Awareness note: Practice phone scam safety

— During 2019, Americans lost over $10 billion due to phone scams. Males, ages 18-34, are the most likely to lose the most money. One in ten Americans will be a victim. This means the scams are effective and you could be a victim.

More than 60 percent of these scams are based overseas. These are criminal organizations, but their efforts could have counterintelligence implications such as, access to government information. The complication of legal processing makes it difficult for anyone to take any action or recoup loss.

A significant loss of DoD information occurred when a foreign entity targeted the social media of a military spouse.

The foreign power was able to install malware and extract significant data because of the interconnected nature of personal and government emails and the forwarding of information between these accounts.

Common scams include: The Social Security Administration is suspending your social security number and you may have a warrant for your arrest.

This never, ever happens. The SSA will never call you to verify any of your information, even if they did have your phone number.

Your Apple account has been hacked.

This may come in through email or mobile calls. Apple will never ask you to click a link and verify any information. Also, they will never call you and ask you

to do anything, such as install remote viewing software or verify your data. If you have an Apple account issue, you will schedule a call with Apple or will log into your account for assistance.

You’re a winner!

If you put your name in a drawing box for a “free trip” you may get a call. These are often vacation scams.

Remember, nothing is free and if it sounds too good to be true, it is.

Your car warranty is expiring soon.

Maybe your car warranty is expiring soon, but the person on the phone is simply going to steal your money. The warranties are worthless.

Many of these criminal organizations are sophisticated and have a variety of information they have stolen or hacked from other locations. They may seem real and thus they are deceiving, well educated people. Do not be a victim.

Hang up. If you have any doubts, take Courtesy U.S. Space Force your time to verify with whom you are speaking. Never give out any verification information. As a law enforcement officer I can promise you that if I have a warrant for your arrest, I will not be calling you on the phone first to try and “work it out.”

If you are a victim of a scam, change all your passwords. So many of our accounts are connected in some way, including sharing the same passwords, usernames and restore data. Not changing one of your accounts could lead to compromise of all accounts. Call your financial institution to see if you need to add security measures.

Academy Supt. Lt. Gen. Silveria to retire after 35-year Air Force career

U.S. AIR FORCE ACADEMY, Colo. — Lt. Gen. Jay Silveria has big plans after his three-year tenure as the Air Force Academy’s superintendent officially ended Sept. 23, 2020.

“The first thing I’m going to do is go to the beach and try to set my personal record for how many days I can go without wearing socks,” he said with a laugh.

Silveria, a 1985 USAFA graduate, became a combat fighter pilot and amassed nearly 4,000 flying hours during his career.

He’s been USAFA’s top officer since Aug. 2017 and has commanded at all unit levels in the Air Force. Before arriving at USAFA, he was the deputy commander of U.S. Air Forces Central Command and its Combined Air Component in Southwest Asia, where he was responsible for command and control of air operations in a 20-nation area covering Central and Southwest Asia.

He handed over superintendent duties to Lt. Gen. Richard Clark in a ceremony at Falcon Stadium. Barbara Barrett, Secretary of the Air Force, and Gen. Charles Q. Brown Jr., Chief of Staff of the Air Force, officiated the passing of duties.

Silveria developed a reputation as a personable and straightforward senior officer who worked to make his faculty, staff and service members appreciate their value and the value of others. His leadership style focused on advocacy for respect and tolerance for all.

This support for diversity and inclusion became nationwide news in late 2017 when Silveria famously directed anyone at USAFA who felt unable to show respect or tolerate the diversity of others to “get out.” His words came in the wake of racial slurs found written on a door in a prep school dormitory at USAFA. “We need [diversity and inclusion] because we are told to do our nation’s bidding and solve the toughest problems against the toughest enemies,” Silveria said. “To do that, we need the most capable force possible. This requires a diversity of backgrounds – in thought, socioeconomics, race, gender and sexuality - all manners of the human condition that ultimately gifts us with diversity of thought and ideas.”

Silveria said USAFA has a moral obligation to represent the society it serves.

“We have work to do,” he said. “We had 30% women [in the class of 2020]. This does not represent the society we serve. We have work to do to attract more women and to attract more minorities to see [USAFA] as a path to succeed and thrive in service to our nation.”

Silveria said the emails and letters from those who don’t approve of his advocacy for diversity and inclusion have taught him a valuable lesson.

“In a lot of cases, people hear what they want to hear and see what they want to see,” he said. “We should never see [diversity and inclusion] as threatening or challenging. This

An Unexpected Pandemic

Silveria didn’t expect one of the biggest challenges of his career to be facing a novel coronavirus — COVID-19 — which

by March became a global pandemic.

“The pandemic doesn’t care how old you are, what your rank is or how long you’ve been in the military,” he said.

He attributes the stabilizing of COVID-19 cases at USAFA and the opening of class for the fall semester to teamwork between USAFA, Air Force headquarters at the Pentagon, the State of Colorado, El Paso County and the City of Colorado Springs.

“More than ever, we had to be in this mode of collaboration at the highest levels from the City Council, to the State and the Air Force,” he said. “We had to work through this in such a coordinated way.”

Among the numerous issues Silveria, his staff and faculty had to contend with as the coronavirus spiraled around the U.S. were taking care of cadets, service members and their families at the base, and updating parents of cadets, Congress, and numerous other special interest groups invested in USAFA. “It had to be a team effort, more so really, than everything I’ve ever done,” Silveria said.

For all the positive movements Silveria’s staff made in keeping USAFA’s population safe and the school up-and-running, Silveria said the pandemic will remain a top concern of senior Air Force and Academy officials until a vaccine is created and everyone has access to it.

“In such a volatile situation, we have to fight complacency,” he said. “We have to keep our vigilance.”

is about making us better as a force and taking on our toughest problems.”

Silveria said his biggest challenge as superintendent has been something he’s certain all Academy superintendents grapple with: bridging the gap between society-at-large and the military by reinforcing the Air Force’s core values of “integrity first, service before self and excellence in all we do.” “[Cadets] come from 453 congressional districts and all different backgrounds,” he said. “None of those backgrounds, locations or manner of human condition denotes a value standard, but what it does guarantee is different value sets.”

Silveria is acutely aware that societal concerns outside USAFA also exist “within its walls” and he knows that getting to the school does not automatically prevent cadets making bad decisions.

“There’s no magic about the door that they walk through,” he said.

Delta 7 activates new space intelligence squadrons

SCHRIEVER AIR FORCE BASE, Colo. — The U.S. Space Force activated the 71st and 72nd Intelligence Surveillance and Reconnaissance Squadrons Sept. 11, 2020, at Peterson-Schriever Garrison, Colorado.

The squadrons, which fall under Space Delta 7, made history as one of the first space intelligence squadrons activated in the USSF. “The realignment of intelligence forces under the U.S. Space Force represents a generational opportunity to re-think the way we apply intelligence support to operations both in space and other supported domains,” said Senior Master Sgt. Justin Michaels, 71st ISRS superintendent. “It represents a chance for us to approach mission requirements in innovative ways that allows us to better understand the threat environment and ensure the safety and protection of our forces.”

Maj. Michael Harter, 71st ISRS commander, said the squadron presents intelligence support to all the Space Mission Deltas across the USSF. The unit provides intelligence professionals from six geographically separated detachments to work directly with space operators.

“We provide operational intelligence on adversary actions and reactions so space operators can best posture themselves to accomplish their mission,” Harter said.

Also operating on Peterson, with three geographically separated detachments, the 72nd ISRS provides tactically focused intelligence analysis, exploitation and reporting for the joint warfighter.

“We know the adversary is actively using space to do subversive and dangerous things,” said Maj. Kimberly Templer, 72nd ISRS commander.

Depending on the missions of the specific detachments, the units work on a 24/7 schedule. “It’s important for us to be aware of what we’re doing across Delta 7, because we all have a piece of the puzzle and to be able to put those pieces together is huge,” Templer said.

“Even though the ISR squadrons and detachments are in different pockets of the space domain, it’s a symbiotic relationship.”

Operations in the space domain not only impact the military, but also have significant economic and communications implications for the global population, said Senior Master Sgt. Caleb Lloyd, 72nd ISRS superintendent.

“The American way of life is heavily reliant on the capabilities and assets the Space Force provides,” Lloyd said. “It’s our job to identify threats and understand adversary capabilities and intent so we can provide sound assessments to our senior leaders [so they can] make time-critical decisions on how we protect and defend.”

VAFB honors WWII vet on 105th birthday as honorary SF member By 2nd Lt. Katie Cashin | 30TH SPACE WING PUBLIC AFFAIRS GOLETA, Calif. — First Lt. Charles “Charlie” Dever, local Goleta resident and WWII veteran, turned the seasoned age of 105 Sept. 20, 2020.

It began with an email to Vandenberg AFB from Dever’s daughter, Kathy.

When the 30th Space Wing leadership learned that a local WWII veteran was turning 105 years old, they went “all-in” for the surprise.

For his 105th birthday, Dever was expecting to celebrate with his immediate family and a few residents. What Dever got was a surprise celebration courtesy of a Team Vandenberg effort and community recognition for his time in the U.S. Army Air Corps and his legacy as a WWII B-24 navigator.

“We thought we would shoot for the moon and see where we landed,” Kathy said.

Members from across the installation wrote birthday cards, notes,

and emails to recognize Dever for his time in service. More than 60 notes from various units were collected with messages coming from as far as Fort Carson, Colo.

Team Vandenberg worked with Kathy to coordinate a COVIDconscientious grand ceremony, complete with parade, color guard presentation, speeches from leadership, and the folding of and presentation of the American flag.

After opening statements were made

by Peter Bonilla, executive director of the facility, Col. Anthony Mastalir, 30th Space Wing commander, recognized Dever. Mastalir referenced the historical context of WWII and excerpts from Dever’s memoirs as a part of what exemplified courageous service.

NASA, US Space Force establish foundation for broad collaboration

WASHINGTON, D.C. — While advancing plans for unprecedented lunar exploration under the Artemis program, NASA also is building on a longstanding partnership with the Department of Defense with a new memorandum of understanding signed today by NASA Administrator Jim Bridenstine and U.S. Space Force Chief of Space Operations Gen. John “Jay” Raymond.

The agreement, announced during a Sept. 22 Mitchell Institute virtual event, commits the two organizations to broad collaboration in areas including human spaceflight, U.S. space policy, space transportation, standards and best practices for safe operations in space, scientific research, and planetary defense.

“NASA’s partnerships are vital to ensuring America continues to lead the world in the peaceful uses of outer space,” Bridenstine said. “This agreement with the U.S. Space Force reaffirms and continues our rich legacy of collaboration with the Defense Department and provides a critical foundation to investigate areas of mutual interest for our distinct civil and defense roles in space.”

The memorandum replaces an agreement signed 14 years ago between NASA and the U.S. Air Force Space Command, under which the two organizations exchanged research and development information, sought to reduce duplication of system development, and collaborated in the long-term planning of each organization’s space roadmaps.

“NASA and the military share a long history dating back to the late 1950s; there is power in our partnership,” Raymond said. “A secure, stable, and accessible space domain underpins our nation’s security, prosperity and scientific achievement.

Space Force looks forward to future collaboration, as NASA pushes farther into the universe for the benefit of all.”

exploration of Mars. The USSF will secure the peaceful use of space, free for any who seek to expand their understanding of the universe, by organizing, training and equipping forces to protect U.S. and allied interests in space.

As part of its Artemis program, NASA plans to send the first woman and next man to the lunar surface in 2024 and establish a sustainable presence there by the end of the decade.

Air Force improves lactation support for nursing mothers Secretary of the Air Force Public Affairs ARLINGTON, Va. — The Department of the Air Force recently announced new guidance that will improve support to nursing mothers when they return to work after having a baby.

The updated policy, which is effective immediately, increases flexibility with lactation breaks and also mandates access to a refrigerator for the purpose of storing human milk.

“Many women choose to continue breastfeeding after they return to work,” said Christy Nolta, deputy assistant secretary of the Air Force for reserve affairs and Airman readiness. “We should do what we can to support that choice, making it easier for nursing moms to continue to serve. Changes like these contribute to readiness, and improve quality of life for our service members and their families.”

In August 2019, the DAF released the initial lactation policy, which required commanders to provide nursing mothers with dedicated space in the immediate vicinity of the workplace for the purpose of pumping breastmilk. The policy was well-received, but feedback from the field suggested it needed some adjustments.

“We continued to receive feedback from the field, so we updated the guidance to further empower leaders across the department to establish proper lactation rooms and provide overall support for nursing mothers,” Nolta said.

The policy changes were championed by the Women’s Initiative Team, and the changes align the Air Force with public law, Office of Personnel Management guidelines, and Department of Defense guidance. The WIT consolidated feedback, consulted with experts and routed recommendations.

“Every mother and infant are unique, and so are their breastfeeding needs,” said Lt. Col. Jeanette Anderson, Air Force Surgeon General perinatal nursing consultant and women’s initiative team member. “The amount of time needed to produce breastmilk varies from woman to woman, and this updated policy recognizes that.”

The changes, which are outlined in an Air Force guidance memorandum signed Aug. 15, 2020, detail responsibilities and procedural steps to better enable commanders to align the needs of nursing mothers with mission requirements by supporting nursing mothers with a private, secure and clean area within unit facilities.

“Breastfeeding is incredibly important not only to the individual mother-baby dyad (care for the two individuals as a unit in the first three months post-partum), but also in the role it plays more broadly in the health of

Under the new policy, unit commanders are required to meet the needs of breastfeeding women by identifying a private area as a lactation room within unit facilities. The room may be temporary or permanent, depending on needs and availability.

Lactation rooms must be private, lockable from the inside, sanitary, and have access to refrigeration, hot

and cold water and electrical outlets.

“Transitioning from maternity leave to work can be a difficult time,” said Tech. Sgt. Natalia Wood, aircraft maintenance Airman and Women’s Initiative Team member. “Having a dedicated, clean pumping space and a cold storage solution at work allowed me to harmoniously take care of my family and accomplish the mission. The Department of the Air Force’s continuous commitment to providing practical lactation spaces assures me the military cares about my family and my readiness.”

Academy gives out gunlocks to reduce suicides

AIR FORCE ACADEMY, Colo. — Scores of drivers braving rush hour to the Air Force Academy, Colo., received a gift Sept. 15, 2020: a gunlock.

Violence prevention officials and other staff gave out 1,500 gunlocks during the morning commute at the base’s North and South gates.

“It was a huge success,” said Megan Lee, AFA violence prevention integrator.

“After passing out nearly 1,500 gun locks, we ran out.”

The event was part of the DoD “Safes, Locks and Outside the Home” campaign to reduce suicides by increasing firearm safety. Suicide prevention research indicates a gap exists between a person deciding to die by suicide and going through with the act. A gunlock may deter someone from suicide by providing a window of opportunity to reconsider their decision.

According to the Centers for Disease Control and Prevention, there were 24,432 suicides by firearm in the U.S. in 2018. The CDC also reported that accidental firearm discharges were responsible for the deaths of 458 people that year.

“The Air Force Academy is not afraid to talk about suicide, address suicide and make substantive efforts regarding the difficult topic of suicide to prevent it,” said

The Air Force announced earlier this year it would give away 150,000 gunlocks at stateside bases.

“Many people expressed gratitude for the [gun lock give away] and said they’re happy to see the Academy addressing suicide prevention,” Robinson said.

September is Suicide Prevention Month across the DoD, with each service branch working to raise awareness about suicide and violence prevention. The DoD’s slogan for the month is “Connect to Protect,” meant to emphasize healthy connections to family, friends and communities.

“Suicide prevention is a team effort,” Robinson said. “It’s about real community, a community that cares for each other, picks each other up when we’re discouraged and responds when our colleagues’ struggles seem to be overwhelming.”

Robinson and Lee support the school’s Violence Prevention Program and connect cadets and service members to the base’s support agencies, including the Peak Performance Center and chaplains at the base.

Looking Forward Silveria said he’s very confident in the skills and talents of today’s graduates but USAFA needs to continue to prepare graduates for an unknown future.

“We have to look forward,” he said. “Our graduates in 20 years are going to do things we can’t imagine at the moment. We need to continue to think about developing the skills, agility and adaptability our cadets need to think about situations that don’t exist right now.”

Silveria’s curriculum as a cadet was steeped in Soviet studies, modern political concern at the time..

“Fast forward 30 years later and I was the air component commander in the Middle East fighting a non-state actor [The Islamic State] in a country we were not in conflict with, using cyber, remotely piloted aircraft, fighters, bombers, partner forces and information warfare. We never talked about that in the 80s.

We have to continue to have a mindset of thinking forward. We cannot rest.”

Top Advice Silveria said his top advice to Clark is to remember the many partner groups that “comprise the mosaic of what makes the Academy so special.”

“One thing you learn as superintendent that makes this position so different is our number of constituencies,” he said. “In my previous commands, my constituencies were pretty narrow: the people who worked for me, the people I worked for, the higher headquarters I reported to and my command structure.”

Silveria said USAFA’s constituencies include cadets; parent’s groups in every Congressional district; Air Staff at the Pentagon; the Board of Visitors; the 10th Air Base Wing, USAFA’s host unit; Falcon sports fans; the general public; the State of Colorado; El Paso County; and the City of Colorado Springs. Also on that list, among many others, are the officers across the U.S. who recruit young men and women into USAFA, and the school’s worldwide academic partners.

“All these constituencies matter,” he said. “They matter to the commanders and the superintendent. You cannot forget them.”

‘Wouldn’t Trade One minute’ Silveria knows time needs to pass before he can give his decades of military service the “proper perspective.”

“I can’t do anything but smile at the idea that I had all these opportunities,” he said. “I flew F-35s in combat. I graduated classes of cadets at the Air Force Academy. I was on the ground in Afghanistan and Syria. I was part of command and privileged to lead Airmen. I cannot do anything but smile at the knowledge that I had the privilege of doing all that.

“Just the fact that I’ve had the breadth of opportunities the Air Force gave me?” he said. “I’m nothing more than grateful, satisfied and excited. I wouldn’t trade one minute of it.”

Silveria plans to continue serving his community after he retires later this year.

“I want to stay involved in something that really makes a difference and I’ve been bitten by the higher education bug,” he said. “The ability to become an administrator and support higher education with a faculty and students who are learning and growing is very appealing. I thoroughly enjoy the atmosphere and energy that goes along with the desire to learn and grow [at an academic institution].”

Until then, Silveria still has that record record to break.

“I can set that personal record for days where I only wear flip-flops on the beach,” he said. “That’s what I’m going to go for. I’m going to try to really relax for a little bit.”

years in the military were the greatest years of his life, (Devers) will be honest about the chilling feeling of sitting in the cockpit, clear nose of the plane with all of the fighting going on around him,” said Mastalir. “At 105 years old, Lt. Charles Dever is one of the few remaining individuals from the Greatest Generation. It is the legacy of warriors like Lt. Dever who have set the standard and expectation that I hope to achieve during my years in service.”

Lt. Col. Sean Ianacone, 2nd Range Operations Squadron commander, was also inspired by Dever’s time in service.

“I attended this party because it is not every day that one of our nation’s heroes turns 105,” said Ianacone.

In addition to the cards, 30th Space Wing’s 2nd Range Operations Squadron signed and framed one of their heritage posters for the ‘Range Rats,’ and presented it to Dever.

The gifts kept coming in. On behalf of the installation, Mastalir presented Dever with the 30th Space Wing challenge coin and granted him honorary membership in the United States Space Force.

These presentations were followed by a proclamation from Goleta City Council Member, Kyle Richards, on behalf of the mayor of Goleta, Paula Perotte, and the grand opening of the assisted living facility’s new bocce ball court.

Charles Dever is originally from Englewood, NJ, and entered the U.S. Army on Feb. 11, 1941. Over the course of his four years in active duty, Dever served as a lead navigator in the 98th Bombardment Group, flying B-24s. Dever was a part of history during their missions to bomb shipping and harbor installations in Libya, Tunisia, Sicily, Italy, Crete, and Greece to cut enemy supply lines to Africa. His unit also targeted airdromes and rail facilities in Sicily and Italy.

Until just over a year ago, Dever was living independently. Friends describe him as a self-sufficient man with a good sense of humor. He now lives in Mariposa at Ellwood Shores assisted living facility in Goleta near Kathy, his three grandchildren, Christy, Cindy, and Amy, and two great grandchildren, Alex and Chloe.

Bread & Butter Neighborhood Market celebrated its grand opening Friday, Sept. 11.

By Matthew Schniper | Colorado Springs Independent Bread & Butter Neighborhood Market, located at 602 S. Nevada Ave., held its soft opening on Friday, September 4 at 602 S. Nevada Ave., which was followed by a grand opening celebration on Friday, Sept. 11.

I first spoke with co-owner Stacy Poore about the market around this time in 2019, as they got underway with a Kickstarter campaign.

“When we look around the downtown area where people are working and living, plus the adjacent neighborhoods... we think it’s needed ... we feel like it’s the perfect time,” the former chief operating officer for Care and Share Food Bank for Southern Colorado.

I took a quick tour through the almost-completed market space on Sept. 2, as inventory began filling the shelves. Poore once again emphasized their efforts to focus on Colorado products as much as possible, backed up by big brands where necessary.

Area brands include breads from Worth the Drive Family Bakery and Sourdough Boulangerie, baked goods from Snowberry Bakehouse and Steffi’s Confections, and cheese and butter from Sawatch Artisan Foods.

Bread & Butter is working with companies like Tap Root Cooperative and Loco Foods to obtain the local retail items for the market half of the business. On the liquor store side, beers, wines and spirits will similarly feature Colorado labels and more mass-market drinks.

There’ll also be a grab-and-go cooler on the market side with drinks like kombucha and teas, plus sandwiches from The French Kitchen and goods like hummus and salads from Mission Catering.

The market building itself, the former U.S. Department of Veterans Affairs Colorado Springs Vet Center, has received quite a renovation. The exterior features mustardyellow stucco walls above stone tiling and the south wall facing Nevada Avenue traffic features a cool, colorful mural of animated animals (in part) by Lori DiPasquale and Chris Alvarez.
