Delta 6 participates in first satellite-hacking exercise

By Airman 1st Class Andrew Bertain | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — Delta 6 space operators participated in the first satellite-hacking event, a collaborative exercise between government, industry, academic and commercial cybersecurity researchers to strengthen security in the space domain, Aug. 7-9, 2020.

Hosted by the Department of the Air Force in partnership with the Defense Digital Service, the satellite hacking challenge, Space Security Challenge 2020: Hack-A-Sat, at DEF CON, is one of the world’s largest and most notable hacker conventions. It required the top eight of over 2,000 teams of security researchers, or ethical ‘hackers,’ to test their cybersecurity skills on simulated space systems. These ethical hackers are members of the cyber research and security communities and were tasked to legally and safely identify system weaknesses.

“The Space Force is responsible for operating and assuring technological capabilities that are critical to every American's way of life, from providing navigation through the Global Positioning Satellite to providing national security through space-based missile warning,” said 1st Lt. Alexander Tymchenko, Hack-A-Sat blue team lead. “Hack-A-Sat demonstrated the very real threats that cyber-attacks on space systems can pose to a digitally connected globe, and the need for the Space Force to invest in securing them.”

During the challenge, the Space and Missile Systems Center’s Defensive Cyber Operations for Space program office and 12 Delta 6 members in the mission defense teams were responsible for monitoring challenge integrity and keeping score during the scenario-based

strate their recapture of the hacked satellite by maneuvering the satellite to take a picture of the moon.

Using a CTF challenge model, the goal of the event was to create a community where one didn’t currently exist by inviting the space, cyber and security research communities to test their skills in a collaborative and open event.

“Delta 6 operators were able to see how the cyber domain interacts with our critical space missions, and the ways in which satellites and antennas can be exploited to disrupt those missions,” said Tymchenko.

Although the contest focused on having hackers find simulated vulnerabilities in space systems, it also helped the U.S. Air Force and Space Force to better understand the adversarial mindset of a hacker when it comes to exploiting space systems.

“By collaborating with the DEF CON community, SMC and the mission defense teams were able to explore unforeseen research areas in the space security domain, and adopt a more adversarial mindset in how we design and defend space systems,” said Capt. Alexandra Preiss, SMC Defensive Cyber Operations-Space Lead.

Through events like Hack-A-Sat, which partner the information security community in an open and collaborative manner, SMC, the U.S. Air Force and Space Force will continue to improve the way space systems are secured and defended in order to maintain a secure and optimal space domain.

“The lessons learned from the event are going to help establish a new curriculum for the next generation of cyber professionals to defend the space domain,” said Preiss.

VANDENBERG AIR FORCE BASE, Calif. — Just over a year after its activation, the Combined Force Space Component Command welcomed its newest commander in front of a mask-donned gathering of CFSCC staff, community members, partner-nation representatives, and others, during change of command ceremony today at the Combined Space Operations Center.

Maj. Gen. DeAnna Burt assumed command of the multinational, joint space operations arm of U.S. Space Command from Maj. Gen. John Shaw, who is set to receive his third star and move to Peterson Air Force Base, Colo., to be the deputy commander for U.S. Space Command.

“As much as today is about two outstanding senior officers and the joint and combined space warfighters of Combined Force Space Component Command, it’s also about the significance of what today represents to the United States and our allies, and our ability to meet our new national imperative for space,” said General James Dickinson, Commander, U.S. Space Command, and officiator of the event. “Perhaps more significantly, we demonstrate a compelling level of mission continuity, while posturing both

Military Health System participating in COVID-19 vaccine trial Military Health System Communications Office FALLS CHURCH, Va. — Five military medical treatment facilities in the National Capital Region, Texas, and California are participating in a phase 3 clinical trial testing the AstraZeneca COVID-19 vaccine in development under Operation Warp Speed. The DoD sites are actively enrolling study participants, with a goal to recruit up to 1,000 volunteers in each of the three market areas towards the total AstraZeneca clinical trial enrollment of 30,000 people.

Operation Warp Speed, a multiagency U.S. Government effort led by the Department of Health and Human Services and the Department of Defense, is working with the private sector with the aims to deliver safe and effective COVID-19 vaccine doses to the American public beginning January 2021.

OWS is funding clinical trials evaluating several vaccine candidates which were selected based on promising data on safety, immune response, and protection in animal studies and safety and immune response data in early-stage trials in humans. Each of the trials is designed to collect data on how well a vaccine candidate protects against COVID-19 and on the safety of the vaccine candidate in a larger population, including people most at risk.

Marine Corps commandant directs activation of space service component

By Marine Corps Forces Space Command Communication Strategies and Operations OFFUTT AIR FORCE BASE, Neb. — Gen. David H. Berger, Commandant of the Marine Corps, directed the activation of a new Marine Corps forces command subordinate to the newest unified combatant command, United States Space Command, effective Oct. 1, 2020.

Marine Corps Forces Space Command, created from the existing space expertise in Marine Corps Forces Strategic Command, will focus on providing space operational support to the Fleet Marine Force while building a convergence capability to increase warfighter lethality.

U.S. Marine Corps Maj. Gen. Matthew G. Glavy is the commander of MARFORSPACE. He is dual-hatted as the commander of Marine Corps Forces Cyberspace Command. Offutt Air Force Base, Nebraska, will initially serve as the home for MARFORSPACE. “We have an incredible opportunity to create a synergy across the information environment based on our unique position within the naval and joint force," Glavy said. "Space and cyber are critical capabilities in the information environment that, when brought together, can provide a competitive advantage.

Convergence requires flexible and interconnected teams focused on solving hard problems with speed. We cannot be successful in these technologyheavy domains without prioritizing people, ideas and things ... in that order.”

While Glavy commands both MARFORSPACE, which reports to USSPACECOM, and MARFORCYBER, which reports to U.S. Cyber Command, the two units will remain separate and distinct commands.

“I am humbled and honored to have the opportunity to lead this new organization,” Glavy said. “This is a pivotal time for our nation. The commandant has made the bold move Marines are known for to ensure our relevancy and readiness.”

30th SW welcomes one of their own as new Command Chief

VANDENBERG AIR FORCE BASE, Calif. — On Nov. 16, 2020, Vandenberg Air Force Base welcomed one of their own, Chief Master Sgt. Jason Delucy, as the new 30th Space Wing Command Chief.

Delucy became the 30th SW Command Chief after serving as the 30th Mission Support Group Superintendent at Vandenberg AFB for roughly two years. Delucy took over as the Command Chief after Chief Master Sgt. Daryl Hogan.

With the stand-up of the United States Space Force and changes in the base’s ongoing mission, it was critical to have a Command Chief with a good understanding of how Vandenberg AFB operates and the people who make it happen.

“Vandenberg runs off of mission support and will need a lot of it moving forward,” said Delucy. “We have launches, but those launches can’t happen without the Mission Support Group. A big part of what our team does here is sustain the mission support operations.”

Delucy came prepared with three goals to ensure that Vandenberg AFB is on a path to success. His first goal is to leave a lasting legacy of improvement where improvement is needed.

“I don’t want to come in and change things for the sake of changing, or reinvent the wheel,” said Delucy. “But I want to identify where change is See Chief page 12

— The Cheyenne Mountain Complex located on Cheyenne Mountain Air Force Station poses unique challenges to all who work there. For the fire department, it provides them a chance to hone their subterranean, industrial and ventilation capabilities, according to Senior Master Sgt. David Webster, CMAFS deputy fire chief.

The CMAFS fire station recently conducted training with the 21st Security Forces Squadron operating at CMAFS, training them as fire augmentees.

“Partnering with security forces is essential for interoperability,” Webster said. “More specifically, as first responders that arrive and work together on-scene seamlessly.”

“During the tour, they described the complex like a Navy ship,” said Theulen. “So I had the thought to mimic one of the Navy requirements where they train everyone on the ship as a firefighter augmentee.”

Theulen’s operations team worked closely with the fire department’s leadership to set up a two-day training for his team. Day one started with walking through the complex and going over fire gear and procedures. The second day was filled with three hands-on stations in the fire departments training area.

Station one enabled training with a fire hose, and station two was an overview of the training tower and its capabilities. Station three allowed the security forces members to use some breaching and extracting tools.

“Fire [personnel] also walked us through what their official procedures for vehicle accidents are,” Theulen explained.

As of now security forces at CMAFS has been trained on mass notifications systems, incident management and motor vehicle response with the fire department.

“Besides receiving some much needed training, these days helped security forces and fire [department] build our

relationship as first responders on the mountain,” Theulen said. “Security forces has already been a part of fire exercises since the training, and we plan to continue building and sharpening our joint response procedures.”

According to Webster, when you know and train fellow first responders, it increases the ability to mitigate emergencies quicker than when you don’t.

“Security forces members give 110% no matter the circumstances,” Webster said. “Knowing the caliber of professional Airmen we have defending the installation is a good feeling.

Especially seeing how they strive for perfection by seeking out training opportunities.”

The Cheyenne Mountain Complex located on Cheyenne Mountain Air Force Station poses unique challenges to all who work there. For the fire department, it provides them a chance to hone their subterranean, industrial and ventilation capabilities, according to Senior Master Sgt. David Webster, CMAFS deputy fire chief.

The CMAFS fire station recently conducted training with the 21st Security Forces Squadron operating at CMAFS, training them as fire augmentees.

“Partnering with security forces is essential for interoperability,” Webster said. “More specifically, as first responders that arrive and work together on-scene seamlessly.”

role in the development of a potential COVID-19 vaccine,” said Thomas McCaffery, assistant secretary of Defense for Health Affairs. “Now that vaccines have passed the first phases of testing for safety, dosing, and response, we have moved into the next phase where volunteers are needed to join large clinical studies. We are excited to have several sites supporting these next steps in the vaccine development process.”

Large phase 3 clinical trials are a necessary part of the rigorous scientific process to test the efficacy and safety of a vaccine in a real-world setting with a large population sample, said Air Force Col (Dr.) Jessica Cowden, chief medical officer of the DoD Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense Enabling Biotechnology Vaccine Acceleration Project.

“Phase 3 studies are designed to evaluate if the vaccine can prevent disease in the populations of people that the vaccine is being developed to protect,” said Cowden. “Phase 3 studies are large and usually involve some people who are at risk for infection and disease.”

The National Institute of Allergy and Infectious Diseases at the National Institutes of Health established a network of infectious disease experts and research partners, termed the Coronavirus Prevention Network, or CoVPN, to rapidly and thoroughly evaluate U.S. government-sponsored COVID-19 vaccines. The CoVPN website provides general information about products being developed to prevent COVID-19 and about clinical trials.

According to the CoVPN, interested volunteers must be adults aged 18 and older to be screened for these initial trials. The CoVPN recognizes the importance of including volunteers who are more likely to get COVID-19, such as those over the age of 65 or with underlying medical conditions; as well as people who work in an essential job, live in a densely populated area, or represent a racial and ethnic group greatly impacted by the epidemic.

Representation by such groups matters in Phase 3 trials because vaccines need to be tested in populations who are at most risk of being exposed to the disease and getting sick in the real world, explained Cowden. “At-risk populations shouldn’t bear a disproportionate burden of research, but they need to be represented,” she said The selected DoD sites are currently enrolling volunteers for the AstraZeneca clinical trial, according to Cowden. The trial is a randomized control, double-blind study, meaning volunteers will either receive the study vaccine or saline. “The study team and the participant will be blinded so that they won’t know which the participant received until the end of the study,” Cowden said. AstraZeneca’s vaccine candidate is in late-stage clinical trials ongoing in the U.K., Brazil and South Africa.

“Participating in a vaccine clinical trial is voluntary but is also critically vital to ensure that the overall effort is ultimately successful,” said Dr. Sean Biggerstaff, acting deputy director, DHA Research and Development Directorate. “Volunteers should also know safety remains an overriding priority for anyone participating in clinical trials.”

“Having a safe and effective COVID-19 vaccine is what we need to protect people and get life back to normal, but in order to get to that point, we have to do these clinical trials,” explained Cowden. “These big Phase 3 clinical trials with a lot of people participating are critical so we can get the information we need to determine if a vaccine candidate is safe and can prevent COVID-19.”

The change of command occurred less than a month since the activation of the U.S. Space Force’s first of three field commands, Space Operations Command (SpOC), for which Burt will also take on the secondary role as deputy commander. Although the headquarters for the SpOC is located at Peterson AFB, this extension of SpOC presence at Vandenberg AFB remains and has been named SpOC West.

Shaw assumed command of what was then 14th Air Force and the Combined Force Space Component Command less than one year ago, on Nov. 20, 2019.

“It feels like it was only last week but in many ways it was an entire age ago,” said Shaw. “It was before Russian satellite stalkers and space torpedoes were in orbit; it was before Iranian missiles hit an American base in Iraq; it was before Americans returned to space from American soil for the first time in nine years, which they’ve done twice, last night being that second time. It was before Space Force when there was still a 14th Air Force. And, it was before COVID.” Shaw went on to say that it’s the people he will remember the most from his time at Vandenberg AFB, and thanked members of the community, his staff and sub organizations, as well as the many allies and industry partners, who helped successfully carry out the CFSCC mission over the past year.

Now as the commander, Burt is responsible for the CFSCC mission to plan, integrate, conduct and

assess global space operations in order to deliver combat relevant space capabilities to combatant commanders, coalition partners, the joint force, and the nation.

“DeAnna, in this command, I’ll charge you with the tasks you’re probably already thinking deeply about: continue to build the space combat capability of this critical component of our Combatant Command,” Dickinson said to Burt.

Additional responsibilities the U.S. Space Command commander highlighted that Burt will carry out included building and strengthening relationships with allies, interagency mission partners, and industry friends who provide CFSCC weapons systems and inform its operations; hone the space warfighting capabilities of the CFSCC; and create a working environment for those working there “that will inspire them to excellence in the execution of this vital national security mission.”

Burt said she is looking forward to leading the CFSCC and its very important mission at the center of space operations, adding that the organization is still normalizing and she doesn’t plan on changing the mission, vision or priorities any time soon.

When looking to the future, however, she highlighted three focus areas that the CFSCC team will pursue.

“First, we must be prepared,” said Burt. “We must prepare to deter by being ready and able to operate and fight through any threat presented to us in order to assure space without interference to the joint all-domain coalition fight. We need to be threat focused and tactics driven.”

The second focus area Burt mentioned was to project combat power differently than we have in the past.

“We must be innovative, forward thinking and

digitally enabled,” she said. “This is in order to fight and win a war that we don’t want to see in space, but if it does we will be prepared to fight and win.”

Finally, Burt highlighted the “secret weapon” of the CFSCC team that helps it rise above potential adversaries: solid partnerships with allies and industry partners.

“We have amazing partnerships with our allies, including the United Kingdom, Canada, New Zealand, Australia, France, Germany, and as you just heard, the newly added Japan,” Burt said. The list doesn’t end there; there are more coming. We [also] work with our industry partners; we currently have eight partners and growing.”

Burt is no stranger to the space operations mission or to Vandenberg AFB. Her most recent assignment was at Peterson AFB, Colo., where she served as the director of operations and communications for Space Operations Command. Other past assignments include a tour as the installation commander of the former 50th Space Wing, now called Peterson-Schriever Garrison, at Schriever Air Force Base, Colo.

From June, 2006, to July, 2008, she was stationed at Vandenberg AFB as the chief of the combat plans division of the Joint Space Operations Center, which is now called the Combined Space Operations Center.

Burt earned a bachelor's degree in aeronautical engineering from Embry-Riddle Aeronautical University, Fla., and her first master's degree in human resources management from Troy State University, Ala. She also completed a Master of Science from the National War College, where she was a distinguished graduate.

needed and make those improvements, truly taking the time to ensure they last.”

His second goal is to drive a customer-focused approach to leadership, while assuring Airmen and Space Warfighters have access to developmental opportunities. His third goal is to ensure all members of Vandenberg AFB and their families have access to resources that will keep them focused and well.

For Delucy, becoming a Command Chief was never the end goal, but a product of him continuously striving to help people and support the mission at the next level.

“I’ve had so many supervisors that I wanted to be like and emulate, and that drove me to continuously strive for just a bit more,” said Delucy. “I don’t know when it was that I decided I wanted to do 20 years or became a Chief, I was always just looking at what the next small goal was.”

Growing up, he had a dream to be a Pennsylvania State Trooper and joined the U.S. Air Force to help him reach that goal. However, when he was an Airman about to complete his first enlistment, Delucy deployed and had an experience that changed his career path forever.

“Near the end of my first enlistment, I was doing research on getting out and becoming a State Trooper,” said Delucy.

“Two coworkers, from the small vehicle maintenance unit I was in, sat me down and told me that they see something in me that they don’t see in everybody. It was a Senior Airman and a Staff Sergeant. We talked about the Air Force and the future, and I decided to stay in the Air Force for a second enlistment that next day.”

According to Delucy, every experience he has had is what’s motivated him to rise this far.

“There are plenty of people that have never had any of the opportunities I have had,” said he. “I got to be a Military Training Instructor, deploy to great places and be in great

At Delucy’s six year mark in the Air Force, he was stationed in Italy and then deployed to Iraq. It was there that his dreams of being a State Trooper faded and he knew the Air Force was where he was supposed to be.

“I’ve had so many mentors and people I can attribute where I am today based off of what they’ve showed me. I have mentors now that are Master Sergeants, and there are Staff Sergeants that are showing me things on the daily basis.

Everyone who surrounds me, is showing and teaching me things that are helping me achieve my goals,” said Delucy.

“I am so thankful to the men and women of Vandenberg AFB for giving me and my family the opportunity to serve and learn from you in a greater capacity. Semper Supra.”
