Schriever Wargame: Critical Space Event Concludes

PETERSON AIR FORCE BASE, Colo. — For the first time, the U.S. Space Force has led Schriever Wargame, a two-day critical, in-depth space training event with more than 200 attendees from eight countries.

Schriever Wargame is designed to explore critical space issues to include investigating military utility of new space systems, identifying solutions to common challenges, and advancing space support within air, land, sea, space, and cyberspace doctrine.

The space-focused wargame began in 2001 under Air Force Space Command.

SW 20, which took place Nov. 3 and 4, was the 14th iteration of the wargame, and the first under the nation’s newest Armed Service.

SW 20 included participants from Australia, Canada, France, Germany, Japan, New Zealand, United Kingdom, and the U.S., and focused on strategic messaging in the space domain.

“Today’s partnerships are vital in the contested space environment to strengthen our integration and interoperability along with promoting the peaceful use and development of space,” said Lt. Gen. Stephen N. Whiting, Commander, Space Operations Command, USSF. Due to the COVID-19 pandemic, the exercise was completed virtually via the Battlefield Information Exploitation and Collection System. For this reason, the event had a smaller footprint from previous years.

This year, SW was divided into two segments, a Deep Dive in September, with focused support from selected action offices; and the Capstone Coalition Council in November, chaired by Gen. John W. “Jay” Raymond, Chief of Space Operations, USSF. Other attendees included Secretary of the Air Force, combatant command commanders from U.S. Space Command, U.S. Strategic Command and U.S Cyber Command along with senior political and military leaders from the U.S. and coalition nations whole of government.

“Space is critical to international stability, and our use of space helps keep our countries safe, protects lives, and supports our everyday way of life. Adversaries, such as Russia and China, are actively developing counter-space capabilities to deny U.S. and our partners the advantages of space in a crisis or conflict,” U.S. Army Gen. James H. Dickinson, USSPACECOM commander said. “The U.S. will not go it alone in space, and Schriever Wargame is just one way we work alongside our

During the Deep Dive, participants made recommendations for gaining and maintaining an operational and strategic advantage through coordinated and integrated strategic messaging.

The Capstone Coalition Council further discussed and refined the results of the Deep Dive in order to develop a roadmap that could be used to advance and strengthen the coalition’s ability in the space domain.

“The Schriever Wargame is the premier forum for joint, international, civil and commercial partners to explore new operating concepts that enhance security and stability in a contested space domain,” said Raymond. “Our unique advantage is the ability to seamlessly integrate multi-domain capabilities from multiple Allies and partners to create synergistic effects.”

PETERSON AIR FORCE BASE, Colo. — The U.S. Space Force gained its first professional military education center when the Forrest L. Vosler Non-Commissioned Officer Academy was transferred from the Air Force Oct. 21 at Peterson Air Force Base, Colorado.

The academy previously fell under the command of Air University’s Thomas N. Barnes Center for Enlisted Education. The education center now falls under the provisional Space Training and Readiness Delta, which serves as the parent organization for a number of education, training and test and evaluation units for the Space Force.

“Under Air University, Vosler has played a significant role in transforming enlisted professional military education into the student-centered collaborative it is today,” said Col. Kathryn Brown, Thomas N. Barnes Center for Enlisted Education commander. “As with any organization, it’s the people who serve who are its beating heart, giving [the center] its vibrancy and expertise to accomplish its mission.”

The Vosler academy first opened its doors in 1994 as the U.S. Space Command NCO PME center to “make good NCOs better.”

Today, the NCOA provides training at the second level of enlisted EPME at PAFB for both Air Force and Space Force E-6s and is designed to prepare technical sergeants to become professional, war-fighting Airmen and Space Force members who can manage and lead units in the employment of air and space power.

This transfer to the Space Force is the first step for the new service to establish its own EPME system by Oct. 1, 2023, which will serve as the focal point for all resident Space Force profession of arms centered PME curriculum for the enlisted force at key points in their careers, specifically at grades E-4, E-6, E-8 and E-9. Space Force EPME will deliver curriculum focused on USSF doctrine,

values and competencies to equip enlisted space professionals to enable the freedom of operation in, from, and to the space domain and enhance the lethality of the joint force.

Vosler will continue to serve the EPME needs for USSF and USAF E6s until the transition of the USSF EPME Center is fully established. Once the Center is established, USAF E6s who previously would have attended the Peterson NCOA will be absorbed back into other USAF NCOA schools, and USSF members will no longer utilize USAF EPME institutions except when accomplishing joint EPME opportunities.

“Over the years, the academy celebrated several firsts,” Brown said. “The first sister service graduate, the first female commandant and the first NCO preparatory course, which would become what we know as Airmen Leadership School.”

The academy’s most recent “first” is an important milestone for the newest military branch.

“Your benefit to the Space Force is already deeply felt,” Brown said, addressing members of the Vosler academy.

“Over the past several months, you have helped develop space-focused curriculum to enhance existing curriculum to rapidly meet the need of space education. This transfer is a tremendous step toward the establishment of EPME for the Space Force.”

After accepting command of the academy, Col. Peter Flores, provisional STAR Delta commander, ended the ceremony with closing remarks.

“What a great day for the Space Force and for Vosler,” Flores said. “I’m a history buff, so I think of these things in terms of the context of the Profession of Arms. This is an incredibly exciting time for STAR Delta. We’re going to learn from this experience how [to improve] Space Force [specific] EPME and how to continue to partner with the Air Force, which we’re going to do for decades to come.”

Americas Space Conference brings together 6 nations to discuss research, development opportunities

By U.S. Space Command Public Affairs Office PETERSON AIR FORCE BASE, Colo. — In a historic virtual event, six nations of the Americas gathered to focus on coordination, cooperation and collaboration for space research and development opportunities.

The Americas Space Conference — co-hosted by U.S. Space Command, U.S. Southern Command and the U.S. Space Force — was a two-day event that aligned with the U.S. Department of Defense strategy of multinational security cooperation and strategic partnership.

Space defense experts from the U.S., Brazil, Chile, Colombia and Peru participated in the conference, and though each nation has different strategies, there are natural overlaps, said U.S. Air Force Lt. Col. Galen Ojala, USSOUTHCOM’s Director of Space Forces at Air Forces Southern.

“These overlaps are opportunities to solve challenges together,” Ojala added.

The participating nations coordinate efforts in regular bilateral agreements, but the conference was a way to identify challenges and opportunities in a multilateral forum, said U.S. Army Lt. Col. Peter Atkinson, USSPACECOM’s Chief of International Engagements.

This was vital as officials work to manage the growing number of bilats where it can be a challenge to share information with common partners with common interests.

The most recent bilat was between the United States and the Republic of Chile during a series of virtual Space Engagement Talks from Oct. 28-29.

“Space is a fundamental domain for the security and development of our nations and a relevant variable for the multilateral collaboration among the Air Forces of the American Continent,” said Chilean Air Force Maj. Gen. Francisco Torres, Director of Operations.

U.S. Navy Rear Adm. Mike Bernacchi, USSPACECOM Director of Strategy, Plans and Policy, called the conference and subsequent conversation an opportunity to “grow and strengthen the great partnerships we have with each of you.”

“Our space engagements are just the beginning of determining just how strong our future collaboration can be,” Bernacchi said to the participants Nov. 4. “By

facilitating dialogue on the topics of space situational awareness, and cooperation and planning, partnerships with the commercial and civil space industry, these and future talks strengthen all our respective space programs and support the safe and peaceful use of space worldwide.”

Partnerships in Latin America are extremely important, he went on the say, and “I hope we can continue to deepen these relationships over time.”

In recognizing the extreme importance of space as a new, contested domain “where there are no sidelines,” this is one of the most transformational periods in the U.S. military’s history, Bernacchi said. The U.S. relies on allies and partners in daily operations, planning, and strategy development to achieve common objectives. In short, the United States cannot go at it alone in space.

The presentations on research and development during this conference were yet another example of where participants could partner, said U.S. Space Force Lt. Gen. William Liquori, Deputy Chief of Space Operations for Strategy, Plans, Programs, Requirements and Analysis.

PETERSON AIR FORCE BASE, Colo. — Gen. John W. “Jay” Raymond, U.S. Space Force Chief of Space Operations, visited the 21st Security Forces Squadron Oct. 20, to meet the squadron’s new Elite Guard Flight, a first for USSF. Raymond emphasized the importance of their duties in protecting the base, providing a professional image and unmatched customer service.

At the 21st SFS, Elite Guards will be posted from 6 a.m. – 2 p.m. at all installation gates and will be distinguished by a brassard and ascot combination. The ascots bear the delta design of the U.S. Space Force, a symbol of the operations they support.

Tech. Sgt. Angela Zuniga, 21st SFS Elite Guard noncommissioned officer in charge, was key to the development and launch of the Elite Guard Flight and diligently built the one-of-a-kind program. Zuniga’s vision of the Elite Guard is to “cultivate professional, knowledgeable and proficient Airmen specializing in installation access control while securing Peterson Air Force Base and Cheyenne Mountain Air Force Station.”

P-S GAR Supports Colorado Springs Airport during evacuation

By Airman 1st Class Alexis Christian | PETERSON-SCHRIEVER GARRISON PETERSON AIR FORCE BASE, Colo. — The 21st Logistics Readiness Squadron recently assisted the Colorado Springs Airport air traffic control tower with evacuating their building due to a positive COVID-19 case.

On the evening of Oct. 9, 2020, 21st LRS was notified Colorado Springs ATCT personnel needed to quickly move to their alternate location on base.

The ATCT provides tower, radar and air traffic control for the Colorado Springs Airport and surrounding military facilities.

“Our job is to provide safe and efficient movement of aircraft in the National Airspace System,” said Kurt Jennings, COS Airport air traffic manager. “The full evacuation of our facility affects the airport and Peterson Air Force Base greatly.”

Without a functioning ATCT, military and commercial aircraft would not be able to land or depart from the COS airport, said Master Sgt. Lilanae Martin, 21st LRS deputy

airfield manager.

“Flight missions from Peterson Air Force Base would be suspended,” she added. “Distinguished visitor flights and cargo movement would be delayed or cancelled.”

The airfield operations flight maintains the alternate location for the ATCT. “This alternate tower [keeps] half of our operations running,” said Jennings. “We were able to maintain our tower operations and control aircraft landing and departing COS , thus not having to shut down operations at the airport or Peterson Air Force Base.”

ATCT personnel remained in their alternate location through the night until they were cleared to return to their primary location the next morning.

“Peterson Air Force Base allowing us to utilize this space in an emergency situation is a tremendous help to us [and] air traffic services for the Colorado Springs area,” said Jennings.

SCHRIEVER AIR FORCE BASE, Colo. — Thirteen Peterson-Schriever Garrison Airmen displayed motivational words and handed out candy at the North gate at Schriever Air Force Base, Colorado as part of the ‘Don’t Give Up’ event Oct. 30.

The event’s organizer, Master Sgt. Erin Kirby-Guanill, 21st Medical Squadron aerospace medicine flight chief, said ‘Don’t Give Up’ served as a reminder to Airmen and civilians that they’re loved and have a support system.

Kirby-Guanill decided to implement the event here after hosting a similar event during her time at Kirtland Air Force Base in Albuquerque, New Mexico.

“Getting out there and showing everybody we love them and we’re here for them is important to me,” she said.

Kirby-Guanill’s nephew and sister both died by suicide and she said she understands how gestures of kindness can affect an individual.

“I don’t ever want somebody’s family to go through what my family went through,” she said.

Seeing Airmen and civilians smile and hearing them honk their horns in support of the display assured Kirby-Guanill how people appreciate their efforts.

“We’ve done this twice and the first time, a lot of people went to the first sergeants who work in the [restricted area] and told them how wonderful [Don’t Give Up] was,” Kirby-Guanill said. “Someone stopped me in the hospital and said they appreciated us telling them good morning and he didn’t realize how much people need that sometimes.”

Staff Sgt. Lathaniel Leigh, Schriever Chaplain Corps religious affairs Airman, said she was “eager” to participate in the campaign after hearing feedback from the first event held Sept. 29.

Brief interactions with Team Schriever personnel prior to their work day beginning plays a vital role in their psyche as they work to complete the mission, Leigh said.

“It takes a village to raise a child and I have the same mindset when it comes to caring for Airmen,” Leigh said. “My hope is [this] will encourage others to reach out if they are struggling.”

Kirby-Guanill plans to hold another gate event the week of Thanksgiving at Peterson Air Force Base and a holiday event here in December.

“I feel like these events help me as much as they help others,” Kirby-Guanill said. “It’s so wonderful here because there’s no shortage of volunteers to help at the gates. The leadership on this base wants to be involved and show their support and I’m glad we’re able to help anyone who needs it.”

CFSCC commander visits Cal Poly CubeSat Lab, lauds first space research and development agreement

By Lt. Col. Mae-Li Allison | COMBINED FORCE SPACE COMPONENT COMMAND PUBLIC AFFAIRS VANDENBERG AIR FORCE BASE, Calif. — The Combined Force Space Component Command commander Maj. Gen. John Shaw paid a visit to California Polytechnic State University, San Luis Obispo, Calif., Monday, to meet with faculty and students involved in space operations research programs. This was Shaw’s first visit to the campus since the Cooperative Research and Development Agreement (CRADA)— the first of its kind between Vandenberg and any other academic institution—was signed with Cal Poly in Nov. 2019.

During the visit, Shaw toured Cal Poly’s CubeSat laboratory, talked with students and faculty about the challenging space environment and the Space Force mission, as well as learned about Cal Poly’s current projects with the base.

“I’m inspired by the high-caliber research going on at Cal Poly and the sheer enthusiasm they have here for space,” said Shaw, who is also the deputy commander of Space Operations Command, headquartered at Peterson Air Force Base, Colo. “The research agreement we have with this university is an accelerant in developing a robust network of information sharing and innovation. We’re leveraging the close proximity of Vandenberg to the university campus, as well as our collective resources and technical expertise, to further partnership and teamwork in space operations.”

Although Space Operations Command (SpOC)

recently moved its headquarters to Peterson Air Force Base, some elements of the SpOC, including those responsible for executing the CRADA with Cal Poly, will remain at Vandenberg Air Force Base.

The SpOC’s Directorate of Strategic Plans, Programs and Requirements, is the base’s lead for the research agreement.

“This is the first CRADA our office has solidified with an academic institution, and I’m sure it won’t be the last,” said Lt. Col. Amanda Martin, Deputy Director, Strategic Plans, Programs and Requirements, SpOC. “Our directorate is proud to help enable the next generation of space pioneers to not only contribute to the safety and security of our nation but to our entire planet.”

A History of Collaboration Vandenberg AFB and Cal Poly already have a nearly decade-long history of partnership and collaboration. Cal Poly invests significant resources in space educational research and operations and is extremely influential within the domestic as well as international space community, while the SpOC’s mission is to generate, present and sustains combat-ready intelligence, cyber, space and combat support forces, as well as to serve as the U.S. Space Force service component to U.S. Space Command.

Close cooperation between Vandenberg AFB and

Cal Poly has already produced many benefits, including awareness of cutting-edge international and domestic space technologies, focused awareness of emerging needs and challenges facing the Department of Defense in protecting and defending space assets, and integrating academic and governmental technical approaches to common global space challenges.

Benefits of a CRADA A CRADA is a unique no-cost collaboration that enables the transfer and exchange of technology and professional expertise and provides access to extensive government-funded research and development resources.

The CRADA between the SpOC and Cal Poly is leading to a closer, more normalized and sustained relationship that enables the advancement of knowledge sharing that spans the domains of space, air, terrestrial, cyber, maritime and the electromagnetic spectrum.

Focus on Technology Innovation The language and objectives contained in the CRADA between the SpOC and Cal Poly have foundational roots emanating from the 2010 National Space Policy, which lists six goals for space programs.

Elements of national level policies outline the need for focus on responsible operations in space, improved information sharing for object collision avoidance, and strengthening infrastructure to protect critical capabilities. The collective work between the SPOC and Cal Poly puts into practice the guidance and intent of national level policies at the local command and academic institution level.

Specific focus areas stated in the SpOC-Cal Poly CRADA include: 1) energize competitive domestic industries; 2) expand international cooperation; 3) strengthen stability in space; 4) increase assurance and resilience of mission-essential functions; 5) pursue human and robotic initiatives; and 6) improve space-based earth and solar observation.

“It’s great partnerships with academia and industry— like this one we have with Cal Poly—that will continue to make space a safe and responsible place to navigate and operate,” added Shaw. “We are so much more effective working closely together.”

More people throughout the world are understanding the importance of space to their everyday lives — including communication, navigation and weather forecasting — and it would be devastating for many people to lose these capabilities, said U.S. Space Force Lt. Col. Bobby Schmitt, USSOUTHCOM’s Space Integrated Planning Element chief.

Peruvian Air Force Maj. Gen. Javier Martín Tuesta Márquez, head of the Space Agency of Peru, highlighted common interests from the participants with topics such as Space Situational Awareness, space weather and the use of satellite images to attend multiple needs, especially those related to humanitarian aid in case of disasters.

“The Americas have seen a surge of space activity," Ojala said. "Various civil and defense ministries actively operate and pursue additional capabilities across industry and academia for the good of their people and regional security. On a single overflight of Earth, their satellites support urban planning, crop estimates during COVID, law enforcement, environmental monitoring and territorial security.”

The Americas Space Conference was originally scheduled to take place earlier this year in Chile and again rescheduled for the 36th Space Symposium in

Officials expect that as the conference and regional space interest grows, participant numbers will increase.

Representatives from Canada observed the conference to get a better understanding of the Latin American participants’ space goals and areas where interests overlap, Schmitt said, opening the door to more space integration between the United States, Latin America and Canada in the future.

"This event was extremely useful to equalize the diverse views of the Air Forces of the allied countries on important topics to be developed," Brazilian Air Force Maj. Gen. José Vagner Vital, Executive Vice President of Brazil's Space Systems Commission.

"Common interests were identified and opportunities for joint actions were highlighted. Without a doubt, this event brought the prospect of a promising future for multilateral activities in outer space for the countries of the American continent."

Richard Chevalier, one of four Flight Sergeants leading the Elite Guard, mentors five subordinates assigned through both on and off duty challenges.

“Leading these Airmen has been a rewarding and unique challenge,” said Chevalier. “Every day I find myself facilitating discussions on ethics, Air Force policy and numerous serious topics from job knowledge to communication skill. This gives me a chance to really understand and develop the Airmen’s process of thinking and problem solving, while building their confidence and comfortability making decisions,” The Elite Guard has a rich heritage, dating back to 1957 when Gen. Curtis LeMay stood up an Elite Guard to provide specialized security support to Strategic Air Command Headquarters.

Airman 1st Class William Castrovince, an Elite Guardsman from North Port, Florida, with just a year in the Air Force, describes being a member of the first Elite Guard section supporting the USSF as “a great opportunity for development and networking. I realize how much history is behind being an Elite Guard, which makes doing the job even better.”
