Creating high performance through job satisfaction By 1st Lt. Kris Lee | 321ST MISSILE SQUADRON F.E. WARREN AIR FORCE BASE, Wyo. (AFNS) — Do you like your job? Do your Airmen like their jobs? If you answered no, why? How you answer those questions can say a lot about your organization. Believe it or not, you can create a better workplace for your Airmen.

At the bare basics, think about what people need and want from a job. Abraham Maslow’s book, “A Theory of Human Motivation,” tells us that each person has a hierarchy of needs: physiological, security, belongingness, esteem and ultimately self-actualization needs. Money is a prime motivator to work, but job satisfaction requires much more.

It requires a job that creates belongingness, esteem and self-actualization. It requires opportunities for growth, advancement and achievement.

This is where you, the leader, come into play. A primary goal of leadership is to influence the performance of followers to accomplish a goal. That’s easy to say, but putting it into practice can be convoluted and confusing. Performance is the product of ability and effort. If the ability is low, it is unlikely any amount of effort will result in high performance.

Likewise, if the effort is low, high performance is doubtful. If your team’s performance is low, you must ask which area is lacking: ability or effort. We assume your people are properly trained such that the question becomes, “How do I influence my people to put in more effort?”

Everyone has personal goals and every organization has goals for mission success. To influence people to put in more effort, one approach is to align people’s personal goals with the goals of the organization. If your organizational goal is to complete paperwork with zero errors, and you have an

Airman whose goal is to be off an hour early next Friday, you can align the personal goal with the organizational goal. This is one way to achieve external motivation, but our focus is on creating internal motivation – creating high performance through job satisfaction.

American psychologist Frederick Herzberg found that job dissatisfaction and job satisfaction are not related. The factors that lead to dissatisfaction are not the same as those that lead to satisfaction.

Hygiene factors leading to job dissatisfaction are: policy and administration, supervision, relationship with supervisor, work conditions, salary, relationship with peers, personal life, relationship with subordinates, status and security.

Motivator factors leading to job satisfaction are: achievement, recognition, the work itself, responsibility, advancement and growth.

While these lists certainly aren’t all-inclusive, it points out a very important concept, keeping “hygiene factors” in check is important to keep people from becoming dissatisfied, but you will not create satisfaction and motivation by focusing all of your attention there. People find true job satisfaction when their need for self-actualization is fulfilled – when you provide them with opportunities that lead to achievement, recognition, increased responsibility, advancement and growth.

place to start is by changing the way authority is delegated.

Some of my crew commanders have taken care of the “commander roles” such as delivering the mission planning brief, making tactical decisions in simulator training and taking care of the administrative duties. That left me feeling like my only job was to be a second set of hands to launch intercontinental ballistic missiles. Given that the U.S. has never launched an alert ICBM, my job was pretty minimal.

You might be thinking, “Wow, what an easy job! How can you complain?” You’re not wrong – it was easy. My “hygiene factors” were in check, but I had zero factors leading to satisfaction. I didn’t hate the job, but it wasn’t motivating.

Other commanders afforded me the opportunity to deliver the mission brief, make decisions and fill out paperwork and awards packages. Those times made me feel important. When I delivered briefings I gained public speaking skills and was recognized at the table. When I made tactical decisions and guided my crew through the mission, I felt accomplished.

When I learned how to fill out officer performance reports and awards packages, I gained an important career skill and grew as an Airman.

Those commanders, by delegating authority and responsibility to the lowest level, created factors that fulfilled my needs that the paycheck alone could not. Their leadership created job satisfaction that directly impacted my performance. I was taught how to fulfill the roles of the commander as a deputy, and I can pay it forward for my deputies. This gives me opportunities to develop and help my subordinates grow, further adding to my sense of accomplishment and satisfaction.

What can you do as a leader to give Airmen recognition, responsibility, advancement, or personal and professional growth? The answer to this question can change your answer to my first question.

EAP HAS NEW WEBSITE, PHONE NUMBER

The Employee Assistance Program has a new phone number and website.

AFPC.af.mil/EAP. The program will provide the same services and the same access to care provided in the past with continued access 24/7 via telephone, website or in-person.

All Air Force civilian personnel (APF, NAF, Guard and Reserve technicians) and family members will be able to use the program at no charge to the individual or family member. Army personnel stationed at Peterson Air Force base are also covered under the EAP, and they need to indicate they are stationed at Peterson AFB when they call to receive services.

MILITARY RETIREE ASSISTANCE MEETING

The Military Retiree Assistance Office holds its monthly meeting for all military retirees and their spouses on the second Thursday of every month (the next one is Dec. 12) at 11:30 am at the Peterson Air Force Base Club, followed by lunch at 12:45 pm (for those interested).

Schriever implements secure cloud storage

SCHRIEVER AIR FORCE BASE, Colo. — Airmen here now have access to one terabyte of cloud storage and live collaboration thanks to the Air Force implementation of Microsoft OneDrive.

OneDrive allows Airmen to share and collaborate on documents with selected users and groups in real time through its integration with Microsoft Office 365 suite. The data follows Airmen wherever they go.

“A lot of people wanted to put files on the cloud,” Robert Fowler, 50th Space Communications Squadron operations branch chief, said. “[The purpose of OneDrive is] to free up the space on your work station [or let you access your files] if you [get permanent change of station orders] or [go on temporary deployment] to another base.”

A secure cloud service allows Airmen greater freedom to react to mission demands and maintain mobility without derailing other duties. Fowler said the Defense Department OneDrive cloud is an IL5 environment, meaning it is authorized to contain controlled unclassified information (to include information classified as for official use only). Further information can be found in the “Department of Defense Cloud Computing Security Requirements Guide,” dated March 2017.

Since the OneDrive desktop application will upload, update and synchronize documents automatically, Airmen will access the most up-to-date versions of any stored file. It also adds a level of information security as cloud backup can help prevent the loss of mission-critical documents.

“Once you've logged into it, after a day or two, it's going to ask you to back things up to it — primarily what's on your desktop — so your documents and files are out there to follow you around wherever you go,” Fowler said.

Airmen can store and access almost any type of file 15 GB

or smaller through this service. Exceptions include: mp3 audio files, mp4 video files and Microsoft Outlook data storage files due to bandwidth considerations.

Fowler said they’re still learning the additional functions of the system.

“We’re still trying to figure out all the great things you can do,” Fowler said. “We got a question [asking] if you could access it from home. Probably not; you’d have to use a VPN, [though] there is a web link, which was sent out base wide along with a tutorial slide deck.”

Fowler said there’s currently no solution for mobile devices because the system requires a common access card, or CAC, to access it.

However, 1st Lt. Kyle Kirchem said so far, OneDrive continues to run without problems.

“CFP hasn’t received one call or ticket reporting issues with OneDrive,” Kirchem said. “Only about 4 percent of (Air Force) users have configured OneDrive out of 470,000 who could access it.”

Scott Air Force Base, Illinois implemented the first phase of the program in 2018.

“One of the benefits of transitioning to cloud-based commercial services is that it not only allows us to take advantage of current offerings,” Markus Rogers, Air Force Network Integration Center executive director said. “It provides a foundation across the Air Force and Department of Defense to leverage future Microsoft Office 365 collaboration services.”

Shaw and Whiting trade places, both Space Commands win big

VANDENBERG AIR FORCE BASE, Calif. — Air Force Maj. Gen. John E. Shaw took command of Combined Force Space Component Command (CFSCC) and 14th Air Force from Maj. Gen. Stephen N. Whiting during a change of command ceremony at the Combined Space Operations Center, Nov. 20.

Air Force Gen. John W. “Jay” Raymond, Commander, U.S. Space Command (USSPACECOM) and Air Force Space Command (AFSPC), presided over the ceremony, which officially recognized Shaw as the new Commander of CFSCC and 14th Air Force; and Whiting’s new assignment as the Deputy Commander, AFSPC. “Today we mark the change of command for two very important commands; and we celebrate two exceptional officers, and space giants if you will in our Air Force – Maj. Gen. Stephen Whiting and Maj. Gen. John Shaw,” said Raymond.

“In this trading places scenario Air Force Space Command and U.S. Space Command win big at both ends of the trade.”

Prior to the change, Shaw served as the Deputy Commander for AFSPC; assisting the AFSPC Commander in organizing, training, equipping, and maintaining mission-ready space forces and providing missile warning, positioning, navigation and timing, and communications capabilities for U.S. Space Command and other combatant commands.

During the ceremony Shaw highlighted the history of 14th Air Force leading coalition forces against adversaries under the command of Maj. Gen. Claire Chennault; and the importance of continuing to work with allies and partners to overcome future national defense challenges.

“This is a particularly special command to take. It is one that is combined, because it is about partners and teamwork.

We are indeed stronger together; we can go faster together; and we can go higher together; and I’m grateful to be part of that team,” said Shaw.

As Commander, Shaw is responsible for the CFSCC mission to plan, integrate, conduct, and assess global space operations in order to deliver combat relevant space capabilities to Combatant Commanders, Coalition partners, the Joint Force, and the Nation.

Additionally, Shaw is responsible for the 14th Air Force mission to produce Combat-Ready Airmen gaining and maintain-

“The Combined Force Space Component Command and 14th Air Force are at the nexus of a lot of the change you are going to witness in the next few years,” said Shaw. “I’m excited to be here; I’m proud to be on the team with you; and I can’t wait to get started!”

Shaw entered the Air Force in 1990 as a distinguished graduate of the U.S. Air Force Academy with a degree in astronautical engineering and a minor in Russian language.

His operational commands have included the 4th Space Operations Squadron, the 50th Operations Group and the 21st Space Wing.

Shaw’s staff assignments include positions at the Office of Under Secretary of Defense for Policy; Headquarters, United States Air Force; Office of the Assistant Secretary of the Air Force for Acquisitions; United States Strategic Command; United States Air Forces in Europe, Air Force Space Command; and NATO Armed Forces South.

Safety: A key component in any good holiday celebration

By Josh Aycock | AIR FORCE SAFETY CENTER KIRTLAND AIR FORCE BASE, N.M. — Leadership at every level should ensure our Airmen are prepared for the hazards they may face both on and off their installation. The Air Forces top three leaders highlighted those hazards and began the conversation in a recently released tri-signature memorandum discussing holiday safety.

“Your health and safety is our priority, and requires all of us to do our part to take care of each other,” stated the memorandum.

“Thanksgiving weekend is the unofficial start of the holiday season which brings additional risk caused by inclement weather, decreased daylight hours and some of the heaviest travel days of the year.

All of these factors increase the risk of accidental injuries, which in tum affects our readiness as a fighting force.”

Throughout the past decade, 35 Airmen lost their lives to on- and off-duty preventable accidents during the holidays. Last winter alone, Airmen suffered 251 accidents that took them out of work at least one day, with a cost to readiness of nearly 11 work-years.

“Airmen are the backbone of our combat capability. Ensuring they are prepared to identify and mitigate risks in every environment is paramount,” said Maj. Gen. John T. Rauch, Air Force chief of safety.

“Given the nature of the holidays, we tend to see those guards start to slip as our minds focus on the enjoyment of celebrating with family and friends. That’s why we want

to ensure safety plays a key role in planning for the holidays and winter in general.”

Throughout the last decade, the top five hazards Airmen incur during the holiday timeframe are operating a 4-wheeled personally owned vehicle; operating a 2-wheeled personally owned vehicle; engaging in activities on natural water; aviation; and simply being a pedestrian.

In four of the five hazards, aviation excluded, alcohol use was the single most common factor, cross-cutting all off-duty mishap categories.

“No one is invincible or immune to accidents, but everyone can reduce the odds by using simple risk management steps such as having a plan and sticking to it. Err on the side of safety when conflicts in the plan occur,” said Michael Ballard, Air Force chief of occupational safety.

While leaders around the Air Force should stress hazard identification and risk management with their Airmen, the Air Force’s senior leaders closed the memorandum by mentioning the importance of appreciating the reasons for the season: “The holiday season provides abundant opportunities to celebrate with our family and friends.

We urge you to take advantage of the long weekends and holiday periods, enjoy your hard-earned leave, and do it safely with a focus on returning to duty healthy and recharged. We wish you the happiest of Holiday Seasons and

continued success in the New Year.”

To keep the conversation going, the Air Force Safety Center will focus on providing materials relative to winter and holiday safety concerns during its 2019 Holiday Safety focus, but also encourages leaders to join in the conversation. The primary focus areas will consist of promoting and educating Airmen on: Holiday and Winter Driving Traveling – Rest prior to starting the trip; not stopping to rest; drowsy driving; night driving due to shorter days; trip planning 1. Weather — Not being prepared for weather; driving on snow/

ice; mountain driving; dressing for the weather 2. Vehicle Preparation — Preparing your car for winter driving, adding to your vehicle emergency kit 3. Slip, Trips and Falls — Snow/ ice; wearing the wrong footwear, hanging decorations 4. Exertion — Over-doing it; not preparing for an activity (snow shoveling, winter sports, layering) 5. Alcohol – Impaired driving; over-indulgence; having a “get home” plan 6. Home — Furnace/fireplace maintenance; smoke/C02 detector check-ups

Law department professor awarded ‘flagship’ scholarship grant to research, teach in Europe

They’ve already tested a brunch menu as well with items like a biscuit waffle breakfast sandwich and Fistfull-O-Vegfast Burrito made with tofu scramble.

Douglas McKechnie, a full professor in the Academy’s law department, will spend his spring months at Comenius University in Bratislava, Slovakia, teaching in the university’s Constitutional Law department.

Col. Kristine Keunzli, head of the Academy’s law department, said McKechnie’s selection for the grant was “spot on.”

“It properly portrays Professor McKechnie and the quality of our faculty in the Department of Law and at the Air Force Academy,” she said. “We are all excited for this opportunity for Professor McKechnie, both for what he will gain from his experiences and for what he will bring back our institution.”

McKechnie expects to team up with the Comenius faculty to teach comparative constitutional law and human rights courses. He’s also been invited to participate in guest lectures and conferences.

“This will be an ideal opportunity to continue my studies Central and Eastern European constitutional law and jurisprudence,” he said.

Fulbright Chair Jeffry Bleich welcomed McKechnie into the Fulbright program in a January letter.

By Staff Sgt. Nicole Leidholm | ARMED FORCES MEDICAL EXAMINER SYSTEM DOVER AIR FORCE BASE, Del. — The Department of Defense implemented new policy in March 2019 to direct all service Drug Demand Reduction Program labs to test for fentanyl and norfentanyl.

The DoD has a zero tolerance policy for the illegal or improper use of drugs by service members. Because of this, all U.S. service members are subject to random urinalysis testing.

When trends start to be seen in society, the DoD looks at the potency and lethality of the drug, before being considered for additional testing on the panel, said U.S. Navy Capt. Eric R. Welsh, Office of Drug Demand Reduction director.

Fentanyl is an opioid, similar to heroin. It is 50 times more potent than heroin and 100 times more potent than morphine.

“Fentanyl and its metabolite, norfentanyl, have garnered national attention lately because of fentanyl’s growing popularity and potential lethality,” said U.S. Navy Lt. Cmdr. Katherine Dozier, Armed Forces Medical Examiner System Special Forensic Toxicology Drug Testing Laboratory chief. “This, combined with the emergence of fentanyl and norfentanyl in SFTDTL’s DoD surveillance testing, led the Office of Drug Demand Reduction to petition for fentanyl’s addition to the standard DDRP drug testing panel.”

The five service branch DDRPs and the AFMES SFTDTL began fentanyl screening in June 2019.

“Very small quantities of fentanyl can have significant effects,” said Dozier. “The illicit drug trade is aware of this, and has used fentanyl to cheaply adulterate heroin, cocaine, and other illicit drugs to enhance effects.”

The SFDTL at AFMES provides surveillance testing for the DoD, as well as civilian populations through approved collaborations.

“The SFDTL determines current drug trends and confirmation testing for the five service DDRP labs,” said Dozier. “We confirm fentanyl and its metabolite, norfentanyl, as well as synthetic cannabinoids, commonly called Spice or K2.”

According to the National Institute of Drug Abuse, Spice and K2 are often called marijuana or “fake weed” because some of its chemicals are like those in marijuana, however, the effects can be unpredictable and in some cases, severe or even life-threatening.

“Robust, frequent and random drug testing of our personnel is one of our greatest

weapons against drug use,” said Welsh. “Even though the Department tests for more drugs than ever before, the positive rate was the lowest observed in 20 years at 0.84 percent.”

According to DoD instruction 1010.16, drug testing is used to permit commanders to assess the security, military fitness, readiness, good order and discipline of their commands and allow commanders to take disciplinary or administrative action as appropriate.

“Illicit drug use by service members is a national security threat and a health and safety concern,” said Dozier. “Many of these drugs have been shown to affect decision-making, risk-taking, and levels of consciousness. For the well-being of every service member and every U.S. citizen they defend, illicit drug use in the military must be taken seriously.”

When a service member is asked to submit a urine sample for testing, it is done at their location’s DDRP. The sample is then shipped to the one of the five service branch FTDTLs, where it is tested via immunoassay, the same scientific technique used in pregnancy tests that allows for an answer of either negative or presumptive positive.

“If a specimen tests presumptively positive on the immunoassay for synthetic cannabinoids or fentanyl, it is sent to SFTDTL for confirmation,” said Dozier. “We confirm these specimens using Liquid Chromatography Tandem Mass Spectrometry.”

The spectrometer is able to positively identify and measure the amount of fentanyl or norfentanyl in urine specimens, which leads to a positive result reported.

“If there is a positive result for a prescription drug, such as fentanyl, the result will be forwarded to the medical review officer to determine if the use of the prescription is legitimate,” said Pamela Iseminger, 436th Air Wing DDRP manager. “If there is no medical documentation in the members file to substantiate the positive test, the unit commander will meet with the member to provide written notice of the positive result.”

Then, the member is provided 30 calendar days to produce any medical records or other documentation which may justify the positive result, said Iseminger.

“The DDRP directly impacts mission readiness,” said Iseminger. “It acts as the focal point for installation level drug urinalysis testing and drug prevention programs and ensures a work place free of illicit drugs use and provides a mission-ready fighting force at all times.”

Air Force says CBD AFRL technology set for launch products not OK to International Space Station to use, may cause positive drug test

By Secretary of the Air Force Public Affairs WASHINGTON, D.C. (AFNS) -- Cannabidiol oil, also known as CBD oil, is growing in popularity as an ingredient in health and pet products, but is it okay for service members and federal employees to use? The simple answer is no.

These products may contain tetrahydrocannabinol and can cause Airmen to test positive during a urinalysis for the presence of marijuana, which is illegal to consume under federal law and Air Force Instruction 90-507, “Military Drug Demand Reduction Program.”

“It’s important for both uniformed and civilian Airmen to understand the risk these products pose to their careers,” said Maj. Jason Gammons, Air Force Office of The Judge Advocate General spokesperson.

“Products containing unregulated levels of THC can cause positive drug tests, resulting in the same disciplinary actions as if members had consumed marijuana.”

CBD oil is derived from the Cannabis sativa L. plant, commonly known as marijuana, and is found in many products – gummy bears, teas, vapes, lotions, bath salts and even pet treats. CBD alone is non-psychotropic, which means it doesn’t produce the high associated with other marijuana components like THC. While there have been a number of claims of its wide range of

health benefits, CBD products are still unregulated by the Food and Drug Administration and may also contain varying levels of THC that may not be advertised on the label.

“The important point for Airmen to consider is the level of uncertainty for these products,” Gammons said. “We want to ensure we arm them with the facts so they can make informed decisions and not inadvertently jeopardize their military careers.”

According to a 2017 study conducted by Marcel Bonn-Miller, Ph.D., a study of 84 CBD products sold online, found that only 31% of product labels accurately reflected the CBD content and 21% contained THC, even when product labels advertised zero THC. Although the levels may not be significantly high, it can still be enough to result in a positive urinalysis result on a drug test. Positive urinalysis results can place service members under disciplinary action. Certain federal employees are also subject to random drug testing based on the requirements of their positions and could be subject to discipline.

Products containing THC, even pet products, may qualify as possession of a controlled substance. Possession of a controlled substance is regulated under the Uniform Code of Military Justice, federal law and state laws.

KIRTLAND AIR FORCE BASE, N.M. — A satellite developed by the Air Force Research Laboratory to measure low frequency waves in the magnetosphere will launch Dec. 4 to the International Space Station.

The AFRL satellite being launched from Cape Canaveral is called the Very Low Frequency Propagation Mapper or VPM. Its mission is to collect data on the Demonstration and Science Experiments, or DSX, satellite the Air Force launched in June 2019.

The VPM satellite was built at AFRL’s Space Vehicles Directorate at Kirtland AFB, and is part of a resupply payload aboard a SpaceX Falcon 9 rocket.

“VPM is a “CubeSat” satellite that measures 4 inches long, 8 inches wide, and 12 inches high whose mission is to measure very low frequency, or VLF, waves within the magnetosphere,” said Capt. Stephen Tullino, VPM Mission Manager. “It will primarily be a third party observer satellite to the DSX mission to prove that very low frequency waves can be injected within the magnetosphere.”

The primary goal for the satellite is to gather important data to better understand the effectiveness of the DSX satellite transmitter. VPM will remain in Low Earth Orbit for a total of 364 days to gather the data.

The VPM program cost was roughly $4.5 million and the design uses commercially produced components to evaluate their utility.

The spacecraft is using the Pumpkin 6 cubic unit (6U) CubeSat structure, Pumpkin batteries and solar panels to evaluate the capabilities of the Clydespace Electrical Power System, the utility of the Beaglebone Black as a flight computer, Blue Canyon Technologies XACT ADCS, Globalstar Simplex Transmitter Unit3 beacon, and a Vulcan Wireless software-defined radio transponder. The VLF receiver was designed by Stanford University and constructed at AFRL along with the remaining spacecraft hardware.

The Air Force Research Laboratory's Very Low Frequency Propagation Mapper (VPM) satellite with solar panels deployed. The VPM satellite will be launched from Cape Canaveral, Florida on board a SpaceX rocket on Dec. 4.

In addition to testing the effectiveness of the commercial spacecraft components, VPM will test commercial communication systems. It will be one of the first DoD missions to utilize the global communication network known as Kongsberg Satellite Services.

Once on the ISS, VPM will remain there for approximately five weeks before it will be carried to a higher orbit by a Northrop Grumman Cygnus resupply capsule, and deployed mid-January 2020.

Once VPM enters higher orbit, it will switch on and deploy two antennas that will be used to measure VLF waves.

“This mission is unique in that it will be operating a VLF receiver in space as a dedicated receiver for another satellite (DSX) that will be transmitting VLF waves that it can observe,” Tullino said.

The satellite is currently at the Kennedy Space Center in Florida and has been loaded into the SpaceX Dragon resupply capsule in preparation for launch.

KIRTLAND AIR FORCE BASE, N.M. — Members of Team Kirtland engaged the local community alongside fellow Science, Technology, Engineering, Arts and Mathematics, or STEAM-focused local companies, schools and nonprofit agencies during the Discovery Festival at the Albuquerque Convention Center, Nov. 22, 2019.

The Discovery Festival is an interactive STEAM event coordinated by Big Brothers Big Sisters of Central New Mexico. This is the festivals sixth year, but only the second year of participation for the 377th Air Base Wing and Air Force Nuclear Weapons Center.

According to Cindy Dominguez-Trujillo, 377th Air Base Wing Special Assistant to the Commander on Diversity and Affirmative Employment, this event is held in an effort to engage with young students in the community, spark interest for STEAM and make them aware of the job opportunities that are available at Kirtland.

“Frequently the kids in the community don’t have the opportunity to come beyond

our fence line [of the base],” said DominguezTrujillo. “This is our way to bring our fence line outside to them.”

Students had the opportunity to interact with members from the 377th Mission Support Group explosive ordnance disposal unit, Air Force Nuclear Weapons Center and Air Force Research Laboratory while playing with robotic arms, Ozobots and learning about different weapons.

“The base is a huge part of the economy here in Albuquerque,” said Lori Carabajal, Discovery Festival Committee chair and Big Brothers Big Sisters board member. “We need to recruit more from within. Through a fair like this, we can get our kids educated and excited about STEAM careers and recruit from within the community.”

According to Carabajal, the more than 3,200 students that were part of this year’s event, had their eyes wide open and were excited for the hands-on demonstrations.

Team Kirtland plans to continue working with this STEAM project, and the community.

Water tests show chemical levels south of Academy nondetectable or well below EPA health advisory levels

— Validated test results from residential drinking-water wells south of the Academy showed 40 samples had non-detectable levels, and three wells did not exceed 20 parts per trillion, for Perfluorooctane Sulfonate (PFOS) and Perflourooctanoic Acid (PFOA). The Environmental Protection Agency's Drinking Water Lifetime Health Advisory (LHA) for PFOS/PFOA is 70 parts-per-trillion.

The Air Force began testing private drinking water wells in the Woodmen Valley Fire Protection District, including the Woodmen Valley and Thunderbird Estates neighborhoods in September after an Air Force site inspection revealed groundwater samples from four areas on the Academy above the EPA’s LHA of 70 parts-per-trillion for PFOS and PFOA. Samples were sent to Bureau Veritas Laboratories in Mississauga, Ontario, Canada, for testing. Bureau Veritas is one of four laboratories certified by the

Defense Department's Environmental Laboratory Accreditation Program to conduct testing. Results were then validated by an independent third party.

The Air Force will continue to monitor PFOS and PFOA levels on a periodic basis at several locations along the installation’s southeast perimeter.

PFOS and PFOA are part of a family of synthetic fluorinated chemicals called per-and polyfluoroalkyl substances, used for many years in industrial and consumer products that resist heat, stains, grease and water, as well as in commercial industry and military firefighting foam.

Firefighting foam containing PFOS and PFOA was used at the Academy from the 1970s until 1990 for firefighter training. After that time, the equipment used to dispense the foam was periodically tested until approximately 2005.

The Air Force now uses foam formula that meets military requirements and the goals of the EPA’s 2010/15 PFOS Stewardship Program.

Officially a part of the 48th Medical Group at neighboring RAF Lakenheath, the clinic is staffed with aerospace medicine technicians, independent duty medical technicians and flight surgeons ready to meet the challenge of keeping flyers from every wing and tenant unit where they belong: in the air.

“We’re here to support the flying mission,” said Staff Sgt. Zachary Gandy, 48th Aerospace Medicine Squadron flight operations medical technician. “We support those people who have flying class physicals, such as flyers or groundbased controllers.”

Pilots and other flyers are required to meet extensive medical standards due to the nature of their work. ”For folks being seen at the medical group and family health, they see you, they may give you medicine, you go to your job, you go on about your daily life,” said Staff Sgt. Franklin Miranda, 351st Air Refueling Squadron independent duty medical technician. “For flyers, if they are on any kind of medication, normally they are grounded. If they

are referred to anybody, then we’re on top of the referrals, making sure they are following up. We kind of treat them like professional sports players. We need them to get back onto the field.”

The medical personnel at the clinic are mainly concerned with making sure a flyer can safely perform their duties while in the air.

“Flyers always want to fly, so they’re going to tell us that they feel good,” said Gandy. “A misconception is that you’re probably not going to be flying for a little while if you come to flight medicine. If we do ground you, we’re doing it for the safety of you and however many people that could get hurt from you crashing.”

The significant impact of keeping Airmen ready to perform their duties is not lost on the Airmen who provide medical care at the clinic.

“I’ve seen a mission canceled due to medical-related issues,” said Miranda. “Weekly, we’re checking our members’ readiness status. Flight medicine gets together and we discuss why members are down. We’re very thorough when it comes to the readiness aspect. We’re directly involved with making sure the mission is a go.”

By Kendahl Johnson | 75TH AIR BASE WING PUBLIC AFFAIRS HILL AIR FORCE BASE, Utah (AFNS) — In an effort to demonstrate innovative prototypes that use commercial 5G technologies as a way to augment future military capabilities, the Department of Defense chose Hill Air Force Base and three other U.S. military bases including Joint Base Lewis-McChord, Washington; Naval Base San Diego and Marine Corps Logistics Base Albany, Georgia. as a test bed for 5G technology.

Frank Konieczny, Air Force chief technology officer, visited Hill AFB, Nov. 20, to meet with the base’s senior leaders and others who will be involved with the project. He said the initiative is a “very important project, one of the most important things we could be doing.”

5G is the fifth generation of cellular network technology.

It is the advent of ubiquitous connectivity through wireless communications, and is expected by industry experts to be one of the fastest, most robust technologies the world has ever seen.

Hill AFB was selected for its ability to provide streamlined access to site spectrum bands, mature fiber and wireless infrastructure, access to key facilities, support for new or improved infrastructure requirements, and the ability to conduct controlled experimentation with dynamic spectrum sharing.

DoD leaders expect to release new testing opportunities each quarter, with the focus areas for the first round of ex-

periments having military and commercial relevance. The focus area for Hill AFB is establishing a dynamic spectrum sharing test bed to demonstrate the capability to use 5G in congested environments with high-power, mid-band radars.

“The 5G spectrum sharing experimentation will provide us valuable insight into how we can use 5G when ubiquitous, and provide interconnectivity to meet the needs of the base and the depot of the future,” said Mike Neri, 75th Communications and Information Directorate chief technology officer.

Other focus areas at the four test-bed installations include integrating augmented and virtual reality into mission planning and training, and leveraging 5G’s ability to enhance logistics operations and maximize throughout. The development of 5G technologies will be a collaboration with industry and various government agencies.

Konieczny said it is important for the DoD to remain relevant in 5G technologies as adversaries are heavily investing in 5G to gain military, intelligence and economic advantages.

He said in addition to determining future military capabilities, experimentation will aim to overcome significant exploitable security challenges.

Leaders will issue a draft request for proposals for 5G testing this month, ahead of a full solicitation in December.

They hope to get contracts into place in early 2020, with actual work on the project starting as early as April.

Senators frustrated by uneven pace addressing privatized housing problems

By Charles Pope | SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS WASHINGTON (AFNS) — Secretary of the Air Force Barbara M. Barrett insisted to the Senate Armed Services Committee Dec. 3 that the service is moving aggressively to fix chronic problems with privatized housing while also acknowledging that the “Air Force owns part of the responsibility” for dangerous and unhealthy conditions.

“While many bases have effective privatized housing, others have suffered with project owners who have simply failed,” Barrett said in her opening comments to the committee. Secretaries from the Army and Navy as well as the military chiefs from each of the four services joined Barrett at the hearing.

While the companies have not always performed well, the Air Force has stumbled too, she said.

“We cut too many personnel who provided oversight of the projects and failed to fully empower the chain of command to own and fix these issues,” she said. “As a result, housing problems have distracted from the Air Force mission, disrupted our Airmen and dislocated their families. This is unacceptable, so we are taking necessary steps to hold our project owners accountable for improved performance.”

Tuesday’s hearing was a follow-up to a previous session in March to measure progress addressing widespread problems with base housing maintained by private contractors.

Among the myriad chronic problems are moldy houses, rodent infestations, and gas and sewage leaks.

While senators acknowledged progress, there was bipartisan concern about what they considered the slow pace.

Sen. James Inhofe, R-Okla., committee chairman, set the tone early, noting the “dismal conditions” at some bases, including Tinker Air Force Base in Oklahoma. He told Barrett, the other service secretaries as well as the military chiefs from the Air Force, Navy, Army and Marines that “confession is good for the soul.”

“The time for talking is over,” he said, likening the current housing issues to the “crisis” that confronted Walter

Reed Medical Center in 2007 when shoddy care, unhealthy conditions and sluggish response were uncovered. Inhofe’s observations are important because he chairs the committee and because Tinker Air Force Base is in his home state.

Two of the most high-profile improvements, for example, a Tenants Bill of Rights and a mechanism for tenants to withhold rent if repairs are not made quickly and correctly, are still being developed.

Barrett, along with the other secretaries on the panel, identified steps that have been taken to provide families with a clear path to bring problems forward, such as hiring resident advocates to provide advice for navigating problems.

Barrett said the Air Force will hire 219 resident advocates.

She noted that the Air Force has completed an investigation by the service’s inspector general and that many of the recommendations have been put in place.

“We are integrating leadership and accountability into all levels of housing,” she said. Where misconduct is found or suspected, including allegations of falsifying maintenance reports, “these allegations have been referred to the Air Force Office of Special Investigations which, in coordination with the FBI, will determine whether to press criminal charges.”

All four services also said they were being far more aggressive in evaluating and, when justified, withholding performance payments to companies that manage and maintain the housing.

They also emphasized efforts to train all commanders and push them to take a more active and cognizant role in addressing problems and, more broadly, ensuring more muscular oversight of housing conditions.

“You can’t delegate that,” Air Force Chief of Staff Gen. David L. Goldfein told the committee, adding that providing safe and adequate housing to Airmen and their families is a “sacred duty. This is command echelon business.”

Even with those actions, Elizabeth A. Field, who directs the Defense Capabilities and Management division for the U.S.

General Accountability Office, told senators that completely fixing the problems “will take many years.”

Part of the reason, she said, is flawed data and contracts that in some cases run for 50 years.

An annual housing survey that the Department of Defense must submit to Congress each year and which the department often uses as a counterpoint to criticism “is not in any way reliable,” she said. The most recent survey found that 87% of respondents had a favorable opinion of their “community.”

However, no specific questions were asked about satisfaction with actual housing or if the unit was habitable.

Field added that the GAO’s efforts to analyze another eight million records from 14 installations that included work orders for repairs, could not be accomplished because “the data was so unreliable it could not be used.”

Acting Navy Secretary Thomas B. Modly said cultural barriers connected to privatizing essential services must also be demolished. “When you outsource something there is a cultural shift where people no longer think it’s their problem,” he said.

Army Secretary Ryan D. McCarthy made a similar point.

“We must fix the current housing crisis using a house-tohouse approach. We must also fix the governance model and address underlying issues to ensure systemic change.”

Inhofe said the committee will hold yet another hearing on the topic “early next year” to maintain pressure and monitor progress.

He noted more than a dozen family members who travelled to attend the hearing.

“These are the people whose trust you’ll need to regain,” he said.
