18 SPCS now predicts debris-on-debris collisions in space, enhancing Space Domain Awareness for all

— For the first time, the Combined Force Space Component Command’s 18th Space Control Squadron began publically sharing data for debris-on-debris conjunction predictions via Space-Track.org, Sept. 24.

Previously, the 18 SPCS only released debris-on-active satellite conjunction prediction data publically due to limited conjunction screening and reporting capacity.

Through a project titled Reduction of Conjunction Assessment Processing, 18 SPCS personnel reduced the daily number of legacy low to no-risk early conjunction reporting to satellite owners and operators by more than 30 percent. Additionally, the 18 SPCS increased the total number of objects screened daily by more than 350 percent.

“The objectives of project ReCAP were to improve spacef light safety by reducing the number of unnecessary conjunction reports, and screen more than 27,000 objects that could potentially collide and create more debris in space,” said Lt. Col. Justin Sorice, 18 SPCS commander. “Through innovation and automation the space warfighters in the 18th Space Control Squadron improved frontline space defense and awareness for all satellite owners and operators.”

The 18 SPCS mission is to defend freedom of action in space for the Joint Force, multinational partners, and humanity. The 18th SPCS monitors approximately 3,200 active satellites for close approaches with approximately 24,000 pieces of space debris, and issues an average of 15 high-interest warnings for active near-earth satellites, and ten high-interest warnings for active deep-space satellites, each day.

Additionally, 18 SPCS shares Space Domain Awareness information with more than 100 governmental, academic, and commercial partner organizations from 25 nations through formal Space Situational Awareness data sharing agreements, and Space-Track.org.

“Project ReCAP is just another example of how we are supporting spacef light safety, and protecting the space domain for future generations,” said Sorice. “This was a big data problem that was solved by young, motivated, and innovative space operators. I’m honored to work alongside a superior team of space professionals at the 18th Space Control Squadron; and project ReCAP is just another example of what our stellar space warriors are doing to protect our assets and interests in the space domain.”

CSAF #22 visits Peterson AFB

PETERSON AIR FORCE BASE, Colo. — Chief of Staff of the Air Force Gen. Charles Q. Brown, Jr. visited with Airmen at Peterson Air Force Base, Colorado, Sept. 22-24, 2020.

Brown currently serves as the 22nd chief of staff of the Air Force and is the first African-American to lead any branch of the U.S. Armed Forces.

The CSAF traveled to Colorado Springs to attend the U.S. Air Force Academy change of command and retirement ceremony before returning to Peterson to meet with United States Space Command, United States Northern Command and PetersonSchriever Garrison personnel.

At Peterson, Brown attended a USSPACECOM mission brief followed by a diversity and inclusion discussion with the first sergeants.

The CSAF also made time to recognize a handful of Airmen for their outstanding conduct and performance.

“I really appreciate the CSAF was taking time out of his incredibly busy schedule to recognize the achievements of some of P-S GAR’s finest air and space professionals,” said Col. James Smith, P-S GAR commander. “Their accomplishments demonstrate the hard work and dedication our folks pour into the mission each and every day. As commander, I could not be more proud.”

To commemorate their achievements, Brown personally coined each Airman at multiple squadrons including 21st Civil Engineering Squadron, 21st Security Forces Squadron and 21st Comptroller Squadron.

“I’m extremely proud to serve with each of the outstanding Airmen I met at Peterson Air Force Base,” Brown said. “Together, these Airmen are anticipating future challenges, navigating change and succeeding.”

This was Brown’s first official visit to Peterson AFB since assuming command Aug. 28, 2020.

SCHRIEVER AIR FORCE BASE, Colo. — The Peterson-Schriever Garrison safety office led a confined spaces training in collaboration with the 21st Medical Squadron bioenvironmental flight and the Schriever Fire Department Sept. 24 at Schriever Air Force Base, Colorado, to ensure the 50th Space Communications Squadron members could execute their duty requirements.

According to the P-S GAR safety office, a confined space is an area with a limited means of getting in and out, is not meant for consistent work and is just large enough to enter. This particular training was conducted at a manhole on base.

Some of the hazards of entering confined spaces on base include oxygen deficiencies, encounters with wild life and exposure to vehicle exhaust.

“Sometimes we get complacent to hazards associated with our jobs because we do it every day,” said Tech. Sgt. Christopher Boze, P-S GAR occupational safety manager. “By doing this training, it’s a refresher for the units involved and can ultimately help bring the workers home at the end of the day.”

Without the training event, bioenvironmental and the fire department would be required to be in attendance at every entry into a confined space.

The 50th SCS is planning on entering every manhole with communications lines running beneath them within the next year.

“We’re there to ensure [those going in the confined spaces are] following [Occupational Safety and Health Administration] and Air Force Standards,” said Master Sgt. Ashley Smith, P-S GAR safety superintendent. “Confined spaces is one of our scariest programs because someone could die if we don’t follow the proper protocols.”

The event also served as an opportunity for the Schriever Fire Department to test their response time.

“Multi-Agency Training makes us better prepared for a more effective emergency response for the base and the mission,” said Tracey Snyder, Schriever Fire Department assistant chief of training. “The department’s response time far exceeded [our goals.]”

superintendent. “If diversity and inclusion in our forces is tantamount to morale, welfare, good order and discipline we must talk about it.”

During the conversation the audience and panelist members were engage with a shared goal of listening and understanding that allowed for honest communication.

“The civilians and military members who participated during the event appeared open and empathetic,” said Peters. “I was highly encouraged by the authenticity of their perspective, motivation and eagerness to help be a part of the solution.”

Working with EO, Peters is no stranger to these difficult conversations. Her input during the event helped give context and clear explanations to otherwise difficult concepts to understand.

“It is important to have crucial conversations because the void caused by the failure to communicate is often contaminated with fallacy, misrepresentation and a lack of understanding,” said Peters.

An audience led conversation enabled a broader perspective of how connected they are through work and life and how important it is to be considerate of fellow teammates.

“Members of our Air and Space Forces sitting right beside us at our cubicles, on the ops floor, in the patrol or emergency vehicle and in the work centers are our ‘teammates’,” Wilkinson said.

There are plans to continue Crucial Conversations at Peterson AFB as a continued effort to further a culture of diversity and inclusion and an atmosphere of trust and togetherness as well as dignity and respect, regardless of rank.

“We have an opportunity through our actions to provide hope,” Alexander said.

“We have teammates who are hurting, teammates who are confused [and] unsure about things. When we come together as a family, when we show we are our brothers’ and sisters’ keepers, that we can listen to each other and learn something, it builds hope. I believe we have way more good than bad in this world - and I believe together there is no force that can stop us.”

Thule firing range going hot, indoors

By Staff Sgt. Jared Bunn | PETERSON - SCHRIEVER GARRISON PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — Thule Air Base, Greenland officials tested its first-ever indoor shooting range Sept. 10, 2020 after completing construction last month.

The range enables the 821st Security Forces Squadron to maintain their lethal capabilities all year round, regardless of the weather.

Upon being released from restriction of movement due to Covid-19, government contractors began working the same day on the new 50-foot range, and a week later they completed it.

“This is a two-pronged solution… this range drastically enables our weapon proficiency whilst satisfying PCS re-

quirements for all outbound overseas Airmen—a true force multiplier,” said Chief Master Sergeant Micah Graves, 821st SFS security forces manager.

Kitchen safety is fire safety Courtesy 21st Civil Engineer Squadron Fire Emergency Services The kitchen is often at the very center of family life, but leave cooking unattended in the kitchen and you could have a serious fire on your hands. Cooking equipment is involved in roughly 150,000 home fires per year, and many of those fires start because people aren't paying attention. While a few minutes may not seem like much time to be away from what’s cooking, that’s all it takes to start a fire that could destroy your home and harm your family. That is why the National Fire Protection Association (NFPA) has chosen the theme, “Serve Up Fire Safety in the Kitchen," Oct. 4–9, 2020. During that week, the 21st Civil Engineer Squadron’s Fire Emergency Services personnel will be out in our community teaching children about how kitchen fires can start, and what kids and families can do to prevent these fires from starting in the first place. Through fire safety education, we can provide knowledge that may very well save lives in the event that a home fire is to occur.

This year’s theme could not be more fitting for the times, as a majority of people are choosing to entertain and cook from the comfort of their homes. Since this is the case, being mindful of kitchen fire safety is more prominent than ever as, “Cooking fires continue to be the number one cause of home fires and home injuries, with unattended cooking as the leading cause of cooking fires and casualties,” according to the National Fire Protection Association (NFPA).

While being alert and attentive in the kitchen is one solution that folks can apply to prevent the cause of kitchen fires, fire safety officials also recommend the

following safety tips: • Stay in the kitchen when you are frying, grilling, broiling, or boiling food.

• Never cook while sleepy, drinking alcohol, or taking medication that makes you drowsy.

• If you must leave the room, turn off the stove.

• W hen you are simmering, baking, or roasting food, check it regularly, stay in the home, and use a timer to remind you.

• If you have young children, use the stove’s back burners whenever possible. Keep children and pets at least three feet away from the stove.

• W hen you cook, wear clothing with tight-fitting sleeves.

• Keep potholders, oven mitts, wooden utensils, paper and plastic bags, towels, and anything else that can burn, away from your stovetop.

• C lean up food and grease from burners and stovetops.

• The lower drawer on many new stoves is not for storage, but is actually part of the oven. Be familiar with your appliance!

• Never put water on a grease fire.

P-S GAR preps for fiscal year close out

By Marcus Hill | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS SCHRIEVER AIR FORCE BASE, Colo. — The PetersonSchriever Garrison ramps up its activity as it aims to fulfill projects across both bases as the fiscal year closed Sept. 30.

During the fiscal year, which began from Oct. 1, the 21st Comptroller Squadron and 50th Contracting Squadron provide units funds to finance their missions.

Throughout the close-out process, it’s important Airmen maintain good communication to fulfill projects. The close out includes multiple units and they must coordinate to ensure mission success.

“That necessary communication needs to occur between not only members of the squadron, but also between us and our teammates around this location and [U.S. Space Force Headquarters],” said Capt. Jeremy Lacewell, 21st CPTS director of operations.

This connection includes the 50th CONS, which manages the government purchase card program and writes contracts to fulfill funding.

Without the preparation from the mission partners, budget office and the contracting office, Staff Sgt. Arron Riffle, 50th CONS contracting officer, said the fiscal year close out wouldn’t be as successful.

“The end of the fiscal year is about ensuring the appropriated funds are obligated before they expire [at midnight Sept.

30],” Riffle said. “All of that [work] is meaningless unless we are providing the supplies and services that the units need to be successful in their objectives.”

The CPTS currently has 85 projects and requirements it plans to fund and Master Sgt. Wilfredo Mateo, 21st CPTS Financial Analysis flight chief, said that number could change.

“Our local list of unfunded items and projects ebbs and flows as we work the numbers and packages with 50 CONS,” Mateo said.

The 21st CPTS also provides financial support to mission partners. Earlier this year, the squadron helped U.S. Space Command complete a $25 million building lease agreement in addition to their required projects.

“This was certainly the largest dollar figure we’ve certified all year,” Mateo said. “We also helped USSPACECOM execute a $2 million project for their new office in [Washington] D.C., to give them a dedicated space as a combatant command.”

The CPTS will also fund $387,000 to help remodel the Schriever AFB education center before the end of this year.

“This will allow promotion testing on site versus having our members driving to the Peterson testing center,” Mateo

Lacewell hopes the final month of the fiscal year serves as a learning experience for younger Airmen. Rather than the period being stressful, Airmen can gather information from someone such as Lacewell, who is completing his fourth close out.

“Airmen should ask as many questions as they can, but also sit with someone who is actively in that process and watch how he or she works through the different systems,” Lacewell said. “In a way, [close-outs] get easier with time because you start to understand what to look for around this time of the year.”

Mateo also ensures Airmen are informed of their significance during the process and highlights how their duties affect the garrison.

“Our Airmen work too hard to be limited by aging equipment, dilapidated work areas and concerns about their paycheck being correct,” Mateo said. “It takes a team of people to manage all the intricacies of accounting and budget for the base. Without us, I don’t think we’d be able to execute taxpayer dollars across our various mission sets and sustain our way of life.”

“It [firing in a complete indoor range] was an exciting and humbling experience. The range is something I have never seen or experienced before,” said Tech. Sgt. David Krogh, 821st SFS logistics and resources manager, remarking about how it felt firing the first rounds down the new range. He went on to explain some of the facility’s safety features, “The range has two firing lanes and can be locked on the inside so that no one can interfere with the firing process.”

Additionally, the new facility recreates real world lighting scenarios to ensure the 821st defenders are prepared for any situation regardless of visibility.

This Chief of Staff of the Air Force directed initiative is the first-ever indoor shooting range for Thule AB, and will ensure base Defenders are always ready to protect and defend the Air Force’s northernmost installation.

As a final note, Krogh remarked, “One of the best parts [of the indoor range] is that it’s fully heated, with Thule’s subzero temps, it’s a great thing to have.”

Airman finds stability at the stables

By Airman 1st Class Amanda Lovelace | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS COLORADO SPRINGS, Colo. — Airman Laycee Presutti, 21st Security Forces Squadron installation entry controller, strengthens her resilience volunteering with the Safe Landing Horse Rescue at the Triple S Ranch in Colorado Springs, Colorado.

When Presutti first arrived to Colorado in April 2020, she was determined to find an activity that would allow her to spend some time off base, meet new people and interact with animals.

She researched local horse stables and found the Triple S Ranch, where she has volunteered for the past five months.

“Back home, I lived in an area where there were just farms,” Presutti said. “All of my best friends had horses. I didn’t have any myself, but every weekend and every day after work we’d go ride or do something with animals.”

At the ranch, Presutti cleans the stables and ensures the animals have food and water.

“It just gives you a peace of mind, not having to bring work with you,” she said.

“Resilience is important to me because it’s all about mindset and overcoming things.

Taking a break from work and volunteering with the animals definitely strengthens my resilience.”

The ranch is home to horses, pigs, donkeys and an alpaca. All of the animals are rescues and in the process of being rehabilitated and trained, with the goal of eventually finding a forever home.

Jaquie Schutzenhofher, Triple S Ranch owner, operator, riding instructor and horse trainer, started the ranch about four years ago and experiences the benefits of working with the animals daily.

“Horses have a huge impact on people,” Schutzenhofher said. “There’s a saying, ‘The outside of a horse is good for the inside of the soul,’ and I am one hundred percent all in on that.”

Schutzenhofher said horses have helped her a lot through the years, especially when going through tough times.

“They connect with you on a very personal level that you just can’t get with anything else,” she said. “They’re very gentle-natured, and they almost seem to understand us.”

Aside from rehabilitating the animals, the Triple S Ranch also provides lessons targeted for beginner to intermediate level riders.

Presutti said she knows strengthening resilience is unique for everyone, and while volunteering at the ranch helps her, she encourages others to try and find what will help them.

“There’s so much to do and see in the area, and staying in one place isn’t going to help you,” Presutti said. “You’re going to feel down; you’re going to feel like you don’t have anyone here. Go out and do things. The more things you do, the more people you’ll meet and the better your mindset is going to be.”

Coquette's Bistro has ceased all operations

By Matthew Schniper | Colorado Springs Independent The most recent news on Coquette’s Bistro, back in July, was of their plan to cease operations at 616 S. Tejon St. and open Coquette’s GF Bakery & Market in the former Cupcake Girls location.

But plans have changed, and a lengthy note on their Facebook page dated September 11 explains why they’re opting to shut down entirely as of September 20. In one passage, it reads: “We realized that we were trying to do more to keep up with what we created than we were really happy to be continuing to do. It had become an untenable struggle and strained our family. We love you all so much and a lot of our ‘sticking it out’ was really for you. We know we are not the typical restaurant and you are not typical customers. It will be a very sad parting on both sides of the ‘counter’ but Coquette’s will be closing and has no plans to reopen at this time.”

I called co-owner Michelle Marx shortly after reading this (as Coquette’s was among finalists in the 2020 Indy Best Of, where they’ve perennially earned gluten-free-friendly awards) and she repeated as well as elaborated on some of what she wrote on the Facebook page along with her daughter and co-owner Turu.

She told me “Covid was the last straw — we were already under a great deal of pressure.” She said it’s expensive to do what they do, “create this environment, make our products from scratch, and people in the Springs don’t always want to pay too much for things — we couldn’t raise our prices and accommodate our clients.” Plus, she added, there was just no time for family.

“We just needed to take a break,” she added. “We have no idea what we’ll do in the future and we may or may not continue in some form — we’re going to reassess everything.”

Marx said they’ve had a lot of requests for a recipe book, and they’re considering publishing one, or writing some type of memoir/cookbook. She’s put the current location up for sale, meanwhile, and is looking to lease the

former Cupcake Girls spot she purchased. On a personal note, both she and Turu are looking to return to creative endeavors they’ve put on hold over these many years as they ran the business.

As part of their closure, they’re helping to relocate and transition their staff members, Marx says.

“When we see what people have written [on our Facebook page, in support of us] the stories are amazing and full of so much love. We sit there crying. ...

But I think everyone gets it now. It’s so much harder, and now people know what it takes to operate a restaurant. Covid has brought attention to it. But our loyal customers want us to live good lives, and that’s what we want back.”
