Driven by ‘a tectonic shift in warfare’ Raymond describes Space Force’s achievements and future

Gen. Jay Raymond, Space Force chief of space operations, presented an ambitious blueprint Sept. 15, 2020, for cementing the nation’s superiority in space while also forcing change closer to home by slashing bureaucracy, refocusing training and instilling a culture across the Space Force that puts a premium on speed, technology and innovation for “this digital service.”

Noting “we are on the cusp of a tectonic shift in warfare,” Raymond said during his keynote address on the second day of the Air Force Association’s 2020 Air, Space & Cyber Conference that the law creating Space Force “gives us a huge opportunity to start with a clean sheet of paper to build a service from the ground up.”

That opportunity, along with fresh thinking, he said, allows the Space Force to be “purpose built to compete, deter, win, and lead globally. And that is exactly what we are doing.”

At the same time, Raymond was direct in explaining why nine months ago the Space Force became the first new and independent branch of the military since 1947 and why the U.S. must maintain its advantage in space.

“Our adversaries are moving deliberately and quickly in order to reduce our advantage… I’m not confident that we can achieve victory, or even compete, in a modern conflict without space power,” he said. “And I am not willing to lose in order to learn.”

Force – are central to his decisions and actions since the Space Force was born, Raymond said.

“In order to be ready for this conflict, we must be bold,” Raymond said. “We must innovate. We must move and think faster. And we must empower and leverage the outstanding talent we have in the Space Force. These imperatives are in the Space Force’s DNA. ... I will accept moderate risk in order to innovate and experiment.”

The “warfighting architecture,” he said, requires a “new design.” The U.S. must “be able to meet the threat while reducing the first mover advantage.” The U.S. must also “have the ability to punch back. The unified

command plan is clear; we must provide independent options in, through and from space to ensure freedom of action in all domains.”

Raymond offered examples for how that mindset translates in real terms.

Most important, he said, was publishing a space power doctrine capturing the Space Force’s “why” and “how.”

“We know this doctrine is not perfect but it lays the foundation for an intellectual dialogue on space. I encourage all space and air professionals to read it and throw your voice into the conversation,” Raymond told the AFA’s virtual audience numbering thousands of active duty air and space personnel, industry officials, congressional staffers and others.

The doctrine is important, he said, because operating in space and fighting if necessary, is vastly different from any other military activity. “If deterrence fails, a war that begins or extends into space will be fought over great distances at tremendous speeds, both posing great challenges.”

If that point was too vague, Raymond added detail.

“Direct ascent anti-satellite missiles can reach low earth orbit in minutes. Electronic attacks and directed energy weapons move at the speed of light, and on orbit capabilities move at speeds greater than 17,500 mph,” Raymond said. “To plan for warfare at these speeds and distances we must be lean, agile and fast.”

SEASF addresses enlisted promotions and individualized force development

Speaking to a virtual audience and a room of socially-distanced space professionals, Towberman emphasized the development of human capital, core values and accountability during his “This is your Space Force” presentation.

“Our investment needs to be in the human being,” said Towberman. “Our focus has to be not on retention and promotion, but on development.”

Understanding the limitation of DoD pay scales, Towberman said he desires to incorporate a cultural and professional identity that incentivizes retainability.

“It starts with this focus on the infinite game of investing in the human being and developing folks above everything else,” Towberman said. “If we can deliver this individualized, tailored solution, that may be enough for some people … however, if someone wants to leave, we have to make them capable of leaving.”

In presenting his ambition on evolving talent management, Towberman highlighted the progress of a Space Force Noncommissioned Officer Academy and the restructuring of promotions.

“On 1 October, we [the Space Force] will own the NCO academy at Peterson Air Force Base,” Towberman

said. “It’s not just about teaching Space 101, it’s about continuing to develop our people.”

As the Space Force continues to develop as a separate and distinct service, the promotion process will evolve with it. Stepping away from promotion testing, the Space Force will move to promotion boards.

“I don’t want tests,” Towberman said. “I want people [who] can think critically, who, when given access to all the information in the world, can bring it together and use it in a useful way.”

Towberman then spoke about the importance of the force’s core values and its significance with the mission.

“Everything we do should point to our values,” Towberman said. “The choice, architecture and incentives we invent and invest in should have clear measures directly related to our values.”

Building warfighters and a sense of community, focusing on innovation and managing talent are all cornerstones of development for Towberman. Most important to Towberman, however, is his desire that no one be treated like a number, which he views as essential to the growth of the Space Force.

“None of you will be left out of the conversation,” Towberman said. “Nobody in the Space Force has an opinion that I don’t want to know. This really is your service!”

The need to be nimble is why Raymond highlighted efforts to suppress any move toward a bloated bureaucracy. The goal, he said, is “shortening the distance between decision makers and you, the experts conducting our mission.”

Since the Space Force was created “we have been in the business of slashing bureaucracy, delegating authority and enhancing accountability,” he said of a force that, when fully formed is expected to number about 14,000, a total force that is far smaller than any other service or the Coast Guard.

“Big organizations are slow and we must move at speed to outpace the threats we face,” he said.

Holding to that need, Raymond said a reorganization has removed “two echelons of command” and that the original estimate of 1,000 Space Force staff at the Pentagon has been trimmed to 600. Raymond explained that the planning process is guided by four overarching ideas: fostering unity of effort across the department, reducing duplication of effort, slashing costs, and “increasing our speed.”

Training, education and recruiting are the backbone of that effort, he said. Noting the high-tech nature of the work, Raymond said the Space Force will bring 50 software coders to the force by the end of the year and “we expect to grow this organic expertise in the years to come.”

The larger goal, he said, is “to increase the digital fluency of the entire force.”

Key to that effort is training.

“We have completely transformed our education and training from undergraduate to advanced follow-on courses, all to ensure our operators have the knowledge and skills to compete,” he said. “We’ve increased the rigor of courses and access to classified materials.”

“Our expectation is that all space force members will speak a second language: digital,” he said.

Taken together, Raymond suggested that the Space Force’s focus and the course it has charted are correct and a proper blend of old school approaches and novel thinking.

“If we get this right, we will be the envy of the other services because we are not tied to the past,” Raymond said.

ARLINGTON, Va. (AFNS) — Secretary of the Air Force Barbara M. Barrett virtually addressed Air Force Association 2020 Virtual Air, Space and Cyber conference attendees, Sept. 14.

During her remarks, Barrett discussed the Department of the Air Force’s heritage of advancing technology, and its impact on modern-day readiness. She also took the time to recognize achievements across the Air and Space Forces, and provided insight on the way ahead for Airmen and Space Professionals.

“Less than a month after the Air Force was established, the nascent service launched a tradition of breakthrough technological development with the X-planes,” she said.

The X-plane series laid the groundwork for many of the Air Force’s aircraft today. The X-1, piloted by Charles E. Yeager, broke the sound barrier; the X-7 tested the viability of ramjet engines on anti-aircraft missiles; the X-13 demonstrated the first successful vertical takeoff based on jet thrust alone; and the X-15 launched from a B-52, the first crude hypersonic flight vehicle.

“The X-26 contributed to stealth designs as far back as 1967, and the X-36 provided a tailless fighter jet, which could perform extreme aeronautical feats and influenced today's fifth generation, advancing cutting edge technology, breaking unprecedented barriers and collaborating interagency with industry,” Barrett said. “This is the 73-year record of achievement on which we continue building.”

Her address focused on the four priorities she identified during February’s Air Warfare Symposium: building the U.S. Space Force, strengthening relationships with allies and partners, growing strong leaders and resilient families and modernization.

Building Space Force

Within its first year of existence, the Space Force achieved numerous accomplishments, including publishing the United States’ first authoritative space doctrine, increasing data bandwidth in support of emergency medical services to COVID-19 patients, assisting the Air National Guard in fighting the fires in the western United States, and supporting 20 launches by interagency and industry partners—since February’s Air Warfare Symposium.

Additionally, the X-37B spaceplane, a direct descendant of the X-planes, launched its sixth mission May 17. It was awarded the Robert J. Collier Trophy for advancing technology that pushes the boundaries of flight and space exploration.

“The Space Force is an agile and fast organization with an entirely new structure, including field commands, deltas and squadrons, removing unnecessary layers,” the secretary said. “America unequivocally depends upon space. The U.S. Space Force stands ready to deter and if necessary defend our interests in this increasingly contested domain.”

Strengthening relationships with allies and partners

Earlier this year, the DAF unveiled its Arctic Strategy which outlined the department’s approach to ensuring the nation’s whole-of-government approach in the Arctic region.

Today, Air and Space Professionals are deploying to multiple countries including Afghanistan, Iraq and Syria to ensure interoperability, and to support allied and partner nations.

Social Security payroll tax deferral Peterson-Schriever Garrison

PETERSON AIR FORCE BASE, Colo. — In an effort to provide economic relief during COVID-19, Aug. 28, the Department of Treasury and Internal Revenue Service issued guidance on the Presidential Memorandum to temporarily defer Social Security tax withholdings. This will be effective through the end of 2020.

For military members, this is effective starting with the September midmonth paycheck. Defense Finance and Accounting Service will temporarily defer the withholding of 6.2% Social Security tax for member’s whose monthly rate of basic pay is less than $8,666.66. If the member’s monthly rate of basic pay is at or above this threshold, his/her social security tax withholding will not be affected by the temporary deferral. Military members can use their August or prior LES as a good reference for their typical Social Security tax amount. The Social Security tax will be labeled as “FICA-SOC Security” on the LES and is calculated as 6.2% of basic pay.

For civilian employees, this is effective after the pay period ending Sept. 12.

DFAS will temporarily defer civilian’s 6.2% Old Age, Survivors, and Disability Insurance tax withholding if his/her wages, subject to OASDI are $4,000 or less in any given pay period. Employees can use the “Taxable Wages” on the LES as a good reference for whether they will have OASDI tax deferred. The OASDI deduction is found on civilian’s LES under the deductions tab/section.

Military members and civilians are not eligible to opt-out of the deferral if their Social Security wages fall within the stated limits. The deferral will happen automatically.

Per IRS guidance, collection of the deferred taxes will be recouped from wages between January 1 and April 30, 2021 for both military members and civilian employees. Additional information on the collection process will be provided in the future.

If a military member or civilian employee separates or retires in 2020 before the Social Security tax can be collected in 2021, they are still responsible for the Social Security tax repayment. Additional information on the collection process will be provided in the future.

“As a federal financial counselor we cannot give advice [on what you do with your money]; however, it is suggested that folks use this money wisely with the understanding that you will have to pay this back unless Congress votes to dismiss the payment in the future,” said Victor Villarreal, 21st Comptroller Squadron financial counselor.

PETERSON AIR FORCE BASE, Colo. — On Aug. 21 2020, the 16th Space Control Squadron held a heritage panel highlighting 15 years of continuous space operations from a deployed site in the Middle East known as Operation Silent Sentry, providing space electronic warfare capabilities across the spectrum of satellite communications, supporting multiple combatant commands.

The panel consisted of four recently and previously deployed Airmen who conducted operations out of the remote site. The conversation highlighted operational experiences and challenges faced while conducting space electronic warfare operations in U.S. Central Command.

“The overall goal of the panel was to educate the squadron members on our history, where our squadron came from, and gain perspectives of former operators,” said 2nd Lt. Matthew Cullum, 16 SPCS Satellite Control operator.

For the last 15 years, the 16th SPCS continuously deployed operators and maintainers on rotation to Al Udeid Air Base, Qatar, to execute a spectrum overwatch mission. The original operation was planned to run for 120 days, yet still continues.

“There were times in the very beginning when we weren’t even sure if the squadron was going to continue its mission,” said Lt. Col. William Burich, 3rd Space Experimentation Squadron commander. “So it is just so cool to sit here and see what it has all become.”

Silent Sentry’s potential was quickly recognized, and it has now surpassed 5,500 days of continuous operations.

“I think anyone who deployed in the first couple years quickly realized how much could be done with [Silent Sentry], and I’m sure my commander at the time was tired of me saying ‘we can do this and this’ to him,” said Chief Master Sgt. Aaron Williams, a panelist and 380th Space Control Squadron superintendent. “I think the reason I am so excited about it is because we are finally seeing all those ideas being possible now, and we have so many young lieutenants and Airmen whose innovation isn’t being kept in a box anymore.”

After the panel, Lt. Col. Angelo Fernandez, 16th SPCS commander, provided closing remarks.

“When you think about this monumental milestone – 15 years of continuous operations – it really makes you think about what has been the important driver…our Airmen,” said Fernandez. “Being able to identify our past and present challenges, and bring [the Airmen] back to the unit, lays the foundation for our Airmen to continue to push the mission and innovate.”

DAF spouse leaders discuss the New Ops Normal for Families

ARLINGTON, Va — The COVID-19 pandemic has created a new type of stress for families, whether it be permanent changes of station or schooling for children-the new “normal” comes with its own set of challenges, and Department of the Air Force leadership is striving to help families through them.

During the Air Force Association’s 2020 Virtual Air, Space & Cyber Conference, U.S. Air Force and U.S. Space Force senior leadership spouses came together via video conference to provide advice on resources available to assist families during the pandemic and information on how to gain the most out of the Key Spouse Program.

“COVID-19 is challenging all of us,” said Sharene Brown, spouse of Chief of Staff of the Air Force Charles Q. Brown, Jr. “Many of us are taking on new stressors to include teleworking, new approaches to schooling for our children and how to find child care.”

Although the country is going through a pandemic, military families are still moving to their new duty stations. The Key Spouse program is available to help guide families through these times, and offer resources to help such as increased awareness of what’s available and unit support.

“We are all in this together,” said Rahn Bass, spouse of Chief Master Sgt. of the Air Force JoAnne Bass. “Everyone has experiences and something to share.”

Brown encouraged spouses to get involved and build a network.

“If you have been in the area for a little while and know families are moving in, reach out to them,” Brown said. “Try to say hello in whatever way you can.”

Another topic of discussion addressed the changes in schooling since the pandemic. Many schools are now solely online, adding to an already stressful situation.

“Take it one day at a time,” said Mollie Raymond, spouse of Space Force Chief of Operations Gen. John Raymond. “Also, be willing to ask if you have any issues with technical support or [if you are] struggling with an assignment.”

She discussed other resources such as the military and family life counselors at the Airman and Family Readiness Center, Military OneSource, school liaisons and Exceptional Family Member Program coordinators. She also explained that

since some schools may not be hosting extracurricular activities, the Air Force has partnered with the Boy & Girls Clubs of America and 4-H at Home, which could provide an alternative and help “connect kids with kids.”

In moving forward, Rachel Rush, spouse of the Senior Enlisted Advisor of the Space Force, Chief Master Sgt. Roger Towberman, said she strives to create an atmosphere for more spouses to interact.

“I want spouses to know we empathize,” she said. “We all deal with that struggle, but being able to meet anybody you can that has wisdom to offer you can help you know that you are not alone in this.”

Consistency key to improved physical health

By Airman 1st Class Amanda Lovelace | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS SCHRIEVER AIR FORCE BASE, Colo. — Airmen can improve their physical health through routine physical training, consistent sleep patterns and proper caloric intake and hydration, according to Seth Cannello, 50th Force Support Squadron fitness and sports manager.

“Those aspects are critical to improving one’s physical condition and overall health,” Cannello said.

Not only is it beneficial for all Airmen to remain physically fit, but it’s also one of the four domains of Comprehensive Airman Fitness.

“Physical resilience is the body’s capacity to adapt to challenges, maintain stamina and recover efficiently and effectively when acutely engaged,” said Jan Devitt, Peterson-Schriever Garrison community support coordinator.

The Department of Health and Human Services recommends healthy adults get at least 150 minutes of

moderate aerobic activity or 75 minutes of vigorous aerobic activity a week, or a combination of moderate and vigorous activity.

“You should [perform] strength exercises that hit your large muscle groups: back, legs and chest, and cardio work for at least 30 to 60 minutes every time you exercise,” Cannello said.

When it comes to diet, the fitness and sports manager recommends Airmen write down what they eat and keep count of their caloric intake, as well as incorporate vegetables, fruits and whole grains in their diets.

“In order to be truly healthy, you need to exercise regularly, eat well and sleep at least eight hours a night,” he said. “Drink plenty of water and stop drinking soda and energy drinks.”

Proper hydration is also key to improving physical fitness. The National Academies of Sciences, Engineering and Medicine determined that an adequate daily water intake is about 15.5 cups for men and about 11.5 cups for women.

“The more consistent you are, the healthier you can be,” Cannello said.

To respond effectively to the threats of tomorrow, the National Defense Strategy requires us to accelerate force modernization today.

While the first three priorities support the National Defense Strategy, modernizing the Air and Space Forces will allow the DAF to execute its mission to defend the nation and its allies.

The DAF increased professional military education opportunities for pregnant and postpartum women and introduced more family friendly assignments for parents with child custody orders.

Although Barrett recognizes that there is more to be done, she also highlighted the DAF’s efforts to improve diversity and inclusion. Some of these improvements include updated dress and appearance regulations, modified grooming requirements, authorized diacritical markings like accents and hyphens and increased Reserve Officers’ Training Corps scholarships at historically black colleges and universities, as well as Hispanic serving institutions.

“Our Air and Space Professionals and the families who stand by them are our greatest asset and our future,” Barrett said. “We are committed to cultivating a culture of trust, respect, and inclusivity and developing leaders to overcome the demands of the future. We're developing new processes that reveal and eliminate racism and unconscious bias.”

She said the DAF is also improving access to childcare, upgrading the quality of the Exceptional Family

The DAF will continue moving into the future with the use of digital engineering to lower development costs, solve problems at a faster rate and offer industry startups the opportunity to contribute to national defense.

Modernization will also take another step into the future with a new weapon system designator: The digital eSeries. Qualified aircraft, satellites and more which are digitally engineered will receive the e-prefix. Unlike previous Air Force and Space Force acquisition efforts, the digital eSeries acquisition program provides the Services with a fully-connected, end-to-end virtual environment that is an almost perfect replica of what the physical weapon system will be. This brings unprecedented speed and agility to the Department’s ability to compete in the technology battlespace by enabling thousands, even millions, of virtual iterations at machine speeds to design the best possible system – but only build the single, best design. The first to receive the new eSeries designator is the eT-7A Red Hawk, which was designed, built and tested using this digitally designed approach.

“The eT-7A is just the first of our vision of a long line of ePlanes and eSatellites. For 73 years, the entire history of the Air Force, X-planes have represented technological innovation. Today, the ePlane and eSat will join them in making history, and ensuring Airmen and Space Professionals have modern tools to protect our nation,” Barrett explained. “Ladies and gentlemen, your Air and Space Forces are on the move to make America stronger, our Homeland safer, and our alliances and partners enduring.”
