SCHRIEVER AIR FORCE BASE, Colo. — The Air Force decreased its tuition assistance allowance from $4,500 to $3,750 for fiscal year 2021. This was to mitigate the rise in the program’s users due to COVID-19, according to af.mil.

Tuition assistance is a program that pays tuition costs for Airmen who take college courses while on active duty.

When teleworking began in mid-March due to the pandemic, more Airmen began to use their TA benefits, causing the $750 reduction to ensure benefits remain for all program users. Credit hour limits remain $250 per semester hour and $166.66 per quarter hour.

“This reduction is across the board and it’s to allow for more people to be able to use TA,” said Dawn Hitt, 50th Force Support Squadron Education and Training section chief. “For us, we’re still doing everything that we normally do to help Airmen get to school.”

Once fiscal year 2022 approaches, Hitt said the Air Force will re-evaluate the program and consider restoring the $4,500 cap.

“If you normally use $4,500 each year or have already planned out your courses to the full TA amount, there may be other options available to supplement the $750 reduction,” said Glenn Franklin, 50th FSS marketing director.

Options such as scholarships are available for Airmen to use, whether that’s through the college they attend or privately funded.

Airmen may also use the Free Application for Federal Student Aid service. The FAFSA is an online form that allows college students to see their eligibility

for financial aid and whether or not they qualify.

Should Airmen qualify to receive financial aid, they have the option of Pell Grants, which do not need to be repaid.

Airmen can also use their GI Bill, if eligible.

Airmen on active duty for at least 90 days since Sept. 11, 2001, are eligible for Post 9/11 GI Bill benefits. Time spent on active duty determines the Airman’s percentage of benefits.

Hitt cautioned Airmen to make sure they understand which method is best for their situation.

“We want to make sure if they use the GI Bill as an alternate funding source they know what they’re doing,” she said.

“There are several GI Bills and most folks don’t know that.

If they apply for one and then realize another was a better option, we can’t undo that. That’s why we want them to talk to us before selecting any of the GI Bills.”

Additional benefit options include the Chapter 30 Montgomery GI Bill, for Airmen who served at least two years active duty; Chapter 31, which is for vocational rehabilitation and employment and Chapter 35 for family members of those who are 100% disabled, prisoners of war or missing in action.

“Airmen can always reach out to us for help if they want to fund their education,” Hitt said. “We want to make sure any Airman who wants to go to school using this program is able to do so.”

WGS-11+ Satellite completes preliminary design review SPACE AND MISSILE SYSTEMS CENTER PUBLIC AFFAIRS

LOS ANGELES AIR FORCE BASE, Calif — The Wideband Global SATCOM-11+ program completed its first ever, all-virtual Preliminary Design Review culminating in the successful conclusion of the review July 1 after an eightmonth long campaign.

Leveraging the Space and Missile Systems Center’s cross-corps enterprise structure, the three-day event was co-chaired by SMC’s Production Corps and Portfolio Architect’s Mission System Integration leadership.

Stakeholders across the Wideband community including system engineers from the Army, Navy and U.S. Space Force participated in the PDR. The WGS-11+ design was evaluated by all stakeholders against specific technical criteria to ensure the optimal capability is delivered to the warfighter.

Zero liens were recorded and the WGS-11+ program was declared ready to proceed to detailed design.

“This engineering design review is a key milestone because it means we are one step closer to delivering this groundbreaking satellite to the warfighter in record timing, significantly improving capacity and coverage to soldiers, sailors, Airmen and Marines.” said Col. John Dukes, SMC Production Corps’ Geosynchronous/Polar Division chief.

To overcome the challenges stemming from the COVID-19 Pandemic, the WGS Program office collaborated with Boeing

and external stakeholders to conduct the PDR in an all-virtual environment.

“The successful accomplishment of this significant milestone demonstrates the WGS team’s commitment to delivering these new capabilities to our warfighters on time despite facing limitations in an unprecedented work environment.” said Maj. Shawna Matthys, WGS-11+ program manager.

With the PDR complete, WGS-11+ continues to be a SMC pacesetter program for the rapid application of the latest commercial technology our industry partners have to offer. The program continues to maintain an aggressive 5-year production schedule and is expected to deliver the satellite six months faster than legacy WGS satellites.

The revolutionary WGS-11+ satellite will have more coverage beams than the combined existing WGS constellation and will provide Combatant Commanders with twice the mission capability in contested environments. Each individual beam is shapeable and can be uniquely tailored to each situation. This enables increased mission flexibility and responsiveness with narrower beams that help protect against jamming while allowing greater frequency reuse.

WGS-11+ will eventually join a constellation of ten WGS satellites currently on orbit, substantially enhancing global coverage of essential communication services for the Department of Defense and its allies.

— In April 1960, Chief Master Sgt. Grace Peterson became the first woman chief in the Air Force 13 years after its stand-up.

Fast forward to present day, less than one year after the U.S. Space Force activation on Dec. 20, 2019, Chief Master Sgt. Taryn Stys, 4th Space Control Squadron superintendent, and Chief Master Sgt. Karmann-Monique Pogue, 4th Space Operations Squadron superintendent, are the first two USSF members to promote to the rank of chief master sergeant.

“By happenstance, we’re female,” Stys said. “We’re here because Chief Pogue and I did the same things our peers have done, we work hard and we’re both very capable. As long as we continue to demonstrate that and lead by example, I think that has more impact than anything else.

The key for us is to normalize being here.”

Less than one percent of the enlisted force earns the rank of chief master sergeant, and they don’t get there overnight.

Pogue began serving in the Air Force in May 1999. Stys joined shortly after in January 2001.

“I grew up in Tucson, Arizona near Davis-Monthan Air Force Base,” Pogue said. “You’d see planes flying around all of the time and I loved it. I remember telling my mom I wanted to do that one day.”

she remembers that moment as if it had just happened.

“She was four years old and we were driving down the street passing an Air National Guard base when she saw Airmen lining up, probably to do an exercise,” Tovar said. “She stared wide-eyed and looked at me and said, ‘Mommy, I am going to work there when I grow up and take you places.’ I recall telling her, ‘Yes, you can do it!’ Deep down in my heart, I knew it was going to eventually happen, and at age 19, it did.”

Stys made the decision to join the military after graduating high school. Stys mom, Millie Roman, knew her daughter would thrive in the military environment.

While both chiefs spent most or all of their careers in space operations, neither imagined one day they would actually be a part of a separate branch solely focused on space.

“I remember being a young Airman and talking with my team about how maybe one day we’d have our own branch,” Pogue said.

“It’s crazy looking back on those conversations because it finally came to fruition.

It’s surreal.”

Pogue transferred into the USSF Sep. 1, and Stys followed Sep. 3. About one month later, both women sewed on the rank of chief master sergeant.

“It is so humbling,” Pogue said. “I don’t think there are words that can surmise how I feel right now. When I walked in to work last week actually wearing this rank, it just made me realize I’m so fortunate,

Stys sewed on the rank of chief master sergeant Oct. 1, 2020, almost one month after transitioning to the USSF. “From the beginning, I noticed she was very regimented and determined,” Roman said. “Something about the military really caught her interest and I knew she would excel in it. I encouraged her to follow her heart and what she wanted for her future, and right after high school, she joined the military.”

Stys began her career serving in the USAF as a computer systems operator.

“I had no clue space career fields existed until I was about six years in,” Stys said.

“They had the [non-commissioned officer] retraining program and they needed to retrain a bunch of NCOs out of my career field.

That’s the first time I actually read up on the [space systems operations] career field. I still had no idea what it was, but it sounded good on paper, so I took the leap.”

Pogue chose to be a space operator prior to leaving for basic training, but she also knew little about the career field prior to signing up for it.

“I remember the Air Force recruiter handing me a binder that listed all of these jobs, and told me to pick whatever job I wanted,” Pogue said. “I remember flipping through the binder and asking him, ‘What’s this space job?’ He replied, ‘I don’t know, you’ll probably go sit in a missile field somewhere and launch rockets, I’ve never met someone who had this job.’ So I said, ‘Okay, that’s what I want to do.’”

and that I have a lot of work to do. I’m not afraid to do the work.”

In order to earn the highest enlisted rank, both chiefs agreed it takes support from those around you, dedication, hard work, humility and most importantly, leaving things better than they were found.

“It takes a lot of selflessness, [will] to see the bigger picture, and work toward that picture versus your own gains,” Stys said.

“For me, anytime I’ve found the greatest success is when, whether it’s a team of people or a program, I ask, ‘How do I make that better?’”

The chiefs have witnessed the USAF become more inclusive and equal for all Airmen, from increased suicide awareness to the repeal of, ‘Don’t Ask, Don’t Tell,’ throughout their time in the service.

Both Pogue and Stys remain dedicated to ensuring all service members are treated equally, regardless of who they are or where they came from.

“It should only be about what you bring to the table,” Pogue said. “What are you doing to continue to build and empower Airmen and leave the service better than how you found it?”

Even though the chiefs have reached the final enlisted rank, they’re still focused on the future and how they can improve the USAF and USSF for future generations.

“At 19, I told myself I would be a chief one day, and it happened,” Pogue said. “So then I’m thinking, ‘Now what?’ And the ‘now what’ is, what do I use all of these stripes for? I use them to take care of my Airmen and team. I use them to take down barriers.”

SCHRIEVER AIR FORCE BASE, Colo. — Practicing proper respect and etiquette is fundamental to maintaining the military’s structure and is taught to Airmen at basic military training.

“Good office etiquette is the foundation of the connection you will have with your Airmen,” said Master Sgt. Bryan Scroggs, 4th Space Operations Squadron first sergeant. “You lose your credibility as an individual when you don’t show someone the respect they deserve.”

Scroggs said not showing proper respect to an individual can lead to lower morale, especially when it comes from a higher-ranking individual.

“Respect goes both ways,” he said. “You have to show respect to every person you come into contact with while you’re wearing the uniform.”

Scroggs suggested the following tips for Airmen to maintain proper respect and office etiquette.

• When someone of higher rank walks into an office space, stand up until asked to be seated.

• Be engaged and actively listen in a conversation.

• Turn away from the computer and pay attention. ª Be considerate of others in shared spaces.

“The climate we create is important, but culture sets the tone for an organization,” said Senior Master Sgt. Cory Shipp, 50th Force Support Squadron and Schriever staff agencies superintendent. “It’s on every person within a unit to create a culture of respect.”

Co-workers should never encourage gossip or have cliques as it erodes morale, he added.

“Your initial response to an individual [who] comes to you for assistance is the foundation of the direction a conversation will go,” Scroggs said. “If you do not show the proper respect to that individual, you’re already going down a path of failed communication.”

Airmen should mind the sensitivities of those around them while working in a community office space. They should avoid talking about subjects such as religion, politics or on-going medical issues that can make co-workers uncomfortable unless the other party has made it clear they’re OK to proceed with the conversation.

“With the nature of our jobs, we’re in close proximity of each other frequently,” Shipp said. “Although you can always go to your chain of command, if you have an issue with one of your co-workers, work together to try and resolve it at the lowest level possible.”

A June Colorado Restaurant Association survey of more than 200 businesses cited 56 percent saying they would consider “closing permanently under the current conditions” of limited capacities, etc., within three months. Well, here we are and the bloodbath hasn’t arrived, if it will, but some spots have flickered out.

One drink spot/eatery that’s had to make tough decisions to survive is R&R Coffee Cafe (11424 Black Forest Road), which recently closed its Monument location (just opened pre-COVID) and scaled back to 6-to-noon hours, Wednesday through Sunday, with only drive-up service from a much-limited menu.

Owner Ryan Wanner explains his situation in detail on R&R’s Facebook page (including how Monument was seeing one-tenth of its prior sales), and tells me later by phone that he’s basically back where he started, with a strong coffee focus and small food menu of house pastries plus breakfast burritos and sandwiches. “It’s just me, with one barista on weekends,” he says, noting he’s now doing all the coffee roasting, baking and food prep, plus window service on weekdays. He’s basically a one-man band.

“The goal is eventually to get back to where we were, but there’s no timeline for that,” he says. “I’m now in ‘stop the bleeding’ mode. My focus is not to fall farther back, but go forward. I have 12 years of my life in this place, I’m not giving up that easily.”

Winter is coming: practice driving safely

With winters icy grasp around the corner, it’s important Airmen understand proper winter driving safety. Airmen should prepare their vehicles to drive in inclement weather and place an emergency kit in the trunk.

SCHRIEVER AIR FORCE BASE, Colo. — With winter’s icy grasp around the corner, it’s important Airmen understand proper winter driving safety.

“The weather here is unpredictable,” said Airman 1st Class Gavin Carpenter, 21st Civil Engineer Squadron firefighter. “It’s important to be prepared and always have a plan.”

The Colorado Department of Transportation conducted a report that showed 59 percent of crashes in Colorado occur when snow, sleet or hail is present.

“Winter weather causes up to 500,000 crashes every year [across America],” said Tech. Sgt. Robert Cook, Peterson-Schriever Garrison noncommissioned officer in charge of occupational safety. “There are consequences for not driving safely and intelligently. Some of them can cost you your life.”

While commuting during winter months, Airmen should have an emergency kit in their vehicles in case they are stranded due to adverse weather conditions. The kit should include a flashlight, jumper cables, sand or kitty litter, a shovel, an ice scraper, warning devices such as flares, a blanket, food, water, needed medication, a phone and a charger.

According to the CDOT Traction Law, all motorists are required to have one of the following during winter storms or when conditions require: • A four or all-wheel drive vehicle and 3/16 inches of tire tread depth.

• Tires with a mud and snow designation and 3/16 inches tread depth.

• Winter tires and 3/16 inches tread depth.

• Tires with all-weather manufacture rating and 3/16 inches tread depth.

• Tire chains or traction devices.

Failing to abide can lead to a citation of up to $650.

Additionally, Airmen should be aware of stopping distances. For example, while traveling at speeds of 60 miles per hour on snowy pavement with summer tires, the stopping distance is 800-plus feet, with all-season tires it’s 668 feet and with winter tires, the stopping distance is 310 feet, according to CDOT. “It’s not just you and your family [who] may be affected by poor winter driving habits,” Cook said. “You could be affecting other people and their livelihoods too. Slow down, take it easy and get where you’re going to safely and appropriately.”

If Airmen do not feel safe commuting to work during inclement winter weather or icy roads, they are encouraged to coordinate with their supervisors.

AFICC increases COVID-19 testing capabilities at 42 medical centers

JOINT BASE SAN ANTONIO-LACKLAND, Texas — A new $33 million contract, awarded by the Air Force Installation Contracting Center’s 773rd Enterprise Sourcing Squadron, is increasing COVID-19 testing at 42 military treatment facilities.

The contract, awarded Sept. 30 to BioDefense LLC of Salt Lake City, enables the firm to triple its manufacturing capacity of coronavirus tests and ensures timely delivery of test panels to meet the Air Force demand of 7,000 tests per week.

"The execution of this contract was imperative for the Air Force to be able to increase the COVID-19 testing capability and minimize mission degradation across every major command," said Lt. Col. Ethel SeabrookHennessy, 773rd ESS commander. "This enterprise-wide contract vehicle will provide 42 military treatment facilities with respiratory panels, negating the need for each MTF to procure the panels via a separate contract, which drove greater efficiency and cost savings in the acquisition."

The Joint Program Executive Office for Chemical Biological Radiological, Biological and Environmental, or JPEO-CBRNE, had an enterprise contract for the Department of Defense for single COVID-19 test kits compatible with the BioFire FilmArray and Torch analyzers.

However, because of increased demand, the Air Force wasn’t able to receive the allotted single test quantity per week. The Air Force Medical Service decided in August to pursue the acquisition for BioFire RP 2.1 Panels as a way to increase the testing capability needed until the JPEO contract and BioFire production of COVID-19 single-use tests increased the Air Force's allocation.

The 773rd ESS and AFICC team of SeabrookHennessy, Larry Conger, Eugene Ferguson, Kathryn Harsberger, Sylvia Kirwan, Kevin Meyer and Nathaniel Trulove, in support of the Air Force Medical Readiness Agency, processed a sole source justification and approval, solicited a proposal and went through detailed negotiations in a little more than two weeks to award the contract right before fiscal year 2020 ended.

"It was a tremendous effort supporting the entire Air Force enterprise in the midst of this pandemic," said Tony Everidge, AFICC executive director.

The partnership and collaboration between AFMRA, AFICC and the 773rd ESS was paramount in ensuring this requirement was successfully executed, SeabrookHennessy said.

"As highlighted in AFICC’s Flight Plan, as change agents and mission-focused business leaders, our focus is on 'enhancing the effectiveness of our support and

impact on our mission partners’ mission'" SeabrookHennessy said. "As the medical subject matter experts, we relied heavily on AFMRA’s expertise to define the requirement and to determine the technical acceptability of the vendor’s proposal."

The 773rd ESS team's change agent mindset impressed Brig. Gen. Alice Treviño, AFICC commander.

"As a result of their negotiation and mission-focused business leader prowess, COVID testing capacity is now increased by two new production lines," Treviño said. "This helps every single Airman."

The increased testing capacity could hopefully be a turning point in the fight against a global pandemic, Seabrook-Hennessy said.

"The equipment procured on this contract will not only increase the COVID-19 testing capability throughout the Air Force, but it will also aid in the testing of 21 additional respiratory pathogens that will help clinicians detect and/or rule out other common causes of respiratory illnesses in about 45 minutes," Seabrook-Hennessy said. "Furthermore, this contract will aid the Department of Defense surveillance and screening strategy in-order to break the chain of disease transmission and reduce risk to the warfighter and DOD missions."
