September is National Disaster Preparedness Month

By Peterson-Schriever Garrison PETERSON AIR FORCE BASE, Colo. — Did you know that natural disasters kill an average of 60,000 people per year, according to statista.com? Natural disasters disrupt hundreds of thousands of lives every year.

We are not exempt here in the Colorado Springs area.

Over the past 10 years, there have been numerous natural disasters in our local area from wildfires, floods and hailstorms. According to gazette.com, the Waldo Canyon, Royal Gorge and Black Forest fires destroyed over 900 homes and buildings, burned over 22,600 acres and amassed two fatalities.

In addition, who can forget the devastating hailstorm of 2016, which resulted in over $350 million in damage to homes and vehicles? The Civil Engineer Emergency Management Office stated that in the last 10 years, hailstorms have caused over $5 billion in insured damage.

If a disaster occurred tomorrow, would you be prepared?

September is National Preparedness Month when we promote family and community disaster planning. If a disaster occurs in your community, local government and disaster-relief organizations will try to help you, but you need to be ready as well. Local responders may not be able to reach you immediately, or they may need to focus their efforts elsewhere. You should know how to respond to severe weather or any disaster that could occur in your area—wildfires, severe thunderstorms, extreme cold, flooding or tornados.

Being prepared can reduce fear, anxiety and losses that accompany disasters. Communities, families and individuals should know what to do in the event of a fire and where to seek shelter during a tornado. Because your family may not be together when a disaster strikes,

it is important to create a plan in advance. It is also essential to have a disaster supplies kit that includes basic items from your home that you may need in case of emergency.

After an emergency, you may need to survive on your own for several days. Being prepared means having your own food, water and other supplies to last for several days. Make sure your emergency kit is stocked with the items on the checklist below. Most of the items are inexpensive and easy to find and any one of them could save your life. List is not all-inclusive.

• Water (one gallon per person per day for at least three days, for drinking and sanitation)

• Food (at least a three-day supply of non-perishable food) • Battery-powered or hand crank radio • Flashlight • First aid kit • Extra batteries • Whistle (to signal for help) • Dust mask (to help filter contaminated air) • Plastic sheeting and duct tape (shelter in-place) • Moist towelettes, garbage bags and plastic ties (personal sanitation) • Wrench or pliers (turn off utilities) • Manual can opener • Cell phone with chargers and a backup battery • Personal hygiene items • Sleeping bag or warm blanket for each person After assembling your kit remember to maintain it so it is ready when you need it.

Honor guard hosts first P-S GAR graduation

By Airman 1st Class Jonathan Whitely | PETERSON-SCHRIEVER GARRISON PUBLIC AFFAIRS PETERSON AIR FORCE BASE, Colo. — The High Frontier Honor Guard hosted its first graduation since the COVID-19 pandemic and the standup of the Peterson-Schriever Garrison Sept. 1 at Peterson Air Force Base, Colorado.

The honor guard provides public and professional support to the community including retirement ceremonies and veteran funerals.

“A lot of the services we do are the last things families see regarding the military,” said Staff. Sgt. Michael Vialpando, High Frontier Honor Guard program manager. “It’s important for [families] to see us give the most respectful and proper honors they deserve.”

To become a ceremonial guardsmen at the unit, Airmen must complete a two-week, 80 hour course that covers basic protocol and a ceremonial course that teaches the Airmen how to give the proper honors at any ceremony they support.

Vialpando said there is a high attrition rate due to the intensive training. “It’s not for everybody. When you do funerals, a lot of people can’t bear the atmosphere. You have to have thick skin to be here. We can’t have someone breakdown or lose their bearing during a service.”

Seventeen Airmen completed the training and many would describe the experience as humbling.

“With my training and the support of my team, I know we’re well equipped to provide world-class support whenever we’re tasked to,” said Senior Airman Billie Fisler, High Frontier Honor Guard flight lead and distinguished graduate.

JOINT BASE ANDREWS, Md. (AFNS) — The Department of the Air Force, in partnership with U.S. Northern Command and U.S. Space Command, held a second, more complex and rigorous field test Aug. 31 to Sept. 3 of an innovative and evolving approach to joint warfighting known as the Advanced Battle Management System.

In the latest exercise, known as an “onramp,” operators used ABMS to detect and defeat efforts to disrupt U.S. operations in space in addition to countering attacks against the U.S. homeland, including shooting down a cruise missile “surrogate” with a hypervelocity weapon. The Advanced Battle Management System, or ABMS, allows a joint force to use cutting-edge methods and technologies to rapidly collect, analyze, and share information and make decisions in real time.

“Future battlefields will be characterized by information saturation. One of the key objectives of this onramp was to present a dizzying array of information for participants to synthesize, just like they would see in a real operation,” said Dr. Will Roper, Assistant Secretary of the Air Force for acquisition, technology and logistics.

“This compelled commanders and operators to trust data analytics and artificial intelligence to understand the battle.

Valuing data as an essential warfighting resource, one no less vital than jet fuel or satellites, is the key to next-gen warfare,” Roper said.

ABMS collected and fused information in new ways by also making the information available instantaneously across geographically-separated forces spanning the operational to tactical levels of combat.

The weeklong onramp further tested and refined technologies necessary for ABMS, which is building the “internet of things” of the military that collects and makes sense of vast amounts of data supported by artificial intelligence. ABMS

links weapon systems and personnel in the air, on the ground, at sea as well as space and cyber domains in a seamless manner that has not yet been available to today’s warfighters.

This latest installment of ABMS was a significant advance in both size and ambition from the first, which was held in December. The most recent onramp included 70 industry teams, 65 government teams from every service including the Coast Guard, 35 military platforms, 30 geographic locations and four national test ranges, all contributing to what officials say could be the largest joint experiment in recent history.

ABMS, which is the top modernization priority for the Department of the Air Force with a budget of $3.3 billion over five years, will be the backbone of a network-centric approach in partnership with all the services across the Department of Defense. That broader effort is known as Joint All-Domain Command and Control. When fully realized, senior leaders say JADC2 will allow U.S. forces from all services—as well as allies—to receive, fuse and act upon a vast array of data and information in all domains at the speed of relevance.

Aside from the system’s embrace of a different warfighting philosophy and practice, ABMS is utilizing an approach to developing the complex system that breaks with traditional defense approaches and practices.

Project managers say the goal is speed and utility, which means that some ABMS components are being developed from products that can be derived from commercially available technology when applicable. It requires a close working relationship with industry partners and a willingness to push experimentation of innovative ideas in order to learn what works and what doesn’t on short time horizons.

Electro-Optical DoD moves from FOUO Infrared Weather to CUI System – Geostationary declared IOC

Department of the Air Force delegates approval authority for nonchargeable emergency leave of absence

SCHRIEVER AIR FORCE BASE, Colo. — The Department of Defense recently adopted “Controlled Unclassified Information” as the identifier for sensitive information.

The Administrative Assistant for security to the Secretary of the Air force issued Air Force Guidance Memorandum 2020-16-01 July 23 to implement the new CUI policy.

The rebranding of CUI highlights a change in process rather than policy, said Doug Peacock, Schriever Information Protection Information Security specialist.

“What we’re trying to do is establish a starting point to acknowledge what CUI is, how to mark it and how to protect it,” Peacock said. “Sometimes people just push the FOUO button on the email because they don’t want their email to be locked out. They’d overprotect rather than properly protect and the DoD wanted to better control that. One of the biggest changes aside from the name is [the DoD will] implement an indicator box you have to put on your documents to say why something is marked CUI.” All CUI documents will be required to have a ‘CUI’ marking at the top and bottom of the page to indicate sensitive information in the text. Peacock said those who want to be thorough can do portion markings in emails containing CUI. Portion markings are shown when each paragraph of the email is marked and explains why the information is CUI and provides the reader with details of why it’s sensitive.

Emails will require senders to identify the person of contact, the name of the office creating the document, who it can be sent to and what category of CUI the content belongs.

“The DoD has established a 'CUI' registry you have to go to and find the law and regulation or government policy that specifically requires the information be marked as CUI,” said John Hladky, Peterson IP Information Security Program manager. “Instead of people haphazardly marking information as FOUO, people now have to go to the registry to understand why something is CUI.” The DoD registry indicates numerous categories of CUI, which include security classification and declassification guides, agricultural and health operations, cyber security defense information and more.

The Defense Security Cooperation Agency and Center for Development of Security Excellence are working to develop a CUI training expected to be completed this month.

Until the DSCA training becomes available, personnel are not required to complete any CUI training. Once the training is fielded, initial and annual training will be required.

Until the CUI button is created for the email system, DAF personnel can continue to use the FOUO or PII buttons, but need to ensure 'CUI' is added at the top and bottom of emails and the CUI designation indicator is included in the body of the email. “[Moving to CUI] won’t be an overnight change; it’ll be a process to get people used to it,” Peacock said. “We’re working with the 50th Space Communications Squadron and the folks at the cyber security office. They’re working through their channels saying that a new change to Outlook and the [Digital Signature Enforcement Tool] is forthcoming and will change those buttons. To change that Air Force-wide is a lengthy process.”

Secretary of the Air Force Public Affairs WASHINGTON (AFNS) — The Department of the Air Force recently announced the delegation of the approval authority for emergency leave of absence from the Secretary of the Air Force to unit commanders or civilian directors.

Unit commanders or civilian directors may now grant an emergency leave of absence for qualifying emergencies, including the death or serious medical condition of an immediate family member, or any other hardship the commander or director determines appropriate.

“This delegation gives commanders and civilian directors the flexibility to assist their Airmen and Space Professionals directly and eliminates steps to get this type of leave approved,” said Lisa Truesdale, deputy director of Air Force military force management policy. “Additionally, our leaders can now aid their members faster and help prevent them from going into an unfavorable leave status in such a difficult time.”

Emergency leave of absence may be granted once during an entire service member’s career and is nonchargeable to the member’s leave balance. It is granted only to prevent the service member from entering advanced or excess leave status, and can only be granted for up to 14 consecutive days.

AF Academy commandant pins on second star Sept. 3

by Gen. Stephen Wilson, Air Force vice chief of staff, Sept. 3, 2020.

“I contend the Air Force got ‘this one’ exactly right,” Wilson said about the service’s decision to promote Maj. Gen. Michele Edmondson.

Edmondson, the commandant since May 2019, is responsible for the military, leadership and character development of more than 4,000 cadets. The Senate confirmed the president’s nomination for her second star earlier this year.

“She’s exactly the right person at this critical time in our nation’s history to be the Academy’s commandant,” Wilson said, before reading the order signed by the secretary of the Air Force promoting Edmondson.

Wilson said Edmondson is a committed officer who delivers the right results at the right time, and has successfully led the cadet wing “in the midst of a global pandemic that has put unimaginable stress on the Air Force and our nation,” he said.

Edmondson is the Academy’s 29th commandant of cadets and only one-of-four officers to serve as a major general in that position.

Edmondson was Wilson’s senior executive officer at the Pentagon from June 2017 to August 2018. The commandant thanked Wilson for his support of her career, and Lt. Gen. Jay Silveria for his advocacy of the cadet wing as the Academy’s superintendent.

“There is nothing more anyone can ask for than to be trusted by their boss,” she said, speaking directly to Silveria. “I want to thank you for trusting me and for allowing me to do my job.”

We Did It Edmondson’s promotion took place in Arnold Hall Ballroom. There were 40 to 50 people there, but they filled the large room, sitting in chairs six feet apart, or more.

The same parameters placed on cadets and staff at the school governed the event.

“Then ‘the COVID’ hit,” Edmondson said to the audience. “The journey we’ve had in the last six months has been the hardest journey of my life.”

The commandant spoke about what she called “Herculean efforts” by cadets, faculty, and staff to keep the Academy functioning during a pandemic.

“I’d be lying if I told you it wasn’t the hardest thing I have ever done,” she said.

“Our success lies in our cadets,” she said, pointing to several cadets in the audience involved in the plans to keep the school up-and-running despite the pandemic. “It’s unbelievable what this cadet wing took on and they did it.”

Edmondson spoke of the challenges of hosting a graduation event for the class of 2020.

“We did it,” she said.

The commandant mentioned the tests and trials of hosting the arrival of more than 1,000 young men and women slated to begin Basic Cadet Training in June.

“We did that, too,” she said.

Edmondson also discussed how her staff overcame the challenges of hosting online distance learning for 3,000 underclassmen who left the Academy in March to continue their studies just after the disease reached pandemic proportions. She said the Academy was the

Managers of the exercise said the sheer size and complexity of the latest iteration of the onramp presented a challenge to the operators that accurately reflected the realities and uncertainties of a potential conflict.

After the field test ended, Roper said that some capabilities are ready to be used.

Chief among them, he said, is using cloud computing.

Senior leaders and developers are stressing speed and setting an ambitious schedule of onramps to be held every four months or so to advance the capabilities demonstrating the most promise and provide opportunities for operational commanders to begin to use ABMS capabilities as they emerge in their day-to-day operations.

“Modern warfare demands data and information at the edge, anywhere on earth,” said Gen. John “Jay” Raymond, Chief of Space Operations. “Potential adversaries

Wilson said Edmondson’s accomplishments are the results of her love for cadets, Airmen and the Air Force.

He said the commandant has proved her ability to lead the cadet wing through vague and uncertain times.

“You’ve done exactly that and more in the most challenging situations,” he said to her.

Gen. Charles Q. Brown, Jr., Air Force Chief of Staff, who has previously served in leadership roles in Europe, the Middle East and the Indo-Pacific, assesses that ABMS is a capability that is needed today and not later, citing its imperative for deterrence and its application for Joint All Domain Operations.

“To win the contested, high-end fight, we need to accelerate how we field critical technologies today,” Brown said. “Rapid, iterative experimenting ultimately places relevant capability in warfighters’ hands faster. We cannot afford to slow our momentum on ABMS. Our warfighters and combatant commands must fight at internet speeds to win.”

Gen. Glen D. VanHerck, U.S. Northern Command commander, said after the field test that he was impressed.

“You can be skeptical of that technology,” VanHerck said, referring to using artificial intelligence and machine learning to process information.

“I am not skeptical after today,” he said.

AL UDEID AIR BASE, Qatar — ­ While a sunset would usually have signaled the end of just another day at Al Udeid Air Base, Qatar, for 20 military members the golden hour glow seemed to symbolize the promise of a new beginning.

Enlisted and commissioned Airmen assigned to the 16th Expeditionary Space Control Flight and the 609th Air Operations Center joined the U.S. Space Force during enlistment and oath of office ceremonies at the Silent Sentry compound Sept. 1, 2020.

The ceremonies transferred Space Operations officers and Airmen in core space career fields such as space operations and space systems operations to the United States’ newest military service in more than 70 years. Future ceremonies will induct professionals from common career fields such as acquisition, intelligence, engineering and cyber.

“This group is making history,” said U.S. Air Force Col. Todd Benson, director of Space Forces for U.S. Air Forces Central Command. “Those participating in today’s ceremony are not only joining our nation's newest service, they are joining this service while deployed in defense of our nation. In other words, they are the first members of the United States Space Force to be deployed in support of combat operations.”

Space across the DoD has traditionally focused on providing support to other domains such as land, maritime and air.

The creation of the Space Force allows for a single service to focus on space as its own critical domain.

“For our nation, we must not just be present in space, but we must be a leader in space,” said Benson. “U.S. Space Command and U.S. Space Force will play a critical role in protecting our Nation’s vital interests in space.”

Elevating space in line with the other traditional domains is even more important as the U.S. witnesses other nations preparing to extend conflict into space.

Senior Airman Aron Franks, one of the Airmen who participated in the ceremony, said he is looking forward to watching technology and tactics evolve as the U.S. rises to thwart adversary efforts.

As a 16th ESPCF space systems operations specialist, Franks

geo-locates, characterizes and reports sources of electromagnetic interference to U.S. satellite assets.

“It’s rewarding when you get to see how your efforts are being processed or applied to the overall fight, to see our piece of the puzzle,” he said.

Tech. Sgt. Cody Hircock, the superintendent of the 16th ESPCF at AUAB, also became a member of the Space Force.

Hircock has spent his 11-and-a-half-year Air Force career in space operations positions.

He said it has been fascinating to watch his career field evolve.

“Back when I joined my first unit in 2009, I actually got to watch them launch our third satellite,” said Hircock. “Now they have ten, so their capabilities have expanded.”

He has been assigned to his current unit for more than a year now. Hircock said he reviews old reports, comparing past performance to what they are able to accomplish now.

“It’s been really impressive to see how much space and the need for space has expanded,” he said.

When it came time to submit his Space Force application, it was an easy decision.

“It’s what I have always known,” said Hircock. “I’ve never had a desire to do anything else and the opportunity to be on the leading edge of a completely new military branch was something I couldn’t pass up.”

Franks, Hircock and other members of the deployed space units will continue to provide space capability to the area of responsibility. While some units have already shifted to the U.S. Space Force, the ceremony the space professionals participated in marked the beginning of transferring personnel units into the Space Force.

“As they depart this ceremony and start to wear the new uniform of our service, I want them wear it with pride,” said Benson. “I could not be more proud to serve alongside them during these historic times.

“Medical Logistics is a highly sensitive environment where timing matters immensely.”

Maj. Crystal Karahan, 39th Medical Support Squadron Medical Logistics flight commander, didn’t mince words when explaining how a rarely seen part of Incirlik Air Base functions and plays a mission critical role in daily operations.

“There’s a lot of moving parts in the medical group serving to ensure the optimal care of our patients' needs … and it all starts here in logistics, with our Airmen making care possible,” Karahan said.

The 39th Medical Group is a world all on its own, with a unique mission and specialties vital to the continuation of Incirlik Air Base’s mission of providing allied support to NATO’s Southern flank. Highly proficient specialists help keep Airmen fighting fit through routine care, injury recovery and mental support and recovery.

Yet these practitioners would have no way to administer care without one crucial department’s hard work. The Medical Logistics Flight has a wide mission touching upon acquisitions, procurement and contracting, equipment repair and maintenance, facility upkeep and quality control for all of the 39th MDG. “Anything that comes into the clinic, comes through logistics. We’re the first-stop shop for the clinic,” said Staff Sgt. Samuel Wonsettler, 39th MSS Medical Logistics Flight acquisitions NCO in-charge. “Whether its supplies for working on the building, fulfilling medical prescription orders for the pharmacy, all the medical and non-medical supplies plus the equipment they use … we have our hand on all of it.”

Teamwork is a vital component of Air Force operations both on base and in a deployed forward positions where timely supplies can make or break a military effort. To this end, Medical Logistics Airmen also commit to training with other areas to ensure they can do the same job anywhere, such as with the 39th Logistics Readiness Squadron to learn cargo preparation on Aug. 19th, 2020.

“We recently trained with LRS to certify on how to do a ‘cargo pallet build-up’ and ‘hazardous cargo function’ for sending supplies downrange,” Wonsettler said.

Strength in numbers — especially during the Covid pandemic.

By Matthew Schniper Colorado Springs Independent That’s somewhat the prevailing sentiment as local businesses have come together to share production space and a common tasting room and retail market.

CoS’bucha anchors the just-opened Refreshment Lab at 40F Mount View Lane, off N. Nevada Ave., where it has been producing its meads in an adjacent space for the past four years. It’s joined by NEKTR. Craft Kombucha and more.

A lot of synergistic elements have come into play for the respective businesses as well, as each struggles in its own way with growth (a good problem to have).

Two-year-old NEKTR. (formerly operating out of another business’s space, available at Beasts and Brews, Carnelian Coffee and the Old Colorado City farmers market) hopes to increase production at least tenfold and earn its way onto more tap handles around the city. And five-yearold CoS’bucha too has outgrown available space elsewhere (most recently Building Three Coffee) as it has reached more locations, including The Burrowing Owl, Third Space Coffee and Radiantly Raw in addition to Building Three.

NEKTR. is offering 32-ounce howlers and CoS’bucha sells 12-ounce bottles in four packs.

I attended a media preview on Aug. 12 where each entity poured samples paired with various meats, cheeses, fruits and chocolates to showcase different flavor profiles.

NEKTR. started with its perky passionfruit-lime, colored a pretty purple by butterfly pea flowers.

We also tried their bright blackberry-sage and my favorite, their Orange Hopcicle, a non-alcoholic beverage that’s double dry-hopped with Cascade and Citra hops and flavored by orange peel, coriander and chamomile. The hops lead the nose strongly, clean citrus owns the middle body, and it finishes crisp and refreshing.

“Our goal is to make organic, raw kombucha approachable,” says NEKTR. co-owner Austin Burt. “Not so vinegary; I’m looking for the middle of the road.”

Out of around 20 flavors they’ve so far experimented with, they’ve settled on seven flagship flavors thus far, which they’ll regularly rotate through the Refreshment Lab. Down the line, they may get into fermented foods and offer some classes on how to brew your own at home.

CoS’bucha, by contrast, tends to lean a little more acidic in its kombucha flavors, which I quite like — it’s also how I used to brew my own kombucha at home, by letting it ferment longer. The nice thing about having both companies together on site is being able to offer two whole flavor

lineups that offer the more sharp or soft renditions. Interestingly for kombucha nerds to know: they both start out by feeding a 50-50 mix of black and green tea to their scobys.

Rich Lemesany, owner of CoS’bucha, poured us his lemon-ginger-cayenne flavor, that’s big and spicy on the ginger bite (yes!) with a finale of cayenne back heat. He too serves a hop-laced kombucha that we sampled. His is a single-hop Citra concoction infused with pineapple for a lovely tropical hint.

In addition to kombuchas from NEKTR. and CoS’bucha, The Refreshment Lab plans to host a guest tap as well, initially to be filled by Springs Culture Kombucha.

Following all this sampling, I can see how fitting it is to call this spot a “lab” even though for now Covid limits what can be done on site.

Hence viewing this as a grab-and-go spot with the chance to at least taste a sip of the products before committing to a bottle or can.

Hours of operation are 3-7 p.m., Thursdays and Fridays and 2-6 p.m., Saturdays.

“You need to have hazard declarations, load and packing lists. There’s coordination with the cargo loaders, flight operations and the medical logistics Airmen downrange; [learning] how to put on a net correctly, inspect a aircraft pallet, load balance and weight distribution and accommodating for different aircraft sizes and shapes.”

Not all installations have the ability to ship items reliably via a commercial service like their civilian counterparts, so mutual understanding of respective functions and needs between the air transport function and medical communities is essential.

“Working hand-in-hand with LRS has helped us learn

to do this ourselves and freed them to focus elsewhere,” Wonsettler said. “Doing this right will get forces set up and running as soon as possible so we don’t lose time, money or lives. This kind of coordination lets us unload refrigerated items as soon as the plane lands, wheels still hot, because they contact us right away.”

Health care supplies can range from bandages to perishable medicines or blood and many have to be packed carefully to not be damaged or expire during transport.

“We set aside at least one day a month to do training,” Karahan said. “It’s not time to sit back and talk about it.

We’re out there gaining and garnering skills from our partners on base, reaching out and seeking those opportunities so we’re ready for global readiness missions.”

Medical Logistics Airmen differentiate themselves by maintaining a comprehensive understanding of supply chain management due to the need for having eyes on

all the moving parts of the process. They must know lead times, internal and external customer needs, and forward logistics know-how to be able to take care of client needs in a timely manner.

“Our ultimate goal is to facilitate the best possible quality of care for our customers,” Karahan said. “Customer service is very important to us, we work to develop a rapport with everyone and be approachable, because if people know who we are and what we can do for them then we can deliver even better care for our clients, Airmen or otherwise.”

The goal of all Airmen is to train like they fight, but for these warriors, it’s all about going above and beyond to get the job done. While most may not see work Medical Logistics Airmen do for the base, their efforts underpin everything that supports the health and well-being of a fighting fit force of ready to deploy Airmen.
