RIFLE, Colo. (AFNS) — Active duty, Air National Guard and Reserve Airmen gathered in Colorado and Wyoming for 22nd Air Force’s flagship exercise Rally in the Rockies Sept.

12-17. The exercise is designed to develop Airmen for combat operations by challenging them with realistic scenarios that support a full spectrum of operations during military actions, operations or in hostile environments.

One of the three locations for the exercise was at the Rifle Garfield County Airport. More than 100 Airmen were in Rifle taking part in the air operations portion of the exercise and honing expeditionary skill sets by taking part in Multi-Capable Airmen training where they learned skills from various Air Force jobs to include wet-wing defueling and Tactical Combat Casualty Care.

“The exercise is designed to enhance our capabilities, such as Agile Combat Employment, deployment and Agile Combat Support,” said Maj. Christopher Acs, 327th Airlift Squadron pilot with the Air Force Reserve’s 913th Airlift Group at Little Rock Air Force Base, Arkansas, and the exercise planner and detachment commander at Rifle. “We are preparing Reserve and National Guard units to execute at the speed and range required to take on near-peer adversaries with a minimal footprint from austere environments to become more agile in mission execution and more resilient in our capability.”

For the exercise, Rifle is a forward operating base, with dispersed operations from Peterson Space Force Base, Colorado, the Main Operating Base for the exercise. Four A-10 Thunderbolt IIs with the “Bulldogs,” aka the 354th Fighter Squadron at Davis-Monthan Air Force Base, Arizona,

were at Rifle as part of the exercise and C-130 Hercules flew in to support them.

When at a forward location, the goal is to operate with a small footprint, meaning operating with a small number of Airmen who need to be agile in their ability to carry out the mission. To prepare Airmen, the exercise also focused on Multi-Capable Airmen training.

“We are having Airmen learn capabilities outside their day-to-day jobs to help them take on future challenges they may encounter by increasing their readiness and expanding their war-fighting capabilities in an expeditionary environment,” said Chief Master Sgt. Timothy Nugent, 22nd Air Force, Dobbins Air Reserve Base, Georgia, logistics planner and exercise lead for MCA training. “We have aerial porters, maintainers, security forces, and medical technicians doing things outside their career field and that’s by design.”

The Airmen learned a variety of skills to include wet-wing defueling, Tactical Combat Casualty Care, forklift driving, pallet build up and radio communication familiarization.

For most logistics readiness Airmen, or fuels technicians, it’s out of the norm for them to wet-wing defuel. A wet-wing defuel procedure is used to quickly transfer fuel from one aircraft to another in forward operating bases where they don’t have an established fuel storage facility. The aircraft lands, keeps engines running, and on-site ground crews transfer the fuel from the wing to a fuel truck. The fuel truck then transfers that fuel to another aircraft.

Staff Sgt. Ray Brown, a 403rd LRS fuels technician with the 403rd Wing at Keesler Air Force Base, Mississippi, has served for eight years and deployed to Southwest Asia for a year. It was his first exposure to the defueling process.

“It’s always good to broaden your horizons in your career field and learn new things because you never know where you might deploy next and what situations you will encounter,” he said.

One of those situations could be providing care to a fellow Airman while under fire. To prepare them for that scenario, Airmen were trained on TCCC, which focuses on care under fire, tactical field care and tactical evacuation care.

“The goal is to treat injured combatants and limit the risk of further casualties, so basically you are assessing a casualty and treating them in what can kill them first,” said Staff Sgt. Lydia Neyra, 302nd Aeromedical Staging Squadron medical technician, 302nd Airlift Wing, Peterson SFB. TCCC is framed around the MARCH concept in which Airmen look for and treat massive bleeding, check a patient’s airway, respiratory status, circulation, and treat the patient for hypothermia or head injuries. Once the classroom portion of the training was complete, Airmen were tested on what they learned in a care under fire scenario, treating patients while securing an area, returning fire, and transporting casualties to a helicopter.

“It was an eye opening experience; you can watch training like this but to do this in person was a challenge as there was a lot going on and to think about--from taking care of the patient while getting shot at and knowing what you need to do next,” said Tech. Sgt. Damon Lewis, a reservist who works in the 403rd Wing’s 403rd Maintenance Squadron engine shop. “I’d like to do this more often so I can get more efficient at it.”

Tech. Sgt. Robert Craciun, an avionics technician with the 910th Aircraft Maintenance Squadron, 910th Airlift Wing, Youngstown, Ohio, said he found the training extremely beneficial.

“In a real-world situation where we are deployed, being a mission-capable Airman and knowing about each other’s jobs allows us to help each other out, making us more efficient. It was a very good learning experience, and all Airmen should have this type of training.”

U.S. Air Force Staff Sgt. Cindy Delgado, 50th Contracting Squadron contract specialist, is responsible for efficiently spending the Air Force’s funds. The 50th CONS squadron at Schriever Space Force Base, Colorado, directs money through a contract and awards them to civilian businesses. Contract specialists also work closely with the base policy and legal teams to ensure contract awards are compliant with federal, state and local regulations.

Everything that supports the installation comes through the contracting office, from services to construction and other essential functions. The 50th CONS is a component of the 50th Mission Support Group and provides mission partners with agile and innovative contracting capabilities to enable space and cyberspace warfighting superiority. From humble beginnings, the squadron now has 64 assigned military and civilian personnel and has received numerous unit and individual accolades, including the 2018 Air Force Space Command Outstanding Large Contracting Unit Award. The unit executed 561 contractual actions in fiscal year 2020 on programs valued at more than $134 million and is postured for future growth.

“The [50th] Contracting Squadron works hand in hand with every organization and contractor coordinating future requirements to make sure the mission never stops,” said Delgado. “Logistical planning is how we in contracting keep the base operational. We must make determinations as to how we will acquire those services, supplies or construction projects. No one requirement is the same; the approach is never the same. Right now, with the [U.S.] Space Force ramping up and with all the deltas moving in, we are ensuring those organizations have all the equipment necessary to be fully operational.”

Everything that makes an installation function comes through the contracting office, whether it be services (ground maintenance, janitorial services) or construction (fixing parking lots or remodeling parts of a building) or supplies (cubicles, computers, printers, ATVs).

Guardians begin migration to Space Force CACs DOD News

ARLINGTON, Virginia (AFNS) — Space Force common access cards are being issued incrementally to Guardians after more than 18 months of collaboration across numerous organizations and five months of live testing with Guardians.

To produce a functioning USSF card, system and data owners across multiple agencies to include Air Force Personnel Center and the Defense Manpower Data Center, made critical systems changes to digitally create the new service as a unique agency.

“This was a herculean effort that was more complex than most of us expected, but it is imperative that we get it right so Guardians and their family members continue to have the necessary access to our bases, IT systems and health care networks,” said Patricia Mulcahy, Space Force Deputy Chief of Space Operations for Human Capital.

Guardians do not need to initiate anything at this time.

Each Military Personnel Flight within the Guardians’ Force Support Squadron was provided a list of Guardians who need the USSF CAC and will contact those Guardians over the coming months to schedule appointments.

There is a three-step process to receive new CACs and de-

pendent IDs. MPFs will individually contact the Guardians in their servicing area to schedule appointments to change their CACs, as well as their family members. To ensure a smooth transition, all new USSF CACs for a Guardian and their dependents must get done at the same time.

MPFs will then notify AFPC of the date to migrate the member’s system record from Air Force to Space Force.

The Guardian and all dependent card holders visit the local CAC office to receive their new cards at the scheduled appointment which should be the Wednesday after their record is migrated.

It is critical for Guardians to keep their scheduled appointment time, as once their records are transferred to the Space Force, the new CAC must be issued within 48 hours. That is when the current AF CAC is disabled, resulting in lost access to all facilities, systems and services.

The targeted date to complete this initial issue of all Space Force CACs is Dec. 31, 2021.

CSO unveils Guardian Ideal, Space Force values at AFA

NATIONAL HARBOR, Md. — Chief of Space Operations Gen. John W. “Jay” Raymond unveiled the Guardian Ideal and Space Force values during his speech Sept. 20, 2021, at the Air Force Association Air, Space, and Cyber Conference in National Harbor, Maryland.

The Guardian Ideal is the Space Force’s foundational document outlining the service’s boundary-pushing, innovative approach to talent management, from accession to development, and it combines aspirations with actions and milestones.

“At the heart of the Guardian Ideal is the commitment between the leader and the led, founded upon our core values of Character, Connection, Commitment, and Courage,” Raymond said. “These values guide who we are and how we conduct our mission. They will unite and sustain us as we grow together as one interconnected force.”

Raymond said he’s most proud of the explicit focus on inclusion in the Space Force’s culture from the very beginning and how the team-centric model outlined in the Guardian Ideal encourages cooperation over competition.

This approach to talent management gives each Guardian a voice in tailoring their development and ultimately their career to reflect their skills, interests and goals.

“We’re taking a bold approach to developing our Guardians, both military and civilians, to build a highly-skilled, unified, and inclusive force,” said Patricia Mulcahy, Space Force deputy chief of space operations for human capital. “We’ve set the conditions for a culture in which individuals are empowered and feel valued, and where high-performing teams can thrive.”

The Space Force is also taking a modern, holistic approach to talent management, incorporating work-life balance, resiliency, training, education and individualized development into the Guardian Ideal.

PETERSON SPACE FORCE BASE, Colo. — Schriever Space Force Base, Peterson Space Force Base and Cheyenne Mountain Space Force Station have a military taxi service that will provide military members and Department of Defense civilians with transit between the bases. Provided by 21st Logistics Readiness Squadron’s ground transportation, the program is a way forward to improving quality of life for Airmen and Guardians.

Keith Kesler, 21st LRS ground transportation supervisor, is responsible for dispatching taxi services and assigning drivers to serve the base populous.

“It’s important to be able to provide some sort of transportation for the base population who may not have access to a vehicle,” said Kesler. The formation of the Peterson-Schriever Garrison has increased mission-related transportation between the three bases making it difficult for some individuals to get from base to base if they are relying on their peers for rides.

Senior Airman Benjamin Burnette, 50th Security Forces Squadron response force member, relies on the taxi service as an effective method of transportation.

“My car has been in the shop for the past couple weeks so I’ve been depending on my friends to bring me to and from work,” said Burnette. “However with our schedules getting busier and each of us working different shifts, a service like this is essential for people who are dealing with similar situations as myself.”

partners,” said Delgado. “I work closely with our small business representative to ensure small businesses are well represented in contract awards. I also work closely with our policy team to make sure contract awards are compliant with federal, state and local regulations and, depending on dollar value or complexity, I work with our legal team.”

Delgado joined the Air Force at 21 years of age.

“At that time, I had been both working full time and going to school full time,” said Delgado. “I was a manager at a Cold Stone Creamery. I decorated cakes and loved it, but it was clear I wasn’t progressing. My stepdad was, and is, in the Navy. At the time, I was getting healthcare from under him but was going to start paying for my own. 21-year-old me was extremely concerned and anxious about healthcare prices. I decided I needed to start working towards something. I had changed my major five times while attending San Diego Community College.”

Delgado found some direction after conversations with her friends, her stepfather, and a recruiter; it became clear to Delgado that to find her mission, the Air Force was the best avenue for her.

“I’m proudly serving the U.S. Air Force,” said Delgado. “I’m good at my job; I love my job. As soon as I showed interest in this career field, everyone was very welcoming and encouraging. I have been extremely fortunate to meet some great people along the way. I’m exceptionally thankful.”

Additionally, others think Delgado is good at her job, including her 50th CONS supervisor.

“Staff Sgt. Delgado is incredibly professional, thorough, and has a very strong work ethic,” said Tech. Sgt. Tamika Ortiz, 50th CONS contracting officer. “Delgado is a worker, and enjoys her job. She’s engaged with her subordinates and sets a great example for them. I can always count on any task I set before her being executed flawlessly. She is truly an asset to the 50th CONS and the U.S. Air Force, and key to executing close to $2 million in end-of-year requirements.”

Delgado’s inspirational motto is: You are exactly where you’re meant to be.

“It’s pretty simplistic, but I found it at a time when I needed it, and it has always been relevant,” said Delgado. “The Air Force has given me opportunities that I otherwise would not have been granted. The Air Force has made me a more appreciative person; I know the sacrifices others are making around me, or have made, and continue to serve. I’m proud to be standing alongside them. I have grown as a person. I’m very thankful.”
