COMMANDER’S CORNER Holidays in a remote location, taking care of Airmen Celebrating holidays in a remote location is a unique experience. Thule Air Base is 750 miles above the Arctic with exceptional geographical, environmental, logistical, and personal challenges. Many service members have come and gone since 1951 and more will come and go after us. At the 821st Air Base Group, we are overcoming these challenges through extraordinary teamwork and a can do attitude.

One of the definitions of a holiday is a day of festivity or recreation, set aside by custom or by law when no work is done. Holidays are usually celebrated in the company of loved ones, families, friends, and colleagues.

In the United States, more emphasis is given to major holidays such as Thanksgiving or Christmas, when an office celebration is given special time, attention, and energy. Whereas in a remote location like Thule, each and every holiday, whether a national or foreign holiday, a 12 mile ruck march carrying 35 pounds to remember 9/11 victims, or a polar plunge — each has a special meaning and is given equal attention and energy. It gives us a reason to show our camarade-

Decorating or cooking special meals for some of the holidays is especially challenging due to logistics. You cannot get supplies at the nearest party store. In fact, the nearest town is over 100 km away. There is only one weekly flight from the mainland, so even though you can shop online, it may take a couple of weeks or more to get your packages and you have limited choices

on fresh groceries. These limitations provide us the opportunity to be more creative such as creating our own decorations.

Nevertheless, Team Thule celebrates holidays together. All of the 821 ABG community events and holiday activities are open to our coalition partners — Canada, Denmark, and Greenland, the scientific community, and other colleagues including local Greenlanders.

For instance, every year 821 ABG proudly sponsors Operation Julemand, meaning Santa Claus in Danish, specifically focused on the local community. Started in 1959, supported entirely by Thule Air Base donations, it provides outreach to multiple Greenlandic villages, hundreds of children and other residents.

The flying first

FORT GEORGE G. MEADE, MD. (AFNS) — The young pilot struggled against dust and wind that swirled 10,000 feet above valleys sandwiched between Mexico’s Sierra Madre Mountains. He had only a rudimentary pair of plain glass goggles to protect his face. Yet he was determined to find the trail of the rebel bandit Pancho Villa who had recently led a raid into New Mexico that killed eight U.S. Soldiers and 10 American civilians.

That young pilot, Capt. Benjamin Foulois, was in one of eight Curtis JN-3 “Jenny” biplanes participating in the search. The planes were powered with 90-horsepower engines that had a rough time just staying airborne, but they led a reconnaissance mission to kick off Gen. John J. Pershing’s punitive expedition into Mexico.

It was March 1916, little more than a decade after the Wright Brothers’ inaugural flight at Kitty Hawk, North Carolina, and only seven years after Foulois was taught to fly by Orville Wright himself, becoming the first military aviator. He later became a major general, and in 1931 was appointed chief of the U.S. Army Air Corps.

That small unit of Jenny biplanes, in search of Villa and his Mexican marauders more than 100 years ago, were members of the 1st Aero Squadron, the first aviation unit to participate directly in a military action, flying 346 hours on 540 flights during Pershing’s expedition. The first mission covered more than 19,300 miles, and included aerial reconnaissance and photography as well as transporting mail and official dispatches.

The squadron was formed March 5, 1913, giving it the distinction of being the oldest flying squadron still in existence.

The unit has alternated between reconnaissance and bombing missions and had its name tweaked 14 times since the provi-

sional 1st Aero Squadron unfurled its colors in Texas City, Texas. Its Airmen have flown 47 different types of aircraft and served in more than 50 locations throughout the world.

Today, it’s the 1st Reconnaissance Squadron, a part of the 9th Reconnaissance Wing at Beale Air Force Base, California, with the responsibility of training high-altitude intelligence, surveillance and reconnaissance RQ-4 Global Hawk and U-2S pilots and sensor operators.

The squadron has a reputation for being a pioneer in establishing ISR capability and establishing a legacy of supplying critical information to combatant commanders across the joint force.

“The legacy of the 1st Recon Squadron is a microcosm of the legacy of the Air Force,” said Richard Rodrigues, former 9th RW historian. “It was the organization that pioneered the first tactical deployment of U.S. military airpower, and it helped create some of our early leaders that had an impact on the Air Service and later the Air Corps.”

A little over a year after its famous recon mission over Mexico, the squadron would enter World War I, traveling from New Mexico to New York, then by ship across the Atlantic to land in Le Havre, France and become the first American squadron to enter the war.

The 1st Aero Squadron took on the role as an observation unit, initially flying the French Dorand AR 1 and 2 aircraft, a two-seater recon plane, and later the Salmson 2A2.

According to Rodrigues, the squadron was in constant action throughout the “Great War” supplying divisional commanders vital information as to where the front line elements actually were, where artillery barrages need to be laid down in advance of the infantry and for causing disruption to enemy forces behind lines. Later, as positions became stabilized, photographs were obtained behind enemy lines to learn the

“The unit aided the stand of the Marines at Chateau-Thierry and prevented the German army from crossing the Marne River. The squadron also fought at Aisne-Marne, St. Mihiel and Meuse-Argonne, all important campaigns for the allies,” said Rodrigues.

Those campaign victories represent the four Maltese crosses found on the 9th RW’s unit emblem.

Rodrigues added that although reconnaissance and artillery surveillance were the primary duties of the 1st AS, squadron pilots flying French SPAD fighters scored 13 aerial victories, represented by 13 Maltese crosses on the 1st RS’s emblem. A total of 16 officers lost their lives, with three more missing in action.

After the war, the mission and the name of the unit changed to the 1st Observation Squadron, with the unit relocating to Camp Mills, New York. Its base would change names to Mitchel Field, and observation air-

craft would be updated to the Douglas O-2, Curtiss O-1 and O-39. The unit would keep its observation role until 1935. They even used Douglass O-35s to deliver the U.S. Mail.

The unit then made a huge overhaul, going from observation unit to bomber squadron: the 1st Bombardment Squadron. The observation planes were replaced with Martin B-10 and Douglas B-18 bombers and the Airmen began learning new tactics at large training sites in Maryland, Florida, California, Michigan and Virginia.

At the outset of World War II in 1942, the 1st BS moved to the island of Trinidad to strengthen defenses around the Panama Canal and defend against German U-boat attacks in the Caribbean and Atlantic. In October 1942 the squadron set up a tactics and bombing school in Florida.

PETERSON AIR FORCE BASE, Colo. – The Installation Voter Assistance Office at the Airman & Family Readiness Center on Peterson Air Force Base, Colorado, is here to help Airmen exercise their right to vote. Soon all units will also have Unit Voting Assistance Officers.

The IVAO/UVAO can assist Airmen with registering, requesting an absentee ballot, and notifying local election officials in their home state of a change of address.

“We assist people with voting who aren’t living in their home state,” said Christina Fornander, Peterson AFB’s IVAO. “We have all the forms necessary to register and vote. We can also help them if they’re having issues with the Federal Voting Assistance Program.”

If you haven’t registered to vote on FVAP.gov yet, you may still have the chance to vote. You will need to check your state’s voting rules on FVAP. gov or visit an IVAO/UVAO. Many states will still allow you to register and use a Federal Write-In Ballot to cast your vote.

“All registered FVAP users, or those military members that requested a ballot directly from their state, should have received their voting ballet by now,” said Fornander. “If you received your ballot, it should be on its way back to your home state. If you haven’t mailed your ballot, return your ballot as soon as possible. For those members that have not received their ballot, fill out and send in a Federal Write-In Absentee Ballot today. This is available and easiest on FVAP.gov or visit the IVAO.” FVAP works to ensure service members, their eligible family members and overseas U.S. citizens are aware of their right to vote and have the tools and resources to successfully do so from anywhere around the world.

WASHINGTON (AFNS) — October is Energy Action Month and to Air Force Energy it represents an opportunity to highlight the mission critical importance of energy and water resources and to encourage the smart energy and water use and management for our installations, ground vehicles, and aircraft.

The Air Force theme, “Protect the Power,” calls on Airmen and the larger Air Force community to practice smarter, more efficient energy and water consumption behaviors to enhance readiness and resilience.

“Resilient bases require a reliable, uninterrupted supply of energy to assure mission success for our wings,” said John Henderson, Air Force for Installations, Environment and Energy assistant secretary. “Energy Action Month is a time for us to focus on our responsibility to make the most effective use of our energy and water resources to support our warfighting mission and to enhance readiness.”

“Reducing demand increases resilience and increased resilience leads to enhanced lethality,” added Mark Correll, Air Force

for Environment, Safety and Infrastructure deputy assistant secretary. “Airmen and their families can contribute by using energy and water resources efficiently.”

"Being smart about the way we consume aviation fuel is not just about saving money - it's about increasing our combat capability, enabling more training, and decreasing maintenance hours," said Roberto Guerrero, Air Force for Operational Energy deputy assistant secretary. "There are limitless ways to optimize the Air Force, whether it's uncovering inefficiencies through fuel data collection and analysis, introducing new technology, or becoming a more energy focused culture through Airmen education and training."

Cheyenne Mountain Fire & Emergency Services awarded international reaccreditation status CHEYENNE MOUNTAIN AIR FORCE STATION, Colo. — The Cheyenne Mountain Fire & Emergency Services in Colorado Springs, Colorado has received Accredited Agency status for the second time, 2013 and 2018, with the Commission on Fire Accreditation International for exceeding the criteria established through the CFAI’s voluntary self-assessment and accreditation program.

CMFES is one of 250 agencies across the country and the Department of Defense to achieve Internationally Accredited Agency status with the CFAI and the Center for Public Safety Excellence, Inc. “I’m extremely proud of our firefighters,“ said Dino Bonaldo II, CMAFS 721st Civil Engineer Squadron Director. “The reaccreditation validates our exceptional professionalism, reliability and commitment to excellence.”

CMFES has labored for the last 10 years in developing process improvements that provided our customers with quality emergency services.

“Thousands of hours were dedicated to analyzing operational performance and ensuring compliance with industry standards,” said CMFES Deputy Fire Chief David K. Arcilla and accreditation manager.

The team perfected innovative improvements to critical programs, meticulously managed response data for accuracy and

standard alignment, and conducted continuous self-assessments for each facet of the department.

The CFAI is dedicated to assisting the fire and emergency service agencies throughout the world in achieving excellence through self-assessment and accreditation in order to provide continuous quality improvement and the enhancement of service delivery to their communities. The CFAI process is voluntary, and provides an agency with an improvement model to assess their service delivery and performance internally and then works with a team of peers from other agencies to evaluate their completed self-assessment.

Arcilla stated that the agency’s achievement of reaccredited agency status “demonstrates the commitment of the agency to provide the highest quality of service to our community.”

Arcilla also said, “We have also been able to use the Commission on Fire Accreditation International’s process as a proactive mechanism to plan for the future of this agency and locate areas where we can improve on the quality of the services we provided.”

A team of CFAI Assessors who arrived on CMAFS, June 4, 2018, conducted various interviews over three days, and validated hundreds of critical core criterion written to describe how CMFES met the Fire Emergency Services Self-Assessment Manual objectives. White House releases first national cyber strategy in 15 years

WASHINGTON — The first new National Cyber Strategy in 15 years is built on four pillars: protecting the American people, the homeland and the American way of life; promoting American prosperity; preserving peace through strength; and advancing American influence.

“We cannot ignore the costs of malicious cyber activity — economic or otherwise — directed at America’s government, businesses and private individuals,” President Donald J. Trump said in a statement yesterday announcing the new strategy. “Guided by this [strategy], the federal government will be better equipped to protect the American people, the American homeland, and the American way of life.

“Through it,” he continued, “we will accomplish critical security objectives while supporting American prosperity, preserving peace through strength and advancing American influence. Informed by the strategy’s guidance, federal departments and agencies will more effectively execute their missions to make America cyber secure.”

DoD’s Role The strategy highlights the critical and growing threat that malicious cyber actors pose to U.S. national security. “The Defense Department stands ready, as part of the synchronized whole-of-government approach articulated in the National Cyber Strategy, to preserve peace through strength by identifying, countering, disrupting, degrading and deterring behavior in cyberspace that is destabilizing and contrary to U.S. national interests,” DoD officials said in a statement, adding that the department's focus is on preserving U.S. superiority in cyberspace and defending forward to disrupt the activities of malicious cyber actors before they reach U.S. networks.

DoD also is strengthening its defensive posture through network hardening, improved cybersecurity and working with its international allies and partners, in addition to its Defense Industrial Base and Defense Critical Infrastructure partners to secure critical information and infrastructure, the Pentagon statement noted.

Protecting America’s Networks Officials said the strategy will: • Protect American networks by securing federal networks and information and the nation’s critical infrastructure; • Combat cybercrime and improve incident reporting;

PETERSON AIR FORCE BASE, Colo. — A team comprised of 10 runners from across Air Force Space Command won the Air Force Marathon’s annual Major Command Challenge.

The 22nd Air Force marathon was held at Wright-Patterson Air Force Base Sept. 15 and the winners of the MAJCOM Challenge were announced via Facebook Sept. 27.

The MAJCOM Challenge is a friendly competition open to all active duty, reserve, and Air National Guard personnel.

Each MAJCOM team was made up of four full marathoners (three men and one woman) and six half marathoners (four men and two women).

“There was a lot of pressure going into this race since the Air National Guard’s team was two-time reigning champions and we knew they were going to be hard to beat,” said Brosseau, the ninth overall finisher for the full marathon.

“I couldn’t be more excited and proud that our AFSPC team came together in the end and took home first place.”

A total of 12 military teams competed in the MAJCOM Challenge. The AFSPC team won with a combined time of 22 hours, 43 minutes and 10 seconds, beating the two-time reigning champions, the Air National Guard team, by more than 56 minutes. AFSPC also improved from their third place finish last year.

“The MAJCOM Challenge was a great opportunity to build relationships with Airmen around the MAJCOM and find people that share your passion,” said Williams, the 11th overall finisher for the full marathon. “We were able to synchronize and improve our own training and help us achieve our personal goals through this team.”

PETERSON AIR FORCE BASE, Colo. — As more technology develops and makes its way into our homes, it’s important to remember to stay active and get outside every once and a while.

To help families get moving and enjoy the sun, Peterson Air Force Base, Colorado, participated in the Worldwide Day of Play, Sept. 29, 2018, at Patriot Park on base.

“Worldwide Day of Play was a great opportunity for kids and families to get outside and play instead of sitting in front of the TV,” said Ann-Marie Ely,

R.P. Lee Youth Center assistant director. “This day gives kids the chance to interact with each other and have a great time with their family and the community.”

Worldwide Day of Play happens once a year, and is put on to encourage kids and families to be active and put away technology for a day.

This year’s event started with an adult 5K run and a 1-mile kids run. It also included bounce houses, obstacle courses, a climbing wall and more, said Ely. This year’s event also saw hundreds of attendees looking to spend the day with each other to stay active and have fun.

Air Force begins transition of hospitals, clinics to the Defense Health Agency

KEESLER AIR FOCE BASE, Miss. (AFNS) — The 81st Medical Group officially transferred management and administration functions to the Defense Health Agency today as part of a transition that will eventually include all Defense Department health care facilities.

The National Defense Authorization Act for fiscal years 2017 and 2019, Section 702, titled “Reform of Administration of the Defense Health Agency and Military Medical Treatment Facilities,” mandated the transfers to the DHA. The Military Health System is conducting the transition in phases. The 81st MDG, along with hospitals and clinics at Fort Bragg, North Carolina; Naval Air Station Jacksonville, Florida; Joint Base Charleston, South Carolina; Seymour Johnson Air Force Base, North Carolina, in addition to the Walter Reed National Military Medical Center and Fort Belvoir Community Hospital are all part of the Phase 1 transition.

The ultimate goal of this transition for the DoD is a more integrated, efficient, and effective system of readiness and health that best supports the lethality of the force.

“From a patient perspective, most of these changes will go unnoticed,” said U.S. Navy Vice Adm. Raquel C. “Rocky” Bono, DHA director. “Patients can expect the same high quality, trusted care they have come to know at our military treatment facilities. Providers can expect to focus on practicing medicine and maintaining their preparedness in the event of crisis.”

The DHA will be responsible for all facilities budgetary matters, information technology, healthcare administration and management, administrative policy and procedure and military medical construction.

“We’re honored and excited to be a part of this transition to DHA,” said U.S. Air Force Col. Beatrice T. Dolihite, 81st MDG commander. “We look forward to the opportunity to transform military health care into a more integrated system which will lead to consistent, high-quality health care experiences for our patients.”

The Keesler Medical Center is the first hospital in the Air Force to transition. The remaining facilities currently administered by the armed services, which includes more than 50 hospitals and 300 clinics within the MHS, will be phased in under DHA on a rolling basis over the next few years.

The next phase of integration, which includes hospitals and clinics in the Eastern U.S., should be complete by Oct. 1, 2019. Subsequent phases, which include hospitals and clinics in the Western U.S., followed by overseas medical facilities, should be completed by Oct. 1, 2020, and Oct. 1, 2021, respectively.

chain as part of the 20th Air Force. The squadron completed 71 combat missions, including bombing raids over Iwo Jima in preparation for its invasion by U.S. Marines and night incendiary raids on the Japanese home islands, winning two Distinguished Unit citations. After the Japanese surrender in 1945, a round-robin of assignments throughout the Pacific kept the squadron fully employed.

While stationed in Guam in 1947, the newly created Department of the Air Force issued orders to deactivate the unit.

However, the Air Force rescinded those orders and instead moved the unit to Topeka, Kansas, where it joined Strategic Air Command and became the 1st Strategic Reconnaissance Squadron. The squadron’s unbroken lineage remained intact.

With U.S. and the Soviet Union entering a global standoff known as the Cold War, the squadron returned to its bombing role, armed again with B-29s, including three nuclear-capable B-29MR bombers. It participated in several rotations between Travis AFB, California, and Guam during the Korean War. Then in 1953, it was transferred to Mountain Home AFB, Idaho, where it flew the B-47 Stratojet bombers.

For the next 12 years, the squadron would play an important part in America’s nuclear deterrent force and began a series of deployments to England, Guam, Okinawa and Alaska. Then the squadron’s mission would dramatically change once again with the secret development of a new plane by Lockheed Aircraft Company.

The SR-71 “Blackbird” was announced

by President Lyndon B. Johnson and joined the Air Force inventory in 1966. This new, advanced surveillance aircraft gave the Air Force an intelligence weapon that could fly three times the speed of sound, at altitudes higher than 80,000 feet. The SR-71’s versatil-

ity included simple battlefield surveillance, multiple-sensor high-performance interdiction reconnaissance, and strategic surveillance over large areas of the world. It used the most advanced observation equipment in the world, carrying sensors with a 45 degree viewing angle on each side that could survey 100,000 square miles in an hour. It would totally change the future for the Air Force’s oldest flying squadron.

The 1st SRS was now in its heyday, gathering photographic and electronic intelligence products over Southeast Asian nations during the Vietnam War. The unit moved to its current location at Beale AFB in June 1966, and the 1st SRS was on its way to conducting missions that supported national intelligence-gathering requirements.

Retired Lt. Col. Tony Bevacqua was one of those early SR-71 pilots at Beale AFB and said what he and other pilots did in the 1960s was no different from Orville Wright or the Global Hawk flights today.

“We made history then, and we continue to make history today,” Bevacqua said.

He and Maj. Jerry Crew were on their first mission over Hanoi, their third over North Vietnam, when a SA-2 missile fired on them, passing just ahead and below their aircraft.

It was the first time an SR-71 had ever been fired upon. By the time Bevacqua retired in 1973, he had logged nearly 750 hours in the Blackbird.

After the war, 1st SRS Airmen logged some spectacular accomplishments. Of these the most notable were the SR-71 speed runs from New York to London and from London to Los Angeles. On Sept. 14, 1974, Maj. James Sullivan, pilot and Maj. Noel Widdifield, RSO, flew their SR-71 from New York to London in 1 hour, 55 minutes, 42 seconds for an average speed of 1,817 mph.

The SR-71 crew of Capt. Harold Adams, pilot, and Maj. William Machorek, RSO, established a record for the London to Los Angeles route when they flew the 5,645 mile leg in 3 hours, 48 minutes on Sept. 13, 1974.

For budgetary reasons, the SR-71 was retired from the Air Force inventory in 1990.

www.peterson.af.mil California to Washington D.C. where it became part of the collection at the Smithsonian Institution. It was an SR-71 flown by the 1st SRS crew, which made the coast-to-coast trip in a record time of 68 minutes, 17 seconds—at a record speed of 2,242.48 mph.

Today, the squadron is the formal initial training unit for the U-2 Dragon Lady and RQ-4 Global Hawk.

The squadron recruits and trains all the U-2 pilots that fly high-altitude reconnaissance flights around the world. After initial interviews, orientation flights, and selection for the program, new pilots undergo approximately six months of extensive training, including 20 sorties in the U-2. The rigorous flying training programs produce 24 U-2S pilots, 48 RQ-4 pilots, and 36 RQ-4 sensor operators annually.

Upon graduation, crewmembers are not only mission-ready in the U-2, but

also checked out in the T-38 companion trainer. They then transfer to the 99th Reconnaissance Squadron and prepare for a tour at one of the overseas detachments.

The 1st RS also trains mission planners.

Mission planners have to know the wing’s mission, the aircraft and sensors capabilities, plus detailed information on target and threat assessment at specific locations. After planners complete training, they deploy to the overseas detachments and design flight tracks that allow pilots to gather the best data with the least personal risk.

According to former squadron commander Lt. Col. Stephen Rodriguez, the 1st RS’s mission isn’t that much different from the one over New Mexico 100 years ago.

“It’s interesting because the first mission with aircraft was to be the eyes for the troops on the ground,” said Rodriguez. “The old mission was an extension of the ground

The 1st RS aims to increase their level of experience with a new, innovative Aviation Fundamentals Training program funded through the Squadron Innovation Fund.

“We are having our RQ-4 student pilots receive additional training flying with the Beale Aero Club while they are going through the Formal Training Unit,” said Maj. Daniel, 13th Reconnaissance Squadron FTU flight commander. “It is a continuation of the training they receive in Initial Flight Training.”

The FTU partnered with the Beale Aero Club to ensure pilots receive more experience in the local airspace by taking to the cockpit and flying aircraft closer to those flown early in the previous century: Cessna 172s.

Promoting American Prosperity The strategy’s second pillar seeks to preserve U.S. influence in the technological ecosystem and the development of cyberspace as an open engine of economic growth, innovation and efficiency.

To enhance the resilience of cyberspace, the administration expects the technology marketplace to support and reward the continuous development, adoption and evolution of innovative security technologies and processes and will work across stakeholder groups, including the private sector and civil society, to promote best practices and develop strategies to overcome market barriers to the adoption of secure technologies.

Preserving Peace Through Strength Challenges to U.S. security and economic interests from nation states and other groups, which have long existed in the offline world, are now increasingly occurring in cyberspace, the new strategy notes, adding that this now-persistent engagement in cyberspace is altering the strategic balance of power.

As part of the National Cybersecurity Strategy’s third pillar, cyberspace will no longer be treated as a separate category of policy or activity disjointed from other elements of national power. The United States will integrate

They will also be better pilots when they become instructors themselves.”
