First-ever vice CSO joins U.S. Space Force

By Lynn Kirby | SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS WASHINGTON, (AFNS) — In a small ceremony at the Pentagon, Lt. Gen. David D. “DT” Thompson assumed responsibilities as the vice chief of space operations for the U.S. Space Force Oct. 2, 2020.

During the ceremony, Gen. John “Jay” Raymond, U.S. Space Force chief of space operations, administered the oath of office, transferring Thompson from the Air Force to the Space Force.

“I’ve known this officer for most of my adult life,” said Raymond. “DT is an exceptional leader with a dedicated work ethic who truly lives our core value of service before self. He is absolutely the right person to be the Space Force’s first vice chief.”

Thompson will assist Raymond in working across the DoD on all aspects of the Space Force’s primary responsibility of organizing, training and equipping space forces to provide space capabilities for the joint force.

“The importance of the vice service chief is to be an equal partner with other vice service chiefs to advocate and provide the space perspective in Pentagon processes,” said Thompson. “Vice service chiefs work together to make sure the advocacy is right, the priority is right, the integration is right, the requirements are right, and decisions brought to the Joint Chiefs and Department Secretaries reflect all of that appropriately.”

In his new role, Thompson said the CSO has given him two immediate priorities.

“Building the service headquarters at the Pentagon and crystalizing and defining this new thing called the Space Warfighting Integration Center are what I’ll be focusing on over the next 90 days,” Thompson said.

Now that the new service has established much of its organizational structure, Thompson said the Space Force is ready to transition service headquarters type functions from Peterson Air Force Base, Colorado, to the Pentagon.

The SWIC will be similar to the Air Force Warfighting Integration Capability and Army Futures Command.

The plan is to make it a field operating agency or a direct reporting unit to the CSO, and will require legislative support in fiscal year 2022.

“We have conceived of SWIC as a key feature of force design and integration not just internally, but with the rest of the force,” said Thompson. “What we now need to do is the hard work of defining exactly what it’s going to do, exactly what its resources need to be, and exactly what its interfaces are going to be within the Space Force and the joint force.”

While Thompson’s promotion added a fourth star to his uniform and celebrated the Space Force’s first VCSO, it was also a moment of reflection for the man behind the position as he said farewell to his 35-year career in the Air Force.

“Today means a lot to me personally, and I was a little emotional remembering dreaming as a boy of going to the United States Air Force Academy and joining the Air Force,” Thompson said. “I always appreciated being an Airman and felt privileged to serve the great and honorable institution that is the United States Air Force. Today was my last day as an active duty Airman, and it was a little bittersweet.”

Thompson was commissioned in 1985 upon graduation from the U.S. Air Force Academy with a Bachelor of Science degree in astronautical engineering. He is a career space officer with assignments in operations, acquisition, research and development, and academia. He has commanded operational space units at the squadron, group and wing levels.

Thompson’s formal promotion ceremony will be held later in Colorado to celebrate this milestone with family and friends.

MAXWELL AIR FORCE BASE, Ala. — Air University's Senior Noncommissioned Officer Academy recently graduated its first Space Force members Sept. 25, 2020.

Master Sgt. Jeffrey Roberts and Master Sgt. Robert Yarnes are only two of the more than 2,000 organic space operators in officer and enlisted AFSCs who began transferring Sept.

1, 2020, but the first from the SNCOA. Roberts is currently the Superintendent of the National Security Space Institute at Peterson-Schriever Garrison, Colorado and Yarnes is the current Division Manager at Joint Task Force–Space Defense at Schriever Air Force Base, Colorado.

Master Sgt. Roberts has always dreamed of supporting operations in space. “Space was always the original intent for joining the military,” Roberts said. “When asked to join the United States Space Force my decision was based on continuing the mission and to be part of something fantastic at the same time! It is a fresh start where the influence of a few will result in the betterment of the many.”

Master Sgt. Yarnes on the other hand was rather surprised about the opportunity. “I did not even imagine that there would be a U.S. Space Force, much less that I would be one of the first few thousand members,” Yarnes said. “It is an incredible honor to help stand up the new service and work alongside so many highly qualified professionals. I do feel truly blessed that I get to be a part of it.”

SNCOA aims to inspire Senior enlisted leader intellec-

tual, emotional and strategic growth while also developing cutting-edge, joint warfighters to dominate in any battle domain- including space.

“The SNCOA does a great job for preparing you to lead Enlisted, communicate with leadership and to develop military attributes. These are the learning outcomes of the SNCOA and it is important to all SNCOs regardless of which branch of service you may be in,” Roberts said. “As a SNCO, you need to strive for becoming part of an effective, agile and lethal organization. As part of the United States Space Force, we have to develop Space Professionals who can adapt to unknown challenges and act decisively while effectively communicating intent to both our adversaries and allies.”

“The biggest concept that was hit every day since the first of class: leaders need to foster innovation and agility in order to enhance lethality,” Yarnes said. “This will be critical moving forward for the Space Force, as operating in such a complex domain such as space demands that the U.S. needs to bring to bear lethal and credible reasons to deter potential adversaries from attacking us in space.”

AFMC begins phased COVID-19 surveillance testing Air Force Materiel Command Public Affairs

WRIGHT-PATTERSON AIR FORCE BASE, Ohio — Air Force Materiel Command began a phased roll-out of COVID-19 surveillance testing Oct. 1, 2020.

This surveillance testing will initially begin with active-duty populations at four AFMC bases: Edwards Air Force Base, California; Eglin AFB, Florida; Hanscom AFB, Massachusetts; and, Hill AFB, Utah. Participation in this testing effort is voluntary.

The testing will be conducted in 14-day periods, eventually testing 100 total active-duty personnel at each location within the first two months of testing. The active-duty populations selected for testing at the above locations include the following: Period 1: Health care workers Period 2: Dorm residents Period 3: Host wing personnel Period 4: Installation workforce As testing efforts are fine-tuned and streamlined, testing will expand farther to other AFMC installations and among other base populations. At this point in time, testing will begin only within these active-duty populations.

The testing effort is part of a larger Department of the Air Force sentinel surveillance strategy to randomly test Air and Space Force military and civilian personnel to identify and contain pockets of the coronavirus. The goal is to test people without symptoms for COVID-19 to determine if additional public health actions are needed in work areas. Ultimately, the Air Force wants to ensure Airmen and the Air Force community remain healthy and able to fly, fight and win in air, space, and cyberspace.

Individuals selected for testing will be notified via an email message from their local Military Treatment Facility. Any selected personnel with a positive confirmed case of COVID-19 within the last 90 days will not be tested.

These four bases will use the oral fluid coronavirus test provided by Curative, Inc., with whom the Air Force signed an agreement in April to deploy and scale an oral fluid coronavirus test that received a Food and Drug Administration emergency-use authorization. The test collects saliva with a cotton swab and examines it for the COVID-19 virus.

Four to six individual samples will be grouped together (also called aggregated testing). The aggregated sample will receive an identification number and then be tested for the presence of the COVID-19 virus. Due to the rules for using this test to identify COVID-19 activity in populations of people without symptoms, tests will not be ordered through the medical system and results will not be placed in health records.

Dental Squadron Reactivates

Air Force, Space Force select students for space test fundamentals course By 2nd Lt. Christine Saunders | AIR FORCE TEST CENTER PUBLIC AFFAIRS EDWARDS AIR FORCE BASE, Calif. (AFNS) — The Air Force Test Center’s Test Pilot School is one step closer to standing up the Space Test Fundamentals course.

“Today, here in this building, a board is selecting the first class of space professionals to attend our new space test fundamentals course,” said Maj. Gen. Christopher Azzano, AFTC commander, during the Multi-Domain Test Force activation ceremony held Oct. 1 in the Test Pilot School Scobee auditorium. “How fitting that we’re talking about a new paradigm for domain-integrated test in the halls of our own test pilot schoolhouse.”

The U.S. Space Force Test Directorate and Air Force Test Center’s Test Pilot School, or TPS, completed the selection board for the inaugural Space Test Fundamentals course. The school received 166 applicants prior to its Sept. 15 application deadline.

The board selected students for the three planned courses for 2021 with the initial course scheduled to begin in January 2021. The course is a 13-week, hands-on program designed to train personnel in the fundamentals of space domain test and evaluation.

test and evaluation course available,” said Col. Sebrina Pabon, TPS commandant and 2006 TPS grad.

Pabon, the first female and second flight test engineer to command the school since its inception in 1944, also mentioned the Space Force needs to be able to test systems to make sure they function as designed and meet the requirements in a safe, secure, efficient and effective manner.

FALLS CHURCH, Va. — U.S. Air Force International Health Specialists are known for our geopolitical expertise and health diplomacy, but we are also skilled in facilitating whole-ofgovernment operations.

I began my Air Force career as a bioenvironmental engineer technician. Transitioning to an International Health Specialist gave me a better understanding of how the Air Force Medical Service fits into the larger Air Force and Department of Defense missions. I went from performing industrial hygiene and occupational health surveys for a local commander to supporting my combatant commander’s strategy in Africa.

My first assignment as an International Health Specialist was as a team member at United States Air Forces in Europe - Air Forces Africa at Ramstein Air Base, Germany. I began each day with an open-ended team discussion to brainstorm how world events might impact or inform our collaboration with partner nations. Many of our discussions led to projects of different kinds and shapes. We were empowered to create projects and initiatives and build programs from the ground up, sometimes with very little precedent and no benchmark to model. We worked to overcome funding requirements, coordinate challenges within the joint and interagency community, and decide who should be on what team.

I developed five-year plans with West African partner nations to increase their military and civilian medical capabilities. For this activity, systems thinking was important to identify and evaluate all variables that might impact

outcomes. Creating policy and concepts of operations were critical steps in establishing new programs that were components of this long-term engagement. Through all of this, I learned to be flexible and willing to adjust my plans.

As an International Health Specialist, I engaged with a variety of professionals of different backgrounds, cultures, and perspectives. I often found myself at a conference table full of Surgeons General and Ministry of Health leaders from partner nations in the region.

I regularly coordinated with Security Cooperation Office high-ranking personnel at U.S. embassies and learned my expertise was valued and more important than my branch of service or rank.

To be successful, I learned how to shift perspectives so I could “speak their language,” and communicate in a way to meet the needs of my counterparts around that conference table. I learned to recognize my own biases and not let them get in the way of progress.

Understanding how to meet people where they are is as important in a multinational context as it is in a joint and interagency context.

International Health Specialists master several core competencies essential to their job, such as health diplomacy, joint operational planning, and interagency coordination. However, these core competencies are a valuable component of professional development for any Air Force medic. Being an International Health Specialist requires adaptability, open-mindedness, resourcefulness, and big-picture thinking. Through big-picture thinking, we can develop whole-ofgovernment solutions when unexpected global crises strike.

One such crisis was the Ebola pandemic in West Africa. I collaborated with the U.S. Army, U.S. embassies, the African Union, non-government organizations, and sister services of partner nations to develop a program and build a capability that did not yet exist. In Accra, Ghana, we used the Kofi Annan International Peacekeeping Training Center as a platform to launch the West African Disaster Response Initiative.

This program enabled West African nations to effectively respond to the Ebola pandemic as well as future pandemics. My experience as an International Health Specialist was critical to my success in this role.

Similarly, I witnessed my colleagues facilitate a whole-of-government response when they were called to support Task Force-Southeast, which was set up to coordinate domestic COVID-19 pandemic response activities. They worked in support of U.S. Army North and the Federal Emergency Management Agency filling positions at headquarters, to include deputy surgeon of the task force. They used their joint operational planning and civil-military operations expertise to facilitate a total force response to the crisis. They were able to provide support because of the preparation and training they received as International Health Specialists.

The COVID-19 pandemic taught us the next global crisis could be novel and unexpected. I am confident the DoD and the world can rely on Air Force International Health Specialists to provide whole-of-government capabilities in support of national security objectives.

Il Vegano to launch “vegan desserts with the focus on classic Italian”

Drew LiVigni should be familiar to area diners from his past 10 years working at Shuga’s. But that only represents a quarter of his total time in the industry. And now, at 58, following a Covid-related layoff, he’s breaking out on his own with Il Vegano, billed as “vegan desserts with the focus on classic Italian.”

He says the idea grew out of making all types of vegan desserts at home, but he narrowed to Italian delicacies in-part to not overextend himself and also to honor his time growing up in New York, where he fondly recalls buying cookings by the pound from Italian bakeries. “It’s all based on traditional cookies and trying to get as close to the flavor and consistency that I remember,” he tells me by phone, citing examples like an anise-flavored, sesame-seed coated Biscotti Regina and a ricotta cookie made with cashew-based cheese.

On his Kickstarter page, LiVigni, also a photographer and creative essayist, calls Il Vegano “the culmination of my Sicilian roots and my love of cooking” and explains that he wants “to create desserts for vegans, no matter how you came to this decision, but also for non vegans. To help them get over the hesitation of eating a plant based diet. And what better way to do that than entice them with sweets”?

Currently he’s operating inside the cottage industry, home-based, but LiVigni aims to expand into space inside Lulu’s Downstairs, where the future may hold vegan pop-up dinners as well. He and Lulu’s proprietor Marc Benning are in discussions on what all that might look like, but LiVigni aims to use the Kickstarter funds to purchase necessary equipment to scale up.

Meanwhile he hopes to build wholesale clients like local markets and coffee shops plus direct retail clients with possible delivery options. His ultimate dream is a small bistro.

Keep an eye on Il Vegano’s Facebook page for updates; products could be on local shelves for sale as early as Oct. 1, tentatively.

At AFMC installations, testing begins with a randomized selection of 10 activeduty Airmen every 14 days to be tested, beginning with 10 health care workers. The next 14 days will see 10 randomly selected dorm residents, added to the 10 health care workers tested. The following 14 days will add 10 randomly selected host wing personnel to Airmen selected from the other two groups. The next 14 days will add 10 randomly selected Airmen from the installation workforce.

The testing effort will be continually evaluated and refined with each round of testing, as may be needed. At the end of the two month roll-out phase, and once the testing is further streamlined, AFMC leadership will evaluate and possibly begin an expansion of the surveillance testing.

Breast Cancer Awareness Month encourages education

October is National Breast Cancer Awareness month, encouraging education about the importance of knowing the signs and symptoms of breast cancer. According to the Centers for Disease Control and Prevention, one in eight women in the United States will be diagnosed with breast cancer in their lifetime, so it’s important to know the symptoms and risk factors.

“This course coalesces test and space expertise from Test Pilot School, the Space Force, NASA, the Air Force Academy and others,” said Col. Nick Hague, U.S. Space Force Test and Evaluation director and NASA astronaut.

“It is just the first step in training the cadre of space test professionals we need – space operators, engineers, space acquisition test managers – to deliver on-orbit capabilities for the nation.”

The curriculum is based on the same test and evaluation foundation that grounds the current USAF Test

“A lot of the content that will be going into the STF course was cherry-picked directly from what we teach on the air side, from the foundational TPS content,” said Dr. Andy Freeborn, a flight test instructor pilot who manages the STF course. “Subjects like statistics, reporting and overarching test processes are domain agnostic.”

The course is currently broken up into six modules to include: introduction to air vehicle flight test, introduction to systems testing, basics of the space environment, a field trip to see U.S. space development, test and operations facilities, a capstone exercise featuring a graduation project, and lastly a course wrap up.

The Air Force Academy is on board to teach a week of instruction specific to astronautical engineering such as orbital mechanics, satellite bus design and space environment.

The course is open to all DOD officers, enlisted and civilian personnel who meet the eligibility criteria. TPS plans to notify all students selected as primary and alternate by November.

The course expects to host 15 students per class and is scheduled to be held three times a year. A new course facility is under construction with the ability to host a maximum of 30 students per class and an overall training throughput of up to 90 students per year.

The Space Test Fundamentals selection board this week also happened to coincide with the conclusion of USSF’s second round of a three-week space test course taught in cooperation with the National Test Pilot School. The national course was put in place to bridge the training gap while planning for the stand-up of the more extensive Air Force TPS three-month course.
