? How many personal appliances can be removed or consolidated in common areas like a break room? Reducing energy usage by reducing the number of appliances and machines you use can yield significant energy savings.

Computer log off: Since personnel at many installations are advised not to turn off computers, it’s important to log off.

This ensures that computers will enter energy-savings sleep mode. Before you pull your ID card and go home for the day, remember to log off.

Temperature Control: Climate control set points can have a major impact on energy use. Most bases use settings of 68 degrees in the winter and 78 degrees in the summer. Be familiar with your base’s temperature set point policy. Rather than increasing energy demand with space heaters or fans, dress appropriately for the temperature in your facility. If your building is too cool in the summer or too cold in the winter, the Air Force could be wasting energy.

Don’t tempt fate, that text can wait

By Airman 1st Class Jonathan Whitely | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS SCHRIEVER AIR FORCE BASE, Colo. — October is Distracted Driving Awareness Month reminding Airmen to focus on the road while driving.

According to the National Highway Traffic Safety Administration, distracted driving is anything that diverts a driver’s attention away from the road. This can include texting, talking, eating and more.

“It’s important to focus on the road at all times while driving,” said Tech. Sgt. Robert Cook, PetersonSchriever Garrison noncommissioned officer in charge of occupational safety. “Pay attention to what’s going on around you.”

There were over 15,000 accidents caused by distracted driving in 2019. Additionally, most drivers involved in these types of accidents were 21-30 years old, according to the Colorado Department of Transportation.

If cited for distracted driving, drivers can receive a class two misdemeanor traffic offense. The first offense will cost $300, but if cited again, a ticket can be anywhere from $300 to $1,000 and may include up to a year in prison.

In the state of Colorado, it is prohibited for drivers under 18 to use a cell-phone or hands-free device while driving. Additionally, if a driver is cited for negligent or reckless acts, they can be criminally prosecuted in accordance with Colorado law.

As an Airman, there are more consequences for distracted driving.

“You can be [verbally] counseled, or receive letters of counseling, admonishment or reprimand for bad behavior, even if the conduct doesn’t amount to a violation of the [Uniformed Code of Military Justice],” said Capt. Jordan Davies, P-S GAR legal office chief of discharges. “Depending on the circumstances of the distracted driving and the extent of any damage

However, there are exemptions to distracted driving laws. Drivers can be on their phones if they fear for their safety, are reporting a hazard or reporting another

driver for being reckless.

“Things can change in a split second while driving,” Cook said. “You need to be prepared and ready to react appropriately to different scenarios and you can’t do that if you’re distracted.”

Brown articulates vision for Air Force’s future in Mitchell Institute appearance

ARLINGTON, Va. (AFNS) — Air Force Chief of Staff Gen. Charles Q. Brown, Jr., said Oct. 21 that the service must “fully understand our adversary,” it must successfully adapt to information-age warfare while moving with speed and certainty in order to fulfill missions and protect national security.

In his first appearance at the influential Mitchell Institute for Aerospace Studies since becoming the Air Force’s highest ranking officer, Brown offered his prescription during the virtual event for maintaining the service’s excellence, his approach on leadership and insights on an array of topics ranging from the status of the nuclear triad to the value of war games and bureaucracy.

Tying them together was Brown’s insistence that the Air Force move fast and that its policies and practices conform to a time of great power competition and the value of joint operations.

“Our peer competitors ... are challenging us in different ways and challenging how we are able to generate combat power now and into the future,” he said, adding that how the threats are defined must also be recalibrated.

“We’re in contested space right now when you think about cyber,” he said.

“We need to be thinking about how we deal in the homeland as well at the same time we think about how we might fight what I call an ‘away game.’”

Brown spoke at length during the hour-long session about a document he released in August entitled “Accelerate Change or Lose,” an 8-page document capturing his priorities and the culture needed to accomplish them. That document was followed by “action orders” focused on four specific areas - Airmen, bureaucracy, competition, and finally, design and implementation.

For the “Airmen” category, “I’m thinking about those who wear the uniform or are Department of the Air Force civilians, they ought to appreciate coming to work each day,” echoing a sentiment expressed by previous Chiefs of Staff.

“We must provide them the resources, the training and the guidance and the intent and the authority to do their jobs and enjoy coming to work.”

But in a departure, Brown also said a different culture is needed to adapt to a world where speed is necessary.

“We can’t always wait and ask for permission. I want our younger leaders to be empowered to make decisions on a lower level that we trust them to do their job at the same time they trust the leadership; it goes both ways,” he said.

For that approach to work, he said, Air Force leaders must ensure the proper conditions are present. “Do they have all the tools? Have we helped them through the path? Or do we throw them in the deep end and say, ‘Call if you need help?’ How do we work with all the leadership chains to make sure they have what they need?” he said.

Likewise, Brown said he is determined to ensure that leaders and Airmen know bureaucracy must be streamlined and even reshaped. “Redundancy” must be eliminated where possible and lines of communication “must be flattened,” he said.

“I hate bureaucracy. It’s just something I've always dealt with. I like cutting to the chase and getting things done,” he said. “... But I also think there are things internal to the United States Air Force that we can do things a bit faster.

I’m looking at ourselves in the mirror as a United States Air Force; I think there are things internal to us that we’ve got to do a bit better.”

On competition, Brown said the Air Force, like the U.S. military as a whole, is moving with dispatch to reconfigure its policies, practices and doctrine to confront peer powers such as Russia and China after decades focusing on combatting terrorism.

Succeeding, he said, demands a deep and precise knowledge of each adversary and successfully incorporating new mindsets that embrace joint operations and the value of “capabilities” rather than individual “platforms.”

“We’ve got to get our house in order to talk more about capabilities and less about platform,” he said.

“We need to take a hard look at each platform, each capability we buy and look at it through the lens of what the threat is and not just blindly continuing to buy the same thing because it’s available,” he said.

30th MDG rolls out MHS Genesis

VANDENBERG AIR FORCE BASE, Calif. — On Sept. 26, 2020, the 30th Medical Group launched the new Military Health System Genesis at Vandenberg Air Force Base, Calif.

The new MHS Genesis is the Department of Defense’s innovative Electronic Health Record system. No matter the branch of service, users will be able to access all aspects of care in one system.

“The MHS Genesis System will link Military Medicine across the services for inpatient/outpatient care, VA and community medical information to allow for a seamless transition of care,” said Maj. Aubrey Reid, 30th MDG nurse. “This is important for our transient population.”

Under MHS Genesis, users are able to communicate directly with their Primary Care Manager for safe and quality care.

Genesis will assist more than 9.5 million TRICARE beneficiaries, to include service members, retirees and dependents.

As providers, medical professionals and beneficiaries adapt to the application of MHS Genesis, TRICARE users may experience some delays, as it becomes the primary source of medical health readiness for the DoD. Some of these delays may include wait times for the appointment line, the lab and pharmacy. To avoid delays, patients can make early requests through the new patient portal at https://patientportal.mhsgenesis.health.mil/.

While Vandenberg AFB has already begun using MHS Genesis, it will be implemented in waves at different installations, continuing until 2023. As MHS Genesis is gradually implemented, it will provide reliable healthcare services to support our nation’s warfighters and will support ensure readiness across the DoD in support of building a more ready force.

Academy to host 12th Annual SoTL Forum

By Jennifer Spradlin | U.S. AIR FORCE ACADEMY PUBLIC AFFAIRS U.S. AIR FORCE ACADEMY, Colo. — The Air Force Academy will host its 12th Annual Scholarship of Teaching and Learning Forum virtually, Oct. 27 and 29.

SoTL uses a systematic research approach to understanding teaching and learning to improve student’s academic outcomes. For example, instructors might examine the impact of adding technology to the classroom or the implementation of team-based learning.

This year’s keynote speaker is Dr. Jeff Karpicke, a renowned cognitive psychologist from Purdue University who has researched learning and memory in laboratory settings. Results from his lab illustrate the power of retrieval practice to increase learning and how simple re-reading leads to illusions of learning.

The Forum will also highlight Academy faculty members who led a SoTL research project in the last year.

“The SoTL Forum provides a venue to inspire faculty to apply new evidence-based teaching practices and to potentially engage in their own educational research, said Dr. Lauren Scharff, SoTL program director.

“It also gives our faculty another opportunity to share their research and participate in thoughtful discussion across academic disciplines, benefiting the faculty and, by extension, the cadets – whose success and development is our primary focus,” she said.

Dr. Julie Tetley, chief of advising, will speak on the relationship between various motivational, non-cognitive factors such as mindset, grit, self-efficacy, and their influence on GPA. “I’m quite confident that people succeed in college for many reasons unrelated to their intelligence or IQ,”

she said. “If we know what these other factors are, then we can use that information to build programs and a curriculum that is aimed at enhancing these other motivation and non-cognitive factors.”

Tetley said her role as an educator is to help provide all students an equal chance to succeed. Learning strategies are key to helping them build a greater sense of self and leveling the educational divide students might have experienced in their high school learning setting, she said.

Dr. Katherine Bates, director of health professions advising and associate professor of biology, will discuss the relationship between positive mentorship relationships between staff and cadets and their ability to respond to unexpected changes or adversity in the classroom. Specifically, she looked at the sudden shift to online courses as a response to the COVID-19 pandemic earlier this year.

“Overall, our results indicate that online education benefits from strong relationships and lines of communication between faculty and students,” Bates said.

“To facilitate stronger relationships between instructors and students in both online and traditional environments, there are many techniques and strategies that can be implemented.”

In past years, faculty and administrators from the Front Range have made the trip to the Academy to attend the SoTL Forum. This year, the virtual nature of the SoTL Forum will make it more easily accessible to those beyond the Academy’s faculty and cadets.

elements. We are structured explicitly for the function of providing space warfighting capability.”

With the stand-up of SpOC, the Air Force unit named Space Operations Command at Vandenberg AFB, California, was redesignated as SpOC West, which retains its mission of conducting, integrating, and assessing global space operations in order to deliver combatrelevant space capabilities to combatant commanders, coalition partners, the joint force, and the nation.

“The first step in the organizational changes you are about to witness in the redesignation and assumption of command, is to recognize the inactivation of what we know today as Space Operations Command, Vandenberg AFB, the former 14th Air Force, as it transitions to Space Operations Command West,” said Col. Mark Sorapuru, the narrator for the ceremony.

During the ceremony, Maj. Gen. John Shaw, commander of the Air Force’s SpOC and Combined Forces Space Component Command, and Chief Master Sgt. John Bentivegna, command chief of the Air Force’s SpOC, furled and cased the former 14th Air Force command flag.

“This is an appropriate time to acknowledge that what we are doing is significant. It’s history in the making today,” Raymond said. “This ceremony is about you the Space Professionals who under the Air Force Space

Command and 14th Air Force flags, built the world’s best national security space enterprise.”

The 14AF was established March 10, 1943, and conducted fighter and bomber operations over occupied Chinese territory in the China-Burma-India Theater during World War II. It is credited with destroying more than 2300 enemy aircraft during the war. After standing down in 1960, it was reactivated as 14th Aerospace Force in 1968 to detect foreign missile launches and track objects in space. It moved to Vandenberg and joined then Air Force Space Command in 1993.

“With the creation of the United States Space Force, the 14 AF was re-designated Space Operations Command,” Sorapuru said. “Now, its colors are furled, and the illustrious aviation lineage and honors of this organization are returned to the United States Air Force.

Following the furling of the 14AF flag, Raymond and Chief Master Sgt. Roger A. Towberman, senior enlisted advisor, U.S. Space Force, took the stage to furl the Air Force Space Command flag as the last command team to lead that organization.

AFSPC was redesignated as USSF Dec. 20, 2019, when the National Defense Authorization Act was signed into law, thereby creating the new service. AFSPC was established Sept. 1, 1982, to serve as the operational command to oversee the Air Force’s efforts in space.

“Over the ensuing years, Air Force Space Command focused on consolidating and organizing space capabilities to improve operations,” said Sorapuru. “Its first major test came in 1990-1991, when the command provided space capabilities to the warfighter during Operation

Airmen who live in the dormitories must register their weapon with the 21st Security Forces Squadron and store it in the base armory. Airmen can check out the firearm when they intend to use it, but must check it back in afterward. Under no circumstances can a firearm be kept in the dormitories.

To ensure the safety of the base populace, the Schriever violence prevention office provides free gun locks to Airmen. Locks can be obtained from any first sergeant on the base.

“The safety and welfare of our fellow Airmen and space professionals is paramount whether you are active duty, civilian or a veteran,” said Master Sgt. Don Wright, Delta 6 and 50th Space Communications Squadron first sergeant. “We are handing out the gun locks to promote firearm safety.”

Litney offered the following tips for firearm owners: • Clear and secure the weapons system when not in use.

• Keep the firearm out of reach of those who don’t need access.

• Always treat the firearm as if it’s loaded.

• Practice good muzzle discipline and understand where it’s pointed.

Litney said failing to follow proper firearm safety and failing to register a weapon on base is a serious offense. Punishment can vary and is determined by the garrison commander and the SFS commander.

“Weapons systems are a tool, not a toy,” he said. “People have lost their lives [for] being negligent with weapons systems. We just hope everyone understands the consequences of not properly handling your weapon.”

To date there have been three field tests of the evolving ABMS system, with two occurring in recent weeks.

“Demonstrations are important because you can see what’s in the realm of the possible rather than just talking about it,” Brown said.

Second, Brown said in response to a question, is clarity on what the Air Force means when it says it needs to increase to 386 squadrons.

“The number 386 was in response to a specific question how big does the Air Force need to be to execute the National Defense Strategy?” Brown said. “It wasn’t how big of an Air

Desert Storm, in what many have called the First Space War.” AFSPC continued to focus on improving space support to the warfighter through the 90s through the creation of the USSF and being redesignated as USSF. Now it is being redesignated once again to meet the needs of the nation to deliver space capabilities to the joint force.

“To the hundreds of thousands of men and women who have served in Air Force Space Command and to the officers who have commanded that prestigious organization … rest assured that the history and heritage of Air Force Space Command will live on in the Space Operations Command,” Sorapuru said.

After retiring the two Air Force units, the field command SpOC was officially activated, and Whiting stepped into his new positon as commander. “Sir, I assume command of Space Operations Command,” Whiting said to Raymond.

“Even as we grapple with the extraordinary challenges brought by the establishment of our new Service, the United States Space Force, and our new Field Command, Space Operations Command, you can always find grounding in this three-part focus,” Whiting said. “No matter what changes we encounter, our attention will be laser-locked on our unit, our mission, and our calling.”

The ceremony concluded with unveiling the SpOC emblem, and Bentivegna and lower echelon command teams rendering salutes to report for duty.

The garrison and delta mission commands established in July now report to SpOC.

Transforming energy usage and innovating base systems improves our energy resilience, reducing vulnerabilities to Team Schriever and providing a reliable source of energy and water to Schriever facilities.

Brown acknowledged that modernizing the land-based and bomber-based nuclear deterrent that the Air Force operates is needed. That the air, land, sea triad is critical to the nation’s security is without question, Brown said, calling it “a bedrock of deterrence since the Cold War.” “As we think about the modernization aspect of this we also have to understand where our adversaries are and what they are doing. That should factor into the decision making as we go forward.

“We’ve got great systems but our two legs of the nuclear triad are up in age and modernization will be important,” Brown said.
