Pence: Space Command Will Integrate Military Space Capabilities

CAPE CANAVERAL, Fla. — U.S. Space Command will be the U.S. military’s 11th unified combatant command, Vice President Mike Pence announced at the Kennedy Space Center in Florida.

“It will serve alongside other functional commands like Strategic Command and Special Operations Command, and it will be led by a four-star flag officer,” Pence said. “It will establish unified control over all our military space operations.”

U.S. Space Command will integrate space capabilities across all branches of the military, the vice president said. “It will develop the space doctrine, tactics, techniques, and procedures that will enable our warfighters to defend our nation in this new era,” he added.

In the future, the U.S. Space Command will become the sixth branch of the armed forces, he said, noting that the administration is working with Congress to stand up the U.S. Space Force before the end of 2020.

LUKE AIR FORCE BASE, Ariz. (AFNS) — Bronze statues can be seen almost anywhere but one rarely hears the amazing stories behind their creation.

The spouse of a Reserve Airman here at Luke Air Force Base, Arizona, recently sculpted a bust of Senior Airman Daniel Johnson, 30th Civil Engineer Squadron explosive ordnance disposal technician, Vandenberg Air Force Base, California.

Johnson was killed in action Oct. 5, 2010, while serving during Operation Enduring Freedom.

“My husband has a contact with the EOD Warrior Foundation, so through the contact we came up with the idea to give back in some way because the military family and the EOD family had done so much for our family,” said Stephanie Hunter, spouse of Senior Master Sgt. Stephen Hunter, 944th Civil Engineer Squadron EOD program manager.

“Lauren (the point of contact) was very helpful. She got behind the idea and sent out emails looking for Gold Star families we can honor.”

Gold Star families are those with family members in the U.S. Armed Forces who made the ultimate sacrifice in service of their country.

The response was massive. Stephanie and her husband received a flood of emails from families hoping to memorialize their fallen heroes. One email in particular connected with Stephanie in a special way.

“We chose to honor Senior Airman Johnson because his duty background mirrored my husband’s, plus Johnson is from Minnesota, my home state, so I felt a bit of a hometown connection with him.”

Johnson was assigned to the 30th CES at Vandenberg AFB. He deployed in 2009 in support of Operation Iraqi Freedom.

Johnson deployed again in 2010, this time to Kandahar, Afghanistan. There, he was

credited with single-handedly saving an Afghanistan National Army soldier injured by an improvised explosive device.

“I just wanted to make the Johnson family proud of this memorial for their son and realize that he’s not forgotten,” Stephanie said. “The Johnson family has been very supportive of this project.”

Hunter said he’s very proud of his wife’s contribution to his military family.

“I’m in awe of Stephanie’s unique way of supporting the EOD community and our fallen comrade,” he said.

Even though sculpting the bust was a labor of love, Stephanie was dissatisfied with her work.

“I’m an artist and extremely critical of my own work,” she said. “Sometimes all I can see is what’s wrong with the project. But Jim Johnson (Senior Airman Johnson’s father), gave me approval to move forward. I felt great.”

The sculpted bust is now at a foundry where a mold will be made before being cast in bronze.

“The sculpture is going to change a couple times before the final product, so it’ll be a different feeling when I finally see it in bronze,” Stephanie said. “It’ll be permanent.”

The Johnson family intends to place the finished bust at a climbing center in Mukwonago, Wisconsin.

Stephanie hopes her work will encourage others to give back to the Air Force family.

“I just want to inspire others to do the same thing for their military family and do something outside of themselves,” she said. “I’m extremely honored and humbled to be part of this project and I’m thankful to the EOD Warrior Foundation for helping to support this project.”

Cyber operators host cyber certification training courses for SA youth

By Tech. Sgt. R.J. Biermann | AIR FORCES CYBER PUBLIC AFFAIRS JOINT BASE SAN ANTONIOLACKLAND, Texas (AFNS) — In mid-2016, four Air Forces Cyber operators teamed to create a free cyber certification academy for San Antonio teenagers.

Master Sgt. Shaun Herron and Staff Sgts. Charles Hackett, Justin Gonzalez and Austin Ellsworth’s dream became reality when their non-profit, GhostWire Academy, was born. Today, their team of seven hosts dozens of 13- to 17-yearolds every weekend for eight- to 16-week-long preparatory courses.

“We wanted to teach teens how to become cyber-robust, -aware and -sharpened young adults for San Antonio,” said Herron, 624th Operations Center strategy and plans chief, and GWA president and co-founder. “That way the kids who come out of our academy have a fundamental understanding of computer systems and an in-depth understanding of computer networking and cybersecurity.”

With a combined 48 years’ experience and 18 cyber certifications, the founding team considers it a responsibility to lend their extensive cyber expertise to prepare tomorrow’s youth for the ever-evolving cyber landscape.

“Just look at our adversary’s capabilities and how cybercrime is evolving,” said Hackett, 33rd Network Warfare Squadron Standards and Evaluations noncommissioned officer in charge, and GWA vice president and co-founder. “If you look at the statistic for how cyber savvy our country’s youth are compared to other nation’s teens, we need to be more effective to be a super cyber

power. Programs like ours are a way to reach and teach these kids.”

However, the road to reach their goal wasn’t an easy one.

In summer 2016 the team began preparing coursework, lesson plans, visuals and other content to host their first two courses, one on computer networks and the other on cybersecurity. A San Antonio library agreed to provide the needed classroom space. After advertising for the course, twenty teenagers quickly signed up and volunteer Airmen instructors were on-board to teach throughout the weeks. Everything seemed to line up, but then the team suffered their first defeat.

“Only two kids showed up,” Herron said. “It was one of the deepest, darkest moments for me because I thought I was going to quit. That’s when we realized we had to have a product for our program.”

The team agreed to expand their focus from simply preparing kids for certification testing to preparing and paying for their certification.

They also searched for a new venue to host the classes.

“We reinvented ourselves,” Herron said. “We had a meeting and I said, ‘We have to do something.’ I said, ‘Let’s get these kids certified. Let’s figure it out,’ and that’s what we did. It’s one thing to talk about doing things and to have a well-thought-out plan, but when the rubber meets the road, you start realizing all the things you didn’t prepare for.”

Hoping to rebound, and after rebranding their academy, the team began preparations for their next

“We lost our venue,” said Herron.

“And because kids had signed up, we had to send them cancelation notices. That really set us back. We were all demoralized from it.”

Through an interested benefactor, the team was introduced to Confluence Park, a venue for educators.

“We met up with Confluence Park, and they told us we would always have a home on their campus,” said Herron. “It was like when you’re dying from dehydration and someone gives you water. It was so reinvigorating. Here we were—lost, confused and frustrated—and now we have a place to teach, with air

conditioning and dedicated computers for the kids to use.”

An organization also offered to pay for ten certifications.

With the venue set, students signed up, and certifications prepaid, the team launched their first Information Technology Fundamentals certification preparatory course.

After a long, grueling journey, on Oct. 7 the team reached a major program milestone. Twelve of their students received their IT Fundamentals certification.

But the journey isn’t over for these graduates.

“These kids must keep rehearsing their skills to keep an active certification,” said Herron. “That’s why we implemented a pay-it-forward

model to allow them an opportunity to instruct (within GWA) which will keep their certification active by being awarded continuing education credits after high school.”

Today the academy’s waitlist is 300 teens long. After the new year, they’ll begin hosting IT fundamentals, Network+ and Security+ prep courses.

“There is so much opportunity here,” said Gonzalez, 33rd NWS incident response operator, and GWA course developer and co-founder.

“San Antonio, ‘Cyber City USA,’ is growing so fast, and there’s such a need for educated cyber operators. We’re happy to be involved in shaping and educating these young adults.”

Santa, Elves jump for Operation Toy Drop 2018

Rumbaugh | 86TH AIRLIFT WING PUBLIC AFFAIRS RAMSTEIN AIR BASE, Germany (AFNS) — Santa Claus and his elves delivered toys to children via military freefall and static-line jumps as part of the 7th annual Operation Toy Drop event on Alzey Drop Zone, Germany Dec. 11-13, 2018.

Each day of the operation, U.S. Air Force, U.S. Army, and seven partner nations took off in an 86th Airlift Wing C-130J Super Hercules aircraft to conduct low-level passes over the drop zone.

Throughout the operation, paratroopers conducted approximately 140 personnel drops each day.

On the final day of the event, the 37th Airlift Squadron dropped several crates of toys while Santa Claus performed a high altitude military freefall jump, and Mrs. Claus

and 12 elves performed static-line jumps onto Alzey Drop Zone.

After the jump, Santa Claus, Mrs. Claus, and the elves gave toys to local children from around the Kaiserslautern military community.

“It’s a great way to build our community,” said Maj. Benjamin Wingler, 1st Combat Communications Squadron director of operations and jumpmaster. “It shows that we’re not just here to use the land as the U.S. Army or Air Force, but we’re here to give back to the community.”

The U.S. Army 5th Quartermaster Theater Aerial Delivery Company, based at Rhine Ordnance Barracks, Germany, hosted the event.

AFCYBER evaluates Airmen with spear-phishing emails

JOINT BASE SAN ANTONIO-Lackland, Texas (AFNS) — Air Forces Cyber conducted a mock spear-phishing test on European bases in November to assess Air Force Network users’ cyber awareness.

The test, coordinated with U.S. Air Forces in Europe leaders, incorporated techniques known to be employed by adversary actors against U.S. and partner nations, for the purpose of gaining a foothold inside our networks.

“Spear-phishing attacks are a persistent threat to the integrity of our networks,” said Col. Anthony Thomas, AFCYBER Operations director. “Even one user falling for a spear-phishing attempt creates an opening for our adversaries. Part of mission resiliency is ensuring our Airmen have the proficiency to recognize and thwart adversary actions.”

Spear-phishing attacks differ from normal phishing attempts because they target a specific recipient and appear to be from a trusted source.

For the test, AFCYBER’s threat emulation team sent several emails from non-Department of Defense email addresses to network users. These emails included legitimate-looking content, mirroring tactics used by cyber adversaries. The emails provided a variety of scenarios, urging Airmen to follow certain steps.

One email appeared to come from an Airman & Family Readiness Center, asking users to update a hyperlinked spreadsheet for an upcoming sale. Another email claimed to be from a legal office, and requested users to provide data in a hyperlinked document for a court-martial jury panel.

uments, embedded code would be activated. This allowed the threat emulation team access to their computer.

According to Maj. Ken Malloy, AFCYBER’s primary planning coordinator for the assessment, attacks by state-sponsored groups are sophisticated and can catch users unaware if they’re not paying attention.

“We chose to conduct this threat emulation (test) to gain a deeper understanding of our collective cyber discipline and readiness,” said Malloy. “Lessons from our efforts in USAFE will inform data-driven decisions for improving policy, streamlining processes and enhancing threat-based user training to achieve mission assurance and promote the delivery of decisive air power.”

Results from the test showed most recipients did not fall for the emails. According to the team, the test did not collect individual user information, as it was designed to improve the network’s overall defensive posture.

To protect the network from cyber threats, users should verify every email’s source by verifying that emails from official sources have valid digital signatures. Any embedded links should produce a secure connection, represented by a padlock icon in the browser’s search bar. Users should not enable macros in Microsoft Office documents downloaded from non-DOD sources.

While this initial assessment was conducted specifically in the European theater, Malloy said spear-phishing attempts remain a constant threat to all AFNet users. Users should always be cautious and vigilant. If a malicious email is suspected, users should contact their local communications focal point for guidance.

Brain surgery to bear hugs: One wounded warrior’s story

OFFUTT AIR FORCE BASE, Neb. (AFNS) — Being born with a birth defect causing seizures, battling anxiety, depression and post-traumatic stress disorder, and facing divorce and separation from a child, can be a lot for anyone to handle, but with a community of support things can get better.

For retired Air Force Capt. Rob Hufford, no statement could ring truer. From an all-time low to bearhugging England’s Prince Harry, Duke of Sussex, while in Australia to compete in the Invictus Games, things are looking up for Hufford.

“I researched the effect of lingering hugs,” Hufford said. “Psychotherapist Virginia Satir said four hugs a day for maintenance, eight hugs a day for survival and 12 hugs a day for growth.”

After graduating the Air Force Academy in 2006, Hufford became a civil engineering officer and over the next nine years, was stationed in four locations and deployed to Iraq twice.

It was during this time that Hufford’s life seemed to fall apart and things began to spiral. He reached the limit on the medicine he could take for his condition, which was a good and bad thing.

The drugs were causing anxiety and anger, but without them, his physical activity was limited until surgery. His outlook became bleak.

In January of 2013, he had a temporal lobectomy to remove a piece of his brain.

“It was about the size of a tube of Chapstick,” Hufford said.

In 2015, the secretary of the Air Force decided that he should be medically retired. In 2016, his marriage fell apart and he became geographically separated from his son.

Keeping a positive attitude while coping with everything, was a constant struggle.

His lifeline came in the form of friend, Dana Lyon, Air Force Academy javelin and strength conditioning coach. She had noticed that Hufford was a shell of what he once was and pushed him to become involved with the Air Force Wounded

Warrior program.

In June of 2017, he attended Offutt Air Force Base’s AFW2 Caregivers, Adaptive Sports, Resiliency, Empowerment and Transition event. Hufford was able to share his stories with others who were suffering and got to know himself better.

"I could finally see the effects that denial issues and my illnesses had had on my relationships with other people,” Hufford said. “It was a turning point in my life.”

It was also during the CARE event that he heard about the Warrior Games. He applied for the winter trials at Nellis Air Force Base, Nevada, and was one of 40 selectees and 10 alternates to participate in the games at the Air Force Academy.

The next thing he knew, he was invited to participate in the Invictus Games in Sydney, Australia. The event, created by Prince Harry, Duke of Susex, in 2014, was inspired by the Warrior Games created by the U.S. Department of Defense in 2010.

Hufford said he was honored to see Prince Harry during the sailing event.

He called out to the prince to inform him that he could expect to receive a hug when he met him again.

The Duke decided that there no better time than the present and accommodated him with a big bear hug.

As Hufford continues to compete in Wounded Warrior programs, he has also made an effort to pay it forward. He works with Omaha organizations that help to identify what he calls “invisibly wounded” individuals throughout the community.

His efforts don’t go unnoticed.

“Rob is always the person there supporting everyone else regardless of what he is going through,” said Marsha Gonzales, Warrior Care Support branch chief.

Impressed by his attitude, Gonzales assisted Hufford in returning to Air Force employment.

He is currently the lead engineer for the upcoming Offutt AFB runway restoration project and the Omaha Lincoln Airfields due to kick off in 2019.

421st Fighter Squadron and AMU receive first F-35A By 388th Fighter Wing Public Affairs

HILL AIR FORCE BASE, Utah (AFNS) — The 421st Fighter Squadron received its first F-35A Lightning II Dec. 12. The squadron is the last of three squadrons in Hill Air Force Base’s 388th Fighter Wing to take possession of combat-ready aircraft, bringing the 388th Fighter Wing closer to full strength.

The Air Force’s first operational F-35As landed at Hill AFB in October 2015. Since then, the 34th and 4th Fighter

Squadrons and Aircraft Maintenance Units stood up and generated nearly 10,000 sorties with more than 15,000 flying hours.

The arrival of the first jets in the 421st FS brings the total number of F-35As at Hill AFB to 52 and is a big step toward the 388th Fighter Wing having a full complement of 78 F-35A Lightning IIs by the end of 2019.

The 421st Aircraft Maintenance Unit, which will support the 421st Fighter Squadron, has been preparing to receive the aircraft for some time by maintaining and launching

jets loaned from the wings two other squadrons.

“The 421st has a proud history in the 388th Fighter Wing and we’re all excited to receive our first aircraft,” said Lt. Col. Richard Orzechowski, 421st Fighter Squadron commander.

“Our pilots and maintainers have been working hard and we’re ready to fill the squadron out and fulfill the wing’s mission: to rapidly employ combat power.”

The active duty 388th FW and Air Force Reserve 419th FW fly and maintain the F-35A in a Total Force partnership, which capitalizes on the strength of both components.

Super Galaxy: Aeromedical evacuation's biggest ally

TRAVIS AIR FORCE BASE, Calif. (AFNS) — During a cold, gloomy first week of December, total force Airmen teamed up at Scott Air Force Base, Illinois, to test the capability of the Air Force’s largest aircraft to perform aeromedical evacuation during a proof of concept event.

The goal was to establish the C-5M Super Galaxy as part of the universal qualification training program for AE forces. If successfully certified, the C-5M will have the capability to move three times the current capacity in one mission compared to other AE platforms.

The PoC event was made possible by recent upgrades to the C-5M that made the cargo compartment more suitable for AE operations.

“The engine upgrade allowed the aircraft to produce a lot more power and to use the jet more efficiently,” said Master Sgt. Christopher Boots, 60th Operations Group Standardization and Evaluation C-5M flight engineer evaluator. “Another factor was the environmental system received upgrades. We now have better control over the systems and we’re able to better control the environment (temperature and cabin pressure) that the AE folks would have downstairs in the cargo compartment.”

The C-5M upgrades allowed the proof of concept to work, but the Airmen’s innovation is what made it happen.

“The Air Force as a whole is more interested in using the assets that we have more efficiently and maximizing the capability that we can get out of different airplanes,” said Maj. Kevin Simonds, 22nd Airlift Squadron C-5M pilot. “I think this is an example of that. It's a priority within the force and in the MAJCOM (Air Mobility Command) as well to try to maximize the way we use the assets that we have.”

With the Department of Defense’s shift to focus on great power competition and maintaining readiness, the C-5M’s greater capability to the AE enterprise could be a game changer.

“It was great to observe, first hand, our Airmen working hard to make innovative strides using our existing platforms to get after a critical mission set,” said Brig. Gen. Darren James, AMC’s Operations, Strategic Deterrence and Nuclear Integration director. “Last week’s test provided valuable learning as we move forward in evaluating ways to increase our readiness and support of the 2018 National Defense Strategy.”

Not only will the C-5M AE mission benefit readiness for any future conflict(s), it will be a benefit during any future natural disasters.

“Using the C-5 for AE is going to be a pivotal point moving forward because it can be another platform for AE to move troops and also to aid in humanitarian missions and perform mass evacuations,” said Maj. Catherine Paterson, 439th Aeromedical Evacuation Squadron flight nurse.

The C-5M and crew traveled from Travis AFB. They were joined in the PoCby other active-duty Airmen and civilians from AMC, Scott AFB and the 43rd AES,Pope Army Air Field, North Carolina. Reserve AE teams from the 439th AES,Westover Air Reserve Base, Massachusetts, 433rd AES, Joint Base San Antonio, Texas. Lastly, the team included the 142nd AES, Delaware Air National Guard, making it a total force effort.

This effort allowed for training standardization and boosted readiness for operational missions.

“It's always beneficial to have the total force working together as one team,” said Paterson.

“You always learn new things from working along with people from different backgrounds.

You get different ideas, different concepts and you work together with the sole purpose of bringing troops home safely.”

With the proof of concept successfully testing the cargo department as a viable option for AE missions, the AE community is waiting for the Air Force to certify the use of the platform before the C-5M is officially part of their mission.

“We have made a great amount of progress in the last eight months,” said Maj. John Camacho-Ayala, Headquarters AMC branch chief for aeromedical evacuation operations and training. “I think that sometime in the near future we will definitely have a C-5M as part of our arsenal and a part of our weapons systems for the AE enterprise.”

Once all the certifications are completed, the AE community will gain their biggest ally yet with the Air Force’s largest plane.

The American Chopper of Aircraft Maintenance

AL DHAFRA AIR BASE, United Arab Emirates (AFNS) — With the eight 13 hour flights the aircraft of the 380th Air Expeditionary Wing have on a daily basis, some parts of the aircraft can wear down, crack or break over periods of time.

The 380th Expeditionary Maintenance Squadron fabrication flight, also known as “Fab Flight” or the “American Chopper” of aircraft maintenance at Al Dhafra Air Base, United Arab Emirates, is in charge of identifying and repairing aircraft structural damage. They fix whatever can be broken, from a metal panel off the side of a KC-10 Extender to a tiny cracked screw the size of a fingernail.

“Members of the fabrication flight are true artists,” said Master Sgt. Charles Silvas, 380th EMXS fabrication flight chief. “They are able to evaluate damage and visualize— in three dimensions—the repair necessary to return mission essential aircraft back to original serviceable condition. Then they are able to take flat metal and transform it into three-dimensional repairs in a time-sensitive environment with stringent guidelines.”

Many jobs in the maintenance field have written instructions to assist them in most troubleshooting situations, but the Sheet Metals section has a vast amount of factors when it comes to fixing parts, causing them to have to think outside the box more often than not.

“The nature of changing out parts makes it simple to write instructions tailored to every step in the process,” said Tech. Sgt. Garrett W. Magnie, 380th EMXS fabrication flight NCO in charge. “With fabrication however, whether it be machining a new part, welding on aircraft, or determining the best approach to restoring the structural integrity of the airframe to original strength, weight, and contour, our repair processes require that we utilize the instructions within the technical data as well as our experience in order to execute the most safe and efficient solution.”

The Sheet Metals shop is in charge of receiving deficient parts from all over the installation and fixing them, making them a very cost-efficient method, rather than purchasing a new part.

Like the Sheet Metals shop, the Non-Destructive Inspection shop supports all of the aircraft assigned to the 380th AEW using various techniques involving technology with their innovative ways.

“Most of our work requires us to trust our judgement and knowledge,” said Airman Isaiah Edwards, 380th EMXS NDI technician. “We are capable of combining science with technology to evaluate the integrity of structures, metals, system components, and fluids without causing any damage, or impairing future usefulness to any parts.

“The Fabrication Flight accomplishes this mission by identifying and repairing aircraft structural damage and ensuring aircraft motors are ready to accomplish the mission,” Silvas said. “The Fabrication Flight is essential to keeping mission capable aircraft available to provide air superiority in the region, supporting both America and her allies.”

Former Thunderbirds pilot wins Wright Brothers Memorial Trophy

ARLINGTON, Va. (AFNS) — Retired Gen. Lloyd Newton, the first African American Thunderbirds pilot, received the 2018 Wright Brothers Memorial Trophy during the 71st National Aeronautics Association’s Wright Brothers Memorial Dinner in Washington, D.C., Dec. 14.

Air Force Chief of Staff Gen. David L. Goldfein, who introduced Newton during the ceremony, thanked Newton for his service and his ability to break barriers in the Air Force.

“You once said flying is in your blood,” Goldfein said. “I know each person here would agree that service, passion, and inspiring others are also in your DNA. Our Air Force and our nation are better today because of your leadership and unwavering dedication to airpower.”

Newton, who flew 269 combat missions during the Vietnam War, is the first African American to receive the Wright Brothers Memorial Trophy. During the ceremony, he thanked Goldfein, past and current colleagues, his family and reflected on what it means to be included among the “greats” of aviation history.

“It is very clear to me that the Wright Brothers started something that was bigger than themselves and probably what they could have ever imagined,” said Newton. “I would say that through aviation, the Wright Brothers helped start the first internet. What I mean by that, is that it was another way to connect people together all over the world in a much faster speed of time. It was on that day in 1903, Dec. 17, when the magic really happened and the whole world stopped, just to understand what they were doing, and it’s still with us today. Air Force PEAT leverages Civil Air Patrol in Total Force problem solving

ARLINGTON, Va. (AFNS) — The Air Force Physiological Episodes Action Team is partnering up with the Civil Air Patrol as it continues to work toward solving physiological episodes or events.

A physiological event or episode is an anomaly in the interaction among aircrew, equipment, and environment that causes adverse physical or cognitive symptoms, which may impede the ability to fly.

The CAP, who normally supports the Air Force by assisting with search and rescue, disaster response, border security and escort of Unmanned Aircraft Systems, will begin testing sensors that may solve problems associated with physiological episodes.

“Great power competition, as described in our National Defense Strategy, requires us to fly, fight, and win in contested environments,” said Brig. Gen. Edward Vaughan, Air Force PEAT lead. “Airpower must continuously solve the problems presented by the human-machine-environment interface. We must aggressively challenge the status quo to ensure that Airmen can safely and effectively

operate in a future defined by exponentiated chaos. We must engage our partners across government, industry, and academia to help us disrupt those processes that no longer provide value. That’s why working with groups like the Civil Air Patrol will help us solve more problems.”

According to CAP Chief of Standardization and Evaluation Kevin Conyers, one of the first efforts would be to determine if selected sensors or other devices would be compatible with a flying environment.

“We would do this by taking sensors along on CAP missions and seeing if they performed as expected,” said Conyers. “Currently we are working on the process for approving devices for flight on CAP aircraft and then we can move on to actually flying with and testing the devices.

We hope to begin testing missions sometime in mid-2019.”

Another way the CAP might assist the Air Force PEAT relates to examining what could be hundreds of potential sensor candidates recommended by Airmen via an the Air Force PEAT website.

“CAP has tens of thousands of volunteers, many with

STEM expertise, who might be engaged to sort through these recommendations to determine which were likely to be worth examining in greater detail,” said Conyers.

CAP also has experience in using crowd sourcing for evaluation, which is a civilian best practice that could provide valuable insight to the Air Force in multiple applications.

“Civil Air Patrol, as a member of the Total Force, is glad to work with the U.S. Air Force PEAT to identify and test potential tools and solutions for fellow Airmen,” said CAP Director of Operations John Desmarais. “We hope that these efforts can expedite the process to help get our warfighting partners what they need to succeed as quickly as possible.”

Meetings with the Air Force PEAT, CAP and other partners are ongoing.

“I think this is just the beginning for these kinds of partnerships,” said Vaughan. “I know future collaboration and testing will yield some much needed results. The Civil Air Patrol is an integral part of our total force mission.”

KALAIKUNDA AIR FORCE STATION, India (AFNS) — Airmen from the U.S. and Indian air forces marked the successful completion of 12 days of bilateral training and increased mutual cooperation during the Cope India 19, or CI19, closing ceremony Dec. 14 at Kalaikunda Air Force Station.

A long-standing bilateral U.S. Pacific Air Forces-sponsored field training exercise, FTX, conducted with the Indian Air Force, or IAF, Cope India focused on enhancing mutual cooperation and building on existing capabilities, aircrew tactics and force employment. This year’s event ran from Dec. 3-14 and marked the fourth iteration of the exercise, with previous events in 2004, 2008 and 2009.

“We appreciate the opportunity to work alongside nations that support a free and open Indo-Pacific,” said Gen. CQ Brown Jr., PACAF commander, during the ceremony.

“As a committed partner enhancing peace, prosperity and security across the region, we are grateful for India’s support and the growing trust between our two nations.”

Cope India initially began as a fighter training exercise held at Gwalior Indian Air Force Range with the goal of increasing combat capability and improving warfighter compatibility between the U.S. and Indian air forces. The exercise has evolved to incorporate subject matter expert exchanges on a wide range of specialties, air mobility training, air drop training and large-force exercises, in addition to fighter-training exercises.

“Cope India exceeded U.S. and IAF expectations. We learned from each other regarding operations, maintenance, logistics, crisis response, and many other capabilities that we can share with each other,” said Col. Darryl Insley, 13th Air Expeditionary Group-CI19 commander. “More importantly, we built lasting friendships and relationships that will endure for years to come.”

“This is not an ‘us’ versus them scenario, we flew mixed formations and attempted to learn from each other’s best practices,” said Air Commodore Saji Anthony, IAF

air officer commanding of Kalaikunda Air Force Station, adding that continued exercises enable the two nations to better “operate together in times to come.”

New aspects to this year’s event included observers from the Japan Air Self Defense Force, as well as the exercises’ expansion to two locations, Kalaikunda and Panagarh, both located in the eastern part of West Bengal state. Operating out of Kalaikunda has historical significance for the bilateral relationship as it served as one of four U.S. B-29 bomber bases during World War II. Brown remarked the base’s involvement was “indicative of the long history between our two nations and the opportunity to enhance it further moving forward.”

“Cope India is just one part of an ongoing effort to strengthen the relationship between the U.S. Air Force and the Indian Air Force,” Brown said. “These exercise scenarios challenged us to be agile in execution, innovative in our approach and integrated in our command and control, enhancing the readiness and lethality of our Airmen and our allies and partners.”

Brown attended the exercise as part of a four-day visit to the country. In addition to attending the ceremony, the general visited with U.S. and Indian airmen and participated in an orientation flight in an IAF Mirage 2000, one of four different types of fighters flying in the exercise.

Total participation included more than 200 U.S. Airmen, F-15 Eagles from the 18th Wing, Kadena Air Base, Japan, and C-130J Super Hercules from 182nd Airlift Wing, Illinois Air National Guard, alongside IAF airmen operating Sukhoi 30s, Jaguars, Mirage 2000s, C-130Js, as well as Airborne Early Warning and Control System (AWACS) and refueling aircraft.

Air Chief Marshal BS Dhanoa, IAF chief of staff, met with participating airmen earlier in the exercise and emphasized the importance of creating an environment of camaraderie and an opportunity to learn from each other’s best practices in enhancing operational synergy.

Platinum Medallion Partnership

A local sheet metal apprenticeship, highly-popular with veterans and partnered with Mt. Carmel Veterans Service Center, earned the 2018 Platinum Hire Vets Medallion Program Demonstration Award from the U.S. Secretary of Labor. Conducted by the Colorado Sheet Metal Joint Apprenticeship Training Committee, the paid apprenticeship received over 120 direct referrals from Mt. Carmel.

“The partnership with the sheet metal union and Mt. Carmel has blossomed into a great friendship that helps so many transitioning service members and employers in our community,” said Murphy Company Foreman, Army Veteran and program graduate, Greg Daniels. “It was incredible to be a part of something so much bigger than myself, and the partnership with Mt. Carmel amplified all the positive things we all look for in our lives. I recommend the program to everyone, and I refer people to Mt. Carmel on a weekly basis.”

Program participants gain training, experience and certifications, earning $17 an hour as a first-year apprentice with graduates typically earning six figures with benefits.

“Partnership with Mt. Carmel ensures mental health and supportive services are

available to all veterans enrolled in our four-year apprenticeship, a requirement for certification of our program,” said Andy Gililland, Apprenticeship Training Coordinator. “This program provides jobready, motivated individuals equipped with leadership skills and life experience who are immediately needed in our regional workforce. “ The DOL recognition should be proof to veterans that skilled trades are a safe bet according to Daniel Martinez, Mt. Carmel Director of Employment and Transition, “Our nation is hurting for skilled labor and this is a great program; we can also help connect Veterans with electrical and piping apprenticeships and more.”

AFWERX hosts Spark Cell workshop to share ideas, build innovation network

AUSTIN, Texas (AFNS) — Airmen from across the Air Force gathered in Austin Dec. 13 and 14 to learn about the Department of Defense’s innovation ecosystem and the best ways to plug into the overall culture of innovation at every level of the total force.

The Spark Cell workshop, hosted by the AFWERX-Austin hub team, was designed to help grow the network of willing collaborators and share ideas and approaches that foster a results-driven culture of innovation.

“Every Airman has the opportunity to shape the future force and help us maintain our competitive advantage over our adversaries,” said Maj. Tony Perez, AFWERX Spark director. “We want our Airmen to know that they're not alone on this innovation journey. There are pockets of excellence all across the Air Force that we want to connect in a decentralized network of semi-autonomous cells.

The workshop included classes on innovation fundamentals, tools, building a team and existing Spark Cell lessons learned case studies.

Representatives from wings across Air Education and Training Command attended the workshop to share ideas and collaborate, including Spark Cell directors from Columbus Air Force Base, Mississippi, Joint Base San Antonio and Sheppard AFB, Texas, and Vance AFB, Oklahoma. “(AETC attendees) used this workshop as a way to tighten our communications and work directly with AFWERX and Pilot Training Next in order to move forward as a team on specific projects and requirements,” said Maj. Ryan Brewer, 14th Flying Training Wing innovation director. “Although we have been talking weekly, it was good to meet face to face and plan a strategic way forward.”

Experiencing AFWERX collaboration efforts with industry and learning more about the contracting and acquisition processes was critical learning over the two days.

“Seeing all of the work that AFWERX is putting in with industry partners is going to help accelerate Air Force innovation,” said Brewer. “Some of our biggest issues involve the contracting processes and AFWERX is helping us travel those roads faster and more efficiently.”
